SRINAGAR, JUNE 23: Director Agriculture Kashmir Syed Altaf Aijaz Andrabi today said the installation of biometric attendance system will ensure punctuality of the employees of the department and strengthen the work culture.
He said the step would eventually help in addressing the issues of farmers at an earliest in a pro-active manner.
The Director Agriculture stated this at a meeting held here at Lalmandi Srinagar to overview the implementation of biometric attendance system at the department offices.
He asked the controlling officers/ drawing and disbursing officers to ensure implementation of biometric attendance system in their offices and strictly adhere to the instructions issued by the Government in this regard. He impressed upon that no officer shall leave the office without proper permission from the competent authority.
He said that disciplinary action under J&K Civil Service Rules will be taken against the officials found indulging in negligence of their duties.      
All Joint Directors, Divisional level Officers of the department and other concerned attended the meeting.



JAMMU, JUNE 23 – Director Agriculture, Jammu H.K Razdan today visited Subordinate Offices of the Agriculture Complex to check the punctuality and attendance of the staff.
The Director inspected various officers including Vegetable Improvement Scheme, Jammu, Sub-Divisional Agriculture Office, Marh, Seed Analyst, Jammu, Assistant Entomologist, Jammu, Joint Director, State Land Use Board, Jammu Assistant Agrostologist, Jammu, Divisional Soil Survey Officer, Jammu, Assistant Soil Chemist, Jammu, Assistant Agriculture Chemist, Jammu and Agriculture Chemist Jammu.
The officers/officials were instructed to immediately install biometric attendance devices so that the online monitoring of the staff is ensured. The late arriving staff members were warned of strict action and were asked to reach office on time maintaining punctuality and discipline in future.
Razdan also instructed the Section Heads to ensure cleanliness within and outside office buildings and removal of weeds near entrance and along the paths outside. He also directed the officers not to leave the station without prior permission and to maintain the movement registers for the tours and field visits.



SRINAGAR, MAY 17: Director Agriculture Kashmir, Syed Altaf Aijaz Andrabi, Thursday instructed the chief agriculture officers of all concerned districts for the issuance of advisories on regular basis in order that the farmers can appropriately plan their field activities.
The Director also instructed the officers to offer assistance to farmers with regard to smart water management techniques and technical expertise for the achievement of optimal utilization of water available for irrigation.
 He also directed for the establishment of helpline numbers for farmers enabling access to services of agriculture experts and different department advisories as and when issued.
 The officers were also asked to ensure pro-activeness on part of the field-staff in identifying vulnerable areas for drought or water shortage, being instructed to take appropriate measures for preventing damages.
 The director also stressed on maintaining a close coordination between different allied wings of the department to ensure effective response to situations.



SRINAGAR, APRIL 25:   Director Agriculture Kashmir, Syed Altaf Aijaz Andrabi today said that for the development of agriculture in the State quality planting material and creating an effective and sustainable system of supply of high-quality seeds is important.
The director made these remarks during his visit to Seed Multiplication Farm, Padgampora. He said seed quality is the basic and crucial input for attaining sustained growth in agriculture production.
He said the benefits of an improved variety are not released unless enough of true seed is produced and distributed among the farmers and said that seed is the very fundamental input for introducing the new technology to crop production, propagation and multiplication.
Andrabi said that one of the biggest challenges is ensuring a wider distribution of quality seed and steps are being taken in this direction. He said the department is working on a roadmap to ensure timely and enough supply of quality seeds is provided to individual smallholder farmers to achieve desirable results.
Director Agriculture impressed upon the officers and the staff of the Seed Multiplication Farm that all the opportunities should be cashed in and possibilities should be explored to maximize the production and productivity of the farm so that more farmers could have access to the quality seeds of different crops at affordable prices.
Joint Director Agriculture Extension/Inputs, Deputy Director Agriculture Central, Water Use Specialist and other senior officers of the department accompanied the Director during the visit.



