Directs double shift for manual cleaning of Dal Lake
SRINAGAR, JULY 17: Governor N.N. Vohra chaired a meeting to review the ongoing Dal-Nageen Lake Conservation, Management and Rehabilitation programmes. Sh. B.B. Vyas, Advisor to Governor; Sh. BVR Subrahmanyam, Chief Secretary; Sh. K.B. Agarwal, Financial Commissioner, Housing and Urban Development Department; Sh. Umang Narula, Principal Secretary to Governor; Sh. Navin Choudhary, Principal Secretary Finance; Sh. Baseer Khan, Divisional Commissioner Kashmir; Sh. S.P. Pani, IGP Kashmir; Sh. A.H. Shah, VC LAWDA; Dr. A.R. Yousuf, Chairman, Scientific Advisory Committee; Sh. A.M Raina, VC Srinagar Development Authority; and Sh. Fayaz Ahmed Khan, Chief Town Planner, participated in the meeting.
After reviewing the cleaning and de-weeding programmes of Dal Lake, Governor directed that the cleaning of Dal Lake must commence immediately, but no later than 25th July. VC  LAWDA was directed to: (i) formulate a concrete proposal for the effective sewage disposal of 900 House Boats; (ii) assess capacity of existing STPs against total of the existing demand and determine the number and capacity of all those who had encroached on the Lake; (iii) list all issues regarding the relocation of all those who had encroached on the Lake; list all those who have been rehabilitated and have returned to the Lake; prepare a list of all building/refer sanctions issued since 1-1-17; immediately organize satellite mapping of the entire Dal Lake area, once every month.
Divisional Commissioner Kashmir was directed to initiate the identification and removal of all Dal dwellers who after receiving compensation are still living in their previous habitations. He shall also prepare a list of fresh encroachments/ Master Plan violations with in the entire Dal Lake area on urgent basis.
Governor directed Sh. K. B. Agarwal, FC HUDD to implement, on time bound basis, the SAC’s decision regarding procurement and hiring of lake cleaning machinery. FC, HUDD, apprised Governor regarding the importance of construction of a Western Foreshore Road for permanent prevention of ingress and delineation of western Boundary of the Lake.
Governor asked the Chief Secretary to very early review all issues pertaining to the preservation of Dal Lake and especially examine the economic viability of the proposal for the construction of 20,000 dwelling units at Rakh-e-Arth for Dal dwellers, to be executed by the J&K Housing Board in the PPP mode.

Srinagar, May 2: Lakhs of people participated in night-long prayers in mosques, shrine and other religious places on the occasion of Shab-e-Barat in the Kashmir valley and Ladakh region.
Meanwhile, Chief Minister Mehbooba Mufti and Director General of Police (DGP) S P Vaid have greeted people on the occasion and expressed hope that the auspicious occasion will be harbinger of peace and prosperity for the state.
The main congregations were held at Asaar-e-Sharief Hazratbal on the banks of Dal Lake, which houses the Holy Relic of Prophet Muhammad. People from different parts of the valley participated in the prayers, including Darood-e-Azkar. The authorities had made all arrangements, including power, water, medical and security for the devotees, including women and children.
A congregation was held at historic Jamia Masjid, where moderate Hurriyat Conference (HC) chairman Mirwaiz Moulvi Omar Farooq participated in the prayers and addressed the devotees. Earlier, the Mirwaiz, who was put under house arrest during the day, was released in the evening to allow him to participate in the prayers at Jamia Masjid, which was closed in the morning. Later, the gates of the worship place were reopened. Gates of the Masjid were closed to prevent any demonstration following strike call by separatists against the Pulwama killings.
Similar congregations were organised in other mosques, masjids and other holy places in the valley and Ladakh region.
Taking to micro-blogging site twitter, Ms Mufti said, ''Warm wishes on Shab-e-Barasat, a blessed occasion to seek mercy & forgiveness from Allah. During this blessed night, let us all strengthen our compassion, piety & spirit to work for the poor, downtrodden & desolate.''
Dr Vaid has greeted people of the state, particularly the Muslims, on the auspicious ocassion of Shab-i- Barat. He has also greeted police personnel and the families of police martyrs.
The DGP has hoped that the occasion will be harbinger of peace and prosperity for the state. UNI

SRINAGAR, JANUARY 23: The meeting of Building Operations Controlling Authority (BOCA) of J&K Lakes and Waterways Development Authority (LAWDA) was held today under the chairmanship of Vice Chairman, LAWDA, Dr Abdul Hafiz Masoodi in which 26 cases were approved as per the recommendations, NOCs of various departments.
The meeting was among others attended by various concerned officers including Fayaz Ahmad, Chief Town Planner, Kashmir.

