Stresses upon officers to expedite implementation
SRINAGAR, SEPTEMBER 11: Secretary, Department of Disaster Management, Relief, Rehabilitation and Reconstruction, PHE and I&FC, Farooq Ahmad Shah today chaired a meeting to review the implementation of Rs 1500 crore Jhelum-Tawi Flood Recovery Project (JTFRP) and stressed on the officials to expedite the work on the project.
The meeting was attended by CEO JTFRP, Vinod Sharma, Director Disaster Management Amir Ali, Director Finance and other Directors and senior officers of the project.
On the occasion officials informed the secretary about the progress on the project and said that work on the implementation of the project is going in full swing and that DPR preparation and tendering process across all components of the project is being given focused attention.
The meeting was informed that under the first component of the project, technical evaluation for the construction of 120 bedded new IPD/OT block at B&J hospital Srinagar has been completed and the financial bid has also been opened while sample DPR for construction of damaged school buildings in the state have been finalized for review of world bank.
The officials further informed the meeting that under 2nd component bid document for the construction of 12 roads and 8 bridges in Kashmir division has been prepared for review of world bank while technical bid evaluation for construction of 17 roads and 4 bridges is under process.
CEO JTFRP further stated that developmental works worth Rs 206 crore will be executed under first component for construction and strengthening of critical infrastructure while Rs 604 Crore will be executed in 2nd component of the project for construction of roads and bridges while projects worth Rs 273 crore will be executed for restoration of urban Flood Management Infrastructure in 3rd component. Under 4th Component projects worth Rs 107 crore will be executed for restoration and strengthening of livelihoods and under 5thcomponent projects worth 159 crores will be executed for strengthening disaster management capacity.
To ensure speedy progress over the projects, the secretary stressed on better coordination between the Project Management Unit (PMU) and the line departments.
He urged the concerned officials to monitor the progress of each component and promptly address any issue hindering the execution of the project. He also stressed upon fast-tracking the implementation of the various components across all sectors in order to achieve the project objectives within the set timelines.
The secretary said the department will propose to designate officers, officials who will exclusively work for the implementation of the project and all Project Implement Units shall work under one roof to avoid unnecessary delays.
Under Disaster Management component, Shah directed the officers to hold mock drills and awareness programs besides other disaster preparedness programs. It was given out in the meeting that disaster management is holding awareness programs for students in Universities, colleges, schools, Community Volunteers, block and village level committees for creating awareness and holding training programs and workshops on specific topics for capacity building besides holding mock drills in collaboration with NDRF, SDRF, Civil Defence, Red Cross and Fire and Emergency Services.


7 irrigation schemes worth Rs 299Cr on anvil
SRINAGAR, MAY 10: Minister of State for PHE, Irrigation & Flood Control, Mir Zahoor Ahmad, Thursday chaired a meeting to take stock of the progress made under Jhelum-Tawi Flood Recovery Project (JTFRP) and functioning of the I&FC department.  
Chief Engineer I&FC, M. M. Shahnawaz, Superintending Engineers and Executive Engineers of Irrigation and Flood Control Departments of Kashmir Valley attended the meeting.
The meeting was informed that Rs 399.29 crore flood recovery project was taken under Prime Ministers Development Package (PMDP).It was informed that the dredging and desilting of River Jehlum have almost been completed.
It was disclosed that out of Rs 399.29 crore, an amount of Rs 142.33 crore has been paid as land compensation of Flood Spill Channel (FSC) at Shariefabad and Naidkhai, Rs 82.00 crore for Re-Sectioning of FSC, while Rs 35 crore have been expended for construction of 2 bridges on FSC at Shariefabad and Naidkhai.
With regard to dredging of River Jehlum in various stretches, Rs 46 crore has been spent so far, while as Rs 73 crore for flood protection works on River Jehlum and vulnerable spots from Khanabal to Baramulla and Rs 20.96 crore have been spent on other project sub-heads.
The Minister said that the amount has been spent on the works pertaining to flood protection, anti-erosion, widening of the river, raising of embankments, re-sectioning, desilting and dredging of the river under the flood management plan.
The meeting was informed that the Flood Control Department has taken up 15 schemes under state sector at a cost of Rs 113.50 crore under Flood Management Programme (FMP) in various parts of the Valley for flood protection.
While reviewing the status of ongoing Irrigation schemes, the Minister was apprised that seven major to medium Lift Irrigation Schemes (LIS) worth Rs 299crore have been taken up by the Department. The LIS Tral is targeted to be completed during this year while as Rajpora and Lar Khul Shopian LISs are completed and will be commissioned soon. The work on other major schemes is in progress.
It was given out that the department has taken up 175 minor irrigation schemes at an estimated cost of Rs 859.86 crore in the Kashmir Valley of which 32 schemes at a cost of Rs 220crore have been completed while as 62 are expected to be completed during this year.
Mir Zahoor directed the concerned authorities to plug in the remaining loopholes and breaches occurred during September-2014   flood on river banks.
While taking stock of other Irrigation schemes, the Minister stressed on the need for speeding up the pace of works to complete the on-going lift irrigation schemes within the stipulated time frame. He emphasized the need for maintaining the quality of works strictly as per the specification and judicious use of funds.
Mir Zahoor said instructions have been issued to the officials concerned to pay special attention to the rural pockets to ensure adequate irrigation facilities to farmers besides regular water supply to the consumers.
He directed the Chief Engineers and SEs to personally monitor the execution of works so that targets are achieved on time.



