Teachers granted 7thPay Commission scales and retirement age enhanced to 65 years


KAKRYAL, APRIL 13: The Executive Council of Shri Mata Vaishno Devi University (SMVDU) which met here, discussed various important matters relating to the functioning of the institution. Chaired by Governor N. N. Vohra, the Council decided to enhance the retirement age of the teaching faculty to 65 years and approved grant of 7th Pay Commission scales to the teaching staff. To attract well known teachers to serve the University the Council also decided to grant Children Education Allowance and Performance linked awards to the Faculty.
The Council congratulated Prof. Sanjeev Jain,Vice-Chancellor, for the University attaining the 94th rank among all the Engineering Institutions of the country and for retaining its position among the top 150 Universities in the country in  the ranking assessment done under NIRF- 2018. It was noted that despite its young age the University has obtained better ranking than many NITs and IIITs.
The Council recorded appreciation on the University’s MBA programme becoming the University first accredited MBA program in J&K and for the University being included as a participating institution in Centralized Counselling for M.Tech (CCMT) 2018 and being brought under the Direct Admission of Students Abroad  (DASA) – 2018 programme.
VC informed the Council that faculty and students of the University were participating in quality international conferences and the number of research papers written by them has significantly increased. Chancellor expressed satisfaction that the University is harnessing the potential of on line learning mechanisms, especially Massive Open Online Courses (MOOCs) through SWAYAM and NPTEL and National Digital Library.
The Council appreciated various eco-friendly initiatives undertaken by the University to develop it as a green campus and becoming first Academic Campus in J&K to have a 900 Kilo Watt Solar Power Plant which will be commissioned on 30th April, 2018; encouraging the use of bicycles by students; usage of LED bulbs for street lighting and in the hostels and other buildings.
The Council approved conferring of Honoris Causa on Sh. Sunil Bharti Mittal, Founder and Chairman Bharti Enterprises Ltd. and Sh. Pawan Munjal, Chairman Hero Moto Corp Ltd.
On being apprised about the functioning of the SMVDU Technology Business Incubation Centre (TBIC) established in the University for encouraging the spirit of entrepreneurship among the people of the State, Chancellor observed that students from other States should be invited to join the TBIC and stressed the development of an ideal entrepreneurial ecosystem for boosting Start up culture in the State. He advised the VC to undertake a critical appraisal of all the Coys incubated so far in the TBIC and observed that he would very shortly convene a meeting of all VCs and Heads of Higher Education Institutions in the State for discussing and preparing a roadmap for promotion of entrepreneurship and Start-up Policies.
In order to incrementally and qualitatively enhance the academic environment of the University, the Council accorded ‘in principle’ approval to the Perspective Plan (2018-23) and urged the VC to implement a concrete Action Plan with regard to each and every aspect of the identified goals.

JAMMU, APRIL 13:  Director Agriculture, Jammu Hari Krishan Razdan today interacted with the farmers in Majua Uttami, Chak Chimna, Bhagwana Chak, Rehal, Chak Hassal and adjoining areas of RS Pura.
He stressed on the need to adopt multiple cropping systems with vegetable cultivation and application of latest technologies to achieve the goal of doubling the farmer’s income.
He praised the efforts of Rajinder Parshad, a progressive farmer of the area, who has raised cucumber as fourth crop in the cropping sequence of Maize-Paddy-Potato-Cucumber at Majua Uttami on the same field.
He advised the farmers to increase their farm income through adoption of multiple cropping and technological interventions. He directed the field functionaries to make all out efforts to popularize such innovative concepts to increase agriculture production per unit area.
He also assessed the general condition of current Rabi crops including wheat, fodder and vegetable crops.
Later, he inspected Zonal Agriculture Office, Chak Hassal and interacted with the grassroots level field functionaries.