JAMMU, APRIL 13:  Director Agriculture, Jammu Hari Krishan Razdan today interacted with the farmers in Majua Uttami, Chak Chimna, Bhagwana Chak, Rehal, Chak Hassal and adjoining areas of RS Pura.
He stressed on the need to adopt multiple cropping systems with vegetable cultivation and application of latest technologies to achieve the goal of doubling the farmers income.
He praised the efforts of Rajinder Parshad, a progressive farmer of the area, who has raised cucumber as fourth crop in the cropping sequence of Maize-Paddy-Potato-Cucumber at Majua Uttami on the same field.
He advised the farmers to increase their farm income through adoption of multiple cropping and technological interventions. He directed the field functionaries to make all out efforts to popularize such innovative concepts to increase agriculture production per unit area.
He also assessed the general condition of current Rabi crops including wheat, fodder and vegetable crops.
Later, he inspected Zonal Agriculture Office, Chak Hassal and interacted with the grassroots level field functionaries.
He was accompanied by NK Dubey, Chief Agriculture Officer, Jammu, Ram Lal Bhagat, Joint Director Agriculture (Extension), Jammu, Jagmohan Bhat, Assistant Botanist, Jammu J.C Raina, SDAO, R. S. SRINAGAR, APRIL 11: Director Agriculture Kashmir Syed Altaf Aijaz Andrabi today conducted a surprise inspection of various subordinate offices of the Agriculture complex Lal Mandi Srinagar.
During the inspection, 21 employees were found absent from duties. Director on spot ordered an administrative action against the absentees as per J&K Civil Services Rules.
On the occasion, Director Agriculture said that there will be no compromise on the punctuality, people friendliness and accountability in the department. He said such a drive will be held on routine basis to curb the menace of absenteeism.




SRINAGAR, APRIL 09:  Director Agriculture Kashmir Syed Altaf Aijaz Andrabi today chaired a meeting of experts, Chief Agriculture Officers of the concerned districts and other concerned officers to explore the various modalities for devising a strategy to face the challenges confronting different agriculture activities.
Speaking on the occasion Director Agriculture called upon the participants to take present climatic scenario as a challenge and try all the efforts to coup up with the present situation so that farmers interests can be served and safeguarded.
He said since Kashmir is facing a different and tough situation viz a viz scarcity of water and other contributing factors, therefore department has to mobilize its entire workforce so that technical and moral support is made available to the farming community at this crucial stage.
Director Agriculture informed that the department is already preparing an alternate plan and devising a mitigation strategy where drought mitigation technology, use of new farming practices that require less water, are taken into consideration to reduce the impact of the dry winter season.
He said that the department has already adopted some crop specific and commodity specific villages for the promotion of certain agri-products so that farmers income can be improved.
Andrabi said that the department has prepared a roadmap for the promotion and marketing of certain Kashmir specific crops on the national and international level so that the farmers involved with their cultivation could fetch a good price of their produce.
He highlighted the importance and contribution of women in the agriculture sector and their role in rural economy. He directed the concerned officers for the constitution of the target number of women self-help groups within the stipulated time so that the assignments designed for such groups could be implemented.
Joint Director Agriculture Extension, Joint director Agri Inputs, Joint Director Engineering, Project Coordinator Mushrooms, Deputy Director Central Amir-ud-Din Andrabi, Chief Agriculture Officers of all the Districts of Kashmir division, Law enforcement officers were also present in the meeting.



SRINAGAR, APRIL  04 Agriculture Kashmir, Syed Altaf Aijaz Andrabi   today convened a meeting to review the progress of supply stock and sale of different kinds of fertilizers across the valley and to review the achievement on the implementation of Direct Benefit Transfer in the fertilizer sector.
Speaking on the occasion, Director Agriculture Kashmir  enjoined upon all the participants including Senior Officers of the Department , Law Enforcement Inspectors, Representatives of fertilizer companies to sensitize the retail fertilizer dealers regarding the sale of fertilizers through Point Of Sale Machines (P.O.S) as per the instructions of department of fertilizers Ministry of Chemicals and fertilizers  New Delhi Government of India, so that farmers may not face any hardships and inconveniences.
Director Agriculture passed on instructions to the fertilizer companies operating in the valley to immediately stop (if any) the import of non-FCO Organic/ Bio fertilizers and other products into the valley, as per the orders issued by Agriculture Production Department Government of Jammu and Kashmir vide no 96- Agri of 2018 dated 20-03-2018. He said this initiative has been taken by the Government of Jammu and Kashmir for the promotion of indigenous organic/bio fertilizer production and involvement of unemployed youth in this sector. He said the import of Bio fertilizers and organic fertilizers specified under Clause-2 (h) and (g) in schedule (III) and schedule (IV) of fertilizer control order 1985 if only the said products are accompanied with batch wise quality analysis report from Government notified/ Accredited laboratory.
Director Agriculture quoted the above-mentioned order and said “however there are some organic fertilizers specified in schedule- IV of fertilizer control order 1985that could be allowed in very rare cases in the absence of local organic fertilizers and that too should be certified by the Director Agriculture Kashmir.
Andrabi called upon the officers of Law Enforcement Agency of the Department to strictly ensure that the government order is followed in letter and spirit by all the concerned and closely monitor the sale proceedings of fertilizers, so that farmers interest can be protected. He directed the representatives of fertilizer companies to ensure the sufficient availability of quality fertilizers to the farmers across the valley.
Earlier the representatives of different Fertilizer Companies gave detailed data of stock and supply position of different types of chemical fertilizers.
Joint Director Agriculture Extension A. R. Samoon, Dy. Director Central Amir ud Din Andrabi, Regional S.M.S Mohd Yaseen Masoodi were also present in the meeting.




