Higher education set for overhaul in JK

SRINAGAR, MAY 17: Minister for Information Technology, Technical Education and Higher Education, Molvi Imran Reza Ansari today urged educationists and academics to provide quality education at all levels.
Speaking at a maiden review meeting of higher education department, the minister said asked the participating principals of various Degree Colleges of Kashmir region to help in overhauling higher sector across the State.
“I want that the Principals other than the infrastructure must focus on providing quality education and most importantly peace has to be maintained on the campuses,” he said.
“Nothing can be done when there is no peace inside the college campus and we won’t be able to focus on the quality education,” he said.
 He said that everything can’t be blamed on the situation.
“We should stop linking everything to the situation. This is the only way forward for us. We must take the ownership and run the colleges and not let the outside forces to run it for you,” Minister asked the Principals.
Ansari said that the government has prioritized education with the launch of numerous reformative measures in this regard.
“A discernible transformation is being witnessed in all parameters of education with a notable development in infrastructure and related facilities in educational institutions of the state,” he said. He emphasized the need for involving all stakeholders, including parents, teachers and local legislators, in further streamlining of the vital sector on which the onus of building a strong and developed nation lies.
“If we have to transform our colleges and universities into world class institutions, it must safeguard the interests of young researchers and scholars and students,” he said.
“I know in our State, higher education sector is faced with many problems. But we have to work together and transform this vital sector of knowledge,’ he added.
Ansari stressed for preparing a mechanism for the students of the rural areas by which they could compete with students of urban areas. “There is a need of collective efforts and a well-knit strategy to further add to the standards of curricular and extracurricular activities, especially in rural areas,” he added.
The Minster said that in order to make remarkable impressions on the ground, all the stakeholders and prominent educationists must come forward to help the government in evolving the higher education sector.
He interacted with the Principals and sough their suggestions over overhauling the education sector. He said that he has been receiving a plethora of responses from intelligentsia and Government would launch some substantial steps to bring changes on the ground.
He asked the Principals and teachers that government would provide all possible help to them if they wanted to go on any academic refreshing courses. “Academic collaborations must be done with foreign institutions that can help us bring some remarkable changes,” he said.
The meeting was also attended by Secretary Higher Education, Javed Ahmad Khan, Director Colleges, Director, JJKSDM, Dr Peer Ghulam Nabi Suhail, Principals of the various colleges of Kashmir among other departments.



SRINAGAR, MAY 12: A delegation of College Teachers Association (CTA) today called on Minister for Higher Education, Molvi Imran Raza Ansari here and discussed various issues pertaining to the higher education scenario. 
The delegation led by its President Prof. Tariq Ashai also felicitated Ansari on assuming the charge of the Department of Higher Education. 
The Minister, on the occasion, called for enabling conducive atmosphere in campuses for achieving academic excellence and highlighted the role of teachers in this regard.

Minister inaugurates Blood Donation cum free screening medical camp at Pattan



            BARAMULLA,  APRIL 27: Minister for Youth Services and Sports, Information technology and Technical education, Molvi Imran Raza  Ansari today said that Government led by Mehbooba Mufti is committed to develop basic infrastructure of rural areas adding that development of regions on equitable basis have been on the agenda of present coalition dispensation.
          Minister said this during a public gathering at Kripalpora Payeen area of Pattan constituency.
          He said that majority of the demands of people for the area have been fulfilled and the remaining works are in its last phase of completion.
          Earlier the minister inaugurated a blood donation-cum-free medical screening camp at Parihasspora Pattan during which the Minister himself donated blood besides event saw overwhelming participation from various volunteers, civil society members and people from other walks of life.
           Camp was organized by the Directorate of Health Services Kashmir in collaboration with IRP- 20 battalion Parihasspora Pattan wherein various volunteers donated their blood for the service of mankind.
           Speaking after inaugurating the camp, the minister highlighted the significance of the camp and said that such camps present a glorious example in the service of mankind. He applauded the volunteers especially police personnel who participated in the camp. He also said that such camps benefit the poor sections of the society who are not able to tolerate the burden of medical expenses.
          Deputy Commissioner Baramulla Dr Nasir Ahmad Naqash, Commandant IRP 20th battalion Bakker Samoon, Chief Medical officer Baramulla Dr Bashir Ahmad Chalkoo, District Youth Services and Sports officer Baramulla Khursheed Ahmad, Block Medical officer Pattan Dr. Masrat   and various other concerned officers were present on the occasion.



