Manila, Nov 13: Stage is set for the beginning of the 31st ASEAN Summit here on Monday.Besides attending the multi-nation meeting, Prime Minister Narendra Modi is also scheduled to have a crucial round of one-on-one meeting with the US President Donald Trump.
This year's theme - 'Partnering for Change, Engaging the World' best captures the geo-political situation in the region, while covers the complexities faced by ASEAN as a group and also by a few individual nations. The year 2017 also marks the 50th anniversary of the ASEAN. 
The 31st Summit will take place alongside related meetings and a special celebration of 'ASEAN@50'. The ten members of ASEAN include Brunei Darussalam,Cambodia, Indonesia, Lao PDR, Malaysia,Myanmar, Philippines, Singapore, Thailand and Vietnam. The occasion also coincides with the ASEAN-India Summit. PM Modi arrived here on Monday to a grand reception by Indian diaspora. "Enthusiastic welcome by Indian Diaspora. PM @narendramodi greeted by members of Diaspora, who form an important niche group of Filipino society," MEA spokesman Raveesh Kumar tweeted.  On the eve of his visit, Prime Minister Modi said, "My participation in the meet symbolizes India's commitment to continue deepening relationship with ASEAN Member States, in particular, and with the Indo-Pacific region, in general, within the framework of my Government's Act East Policy". The Ministry of External Affairs sources have confirmed Prime Minister's meeting the US President Donald Trump here on the sidelines of ASEAN meets on Monday.  Sources said the two leaders will hold one-on-one talks for over half-an-hour minute on Monday afternoon. Mr Trump arrived Manila as part of his five-nation Asia tour of Japan, South Korea, China, Vietnam, and the Philippines. Both Mr Modi and the US President will discuss security scenario especially in Indo-Pacific region. Besides key bilateral meetings, including the one with the Philippines President Rodrigo Duterte, Prime Minister Modi will visit International Rice Institute and Mahaveer Philippines Foundation. The world famous 'Jaipur Foot', made by Rajasthan based Bhagwan Mahaveer Viklang  Sahayata Samiti, is to get a pat on its back from Prime Minister.   Mr Modi will meet members of the Indian community at a reception to be hosted by Indian envoy in Philippines. The International Rice Research Institute located at Los Banos near Manila, is a leading institute of global repute. 
Through scientific research and development, it has developed better quality of rice seed and helped the global community including Indian scientists in addressing issues of food security. 
A large number of Indian scientists are also working in the institute. The institute will also soon set up its South Asian Regional Centre in Varanasi, Mr Modi's parliamentary constituency. 
This will be the first center outside Philippines.  The Mahaveer Philippines Foundation is an associate centre of Bhagwan Mahaveer Viklang Sahayata Samiti based in Jaipur, which is famous for "Jaipur Foot'.  The philanthropic organization, which has been set up by eminent Filipinos and Indian expat community, has distributed free "Jaipur Foot' to needy amputees. 
Mr Modi will also address the ASEAN Business Investment Summit,while other meetings are also lined up either on Monday or Tuesday. Among them the Regional Comprehensive Economic Partnership (RCEP) will try to take a call on free trade and non-tarrif barriers.
The RCEP in effect comprises of 10-member, ASEAN members and also and six other countries that are India, China, Japan, South Korea, Australia and New Zealand. Officials of 16 member nations met here at the margins of high profile ASEAN Summit and other meetings on Sunday.

New Delhi, Nov 11: Prime Minister Narendra Modi on Saturday expressed confidence that his visit to Manila would give a new boost to India's bilateral relations with the Philippines and also further strengthen the politico-security, economic and socio-cultural pillars of our engagement with ASEAN.