GoI to launch special disaster management project in 8 states: Secy NDMA
JAMMU, APRIL 13: Chief Secretary, Mr B B Vyas today called for cent percent funding from the Central Government for disaster mitigation in Jammu and Kashmir.
“Government of India has been generously extending financial assistance to the State while implementing projects under ADB loan and World Bank financing with 100% funding.  There is a need for similar dispensation to be considered for J&K in the Disaster Management area as well,” Mr Vyas said at a meeting convened through Videoconferencing by Secretary, National Disaster Management Authority (NDMA), Mr R K Jain with the Chief Secretaries of eight states including Northeast and J&K to discuss the framework of projects conceived to mitigate disasters related to earthquakes.
Secretary NDMA informed the Chief Secretaries that the Government of India is in the process of launching a project  to workout strategies to mitigate and risk reduction to the life and property due to the earthquakes and in the first instance, eight states of Northeast, Himachal, Uttarakhand and J&K falling in the seismic zone of IV and V will be taken up for implementing measures and building capacities to deal with these natural calamities due to earthquakes. 
Mr Vyas urged the Secretary NDMA that J&K is looking forward for sharing by NDMA of best practices, new knowledge and expertise in the area of disaster mitigation, rural housing, building codes, regulatory framework and other related areas.
He said J&K has a peculiar geo-climatic condition and falls in the Seismic Zone IV and V, and majority of the population is residing in the Zone IV.  “Besides, people in J&K live on hillocks and in border areas which have peculiar challenges to be addressed to combat not only manmade disasters but natural calamities like earthquakes, floods and snow tsunamis which position the state in a multi-hazard zone and would require synergy and coordination of various Ministries and Departments for quick and effective response to all the natural and manmade disasters,” he said.
The Chief Secretary further informed the meeting that J&K has set up a separate department of Disaster Management and has put in place State Disaster Management Authority (SDMA) headed by the Chief Minister, two Divisional Disaster Management Authorities headed by the respective Divisional Commissioners, and 22 District Disaster Management Authorities to formulate plans, coordinate resources and to build capacities to face the challenges arising due to calamities.  He said Emergency Disaster Response Centres(EDRC) are being set up to deal with the situation in the quickest of the time to save the precious lives and to minimize the damage.  He further informed that the State appreciates the need for procurement of disaster related equipment and retrofitting of public and private buildings to make them disaster resilient.  “However, a comprehensive framework needs to be worked out to provide techno-logical and techno-legal regime to regulate the construction of government buildings and to enforce design and building techniques for private houses as well for making them earthquake resistant,” he said and added that a team from J&K Disaster Management Department will to visit NDMA for interaction and further guidance on the disaster mitigation parameters.
During the meeting, the importance of a focused comprehensive strategy for risk management and disaster preparedness was impressed upon by the participants. Modalities regarding funding pattern came under discussion and states desired that Government of India should workout liberal funding for undertaking measures to safeguard life and property in public and private domain.

JAMMU, APRIL 13: Minister for Industries and Commerce, Chander Parkash Ganga today said the coalition government is working under a well-knit strategy to ensure overall development of the state with special emphasis on rural and far-flung areas.
The Minister said this after kick-starting the development works including blacktopping of 2km road at village BurjTanda at an estimated cost of Rs. 40 lakh and one km road at Gudwal to be constructed at an estimated cost of Rs. 20 lakh.
The locals apprised the Minister about their demands related to power supply, water supply, road connectivity, education, healthcare and sanitation.
Speaking on the occasion, the Minister said that all genuine demands of the people pertaining to the development of the area would be redressed in a phased manner and people would witness the change on ground.
Stressing on the need to create durable assets, Ganga directed the officers of the concerned departments to closely monitor the quality of work and ensure timely completion of the works.
The Minister asserted that durable roads and enhanced infrastructure tops the development agenda of the present dispensation and focus is being laid on upgrading and improving the road network in rural and remote areas.

JAMMU, APRIL 13: Prof. Anil Sahasrabudhe, Chairman, All India Council for Technical Education (AICTE), accompanied by Sh. Dipan Kr. Sahu, Consultant Student Start-up Policy Implementation Unit, met Governor N.N. Vohra at the Raj Bhavan.
Prof. Sahasrabudhe briefed Governor about the ongoing activities of the AICTE to bring about significant qualitative improvement in the technical education being imparted in the State and about the AICTE’s Student Start-up Policy which has been designed to guide AICTE approved institutions to promote student driven innovations and start-ups. He requested Governor, who is Chancellor of the State Universities, to help in institutionalising and integrating the efforts of the state Start-up Mission to harness creative potential of youth across academia.
Governor observed that Shri Mata Vaishno Devi University, Katra (SMVDU) has already established a Technology Business Incubation Centre (TBIC) for encouraging the spirit of entrepreneurship among the people of the State and has successfully incubated 12 Startups through the TBIC. The University has also organised the “Innovation Challenge” and is engaged in organising Hackathon-2018 in May, 2018.
Governor lauded Prof. Sahasrabudhe’s initiative in supporting efforts to identify the innovative and entrepreneurial potential of students and transforming them into start-up entrepreneurs. Governor assured Prof. Sahasrabudhe that he would very soon convene a meeting of all VCs and heads of Higher Education Institutions in the State to discuss and prepare a roadmap for this purpose.

