New Delhi, Jun 19 :  Rajasthan MP Om Birla was on Wednesday chosen as speaker of the Lok Sabha.

The motion to choose Birla as the speaker was moved by Prime Minister Narendra Modi, who is also Leader of the House, and passed by a voice vote

"That Shri Om Birla, a member of the is House, be chosen as the Speaker of the this House," read the motion

The motion was seconded by Defence Minister Rajnath Singh

A similar motion was moved by Home Minister and BJP president Amit Shah, which was supported by Union minister Nitin Gadkari

The Congress and the DMK had moved notices for a similar motion. But the notices were issued after 12 noon Tuesday, the deadline

As a special case, pro-tem Speaker Virendra Kumar allowed the motions to be moved

Birla, who won his first Lok Sabha election in 2014, was again elected this year from Rajasthan's Kota-Bundi seat.                         [Agencies]

SRINAGAR, JUNE 18: Speaker, Jammu and Kashmir Legislative Assembly, Dr Nirmal Singh today convened a meeting with Secretary, Assembly R L Sharma and other officers of Assembly Secretariat to discuss the working of Assembly Secretariat.
Additional Secretaries, Assembly Naseem Jan, Manzoor Ahmed Baba, Deputy Secretaries, Assembly Mohammad Amin Shah, Abdul Qayoom Mir, Farooq Ahmed Shah and other officers of Assembly Secretariat were also present in the meeting.
Threadbare discussions were held on the internal issues of various sections of the Assembly Secretariat. The Speaker was apprised regarding working of their respective sections.
The other issues highlighted during the meeting included functioning of Financial and House Committees of the Assembly, proceeding of House, working of different sections of Assembly Secretariat.
The Speaker directed the senior officers of Assembly Secretariat to prepare a blue print for further streamlining and administrative reform, and to minimize the burden of working of the Assembly Secretariat.
Taking cognizance of various issues highlighted during the meeting issues faced by the Assembly Secretariat, the Speaker sought suggestions from the concerned for overall improvement of the system.
He assured them that he will take the issues raised in the meeting with the Government for their redressal.

KATHUA MAY 25: Speaker Legislative Assembly, Dr Nirmal Singh today said that the pro-people initiatives and achievements registered by the coalition government during last three years brought positive change in the life of common man.  
The Speaker was addressing a public gathering at village Boura of his home constituency Billawar. He said the developmental achievements speak volumes about the endeavours of Central and State governments to usher J&K into new era of prosperity. He said liberal funds are being made available to the executing agencies so that the works are completed within the stipulated time lines.
During the public meeting villagers from Kumri, Kathera, Babera, Fafal, Bhed, Balod, Sufain, Juthana and Boura projected  their issues which mainly pertained to repair of existing and construction of new roads, augmentation  of PHE  and power infra  and upgrading of educational infrastructure besides clearing MGNREGA liability.
The Speaker assured them that road connectivity of the area will be strengthen in a phased manner and informed that the work on Boura to Mata Bala Sundri road will be started soon at an estimated cost of Rs. 16 Crore. He also sanctioned Rs 15 Lakh out of his CDF for various development works at Boura. He further directed the District Administration to arrange camps at Boura and other places to sensitize people of various central and state sponsored welfare schemes.
The Speaker directed the District Administration to organize camps at remote and far off places to deliver essential services under PSGA like income certificate, PRC, caste certificate and other revenue documents.
 Listing developmental achievements in his constituency, the Speaker informed the gathering that  maximum  part of his CDF has been spent on augmentation of PHE infrastructure in areas facings shortage of  potable water. He also announced 2 hand pumps at Boura for immediate redressal.
Giving details about road infrastructure, Dr. Nirmal Singh said  that  upcoming 22 PMGSY roads  involving an amounting of Rs. 104 Crore will catapult the connectivity scenario in  Billawar. He directed the PMGSY department to connect Juthana Bridge to Boura and nearby villages to enable maximum people to avail the benefit of the connectivity.  
For early completion of remaining works at Middle School Boura, the Speaker announced to provide funds for execution of pending works out of his CDF.
To acquaint himself of the problems of the people, the Speaker announced that in future he will frame a tour program with    night halts at remote villages. 
 “During these meetings I will listen to the issues of locals and try to find on the spot solutions.    I will also sensitize them of various welfare schemes launched for their socio-economic uplift” the speaker said.
Chief Education Officer, Aruna Sharma, DEPO, BDOs, Engineers and other District Officers were present at the public meeting.

