Puri (Odisha), Oct 8: Five policemen have been suspended for dereliction of duty following the violence that rocked Puri on October 3 over protests at Jagannath temple, police said.

A havildar and four constables were placed under suspension Sunday for negligence in discharging duties during the bandh when protesters ransacked the house of Revenue Minister and Puri MLA, Maheswar Mohanty, said Puri SP Sarthak Sarangi.

The police personnel were deployed at Mohanty's residence at Kumutisahi locality in the pilgrim town.

This apart, as many as 18 persons were arrested on Sunday in connection with the violent incidents that took place during the 12-hour shut-down called by socio-cultural outfit Sri Jagannath Sena to protest introduction of queue system for devotees at the Jagannath temple, he said.

With this, the total number of people arrested in connection with violence during the bandh increased to 41 so far.

Earlier, 23 people had been arrested by the police in connection with the incidents.

As many as 47 persons have been identified for indulging in violence during the protest on the basis of CCTV footage, the SP said adding efforts are on to arrest the rest.

The seaside town had virtually turned into a battlefield on October 3 after large-scale violence erupted during the bandh. (PTI)

Kolkata, Oct 3: The West Bengal Criminal Investigation Department (CID) has taken over the probe into Tuesday's explosion in Nagerbazar area of the city that left a boy dead and nine others injured, an official of the agency said Wednesday.

The Barrackpore Police has already registered a suo motu case against unknown persons in connection with the case.

"We have taken over the investigations into the Dum Dum Nagerbazar explosion case. Our officers will soon reach the spot to carry out the probe," DIG, CID (Operations) Nishant Pervez told.

Samples have been collected from the spot and forensic tests are being conducted to ascertain what type of material was used in the blast in Nagerbazar.

An officer of the Barrackpore Police Commissionerate told, "We have started a suo motu case against unknown persons in this case. Strict action will be taken as per law against those found guilty."

"CCTV footage from neighbouring shops as well as those from the traffic police are being checked. Locals of the neighbourhood have also been asked to come over for a round of questioning for our probe," the police official said.

Inputs from locals could be vital and help in identifying those behind the blast, the police officer said.

Asked if the explosion could have been a fallout of internal squabbles in the ruling Trinamool Congress, as has been alleged by the BJP, the police officer said it is difficult to infer such things at this stage since no arrests have been made so far.

"We have not been able to identify anybody responsible for this mishap. And it is very difficult to say whether he belongs to any particular political outfit or not. Our investigation is at a very early stage and nothing conclusive can be drawn now," the officer said.

Police have described Tuesday's blast as a low-intensity one that occurred outside a fruit shop on the ground floor of a building which houses the office of South Dum Dum Municipality chairman and Trinamool Congress leader Panchu Roy.

The ruling party has held the BJP responsible for the blast and alleged that it was targeted at Roy. (PTI)

Thane (Maha), Sep 24: A 28-year-old man was allegedly killed by unidentified persons here in Maharashtra and his body dumped at a hotel where he had worked earlier, police said Monday.

An employee of the hotel, located in Kapurbawdi area, opened the premises Sunday morning and found the body of Tapas Chanda, who hailed from West Bengal, lying near gas cylinders, Thane police spokesperson Sukhada Narkar said.

The employee informed the police about it.

The footage of CCTVs installed in the area purportedly showed someone throwing the body in the hotel around 4 am on Sunday, Narkar said.

The deceased had left the job at the hotel around three months back and joined another establishment nearby, she said.

The body was sent for postmortem and a case was registered under IPC section 302 (murder), Narkar said.

Efforts were on to nab the killers and police were conducting a probe to ascertain the motive behind the crime, she said. (PTI)

Mumbai, Sep 20: A 26-year-old man has been arrested for allegedly molesting a student from Manipur while she was travelling in a local train in Mumbai, a police official said Thursday.

The accused, Ayaz Sattar Qureshi, a resident of Mankhurd suburb here, was nabbed from the Kurla railway station on Wednesday, he said.

The police managed to trace the accused with the help of his photograph clicked by the 22-year-old victim and analysing CCTV footages of various railway stations, he said.

