SHOPIAN, SEPTEMBER, 13 District Development Commissioner Shopian, Dr Owais Ahmed today chaired the District Level Review Committee (DLRC) meeting to review the performance of banks and line departments under ACP during the 1st quarter of the financial year 2018-19.
The Meeting was attended by Chief Planning Officer Shopian, Ghulam Jeelani, Lead District Manager, Abdul Rashid Mir, Cluster Head J&K Bank Mohammad Aslam Ganaie, DDM NABARD and District Coordinators of all the banks. Besides Chiefs/District officers, heads of all the line departments of the State Government/sponsoring agencies were also present in the meeting.
The meeting discussed in detail progress and achievements made by the banks in the implementation of various government-sponsored schemes like Kisan Credit Card, NRLM, Housing for all, Handloom, Weavers MUDRA, SHGs, JLGs, Artisan Credit Card, and Stand Up India. Besides the sponsored schemes, loans provided by banks under direct lending mode was also discussed.
Giving the details about the performance of Banks, through PowerPoint Presentation, the meeting was told that total deposits up to 30-06-2018 reached to Rs 838.52 crore, total advances to Rs 1071.44 crore, while as CD ratio stands at 127.78 percent.
On the occasion, DDC exhorted upon the banks to conduct massive awareness camps about the various banking schemes in collaboration with concerned departments to increase the credit flow in various sectors. He stressed upon greater coordination between banks and various line departments.
The DDC stressed on enhancement in overall credit flow of banks in the district which is important for financial impetus and improving income levels and thereby raising the standard of living of people.
He called for focused attention on dairying and sheep husbandry sector for creation of income generating units in far-flung areas.
DDC instructed the officials to spread awareness of schemes including loans for SCs/STs , women’s, mapping of schools with banks, Prime Minister Jan DhanYojna, installation of POS and opening of new accounts among the masses by beating of drums across the district.
He also advised the representatives of financial institutions and sponsoring agencies to come forward and help the urban poor of the capital for eradicating poverty, unemployment and reaching out to the poorest of poor.
The DDC instructed all bank authorities to ensure awareness with regard to financial literacy camps particularly in the rural and semi-urban belts of the district to educate and aware masses about various banking products and Government sponsored schemes.
The line departments were asked to sponsor self-employment local cases at an earliest so that these beneficiaries get the assistance.


BANDIPORA, SEPTEMBER 06: A joint meeting of District Consultative Committee (DCC) and District Level Review Committee (DLRC) meeting of various banks and line departments was held here today to review the pace of progress registered by the banks and sponsoring agencies during current financial year till ending June.
The Additional District Development Commissioner (ADDC), Mohammad Wasim Wani presided over the meeting while as Lead District Manager Bandipora, Imtiyaz Ahmad Khan was also present in the meeting.
The meeting was informed that the financial institutions operating in Bandipora district have extended a credit of Rs.116.24 crore, which include Rs.66.31 crore under priority sector and Rs.49.93crore under non priority sector during first quarter of current financial year.
It was further informed in the meeting that JK Bank alone has disbursed Rs.99.94 crore which accounts to 45 percent of the total credit disbursed by all banks operating in the district for current financial year.
Addressing the meeting, the ADDC exhorted upon the concerned Officers to work with more coordination and cooperation to achieve the target for development and eradication of unemployment. He also asked them to start a vigorous awareness campaign in rural areas regarding benefits of various centrally sponsored and state schemes.


UDHAMPUR, JUNE 13:  In order to review the performance of all banks in key area of deposits and advances in the district, the District Development Commissioner, Ravinder Kumar convened District Level Review Committee (DLRC) & District Consultative Committee (DCC) meeting, here today.
Threadbare  discussion was  held on issues including  flow of credit to priority sector and weaker sections of society, issuance of KCCs , Bank and sector wise achievements in lending to priority/non priority sector under Annual Credit Plan 2017-18, Bank wise position of deposits/ Advances in the district as on 31-03-2018, review performance of key areas related to deposits and advances, finance to joint liability farming groups of bhoomi heen Kissan, Financial inclusion plan of the district, Number of financial literacy programmes by the rural branches of banks during the quarter, Functioning of financial literacy counseling center, Pradhan Mantri Fasal Bima Yojana, implementation of Pradhan Mantri Awas Yojana,  doubling of farmers income by 2022, Master circular on KCC scheme, Seeding of Aadhar.
During the meeting, the DDC asked the bankers to generate maximum awareness in camps regarding different poverty alleviation and social security schemes of the government, for maximum financial inclusion.
The DDC instructed the bankers to improve CD ratio at par with the national level in the next quarter and fix targets according to the needs of the area concerned so as to achieve optimum results on the ground in a stipulated time frame. 
Earlier, LDM B S Negi briefed   about the various banks and their performance and achievement during the financial year 2018-19 in various sectors of the district.
Among others, Chief Planning Officers, Ashok Khajuria, GM DIC, Suram Chand Sharma, AGM RBI, Vikram Dhaanda, AGM NABARD, Manohar Lal and other district officers of various line departments besides large number of bankers were present in the meeting.


