Bhopal, Sep 6: Most private schools and petrol pumps in Madhya Pradesh remained closed Thursday, while markets and business establishments in parts of the state were shut in view of a 'Bharat Bandh' call given by some groups against the amendments in the SC/ST Act.

Police said the bandh has been observed in a peaceful manner with no reports of violence or clashes so far.

The state government has imposed prohibitory orders under section 144 in all the districts of the state ans security has been tightened as a precautionary measure.

The bandh has been called against the parliament amendment to the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act after some of its provisions were read down by the Supreme Court, which was construed as its dilution.

Majority of private schools in the state remained shut, while in several districts including Bhind, Shivpuri and Gwalior, the local administration declared a holiday for educational institutions as a precautionary measure. Petrol pumps across the state have also been kept shut.

Brahma Samagam Sawarna Jankalyan Sangathan's national president Dharmendra Sharma said about 150 organisations of upper castes and OBCs are participating in the bandh.

The bandh is effective in almost the entire state, especially Katni, Vidisha, Sehore, Dewas, Indore, Gwalior, Jhabua, Chhattarpur, Mandsaur, Sagar, Ujjain and other cities, he said.

In Chhindwara, the Lok Sabha constituency of Madhya Pradesh Congress chief Kamal Nath, markets remained shut.

"Local residents wore black clothes in protest and business establishments remained shut," Vyapari Sangh president Mahesh Chandak said.

Chhindwara Superintendent of Police (SP) Atul Singh said, "Police were deployed in large numbers as a precautionary measure to avoid any untoward incident."

Several people in Gwalior, Bhopal and other cities were seen sporting caps with 'Main hoon mai ka lal' (I am my mother's son) written on them. These words apparently referred to Madhya Pradesh Chief Minister Shivraj Singh Chouhan's past statement- 'Hamare rahte koi mai ka lal aarakshan khatam nahi kar sakta' (No one can dare to end reservation as long as I am the chief minister).

Meanwhile, Chouhan appealed to the people saying, "Madhya Pradesh is an island of peace. I pray that we all progress and no one should try to disrupt peace in the state. I am available for everyone...for each citizen."

"The door of the chief minister and his heart is open for all. I appeal to everyone to ensure that law and order situation remains peaceful in the state and if there is anything they want to say, they should say it in a peaceful manner," he said.

Inspector General of Police (Intelligence) Makrand Deuskar had told reporters Wednesday that the administration in most of the districts have clamped prohibitory orders under CrPC section 144 in view of proposed bandh Thursday.

He said 34 companies of special armed force (SAF) have been deployed in different districts across the state.

Earlier this year, the apex court had removed the strict provision of mandatory arrests under the Act. This decision had triggered nationwide protests by Scheduled Castes organisations, forcing the Centre to bring an amendment to the Act during the Monsoon Session to overrule the SC order.

The Gwalior-Chambal region in Madhya Pradesh had witnessed a large-scale violence on 2 April this year during the 'Bharat bandh' called by Dalit groups. Now, the upper caste organisations are staging protests against the amendments to the Act.

Agartala, Apr 6: Condemning UGC circular over reservation, Association for Reserved Categories (SC/ST/OBC) of the Tripura University Association has launched a weeklong Relay Hunger strike in the campus against the circular to implement reservation taking department as a unit replacing the earlier method of treating the University as a unit.
About 500 faculty members, research scholars and students participated yesterday in the Protest March across the country.
The protest will be continued till April 14 next closing hour. The present method of granting reserved seats for SC/ST/OBC in faculty positions treats the university itself as a unit to maintain the roster. Shifting the roster to the department and limiting it to the respective cadre as the order proposes.
The new system will diminish the number of reserved seats significantly and the chance of candidates from these categories to occupy these positions will be prolonged, the protestors here alleged and added for the same reason UGC’s 2006 guidelines for Strict Implementation of Reservation Policy of the Government in University, Deemed to be University, Colleges and Other Grant-in- Aid Institutions and Centres has strictly forbidden the practice of creating department- wise cadres.
The practice of creating department-wise cadres, which tends to create single posts or cadres with artificially reduced number of the posts in order to avoid reservation, is strictly forbidden, which means that the UGC’s new proposed method of implementing reservation is contradictory to its own guideline. UNI

New Delhi, Apr 3: The Supreme Court has decided to hear the review petition filed by the central government with regard to the SC/ST judgment at 2 pm on Tuesday in the open court.
The Chief Justice of India (CJI) Dipak Misra on Tuesday decided to constitute a bench after the Attorney-General (AG) KK Venugopal mentioned the matter before the same bench which had passed the judgement on the matter.
Keeping in view the fact that the issue is a sensitive one, Venugopal mentioned before the Supreme Court that the court should hear it today itself.
Amicus Curiae (Friend of the Court), Amrendra Sharan, who is also a senior Supreme Court lawyer, opposed the AG's submission and said that law and order was the responsibility of the government. Judgement should not be stayed on the ground that law and order is not right or stable.
The apex court in its earlier judgement had on March 20 held that a state government official cannot be automatically arrested on a complaint filed under the Act and sanction of appointing authority was must before taking such action against a public servant.
The Supreme Court, in its judgement, had held that there was no absolute bar for granting the anticipatory bail in atrocities matter.
The top court had said that the preliminary investigation by police was a must now and a sanction by the competent authority would be required in cases against public servants.
A public servant can be arrested after grant of approval by the superior officer. In case of registration of any offence, the DSP shall conduct a preliminary enquiry, the bench of the court said in its judgement.
A division bench of the apex court headed by Justice Adarsh Kumar Goel had passed the judgement on March 20. UNI
