RAMBAN, SEPTEMBER 05: District Development Commissioner Ramban, Showkat Aijaz Bhat convened a meeting to review the physical and financial achievements registered under CSS, flagship programmes and District Capex Budget 2018-19 of Rural Development Department held here today at Maitra.
            ADC, Dr. Gurvinderjeet Singh, ACD Ramban, G H Kripak, DPO, Tariq Suhrawardy, BDOs, BLWs besides other field functionaries of RDD were present in the meeting.
            During the meeting, the DDC reviewed Panchayat wise progress of physical verification and Geo-Tagging under ODF and directed the field functionaries to complete the process within stipulated time frame. 
            He directed the BDOs to ensure registration of beneficiaries under PMAY-G so that deserving beneficiaries would get benefit under the scheme.
            DDC stressed upon the functionaries to raise awareness among the masses about RDD programmes for its effective implementation on ground. He further asked the officers to involve women folk under various schemes so that the benefits of the same could percolate to them.
ACD briefed the DDC about the physical and financial achievements under MGNREGA.
The DDC asked the BDOs to generate maximum man days under MGNREGA for providing livelihood to job seekers.
              Regarding “Swachh Bharat Mission” the DDC directed the officers to hold awareness camps and programmes on regular intervals in coordination with other departments to aware the people about importance of sanitation and cleanliness.

RAJOURI, AUGUST 03: District Development Commissioner Rajouri Mohammad Aijaz Asad today took comprehensive review of performance of different departments in terms of physical and financial targets.
The DC reviewed the progress of Education, Health, PHE, PWD, PDD, RDD, PMGSY Agriculture, Horticulture Fishery and other departments and issued string of directions for expediting the pace of development works and effective implementation of welfare schemes and programmes of the government.
The Chief Medical Officer was directed to conduct eye camps for children in far flung areas and also provide ambulance facility to these areas. He was also asked to ensure all attachments are cancelled to meet the shortage of   staff in the health institutions of the district.
Executive Engineers of PWD, PHE, PMGSY, PDD, RDA and I & FC were impressed upon to ensure timely completion of crucial projects to provide early benefits to the public. They were asked to file detailed report to the administration to resolve the issues/bottlenecks, if any, hindering the execution of projects.
The DDC also reviewed block wise performance under SBM, MGNREGA, 13th and 14th FC and set timeline for completion of all the pending works in the current financial year. He directed for carrying out intensive campaign for Swach Survekshan-2018 involving all stakeholders like religious leaders, social activists, media, students, civil society members etc for achieving the goals envisioned under the mission.
Directions were issued for 100% completion of works under MGNREGA for FY 2016-17 and 2017-18, Aadhaar seeding of all job cards to weed out ghost and inactive job cards and timely completion of works taken up to meet government’s commitment.
The officers were directed to furnish details of all the projects which need Rs 25 Lakh so that additional funds are requested from the Government. Officers were asked to closely monitor the burning public issues and take immediate necessary steps for addressing these the same.

Stresses on promotion of sports, cultural activities
JAMMU, AUGUST 03: Acting on the directions of Advisor to Governor, K Vijay Kumar, Divisional Commissioner Jammu Sanjeev Verma today constituted District Level Task Force (DLTF) to oversee the youth engagement program.
The District Level Task Force shall be headed by the concerned District Development Commissioner, while officers of Youth Services and Sports, State Sports Council, Department of Education, Rural Development Department, Nehru Yuva Kendra, Police, CRPF, BSF and Army and other concerned will be its members, Div Com said here while chairing a high level meeting.
The meeting was attended by IGP S. D. Singh Jamwal, DIG BSF, Rajeev Sinha DIG, CRPF, Nitu Bhattacharya, DG RDD Rehana Batul, SP City north Vinod Kumar, PO School Education, JD youth services and sports Jammu Madan Lal, District youth coordinator NYK Somdatt, Additional Secretary J&K Academy of Art, Culture and Languages, Dr. Arvinder Singh. The DC of Jammu division attended the meeting through video conference.
The Div Com said that the District Level Task Force will act as a bridge between various local sports organizations and clubs. “This will help in roping in maximum youth and streamlining the sports activities which are otherwise being separately held by different organizations.
He asked the DCs to identify state land for developing sports infrastructure as also stressed on starting skill development courses to promote employability among them.
For effective results, the Div Com asked the DCs to form  core groups for sports activities which will act as single platform for formulating comprehensive, holistic and integrated district-level sports activity plan and yearly calendar.   
Meanwhile, representatives of youth services and sports department suggested for organizing sports melas, Rural Sports Mela to motivate and encourage maximum number of youth to participate in the sports activities. They also underlined the need to revive traditional Games like Kabaddi, Kho-Kho through DLTF.
Additional Secretary J&K Academy of Art, Culture and Languages said the Academy can contribute by organizing District and Rural level mela, painting, singing and dance competitions to engage youth in cultural activities.
Underlining the need for widening the outreach to every nook and corner of the district, the Div Com  asked the district administration to contact sports icons, retired sports persons, Nehru Yuva Kendra and use innovative  ideas to motivate youth towards sports and other co curricular activities.