JAMMU, MARCH 15:  Joint Director Agriculture (Inputs) K. S. Sambyal today flagged-off a group of 80 progressive farmers from Jammu Division for participation in Krishi Unnati Mela to be held from March 16 to 18 at IARI Pusa New Delhi. 
 At Krishi Unnati Mela, the main attraction will be Digitization in agriculture, organic farming, agri-business models, precision farming, skill building and entrepreneurship development. 
Besides live demonstration and display regarding production technologies of crops, integrated farming system, protected cultivation, farmers will visit the experimental fields of IARI, learn about water use technology, micro-irrigation/sensor-based irrigation system, recycling of waste water for agriculture, new farm equipments, bio-fertilizers, agro-chemicals, and machinery and on spot soil and water testing.   Farmers will also interact with the field experts, scientists and meet their fellow farmers and progressive and innovative farmers of other states.  
 Interacting with the farmers, Sambyal advised the farmers to take full advantage of the tour and interact with the experts to learn the latest and innovative techniques in farming for enhancing the crop production.  He said that the main objective of such visits is to acquaint the farmers with latest techniques, methods and machinery to be used for agricultural activities for enhancing productivity.

JAMMU, MARCH 12:   Group of 88 farmers from different districts of Jammu Division was flagged off by Director Agriculture Jammu H. K. Razdan for an Exposure Visit outside the state from the Directorate of Agriculture, Krishi Bhawan, Jammu today.  The training programme is being organized by the Farmers Training Centre Jammu under Sub-Mission on Agriculture Extension (SMAE) of Centrally Sponsored Scheme: National Mission For Agriculture Extension Technology (NMAET-ATMA) w.e.f 12.03.2018 to 18.03.2018.
Razdan while interacting with the farmers on the occasion said that the programme has been organized for acquainting the farmers with modern techniques for Commercial Agriculture, emerging trends in organic farming and cultivation of different agricultural crops on scientific lines. He impressed upon the farmers to interact with the farm scientists, experts and extension functionaries to get up to date methodology in cultivation of crops on scientific lines. He asked the farmers to enhance their technical skills in the field of Integrated Farming and to adopt the advanced technology for cultivation of cereal food crops, vegetables, Mushrooms   and other agricultural crops after learning from such Trainings/Exposure Visit.
Giving details of the seven days tour programme Deputy Director of Agriculture( Trainings) Jammu Sunil Koul said that the   group of 88 farmers from Jammu,  Rajouri, Poonch ,Doda and other Districts will attend 6 days training during which  the farmers will visit  Krishi Vigyan Kendra, Oil Seeds Research Station at Kangra and Agriculture Museum of CSK HP Krishi Vishvavidalaya Palampur, Organic Farming, Drip Irrigation, Krishi Vigyan Kendra, Amritsar, All India Pingalwara Charitable Society Pingalwara, Centre For Excellence in vegetable Kartarpur, KVK Jullander,  Central Potato Research Station, Badshahpur, Ludhiana. Farmers will also visit and see the advanced agricultural technology at Punjab Agriculture University, Ludhiana.

SRINAGAR, JANUARY 23:  Director Agriculture, Syed Altaf Aijaz Andrabi, today directed the officials of the department to ensure that the budgetary allocations to their respective districts under different centrally sponsored schemes and projects are fully utilized by the end of last quarter of current fiscal.
Speaking on the occasion, the Director called upon officers to reflect the needs of their districts while preparing the Detailed Project Reports (DPRs) for different programmes and schemes allocated to them are utilized to full by the end of this financial year. He said all the activities carried out by the department at different levels should be digitized simultaneously so that the e-governance project can be completed within the stipulated time. He asked the officers to see to it that the ongoing programmes are successfully completed at the earliest to avoid cost and time overrun.

He impressed upon the officers to keep a digital track of all the centrally sponsored schemes being implemented in the divisions and make it a point that these schemes are executed as per the set guidelines and timeline already decided. He directed Chief Agriculture Officers of concerned districts to take periodic reviews of different Schemes in their districts so that a systematic monitoring mechanism can be evolved to achieve satisfactory results.


