Bhubaneswar, Jan 16 :  The Odisha government has launched Rs 680 crore "Sunetra" scheme which has a provision of free eye care treatment for all the citizens of the state.

The scheme was announced by Chief Minister Naveen Patnaik on Tuesday.

The new scheme is aimed at achieving the target of universal eye healthcare by 2023.

"The scheme is for all irrespective of economic background. The people of all age can take benefit from the scheme," Patnaik said.

The scheme will be extended to all patients with cataracts, who will be operated on at different government hospitals, without any paperwork, he said.

All of them will be given spectacles for free, he added.

Under the scheme, eye check-up programmes will be held in schools every year and students detected with vision problems would be given spectacles for free as well.

Those detected with major eye problems can also avail free treatment, the chief minister said.

Around Rs 680 crore will be spent in the first five years under the scheme, officials said.

Health secretary P K Meherda said the eye care and treatment will be available at all government-run community health centres (CHCs), sub-divisional hospitals (SDHs), district headquarter hospitals (DHHs) and medical colleges.                 PTI

Bhubaneswar, Jan 9 : Odisha Chief Minister Naveen Patnaik Wednesday made it clear that his BJD will not be a part of the Mahagathbandhan (grand alliance).

Patnaik said as part of his party's policy, the BJD will continue to maintain equal distance from both the BJP and the Congress.

"We will continue with our policy of equidistance from the BJP and the Congress," he said.

"I want to clarify that as far as the Mahagathbandhan is concerned, the Biju Janata Dal is not a part of it," Patnaik told reporters on the sidelines of a meeting here.           PTI

Odisha Chief Minister Naveen Patnaik has expressed hope that the Mahanadi water dispute with Chhattisgarh would be resolved soon after the change of government in the neighbouring state.


Bhubaneswar, Dec 12 (PTI) Odisha Chief Minister Naveen Patnaik has expressed hope that the Mahanadi water dispute with Chhattisgarh would be resolved soon after the change of government in the neighbouring state.

The Odisha Pradesh Congress Committee (OPCC) on Tuesday also said that there could be some relief in store for the state on the matter.

Replying to a question on the Mahanadi water dispute with Chhattisgarh on Tuesday, BJD president Patnaik said, "We hope of finding a resolution soon." 

Chhattisgarh has been accused of constructing projects on the upstream of Mahanadi river and blocking the flow of water down stream to Odisha.

The Congress has all along stood by Odisha in the water dispute.

The matter is now pending before a tribunal. 

The Congress will form the next government in Chhattisgarh, ending the Bharatiya Janata Party's (BJP) 15-year reign in the state.

Talcher (Odisha), Sept 22: Prime Minister Narendra Modi Saturday asked Odisha Chief Minister Naveen Patnaik to link the people of the state with the Ayushman Bharat health insurance scheme.

The scheme provides Rs 5 lakh health insurance to the people.

"I urge Odisha CM Naveen Patnaik to link people of state with Ayushman Bharat scheme to be launched on Sunday," he said addressing a public meeting after launching commencement of work for the country's first coal gassification-based fertiliser plant at Talcher.

Referring to former Prime Minister Rajiv Gandhi's famous assertion that only 15 paisa out of a Rupee sanctioned by the Centre for welfare of people reaches beneficiaries, he said, "They knew about the 'bimari'(illness) but had no vision to solve it."

The BJP government's decision to directly transfer money to bank accounts of beneficiaries has done away with the practise of middlemen in implementation of any welfare scheme, he said.

Pointing towards the overwhelming gathering of people at the rally, Modi said it "clearly showed" what the people of Odisha are thinking. (PTI)

Bhubaneswar, Aug 29: Odisha Chief Minister Naveen Patnaik today unveiled the countdown clock for Hockey Men's World Cup to be held in the state between November 28 and December 16 at the Kalinga Stadium here.

Ninety days before the stat of the mega event, Patnaik also launched the "My Heart Beats for Hockey" campaign saying the countdown clock will rhyme with the hearts of India and Odisha.

He said, "The campaign aims at spreading the passion for the game of hockey in the run up to the Hockey World Cup.

The campaign urges people to pledge their support for the game, saying - my heart beats for hockey, does yours?"

Odisha has produced brilliant hockey players who have brought laurels for the country, Patnaik said.

"The state government is taking all the steps to organize it in a befitting manner and ensure that it's a grand success," Patnaik said at the programme attended by, among others, Hockey India CEO Elena Norman.

