Bandipora, Mar 27 :  On the directions of District Magistrate (DM) Bandipora, the Police today booked six person for violating restriction orders issued by the District Magistrate, Bandipora.

An FIR No 10/2020 under Section 188 IPC have been registered at Police Station Hajin against six persons for violating restriction orders. All the accused were arrested by the Hajin Police while patrolling the area.

Earlier an open FIR was registered at Police Station Pethkoot against people who assembled near ATM in violation of Section 144.

Appealing people to stay indoors for their own safety, DM said that the chain of the pandemic can be broken only by staying indoors.

DC Bandipora asked people to cooperate with the administration and ensure strict adherence to the restriction orders. He said violation of the order would constitute criminal offence and attract strict action under Section 188 of IPC.


Bandipora, Mar 26 :  The District administration Bandipora has arranged free pick and drop facility for the mandatory screening of the people having travel history of foreign country or having COVID symptoms.

Deputy Commissioner Bandipora Shahbaz Ahmad Mirza said that anybody who has COVID-19 like symptoms including fever, dry cough and sore throat and has a recent undisclosed travel history or has come in contact with a COVID positive person or suspected positive person must contact District Level Surveillance Committee or Control Room on 01957-225024 or 9419010752 to avail free pick and drop service for mandatory screening at their nearest designated Health Institution.

He appealed people to stay indoors for their safety and act upon advisories issued by the administration.


Bandipora, Mar 22 :  The district administration Bandipora on Sunday established 18 quarantine centres for the citizens arriving from abroad or Coronavirus affected areas to prevent spread of the virus in district.

Assistant Commissioner Revenue, Reyaz Ahmad Beigh, was designated as Nodal Officer to ensure adequate arrangements in these Quarantine Centres as per SOPs prescribed by Ministry of Family Health Welfare Department, Government of India. Besides, he has been asked to keep close coordination with Office of Divisional Commissioner, Director Airport Authority Srinagar along with Bandipora Police and health Department for arranging foreign return Citizens/Students of the district and further lodging at various Quarantine Centres.

The Centres have been established at TRC Authwatoo, Harmukh Hotel Athwatoo, Forest Training Institute Chitternar, Forest office Chitternar, Tourist hut Wullar Vintage Park, Tourist Interpretation Centre, Wullar Park, Indoor Stadium Shadipora, Degree College Bandipora, Degree College Sumbal, TRC Gurez, Dak Bungalow Gurez, Government Degree College Gurez, ITI Gurez, Gurez House Pazalpora, Faiz-e-Aam Secondary School , Bandipora Kashmir Tibbiya College Shilvath Sumbal, One Stop Centre Premises, Nishat Park Bandipora and Guest House Sumbal.

The Supervisory Officers and nodal officers have also been designated for each quarantine centres established across the district who shall assist and report the Nodal Officer on daily basis for ensuring arrangements.


Bandipora, Mar 22 :  District Development Commissioner, Bandipora Shahbaz Ahmad Mirza Sunday directed officers of Food, Civil Supplies and Consumer Affairs (FCS&CA) to ensure hassle free distribution of ration amid restrictions and also constituted teams for effective monitoring of ration distribution.

DC Bandipora appealed the people to avoid gatherings in view of the outbreak of Coronovirus as preventive measures to contain the spread of the virus.

He said the concerned Storekeepers and Fair Price Shop Dealers have been already directed to remain present at Sale Outlets on alternate days.

He directed the officers of FCS&CA to ensure monthly ration distribution as per allotted scale on routine basis.

Mirza appealed the general public not to be panic and maintain calm as sufficient stocks of foodgrains are available and will be made available in future as well.

The DC Bandipora also directed to constitute a team of officers/officials of FCS&CA Department for effective monitoring of Ration Distribution, LPG & Petroleum Products within the concerned area and also publicized their mobile numbers. People have been asked to contact them in case of exigencies.

Bandipora, July 03  :   Deputy Commissioner Bandipora Shahbaz Ahmad Mirza Wednesday chaired a meeting to review the implementation of Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) and Pradhan Mantri Shram Yogi Mandaan (PM SYM) in the district.

The meeting was attended by Joint Director Planning Imtiyaz Ahmad, District heads of various departments in the district.

