SINGAPORE, Apr 28:
Singapore Prime Minister Lee Hsien Loong said on Saturday a mounting trade spat between the United States and China was one of the most pressing concerns for Southeast Asian nations.
Lee flagged his concerns in remarks made as he opened a summit of the 10-member Association of Southeast Asian Nations (ASEAN), for many of which the United States and China are the top two trading partners.
"In particular, the recent trade tensions between the U.S. and China are worrying concerns," Lee said as ASEAN members gather for the organisation's 32nd summit.
The U.S. Trump administration has threatened to impose tariffs on up to $150 billion of Chinese imports, and Beijing has vowed retaliation against American exports.
On Saturday Lee said the open and rules-based multilateral trading system, which has backed the growth of ASEAN member states, has come under pressure as the political mood in many countries has shifted against free trade.
Also on the agenda at the summit were the humanitarian crisis in Myanmar, and security tensions in the disputed South China Sea, but it was unclear how much substantive progress could be accomplished.
The situation in Myanmar's western state of Rakhine, where hundreds of thousands of minority Rohingya Muslims have fled for neighbouring Bangladesh after a military crackdown, is one of the biggest challenges facing the group.
ASEAN, formed more than half a century ago, has struggled with challenges facing the region because it works by consensus and is reluctant to get involved in matters considered internal to its members.
Singapore is this year's chair of the bloc, which includes Myanmar, Laos, Cambodia, the Philippines, Thailand, Indonesia, Malaysia, Brunei and Vietnam.
Lee said ASEAN members individually will find it difficult to make an impact on regional and global challenges, and called on its leaders to boost integration and cooperation to make a mark and to be effective.
The group is working on initiatives to jointly tackle the threat of extremism and cyber attacks, as well as to promote trade and cross-border e-payment systems.
ASEAN is also working to devise a model extradition treaty and negotiating a code of conduct with China to ease tensions in the disputed South China Sea, one of the world's most volatile hotspots and one of its busiest waterways. REUTERS

Sydney, Feb 19: India, Japan, Australia and the US are discussing a scheme to jointly develop regional infrastructure as an "alternative" to China's multi billion-dollar Belt and Road Initiative,
Australian Foreign Minister Julie Bishop confirmed on Monday.
“There is an enormous need for infrastructure, particularly in our region,” Bishop in an interview with Sky News said about a report on the plan in The Australian Financial Review.
She said officials of the four countries had discussed “a range of opportunities and challenges”.
The Australian Financial Review quoted an unnamed US official as saying that Prime Minister Malcolm Turnbull is expected to discuss the idea during talks in Washington this week, possibly during a scheduled meeting with President Donald Trump.
The official said the plan was still “nascent” and “won’t be ripe enough to be announced” during Turnbull’s visit.
The official told the Review that he would prefer to describe the plan as an "alternative" to China's Belt and Road Initiative rather than a "rival".
However, the prospect of such an initiative will be watched closely by Beijing which had protested after senior foreign affairs officials from the four countries met last November in Manila on the sidelines ASEAN and East Asia Summits to discuss the restoration of the Quadrilateral Security Dialogue.
The four countries look at the BRI as a vehicle for Beijing to exert its influence globally, as Chinese President Xi Jinping has moved to fund a global network of major infrastructure projects throughout the region and beyond such as ports, rail networks, bridges and roads.
Some 70 countries have signed up to the BRI, first mentioned during a speech by President Xi to university students in Kazakhstan in 2013.
The quadrilateral dialogue was devised last decade to try to contain China but collapsed when the Kevin Rudd government in Australia withdrew due to pressure from Beijing. UNI

"ASEAN is central to India’s Act East Policy therefore our Prime Minister’s participation in the ASEAN India Summit and the East Asia Summit, provides a very important opportunity to reiterate our commitment to the partnership, especially as we celebrate this landmark year," Secretary East Preeti Saran has told the reporters on the eve of Mr Modi's visit to Manila here. East Asia Summit comprises of 10 of the ASEAN countries plus eight other countries -- India, China, USA, Russia, New Zealand, Australia, Japan and South Korea. "India is a founding member of the East Asia Summit. We attach the highest importance to this forum," Ms Preeti Saran, Secretary (East) had said on November 10. Since the inception of the East Asia Summit, "being founding members", India has consistently attended the East Asia Summit since 2005. "The East Asia Summit as a forum provides an important opportunity for the leaders of the region to exchange views and assess international issues of concern including traditional and non-traditional security threats, primarily terrorism, maritime cooperation, maritime security and non-proliferation etc," she has said. The significance of East Asia Summit can be also underlined in India's focused approach of 'Act East' policy. Notably, the East Asia Summit meet comes two days after India, the United States, Australia and Japan on Sunday held the first formal deliberations giving a booster to the new block created essentially to counter China's growing influence - at the regional level and also globally.