Stresses on making rural population digitally literate
JAMMU, APRIL 25 - Minister for Information Technology Imran Raza Ansari today said digitization plays a key role in ensuring corruption-free and speedy delivery of services to the people.
“The growth of the country can only be increased by moving towards digitization,” the Minister said, adding that the digital penetration in the country is around 75-80% but there is a need to bring rural areas at par with the cities in terms of digitization for the overall growth of the country.  
The Minister was addressing a gathering of VLEs and digitally literate candidates from various districts of Jammu during Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) celebrations at Panchayat Bhawan here.
Secretary to Government, Information Technology Department Saugat Biswas, COO, CSC SPV Rishiraj Singh, State Head, CSC Farooq Renzu, General Manager, CSC Shahnawaz Rashid, VLEs, trainers and beneficiaries were present on the occasion.
Terming VLEs in the state as ‘change agents’ of Digital India, the Minister said these rural entrepreneurs have the power to revolutionize India by empowering rural citizens and providing them job opportunities.
The Minister said the Prime Minister Narendra Modi is working with a vision to elevate the rural population and ensure that over a billion-people become digitally literate by 2020. PMGDISHA has brought a revolution in the country and everybody associated with this programme is learning and earning, he added.
He further said that ensuring the presence of women at the fore front of “Digital India” would result in new social order where CSC VLEs would play the role of change agents in building a society free of any discrimination. Digitally empowered communities can bring a paradigm shift in encouraging and empowering rural India, he stressed.
Meanwhile, the Minister distributed five PMGDISHA certificates and ten mobile phones to the deserving beneficiaries. An MoU of PMGDISHA was also exchanged between CSC and Jammu and Kashmir e-Governance Agency (JAKEGA) on the occasion.
The Minister asked the VLEs to deliver all services to the citizens through CSC so that their turnover can be enhanced significantly. He also mentioned that Department of IT with the support of CSC can develop online services of the state departments to ensure their delivery through CSCs.
Secretary to Govt, IT Department Saugat Biswas applauded the efforts of VLEs in promoting digital literacy and empowering the communities. He informed that under the programme, 1,80,000 candidates have been trained, out of which 80,000 have already been certified. The target of 6,58,000 has to be completed by 2019, he added.



BARAMULLA, APRIL 14: Minister for Youth Services and Sports, Information Technology and Technical Education, Molvi Imran Raza Ansari today chaired a public durbar at Pattan to get the first-hand appraisal of public grievances.
On the occasion, several deputations from Goushbugh Pattan, Traders Federation Pattan, Guhol Tengpora, Andergam Pattan, Nehalpora, Chanderhama, Buchoo-Pusnaag, Football Association and others apprised the Minister about their grievances.
A deputation from Nehalpora demanded the establishment of a fruit mandi in the area adding that the region is endowed with huge potential of horticultural produce. They also demanded the widening of Pattan-Babareshi road, power receiving station and ugradation of infrastructure pertaining to PHE and PDD.
Meanwhile, a deputation from Magraypora demanded a veterinary clinic and a playground for the village, while as a deputation from Tapper demanded dredging of Balkul Canal which irrigates a large agricultural field of the area. 
Trade Union Pattan raised the issue of road widening in the main market and asked to make the Trauma hospital functional within shortest possible time. Ugradation of Palhalan Middle school to High School, irrigation pump for nallah Sukhnag, water supply scheme for Taligam-Wanigam and other basic necessities for the area were the other demands raised by the deputation.
Giving a patient hearing to the issues raised by the deputations, the Minister assured that the genuine demands will be looked into and redressed in a timely manner. 
District Development Commissioner, Baramulla Dr. Nasir Ahmad Naqash, SSP Baramulla Mir Imtiyaz Hussain, ADC, Baramulla Farooq Ahmad Baba, SEs of R&B, PDD and Hydraulic, JDP, Chief Medical Officer, Chief Education Officer, ACD RDD, DSWO, District Officers, Engineers, Sectoral Officers and others were also present on the occasion.