Rs. 42.97 Crore approved for procurement of disaster management equipment
SRINAGAR, JULY 21: The State Executive Committee (SEC) of State Disaster Management Authority (SDMA), headed by Chief Secretary, Shri B.V.R. Subrahmanyam on Saturday allocated funds to the tune of Rs. 42.97 Crore for procurement of essential equipment for disaster management in the state.
This was the second meeting of the SEC in a week with the earlier meeting held on 16th of July, 2018.
The meeting was attended by Financial Commissioner, H&UDD, Director General of Police, J&K, Director General, Fire & Emergency Services, Principal Secretary, Home, Principal Secretary, Finance, Principal Secretary, H&ME, ADGP, Home Guards/CD/SDRF, Administrative Secretaries of PDD, Revenue, PWD, DMRRR, PHE/I&FC, RDD, Divisional Commissioner Kashmir and other senior officers. Divisional Commissioner Jammu participated in the meeting through video conferencing.
Out of the allocated funds of Rs. 42.97 Crore, Rs. 7.50 Crore each were approved for placement at the disposal of Divisional Commissioner Kashmir and Divisional Commissioner Jammu,  Rs. 15 Crore for placement at the disposal of Director General, Fire & Emergency Services, J&K and Rs. 12.97 Crore for placement at the disposal of ADGP Home Guards/CD/SDRF for procurement of disaster management equipments like search and rescue equipment, raft boats, tents, satellite phones, etc.
It is pertinent to mention that the SEC in its earlier meeting held on 16th of July, 2018, approved Rs. 5 Crore each, for placement at the disposal of Deputy Commissioners so that funds meant for disaster relief are readily available at the District level. The SEC also approved allocation of Rs. 5.62 Crore for Home Guards for procurement of critical rescue equipment and Rs. 5.61 Crore for procurement of advanced network command and control system.
The enhanced allocations to the Departments/Agencies and Deputy Commissioners will immensely help the State Administration to promptly and effectively respond to various natural disasters that the State is prone to and also augment any deficiency in the relief and rescue equipment.

KULGAM, JULY 17: A meeting was chaired by DDC Kulgam Dr Shameem Ahmad Wani at mini secretariat Kulgam with regard to the implementation of SansadAdarash Gram Youjna (SAGY) for already identified villages of Ashmuji and SangusKahrote of district Kulgam.
District officers from various departments presented a detailed report of works undertaken by their respective departments.  
The ACD who is also the charge officer of SAGY briefed the DDC that 45 works have been identified so far at an estimated cost of 45 Lakhs to develop these villages on modern lines RDD.
CEO briefed the DC that a smart Class room has been established in Ashmuji and additional accommodation faculty has been provided to HSS Ashmuji.
Functional manager DIC informed DC about the training courses offered to the women of Ashmuji to develop SHGs in Ashmuji village. He also added that Kulgam district has four developing industrial estates and Ashmuji site is under development phase.
ACR, ACD, CPO, Exen PHE, CMO, BMO, and other District and sectoral officers were present in the meeting.