The woman, studying at a renowned research institute here, was molested on September 11 while she was commuting with her European colleague in the local train between Vashi and Govandi stations on the suburban Harbour Line, a police official said earlier.

She had complained that the man touched her inappropriately, taking advantage of the peak hour crowd in the general compartment of the train, he said.

While she and her colleague tried to nab the man, other passengers remained mute spectators and the accused managed to flee, the complainant had said.

The victim had narrated her ordeal on social media on Saturday.

A case was registered against the accused under IPC section 354 (molestation), the police added. (PTI)

Hyderabad, Sep 18: Telangana police has picked up seven people, including the suspected contract killer, for the killing of a Dalit Christian man in Miryalguda in Nalgonda district in a case of alleged honour killing, officials said Tuesday.

Subhash Sharma, the alleged assailant, was arrested from Bihar.

Shocking CCTV footage of the incident telecast on national TV showed Perumalla Pranay Kumar walking out of a hospital in Miryalguda with his wife Amrutha Varshini when the assailant paced up an attacked him with a machete from behind, killing him instantaneously.

Amruta, from upper caste 'vaishya' community, had claimed Monday her father Maruti Rao and uncle were behind the attack as they strongly disapproved of her marrying a Dalit Christian. The names of some people with political links have also cropped up but police is yet to confirm their involvement.

The incident, which occurred last Friday, had also triggered protests by some Dalit groups in Nalgonda.

Amruta, who claimed her father insisted on her ending the marriage, said he will give birth to Pranay's child and ensure justice is done to him. She has also refused to return to her paternal home. (PTI)

BUDGAM SEPTEMBER 17: The District Election Officer, Deputy Commissioner Budgam, Dr Syed Sehrish Asgar today chaired a meeting of ROs, AROs and nodal officers to review preparedness for the upcoming Municipal Body elections here today.
The DEO said as the dates for the upcoming Municipal polls have been declared, the Model Code of Conduct (MCC) has come into force across all the wards of the district with immediate effect.
At the outset, the DEO while addressing the designated officers directed them to make coordinated efforts for the smooth conduct of polls. They were directed to ensure videography of poll-related activities, daily updation of nominated candidates along with their affidavits and details, CCTV installation at the warehouse and strong rooms besides at counting centers.  
The DEO directed the designated officers to ensure proper scrutiny, filling up of nominations, rejection of nominations and qualification of nominations and completion of polling process through the set pro-forma. She also directed designated officers to ensure that all the arrangements are put in place at all polling stations in advance, besides ensuring safekeeping and proper lock and key mechanism at collection centres and strong rooms. 
On the occasion, training about the smooth handling of Electronic Voting Machines (EVMs), study material about the smooth conduct of polls and electoral rolls were also distributed among the ROs and AROs.

New Delhi, Sep 15: The Delhi High Court was told by the police Friday that it has installed around 4,388 CCTV cameras in vulnerable areas of the national capital to ensure safety and security of women.

The Delhi Police made the submission in an affidavit filed in response to a public interest litigation (PIL) moved in March this year by some lawyers for safety of women after a few women complained about "urine and semen-filled" balloons allegedly being hurled at them in and around North Campus of Delhi University.

The petitioner lawyers have sought formulation of guidelines to ensure safety of women during occasions such as Holi and New Year.

The affidavit of the Delhi Police was placed before a bench of Chief Justice Rajendra Menon and Justice V K Rao which did not hear the matter on Friday as one of the judges was not available.

The court had on May 16 directed the police to indicate the status regarding installation of close circuit television (CCTV) cameras in the city.

The police in its affidavit has also said that in the alleged incident regarding throwing of a "urine-filled balloon" at a woman in the campus area, the "complainant did not cooperate" and therefore, the case was marked as "untraced".

With regard to the alleged throwing of a "semen-filled balloon", the police has said that the Forensic Science Laboratory (FSL) did not find any trace of semen on the complainant women's clothes.

It said that it had arrested one person in March this year in connection with the second incident, but he was released on bail, adding that a charge sheet will be filed in the matter.

Police said it was imparting self-defence training to women and also conducting programme to empower them.