Rs 486.76 cr advanced under DCP during last fiscal
BANDIPORA, MAY 21: District Development Commissioner Bandipora, Khurshid Ahmad Sanai, Monday chaired the District Level Review Committee (DLRC) meeting to review the performance of banks during 2017-18 fiscal. MLA Bandipora Usman Majid was also present in the meeting.
The meeting was informed that a total amount of Rs. 486.76 crore, including Rs. 308.83 crore provided under the priority sector and Rs. 177.93 crore under the non-priority sector, has been advanced by various banks under the District Credit Plan (DCP) in the district during the last fiscal.
It was informed that J&K Bank alone has disbursed an amount of Rs. 394.15 crore amounting to about 81% of total credit disbursement in the district.
Progress of implementation of various centrally sponsored schemes, including Prime Minister’s JhanDhan Yojana, Mudra Yojana, Suraksha Bheema Yojana, Jeevan Jyoti Yojana and Atal Pension Yojana, was also reviewed in the meeting.
The DDC asked the bankers and sponsoring agencies to ensure there is coordination and cohesion between them for successful implementation of schemes. He also stressed on organizing awareness programmes across the district besides disposal of pending cases of sponsorship.
Speaking on the occasion, the MLA called for trouble-free sanctioning of loan to the deserving particularly the unemployed youth to help them become self-employed.
DDM NABARD, LDM, CPO besides district coordinators of all banks, government departments and other development agencies were present in the meeting.

          PULWAMA, AUGUST 30: The District Development Commissioner (DDC) Pulwama, Mr. Ghulam Mohammad Dar, today chaired a joint meeting of bankers and sponsoring agencies to review the progress achieved under the targeted schemes launched by the banks in collaboration with the line departments.
          The meeting was attended by General Manager DIC Pulwama, LBO RBI, DDM NABARD and District Coordinators of all the banks. Besides Chiefs/District officers, heads of all the line departments of the State Government/sponsoring agencies were also present in the meeting.
          Lead District Manager informed the chair that total credit developed by all the banks operating in the district up to the quarter ending June 2017 of current financial year stands at Rs 1724.04 crore, out of which Rs 1231.47  crores (71.47% of total credit) stands deployed under Priority Sector and Rs 491.58 crore(28.53%) under non priority sector. Credit deposit ratio at the end of June 2017 stands at 73.20%.
          It was revealed that under Agricultural and Horticultural which are very crucial sectors of economy, banks have disbursed an amount of Rs 114.20 crore to 3364 beneficiaries against the target of Rs 645.14 crore to 30502 beneficiaries, resulting in achievement of 17.70% and 11.02% in terms of financial and physical targets respectively. Under export sector, in a recently introduced activity, banks have reported no progress against stipulated annual targets of 10 crore to 10 beneficiaries till 30th of June this year. While as in education sector, another preferred segment under priority sector during the period ending June 2017 was Rs 0.51 crore in favour of 63 beneficiaries against the target of Rs 9.76 crore to 244 beneficiaries, resulting in achievement of 5.24% and 25.82% in financial and physical terms respectively. The DDC made displeasure over the dismal performance in these two sectors and sought reasons for the low performance.
          It was given out that 33 camps have been organised by different banks to increase the financial literacy programmes. 
          It was also revealed that new J&K bank branches at Washibugh, Panzgam, Awantipora (Main Market), Migrant Colony Hall and Murran have been opened and are functional, and the branches at Wahibugh and Samboora will be made functional within one month. It was recorded that new branches at Sangerwani, Achgoza, Payer and Wasoora will be made functional by the end of December of this year.  Further,  SBI and JK Bank officials also promised to open respective ATM branches in the premises of DC officer by the end of this year.
Showing his displeasure over the slow performance of the line departments and bank authorities in implementing the various subsidised schemes, DDC exhorted upon all stakeholders for working in close coordination so that maximum benefits may be reached to the people. 
          He also stressed the banks to create massive awareness programmes among the general masses especially the educated unemployed youth about the benefits of the schemes launched by the Government so that they should avail the benefits of these schemes.

