Jammu, Sept 14: Former Deputy Chief
Minister, Kavinder Gupta along with Legislators Chander Prakash Ganga and Bali
Bhaga t on Friday visited Narayana Hospital, Kakryal to enquire about the
health of the injured of yesterday’s militant attack in Jhajjar Kotli in which
three Pak militants were killed and 12 security personnel including three officers
were injured.
Former Deputy
Chief Minister and the Legislators interacted with the injured and had the
status of medicare they are being extended in the hospital. They asked the
doctors and the hospital management to ensure that these brave heroes get the
best treatment for their early recovery.
The
dignitaries, while praying for speedy recovery to the injured, termed the
rescue of these wounded personnel as miracle of the Almighty. They appreciated
the success of this joint operation by the Army, CRPF and Police which has not
only saved precious lives but will have an inspiring impact on other security
forces.
Lauding the
valour of security forces in upholding the integrity and sovereignty of the
nation, they said that their supreme sacrifices will always remain a guiding
force for the posterity besides infusing patriotic fervor among the youth.
“People of Jammu and Kashmir are proud of them and will always remain indebted
to their supreme services towards the nation and its people”, they opined.
“The security
forces belong to the whole society and remain mortal by their acts of valour
and spirit of patriotism”, Chander Prakash Ganga maintained saying that they
leave an indelible mark in the hearts of people.
JAMMU, APRIL 24- Minister for Health & Medical Education, Bali
Bhagat has launched the blacktopping work on 2-kms road in the Ward Nos. 59 and
60 at Paloura near here today. The up-gradation and blacktopping which was a
long pending demand of the locals involves a cost of Rs. 72 lakh and will
benefit scores of habitations in these two wards.
Speaking on the occasion, the Minister said that
Government is committed to upgrade the basic facilities for the people across
the State with special thrust on the road sector. He said road is key to the
development and prosperity and during the past over three years this sector has
received focused attention and conditions of almost all roads is satisfactory.
He said standards and specifications of blacktopping have been revised by the
Government to ensure their durability and contractors have been made
responsible for the repair of the roads if they are damaged before the time
limit fixed by the Government. People themselves can supervise and satisfy with
the quality of works in their areas and can approach the higher authorities
with regard to any deficiency so that the same can be taken care off.
He called upon the engineers to personally monitor
the quality of material, width and specifications of blacktopping to ensure
longevity of roads, adding that there shall be no compromise on quality and any
lapse in this regard will entail penalty on the engineers concerned, he
asserted.

Sharma, Joginder Singh, Surinder Sharma were present on the occasion.
SRINAGAR, APRIL 24 – Minister
for Health & Medical Education, Bali Baghat has laid foundation stone of
the Health Secretariat (Swastha Bhawan) at Bemina here today.
The Health Secretariat is aimed at to house the
entire establishment of Directorate of Health Services, Kashmir and CMO,
Srinagar under one roof. The project stands approved under PMDP for an
estimated cost of Rs. 13.80 crore and the J&K Housing Board will be the
executing agency.
MLA Batamaloo, Noor Mohammad Sheikh, Principal
Secretary Health & Medical Education, Dr. Pawan Kotwal, Mission Director,
National Health Mission, Dr. Yashpal Sharma, Director Health Services, Kashmir,
Dr Saleem-ur-Rehman and other senior officers of Health Department and J&K
Housing Board were present on the occasion.
Speaking on the occasion, the Minister said that it
is endeavour of the present Government to ensure better infrastructural
facilities across the State, and construction of health secretariat is part of
the scheme. He expressed happiness that the entire administration of the
Directorate of Health Services, Kashmir and CMO, Srinagar will function under
the one roof and facilitate ensuring close coordination between various wings
of the health department and general masses. He called upon the executing
agency to ensure quality work strictly as per the laid down design and
specifications and complete the project in a time bound manner.

| GDC Paloura building completed in record time |
JAMMU, APRIL 9: The new building of Government Degree College Paloura, completed in record time of eighteen months, today presented a festive look as the jubilant students, staff and locals of the area gathered to be part of the momentous inaugural function of the sprawling campus, here at Domana on the outskirts of Jammu city.