Officials said 'Heartbeat Centres' will be set up in select cities across the country including Jalandhar, Lucknow, Ranchi, New Delhi and Chennai to promote the World Cup.

As part of the campaign, specially designed hockey sticks will be installed in six cities - Chandigarh, Bengaluru, Mumbai, Bhopal, Rourkela and Imphal.

Additionally, two permanent installations would also be erected at the Kalinga Stadium, the officials said.

The chief minister also presented the Biju Patnaik Sports Award to hockey players Sunita Lakra and Amit Rohidas on the occasion. They received a cash award of Rs 2 lakh each.

Visually impaired cricketers Md Jafar Iqbal and Pankaj Bhue were given Rs 5 lakh each for their performances.

Athletics coach Sanjay Garnaik and sports journalist Sujit Kumar Garnayak were also awarded for their contribution to the field of sports.

The Biju Patnaik Bravery Award was conferred on Mamata Dalei and Biswajit Puhan, while Priyabrat Panda, N Khirod Sahu and Purna Chandra Behera were felicitated for their contribution in social work. (PTI)

New Delhi, Aug 25: Naveen Patnaik is hard to match and will be a key figure in the 2019 elections, says a new book which seeks to decode the success of the Odisha chief minister and Biju Janata Dal boss.

In the book "Naveen Patnaik", journalist Ruben Banerjee says that the Odisha politician made mincemeat of battle-hardened political rivals despite having no prior experience by systematically captured power and surviving for almost two decades.

If he wins in 2019, he will scale further heights and become a far bigger political phenomenon. If he loses, he will still remain a phenomenon, hard to emulate, the author says.

So what works for Patnaik?

"Ever since he first campaigned to be elected as the MP from Aska, hiding his lit cigarette from the people, Naveen has been mindful of his image. Unlike the other average politicians of Odisha, synonymous with pompousness and hubris, Naveen is low-key and shy. He came without any baggage and has till now not collected any," the book, published by Juggernaut, says.

Even political rivals concede that accusations of corruption at a personal level will not stick or tarnish the chief minister.

Aides say the chief minister's minimal personal needs have resonated with the voters and sustained his honest image.

"Apart from cigarettes, his daily quota of drinks and maybe the power that comes along with the position of chief minister, there is nothing else that possibly attracts him," the book quotes one of them as saying.

Whenever someone gets drawn into a scandal, Patnaik's reflex action is to show him the door, irrespective of which caste or region he belongs to, Banerjee says.

He says Patnaik's reputation helped him escape scrutiny when Odisha witnessed two of its largest scams in recent history - one related to mining and the other involving private firms running Ponzi schemes, popularly called chit funds.

Patnaik has a key role to play in 2019 as winning Odisha has become a critical prestige battle for the BJP, the book says.

"Odisha, with 21 Lok Sabha seats, is a new frontier for the BJP where it expects to establish its footprint, alongside other states in the country's east and north-east. It has wrested power in Assam, Manipur, Arunachal Pradesh and Tripura, shares power in Bihar and is trying hard to make inroads into West Bengal.

"Political pundits say that Odisha holds better promise for the party than Bengal, where the BJP is still struggling to make its mark. In Odisha, it has already stunned everyone, including its rivals, with its improved showing in the 2017 panchayat polls," it says.

However, unseating the BJD will not be easy as Patnaik enjoys a strong connect with the people, says Banerjee.

"His party has been in power for years and has sunk deep roots with every interest group, from businessmen to contractors and touts, collecting around it. Originally voted to power to cleanse the establishment, the BJD is now the establishment itself," he says. (PTI)

Bhubaneswar, Aug 24: Odisha Chief Minister Naveen Patnaik has so far sanctioned 3,24,623 projects worth about Rs 793.96 crore under the 'Ama Gaon Ama Bikash Yojana' in the past five months, official sources said.

'Ama Gaon Ama Bikash Yojana' (Our village, Our development), was launched by Patnaik on March 5 this year to reach out to the people in rural areas and involve them in the development process.

In a programme yesterday, the chief minister interacted with the people of Khurda, Puri, Kendrapara, Keonjhar, Balangir, Rayagada, Gajapati, Kandhamal and Mayurbhanj districts through video conferencing from the state secretariat.

The chief minister listened to the people and wanted to know about their requirements. Based on their demands, he sanctioned projects for 209 gram panchayats (GPs) in these districts.