Proposes Rs 2 lakh scholarship to financially weaker students
SRINAGAR, April 09: In a bid to plug various gaps in Technical Education System, Minister for Technical Education Molvi Imran Raza Ansari today announced that Rs 2.00 lakh scholarship will be given to the financially weaker students under the proposed Educational Fund in State Board of Technical Education (SBOTE).
The Minister said the financial assistance will help poor and financially weaker students to continue their studies.
“The financial assistance up to Rs 2 lakh within a month shall be disbursed among the identified/recommended students after approval of the committee comprising Secretary J&K SBOTE (Chairman), Senior most Principal of Kashmir/Jammu division Polytechnics (Member), Registrar J&K SBOTE (Member), Dy Director Examinations (Member), Deputy Registrar Kashmir/ Jammu Divisions (Member) and Chairman/Director of reputed/registered voluntary organization/NGO (Member).”
Formal request has to be made to the head of Institutions/reputed and registered organizations/NGOs to recommend the students for support and assistance.
“The preference shall be given to the students pursuing Technical Education,” Ansari said.
He said the SBOTE at its own level can develop a data base of students requiring financial assistance after due verification for which mechanism shall be developed by Secretary J&K SBOTE.
The Minister said the proposed educational fund will help provide specialized training to students for academic improvement/competitive examinations, facilitate innovations and innovative ideas of students and help them in placements and employability.
“It is a step towards improving the educational standards for the benefit of students,” Ansari said.
Besides helping students to study the impact of various programmes/schemes, the minister said, the move will provide an opportunity to study education systems of various countries and will help to adopt the best practices suitable for J&K’s educational system.
“Any other activities deemed necessary will be taken for improvement in Educational System from time to time,” the minister said.




JAMMU, JANUARY 19: Minister for Information Technology Imran Raza Ansari   informed the house that four villages of Abdullan, Dawar, Gujaran and Malangam in Gurez have mobile network services being provided by various service providers.
Replying to a joint question of Legislators Sofi Yousuf and Javid Ahmed Mirchal, the Minister informed that as per the status report of Department of Telecommunications, Govt of India, four out of 28 villages of Gurez have mobile network facility.
He further informed that Airtel is already providing mobile network services at Tad and would be extending it to Hajitra, Dringla and Bayadi in 2019-20.
Giving details, he informed that the survey regarding teleconnectivity in the state is already being conducted by the Centre and it has been completed in 16 districts including Bandipora and is expected to be completed in the remaining districts soon.   

The Minister said that the Deputy Commissioner, Bandipora would be directed to enquire into the issue related to the non-availability of mobile connectivity during late hours.


Attends valedictory event of North Zone Inter University TT Tournament
JAMMU, JANUARY 15: Minister for Information Technology, Technical Education and Youth Services & Sports, Imran Raza Ansari today attended the valedictory event of North Zone Inter University Table Tennis Tournament organized by Directorate of Sports and Physical Education University of Jammu, Jammu here today.
Speaking on the occasion, Minister stressed on necessity of developing sports culture among younger generation to promote more sports talent from the State.
The Minister lauded the role of the Vice Chancellor of Jammu University for organizing the event where more than 40 teams from various States of the northern region have participated.
Ansari maintained that with more players from all over the country participating in such sporting events will play a decisive role in encouraging the local talent.
Highlighting government’s initiatives, the Minister said that the present dispensation has taken several revolutionary measures for providing necessary sports facilities and opportunities to nurture the sports talent in the State.
The Minister said that every education institution must include sports in their curriculum and further asked the youth to take up sports to lead a healthy and disciplined life.
“Not only the government but collective efforts on the part of parents, teachers and other private sports organizations should be put in to boost sports in the state”, the Minister affirmed.
The Minister further stressed on conducting such type of events that will encourage youth to take up sports and lay down a platform for local players to display their talent at higher level. 

Vice Chancellor, University of Jammu, Prof R D Sharma, Director Youth Service and Sports Sheikh Fayaz, Director Sports and Physical Education, University of Jammu, Prof Avtar Singh Jasrotia, Joint Registrar Finance University of Jammu, Dr Darmendhra Malhotra, Deputy Director Central Youth Service and sports, Haji Mirza besides other officials and students of the University were also present on the occasion.

JAMMU, JANUARY 15: Representatives of Confederation of Indian Industry (CII) J&K State Council headed by Chairman Rahul Sahai called on Minister for Information, Technical Education, Youth Services and Sports, Imran Raza Ansari here today. 
During the meeting, the Minister was apprised of the functioning of CII and its proposals in various fields for creating favorable environment for the growth of industry.
The delegation also projected various issues faced by the business fraternity in the state besides highlighting their endeavor for providing platform to the skilled youth of the state to connect them with the commercial world.  The CII enables young entrepreneurs to update themselves with new industrial trends besides guiding them on variety of issues.

The Minister commended the role of CII in promoting business interests among the young entrepreneurs besides strengthening industry’s role economic development. He assured full support to the Federation in its endeavors to give a further boost to state’s industrial profile particularly in encouraging new start ups.