Minister for Finance, Education, Labour and Employment, Syed Mohammad Altaf Bukhari, Minister for Health and Medical Education, Bali Bhagat and Minister of state for Education, Tourism and Culture, Priya Sethi dedicated the campus to the students.
Completed at a Cost of over Rs 12 crore, the massive four walled campus has been built over an area of 60 Kanal piece of land.
The main building comprises fully equipped science and computer labs, modern library, over half a dozen spacious classrooms, a common room and office block, even as the Minister for Finance and Education on the spot sanctioned a separate Canteen block for the students. A girl hostel is also being constructed in the campus for providing accommodation to the girl students of rural areas to enable them to continue their study after completing the school education.
After the inauguration, the Ministers along with Principal Secretary Higher Education, Dr Asgar Samoon, Director Colleges M AChaat, Nodal Principal Jammu Dr Satinder Singh, MD JKPCC and the College head went around the building and inspected the facilities.
In his inaugural address, Syed Mohammad Altaf Bukhari congratulated the students, staff and locals on the completion of the massive campus in a record time.
The foundation stone of the campus was laid by Chief Minister Mehbooba Mufti in September 2016 and it has been completed in the fixed timeline as set by her, the Minister informed.
He reiterated the commitment of the government to create best infrastructure and provide most efficient faculty to facilitate students to achieve their goals. “The educational institutions like this act as a platform where youth can pursue their dreams,” he said and hoped that the college faculty will leave no stone unturned to give their best to the pupils. “We have best teaching faculty in our higher education institutions which they have proved by achieving distinctions at many times. Our goal is to provide best and adequate number of teachers to the students and for that 1500 Assistant professors were recruited only last year”, the Minister said.
He asked the colleges to adhere to the academic Calendar and ensure that students are able to meet the new semester system of exams.
Minister for Health and Medical Education, Bali Bhagat hailed the Education Minister for taking personal interest in ensuring timeline completion of the campus.
He said this yet another developmental feat bears the testimony about the commitment of the present government towards fulfilling the aspiration of the people.
He also listed various projects taken up in his home constituency Raipur Domana, including 100 bedded hospital, a large network of roads and the newly completed College building.
Priya Sethi called upon the college faculty to extend proactive handholding to the students to meet the challenges of new system of examination. She said that initially the students faced problems but now they are fast getting accustomed to the new system. She further congratulated the students of GDC Paloura for having the new campus.
JAMMU, MARCH 27 – Minister for Health & Medical Education, Bali Bhagat today convened two separate meetings of officers of Health & Medical Education in his office chamber to review the progress of various important issues.
Principal Secretary Health & Medical Education, Dr. Pawan Kotwal, Mission Director, NHM, Dr. Yashpal Sharma, Principal GMC, Dr. Sunanda Raina, Managing Director, Jammu & Kashmir Medical Supplies Corporation Ltd, Inderjeet Bhagat, Director Health Services, Jammu, Dr. Gurjeet Singh, Joint Director Planning, Madan Lal, Medical Superintendent, Super Speciality Hospital (SSH), Dr. Arun Sharma, Executive Engineer Works, GMC, Utter Kumar Sharma and HoDs of Nephrology, Urology, Ophthalmology, Blood Transfusion, Pathology and other concerned officers attended the meeting.
The issues which prominently figured and discussed in the meeting included, functioning of ambulance services 102, 108, Operationalization of Dialysis facilities in District hospitals, procurement of remaining Critical Ambulances, fixing of rates for the private ambulatory services for various destinations, training of manpower for handling the Dialysis machines, launching the renal, eye and other human organ transplantation in the SSH/GMCH, infrastructural facilities etc.
The Minister received detailed feedback on the latest status of these issues from the concerned functionaries and called upon them to speed up their efforts to make these services functional at the earliest so that the benefits of the same reached out to the patients. He instructed the concerned to effectively monitor the progress of all these initiatives with coordinated approach to achieve the best and timely results. He directed them to be more practical instead of simple paper formalities to ensure result on ground, adding that all these issues are connected with the healthcare, which is the paramount priority of the government, he asserted.