He said that the banks play an important role in  changing the socio-economic condition of the BPL families, weaker sections by providing financial assistance to them through the implementation of schemes in this connection. 
Directs financial institutions to focus on flagship schemes

         
ANANTNAG, AUGUST 25: District Development Commissioner chaired a meeting of the District Level Review Committee here today.
          The DDC expressed displeasure over laxity in implementation of previous meeting decisions. He said that outreach of flagship schemes like Mudra Yojana, Stand Up India, Atal Pension Yojana and other schemes need to be increased so that people can benefit from them. In this regard, the financial institutions need to take appropriate measures, he added.
          The DDC directed all banking institutions to submit plans regarding setting up of additional bank branches and ATMs within two days.
          It was given out that by ending June, 2017, deposits amounting Rs 399052 lakh have been made against which an advance of Rs 268802 lakh has been made that makes the CD ratio of 67.36. 
          Regarding financial inclusion, Lead Bank Manager informed that 349 villages have been provided banking facilities throughout the district.
          District Social Welfare Officer apprised the meeting that different social welfare schemes are being linked with Aadhaar. He requested for provision of manpower from RSETI so that Aadhaar seeding process can be expedited.
          Director RSETI informed that during the current year, 5 awareness camps have been organised at different locations. In addition, 91 candidates have been trained out of which 73 got settled through bank finances.
With respect to priority sector lending, an advance of 19.32% of Rs 1290 Crores has been made, out of which 20.1% has been given in agriculture sector. However, only 2.42 % has been given in education sector which was marked as a matter of concern.
In MSME sector, the General Manager DIC said that the department has sponsored 172 cases to different banks. He sought intervention of DDC in prevailing over financial institutions not to demand collateral guarantee.
The DDC said that district has a lot of potential in poultry and self-employment sectors for which the banks need to play a proactive role. He said that mass awareness camps on different schemes need to be organised in schools.
Meanwhile, he also directed the officers of National Urban Livelihood Mission to organise at least 5 awareness camps in 5 towns of the district at the earliest. Besides, he directed them to sponsor cases under Housing for All scheme as per the set eligibility criteria.
The DDC sought coordination between banking institutions and line departments so that the spirit behind different schemes is fructified.

The meeting was attended by GM DIC, CPO, Chief Animal Husbandry Officer, District social Welfare Officer,  Lead Bank Manager, District Agriculture Officer, AD Handicrafts, AD Handloom, district officers of KVIB, KVIC,  NRLM, NULM, Director RSETI, representatives of NABARB and other banks operating in the district.
Rs 111.23 cr advanced to 5917 beneficiaries

BANDIPORA, AUGUST 25: A meeting of District Consultative Committee (DCC) and District Level Review Committee (DLRC) was held under the chairmanship of District Development Commissioner (DDC) here today to review the progress achieved under District Credit Plan.
The meeting was informed that Rs 111.23 Crore have been advanced by various banks to 5917 beneficiaries in the district during the Ist quarter of current fiscal to establish their ventures. Of this, Rs 61.27 Crore were provided under priority and Rs 49.96 Crore under non-priority sector, registering an achievement of 27 per cent in financial terms and 42 per cent in physical terms.
It was informed that J&K Bank alone has disbursed Rs 91.26 Crore which accounts to 82 per cent of the total credit disbursed by all banks here.
The progress of various centrally sponsored schemes like PMJDY, PMMY, PMSBY, PMJJY, APY, Women Empowerment  and stand-up India scheme was also reviewed threadbare in the meeting.
 The DDC on the occasion stressed for speedy disposal of government sponsored cases. He directed the FLCC to conduct three mega awareness camps in the district and involve RBI, NABARD, allied departments, senior citizen, public representatives and unemployed youths in these camps. The DDC advised the bankers and sponsoring agencies to work with cooperation and coordination to achieve the target for development, progress and eradication of unemployment in the district.
Reviewing the Expansion programme, the DDC directed for opening at least 6 new bank branches at Nadihal, Garoora, Markundal, Kaloosa, Malangam and Banakoot villages within the next three months.

Among others, CPO, LDM besides RBI representative, DDM (NABARD), District Coordinators of all banks, Govt. departments and other development agencies were present in the meeting.
          