The petitioners, in their plea, have also sought setting up of women police control rooms (PCRs), increase in the number of women police booths and an anonymous drop box for written complaints, claiming that complainants are often bullied and harassed. (PTI)

Mumbai, Sep 10: Police probing the disappearance of a 39-year-old bank executive were talking to his colleagues and other people known to him for clues to solve the case, an official said Monday.

Siddharth Sanghavi, employed as a senior executive at a leading private sector bank, is reported missing since Wednesday last.

A senior official said no arrest has been made till now, but the police were speaking to Sanghavi's colleagues and other people known to him to gather information as part of probe into the case.

No arrest has been made until now, he said, adding the case was being probed from all angles.

The missing bank executive's car was found abandoned Friday in adjoining Navi Mumbai with blood stains on its rear seat.

Sanghavi, a resident of upscale Malabar Hill area in South Mumbai, used to travel to Kamala Mills compound in Parel, Central Mumbai, where his office is located.

His family members lodged a missing person complaint at the N M Joshi Marg Police Station Central Mumbai when he did not return home till late Wednesday night.

The Mumbai police with the help of their Navi Mumbai counterparts are investigating the case.

CCTV footages and Sanghavi's phone call records are being analysed for clues, an official had said. (PTI)

Mumbai, Sep 8: The car of a 39-year-old bank executive, missing since Wednesday, was found abandoned in adjoining Navi Mumbai with blood stains on its rear seat, said police Saturday.

Siddharth Sanghavi, a resident of upscale Malabar Hill area in South Mumbai who works with a leading private bank in Kamala Mills compound, is untraceable since Wednesday evening, a police official said.

As he did not return home till late night, his family members approached the N M Joshi Marg Police Station in Central Mumbai and lodged a missing person complaint, he said.

Yesterday, Sanghavi's car, which he used to travel to his office, was found abandoned near a high rise building at Koparkhairane in Navi Mumbai, he said.

Blood stains and a knife were found on the rear seat of the car, he said.

The Mumbai police with the help of their Navi Mumbai counterparts are investigating the case, the official said.

CCTV footages of relevant sports in the two cities and Sanghavi's phone call records are being analysed for clues, he said, adding the police were exploring all angles.

"Our first priority is to locate the missing person," the official added. (PTI)

SRINAGAR, SEPTEMBER 04: District Magistrate Srinagar, Dr Syed Abid Rasheed Shah, has ordered for installation of CCTV cameras in and around all prominent shrines, mosques and temples in the district.
The order issued here instructs the J&K Muslim Wakf Board and concerned mosque management committees and trustees of temples to ensure installation of CCTV cameras in and around the said places of worship.
The order has been issued to ensure discouragement of untoward incidents and vigil in view of the importance of these places of worships for devotees in the district.

DC Kargil gives over view about arrangements
KARGIL, AUGUST 11: Election Observers for Ladakh Autonomous Hill Development Council (LAHDC), Elections 2018,  Pradeep Kumar, Bilal Ahmad Bhat, Abdul Rashid War and Rajesh Sharma today convened a meeting with the Deputy Commissioner and Chief Executive Officer LAHDC Kargil, Vikas Kundal and senior officers of district administration to review preparedness of elections.
Threadbare discussion on modalities for smooth conduct of the election was also held in the meeting.
 The meeting discussed arrangements being put in place viz a viz security and other related arrangements.
The Observers asked the security and administration to work in close coordination to ensure that hassle free elections are held.
They asked the district administration to ensure hassle free transportation facilities to the polling staff and also ensure facilities properly who have to perform their duties at various far flung and inaccessible areas.
The Observers also got firsthand account of the facilities being provided in the Control Room and Grievance Cell set up to monitor the elections.
They were told that all basic facilities of connectivity like high speed internet connectivity and other related things of communication have already been installed.
The Observers also directed for ensuring proper security of the Strong Room meant to store EVMs. It was also directed for installation of CCTV Cameras and other related surveillance gadgets.
During the meeting, the Deputy Commissioner gave briefing over view of the arrangements being put in place to ensure hassle free elections also. He also informed that fool proof arrangements have been made and due care has been taken to ensure that polling staff and the voters do not face any inconvenient in relation to logistic support of transportation and other related.
SSP Kargil Dr Vinod Kumar, Additional SP, Chief Planning Officer, Kargil, Deputy Election Officer, Assistant Director Information, Coordinator, LAHDC Election, Accounts Officer and other concerned officers were present in the meeting.

