Srinagar, October 27:  At a function held at Raj Bhavan here today, Mr Umang Narula, Principal Secretary to Governor, J&K, who is also the Chief Executive Officer of Shri Amarnathji Shrine Board (SASB), gave away cheques valuing Rupees Twenty two lakhs and fifty thousand to 75 ponywallahs for the loss of their horses / ponies in accidental deaths during the Shri Amarnathji Yatra 2017. The pony owners were awarded compensation at Rs.30,000 for each pony / horse killed accidentally.
          Mr Umang Narula interacted with the claimants and lauded their cooperation and contribution in facilitating the Yatris and making the annual Shri Amarnathji Yatra a successful event every year. He observed that ponywallahs are an important part of the pilgrimage and that on the directions of the Hon’ble Governor, it has been ensured that the insurance claims’ payable to the ponywallahs are settled without any delay whatsoever. He further observed that ever since the Shrine Board decided in 2010 to provide insurance cover to ponies killed in accidents, compensation valuing  about Rs.1.92  Crore has been disbursed  in 626  accident cases so far .
          Mr. Umang Narula informed that this year 2,60,003 Yatris paid obeisance at the Holy Shrine Cave and elaborate arrangements were made by the Shrine Board with the active support of various Departments of the J&K Government, NGOs and the local people, particularly the residents of Ganderbal and Anantnag districts. The security arrangements were provided by the Army, Central Police Organization and the State Police.  For 2017, 8924 ponies / horses were registered by the Animal and Sheep Husbandry Department for the use of pilgrims. Besides, 4188 Pithoos, 5372 dandiwallas and 7166 ponywallahs were registered by the Labour and Employment Department for providing services during this year’s Yatra. CEO further informed that the Shrine Board has since 2010 been providing Group Insurance of Rupees One lakh to all Registered Yatris and Serivce Providers against death resulting from any kind of accident, natural or man-made, during the period commencing one month ahead of the Yatra till one week beyond the date of conclusion of the Yatra. This Group Insurance Cover was further enhanced to Rupees Three lakhs from Yatra 2017.
          In 2010, an insurance cover of Rs. 20,000 was provided  to the registered ponies against death resulting from any kind of accident, natural or man-made. The Insurance cover for ponies was enhanced to Rs.25,000 in 2011 and further increased to Rs.30,000 from Yatra 2013 onwards.
          Mr.Bhupinder Kumar, Additional CEO of the Shrine Board, gave details of the insurance claims of the pony owners who were presented insurance claim cheques.

SRINAGAR,  JULY 5: Consequent upon the State Government’s decision of 28th June, 2017, to withdraw the Service Tax which had been imposed on Helicopter Services operating in the State with effect from September 2015, Governor N.N. Vohra, Chairman of both Shri Amarnathji Shrine Board and Shri Mata Vaishno Devi Shrine Board had directed Shri Umang Narula, CEO of the Shri Amarnathji Shrine Board and Shri A.K. Sahu, CEO of Shri Mata Vaishno Devi Shrine Board to review the existing helicopter fares.
CEO, Shri Amarnathji Shrine Board has informed Governor that the one way air fare for heli-travel on the Neelgrath-Panjtarni Sector stands immediately reduced by Rs. 192 i.e. from Rs. 1,715 to Rs. 1,523 per passenger and on the Pahalgam-Panjtarni sector the one way fare is reduced by Rs. 300 from Rs. 2950 to Rs. 2650.
In respect of Shri Mata Vaishno Devi Shrine Board, CEO has reported that the one way passenger fare for heli-travel between Katra and Sanjichhat stands reduced by Rs. 120 per passenger i.e. to Rs. 957 against the earlier fare of Rs. 1,077.
In case of Shri Amarnathji Shrine Board Helicopter Services are being provided by UTair India Pvt Ltd and Global Vectra Helicop Ltd for the Neelgrath-Panjtarni-Neelgrath Sector and Himalayan Heli Services Pvt Ltd for the Pahalgam-Panjtarni-Pahalgam Sector and their authorized agents, whose details are available on the website of the helicopter operators, a link for which has also been provided on the SASB websitewww.shriamarnathjishrine.com.
For Shri Mata Vaishno Devi Shrine Board, the heli-services are run by M/s Global Vectra Helicopter Ltd and M/s Himalayan Heli Services Pvt Ltd, for operation of heli-services in the Katra-Sanjichhat-Katra Sector.
It is pertinent to recall that both Boards have been making continuing endeavours to provide improved services to pilgrims visiting the Holy Cave Shrine of Shri Amarnathji and Shri Mata Vaishno Devi.