Regarding PM-KISAN, the Deputy Commissioner asked the officials to create awareness among the people regarding the scheme so that deserved persons are enrolled in the scheme to avail its benefits. He asked to identify the left-out people so that same could be enrolled at earliest. He asked the officers to activate their field staff to identify the left-out farmers and also create awareness regarding the scheme.

The meeting discussed the progress of the registration of beneficiaries and mobilization of the beneficiaries by the field staff for the successful implementation of different schemes.

Under PM-KISAN, landholding farmer families, having cultivable land upto 2 hectares, will be provided direct income support at the rate of Rs. 6,000 per year. This income support will be transferred directly into their bank accounts in three equal instalments of Rs. 2,000 each.

DDC said that the scheme has been made foolproof by connecting it with Adhaar to avoid duplicity and exhorted upon concerned authorities of the Agriculture department to register the left-out beneficiaries within the stipulated time period.

The officers informed the meeting that the process of enrollment has been nearly completed, while the field staff is working on identifying the left-out farmers for enrollment and the same will be completed within the set deadline.

The Deputy Commissioner also reviewed the implementation of PM-SYM and urged the officers to enroll the left-out workers so that they can avail the benefit of this scheme. He stressed on creating awareness about the scheme so that more workers enroll themselves to avail benefits of the scheme.

It was informed that the voluntary and contributory pension scheme is for the unorganized sector workers whose monthly income is Rs 15,000 per month or less and belongs to the entry age group of 18-40 years. Each subscriber under the PM-SYM shall receive a minimum assured pension of Rs 3000 per month after attaining the age of 60 years. The pension scheme will operate on 50:50 basis where prescribed age-specific contribution shall be made by the beneficiary and the matching contribution by the Central Government. The subscriber contribution ranges between Rs 55 and Rs 200 per month depending upon age.

It was given out that twenty-five thousand construction workers are registered with the Department of Labour and Employment and the efforts are on to increase the registration of un-organised workers for the maximum benefit of people.

The DDC asked the officers to promote the scheme through various modes of communication in every corner of the district including print, electronic and social media. He asked the CSC operators to expedite the process of enrollment in the district so that the enrollment can be completed within the stipulated time. He stressed the officers to ensure that no eligible person is left out of the scheme.

BANDIPORA, OCTOBER 03: The Second Randomization of Polling staff for upcoming Municipal Elections 2108 for three Municipal Committees Bandipora, Sumbal and Hajin was held here today under the supervision of District Election Officer Bandipora, Dr Shahid Iqbal Choudhary.
The Randomization process was attended by all the observers, ROs and AROs besides ADDC and ACR.

BANDIPORA, SEPTEMBER 24: Additional District Development Commissioner (ADDC) Bandipora, Mohammad Qasim Wani today inaugurated Measles Rubella (MR) vaccination campaign here at Iqbal Memorial School.
The objective of the campaign is to vaccinate the children in the age group of 9 months to 15 years against Measles Rubella viral disease.
On the occasion, the ADDC enjoined upon the organizers to ensure cent per cent coverage of MR vaccine immunization. He directed coordination of all departments including Education, Health, ICDS, Municipality, Rural Development and others to make the campaign a success.
Giving details about the vaccination campaign, Deputy CMO said that Rubella is an infectious, yet mild viral illness affecting both children and adults that can cause death and disabilities in the newborn if an unprotected pregnant woman gets infected with Rubella virus in early pregnancy.
Among others, BMO Bandipora, AD Fisheries besides technical staff of the Health Department were also present on the occasion.