With these sanctions, the chief minister has approved Rs 793.96 crore for 3508 GPs under 155 blocks taking the number of sanctioned projects to 3,24,623 under the 'Ama Gaon Ama Bikash Yojana', the officials said. (PTI)

Bhubaneswar, Jul 24: Odisha Chief Minister Naveen Patnaik has set up a ministerial committee to prepare a draft policy for the development of Odia film industry, official sources said.

The committee, formed yesterday, has been asked to submit its report to the government within one month suggesting steps to be taken for the purpose.

The committee will also examine different problems being faced by the Odia cinema industry and recommend measures for renovation of the Kalinga Studio, located on the outskirts of Bhubaneswar.

The committee, headed by Finance Minister S B Behera, will have Micro, Small and Medium Enterprises Minister Prafulla Samal and Industries Minister Ananta Das as members, the sources said. (PTI)

Bhubaneswar, Jul 12: The Odisha government today issued a notification on the constitution of a 'Heritage Cabinet,' headed by Chief Minister Naveen Patnaik.

Tourism and Culture Minister Ashok Chandra Panda said the 'Heritage Cabinet' would aim at protection of ancient monuments, temples and archaeological sites in Odisha and take steps to preserve the states culture, language and literature.

There will be eight members including chief minister in the cabinet, the notification issued by the Parliamentary Affairs Department said.

The ministers of Finance, Odia Language, Literature & Culture and Tourism, Handlooms, Textiles & Handicrafts, SC, ST Development, Higher Education, School & Mass Education and Electronics & IT are other members of the cabinet.

Chief Secretary A P Padhi will be the secretary to the newly constituted cabinet.

The state cabinet at its meeting at Puri on December 26 last year had decided to set up the cabinet. (PTI)

Malkangiri (Odisha), Jul 11: Odisha Chief Minister Naveen Patnaik is set to inaugurate a bridge here on July 18, connecting the "cut-off areas" of the Maoist-hit district with the mainland, a government official said.

The Gurupriya bridge on river Janbai would ensure easy access to nearby towns for nine panchayats in the inaccessible areas of Malkangiri, considered a "safe haven of left wing extremists", he said.

Earlier this year, the state government had installed CCTV cameras on the bridge to help the BSF and CRPF personnel track the movements of Maoists in the area.

Dambaru Sisa, BJD MLA from Chitrakonda seat in Malkangiri district, said the construction work has been completed and the 910-metre-long Gurupriya bridge all set for inauguration on July 18.

"Cut off by Balimela reservoir, people living in the remote part of the district had been demanding a bridge on Janbai river for around 40 years. The new bridge would end decades of isolation for them," he added.

Former chief minister J B Patnaik had laid the foundation stone for the bridge in 1982. However, the inaccessibility of the site, coupled with other roadblocks including Maoist threats, resulted in delay of the project.

In 2014, Naveen Patnaik laid another foundation stone for the Gurupriya bridge and directed the officials to carry out the construction work at the earliest. (PTI)

Bhubaneswar, Jun 21 : Hours after Prime Minister Narendra Modi reaching out to farmers of Odisha through video bridge, Chief Minister Naveen Patnaik also interacted with the cultivators and assured them that all the issues faced by them would be addressed soon.

As part of his outreach programme of direct interaction with beneficiaries of his pet schemes, Modi had spoken to farmers across the country via video-conferencing yesterday.

The chief minister too interacted with the farmers after inaugurating a training programme for them at Orissa University of Agriculture and Technology (OUAT) here yesterday.

Inaugurating the training programme, the chief minister said, "As part of the programme, two farmers from a panchayat will be imparted training in modern agricultural practices at the OUAT. After training, these farmers will in turn, train other farmers in their respective areas to implement the same for enhancing agricultural production." 

The programme will cover farmers of all the 314 blocks of the state, the chief minister said.

The farmers apprised him of the problems faced by them, including distress sale of their produce and shortage of cold storage facilities.

The chief minister assured them that all the issues faced by the cultivators would be addressed soon.

The prime minister had interacted with the farmers of Angul district through videoconferencing on use of modern methods in cultivation.

During the talks, a farmer of Durgapur, Benudhar Pradhan, apprised the PM of the success achieved by him through modern agricultural practices and integrated farming.



Pradhan said while his father used to earn Rs 40,000-50,000 per year, he has been earning about Rs 4-5 lakh per annum.

The prime minister also interacted with Binapani Rout of Kusasinga village in the district who opted for modern farming methods after her husband became physically-challenged following an accident.PTI