           JAMMU, DECEMBER 23: Minister for Information Technology, Technical Education, Youth Services and Sports, Imran Raza Ansari on Saturday said that Sports help a person not only to maintain the physical and mental equilibrium of the body but also makes a person disciplined  and helps to  imbibe sportsmanship, tolerance, patience and a teamwork.
          The Minister said this while felicitating the winners of 63rd National School Games Wushu tourney for boys U-17 and 19 years. The event was organised by the J&K Youth Services and Sports (JKYSS) under aegis of School Games Federation of India (SGFI). A total of 15 teams across country participated in the event.
                   Speaking on the occasion, the Minister said that it is an endeavour of government to create the sports atmosphere in the state to involve more youth in the sports arena, to hone and give proper shape to their dreams. “Sports department has done a commendable job while hosting this year’s National School Game festival in the state and every officer associated with sports field need to use their realistic ideas to make sports department more vibrant and successful,” He added.
          Ansari said that Wushu and other related games including Karate should be introduced and taught to the children as the game is having many health related benefits besides being a tool of self defence especially for the women folk.
       Moreover, Ansari said that the participants of these games who had come from across the country are the peace ambassadors of the state who can change the perception of people outside state and will provide a chance for outsiders to see the real picture of the state which is totally different as presented by a section of media.
          He said such games shall also help the state sportsman to a large extent and eventually open more avenues for them to participate at the national and international platforms.
                    On the occasion, Director YSS lauded the efforts of the field staff of Youth Services and Sports (YSS)  in making the event a grand success and said that the state contingents who are taking part in various National Level Events are doing exceptionally well and have won many medals for the state so far.
          He applauded those players of J&K who played quality game and clinched medals in the 63rd NSG Wushu Championship.

           The Minister was accompanied by Additional Secretary to Government YSS, Rajnish Kumar, Director YSS, Sheikh Fayaz, J.D YSS, Madan Lal, Members from SGFI and other senior officers of the Sports department were also present. Among others senior officers of Wushu federation, Vijay Saraf was also present.
Felicitates winners of 36th Junior National Tennikoit championship


JAMMU, DECEMBER 23 - Minister for Information Technology, Technical Education, Youth Services and Sports, Imran Raza Ansari today felicitated the winners of 36th Junior National Tennikoit in Under-18 category here.
The event was organized by J&K Tennikoit Association (JKTKA) under the aegis of Tennikoit Federation of India. Players hailing from 24 states participated and exhibited their talent in the tournament.
Commissioner for Persons with Disabilities, Iqbal Lone, Organizing Chairman J&K Tennikoit Association, G.A Beigh, Secretary General Tennikoit Federation of India (TKFI) Lakshmi Kantam and other officers of TKFI were present on the occasion.
While addressing the gathering, the Minister said that any form of sports has vast health benefits as they involve both physical and mental activity. They induce positive energy and enhance knowledge of the sportspersons, he added.
Highlighting the importance of physical literacy, the Minister said that sporting develops coordination, competitive skills and makes aspirants accountable. Similarly, they inculcate dedication, leadership power, and motivation, besides bringing confidence to express the ability and hone the inner potential of the sportspersons, he stressed.

Congratulating the tournament winners, the Minister reiterated the government’s commitment to providing feasible support to groom the budding sportsman and upgradation of the existing sports infrastructure in the state.


Directs for expediting pre-execution works of ongoing projects


JAMMU, DECEMBER 16 - Minister for Information Technology, Technical Education, Youth Services and Sports Imran Raza Ansari today directed the officers to start pre-execution work on the proposed sites for the development of water sports in the state.
The Minister said this while chairing a meeting to review the development of water sports infrastructure under PMDP in the state. 
It was informed in the meeting that the development of water sports infrastructure is an approved component under PMDP at the cost of Rs. 6 crore and the pre-execution work is under progress.
It was further informed that J&K State Sports Council has identified sites at Nehru Park (Dal Lake), Srinagar and Ranjit Sagar Dam for development of water sports infrastructure and has furnished the DPR at an estimated cost of Rs. 3 crore for each site. “However, both the sites are feasible for development of water sports centre where training and competitions of different events like kayaking and canoeing, canoe polo, dragon boat and rowing etc. will be held,” the officers informed.
The Minister was informed that the developmental project is being executed under the aegis of Ministry of Youth Affairs and Sports, Govt. of India and Union Secretary (Sports), GoI has directed to identify feasible locations and preparation of a DPR for the same.
During the meeting, the Minister directed officers to upgrade the present water sports center at Dal Lake near Nehru Park for conducting training courses and water sport events.
The officers informed that main components of the DPR will include office block, food court, conference hall, change rooms and procurement of different water sports equipments while the procurement of land  from Housing and Urban development is in process for the purpose.

The meeting was also attended by Secretary YSS, Hilal Ahmad Parray, Secretary Tourism, VC LAWDA, Additional Secretary Housing and Urban Development and officers from Sports Council.