The Vice Chairman stressed upon the general public not to resort to illegal constructions in and around water bodies including Dal Lake and Nigeen Lake. He said that any construction within 200metrs from the lake or green belt shall be dealt strictly under the law.

24 crore sewerage project around Dal Lake


             SRINAGAR, DECEMBER 16: District Development Commissioner Srinagar, Dr. Syed Abid Rasheed Shah, Saturday chaired a meeting to discuss the 24 crore-rupees project sanctioned under the GoI-sponsored AMRUT scheme for augmentation of sewerage system around the Dal Lake.
The project comprises design, construction, testing and commissioning of a sewerage system that provides a sewerage network, with manholes, house connections and pumping stations, for the peripheral areas of the Dal Lake.
           The areas falling under the project include Saida Kadal, Mum Khan, Naidyar, Gurpora, Jogilankar, Chowdry Bagh, Doulatabad, Abi Nowpora and Buchwara.
           The DDC called on the UEED to launch a general awareness programme about the advantages of the project for the public before starting work on it on the ground.
           SE UEED was also asked to submit a detailed plan detailing road cuts, traffic diversion, replacement of electric poles and water connections, in order that alternate arrangements for the purpose could be made well in time for  the project on the ground. 
           Dr. Shah also sought cooperation  from   general masses  in the execution and implementation of this prestigious project on the ground.

           VC LAWDA, SE R&B Srinagar, SE Hydraulic Circle Srinagar, SE EM&RE I Srinagar, SE SMC Drainage Circle, SP Traffic and Divisional Engineer BSNL attended the meeting.

Directs for expediting pre-execution works of ongoing projects


JAMMU, DECEMBER 16 - Minister for Information Technology, Technical Education, Youth Services and Sports Imran Raza Ansari today directed the officers to start pre-execution work on the proposed sites for the development of water sports in the state.
The Minister said this while chairing a meeting to review the development of water sports infrastructure under PMDP in the state. 
It was informed in the meeting that the development of water sports infrastructure is an approved component under PMDP at the cost of Rs. 6 crore and the pre-execution work is under progress.
It was further informed that J&K State Sports Council has identified sites at Nehru Park (Dal Lake), Srinagar and Ranjit Sagar Dam for development of water sports infrastructure and has furnished the DPR at an estimated cost of Rs. 3 crore for each site. “However, both the sites are feasible for development of water sports centre where training and competitions of different events like kayaking and canoeing, canoe polo, dragon boat and rowing etc. will be held,” the officers informed.
The Minister was informed that the developmental project is being executed under the aegis of Ministry of Youth Affairs and Sports, Govt. of India and Union Secretary (Sports), GoI has directed to identify feasible locations and preparation of a DPR for the same.
During the meeting, the Minister directed officers to upgrade the present water sports center at Dal Lake near Nehru Park for conducting training courses and water sport events.
The officers informed that main components of the DPR will include office block, food court, conference hall, change rooms and procurement of different water sports equipments while the procurement of land  from Housing and Urban development is in process for the purpose.

The meeting was also attended by Secretary YSS, Hilal Ahmad Parray, Secretary Tourism, VC LAWDA, Additional Secretary Housing and Urban Development and officers from Sports Council.

SRINAGAR, NOVEMBER 25: A Legislative Assembly Committee on the environment today visited Dal Lake and its catchment area to get firsthand observation of the issues concerning it.
Led by the Committee Chairman Mohammad Yousuf Tarigami, the visiting team also included legislators Mohammad Yousuf Bhat, Bashir Ahmed Dar, Usman Abdul Majid, Ishfaq Ahmed Sheikh, Shamima Firdous. V-C Lawda Dr Hafiz Shah, expert Er Zahoor Ahmed Chaat as special invitee and other officials from LAWDA were accompanying the legislators during the tour.
The members had a detailed tour of the Dal Lake where they witnessed ongoing cleaning of Lilly patches was carried out, both manually and mechanically.
The Committee recommended western foreshore for delineation of the western boundary to prevent ingress from that side. They also recommended necessary work to be done on Badshahi canal which will add fresh water to the Nigeen lake. The committee also recommended to look for alternate options for water resources in order to reduce the strain on lake water due to withdrawal of water for Nishat( 20 MGD) and Pakribal( 4MGD) filtration plant.
The Committee also recommended rejuvenation of Sharaab Kuel and withdrawal of water from Sindh extension canal in order to augment fresh water supplies to the lake along Boulvard.
To turn the on-going cleaning process more result-oriented, the Committee recommended speedy funding for relocation of inhabitants and houseboats.
The Committee strongly recommended procuring more lake cleaning machines, besides, regularization of consolidated employees working in LAWDA and increasing their daily wages.  
On the occasion, V-C LAWDA briefed the Committee about the operations going on in the Dal lake to regain its lost glory. Dr Shah also informed that committee that besides, cleaning machines more than 1300 laborers are currently employed in cleaning operation of Dal lake. 