Principal GMC and HoDs of SSH briefed about the progress achieved on these issues and assured to launch the renal transplantation services at the earliest as the preparations in this regard are underway. They flagged some important technical issues connected with these specialized services which were addressed in the meeting. It was informed that the eye transplantation service has already been launched in the GMC and the efforts are being made to further strengthen the existing infrastructure for the same. The issues with regard to up-gradation of laboratory and blood bank in SSH which are mandatory requirements for ensuring the transplantation system also prominently discussed, and it was decided to develop both these important facilities simultaneously.
JAMMU, MARCH
21: Minister for Health & Medical Education, Bali Bhagat has distributed
financial assistance amounting to Rs. 8.47 lakh among 22 poor girls of
Raipur-Domana constituency under State Marriage Assistance Scheme (SMAC), at
grievances redressal camp organized at Purkhu near here today.
Under this
ambitious welfare initiative, the Government provides a financial assistance
amounting to Rs. 38,500/- to a poor girl for solemnizing her marriage. This
programme was launched by the present coalition Government to promote the girl
child and helping the poor parents who face difficulty in solemnizing the
marriages of their daughters.
On the
occasion, the locals raised several issues relating to the development of their
areas and up-gradation of facilities like drinking water, road connectivity,
transport service, health services, lanes and drains, which were addressed on
the spot by the Minister. He issued instructions to the sectoral officers to
attend the highlighted issued on priority.
Speaking on
the occasion, the Minister said that it is endeavor of the Government to
provide better amenities to the people at their doorstep under a well-knit
mechanism. He asked the people to coordinate with the administration and
project the local priorities so that the administration takes care of these
accordingly. He said several initiatives have been initiated to develop the
Raipur-Domana constituency on modern lines, with special emphasis on road
connectivity and education sector which are key to the prosperity.
SDM North,
Mohammad Illiyas Khan and sectoral officers of various departments, besides
local leaders including, Ved Prakash Sharma, Madhusudhan, Sukhdev Singh,
Joginder Singh were also present on the occasion.
Earlier, the
Minister also inaugurated developmental works worth Rs 18 lakh at Mishriwala
constructed under MG NREGA and other schemes. The works include, three number
of hand pumps and eight lanes and drains.
Meanwhile,
the Minister also inaugurated a free Medical Camp jointly organized by the
health department, World Women Awakening Organization and Criminology Society
of J&K at Ward No. 59, Paloura.

Jammu, Mar 17: BJYM Jammu organised Blood Directory (grouping) programme at Purani Mandi Jammu. Hon’ble Health Minister Bali Bhagat was the Chief Guest on the occasion along with Guest of Honour Hon’ble MLA Jammu East Rajesh Gupta and BJYM State President Dr. Suresh Ajay Magotra. BJYM District President Hari Om Sharma organised the programme, State Secretary and incharge Blood Directory programme Vikas Sambyal was also present on the occasion.
Speaking on the occasion Bali Bhagat said that blood directory programme is a great initiative taken by BJYM at State level which is a noble cause and will help people at emergency time. All the peoples who have done their blood grouping should also provide an authentic cards of their blood type so that we can easily get the blood of any type during the case of emergency. He further added that our organisation believes in noble and ground work that is the reason despite having in government at centre and state we are increasing our activities and public programmes day by day among the masses so that we can reach to each and every person on ground who is in need of help.
On the occasion Rajesh Gupta said that the youth wing of our party is doing fantastic work in execution of all the organisational and public programmes across the state, BJYM activists has shown the power of youth during recent time, when they organised some big and historic programmes under the leadership of its President Dr. Suresh Ajay Magotra. He further said that Youth is the main backbone of our country and if we want to grow at global platform in any sector we have to empower Youth of this country.