Announces increase of  Group insurance to 
Rs. 3 lakhs for Yatris, service Providers



       SRINAGAR, JUNE 26: Governor N.N. Vohra, Chairman Shri Amarnathji Shrine Board (SASB), accompanied by Shri Umang Narula, Chief Executive Officer of the Board, conducted an aerial reconnaissance of the yatra route along the Baltal axis and visited the Holy Cave,  Panjtarni, Baltal and Domel Yatra Camps and the Neelgrath Helipad.
          At Holy Cave the Governor was briefed by the representatives of Army, J&K Police, CRPF, BSF, NDRF, SDRF, the Leader of the Mountain Rescue Team and Sh. Sachin Jamwal, Director, Holy Cave Shrine area and Sh. Rakesh Badyal Camp Director Holy Cave, regarding the arrangements being made on and along the track from Upper Sangam-Lower Holy Cave-Holy Cave for the smooth conduct of the Yatra from 29th June onwards.
        Governor issued instructions to the Camp Directors at Holy Cave to ensure the pitching of tents, shops and Langars only in the areas designated in the Lay Out Plan and directed the Army and Para Military Security units to recce the area, particularly the slopes above the Holy Cave, to see that there were no loose stones on these slopes. Governor emphasized that proper sanitation arrangements should be ensured and the deep garbage pits should be dug to ensure the proper disposal of all bio-degradable wastes.
       At the   Panjtarni Base Camp along with Sh. Ranjeet Singh, Camp Director and officers of Army, Security Forces and the officers of the various other concerned departments, Governor inspected arrangements for supply of power, water supply, proper installation of Baths and toilets and treatment of their flows, dissemination of information through installation of PA System, maintenance of proper fire gaps, availability of fire fighting equipment etc. He directed the Camp Director to personally supervise, daily, the status of the sanitation of 300 toilets being constructed and to ensure that regular doses of bacteria should be added by the agency responsible for ensuring sanitation. He further directed that rates of Porters, Ponies, Pithoos should be prominently displayed for the information of the Yatris and stressed the need to maintain close coordination amongst various agencies involved in the management of the Yatra and directed them to have regular meetings every morning and evening with all the security agencies, various departments and the stake-holders to ensure immediate resolution of any arisen problem.
         At the Yatra Camp locations visited by him the Governor interacted with the Service Providers and those who are involved in repairing/improving the tracks, providing Ponies, Pithoos, Palkis and other services for the Yatris. While conveying his greetings on the special occasion of Eid-ul- Fitr he informed them that Group Insurance for all Service Providers and Yatris has been enhanced to Rs. 3.00 lakhs from the existing Rs. 1.00 lakh.
          Governor was informed by Shri Sher Singh, Camp Director Baltal that 400 toilets and 100 wash rooms have been installed; 200 toilets and 66 wash rooms set up between Rangamorh and Domel and Langars had come up at Baltal Base Camp (9) and at Domel (24). He emphasized that water testing of all drinking water points should be made every day.
Governor visited the Base Hospital at Holy Cave, Panjtarni and Baltal  and was informed by the Doctors In-Charge that Oxygen cylinders, ECG machines, Defibrillators,  Oxygen Concentrators, Hapo bag chambers, CPR machines, X-ray machines, Ventilators, Pulse Oxy meters, Resuscitation sets etc.  and all required medicines were available. At Baltal Base Hospital he interacted with Doctors deputed from Safdarjang Hospital, Delhi, who are already treating the local residents and Service Providers. He also reviewed the residential accommodation and messing facilities which are being provided for about 250 medical personnel, including those arriving from different parts of the country, to provide medical assistance for the Yatris.
          Governor visited the Access Control Gate at Domel and inspected the extension of the Shelter Shed for facilitating the movement of Yatris and reviewed the security preparations and movement plan of the Yatris with Col. Gaurav Shukla Commanding Officer, Garwhal Rifles, and Sh Pawan Sharma Camp Director.
           At the Neelgrath Helipad, Governor inspected the new Waiting Hall area and directed the Camp Director to ensure that the toilets and wash-rooms are kept clean and hygienic at all times.