Dr Samoon reviews revival plan for JKSRTC
SRINAGAR, AUGUST 01: In a first, roads in the state will soon see the rollout of electric buses by Jammu and Kashmir State Road Transport Corporation (JKSRTC).
This was revealed in a meeting, chaired by Principal Secretary Transport Department Dr. Asgar Samoon, called to review the functioning of JKSRTC and to discuss and deliberate upon its revival plan.
The Principal Secretary said that soon 40 electric buses will be introduced in the State with a seating capacity of 35 to 40 passengers. “The passengers can avail them without overloading and these buses will also help us to keep the environment clean,” he added.
The meeting was apprised that the projects of electric buses will cost Rs. 40 crore and the initiative will be given its final shape very soon.
During the meeting, Dr. Samoon also took a detailed review of upgradation and modernization of workshops which include workshops in Narwal, Rail Head Complex and Bikram Chowk in Jammu and workshops in Pampore, Bemina and Parimpora.
The meeting also discussed the Software Development of Online Passenger Reservation System (OPRS), installation of GPS in the fleet of JKSRTC, introduction of Centralized Payroll System, digitalized Fuel Management System, and installation of CCTV cameras in JKSRTC vehicles.
The Principal Secretary enquired about various activities carried by the Corporation regarding the transport issues including buses plying on roads, off-road and condemned vehicles and various infrastructural works.
The meeting was informed that presently 497 buses and 315 trucks operate at various roads in the State.
The representatives of JKSRTC briefed the Principal Secretary on the revenue generation through operational and non-operational activities expenditure, present financial position and the proposed plan to revive the Corporation.
Dr. Samoon stressed on conducting an audit for assessing the actual financial position of the Corporation besides effective human resource management for positive output. He also directed officials to expedite the recovery process of operational amount pending with various departments.
Secretary Technical Transport Department G. A. Sofi, MD JKSRTC Dr. Manmohan Singh, Director Finance Transport Department Azad A Wani, Joint MD JKSRTC, GM Mechanical JKSRTC, Executive Engineers of R&B, Mechanical, Deputy Director Garages, Chairman Workers Union JKSRTC and other concerned attended the meeting.

Muzaffarnagar, Jul 28: In a bid to ensure smooth conduct of the Kawad Yatra, district authorities said 300 CCTV cameras would be installed along the route of the annual pilgrimage.

District Magistrate Rajive Sharma said the cameras would also be installed in sensitive places of the district to secure the pilgrimage route.

Meanwhile, the Northern Railways has started two special trains to Haridwar for pilgrims during the Kawad Yatra, an official spokesman said.

The yatra which starts from today, will be concluded on August 9.

Every year pilgrims (known as Kanwarias) carry water from Ganga in Haridwar and offer it to Lord Shiva. (PTI)

SRINAGAR, JULY 21: Principal Secretary Transport Department, Asgar Hassan Samoon today paid a surprise visit to the office of RTO Kashmir and inspected its various sections.
During the visit, Samoon inspected learning license section, vehicle registration section, planning section, motor vehicles inspector section and CCTV cameras installed in different sections. He was apprised in detail about their functioning.
The Principal Secretary along with Regional Transport Officer Khurshid Ahmad Shah later visited the site for Transport Bhavan for Transport Commissioner Office and RTO office which is coming up at a cost of Rs 697.96 lakh at Bemina.
On the occasion, the Principal Secretary called for expediting work on the development projects for their timely completion. He directed for coming with the details of funds required for completion of the work at Bemina.
Samoon also visited trial ground at Bemina where driving test for issuing of fresh driving licenses was under-way.
The Principal Secretary also inspected Passenger Maintenance Division workshop of SRTC at Bemina. He was apprised that on an average 150 vehicles are being repaired with available manpower in a month at the workshop. He directed for initiating the process for auctioning of condemned vehicles at the workshop.
Later, Samoon also took stock of State Motor Garages (SMG) at Bemina. He was briefed that presently 500 vehicles are with the SMG which is being provided to different Government functionaries for the smooth functioning of the administrative work.