Inaugurates various developmental projects
BANDIPORA, SEPTEMBER 24: Principle Secretary Animal, Sheep Husbandry, Fisheries and Transport Department concluded 3-day visit of Gurez sub-division during which he inaugurated various developmental projects, besides laying foundation stone and conveyed meeting.
The Principle Secretary was accompanied by Director Fisheries R.N Pandita, Director Animal Husbandry Dr. M.Y. Chaproo, Director Sheep Husbandry, Mohammad ShariefKuthoo, Joint Director Fisheries, SDM Gurez, General Manager SRTC and other district officers.
The Principle Secretary took the stock of 11000 fingerling size of trout seeds in artificial reservoir created due to construction of power project on Kishan Ganga river and NallaChurwan. He also laid foundation stone of survey/ inspection hut funded by NHPC at Dawar Gurez costing Rs. 630.78 Lakh. He was informed that the project will be completed in phase manner at Gurez and Bandipora. In first phase, the works will be executed at Gurez which will include construction of survey/inspection Hut, construction of feed store, two pairs of American type race ways, construction of farm Hut, fencing of trout farm at wanpora Gurez and laying of 300 mm pipeline with a project cost of Rs.132.22 lakh.
The Principle Secretary also inspected trout farm at Wanpora and private Hatchery at Baghtore and reviewed the progress of both the units.
Dr. Samoon inaugurated two-storey building of veterinary office cum sheep extension centre at Dawar on which Rs. 60.11 Lakh stand expended.
He also distributed medicine kits among 40 sheep breeders and also listened to grievances and demands of breeders after inaugurating another two storey veterinary Hospital cum laboratory at Dawar. Dr. Samoon distributed cheques worth Rs. 63000 among seven national Yak care takers, besides 1440 poultry chicks among house holders.
The Principle Secretary visited Shiekhpora Tulail, Tarbal, Bagtore and Izmarg to listen public issues. He assured people that their genuine demands would be considered on priority.
Dr. Samoon also convened a meeting of concerned officers which was attended by General Manager SRTC, besides ARTO Bandipora, Mouzzum Ali and other officers. The meeting discussed threadbare about the progress of various departments and public needs including basic amenities. Focus was given on transport facility and the Principle Secretary directed the concerned officers to make special arrangements of internal mini-bus service in Gurez to overcome the transport problems of the people particularly students and ailing persons. He also stressed for mini- bus service to be plied between Bandipora and Gurez. He asked all the officers to give priority to public grievances and solve them within shortest possible period. He said that the people need to be made aware about departmental and welfare schemes launched by state government and central government.
The meeting was informed that 44 carp fish and 16 trout fish units have been established in the district, besides under welfare schemes 390 registered fisherman given financial assistance for the construction of low-cost houses during 2016- 17.

Srinagar, Sep 21: An unidentified militant was killed in an ongoing encounter with security forces in the forest area of Bandipora district of Jammu and Kashmir on Friday, police said, taking the number of ultras killed in the operation to two.

An Army official said while one militant was killed on Thursday, the body of another militant was recovered this morning.

"Two militants have been killed in the Bandipora operation," the official said.

He said the identity and the group affiliation of the slain ultras was being ascertained.

The security forces launched a cordon and search operation in forests of Sumlar area in north Kashmir on Thursday following information about the presence of militants there, a police official said.

The official said the search operation turned into an encounter after militants opened fire on the security forces' positions.

The operation is underway, the official said.

BANDIPORA, SEPTEMBER 20: Under the ‘Swachta Hi Seva’ campaign, which started from September15, a road race to highlight the importance of cleanliness was held here today.
The road race organized by Department of Rural Development and Panchayati Raj in collaboration with Education Department was attended by 200 students from Government Higher secondary school Arin and Government High school Sumlar.
The race was flagged off by Assistant Commissioner Development Mohammad Jahangeer.  District Panchayati Officer Nazir Ahmad Sofi and Chief Education Officer were also present on the occasion. The first and second positions went to Government Higher Secondary School Arin while as third place was bagged by High School Sumlar.
On the occasion, ACD Bandipora said the objective of the cleanliness race is to make awareness among the general public regarding Swachhta Pakwada (Swachhta Hi Seva).