Reviews progress on World Bank funded project
JAMMU, DECEMBER 21 - Minister for Revenue, Disaster Management, Relief Rehabilitation & Reconstruction and Parliamentary Affairs, Abdul Rehman Veeri today reviewed the progress on implementation of Jhelum-Tawi Flood Recovery Project (JTFRP) being funded by World Bank, here today.
The meeting was attended by Commissioner Secretary Industries & Commerce Shailendra Kumar, Commissioner Secretary R&B Sanjeev Verma, Director General Police (SDRF) Dilbagh Singh, Development Commissioner Works Bimal Tickoo, CEO JTFRP Vinod Sharma, General Manager JKPCC HarKewal Singh and other concerned officers of various executing agencies.
Commissioner Secretary Industries & Commerce briefed the Minister about progress of works taken up by the department and assured for their completion in given time frame.
CEO JTFRP briefed the meeting about projects progress and about the issues hampering the pace of Rs 1500 crore project. He said that works on construction of bridges and roads are underway and for tendering process is underway for other important works under the project.
The Minister asked JTFRP to execute the road works on fast track basis and also to make estimate of land to be acquired for construction of roads including the funds required for compensation to owners. He said that take up the works on priority where land acquisition is not required.
Regarding works on construction of roads, bridges and school buildings, Commissioner Secretary R&B apprised the Minister about the progress on these works and issues hampering the projects progress.
Veeri asked the concerned executing agencies to prepare the DPRs for various sub-projects being executed under the Jhelum - Tawi Flood Recovery Project and so that works can be executed at the earliest
The meeting was further informed that works on Bone & Joint Hospital Srinagar and works on construction of additional building at LD Hospital Srinagar would soon be commenced. It was decided in the meeting that works at Lal Ded Hospital would commence by March next year.
With regards to creation of health infrastructure, the Minister asked JTFRP to expedite the process at these two health institutions and also to ensure that new structures are earthquake resistant.
Progress on works related to Srinagar Municipal Corporation was also discussed and meeting was informed that process of procuring required machinery is underway. The Minister asked SMC to prepare DPRs for all new projects and complete all the necessary formalities for starting the works on same.
DGP, SDRF, while giving out the details of the measures taken to meet any eventuality, informed that process of buying boats is under process and a good number of boats have been received by SDRF. Other necessary equipment required are being procured in a phased manner.
He demanded some funding for providing required training to SDRF personnel. The Minister asked DGP to submit a comprehensive training proposal to CEO JTFRP so that funds would be arranged under Skill Development Programme.
Discussing the progress on Emergency Operation Centre (EOC) at in Srinagar, the Minister directed the JTFRP to establish the centre at safe and easily accessed location and to make it functional soon.
Veeri directed the CEO JTFRP to review the functioning of prestigious project on weekly basis besides asking all the concerned to expedite developmental works under this prestigious project.
This ambitious project is envisaged to recover and reconstruction of critical infrastructure, capacity building and livelihood in the State and to enhance the capacity of emergency response units like hospitals, emergency services, the Minister said adding that the works should be carried out on fast track basis for implementation of the project without further delay.