Mumbai, Jul 18: A 29-year-old police constable was allegedly killed in an attack by three unidentified persons after a petty fight at a liquor bar in Maharashtra's Sangli district, a police official said today.

Samadhan Mante, posted as constable at Miraj city police station, went to the bar at Kupwad Phata in Sangli, located about 370 km from here, and had an argument over some issue with three persons who were having drinks there late last night, he said.

The argument led to a scuffle, following which one of the accused went outside the bar and brought a sharp weapon from his vehicle, he said.

While Mante was busy arguing with the other two men, the person who brought the weapon allegedly attacked him with it, the official said.

The constable sustained injuries on his chest, head and stomach and collapsed. He was taken to the hospital where doctors declared him dead before admission, he said.

The incident was captured in a CCTV installed at the bar counter, the official said.

The Sanjay Nagar police were analysing the CCTV footage and questioning the bar manager and other staffers, he said.

Offences were registered against the three men under sections pertaining to murder, the official said, adding that efforts were on to nab them. (PTI)

New Delhi, Jul 12: The Delhi government will soon call a meeting of all resident welfare associations and market associations to discuss and finalise modalities of installing CCTV cameras across the city, Chief Minister Arvind Kejriwal today said.

The move comes a day after Kejriwal claimed that a panel set up by Lt Governor Anil Baijal has recommended "mandatory permission from police" to install CCTV cameras.

"Delhi government will soon call a meeting of all RWA (resident welfare associations and market associations in Delhi to discuss and finalise modalities of installing CCTV cameras across Delhi," Kejriwal tweeted.

In a tweet yesterday, the chief minister claimed that mandatory provisions for installation of CCTV cameras would increase bribery.

"What will police see before giving CCTV license? On what basis will police give license? It will only increase bribery. Its a huge blow to women safety becoz all existing cameras in Del will have to be removed till they obtain license n all new CCTVs will have to wait for license (sic)," Kejriwal had said.

A six-member committee, constituted by Baijal in May, is likely to regulate the installation of CCTV cameras in private and government buildings in the national capital, a source had said.

The committee, headed by Delhi Principal Secretary (Home) Manoj Parida, was in the process of preparing the standard operating procedure (SOP) for the installation and monitoring of CCTV cameras across the city. (PTI)

Malkangiri (Odisha), Jul 11: Odisha Chief Minister Naveen Patnaik is set to inaugurate a bridge here on July 18, connecting the "cut-off areas" of the Maoist-hit district with the mainland, a government official said.

The Gurupriya bridge on river Janbai would ensure easy access to nearby towns for nine panchayats in the inaccessible areas of Malkangiri, considered a "safe haven of left wing extremists", he said.

Earlier this year, the state government had installed CCTV cameras on the bridge to help the BSF and CRPF personnel track the movements of Maoists in the area.

Dambaru Sisa, BJD MLA from Chitrakonda seat in Malkangiri district, said the construction work has been completed and the 910-metre-long Gurupriya bridge all set for inauguration on July 18.

"Cut off by Balimela reservoir, people living in the remote part of the district had been demanding a bridge on Janbai river for around 40 years. The new bridge would end decades of isolation for them," he added.

Former chief minister J B Patnaik had laid the foundation stone for the bridge in 1982. However, the inaccessibility of the site, coupled with other roadblocks including Maoist threats, resulted in delay of the project.

In 2014, Naveen Patnaik laid another foundation stone for the Gurupriya bridge and directed the officials to carry out the construction work at the earliest. (PTI)

New Delhi, Jul 4: The body of an unidentified teenage girl was found near a jungle in southeast Delhi, the police said today.

Police were informed about the body lying in a jungle around 4.30 PM, said Chinmoy Biswal, Deputy Commissioner of Police (Southeast).

The body was sent to the All India Institute of Medical Sciences (AIIMS) for postmortem, he said.

Police are verifying footage of CCTV cameras installed around the area.

An auto-rickshaw driver was interrogated in connection with the case, the officer added. (PTI)

New Delhi, Jul 4: More morbid details came out in the mysterious deaths of 11 members of a family in Burari here as CCTV footage showed some members bringing stools and wires that were used for their hanging, even as police recovered 11 diaries that were maintained over a period of 11 years.