JAMMU, APRIL 25: As part of celebration of 29th National Road Safety Week, Motor Vehicle Department today organized awareness camps at Taxi Stand Railway Station Jammu and Bus Stand Ware House Jammu. 
More than 300 commercial drivers attended the awareness programmes at both the venues and were examined medically by a team deputed by the Health Department.
Speaker Jammu & Kashmir Legislative Assembly, Kavinder Gupta, was the Chief Guest at the camp organized at Railway Station Taxi Stand by Motor Vehicle Department in association with Taxi Operator Union with Red FM 91.9 as media partner.
 While speaking on the occasion, Kavinder Gupta stressed upon the need to strictly follow the traffic rules for our own safety and others. He appealed the Taxi drivers to desist from the practice of drunkard driving as they carry precious lives with them. 
The Speaker also appreciated the Motor Vehicles Department for introducing a number of reformative measures which has further added to transparency and accountability in functioning of the department. 
 MLC Charanjeet Singh Khalsa, who was Guest of Honour in the programme, sought the attention of Government towards Taxi Operator to ameliorate their grievances.
Others who attended the programme were Additional Transport Commissioner Mohinder Singh, Joint Transport Commissioner, Vikas Sharma, Regional Transport Officer, Deep Raj, ARTO’s Jugal Sharma, Rajesh Gupta, Shafqat Majeed, Pawan Sharma, President Taxi Operator Union, Anchal Singh Manhas, Inderjeet Sharma, other office bearers of Taxi Union besides concerned officials. 
Earlier, similar programmes were organized at Ware House Bus Stand Jammu in association with Bus Operator Union of different groups. 
The participants were made aware about Road Safety norms. Deep Raj RTO Jammu while speaking on the occasion lauded the efforts of Transport Association for organizing the events on Road Safety.
On the occasion, quiz competition of drivers was also organized at both the camps by Big Red FM 91.9 through group head Shekhar and Radio Jokey Amit and Sarang. 
The Speaker presented prize to winner of the competition besides giving away consolation prizes to other participants.

JAMMU, APRIL 25: In order to provide better infrastructures and quality education in government schools, Speaker Jammu and Kashmir Legislative Assembly, Kavinder Gupta, today inaugurated newly constructed building worth Rs 22 lakh at Government Higher Secondary School (GHSS), Channi Himmat Jammu.
On the occasion, the Speaker said that the government is working under a well-knit strategy to provide better infrastructure and education facilities in government schools of the state. He assured that the playground of the school would be upgraded soon to enable the students participate in sports activities.
On the demand of school administration to introduce psychology subject in the school, the Speaker assured them that he would take up the matter with concerned authorities so that necessary action could be taken up in this regard.
The Speaker also took stock of development activities being executed in the School and asked the concerned to ensure timely and quality completion of these vital works.
 Earlier, the Speaker visited all sections of the schools and inspected the status of functioning there.
 AEE, PWD (R&B), Rajesh Augustam, Principal GHSS, Channi Himmat, Parveen Akhter, Vice Principal, Satinder Kour besides other staff members of the School were present on the occasion.

FM, Speaker lay foundation of Rs 22 cr complex


JAMMU, APRIL 25: The state’s Commercial Taxes Department, Jammu is going to have a new office complex with state of art facilities.
The foundation stone of the new office complex was laid by the Minister for Finance, Education, Labour and Employment Syed Mohammad Altaf Bukhari in presence of Speaker Legislative Assembly, Kavinder Gupta, here at Railhead, adjacent to the old office of the department.
Vice-Chairman, Jammu & Kashmir Projects Construction Corporation, Khalid Jehangir, Principal Secretary Finance, Navin K Choudhary and other senior officers of commercial taxes department were also present at the foundation laying ceremony.
The proposed multi-storey office complex   is likely to be completed in two years by the executing agency Jammu and Kashmir Projects Construction Corporation (JKPCC). The building would be raised over an area of 57000 Sqft with basement parking.
The Minister and Speaker examined the blue print and inquired about the design and composition of the building. They asked the executing agency to complete the project in stipulated timeframe and preserve the green patches around during the execution of the building.
They also had a brief interaction with the senior functionaries on the sidelines of the foundation laying ceremony. The officials informed the Minister and the Speaker about the working of the department particularly in post GST implementation.
The Finance Minister asked the senior functionaries to hold orientation courses for the employees to make them well versed about the new tax regime.