BUDGAM, JULY 17:  Divisional Commissioner Kashmir, Baseer Ahmad Khan, today convened a meeting to review overall development scenario of Budgam and various directions issued by the Governor during his recent visit to the district.
During the meeting, Deputy Commissioner Dr Syed Sehrish Asgar briefed the Div Com about the overall development scenario and various bottlenecks that require the intervention of divisional administration for carrying out work smoothly on development projects.
An in-depth review of CSS schemes being executed under CRF and NABARD schemes of R&B, PMGSY, I&FC, PHE, PDD,PMGSY, RDD, SBM, Health, and Education was also undertaken in the meeting. 
On the occasion, the Divisional Commissioner directed the Deputy Commissioner to hold separate meetings with various departments to expedite land acquisition process for development projects.
Further, he urged the engineering wings to redouble their efforts and ensure implementation of projects within set timelines. He directed the Deputy Commissioner to issue a circular with regard to shifting/ creation of utilities so that all the engineering wings work in unison and durability of assets created is not affected due to lack of coordination and thereby also avoiding double expenditure.
The meeting was informed that under CRF, six projects including five roads and one bridge at a total cost of Rs. 94.31 crore with a target of 76.25 km was being implemented and out of which 25 km macadamization has been achieved and 10 km has been completed under Grade II and 47.5km is expected to be completed under BT.
Taking an in-depth review of PMGSY, the meeting was informed that 80 out of 97 works have been completed under phase III to Phase X.       The Divisional Commissioner directed for verification and submission of utilization certificates under the CRF scheme. With regard to ICDS, distribution of books in schools and mid-day meal schemes, he directed constitution of committees that would ensure fidelity and submit fortnightly reports.
Taking a review of schemes under RDD, the Divisional Commissioner directed the concerned to ensure that there is no duplicity with regard to identification of beneficiaries under PMAY and to implement MGNREGA on convergence model so that the demand-driven nature of the scheme can be leveraged to address infrastructure deficit.
Similarly, Fire and Emergency Services authorities were asked to place an indent for shifting of their location after ascertaining the feasibility of the identified land for relocation by Directorate of F&ES.
 Underscoring the importance of youth engagement programmes, he asked the constituted task force to submit a report with regard to the construction of synthetic turfs in various schools.
Similarly, under SBM, the Divisional Commissioner directed the ADDC to physically verify the toilets constructed so far and also to look into the various bottlenecks hindering implementation of the scheme so that cent per cent coverage is achieved immediately.
Taking a review of the decisions taken during the Governor’s visit, the meeting was informed that audit of filtration plants, identification of schemes that could be completed immediately by way of augmentation of funds has already been done.
Under Flood Mitigation Plan, the concerned were directed to identify the critical points. Further, they were asked to ascertain the total length of embankment and have it audited. The concerned were directed to carry out the dry dredging work.
Taking a strong note of mining and excavation activities in the district, the Divisional Commissioner directed the concerned to ensure that no earth excavation is carried on in the district without due permission and to deal with cases of delinquency strictly as per the law.
Laying emphasis on punctuality of employees, he directed to ensure installation and functioning of AEBAS within five days. 
Among other issues that were discussed include night landing of flights at airport and creation of separate sub-division at Chadoora under PDD.

Representatives of GoI, JK Govt, NGOs to hold day-long deliberations at SKICC on July 26
SRINAGAR, JULY 13: Principal Secretary, Planning, Development& Monitoring, Rohit Kansal, today reviewed the preparations for upcoming Niti Aayog conference to be convened at SKICC here for fast-tracking implementation of Centrally-Sponsored Schemes.
Speaking at a meeting convened in his office chambers here this afternoon, Kansal said the main aim of the high-level conference is to assess the impact and potential of various Centrally Sponsored Schemes and how to speed up their implementation in Jammu and Kashmir. “This can be achieved by open and direct interaction of the government officials with the civil society groups and NGOs,” he said.
The Principal Secretary said the conference will discuss themes such as ‘Youth Engagement’, ‘Self-Employment’ and ‘Children in Conflict with Law’. “There will be a main plenary session which will be followed by six break-out sessions of NGOs. These sessions will be attended by representatives from the state as well as the central government. The list of schemes in vogue in J&K has already been prepared and issues related to fast-tracking their implementation will be discussed in the conference,” he said.
During the meeting, Kansal took stock of the preparations being made by the J&K government for hosting the dignitaries of the Government of India, their security protocol and accommodation. “We will pool resources from our own departments to depute a liaison officer with all the officers of the Government of India,” he said.
The meeting was informed that top representatives of the Government of India, Niti Aayog, J&K Government, over three dozen NGOs from Jammu and Kashmir and 10 more from other states will hold day-long deliberations on July 26 to work out modalities for fast-tracking the implementation of various Centrally Sponsored Schemes in the state’s Social Welfare sector.
Secretary RDD, Sheetal Nanda, Secretary, School Education, Rigzin Samphel, Secretary Social Welfare, Asif Hamid Khan, Director Hospitality and Protocol, Khalid Majid Drabu, Director SKICC, Ghlaib Mohiuddin, Joint Director Information (Headquarters), Sajid Yehaya Naqash, SSP Security, Maqsood-uz-Zaman, besides other officers of the state government were present at the meeting.