Dr. Magotra on the occasion congratulated BJYM Jammu District for organising this programme and said that BJYM is organising these programmes across the state where aim is to identify people along with their contact numbers and blood group so that a Blood Directory is maintained in each district which will help in getting blood during emergency situations.

Directs for engagement of adequate manpower as per requirement
JAMMU, MARCH 12: Minister for Health & Medical Education, Bali
Bhagat convened a meeting to review the status of all ongoing works initiated
for augmenting medicare infra in the hospitals of Jammu region here today.
During the meeting, the Minister took a detailed
assessment of various activities currently going on in order to provide better
health care facilities to the patients.
Principal Secretary Health & Medical Education,
Dr. Pawan Kotwal, Principal GMC, Jammu, Dr. Sunanda Raina, Director Finance,
H&ME, Mohammad Rafiq, Joint Director Planning (H&ME), Madan Lal and
other officers of the concerned departments along with officers of the
executing agencies attended the meeting.
A threadbare discussion was held on several agendas
viz-a-viz release of funds, expenditure and physical status of work. The meeting was informed about the progress being made on the ongoing
works related to upgradation of infrastructure in hospitals including
construction, renovation and beautification works. The
Minister asked the functionaries of the health department to work in a
synchronized manner with the executing agencies to ensure the timely completion
of the works.
Having a detailed assessment of the DPR’s
of various projects, the Minister directed for deputing a liaison officer for
the projects and asked the concerned to adopt a pragmatic approach to reduce
operational and maintenance cost of the machinery.
Stressing on optimal utilization of resources, the
Minister directed the senior functionaries to personally monitor the ongoing
work to ensure the adherence of quality norms.
The Minister asked the concerned officers to start
pilot projects to try new technology to check their future implications to
further improve the healthcare available to the public.
Discussion was also held on various agendas related
to strengthening the man power, requirement of technical staff for various
allied works.
On account of the upcoming summer season, the
Minister directed the concerned to take up repair and maintenance works for air
conditioners to provide a suitable environment to the patients. He also asked
concerned officers to engage adequate man power to ensure uninterrupted
functioning of Gas plants and gas pipelines, Sewerage plant, lifts and many
alike and further instructed to fill the vacant posts and utilize the
outsourcing services as per the requirements. He directed to ensure the
color-coded uniforms with name plates for easy identification of the staff.
Bali Bhagat also asked the concerned to prepare DPR
for water pipelines project to supply water directly to wards in GMC. The
Minister also passed on directions to clear all the pending dues in a set time
frame.
He further stressed on providing clean drinking
water along with uninterrupted power supply and hygienic sanitation facility.
Taking strong note of negligence, the Minister said
that strict action will be taken against the erring officers.
The meeting also proposed the establishment of
dedicated fire station in hospitals vicinity.

| R&B Minister assures construction of bridges at Simbliwala, Mishriwala |
JAMMU, MARCH 07 – Minister for Public Works Naeem Akhtar today
directed the engineers to prepare DPRs for construction of bridges at
Simbliwala and Mishriwala to improve connectivity to the villages located
across the Ranbir canal.
The Minister issued the directions during a visit
to Raipur-Domana along with Minster for Health and Medical Education and MLA of
the area Bali Bhagat.
The Minister said that the work on these bridges
would be completed this year. He said that the bridges would provide improve
connectivity to dozens of villages and facilitate socio-economic growth of the local people.
He further said that the government has taken
various path-breaking initiatives for the overall development of the state with
special focus on ensuring road connectivity in rural and far-off areas.
The people hailing from various adjoining villages
met the Ministers and apprised them about the difficulties being faced by them
during rainy season due to absence of bridges. The Minister assured them that
their problems would be addressed after the construction of these bridges.
While addressing the gathering, Bali Bhagat said
several development initiatives have been taken for improving the living
standards of the people living in Raipur-Domana constituency.
The Minister said the construction of these bridges
was a long pending demand of the villagers which would be addressed soon.
BUDGAM, MARCH 3:
Minister for Health and Medical Education, Bali Bhagat today inaugurated a
first of its kind hospitality and aviation training centre Zoom Air at Humhama
in Budgam.
