Toronto, Dec 13 (AP) A second Canadian man is feared detained in China in what appears to be retaliation for Canada's arrest of a top executive of telecommunications giant Huawei. The possible arrest raises the stakes in an international dispute that threatens relations.

Canada's Global Affairs department on Wednesday said Michael Spavor, an entrepreneur who is one of the only Westerners to have met North Korean leader Kim Jong Un, had gone missing in China. Spavor's disappearance follows China's detention of a former Canadian diplomat in Beijing earlier this week.

"We have been unable to make contact (with Spavor) since he let us know he was being questioned by Chinese authorities," Global Affairs spokesman Guillaume B rub said. "We are working very hard to ascertain his whereabouts and we continue to raise this with the Chinese government." 

Spavor is a fluent Korean speaker with longstanding ties to the North through his company, Paektu Cultural Exchange.

He was instrumental in bringing NBA player Dennis Rodman to Pyongyang in 2013 and has organized a number of tours and joint cultural projects with the North since then. His disappearance sparked immediate concern in the circle of people who travel to North Korea. Acquaintances said he was due in Seoul on Monday, but never showed up.

Canada's announcement came hours after Foreign Minister Chrystia Freeland said she was worried another citizen had been detained in China following Monday's arrest of former Canadian diplomat Michael Kovrig in Beijing.

At the root of the dispute is Canada's recent arrest of Meng Wanzhou, the chief financial officer of Chinese telecommunications giant Huawei, for possible extradition to the United States.

A Canadian court on Tuesday released Meng on bail, confining her to Vancouver and its suburbs while she awaits possible extradition. The U.S. accuses Huawei of using a Hong Kong shell company to do business with Iran in violation of U.S. sanctions.

The detention of Kovrig and possible detention of Spavor reflect an increasingly bold approach to international disputes under President Xi Jinping, who has overseen a vast expansion of China's diplomatic, military and economic power. China has often retaliated against foreign governments and corporations in diplomatic disputes, but rarely by holding foreign nationals.

The United States and China have taken pains this week to emphasize that their trade talks are entirely separate from the U.S. case against the top Chinese technology executive. But with a few words, President Donald Trump obliterated the distinction on Tuesday, saying he'd wade into the case if it would help produce a trade agreement with China.

"If I think it's good for what will be certainly the largest trade deal ever made which is a very important thing what's good for national security I would certainly intervene if I thought it was necessary," Trump told Reuters in an interview.

The comment suggests Meng could be a political pawn in negotiations and makes things more awkward for Canada, which arrested her on America's behalf during a Dec. 1 layover at the Vancouver airport.

Canadian Prime Minister Justin Trudeau bristled at Trump's assertion, saying: "Regardless of what goes on in other countries, Canada is, and will always remain, a country of the rule of law." Freeland said it was "quite obvious" any foreign country requesting extradition should ensure "the process is not politicized." Canada has also asked China for extra security at its embassy because of protests and anti-Canadian sentiment and has advised foreign service staff to take precautions, a senior Canadian official told reporters.

Meng's arrest came the same day that Trump and Chinese President Xi Jinping agreed over dinner in Buenos Aires to a 90-day cease-fire in a trade war that has shaken global financial markets and raised worries about the impact on the world economy.

The truce was meant to buy time for more substantive talks over U.S. allegations that China steals U.S. technology and forces American companies to hand over trade secrets in exchange for access to the Chinese market.

U.S. officials have insisted the sanctions case against Meng had nothing to do with the ongoing trade talks. Top White House economic adviser Larry Kudlow told "Fox News Sunday" that "there's a trade lane ... and there is the law enforcement lane. They are different." "Both Canadian and American officials have emphasized that the Meng arrest is separate from the trade talks," said Gregory Yaeger, special counsel at the Stroock law firm and a former Justice Department trial attorney.

"Trump's remarks could be interpreted as creating the appearance that the arrest also had political motivations. This could undermine the US's reputation as a country that follows the 'rule of law,' and could ultimately undermine both the Meng prosecution and the trade talks." Still, there is precedent for Trump intervening on behalf of a Chinese company accused of violating U.S. sanctions.