Reviews annual Amarnathji Yatra arrangements


          SRINAGAR, JUNE 19: Minister of State for Tourism and Culture, Priya Sethi, today directed the Chief Executive Officers of all Tourism Development Authorities in Kashmir Division to identify the ‘Unique Tourism Signature’ of their respective areas so as to market each location as exclusive independent tourist destinations.
          The Minister said this while chairing a meeting with the Chief Executive Officers of Tourism Development Authorities of Kashmir Division, here today.
          Highlighting the geographical advantages exclusive to Kashmir, Priya Sethi said each tourist destination has its own Unique Selling Point (USP). She directed officers to devise a strategy so that tourism is sold as complete package.  
          The Minister further said that CEOs need to organize recreational activities related to their USPs to offer tourists an all inclusive experience of the area.
          She directed the concerned authorities to complete master plan at the earliest so that tourism locations would result in socio-economic development of the area.
          With regards to the ensuing Shri Amarnathji Yatra, the Minister also reviewed the status of preparations made by the Sonmarg and Pahalgam Development Authorities to ensure hassle free pilgrimage.

          She was informed that arrangements including shelter sheds, water and power availability, transport etc are in place. Besides mobile network facility has been strengthened along the yatra route.

SRINAGAR, JUNE 19: Governor N.N Vohra, Chairman of Shri Amarnathji Shrine Board (SASB) today reviewed the arrangements to be made for providing rescue facilities in case of any emergent situation during the forthcoming Shri Amarnathji Yatra 2017. Chairman was informed by Shri Umang Narula, CEO SASB, that a total of 24 Rescue Teams will be deployed during the forthcoming Yatra. These teams would be drawn from the personnel of J&K Armed Police, SDRF and the NDRF and equipped with all rescue equipment including Oxygen Cylinders.  8 Mountain Rescue Teams from the J&K Armed Police will be deployed to help women and sick Yatris in negotiating difficult stretches on the Yatra routes.
          Mr. Narula further informed that a total of 12 Avalanche Rescue Teams  viz  11 teams of the State Disaster Response Force and 01 team of CRPF would be deployed along both the routes. Of these, 7 teams would be deployed along the Pahalgam route at Chandanwari, Pissu Top, Zojibal-Nagakoti; Sheshnag, M.G.Top, Panjtarni, Holy Cave and 5 teams along the Baltal route at Baltal, Domel, Railpatri, Brarimarg and Sangam Top. Besides, 4 Search and Rescue teams of the National Disaster Response Force (NDRF) are also being deployed at Pahalgam, Chandanwari, Sheshnag, Panjtarni and Baltal.
          35 Dog Squads would be deployed by the Army, J&K Police, BSF and CRPF along the Pahalgam and Baltal routes, of which 27 would be on the Pahalgam axis and 8 will be stationed on the Baltal route. These dog squads are used for carrying out anti- sabotage checks and other security related duties.
          Governor Vohra recalled, with high appreciation, the valuable contribution made by the Rescue Teams in saving many precious lives during the previous Yatras by providing timely assistance and effecting quick evacuation of pilgrims in distress.

SRINAGAR, JUNE 12: Shri N.N.Vohra, Chairman, Shri Amarnathji Shrine Board (Governor, J&K) today visited the Shri Amarnathji Shrine Board office at Raj Bagh, Srinagar, today and inaugurated the Yatra 2017 Control Room which has a Help Line for prompt attention being given to the enquiries and complaints as may be received from the pilgrims.

          Shri Umang Narula, Chief Executive Officer of the Shrine Board informed the Chairman that the Help Line will function from 9.30 AM to 6.00 PM on all weekdays from 12th June 2017 to 26th June 2017 and from 27th June 2017 onwards it shall function 24X7 till the conclusion of the Yatra. Any person seeking information or help or faces any difficulty in regard to the forthcoming Yatra, which commences on 29th June 2017, can call 0194-2313146 or send an e-mail at sasbjk2001@gmail.com.

          Governor hold a detailed discussion with CEO, Addl. CEO, GM (Works), GM(Sanitation), CAO, Dy. CEOs and other officers to review, item wise, the arrangements made or being made for the forthcoming Yatra. It was noted that each of the various facilities required for the Yatris are being established, in coordination with the various agencies and stakeholders, within the planned time schedules which had been approved by the Chairman in November 2016.