BANDIPORA, SEPTEMBER 20: The first phase of training schedule for the polling staff (POs/ P1/P2/P3) of District Bandipora in view of upcoming municipal elections started from today.
Under the first phase, training to Presiding officers was provided in the conference Hall of DC office Bandipora. The trainees were acquitted with the operation of EVMs and allied papers for the smooth conduct of ensuing municipal elections. 
During training District Election Officer (DEO) Bandipora, Dr Shahid Iqbal Choudhary addressed to the presiding officers, undergoing training for the upcoming elections. The DEO appreciated the master trainers and poll staff for their dedication in training. He said it is essential for every Presiding Officer to understand his role and responsibilities properly and shall perform their duties in a professional and competent manner for successful elections in the district. He advised the trainees to go through the Election handbooks for acquiring proper knowledge about poll process. All facilities and proper support from the district administration will be provided to the polling staff, said DEO.
During the training, the participants were briefed about the duties and functions of polling officers. The training to POs was provided by the master trainers Rafiq Ahmad Parray-Principal Government Girls Higher Secondary School Bandipora, Mohammad Ramzan Bhat – Principal Hr. Secondary School Aloosa, and Ghulam Mohammad Lone – Nodal Officer SVEEP. According to Dy. Election Officer Bandipora training to polling staff P1 shall be conducted on 22nd and for P2 and P3 on 24th of this month.

BANDIPORA, SEPT 18: Advisor to the Governor, B B Vyas today directed officials to ensure inclusive and grassroots level development especially in hard areas of the state.
Vyas conducted an extensive tour of Bandipora today to get first-hand appraisal of developmental projects in the area. He also chaired a review meeting of officers at the district headquarters.
The meeting was attended by District Development Commissioner Bandipora Dr Shahid Iqbal Choudhary, SSP Bandipora Sheikh Zulfkar Azad, ADDC Bandipora Mohammad Qasim, Chief Engineers and other District and sectoral level officers.
Advisor took sector wise review of the implementation of all developmental projects in the area and stressed on the holistic development of Bandipora district.
He directed the concerned to ramp up the pace of work on the ongoing projects so that the targets are achieved within the stipulated timeframe.
The Advisor directed the officers to undertake regular field visits of far-flung areas for redressal of issues and impressed on the officers to take monthly review meeting of their departments for monitoring the progress of various schemes and programmes for the welfare of the public.
He also stressed for giving wide publicity and creating awareness regarding various development schemes of the government of India.
The Advisor emphasized the need for exploring scope in Agricultural and Horticultural sectors through expert intervention by the concerned departments towards ensuring better dividends to people of the Gurez associated with these sectors.
          He also directed the Beacon authorities to accelerate the pace of work, so that the blacktopping of the roads will be completed by the end of November.
The advisor appreciated the efforts of the district administration for satisfactory achievements in different sectors.
He assured every possible support of the government in ensuring progress and prosperity of the area. He emphasized upon strengthening the accountability and transparency in administration.
Earlier, DDC briefed the Advisor about the status of various developmental activities being undertaken by different executing agencies in the area. He also presented a detailed account of achievements in various other sectors including Health, Education, Agriculture etc.
DDC Bandipora also projected various demands and sought the support of the government in carrying out developmental works in different areas of the district.
Earlier Advisor visited under construction district hospital where he inspected the on-going work and took a detailed review of the project. He was informed by CMO Bandipora that the hundred bedded district hospital is being constructed at the estimated cost of Rs 2825 core out of which 90 per cent funds have been utilized and will be completed by December this year.
CMO informed the Advisor about the health scenario, facilities available in the context of difficult terrain of Gurez and Tulail and requested for augmentation of men and machinery for catering to the needs of the area. 
Advisor also visited Nalla Madumati and took a review of developmental projects under execution. He was informed by the EXen PHE that the embankment process at the project cost of Rs 134 core is under process and ninety per cent of the project has been completed and will be accomplished within the stipulated time frame. 
Later, Advisor also met various deputations from the areas of Gurez, Sumbal, Hajin and   Bandipora town, who apprised him of their problems and sought their redressal.
People sought the intervention of the Advisor in further strengthening the health care infrastructure facilities in their areas, besides expediting the construction of a tunnel from Bandipora to Gurez for round the year connectivity of the area.
The delegations also raised the issue of macadamization of roads, strengthening internet connectivity in Gurez and Tulail.
The delegations from Bandipora town also raised the demand of construction of bypass road from Bandipora to Pothu Shahi, installation of street lights in the town, demarcation and construction of new bus stand for better traffic management in the district besides timely completion of Bandipora Lolab road. 
En route the Advisor also met a number of deputations which projected several demands related to their area and sought their early redressal. The advisor assured them that administration has been directed to ensure speedy redressal of all grievances of public on priority and with promptness.