The committee also visited the Ganderbal and listened to the issues of Sand extractors.

SRINAGAR, NOVEMBER 13: Minister of State for Housing & Urban Development, Asiea Naqash today said that the Government is mulling to start bicycle sharing service around the Dal Lake and its adjacent areas for tourists.
While reviewing the functioning of LAWDA, the Minister said that while enjoying the bicycle ride around the Dal Lake, tourists will also explore its adjoining areas like Burzahama heritage site which is an oldest archeological site in northern India, Gussu village which is known as the “strawberry bowl of Srinagar”, Dachigam Wild Life Sanctuary, Denehama, Teilbal, Mulfaq and other areas. She said it will help to bring these areas on the tourism map and will help in generating employment avenues for the locals there.   
Asiea directed VC LAWDA to identify the locations around the Dal Lake so that pre-fabricated stands will be installed soon for the eco-friendly service.
LAWDA informed the Minister that the de-weeding process is in full swing with 1100 men working in double shifts at 132 locations in the Dal Lake.
Asiea directed LAWDA to provide plots to the residents of Sheikh Mohalla on the priority basis at Rakh-i-ArthBemina so that they will start building their homes there.
She also asked LAWDA to conduct a joint survey to identify the suitable place for a fish market at Fishermen Colony and women vegetable market at Shalimar area so that the locals will sell their products without any kind of difficulty.   
The Minister also reviewed the tendering process of dredging on Teilbalnallah, Batkul, Wanihama and NarbalBatipora and directed the authorities to start the work of dredging immediately in these areas during the present dry spell.
VC, Collector, Engineers of LAWDA and other concerned officers were present at the meeting.

3rd SAC meeting of LAWDA held

SRINAGAR, AUGUST 19: In a bid to evaluate conservation measures for Dal Lake and Nigeen lake, the 3rd Scientific Advisory Committee (SAC) meeting of the Jammu & Kashmir Lakes and Waterways Development Authority (JKLAWDA) was held today under the chairmanship of Dr A.R. Yusuf (Ex member National Green Tribunal Delhi).
            On the occasion, Vice-Chairperson LAWDA, Dr A.H. Shah, in his welcome note highlighted the ongoing conservation works in and around the Dal and Nigeen lakes. He said that a special drive for removal of lily pads both manually and mechanically has been started from August 07, 2017. So far 0.15 sq km has been cleared mechanically and 0.028 sq.km manually. He further said that the department is working for the creation of Artificial Wetlands for stopping the flow of untreated sewage into the lake, strengthening of the research and monitoring division, procurement of latest equipments, removal of Azolla and other pesticides in the lake waters, conversion of de-weeded material into compost, dredging and other preventive measures to save native fish species in the lake are being carved out in a result oriented manner.
Commissioner Secretary to Government Housing & Urban Development Department Hirdish Kumar and other members including Dr D. P. Zutshi Noted Hydro-biologist and former Emeritus Professor JNU New Delhi, Dr Pinaki Sar, Dr G. Balachandra, Dr Sidarth Koul, Dr Shakeel Ramshoo, Dr Manzoor Ahmad Shah, Dr M. Sultan Bhat, Dr Farooq Ahmad Lone, senior Advocate Zaffar Ahmad Shah, Engineers & Scientists from JKLAWDA and other concerned officers were also present in this meeting.
            On the occasion Prof. A.A. Kazmi and Prof. Nayan Sharma of IIT Roorkee made a detailed presentation on Vision Document of Dal & Nigeen lakes in the meeting. The participants discussed threadbare about the Vision Document and gave their valuable suggestions and scientific opinions.
            The SAC members highlighted some loopholes in the vision document and asked the author to incorporate the suggestions of the members in the revised and updated edition of the vision document to be presented before the SAC in the next meeting.
The SAC team also made spot visit of Sewage Treatment Plants (STP) at Lam and Hazbatbal. It also visited many areas of Dal and Nigeen lakes to oversee conservation works.