          Regarding the sanitation arrangements being made for the ensuing Yatra, Governor directed the GM (Works) and GM (Sanitation) to ensure that the planned number of Toilets and Baths are made fully functional at the Base and en-route Camps. They should also ensure effective functioning of the waste disposal systems and maintenance of cleanliness in the toilet facilities, at all times. Governor further directed that the functioning of the STPs at Baltal and Nunwan should be reviewed and further upgraded in consultation with experts in the field.

          Governor took stock of the arrangements being made for providing medical care services and directed the medical units, with adequate staff, equipments, medicines etc. should be available at a maximum distance of every two kilometers on both the Yatra routes. He further directed the installation of proper signages which indicate the distance to the next medical centre, for the convenience of the Yatris. He also directed the timely installation of dome type Shelter Sheds with adjacent toilet facilities for the convenience of the pilgrims in case of inclement weather.

          Governor reviewed the training/ orientation programme scheduled to be held for the 24 Camp Directors/ Additional Camp Directors and Deputy Camp Directors, who will be deployed on Yatra duty; status of works and clearance of snow along both the tracks; arrangements made for giving weather related forecasts to the Yatris etc. as the 4 training of the Camp Directors and other officers shall terminate on 18th June, Governor directed CEO to ensure that each of them were at their posts by 19thJune.

          Governor asked CEO to ensure that a  sustained publicity campaign was carried out to educate and caution the pilgrims about the need for them to follow the Do’s and Don’ts of the Yatra and that  every pilgrim undertakes adequate advance preparation and is  physically fit before embarking on this ardous pilgrimage.

SRINAGAR, JUNE 10:  Shri Umang Narula, Chief Executive Officer, Shri Amarnathji Shrine Board, performed Pratham Pooja on 9th June, 2017 on the auspicious occasion of Jyesht Purnima at Chandanwari on the traditional Pahalgam- Holy Cave route, amidst chanting of Vedic Mantras to invoke the blessings of Shri Amarnathji, for the smooth conduct of the ensuing Shri Amarnathji Yatra to the Holy Cave Shrine.  Shri Amarnathji Shrine Board has been organizing Pratham Pooja on the auspicious occasion of Jyesht Purnima  every to seek the blessings of Lord Shiva for the peaceful conduct of the Annual Yatra. 
The CEO, who was accompanied by Mr Jitendra Kumar Singh  Addl. CEO, SASB; Shri Syed Abid Rashid Shah, Deputy Commissioner, Anantnag; Shri Mushtaq Ahmad Simnani, CEO Pahalgam Development Authority; Shri Mohd. Ashraf, SDM Pahalgam; Maj. R.S. Bhumra, 8- Madras; Sh. R.K. Pandita, GM (Works), officers of the Shrine Board, District Administration and Mr. Karan Singh Charak and Mr. Sudershan Khajuria representatives of BABA  NIYAS. CEO also reviewed the status of snow clearance on the track  and inspected on-going works at the Access Control Gate at Chandanwari, the Exit Control Gate which is being constructed ahead of the Glacier towards Pissu Top, and the 30 bed Base Hospital being set up at Chandanwari. He directed the officers of the Pahalgam Development Authority, R&B and PHE Departments to expedite the work on upgradation of the track on the entire Pahalgam route, erection of Shelter Sheds and ensure timely repair of all damaged infrastructure. CEO also inspected the Nunwan Base Camp and reviewed the arrangements being made for the safe and comfortable stay of Yatris.

CEO, SASB asked the CEO of the Pahalgam Development Authority to take timely action to ensure collection, segregation and disposal of all garbage which would be generated during the Yatra. He directed that the sanitation arrangements should be strictly monitored on daily basis, particularly ensuring the effective functioning of the STP’s at the Nunwan Base Camp and maintaining cleanliness in all the Camps. CEO also asked officers of all the concerned Government Departments and agencies to work on war footing to put in place all arrangements at all Yatra camps on this route well before the commencement of the Yatra 2017 on 29th June.