The Minister said that Jhelum-Tawi Flood Recovery Project needs to be completed at the earliest for putting up a strong mechanism in place to respond during emergency situations and directed the all concerned officers to prioritize the important works for their early completion. 

          SRINAGAR, OCTOBER 26: Chief Executive Officer Jhelum & Tawi Flood Recovery Project (JTFRP), Saurabh Bhagat held a meeting with Director General, Fire & Emergency Services, Rajinder Kumar Hak today in order to shortlist the list of latest equipments to be procured for upgradation of Fire & Emergency Services (F&ES) under the World Bank aided Project.
          Director Disaster Management, Aamir Ali and other senior officers of JTFRP and F&ES were also present on the occasion.
Bhagat said that the Project has been initiated to ensure better mitigation and proactive response to natural disasters. A major portion of the funds under the World Bank project are earmarked for the capacity building of SDMA, SDRF and F&ES by augmenting their capacity and providing latest equipments and trainings to the personnel.

The rescue equipments shortlisted by F&ES, include Multipurpose Fire Tenders, Quick Response Vehicles, fully equipped with Fire Entry Suits and Breathing Apparatus for the rescuers, so that F&ES are enabled to be capable of handling all stages of disasters, including mitigation, preparedness and response.

SRINAGAR, OCTOBER 25: Minister for Revenue, Relief, Rehabilitation, Reconstruction and Disaster Management, Abdul RehmanVeeri, on Tuesday said that development of infrastructure under Jhelum and Tawi Flood Recovery Project (JTFRP) would uplift economic profile of state.
The Minister said during a meeting which was attended by CEO JTFRP Saurabh Bhagat, Secretary Housing and Urban Development Hardesh Kumar, Divisional Commissioner Kashmir Baseer Ahmed Khan, Development Commissioner PWD Bimal Tikoo, Managing Director JKPCC DaleepThusoo, Director Disaster Management Authority Aamir Ali, Director Technical Project Monitoring Unit JTFRP Iftikhar Ahmad Kakroo and other officers.
The Minister asked officials to speed up the formation of Type design and DPR for formulation of Emergency Operation Center over 50 kanals of land already identified.
He also asked the officers to setup infrastructure for proper functioning of government machinery during disasters besides camping of tents, men and machinery for deployment during disasters.
The Minister sought the details of the projects worth Rs 459.74 crore being executed by R&B Department in Kashmir Division under JTFRP submitted for the approval and asked for the status of other projects besides directing them to expedite the process of formulating DPR and tendering them out.
The Minister was also informed by JKPCC that work is in full swing on Trenz, Sheikhpora, Ruhmo Pulwama bridge and many other bridges in south and north Kashmir.
The meeting was also informed that DPR is under process for mega Nowgam and Dood Ganga project.
The Minister directed the CEO JTFRP to review the functioning of prestigious project on weekly basis besides asking all the concerned departments to appoint nodal officers for expediting developmental works.
Veeri asked the officials to gear up the needed resources and get approvals at fast pace under the World Bank funded, the $250 million Jhelum and Tawi Flood Recovery Project.
Besides sticking to timeline, the Minister asked the officials to assign priority to works according to their flood damage assessment so that they would be taken up according to the importance.
He stressed on fast tracking the implementation of the project in order to achieve the project objectives within the set timelines.
The officials informed the Minister that implementation of the project is on track and DPR preparation and tendering process across all the components is being worked out well.

A power point presentation was also presented by officials of ESRI company which specializes in providing consultation support to setup Emergency Operation Center (EOC) and Decision Support System (DSS) in preparation and mitigation of disaster management.