Speaking on the occasion, the Minister said that
the training centre was much needed for the youth of the state. He said the
trainees can receive training about different courses to enter the airlines
sector.
The
Minister said that airlines sector has huge potential to provide jobs to the
talented youth and after receiving the requisite training the chances of
getting jobs increase manifolds.
“Our
youth are rich in talent but with the absence of requisite training facilities,
the state youth were lacking much-needed credentials to enter the sector,”
Minister said.
Lauding the Zoom Air for establishing the training
centre in the Valley, the Minister said that such facility would open new job
avenues for the State youth.
The Minister was informed that with intake capacity
of 60, the training centre would start one-year certificate course of cabin
crew, nine months course for ground staff and four months course of ground
handling services in the initial stage.
After the culmination of training at the local
training centre, the candidates would be sent for three months additional
course to Zoom Air training centre in Delhi.

Ahmad Wani said at the end of the training, quality candidates would be
absorbed by the zoom Airlines, while as job interviews would be assisted in
other airlines for others.

occasion.
Jammu, Feb 23: Cementing the organization at ground level, J&K BJP conducted meeting of prominent leaders from the Jammu and Jammu west District which was addressed by its State President & MLA Jammu West Sat Sharma along with Dy. CM Dr. Nirmal Singh, State General Secretary Dr. Narinder Singh, Ministers Chander Parkash Ganga, Bali Bhagat, Ch. Lal Singh, Priya Sethi, Ajay Nanda, MLA Rajesh Gupta, MoS Rashpaul Verma, Vice-Chairperson Subhash Jandyal and other senior leaders.
Meeting witnessed the District wise individual approach of all the senior leaders and the BJP Ministers to address the issues of prominent leaders from the Jammu and Jammu West District.
Sat Sharma said that this move is particularly focused to provide the party leaders with an opportunity of direct interaction between the senior leadership as well as the ground worker. He said that BJP is a cadre based party and it is the cadre which ensures the party’s victory at all levels. He also said that the activist who works among the common masses is the best judge of the problems being faced by the public. Sharma added that this interaction will ensure that the voice of common public promptly reaches the senior leaders and Ministers of BJP and is addressed at the appropriate level.
Dr. Nirmal Singh prompted the leaders to share their issues about the governance and other matters. He emphasized that the BJP works on the core principle of “Nation First, Party Second and Self Last” and thus is concentrated on the welfare of the common masses in letter and spirit. He asked the activists to report any act of mis-governance promptly to the party seniors so that the public doesn’t get harassed in any public concern department. He also threw light on the PDD related developments and entertained issues concerning the departments from the activists. He also took cognizance of the matters related to difficulty in distribution of Ration at certain places. Dr. Singh maintained that no dilly dallying approach will be tolerated in public related issues.
Ministers Chander Parkash Ganga, Bali Bhagat, Ch. Lal Singh, Priya Sethi, Ajay Nanda also addressed the meeting while sorting out many issues related to their departments on the spot by talking directly to the authorities and took cognizance of the other matters.

| Govt mulls to bring doctors service policy soon |
JAMMU, FEBRUARY 21 -Minister for Health & Medical Education, Bali
Bhagat along with Members of Jammu Chamber of Commerce & Industries today
felicitated the team of doctors of GMC, Jammu for launching the corneal
transplantation surgery in GMC.
At a glittering function organized by the Chamber
of Commerce & Industries at Chamber House here today, the team comprising,
Prof. & Head Ophthalmology Department, Dinesh Gupta, Dr. Sanjay Kai,
Associate Professor, Dr. Anjali Manhas, Medical Officer and Mrs. Urmil, Nurse
were honoured for their rear achievement. The corneal transplantation surgery
has been started in the GMC under the supervision of Dr. Dinesh Gupta for the
first time with the personal efforts and motivation by the Health Minister. The
Minister complimented the team and wished them success in their future
endeavours.