Rs 75 cr to be spent in current fiscal for watershed management programme in JK
SRINAGAR, JUNE 07: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri today convened a meeting to discuss the Action Plan and prioritizing of works for the current financial year under Integrated Watershed Management Programme (IWMP).
The meeting was attended by Secretary RDD Sheetal Nanda, Director Finance RDD S L Pandita, Chief Executive         Officer IWMP Farooq Ahmad, Joint Director Planning RDD, Additional Secretary RDD R K Badyal, Programme Officers IWMP and other concerned officials of the department and IWMP.
CEO IWMP informed the meeting that as per the directions, Action Plan for the year 2018-19 has been received from the districts along with the district wise details of prominent works to be taken up. He also informed the meeting about the district wise details of allocation of funds out of the total allocation of Rs 75 crore to the state under the watershed management programme for the current financial year.
Further, the meeting was informed that in the current year, a total of 1027 works have been proposed under the programme in Kashmir division as per the detailed Action Plan submitted by the concerned district officers.
Action plan should be strictly implemented on ground for better performance and avoiding unnecessary liabilities, the Minister stressed.
The Minister while discussing the expenditure details of previous year asked the concerned officers to close the works which were taken up but not initiated due to any reasons. This exercise would help us to make a clear picture on the ground of works taken up and completed on ground.
Veeri stressed that the Batch-III works needs to be closed for which the concerned officers must develop a work plan or strategy. He asked CEO IWMP to call a meeting with the NABARD and to discuss the possibilities of funding for completion of these works.
 “NABARD is carrying out many activities in the state under various important sectors and there is a scope of taking up some activities in convergence for effective implementation of such schemes/programmes”, the Minister said adding that we must come up with proposals so that NABARD and IWMP J&K can take up some joint activities in the state in convergence.
The Minister said that we should look out for joint activities that can be taken up for construction of irrigation kuls, rain water harvesting, creation of ponds etc in convergence with NABARD.
Regarding appraisal, monitoring and evaluation of the works completed, the meeting was told that this exercise is very important to assess the ground performance and is also required for getting funds from GoI.
CEO IWMP informed the Minister that soon a MoU would be signed with NABCONS for monitoring and appraisal of the works.
Addressing the officers, Veeri said that IWMP is an important programme and should be taken seriously. Funds allocated under the programme needs to be utilized effectively having their visible impact on the ground.
Presently, performance of RDD is seen through the performance under MGNREGA only, thrust should also be given to other schemes/programmes of Rural Development Department including IWMP so that aims and objectives of watershed management programme be fulfilled.
He said that the completed works need to be showcased through documentaries so that people be made aware of the benefits of IWMP and the performance registered in the state under the programme.
During the meeting, the Minister also asked CEO to look into the salary issue of supporting staff of IWMP and take necessary action in this regard.