Historic steps taken for JK’s equitable development
JAMMU, MARCH, 17: Describing the steps taken by present dispensation for holistic development of all the three regions of the State as historic, the Speaker, Jammu and Kashmir Legislative Assembly, Kavinder Gupta, Saturday, said that the initiatives taken in this regard would ensure that the people of the State would get all the requisite and modern facilities bringing them at par with the developed States in next few years.
Speaker was addressing a public meeting at Chatta in the outskirts of Jammu City.
He said that with the liberal funding of the central government and coordinated efforts of the state government necessary work on several ambitious projects is in progress while as several other prestigious projects have already been commissioned and dedicated to the people of State. “We believe in action rather than announcements or paper work only” said the Speaker.
While spelling out on several initiatives taken for holistic development of the Gandhi Nagar Constituency, the Speaker said that Gandhi Nagar has witnessed a massive development during present regime.
He said a beautiful Park at an estimated cost of Rs 5.28 crore is under development in Jeevan Nagar, while as necessary formalities have been completed to develop the Parks at Digiana and Nanak Nagar. He said 7 Km road from Sunjwan onwards have been macadamized at a cost of Rs 4.50 crore which have benefitted a huge population of the area.
The Speaker said that construction work on 200 bedded Rajiv Gandhi Hospital, Gangyal, has almost been completed and will be commissioned during this year.
He said that 290 transformers have been installed and 100 Sulabh Suchalaiyas were constructed in the Gandhi Nagar Constituency, during last three years.
Responding to the demands of the people, the Speaker said that the road leading to Chatta from main road which is in shambles will be macadamized during this year for which funds should be arranged soon. He said that dewatering from the area, street lighting and construction of lanes and drains should also be ensured.
Speaker directed the officers of all the concerned departments to ensure that the problems of the inhabitants are redressed within the shortest possible time. He emphasized for a close liaison should be established with the people for need based and proper implementation of various programmes so that holistic development is ensured.

JAMMU, MARCH 16: The Speaker Jammu and Kashmir Legislative Assembly, Kavinder Gupta today convened a meeting with the concerned officers  of Jammu Municipal Corporation (JMC) to review the pace of  ongoing development and allied works in Gandhi Nagar Constituency.
Commissioner, Jammu Municipal Corporation, Ramesh Kumar, Joint Commissioner, Works, Khushal Chand and other senior officers and Engineers of JMC  attended the meeting.
Officers  informed about the status of works including construction of Hall adjoining Baba Yamana Puri Community Hall at Channi Himmat Mohalla Sandh, Ward No 51 and renovation of Multipurpose Community Hall near Shiv Temple Gandhi Nagar  Ward No. 21 besides construction  and renovation of public utilities at Bazigar Basti Ward No 47 and  Akali Kour Singh Nagar near Gurudwara Sahib Digiana Ward No. 58.
The Speaker directed for timebound completion of the ongoing works  to provide better amenities   to the people .He also  asked the concerned  to expedite the tendering process so that the  development works  are started in  time.
He also directed the concerned authorities to repair old water coolers and install new water coolers at various public places for providing facilities  to people in summer season and also take up beautification works of parks in Gandhi Nagar Constituency.

Discusses observation, recommendations, directions given by Committee
JAMMU, MARCH 16: The Ethics Committee of Jammu and Kashmir Legislative Assembly under the Chairmanship of MLA, Abdul Rahim Rather today called on Speaker Legislative Assembly, Kavinder Gupta to discuss the working of the Committee.
Legislator, Syed Mohammad Baqir Rizvi, Asgar Ali Karbalai, Raja Manzoor Ahmed and Neelam Kumar Langeh also accompanied the Chairman as the members of the Ethics Committee.
Threadbare discussions were held on the observations, recommendations and directions made by the Ethic Committee in its 2nd report of 12th Legislative Assembly for the years of 2016-17 and 2017-18 which has already been submitted in the house in last budget session.
The Chairman and members of the Committee also highlighted the other issues regarding the working of the Committee besides steps has been taken to make the Committee more viable and result oriented.
The Committee also highlighted the issues of the legislators being faced by them during the field visits and developmental activities of the legislators in their respective areas besides issues related to providing proper security, wireless operators, accommodations and squad vehicles as per protocol given to them.
The Speaker also read the report of the Committee and appreciated Chairman and the members of the Committee for the efforts taken by them to prepare a report of the Committee.
The Committee also appreciated the Speaker to conduct smooth budget session 2018-19 and seeks directions to the concerned authorities to take necessary steps to implement the observations, recommendations and directions of the committee in letter and spirit.
Secretary Assembly, M R Singh, Deputy Secretary, Abdul Qayoom Mir and senior officers of Assembly Secretariat were also present in the meeting.