BANDIPORA, SEPTEMBER 15: District Development Commissioner Bandipora, Dr Shahid Iqbal Choudhary, today reviewed the Muharram arrangements and approved a number of measures for providing better amenities to Imam Baras at Sumbal.  
SSP Sheikh Zulfkar Azad, SDM Syed Naseer Ahmed, Nodal Officer Dr Iftikhar Ghazi, SDPO Sumbal, Exens of PHE, PDD, PWD, I&C, Tehsildars, district officers, representatives of religious organizations attended the meeting. 
The district administration has already provided 58 double-battery inverters, 100 water tanks of 1000 litres capacity each and 30 Community Sanitary Complexes at all Imam Baras. Meanwhile, water supply through tankers, installation of LED lights, blacktopping of roads, provision of additional ration supply, firewood, healthcare facilities were also reviewed in the meeting. 
The DDC directed the departments to put in their best efforts for ensuring proper arrangements during Muharram days especially potable drinking water supply, power supply along with backup, sanitation, healthcare, security, communication and basic infrastructure. 
Directions were given to the officers of the forest department to ensure the availability of sufficient stock of fire wood during Muharram days.
The DDC said that district administration is committed to address all the developmental issues and asked the officers to be proactive in redressing issues of the general public.

BANDIPORA, SEPTEMBER 14: A review meeting was held by Additional District Development Commissioner Mohammad Qasim, regarding the functioning of newly established Indian Post Payment (IPP) Banks in Bandipora. 
The meeting was informed that during the first phase, four access points of IPP banks were established at Bandipora town, Nadihal, Onagam and Bankoot.
During the meeting threadbare discussions were held for the successful functioning of the Indian Post Payment Banks in the district.
Superintendent of Post Offices said that IPP Banks offer 4% interest on saving accounts, with a maximum deposit scheme of rupees one lakh. He said that IPP Banking is a trusted banking for the common man, operating on QR cards.
ADDC directed the officers of the Indian Posts Office to depute expert officials to various departments for spreading the financial inclusion agenda by removing the barriers for the unbanked and under-banked population.
The meeting was attended by the Superintendent of the Post Offices for Bandipora Vijay Kumar, Officers of agriculture, horticulture, labour and employment and other departments.

BANDIPORA, SEPTEMBER 13: Additional District Development Commissioner Bandipora, Mohammed Qasim said the people of Bandipora should co-operate and support the initiatives of CSIR- Indian Institution of Integrative Medicine Srinagar for leveraging the benefits of commercial cultivation of aromatic plants in the district.
 He made these remarks while speaking in the daylong awareness programme on " Cultivation and Processing of High-Value Aromatic Plants" organised by CSIR-IIIM in collaboration with NGO Raazdani Herbs and Herbal Products Nadihal at mini secretariat Bandipora.
The objective of the programme was to aware the general masses about the rich biodiversity of medicinal and aromatic plants and highlight the importance of the frontline aromatic crops suitable for the cultivated and uncultivated lands in district. The programme was attended by the large number of entrepreneurs, farmers, general public and students besides the officers of various departments like KVIB, agriculture and Horticulture.
On the occasion, ADDC said that the cultivation of aromatic plants has assumed greater significance, as it has not only huge employment potential but surely a capacity to increase the income level of the society as a whole. He said that the people should come forward for developing Bandipora as a model district in the production of aromatic crops.
While speaking on the occasion, nodal officer CSIR Aromatic Mission, Dr Qazi Parvaiz said that, the aromatic crops like lavender, Rose Mary and Mentha Spp are very suitable for the topography of district and the adjoining areas to enhance the income of rural and marginalized farmers. He said that cultivation of these crops will open new opportunity for the farmers and unemployed youth for the production of aromatic oils, perfumes, insecticide-repellents, aromatherapy, food supplements and nutraceuticals industry. 

