Representatives of GoI, JK Govt, NGOs to hold day-long deliberations at SKICC on July 26
SRINAGAR, JULY 13: Principal Secretary, Planning, Development& Monitoring, Rohit Kansal, today reviewed the preparations for upcoming Niti Aayog conference to be convened at SKICC here for fast-tracking implementation of Centrally-Sponsored Schemes.
Speaking at a meeting convened in his office chambers here this afternoon, Kansal said the main aim of the high-level conference is to assess the impact and potential of various Centrally Sponsored Schemes and how to speed up their implementation in Jammu and Kashmir. “This can be achieved by open and direct interaction of the government officials with the civil society groups and NGOs,” he said.
The Principal Secretary said the conference will discuss themes such as ‘Youth Engagement’, ‘Self-Employment’ and ‘Children in Conflict with Law’. “There will be a main plenary session which will be followed by six break-out sessions of NGOs. These sessions will be attended by representatives from the state as well as the central government. The list of schemes in vogue in J&K has already been prepared and issues related to fast-tracking their implementation will be discussed in the conference,” he said.
During the meeting, Kansal took stock of the preparations being made by the J&K government for hosting the dignitaries of the Government of India, their security protocol and accommodation. “We will pool resources from our own departments to depute a liaison officer with all the officers of the Government of India,” he said.
The meeting was informed that top representatives of the Government of India, Niti Aayog, J&K Government, over three dozen NGOs from Jammu and Kashmir and 10 more from other states will hold day-long deliberations on July 26 to work out modalities for fast-tracking the implementation of various Centrally Sponsored Schemes in the state’s Social Welfare sector.
Secretary RDD, Sheetal Nanda, Secretary, School Education, Rigzin Samphel, Secretary Social Welfare, Asif Hamid Khan, Director Hospitality and Protocol, Khalid Majid Drabu, Director SKICC, Ghlaib Mohiuddin, Joint Director Information (Headquarters), Sajid Yehaya Naqash, SSP Security, Maqsood-uz-Zaman, besides other officers of the state government were present at the meeting.

Rs 75 cr to be spent in current fiscal for watershed management programme in JK
SRINAGAR, JUNE 07: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri today convened a meeting to discuss the Action Plan and prioritizing of works for the current financial year under Integrated Watershed Management Programme (IWMP).
The meeting was attended by Secretary RDD Sheetal Nanda, Director Finance RDD S L Pandita, Chief Executive         Officer IWMP Farooq Ahmad, Joint Director Planning RDD, Additional Secretary RDD R K Badyal, Programme Officers IWMP and other concerned officials of the department and IWMP.
CEO IWMP informed the meeting that as per the directions, Action Plan for the year 2018-19 has been received from the districts along with the district wise details of prominent works to be taken up. He also informed the meeting about the district wise details of allocation of funds out of the total allocation of Rs 75 crore to the state under the watershed management programme for the current financial year.
Further, the meeting was informed that in the current year, a total of 1027 works have been proposed under the programme in Kashmir division as per the detailed Action Plan submitted by the concerned district officers.
Action plan should be strictly implemented on ground for better performance and avoiding unnecessary liabilities, the Minister stressed.
The Minister while discussing the expenditure details of previous year asked the concerned officers to close the works which were taken up but not initiated due to any reasons. This exercise would help us to make a clear picture on the ground of works taken up and completed on ground.
Veeri stressed that the Batch-III works needs to be closed for which the concerned officers must develop a work plan or strategy. He asked CEO IWMP to call a meeting with the NABARD and to discuss the possibilities of funding for completion of these works.
 “NABARD is carrying out many activities in the state under various important sectors and there is a scope of taking up some activities in convergence for effective implementation of such schemes/programmes”, the Minister said adding that we must come up with proposals so that NABARD and IWMP J&K can take up some joint activities in the state in convergence.
The Minister said that we should look out for joint activities that can be taken up for construction of irrigation kuls, rain water harvesting, creation of ponds etc in convergence with NABARD.
Regarding appraisal, monitoring and evaluation of the works completed, the meeting was told that this exercise is very important to assess the ground performance and is also required for getting funds from GoI.
CEO IWMP informed the Minister that soon a MoU would be signed with NABCONS for monitoring and appraisal of the works.
Addressing the officers, Veeri said that IWMP is an important programme and should be taken seriously. Funds allocated under the programme needs to be utilized effectively having their visible impact on the ground.
Presently, performance of RDD is seen through the performance under MGNREGA only, thrust should also be given to other schemes/programmes of Rural Development Department including IWMP so that aims and objectives of watershed management programme be fulfilled.
He said that the completed works need to be showcased through documentaries so that people be made aware of the benefits of IWMP and the performance registered in the state under the programme.
During the meeting, the Minister also asked CEO to look into the salary issue of supporting staff of IWMP and take necessary action in this regard.