‘NABARD playing commendable role in development of rural infra’
SRINAGAR, JUNE 06: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri today asked the representatives of National Bank for Agriculture and Rural Development (NABARD) to come up with proposals where the NABARD activities can be taken up in convergence with Rural Development Department.
The Minister said this while chairing a meeting with the representatives of NABARD and officers of Rural Development Department to explore the possible areas of convergence.
Secretary RDD Sheetal Nanda, Director RDD Kashmir M N Shiekh, Director Finance RDD S L Pandita, Mission Director JKSRLM Javed Bakshi, Joint Director Planning RDD, COO Himayat Kapil Sharma, Additional Secretary RDD R K Badyal, Deputy General Manager NABARD Qamar Javed and DDM NABARD Budgam, Junaid Ahmad Hakim attended the meeting.
DGM NABARD gave the detailed presentation regarding functions of the organization and about the financial support which is being provided to carry out various activities under different sectors in the state.
Threadbare discussions were held on possibilities where RDD and NABARD both can join hands and take up the activities in convergence which are being designed for the betterment of the people of rural areas of the state. The meeting also discussed the priority areas and convergence activities that can be taken up.
It was felt that the Skill training initiative of NABARD can be utilized for the Self Helf Groups (SHGs) created by JKSRLM so that people associated with these SHGs be benefitted with up-gradation in skill training.
The meeting was informed that under MGNREGA, the department of Rural Development needs to construct Rural Haats where members of SHGs can come up with their products to sell. The representatives of NABARD said that the for creation of infrastructure for these Rural Haats, financial support can be provided upto Rs 10 lakh for each Haat.
The Minister asked the Secretary RDD to submit a proposal in this regard to NABARD so that in convergence, these Haats would be established in the state to provide a suitable platform to the beneficiaries for better marketing of their products.
Veeri said that NABARD has done a commendable job in the state for creating rural infrastructure under RIDF and there are many other areas, activities where RDD and NABARD can do intervention and utilize the resources in a best manner to provide benefits to the rural people.
It was decided that the department of RD will identify the beneficiaries that can be provided with skill training under Skill Initiatives of NABARD for making them able to get into self-employment model.
The representative of NABARD assured the Minister that they would come up with remodeled proposals as per the need of the people of the state so that they can do intervention and its existing activities including Watershed Management Fund (WMF), Tribal Development Fund (TDF) and off farm sector activities in remodeled shape are implemented in convergence.
The meeting also felt the need of utilizing the services of NABCONS as Technical Support Agency (TSA) for monitoring and evaluation of various schemes/programmes of RDD for their effective implementation on the ground.

DODA, JUNE 01:  District Development Commissioner   Bhawani Rakwal today chaired a meeting to review the performance of Rural Development department.
The DC reviewed the progress under schemes like MGNREGA, IAY/PMAY, SBM, 13th and 14th FC, CD Panchayat, water shed project (New and Old), SAGY, MPLADS, CDF and the Convergence plan being implemented by Rural Development Department in the district  .
The meeting was attended by ADDC Mohammad Hanief Malik, ACD Angrez Singh, AD Planning Waseem Raja, Xen REW Prem Kapoor, DPO Idrees Lone, BDOs, AEE Doda and Bhaderwah, AE, JE, TA, VLWs, MPW and all GRS of the district attended the meeting.
The DC reviewed block and Panchayat wise performance under PMAY and set the timelines for completion of all pending works, while directions were passed to expedite the pace of developmental works. He also took stock of physical and financial achievements under schemes of SBM and MGNREGA.
DDC directed the BDOs to accelerate the pace of work in their respective areas,   adopt innovative methods for effective implementation of schemes and involve people in the development process.