In a statement prior to his departure on a three-day visit to the Philippines on Sunday, during which he will participate in the ASEAN-India and East Asia Summits, the PM said, 'I am confident that my visit to Manila will give a new boost to India's bilateral relations with the Philippines and also further strengthen the politico-security, economic and socio-cultural pillars of our engagement with ASEAN.” During the visit to the Philippines, his first bilateral visit to the country, the Prime Minister will also participate in Special Celebrations of the 50th anniversary of ASEAN, Regional Comprehensive Economic Partnership (RCEP) Leaders' Meeting and ASEAN Business and Investment Summit. The PM said his participation in the ASEAN-India and East Asia Summits symbolises India's commitment to continue deepening relationship with ASEAN Member States, in particular, and with the Indo-Pacific region, in general, within the framework of the Government's Act East Policy. He said that the ASEAN Business and Investment Summit would boost India's close cooperation to further enhance its trade ties with ASEAN member-states, which constitutes a significant 10.85 per cent of our overall trade.
During his visit, the PM will have a bilateral meeting with President of the Philippines Rodrigo Duterte. He will also have interactions with other ASEAN and East Asia Summit Leaders.
HE will also interact with the Indian community in the Philippines. During his stay in Manila, he will also visit the International Rice Research Institute (IRRI) and Mahavir Philippines Foundation Inc (MPFI). 'My visit to Mahavir Philippines Foundation Inc (MPFI) will demonstrate India's support for its activities in distributing free prosthesis "Jaipur Foot" among the needy amputees. Since its establishment in 1989, MPFI has fitted nearly 15,000 amputees in the Philippines with "Jaipur Foot" making them capable of living a new life. Government of India is making a modest contribution to the Foundation to support its noble humanitarian activities,' the PM said. The International Rice Research Institute (IRRI) through Scientific Research and Development has developed better quality of rice seed and helped the global community in addressing food scarcity issues. A large number of Indian scientists are working in IRRI and contributing to R&D in this field. 'My Cabinet approved on 12 July 2017 a proposal for IRRI to set up its South Asia Regional Centre at Varanasi. This will be the first Research Centre by IRRI outside its headquarters in the Philippines. The Varanasi Centre would help increase farmers' income by enhancing and supporting rice productivity, reducing cost of production, value addition, diversification and enhancement of farmers' skills,' the PM said. New Delhi, Nov 10: Urging India to continue its pressure in the World Trade Organisation (WTO) to drop subsidies-related Aggregate Measurement of Support (AMS) from negotiations, RSS affiliate Swadeshi Jagran Manch (SJM) has said India should push for a permanent solution on development subsidies and public stockpiling of food (for the Public Distribution System) in the forthcoming 11th ministerial conference in Buenos Aeries on December 10 and 13.
Participants urged Minister of State SS Ahluwalia, who attended the conference here, to ensure that India counters the efforts by European Union, Brazil to divide the 100-odd developing countries and Least Developed Countries (LDCs) on the issues. Instead of a (temporary) Peace Clause, India should push for a permanent solution and the demand for exemption of these subsidies should be pressed, the participants said, according to SJM National Convener Ashwini Mahajan. Among others who participated in the day-long deliberation were former minister and senior BJP leader Murli Manohar Joshi, trade experts and civil society members. Asserting that every country had the right to adopt special measures to curb sudden surge in supply of agriculture produce by increasing import tariffs, the SJM said India should negotiate for the Special Safeguard Mechanism in this regard. “The market is already distorted by developed countries’ subsidies and standard barriers,’’ the participants agreed. On the proposal to bring rules on Fisheries subsidies, the meeting expressed concern about the attempt to allow developed countries to continue with their subsidies while banning subsidies by developing countries for small scale, traditional fishing. The SJM also opposed the proposal for investment facilitation which it said might end up in 'commitments (from India) on investor protection and market access'. It said that India should tread carefully on the issue of freeing e-commerce from regulation as it was a “complex and unknown area’’ which might restrict the government’s ability to regulate giant, multi-national e-commerce companies. “India should not allow the WTO to decide on regulatory rules shaping key policies on health, labour, trade, industry, agriculture and finance. Losing all tariff revenue on e-commerce, as well as regulatory control over imports is unthinkable for a country like India.’’ The SJM also warned the government against succumbing to pressure on e-Commerce being pushed in trade negotiations in the Regional Comprehensive Economic Partnership (RCEP) and said that it will impact retailers and custom duty revenues. Giving the example of China, it said the neighbouring country was pushing the interests of a wholesale manufacturer and supplier of Chinese goods which seeks duty-free access using the e-commerce route. UNI