SRINAGAR, JANUARY 16: Director Agriculture Kashmir, Syed Altaf Aijaz Andrabi impressed upon the concerned officers & agencies to expedite  work on state of art and one of the largest saffron park in Asia to be completed at an estimated cost of Rupees 37 crore.
While reviewing the progress of finishing work on this prestigious project at Dussu Pampore, in a meeting, he directed the concerned officers to complete the different works including infrastructural works, mechanical, electrical, civil works & landscaping of surroundings within the stipulated time.
He called upon the concerned officers, engineers and representatives of different executing agencies including representatives of national horticulture board to work in close coordination in order to complete the project . He asked the concerned engineers to make some necessary changes in a particular section of park that have been suggested by the concerned experts.
The Director was informed that the finishing work on different sections of the park is in full swing & is nearing its completion. It was said that the park would be handed over the department and will be thrown open for public in near future.

During the visit, Director Agriculture exhorted upon the officers to complete the finishing work as per the given deadline. The meeting was attended by officers of electrical, mechanical and civil agencies, representatives of National Horticulture Board, and other senior officers of the department.


SRINAGAR, DECEMBER 20:  Director Agriculture Kashmir, Syed Altaf Aijaz Andrabi today convened a high-level meeting to review the implementation of Direct Benefit Transfer (DBT) system and to review the progress on installation of Point-of-Sale (PoS) machines at all the fertilizer sale centres and outlets across Kashmir Division
Chief Agriculture Officers of all the districts of Kashmir Division, officers of Law Enforcement Agencies, other concerned officers, representatives of different fertilizer companies, fertilizer distributors and dealers were present at the meeting.
Speaking on the occasion, Director Agriculture said that the installation of Point-of-Sale machines at all the fertilizer sale outlets across Kashmir Division is one of the series of reforms adopted by the department in bringing transparency in the fertilizer distribution system. He instructed the concerned agencies to achieve 100 percent target in the installation of PoS machines in all the fertilizer sale centres across the Kashmir Division within the stipulated timeframe.
He said that these machines are connected to a server that uploads every transaction on the portal and can be monitored in any part of the country. He said these machines display price, quantity and other credentials of the customer, which leaves no scope for any malpractice in the system.
Director Agriculture said that the department is leaving no stone unturned in introducing digitization at its all the levels of functioning in order to strengthen transparency and accountability in the department.

He said that the installation of PoS Machines will definitely keep a check on the black marketing.



SRINAGAR, DECEMBER 16:  Director Agriculture Kashmir, Syed Altaf Aijaz Andrabi today said that efforts are on to make Seed Multiplication Farms (SMF) more revenue and employment generating assets.
The Director said this while reviewing the progress in implemention of schemes  under Seed Multiplication Farms.
He said SMF not only plays a vital role to meet out the seed requirement for farmers but also are also important in the multiplication of latest varieties of different crops received from universities and research institutions.
Expressing his views, the Director Agriculture exhorted upon the need of strict adherence to the timeline for project completion in addition to optimal and judicious utilization of funds. He directed the concerned officers to ensure the budgetary allocations under different programmes are fully utilized by the end of current fiscal. He asked the officers to keep the digital record of the entire off-take, expenditures and remittances and impressed them to take periodic reviews of different financial activities for better monitoring of financial achievements.
Andrabi called upon the officers to submit the requirements of different types of seeds for Kharief season so that assured availability of seeds to the farmers can be achieved well in time. He said that the innovative ideas for the optimal utilization of farmlands will be encouraged by the department and the department will take all the steps to make these Seed Multiplication Farms more revenue and employment oriented.
He impressed upon the officers to work with commitment and coordination to achieve tangible results on ground, so that the benefits  of these farms reach the grass root level.

Earlier, the meeting was informed about the various ongoing  activities under different projects.

          SRINAGAR, NOVEMBER 10: Director Agriculture Kashmir, Altaf Aijaz Andrabi chaired a review meeting on the establishment of Sprinkle System under National Saffron Mission (NSM) here at Lal Mandi.
          The Director was informed that out of targeted 124 bore-wells, 108 have been dug out and handed over to Mechanical Engineering Department (MED) and MED has harnessed 82 wells, whereas installation of sprinkle system stands completed at 12 sites and other 52 sites are under progress. Meanwhile, 10 sites are operational whereas two sites need repairs.

          During the meeting, the Director Agriculture asked Chief Agriculture Officer (CAO) Budgam to identify sites along the periphery of Chewweader, Nowgam so that the area is brought under irrigation.        However, CAO informed the chair that certain areas in Khrew, Wuyan have very deep-water table and need digging.