The content of the diaries matched the way the alleged suicides happened, the police said.

The diaries had instructions such as "keep water in a cup. When it will change colour, you will be saved".

The family was not expecting to die and thought that "the earth will shake" and "there will be thunder in the sky", following which they will be saved.

Police said that the fact that there were 11 diaries maintained over a period of eleven years is a coincidence and it is not in any way related to the deaths of the 11 family members.

The footage of a camera installed outside a house opposite the residence of the family showed that the elder daughter-in-law of the house, Savita, along with her daughter, Neetu, could be seen bringing five stools that were later used for the members to be hanged.

Neetu could be seen in the footage carrying stools accompanied by her mother.

Around 10.15 pm, Dhruv and Shivam, the youngest members of the house, were seen taking electrical wires from the plywood shop. These wires were used by the 10 members of the family for hanging.

Ten of the 11 members of the Bhatia family were found hanging from an iron-mesh in the ceiling on Sunday, while the body of 77-year-old Narayan Devi, the head of the family, was lying on the floor in another room of the house.

Devi's daughter Pratibha (57), her two sons Bhavnesh (50) and Lalit Bhatia (45) were also among the deceased. Bhavnesh's wife Savita (48) and their three children - Meenu (23), Nidhi (25), and Dhruv, aged 15, too were found dead.

Lalit Bhatia's wife Tina (42) and their 15-year-old son Shivam were also among those found dead. Pratibha's daughter Priyanka (33), who was engaged last month and would have married by the end of this year, was also found hanging. (PTI)

New Delhi, Jul 4: Heaving a sigh of relief over the Supreme Court verdict on the power tussle between the Delhi government and the Centre, the AAP leadership today accused the Narendra Modi-led administration of creating "chaos" in the national capital in the last three-and-a-half years.

Delhi Chief Minister and Aam Aadmi Party (AAP) national convenor Arvind Kejriwal welcomed the apex court verdict as a "big victory" for the people of Delhi and democracy.

"Can Modiji revoke 3 years 5 months of chaos in Delhi? Will Delhi people forgive BJP for ruining 3 years 5 months (sic)?," AAP chief spokesperson Saurabh Bhardwaj asked in a tweet.

He drew a parallel between the previous Sheila Dikshit-led Congress government in Delhi and the current AAP regime and pointed out how the ruling party was obstructed from working in the national capital.

"AAP Govt was formed in Feb 2015, three months later, In May 2015, Modi Govt brought this notification which took away 'services' from AAP Govt. This means Sheila Dixit Govt had all control over her officers/employees, Kejriwal Govt was left with zero control (sic)."

"Modi Govt was formed in May 2014 & just 2 months later, Modi Govt brought a notification which took away powers of Anti-Corruption branch. Means Sheila Dixit had ACB for 15 years but was taken away because Modi was too scared of Arvind Kejriwal and his ACB (sic)," Bhardwaj said in a series of tweets.

He also said the provision of aid and advice of the elected government was binding on the Lieutenant Governor (LG) during Dikshit's rule, adding that it was done away with after Kejriwal became the chief minister.

"Under Sheila Dixit Govt, Aid & Advice of Elected Govt was binding on LG. LG was not free to reject schemes. For Kejriwal Govt, LG is free to take decisions, has been rejecting all important decisions of Govt. CCTV, Door step delivery of Ration, Muholla clinics rejected or delayed (sic)," the AAP leader tweeted.

In a landmark verdict, the Supreme Court today held that Lieutenant Governor Anil Baijal did not have independent decision-making powers and was bound to act on the aid and advice of the council of ministers.

The judgment pronounced by Chief Justice Dipak Misra, who was heading a five-judge Constitution bench, also held that the LG could not act as an "obstructionist".

It added that all the decisions of the council of ministers must be communicated to the LG, but that did not mean his concurrence was required.

"There is no room for absolutism and there is no room for anarchism also," the court ruled.

The decision comes as a major victory for the AAP government, which had been in a constant tug of war with the LG over the powers wielded by the two branches of the executive. (PTI)