Trial run of Public water transport in Jhelum & Dal Lake


SRINAGAR, JULY 08: Divisional Commissioner Kashmir, Baseer Ahmad Khan today convened a meeting to review the action plan to start public water transport in Jhelum River and Dal Lake.
Additional Commissioner Kashmir, Deputy Commissioner Srinagar, Director Tourism, Chief Engineers of Irrigation & Flood Control (I&FC) & PHE, Regional Transport Officer (RTO), Traffic Advisor for Traffic Planning & Designing, Members of House boat & Shikara unions were also present in the meeting.
Div Com said that Chief Minister has a futuristic vision to develop water transport in the city for which two water channels were earmarked namely River Jhelum and Dal Lake. The action plan is prepared as per the water transport standards prevalent in European countries.
Div Com directed tourism department in collaboration with I&FC department to start the one month free trial run of public water transport in the River Jhelum from July 12, 2017 and in Dal Lake from July 17, 2017.
 I&FC department was directed to maintain daily record of traffic to ascertain numbers of passengers, speed limit in both downstream & upstream travel along with the time taken to complete the journey to various locations.

Div Com further said that there is a dire need to revive the water transport to give fillip to the tourism industry besides extending means of transport to general masses and generating employment opportunities for the youth.

Calls for face-lifting of 
Aquarium for Tourist Attraction

SRINAGAR JUNE 09:- Minister for Animal & Sheep Husbandry and Fisheries, Abdul Gani Kohli today inspected the Aquarium cum Awareness Centre established along the Dal Lake at Gagribal.
During his tour, the Minister was informed that the Aquariu, equipped with various ornamental fishes of fresh water species which not only acts as centre of attraction for the tourists but also attracts students of various colleges for study of various species of Fish. He was informed that in order to acquaint knowledge of various aquatic fin fishes, various species of fish including shell fishes pertaining to marine, brackish and fresh water have been kept in the aquarium for the attraction of public in general and college as well as school going students in particular.
The Director Fisheries also informed the Minister about the setting of aquaria and Museum of specimen of various species fish and apprised him about the steps being taken by the department for its maintenance which include providing proper living conditions, physic-chemical parameters of water, light, heat, filtration system, aeration etc.
The Minister was informed that there are more than 50 aquarium fish species such as Gouramies, Commong Tetra, Neon Tetra, Red Bellied Piranha, Cichlids, Danios, Gouramis, Guppies, Platys, Sword Tail, Tetras, Livebearers (guppies, molly, platy, sword tail etc). 
The Minister was further informed that the aquariums in contemporary times are becoming point of attraction with more and more people visiting as the fish keeping of the ornamental fishes is an international hobby and day by day the interest of the people is increasing in the J&K State. He was informed that owing to growing popularity   interest among the people about the fish keeping, the importance of aquarium has increased as it provides colourful Species for the aquarium. 
          While appreciating the department for setting up the aquarium and museum, Minister called for widespread publicity of these assets so that more and more people visit the place. He directed for face lifting the aquarium to make it more attractive for the visitors.
          Kohli also inspected the cage culture setup by the department in the waters of Dal lake. He was informed that the department has set up the cage inside the Dal Lake by making an enclosure in the waters of Dal to culture fish in these enclosures. Stating that the Cage Culture is important for increasing the production of fish, Minister said after the fish grows into a considerable size inside the cage, the same is set free in the waters of Dal Lake.
He directed the officers to adopt the latest scientific techniques in order to enhance the fish yield and called for adopting modern technological intervention to increase the yield so that the socio –economic condition of fishermen is uplifted.
The Minister also directed for setting of sales counters for selling the fish produce especially the carp on the pattern of those already setup for trout. 

Besides Director Fisheries, a team of senior officers of the Fisheries Department accompanied the Minister during his tour.

SRINAGAR, JUNE 2: Governor N.N. Vohra has expressed serious concern about the stoppage of all work in the Dal Lake for the past many days and observed that this iconic water body is presently looking more infested than ever in the past.

Raj Bhavan Spokesman stated that Governor has conveyed his views to Sh. B. B. Vyas, Chief Secretary, who, as Chairman of the Monitoring Committee set up by the High Court would be reviewing to date status of Dal Project this week. The Governor shall review this important matter next week.