 SRINAGAR, SEPTEMBER 28: Chief Secretary, B B Vyas Thursday reviewed the implementation of the Rs 1500 crore Jhelum & Tawi Flood Recovery Project (JTFRP).
World Bank Mission, Task Team Leader, Shri Deepak Singh, Administrative Secretaries of the Departments of Health & Medical Education, Industries & Commerce, H&UD, PW(R&B), Chief Executive Officer, JTFRP and other senior officers were present in the meeting.
 CEO, JTFRP informed that implementation of the project is on track and DPR preparation and tendering process across all components of the project is being given focused attention.
It was informed that works in regard to up-gradation of 49 dewatering stations of SMC in and around Srinagar city, procurement of high capacity pumping unit, quick response pumping unit and waste water testing equipment have been tendered out besides DPRs of Supervisory Control and Data Acquisition (SCADA) System and various drainage projects viz Nadroo, Nowgam-Banpora, Nazz Colony Pantha Chowk, Doodh Ganga etc are being submitted in October, 2017.
The progress was also reviewed in respect of the projects including Lal Ded and B&J Hospitals, Composite Market Centre Silk Factory Rajbagh & Woolen Mills Bemina, development of handicrafts cluster in flood affected areas, construction of school buildings, procurement of search and rescue equipment for SDRF, Fire Department etc.    

To ensure against delays, Chief Secretary stressed on better coordination between the Project Management Unit (PMU) and the line departments. SRINAGAR, AUGUST 25: Minister for Revenue, Relief, Rehabilitation, Reconstruction and Disaster Management, Abdul Rehman Veeri, today stressed on timely reconstruction and strengthening of critical infrastructure under Jhelum and Tawi Flood Recovery Project (JTFRP).
The high level meeting was attended by CEO JTFRP Sandeep Nayak, Commissioner Secretary Housing and Urban Development Hirdesh Kumar, Commissioner Secretary PWD Sanjeev Verma, Commissioner Secretary Industries and Commerce Shalendra Kumar, Commissioner Secretary Revenue Muhammad Ashraf Mir, Development Commissioner PWD Bimal Tikoo, SMC Commissioner Dr Shafkat Ahmed Khan and Aamir Ali Director Disaster Management Authority.
Mr Veeri asked the officials to gear up the needed resources and get approvals at fast pace under the World Bank funded, the $250 million Jhelum and Tawi Flood Recovery Project.
He stressed on fast tracking the implementation of the project in order to achieve the project objectives within the set timelines.

CEO JTFRP Sandeep Nayak apprised the Minister that a substantial headway has been made in implementation of the project works under World Bank Funding.
The Minister was informed that work on two bridges, Rahmoo Trenz and Jawahar Nagar School has been started under the project. He was also informed that work on 12 projects submitted for approval will be started by 15th September.
He was also informed that concept and built plan of Bone and Joint Hospital has been developed and will be tendered out in a month.
SMC Commissioner Dr Khan informed the meeting that procurement of waste water testing equipment, Quick Response Towing vehicles has been tendered out last week. 
The Commissioner also said that DPR amounting to Rs 113.94 crores for upgradation of 49 dewatering stations have been submitted to World Bank and will be tendered in a week.
SMC Commissioner assured the Minister that given the projects are parts of disaster mitigation; these are being high priority for speedy implementation.  

The meeting was also apprised that major works have been tendered in Industries and Commerce Department which includes Reconstruction of Building at Silk factory Showroom Rajbagh, Bemina wollen mills, Craft Development Institute Building and other works.


Srinagar, Jul 27 : The Jammu and Kashmir government has set a deadline of ending August for the start of major infrastructure buildup works under Rs 1500 crore Jhelum and Tawi Flood Recovery Project (JTFRP). Minister for Revenue, Relief, Rehabilitation, Reconstruction and Disaster Management Abdul Rehman Veeri has directed the Jammu and Kashmir Projects Construction Corporation (JKPCC) Managing Director to submit a detailed project report along with Environmental Management Plan (EMP) to the concerned department by August 10 so that it can be vetted at earliest by the concerned agency and submitted to World Bank. "Whatever the formalities and procedures, they have to be completed in set time. JKPCC should start work on September 1," the Minister told officers. Mr Veeri said the project would focus on restoring critical infrastructure using international best practice and aims at both restoring essential services disrupted by the floods and improving the design standard and practices to increase resilience and capacity building. After discussing different modalities procedures and process involving the project, the Minister fixed the deadline of August end for the start of the projects to be executed by JKPCC and involves Bridges, roads, schools and Hospital projects in the state.