JAMMU, MARCH 14: In connection with the approaching Holy Navratras and expecting huge rush of the people at BaweWali Mata Temple, the Speaker, Jammu and Kashmir Legislative Assembly, Kavinder Gupta, today visited Bahu Fort and took stock of the arrangements put in place by the administration for the devotees.
A team of officers of Jammu Municipal Corporation (JMC), Roads and Buildings, Public Health Engineering, Health, Power Development Department accompanied the Speaker during his visit.
Reviewing the arrangements, Kavinder Gupta directed the concerned officers to make all necessary arrangements well before time for the convenience of the devotees. He directed to ensure uninterrupted power, water supply and proper sanitation in and around the temple.
The Speaker asked the concerned officials of PHE, PDD, Municipal and other concerned to ensure the basic facilities are provided to the pilgrims during these days.
The Speaker directed the JMC authorities to put in more men and machinery to ensure proper sanitation in the area during the Holy days.  He further instructed them to ensure cleanliness of lanes and drains, parks and lifting of garbage from roads and streets so that the pilgrims may not face inconvenience.
Directing the R&B authorities, the Speaker asked them to lay tiles on small stretch of road near Police Station, Bahu Fort, within two days. He also directed the JMC to make a permanent solution of drain blocking in front of the main gate of Bagh-i-Bahu and construction of ladies lavatory near Bazigar Basti. The Speaker said that funds have already been released for the purpose and there is no excuse for not completing the works well in time.
Interacting with the people at Bahu, the Speaker assured them that Government is working for the welfare of the people and every genuine problem of the people will be addressed.
Later, the Speaker paid obeisance at BaweWali Mata Temple and prayed for the peace and prosperity of the State. He also interacted with the visitors at the temple.

JAMMU, JANUARY 20:  The Speaker Legislative Assembly, Mr Kavinder Gupta today nominated a 7-member Committee headed by Legislator, Mian Altaf Ahmad to decide the “Media Award” for the best coverage of the proceedings of the State Legislature.  
The members of the Committee include Legislators, Vikar Rasool Wani, Mohammad Yousuf Bhat and Rajesh Gupta and senior journalists O P Sharma, S P Sharma and Bashir Manzar.
According to a notification issued by the Legislative Assembly Secretariat, the Committee shall submit its consolidated report regarding the media coverage of the proceedings of the Budget and Autumn Sessions 2018-19 of the State Legislature, so that the awards are conferred accordingly.
Pertinently, the Media Advisory Committee of the Assembly had in its meeting held here last month, decided that the Speaker should take a call on conferring awards for the comprehensive media coverage of the proceedings of the State Legislature.

JAMMU, NOVEMBER 13: Speaker, Legislative Assembly, Kavinder Gupta, who reached here today after attending a Conference on Commonwealth Parliamentary Association (CPA) at Dhaka Bangladesh, inspected the working of various sections of Assembly Secretariat.
The Speaker attended the office after the opening of annual durbar move at Jammu and went round various sections of the Assembly Secretariat and took stock of their working.
          During his visit, the Speaker interacted with the staff, heads of different sections and enquired from them about the functioning of their respective sections. He also listened to their grievances and assured necessary action for redressal of the same.
The Speaker asked the employees to work with utmost dedication and sincerity to deliver optimum outcome of their assigned jobs.
Secretary Assembly, M R Singh and other senior officers of Assembly Secretariat were present on the occasion.

          SRINAGAR, JUNE 14: In order to ensure smooth conduct of the ensuing Session of J&K Legislative Assembly, the Speaker, Kavinder Gupta today took stock of various ongoing civil and electrical works in the Assembly Complex.

          During the inspection, the Speaker took stock of the progress made so far on various ongoing works.

          The Speaker issued necessary directions to the concerned executing agencies for expediting the process and finishing all ongoing works by immediately.

          The Speaker also laid stress on conducting beautification of the Assembly Lawns, surrounding infrastructure.

          The Speaker was accompanied by Secretary J&K Legislative Assembly besides officers and officials from concerned departments.