BANDIPORA, SEPTEMBER 08: Acting on the directions of Deputy Commissioner Bandipora, Agriculture Department organized farmers interaction programme at Hajin in cooperation with Agriculture Technology Management Agency.
The programme was inaugurated by sub-divisional magistrate Sumbal Sayed Naseer Ahmad in presence of Chief Agriculture Officer Bandipora and Deputy Project Director ATMA Bandipora. The objective of the programme was to spread awareness among the farmers regarding various centrally sponsored schemes and benefits to farmers especially the marginalised ones.
Addressing the gathering SDM Sumbal said that sixty percent population of the State depends on agriculture for livelihood and sustenance, and farmers should availing benefits from various schemes aimed at increasing their yield and income.
While speaking on the occasion, Chief Agriculture Officer said that department has laid a paddy seed village on 130 ha's in Sumbal and during the current year more than 300 qtl's of seed is being procured. He said that soil health cards will be provided to the farmers during the current season to know their soil status.
The programme was attended by the farmers from Hajin and Sumbal besides the representatives of various departments. On the occasion deputy director ATMA said that the department is going to organise such programmes in other areas of the district also.

BANDIPORA, SEPTEMBER 07:  A meeting of nodal officers for Municipal and Panchayat Elections was held under the chairmanship of Additional District Development Commissioner (ADDC) Bandipora.
 The meeting discussed the various arrangement made by the departments for smooth conduct of upcoming Municipal and Panchayat Elections. On spot directions were provided to the Nodal Officers to activate manpower and work in cooperation for better results.
 ADDC stressed upon the officers to bridge the communication gap and avoid any lapse on their part.


BANDIPORA, SEPTEMBER 07: Jahangeer Akhoon today assumed the charge of District Information Officer (DIO) Bandipora.
While chairing a meeting of officials, Jahangeer took a detailed review of the functions of the department and held discussion with the officials. He was briefed by the officials regarding various business of the department. He enjoined upon the officials to work in coordination and cooperation. He emphasized on maximum possible effort and discipline from the officials.


BANDIPORA, SEPTEMBER  07: To discuss various road safety measures in Bandipora, the District Road Safety Committee of the district under the chairmanship of Additional Deputy Commissioner Bandipora Mohammad Qasim Wani met at Mini secretariat conference Hall on Thursday.
ARTO Bandipora, Muazzam Ali, member Secretary District Road Safety Committee apprised the meeting about various issues regarding road safety in the district.
Various points were discussed in order to ensure that no life is lost or no untoward incidences occur on roads. Measures to evade traffic congestion points like schools, market areas etc were discussed threadbare. ADC instructed the traffic control authorities to ensure implementation of the resolutions taken at the meeting today.
PWD, PMGSY and BRO authorities were directed to install proper signage boards on all the roads in the district with clear indication of speed limit around vulnerable areas. They were further directed to conduct a mandatory road safety audit of the roads more than 5kms in length.
Threadbare discussions were also held on the elimination of black spots, lighting of road sides, establishment of trauma center facilities along the highway. 
It was decided in the meeting that a mechanism shall be put in place to conduct drives for preventing wrong parking of vehicles in traffic sensitive and busy areas across the district as a part of road safety measures.
ADC directed ARTO to ensure reservation of seats for women and handicapped persons in buses and minibuses by prominently painting "Reserved for women and Handicapped Persons" on back of the reserved seats. 
He further directed ARTO to organize road safety awareness programme in collaboration with Education and Health for all the stakeholders to aware them regarding traffic norms and road safety measures.
Police and Municipal Committee authorities were instructed to remove vendors from road sides and footpaths particularly in congested market places. 
The ADC enjoined upon all the officers to play proactive role in implementing road safety action plan for the district and submit Action Taken Report on monthly basis. 
 The meeting was attended by Ex En PWD, CMO Bandipora, CEO Bandipora, DSP Headquarters Bandipora, Executive officer Municipal Committee Bandipora, SO Traffic Police and other stake holders.


BANDIPORA, SEPTEMBER 06:  A  day-long training programme for Booth Level Officers (BLOs)  of Bandipora and Gurez constituencies was held here today in connection with special summary revision with respect to 01.01.2019 as qualifying date , at conference hall DC office Bandipora. 
The training programme was chaired by Additional District Development Commissioner (ADDC) Bandipora, Mohammad Qasim Wani. The Deputy District Election Officer Mohammad Rafiq Lone  was also present.
As many as 130 BLOs of both the constituencies got required training from the master trainers. It was given out during the training that the number of electors of district Bandipora is 226008 while as projected population is 423658.