Exhorts youth to avail optimum benefit of Govt schemes


JAMMU, DECEMBERR 16 - Minister for Forests, Ecology and Environment, Choudhary Lal Singh, today called upon the unemployed youth to start their own ventures for earning a dignified livelihood and become job providers rather than job seekers.
Entrepreneurial ventures are an effective instrument in tackling the mounting unemployment menace in the state, the Minister maintained while emphasizing optimal utilization of government schemes by the youth.
The Minister said this after inaugurating Andritz Hydro Power Plant office at Hotel Radisson in Narwal here.
Chief Conservator of Forests Farooq Gillani, Regional Director Pollution Control Board Ch Showkat Ali, Joint Director Soil Water and Conservation Pawan Kudyar, Regional Director Wildlife Dr. V.S Sinthil Kumar, Conservator West Circle Kh Qamar-ud-Din besides MD and CEO Andritz Hydro Power Plant Josef M Ullmer, MD and CMO Mahadevan Anand and other dignitaries were present on the occasion.  
The Minister further said the government is providing loans on subsidy basis to unemployed youth of the State for encouraging them to establishment small and large scale units through DICs, KVIB and KVIC on minimal rates of interest. He urged the unemployed youth to take benefit of such schemes for starting their own ventures.
Choudhary Lal Singh said that various state and centrally sponsored schemes for unemployed youth have evoked a great response in terms of registration by the youth in seeking employability avenues.
The Minister stressed upon the officers to provide proper information and guidance to the youth so that they can avail the benefits of various self-employment schemes.
He said the employment fairs being organized across the state, besides establishment of counseling centers were an important step taken by the government in providing vital information to the youth regarding employment opportunities. He exhorted for making these counseling centers fully functional so that the targeted lot can be benefitted.

The Minister appreciated the efforts of proprietor of Andritz Hydro Power plant on the opening of its regional office in Jammu that would help the unemployed youth by providing job and also helped the government in providing latest technique equipments to improve the power scenario in the State.


SRINAGAR, DECEMBER 11:10-days entrepreneurship development programme started today here at the office of Micro, Small, Medium Enterprises (MSME) development Institute.
The programme was inaugurated by Sajid Naqash, CEO Tourism Development Authority, Doodpathri in the presence of SaheelAllaqband, Assistant Director MSME.
The programme is aimed to identify budding entrepreneurs and develop their skills, said Alaqband. He added these programmes highlight Governments initiatives on the promotion of entrepreneurship in the country.
The function was also attended by Taufeeq, Development Manager DIC Srinagar, and many entrepreneurs.
Sajid Naqash in his inaugural address stressed on the fact that tourism sector offers wide scope for entrepreneurship and success is sure to come if we stay true and honest about our work.

Taufeeq explained how DIC offers help to the budding entrepreneurs through different schemes. Mir Saqib motivated the participants towards entrepreneurship and said the only hindrance in this field is lack of passion among youth towards it.

          PAMPORE, JUNE 01: Cases of 884 aspiring entrepreneurs sponsored by Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) under different entrepreneurship development schemes were approved by the Steering Committee which met here twice within a span of three days at the Institute's Pampore campus.
The 102nd and 103rd Steering Committee meetings of Seed Capital Fund Scheme (SCFS) and 49th and 50th such meetings of Youth Startup Loan Scheme (YSLS) were held under the chairmanship of Principal Secretary Labour & Employment Department, Shaleen Kabra. Those who participated in the meeting included Director Employment Department, Manzoor Ahmad Lone, Director JKEDI, Dr M I Parray, and Vice-President (A&AP) J&K Bank, Fayaz Ahmad.  Sectoral experts from the Department of Animal Husbandry and Industries and Commerce Department also participated in the meeting.
Out of 260 cases placed before the Steering Committee under SCFS, 250 cases involving the total project cost of Rs.1478.55 lakh, including Seed Capital of Rs.748.72 lakh, were approved. The decision in respect of six such cases was deferred as more clarifications were sought by the Steering Committee, informing that these cases will be considered in the next Steering Committee meeting after the relevant issues are clarified.
Fifteen cases placed before the Committee under the YSLS involving a total project cost of Rs. 72.75 lakh, including beneficiaries' contribution of Rs. 7.27 lakh, were also approved on the occasion.

Pertinently, the meetings were held after the intervention of Chief Minister Mehbooba Mufti who convened a high level meeting of officers in May to redress the issues and grievances put forth by entrepreneurs trained by the JKEDI under its different schemes.