 SAMBA, MARCH 15:   An inspiring programme titled ‘Mai Kya Banungi’ was organized by District Administration, enabling interaction between Women achievers and young girls of various schools, colleges, polytechnics, here today.
Deputy Commissioner, Sheetal Nanda was the Chief Guest on the occasion.
 Chairperson Heritage School Sunita Gupta, Entrepreneur Tervinder Kour, RJ Radio Mirchi Shwetima Jamwal, Renowned singer Sonali Dogra, Women Cricketer Nadia Chowhdary shared their varied and rich experiences with students and replied to their queries related to career and real-life situations. The girls responded positively to achievers' suggestions by relating these to their career choices and ambitions.
A magazine titled ‘Journey of two years’ showcasing activities held under ‘Beti Bachao Beti Padhao’ campaign was launched at the function.
During the programme members of Women Self Help Groups excelling in trades like Dairy, Boutique, and Tailoring, mediapersons for their outstanding contribution to the BBBP campaign, Music Director, Composer and Singer of District administration's BBBP ringtone were felicitated.
Speaking at the programme, Sheetal Nanda urged participants to make firm resolve to achieve their aims and   take inspiration from the women achievers and aspire to contribute towards betterment of the society.
Nodal Officer BBBP and DSWO Shafqat Majeed Bhat, lady officers, frontline workers BBBP, Staff members of different schools and colleges were also present on the occasion.
Pertinent to mention that today was the concluding day of fortnight long activities for Pan India launch of Beti Bachao Beti Padhao scheme.

SAMBA, JANUARY 5- Deputy Commissioner Samba, Sheetal Nanda today convened a public meeting at Padal with villagers of Padal, Razool and Talaid of Purmandal block to listen their grievances and demands.
She was accompanied by DPO Parvaiz Naik , BDO Monica Thappa, XEN PWD K.S Nathyal , XEN PDD Ashok Gupta , CMO Rajinder Samyal , CEO Ram Pal and other sectoral officers. The locals demanded regular water supply. They said their area being kandi, there is no other source of water supply. The villagers of Paddal, Razool and Talaid unanimously demanded shifting of their Niabat from Nud to purmandal which is much closer to them and saves a lot of time. They also highlighted absence of proper road connectivity due to which school children have to travel more than 5 kms for reaching the nearest Higher Secondary School.
The Deputy Commissioner asked PWD and PHE officials to submit proposals as per demands so that they could be projected in suitable schemes. She enquired from villagers about availability of toilets in their homes and informed that financial assistance shall be provided to deserving beneficiaries.

Sheetal Nanda also directed Rural Development officials to undertake renovation of existing ponds in these villages and ascertain feasibility of roof top rain water harvesting in the households.