President Chamber of Commerce & Industries
(CCI), Rakesh Gupta, Principal GMC, Dr. Sunanda Raina, Controller Drugs &
Food Control Organization, J&K, Lotika Khajuria, Sr. Vice President, CCI,
Rajesh Gupta, General Secretary Manish Gupta, prominent business tycoons, doctors
and other Members of the CCI were present on the occasion.
Appreciating the gesture of the CCI for honouring
the team of doctors for their feat, the Minister said that the initiative will
go a long way in encouraging others to improve in their fields. He also lauded
the achievement of the doctors and said that a new era for transplantation of
human organs in GMC, Jammu has begun. He said the process of starting renal
transplantation and other alike surgeries in GMC and Super Speciality Hospital,
Jammu has also been initiated and necessary infrastructural and allied
facilities for creating such set ups is in progress. He hoped to start the
renal transplantation most probably from mid April this year.
Maintaining that health is the prime focus of the
present dispensation, the Minister said that in absence of private sector in
the State majority of people are dependent on the government set up. The
present set up is inadequate to cater to the increased workload in almost all
health institutions across the State and Government has taken several new
initiatives to coup up with the situation.
Referring to the peculiar situation in emergency of
GMC in absence of adequate space, he said that it has been decided to add at
least 200 more beds by utilizing the available space along with merging the
Chopra Nursing Home with the emergency block. Similarly, to decongest the rush
of patients in SMGS Hospital where there is acute shortage of space in Gynae
ward and Labor Room, the Minister said that a DPR for adding 100 more beds has been
formulated and work will start soon, he asserted.
The
Minister further said and added that creation of five new medical colleges, two
AIIMS, two regional level cancer institutions, one Ayurvedic and one Unani
College, construction of exclusive Bone & Joint Hospital at Jammu are some
of the major initiatives which will change the overall health scenario in the
State. Efforts for filling up of all vacant posts of doctors and para-medics
have also stepped up and concerned recruitment agencies have been approached to
expedite the process to overcome the paucity of staff, said the Minister.
The Minister said that the Governing is
contemplating to bring a specific doctors service policy in the State to ensure
that the doctors after undergoing training on government seats serve to the
State Government. He said that the Government spends a huge sum on the training
of a doctor and after getting the job, he/she seeks better options outside the
State and even country, with the result the posts remain vacant against which
they are appointed and healthcare badly suffers. As a deterrence measure, the
government will bring a policy in this regard. In case a doctor after getting
government job leaves in mid-way or moves un-authorized outside, he/she will
have to remit the amount spent on his/her training to the Government. The
government is also considering special incentives for the doctors who serve in
the hard areas of the State, said the Minister.
JAMMU, JANUARY 20:
Minister for Health and Medical Education Bali Bhagat today visited Government
Medical College (GMC) Hospital here to enquire about the condition of people
injured in cross border firing.
The Minister
visited the hospital and interacted with the patients and their attendants and
enquired about the treatment facilities being provided to them by the
hospital.
The Minister
directed the GMC officials to provide free medical care to the injured persons.
The Health
Minister was apprised that adequate doctors and paramedic’s staff have been
deputed and also necessary life saving drugs and equipment are kept available
round the clock in the hospital.

JAMMU, JANUARY 19-
Minister for Health and Medical Education Bali Bhagat today visited Government
Medical College Hospital to enquire about the health of injured victims of
cross-border firing in R. S Pura, Suchetgarh, Arnia, Samba, Hiranagar and
adjoining areas.
The Minister was accompanied by senior
doctors of health department including Principal GMC&H Dr. Sunanda Raina,
Medical Superintendent Dr. Dara Singh, Deputy Medical Superintendent Dr. Rakesh

During his visit to emergency wards in
GMC&H, Bali Bhagat interacted with the injured persons and their
attendants. He enquired about the treatment being provided by the concerned
doctors to the firing victims.
Bali Bhagat directed the hospital
authorities to provide best medicare to the patients for their early recovery.
Pertinently, 19 persons were injured in
cross border firing and admitted to GMC Hospital Jammu while three succumbed to
their injuries.
The Minister expressed solidarity with
the bereaved family and prayed for peace to the departed souls.