KUPWARA, JUNE 30: The District Development Commissioner Kupwara, Khalid Jahangir, today convened a joint meeting of Bankers and Sponsoring agencies to review the progress achieved under the targeted schemes launched by the banks in collaboration with the line departments for its implementation.
          The meeting was conducted by the Lead District Manager to review the key developmental schemes during the last fiscal up to March 2017(4th quarter).
          It was given out that a Loan to the tune of Rs 544.06 crore was advanced among the 28766 beneficiaries (Income Generating Units) by the financial institutions functioning in the district which includes 329.24 crore for setting up of 19802 IGU under priority sector while under non-priority sector Rs. 214.82 crore were provided to 8964 IGU holders during the last financial year.
           This was stated in a DLRC & DCC meeting to review progress under DACP up to the fourth quarter. The DDC Kupwara presided over the meeting and reviewed the overall performance of banks and relevant departments and the schemes implementing agencies put forth their annual report up to March 2017.
           The LDM presented welcome address with the progress achieved under banks and sponsoring agencies under DACP 2016-17.                                      Speaking on the occasion, the DDC exhorted upon all stakeholders for implementing the welfare and developmental schemes in the district. To eradicate poverty, backwardness and unemployment crises from the district, he directed the sponsoring agencies and banks to create awareness among the general masses especially the educated unemployed youth about the benefits of the schemes launched by the Government for improvement.

            In this regard, he suggested that quarterly schedules be listed out by all stakeholders with the purpose that people from all nook and corner be acquainted about the developmental schemes. He said that the banks are playing an important role to change the socio-economic condition of the BPL families, weaker sections by providing financial assistance to them through the implementation of schemes in this connection. He also directed the bankers to conduct financial literacy camps in both rural and urban areas with huge participation so that thousands of aspirants be given awareness about the benefits of the schemes. 
     
RAMBAN JUNE 28:  District Development Commissioner,  Tariq Hussain Ganai chaired  District Level Review Committee (DLRC) meeting to review  the achievements of banking sector in deposits and advances at conference hall today.
           The meeting was attended by, ACR, Vevaik Puri, CPO, Uttam Singh, Representative RBI, S P Soni, Lead District Manager, M.K Pandita, Director RSETI R.K Sharma, GM DIC, ADs, CAO, CHO and  others bankers and officers of line department. 
It was informed in the meeting that up to March 2017, an amount of 1111.83 crore has been recorded in the deposit and 324.01 crore in the advance sector and the CD Ratio of district has been decreased by 2.31% and stand on  29.14% regarding which the DDC expressed his displeasure.
Threadbare discussion was held on the centrally sponsored schemes under which loans are provided to the beneficiaries for operating income generating units. It was elucidated in the meeting by officers that many cases have been kept pending by the various bank branches.
DDC directed the bankers to provide loans under MUDHRA, Atal Pension Yojna, and other financial assistance schemes to people for establishing their business units. He directed CAO to ensure proper implementation of Pardhan Mantri Fasal Bima Yogna for providing financial security to farmers.
           DDC directed the bankers to produce comparative statement in next meeting for closely monitoring achievements in all respects of banking sector. He also directed sponsoring agencies to follow the status of cases in coordination with borrowers and   submit a detailed report of pending cases.
 He also exhorted the bankers to undertake corporate social responsibility sector especially in education, Agriculture, Horticulture and entrepreneur sectors. 
           Lead District Manager Ramban also informed that the students be made aware for educational loans well in time to enable them seeking admission in various professional courses in or outside the state.
Meanwhile, a meeting to review the functioning of Rural Self Employment Training Institute (RSETI) at Ramban was also held wherein suggestions from different departments for opening new small scale units were welcomed.    ACR was directed to give the possession of identified land for construction of RSETI building at Ramsoo.

BARAMULLA, JUNE 03: District Development Commissioner Baramulla, Dr. Nasir Ahmad Naqash, today chaired a District Level Review Committee (DLRC) meeting here to review the progress of banks as on March 31, 2017, in the district.
         Officers of Line Departments, representatives of RBI and NABARD and other concerned officials attended the meeting.
         The meeting reviewed the progress and achievements made by the banks in implementing various government-sponsored schemes.
         On the occasion, the DDC was informed that under the District Credit Plan 2016-17, the district has recorded an achievement of 73.91% as on March 31, 2017. It was also informed that 55,108 beneficiaries benefited under the plan and an amount of Rs. 1460.63 crore has been disbursed among them under various schemes, including Rs. 907.26 crore under agriculture sector, Rs. 142.37 crore under small enterprise sector, Rs. 22.29 crore under service sector and Rs. 388.71 crore under non-priority sector.

         The DDC said that banks and various financial institutions in the district must play their role for the economic progress of the district and emphasized the need for making the national mission of cashless economy possible in the district. He impressed upon the officers to work in coordination to make the digital payment system a success in the district. He also stressed on organizing awareness programmes at the village level to generate awareness among the people about the use of cashless transactions.
