Delhi, Apr 4: For the 20th day in the second half of the budget session,
the Rajya Sabha on Wednesday witnessed an uproar by the TDP, AIADMK and the
Congress members on the issue of the special status for Andhra Pradesh, the
Cauvery waters issue and the dilution of the SC/ST Act, forcing the adjournment
of the house till 1400 hours.
Soon after the administration of oath of affirmation to 12 new and re-elected members, the TDP and the AIADMK members began protesting on the demand for special status for Andhra and failure of the Centre to set up the Cauvery Water Management Board.
Despite pleas by Chairman M Venkaiah Naidu to members to allow the House to proceed and allow laying of papers, the members entered the well of the hosue, displaying placards and shouting slogans ‘we want justice’.
Soon after the members of the Congress party also entered the well of the house on the issue of the alleged dilution of the SC/ST Act.
Even as the Congress members shouted slogans like ‘Dalit virodhi ye sarkar nahi chalegi’ , minister of state for parliamentary affairs Vijay Goel said that it was the Congress that had been pursuing ‘anti-Dalit’ policies for 50 years.
‘’Let us have a discussion in the House on who is anti-Dalit,’’ he said.
Expressing concern on the disruptions in the House, Chairman Naidu said that a handful of people were not allowing the House to function.
"The whole country is watching with concern why the House is not functioning. A number of important Bills are pending. The government has said it is ready for discussion on all issues be it the Cauvery issue, the special status for Andhra or the bank scams. Please allow the Hosue to function. There are just two days left for the session ,’’ he appealed to the members.
When repeated pleas to members fell on deaf ears, he adjourned the House till 1400 hours.
This is the 20th day in succession in the second half of the budget session that the House has witnessed protests over various issues like the bank scams, the demand for special status for Andhra Pradesh and the Cauvery waters issue, leading to the washout of proceedings of the House without transacting much business.