 Come up with action plan for its effective implementation: Minister asks POs IWMP
SRINAGAR, JUNE 01: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri has said that the Integrated Watershed Management Programme (IWMP) provides a framework to integrate Natural Resource Management with community livelihoods in a sustainable way. He said that every possible effort needs to be put in for its effective implementation and to acquire maximum benefits from this significant programme.
The Minister said this while addressing the Programme Officers of IWMP during a meeting convened to review the performance under the programme in Kashmir division.
Secretary RDD Sheetal Nanda, Director Finance RDD S L Pandita, Chief Executive Officer IWMP Farooq Ahmad, Joint Director Planning RDD, Programme Officers IWMP and other concerned officials of IWMP attended the meeting.
Impressing upon the officers associated with the implementation of IWMP, the Minister said that the aims and objectives of this programme only be fulfilled if we take it seriously and act positively as per the work plan prepared keeping in mind the relevance of works in the area.
CEO IWMP Farooq Ahmad informed the meeting about the physical and financial achievements under the programme. He gave the details of total no of projects sanctioned under IWMP, fund allocation, status of projects and work done liabilities etc.
It was told that a total of 159 projects were approved by GoI in four batches with project cost of Rs 979.72 crore to treat an area of 653151 hectare under Watershed component of PMKSY. Upto ending April 2018, expenditure to the tune of Rs 177.88 crore has been made treating area of 118593 hectare, the meeting was informed.
Availability of funds besides work done liabilities was discussed briefly district wise. All the POs gave the details of payment they have received against the work done and were directed to clear the liabilities before Eid.
Veeri asked the POs to clear the past liabilities and to start with a new action plan. He asked them to submit the plan for 2018-19 at the earliest so that works are taken up accordingly. It was informed that Rs 75 crore has been allocated under the programme for the current year and works would be initiated after the finalization of action plan.
Taking a strong note of slow progress in releasing the payments against work done liabilities, the Minister asked the POs to ensure that payments be released to the beneficiaries well before Eid so that new projects be taken up in current years plan.  
The Minister was also apprised about the role of Watershed Committee (WC) in implementation of IWMP. The Gram Sabhas constitutes the WC to implement the Watershed project with the technical support of the Watershed Development Team (WDT) in the village.
Watershed Committees acts as facilitators and payment is being made to them through Project Financial Management System (PFMS) ensuring full transparency in the system, CEO IWMP informed the meeting adding that the same is being monitored at all levels including GoI.
He further informed that all the executed works are uploaded on Bhuvan Portal (Geotagged) which is being monitored by SLNA and DoLR, GoI.
“There is a need to encourage village community towards sustained community action for the operation and maintenance of assets created and further development of the potential of the natural resources in the watershed”, the Minister asserted.
The Minister asked for adopting a strong monitoring and evaluation mechanism for the implementation of this programme so that performance is seen on ground.     
The meeting also discussed about the manpower deputed for the implementation of this programme in the state with the duties assigned to them.

Doda, May 31: District Development commissioner Doda, Bhawani Rakwal today convened a meeting to discuss district convergence plan for financial year 2017-18. He directed the officers to prepare detailed project reports for implementation of convergence plan under MGNREGA.
Officers of R&B, Horticulture, Agriculture, Planning, Forest, RDD, PMGSY, Education, PHE, I&FC, Development and other departments attended the meeting.
The DDC directed for timely preparation of convergence plans under MGNREGA and   proper implementation of the same on the ground for creation of durable assets and providing work to the rural work force at their doorsteps.

Asks ACDs for achieving target of PD generation, avoiding unnecessary delay in completion of works
SRINAGAR, MAY 31: Minister for Rural Development & Panchayati Raj, Abdul Rehman Veeri has said that the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is making significant progress in contributing to livelihood security to the rural people through creation of durable assets. He said that the target given for generation of person days must be achieved so as to help the rural population in changing their socio-economic status.
The Minister said this while addressing the officers of Rural Development Department including ACDs of Kashmir division while reviewing the performance of the department under MGNREGA.
Secretary RDD Sheetal Nanda, Director RDD Kashmir M N Sheikh, Director Finance RDD S L Pandita, Additional Secretary RDD R K Badyal, Joint Director Planning RDD and ACDs of Kashmir division attended the meeting.
During the meeting, district wise details of works taken up under MGNREGS, works completed, person day’s generated and other important issues were discussed in brief.
The Minister sought details from the ACDs regarding ongoing works in their respective districts and the reasons for the delay in completion of works. He asked for expediting the same and to stick to the action plan already approved by the department. Unnecessary delay is causing cost escalation to the works which should be avoided in any case, he added.
Veeri asked the ACDs to accord priority to public importance works and to bring innovation in the working style. He suggested them to fix target for themselves and act accordingly.
The meeting was further informed that the estimation of works for 2018-19 under MGNREGA is underway and soon the works will be taken up as per the new action plan.
Liquidation of wages and material liability was also discussed in the meeting and was told that recently Rs 84 crore has been released for clearing material liability. The ACDs were asked to release the payments at the earliest to the people linked with the works.
Additional Secretary RDD, R K Badyal informed the Minister that Rs 10 crore has been also released to clear the pending salaries of support staff and ACDs were asked to release the same before Eid-ul-Fitr.
Laying stress on taking up of model works in panchayat, block level, the Minister directed the ACDs to submit the action plan in this regard at the earliest. He said that it is important to take up some works that can reflect the performance of the department at different levels.
Veeri asked them to prioritize construction of playfields, irrigation kuls, establishing vermicompost units, organic villages and other important works. He asked the officers to take up the issue with Horticulture and Agriculture department so that the works can be taken up in convergence.
Terming the role of ACDs and BDOs important for bringing change on ground with various MGNREGS works, the Minister said that concerted effort should be made to make MGNREGS develop sustainable livelihoods besides ensuring further improvement in the implementation of programme in the State.
ACDs should conduct regular field visits and to supervise the works on ground. Weekly meeting with BDOs need to be convened for better monitoring of works and to the issues hampering pace of works should be resolved at the earliest.
“MGNREGA should be made visible on ground by providing employment to unskilled youth thus creating durable assets of public importance”, the Minister said adding that this programme is really contributing in transforming the rural sector.
Veeri also asked the ACDs to submit the details of total sanctioned panchayat ghars in their districts, number of incomplete panchayat ghar buildings, details of additional funding required for their completion and details where land is not available for construction of buildings.
He said that land availability issue would be taken up with the concerned DCs and possibilities would be explored to arrange additional funds for the buildings which are still incomplete.