          SAMBA OCTOBER 27: The District Administration has invited public participation in National Unity Day, ‘ Rashtriya Ekta Diwas’ to be observed on 31st October 2017.
The administration is organizing various events like Pledge, Cycle Race, Marathon Race and Walkathon on  the occasion.
          Under the cycling category, the participants from Hr. Sec. Schools (Govt and Private), colleges, NGO’s and citizens can participate. Besides, a Marathon Race in two categories under 14 and above 14 years age groups  for males and females will be organized. Likewise, a walkathon shall also be organized in which all district officers, members of ex serviceman league, citizens and students will participate.
          The interested can register their names with the Assistant Director Employment Samba for participation.

The district administration has made elaborate arrangements for the event and Deputy Commissioner, Sheetal Nanda, has appealed the public to actively participate in the programmes.

SAMBA, OCTOBER 03: Deputy Commissioner, Sheetal Nanda today inspected Girdawari of Supwal Village, Tehsil Vijaypur. The Harvest inspection in Samba District is scheduled from 15th September till 15th October 2017.

She interacted with the locals and reviewed the progress of harvest inspections being done in the area. She checked many khasra numbers for Girdawari entries and directed revenue officials to record actual crop existing on ground. She also directed them to record every government building/state land and report any encroachment observed during girdawari. She directed them to make sure that Girdawari Schedule is adhered to and Maintenance, preservation and updating of land record is done in accordance with Revenue Acts of the State. She also directed to organize special revenue camps at village level for registering Wirasati Inteqals. The DC was accompanied by Naib Tehsildar, Ravinder Sharma and other revenue functionaries.

SAMBA, SEPTEMBER 12: The Deputy Commissioner Samba, Sheetal Nanda today chaired a meeting of Revenue officers and discussed various issues pertaining to the department.
The meeting was attended by ADC Tilak Raj Sharma, SDM Ghagwal Narayan Dutt, SDM Vijaypur Ravinder Sharma, ACR Samba Waseem Khan, Tehsildars, Naib-Tehsildars, Girdawars and Patwaries
The DC reviewed the progress related to Land Acquisition Cases, service delivery under PSGA norms, disposal of complaints, Mutations, Harvest Inspections, preservation and maintenance of land records.
The DC asked revenue officials to comply with the time bound delivery of services under Public Services Guarantee Act. She also directed them to fast track completion of Jamabandis for facilitating digitization of land records.  She asked them to submit details regarding encroachments on State, Custodian, Kacharai land and action taken in this regard.  She also directed them to check conversion of agricultural land in their jurisdiction.

The DC directed Tehsildars to organise regular revenue camps in the villages to provide people basic services like warasti Inteqal at their doorsteps. She emphasized upon timely submission of Diary Karguzari and Roznamcha Waqyati by the field staff. She reiterated for holding regular meetings with lamberdars and chowkidars at Tehsil level.

SAMBA, JULY 13: District Magistrate Samba, Sheetal Nanda today inaugurated an Army designed preparatory programme for National Defence Academy/TES exam for the youth of the border areas at Government Higher Secondary School Ramgarh.
The initiative has been taken by 92 Brigade, Badi Brahmana in coordination with District Administration Samba.
 Initially, 28 students shall be imparted training on good communication skills, personality development and general aptitude. 
Commanding Officer 14 Punjab Col R.K.Singh has designed the special module for training the students in clearing the SSB interviews. 
On the occasion, Brigade Commander 92 Bde Deep Bhagat (Sena Medal), SDM Vijaypur Ravinder Sharma, Col R.K.Singh, Tehsildar Ramgarh Raman Chalotra , Principal Ramgarh GHSS J.S Manhas ,senior officials from Army, Civil administration and students were present.
Speaking on the occasion, the DM motivated the students to join Indian Army at Officer Rank by clearing the prestigious NDA/ TES exam. She asked students to utilize the golden opportunity and take inspiration from the army officers who shall interact with them during the training. She said that Samba is famous for army officers who have shown exemplary courage and bravery in defending the nation and the traditon should be continued. She appreciated the gesture by Army officials and urged them to consider imparting Self Defence training to the girls. 

Brig Deep Bhagat also spoke on the occasion and assured that army shall organize more such programmes across the district especially for girls in coordination with the District Administration.