Governor directs providing First Aid Kits to Volunteers



JAMMU, APRIL 11: Governor N. N. Vohra, President, Indian Red Cross Society (IRCS), J&K, chaired the 176th meeting of State Managing Committee (SMC) of IRCS, J&K, Branch at the Raj Bhavan here today. Sh. Bali Bhagat, Minister for Health and Medical Education, participated in the meeting.
For creating awareness about the objectives of the Red Cross movement and generating funds for the IRCS Governor stressed the importance oforganising Red Cross Melas in each District. Lauding the exemplary work done by members of a local NGO from Ramban in providing immediate aid to the large number of Shri Amarnathji Yatra pilgrims who were killed and injured in a ghastly  road accident in July last, Governor emphasised the importance of imparting First-Aid Training programmes to youth on an extensive scale as this would help in saving precious lives in case of  arising emergencies. He directed the Hony General Secretary Red Cross to provide a well designed First aid Kit to every Red Cross Volunteer.
Governor directed the Divisional Commissioners Jammu and Kashmir and Deputy Commissioners to timely identify Red Cross Volunteers whose work merits conferring awards for their humanitarian services. Sh. Farooq Shah Secretary School Education Department was asked to actively involve all Government, Private and CBSE Schools for increasing the enrolment of students in the Red Cross family and to also frame a pragmatic policy for the schools utilising their share of Red Cross funds.
Stressing the need to make Red Cross activities  progressively more and more meaningful, Governor emphasized that the need of the hour is to build a large pool of committed Volunteers for ensuring wider participation of people in the humanitarian and charitable endeavours of the Red cross.
Sh. M.S. Rather, Honorary General Secretary IRCS, informed that, in the first phase, IRCS had taken up District Ramban (in Jammu) and Baramulla (in Srinagar) where a total of 701 students from 14 educational institutions had been imparted extensive training in First Aid and Disaster Response.  Further, the full particulars of trained volunteers have also been shared with the concerned Deputy Commissioners and Superintendents of Police so that their services could be utilized in case of any disaster or accident.  He also informed that a detailed Training Calendar for Schools and Colleges has also been framed.In regard to imparting First Aid training in areas along the IB and LoC: Jammu, Samba, Kathua, Baramulla, Kupwara, Leh, and  Kargil had been covered by the 3-day extensive First Aid and Disaster Response Training Programme.
The meeting was informed that the Indian Red Cross Society, J&K State Branch, with support of IRCS-NHQ and ICRC, is implementing  Livelihood Support Activities which are aimed to enhance livelihoods of Women Headed Households in Village R.S Pura and adjoining hamlets (District Jammu) and in Village Hayihama (District Kupwara). This programme will support the women who are heads of identified economically vulnerable households with vocational trainings for manufacturing Handicrafts, Cutting and Tailoring, Book Keeping and Accounting, Live Stock Rearing and Maintenance, Basic IT Skills and other need-based trainings after proper assessment of the beneficiaries. Such women will be provided adequate supportlike Sewing Machines, Raw Materials, Computers, Live Stock and other equipments and tools for carrying out beneficial activities.

Stresses for massive out-reach programme in far flung areas, underscores need for women empowerment
JAMMU, APRIL 11: Vice- Chairman Khadi & Village Industries Board Peerzada Mansoor Hussain Suharwardhy, chaired a meeting to review functioning of KVIB, Jammu Division, here today.
Secretary KVIB, Rashid Ahmad Qadri, Financial Advisor Ashraf Khan, Divisional Officer, Jammu Pawan Gupta, district officers and other senior officers attended the meeting.
Underscoring the need to make the facilities of the KVIB available in the far-flung areas of the Jammu division, Vice- Chairman emphasized the officers to organize awareness camps for the common masses especially youth in a bid to extend financial help for their sustainable livelihood. He also asked to stay connected to the ground and monitor the implementation of the schemes being accorded to the young entrepreneurs by the KVIB.
VC said that in far flung areas of the Jammu division, the officers must make it as their priority to hold the awareness camps, seminars and workshops at least once every month.  
“The board must equip itself with the latest technology and gadgets so that same could pave way for the better understanding between the functioning of the board and the youth availing its services”, VC said adding that there should also be a constant contact between the district offices and the divisional office of the board.
The Vice- Chairman KVIB further stressed the need for a constructive role of the board in empowering the women in the state especially those who live in the higher reaches and inaccessible areas of the state.  He added that the board must encourage the women to come forward and instill in them the confidence to become independent and earn decent livelihood. 
He passed the directions to the Secretary KVIB to approve the financial schemes for the women who intend to establish their own business units and yearn to earn livelihood at par with the women living the twin capitals of the state.
VC also asked for strengthening of the District Level Task Force Committee for the proper monitoring of the financial schemes and establishment of the business units.
Secretary KVIB while highlighting Board’s achievements during the financial year 2017-18, said that instead of the target of establishing 1002 business units in the state, the Board went ahead by launching 2024 units. He added that the Board recorded 202 percent of the physical target and 175 percent of the financial target within the span of one year.