SRINAGAR, JUNE 9:  In a meeting held today Shri Umang Narula, Chief Executive Officer, Shri Amarnathji Shrine Board, (SASB) furnished an item wise report to Governor N.N. Vohra, Chairman of the Shrine Board, about the arrangements made for the medical care of pilgrims for the forthcoming Shri Amarnathji Yatra. CEO’s Report was prepared after extensive discussions with the State Government, Army and Central Paramilitary Forces. CEO also informed that Director Health Services, Kashmir has been asked to ensure that the necessary advanced medical facilities are provided not only at Base Hospitals but also at other Medical Centers on the Yatra routes. 
Chairman Shrine Board re-iterated the need to ensure that each of the agencies setting up medical camps in the Yatra area are allotted specific sites to ensure that medical facilities are provided in every vulnerable stretch.
As decided, a total of 66 Medical Camps will be setup by the State Health Department, Army, Central Paramilitary Forces, J&K Police, NGOs, etc.  at identified locations on the Yatra routes. Director Health Services, Kashmir, informed that the State Health Department would be setting  up 5 Base Hospitals at Baltal, Chandanwari, Sheshnag, Panjtarni and the Holy Cave; 9 Medical Aid Centres at Domel, Brari Marg, Sangam Top, Frislan, Pissu Top, Zojibal, Nagakoti, MG-Top, Poshpatri, Railpatri; 14 Emergency Aid Centres between Chandanwari and Pissu Top, between Pissu Top and Zojibal, between Wavbal and Sheshnag towards Sheshnag, Wavbal Top, Kelnar, Dardkote, between Sangam Top and Holy Cave, near Lower Holy Cave, Railpatri, between Railpatri and Brari Marg, Langar site before Brari Marg, Y-Junction, Kali Mata Track, and Sangam Down. The Department would also be providing medical facilities at Neelgrath Helipad for the convenience of  Yatris who travel by helicopters.
Department of Indian System of Medicines will be establishing 8 Medical Camps at Baltal, Brari Marg, Nunwan, Chandanwari, Sheshnag, Panjtarni, Lower Holy Cave and two Mobile Camps which will move along with the Charri Mubarak.
 In addition to the above Camps, 6 Medical camps will be established by the Army, 10 by BSF, 7 by CRPF, 2 by SSB and one each by ITBP and JK Police. Further, for supplementing the health facilities for the Yatra, the Director Health Services Kashmir has also recommended establishment of 3 Medical Camps by different NGOs enroute Yatra Track.
Director Health Services, Kashmir, informed that 107 doctors including Specialists from Super Speciality Hospitals and prestigious Medical Institutions and 146 para-medical staff have been nominated till now by the Ministry of Health and Family Welfare, Government of India, and the State Governments of Bihar, Madhya Pradesh, Himachal Pradesh, Rajasthan  and Maharashtra,  for duty during the Yatra period.
Dr. Pawan Kotwal, Commissioner, Health and Medical Education Department informed that the Medical Camps being set up by the Health Department are located at an average distance of 2 km from each other on the basis of actual conditions obtaining on the ground as well as the availability of the required infrastructure like water, shelter sheds, tents and sanitation facilities. He further informed that the Base Camp Hospitals shall be equipped with Hyperbaric Oxygen Chambers, Portable Oxygen Concentrators, Automated CPR machines, Defibrillators and Cardiac Monitors, Portable X-Ray & Ultrasound Machines (Baltal and Chandanwari), ECG Machines etc; the Medical Aid Centres with portable Oxygen Cylinders, Hyperbaric Oxygen Chambers, Diagnostic Kits, Pulse Oxymeter, Automated CPR Machines, Defibrillators and Cardiac Monitors, and Blood Sugar Kits; the Emergency Aid Centres with Medical & Surgical Kits, Portable Oxygen Cylinders, ECG Machines, BP Machine, Diagnostic Kits, Pulse Oxymeter, Blood Sugar kits etc. The State Health departments shall be providing adequate Medicines at its Medical Camps for the Yatris. He further informed that all the Doctors and Para-medical staff would be provided training as per the updated Orientation Course in High Altitude Medical Emergencies, prepared on the basis of Guidelines formulated by Ministry of Health and Family Welfare and Institute of Aerospace Medicines, Bengaluru. 
Dr. Kotwal further informed that the State Health Department would increase the number of signages for this year’s Yatra with reduced spacing between them, forewarning the pilgrims about the risks involved in walking fast on the track, apprising the Yatris about the elevation, the location of next medical care centre / Oxygen booth, its distance, ideal walking time and ideal travel speed to reach there.
He further informed that Director Health Services, Kashmir would also be providing oxygen concentrators at regular intervals, particularly in the critical stretches of the Yatra area, which are manned by Medical personnel to meet any exigency. Gas fired boilers will also be made available at Medical Camps in the Yatra area.