Minister stresses for maintenance of CSC’s for proper usage, sustainability
SRINAGAR, MAY 28: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri has asked the department to construct Community Sanitary Complex (CSC) in educational, health institutions and at tourist places under Swachh Bharat Mission (SBM). This effort would help in achieving universal sanitation coverage.
The Minister said this while chairing a meeting convened to discuss the action plan in this regard with the senior officers of Education, RDD, Health, Tourism and PHE department.
          Secretary Education Farooq Shah, Secretary RDD Sheetal Nanda, Director SBM-G M N Sheikh, Mission Director JKSRLM Bakshi Javid, Additional Secretary Tourism Tassaduq Hussain, Additional Secretary PHE Pankaj Kumar Sharma and other concerned officers attended the meeting.
          Addressing the officers, the Minister said that SBM-G has a provision of constructing community sanitary complex in places where footfall of people is high. He said these facilities need to be properly managed for its better usage. The CSC fosters the cognitive development of healthy sanitation practices in the community, he added.
          “Community sanitary complexes need to be constructed in educational, health institutions and at popular tourist places so that students, people visiting health institutions and tourist would be provided separate toilet facilities for men and women”, the Minister added.
Veeri asked the Secretary Education to provide a list of schools to the Rural Development department where this kind of facility be constructed. He said that priority should be given to the Girls High Secondary/High Schools.
He also asked for ensuring proper upkeep of this facility after construction by the school management so that the asset created must be utilized for long period.
Under ODF Plus activities, the Minister asked Secretary Education to issue necessary directions to the schools for carrying out activities for behavioral change among the community through school going children’s. He also asked for exploring possibilities to introduce short lecture on health and sanitation during morning assembly.
With regard to creation of such facility at health institutions in the state, the Minister directed the Health department to come up with the details of such institutions especially PHCs/CHCs.
“It has been felt that outdoor patients and their attendants during their visit to the health institutions feel inconvenience for the need of toilet facilities. All such institutions should be identified and details be provided to RD department so that CSC’s be constructed for the benefit of people”, the Minister said.
          It was further informed in the meeting that community sanitary complexes have been constructed at every tourist destination but most of them are defunct and invariably closed.
Asking for ensuring proper upkeep of such facility at the tourist places, the Minister directed the Tourism department to outsource manpower so that these facilities are maintained for its proper utilization.
“Assets have been created by the government at all such places but the need is to adopt a mechanism to ensure maintenance of all such facilities”, Veeri added.
Tourism department was also asked for proving details of tourist destinations required CSC’s.
          RDD Minister also asked the department to look out the possibilities to create such facility at Anganwari centres being run by Social Welfare department besides constructing CSC’s at sports stadiums for the benefit of sportspersons.
          The Minister also asked for keeping in mind availability of water supply line before finalizing the site for construction of CSC as it is essential for its upkeep. He asked the PHE department to provide water connection to all these CSC once they get completed.
          Veeri asked all the concerned departments to take the ownership and maintenance of the CSC’s after their handing over for usage for their sustainability.
          Secretary RDD Sheetal Nanda informed the meeting about the issue which was raised by the female employees during a recently held interaction with Chief Minister regarding separate toilet facilities in the government offices.
The Minister asked the RD department to explore the possibilities in this regard so that the issue raised by female employees is redressed.