JAMMU, APRIL 10: Governor N.N. Vohra, Chancellor of the Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir (SKUAST-K), chaired the 33rd Council meeting of SKUAST-K, at the Raj Bhavan. Ghulam Nabi Lone, Minister for Agriculture, Syed Basharat Ahmad  Bukhari, Minister for Horticulture and Abdul Ghani Kohli, Minister for Animal, Sheep Husbandry & Fisheries participated in the meeting.
Chancellor released three recent publications of the University: “Cultivation of Poplars in Kashmir”, “Experimental Agrometerology: A Practical Manual”, and “Apple Production & Value Chain Analysis”.
In view of the adoption of high density apple orchards in the valley which will increase the apple production by 5 times of the present yield, Chancellor advised Minister for Horticulture to evolve at least a medium term logistical plan for the grading, storage, packaging, marketing and transportation of the enormously increased  horticultural produce. Sh. Bukhari informed Chancellor that budgetary support has been enhanced for setting up Controlled Atmosphere Stores and providing refrigerated vans and 5 new Horticulture Nurseries are proposed to be established in the current financial year.
Chancellor advised VCs of both the State Farm Universities to develop varieties of seeds which are drought resistant and also urged the Ministers of speedily changing climatic patterns, for which seeds shall need to be prepared to change the existing cropping pattern and sow alternate crops. He also stressed the importance of mapping the entire Kashmir Valley to identify and earmark areas where particular crops and fruit orchards could be propagated.
Chancellor urged Horticulture Minister to put in place an effective quarantine and monitoring mechanism to check the quality of plant materials being imported in to the State so that only high quality disease free plants are provided to the farmers.
Earlier, Vice Chancellor Dr. Nazeer Ahmed made a detailed presentation on the various activities of his University and informed the Council that the University has taken various new initiatives since the last meeting viz. University has been identified as a nodal centre for maintaining highland cold tolerant maize gremplasm; fully implemented 5th Dean’s Committee Report Recommendations; 23 new research projects sanctioned by various funding agencies; poultry seed project for augmentation of poultry infrastructure established under ICAR; developed a Horti-Poultry integrated farming system for increasing profitability of farmers; 45 students selected through On- Campus placement initiative; 3 MoUs executed with private organizations for collaborative work and their fellowship obtained for Master’s research and also signed an MoU with JK Bank for providing Agro-Advisories on Apple through Electronic media ( mobile SMSs) which cover about 6 lakh farmers having bank accounts in J&K Bank.
VC informed that the Controlled Atmosphere Storage facility of 90,784 MTs has already come up in the State to enable enhancing the shelf life of Apple; the University has initiated programme for identifying genotypes which are suitable for being used as brown rice (unpolished) and red rice (Lal Chawal or Kamad Zag), rich in Iron and Zinc and a revival programme is being undertaken at Khudwani Centre since 2015. University has established an Olive orchard at Shalimar where nineteen varieties are being evaluated for their suitability in the region.
Further the University has released 72 crop varieties and hybrids and their breeder seed is made available to Agriculture Department who are further  using this for multiplying to Foundation and Certified Seeds and supplying to farmers.  Using new high yielding varieties, the crop yields have almost doubled in most of the crops. Besides, the varieties rich in quality like Mushkibudji, Kamad Zag  & Pusa basmati in rice; QPM in maize and protein and vitamin rich pulses and vegetables are being promoted on a large scale.
For direct supply of quality seeds to farmers, University has opened seed sale outlets in every Faculty and at the KVK’s while at main campus Shalimar the seeds are sold through online net banking directly to the farmers, from ATIC. The University has designed short term courses to increase the employability of the candidates. These include: One year Certificate course in Landscape Gardening and Park Maintenance, PG in Horti-business Management, One year PG Diploma in Agriculture Extension Management in collaboration with MANAGE, GOI Hyderabad, One year certificate course in Basic Horticulture training, Forty five days Skill Development Certificate course on Mushroom Production, Beekeeping, and Skill development course in Food Processing.
