UDHAMPUR, JUNE-19: District Development Commissioner, Udhampur Ravinder Kumar today convened a preliminary meeting of District/Sectoral officers of the district under DISHA at DC Office Complex here.
Detailed deliberations were held on various schemes being implemented in different sectors of the  district  like Mahatma Gandhi National Rural Employment Guarantee Scheme , Deen Dayal Antodaya Yojana - NRLM, Deen Dayal Upadhyay Gramin Kaushalya Yojana, Pradhan Mantri Gram Sadak Yojana,National Social Assistance Programme, Pradhan Mantri Gram Awaas Yojana,Swachh Bharat Mission (SBM) Swachh Bharat Mission  Gramin, National Rural Drinking Water Programme, Pradhan Mantri Krishi Sanchaye Yojana, Watershed Management Programme, (IWMP) Digital India Land Record Modernizartion Programme,Deen Dayal Upadhyay Gram Jyoti Yojana, Ujjwal DISCOM Assurance Yojana, Pradhan Mantri Fasal Bima Yojana, National Health Mission, Serva Shiksha Abhiyan, Integrated Child Development Scheme, Mid day meal Scheme, Pradhan Mantri Ujjwala Yojana, Digital India public Internet Access Programme providing  Common  Service Center  in each  gram Panchayat, Pradhan Mantri Kaushal Vikas Yojana, were discussed in detail.
During the meeting, the DDC also took an extensive review of physical and financial achievements registered by various departments during the year 2017-18.
The DDC said the Government of India has initiated several programmes and schemes for all-round development of the district particularly far-flung areas. He stressed upon the officers to work with sincerity and dedication and ensure the time bound completion of developmental projects.
He directed the officers to plan frequent tour of remote and hilly areas to monitor the development works pertaining to their departments so that best results could be ensured on the ground with no compromise on the quality of works executed.
Among others, Additional District Development Commissioner, Udhampur Arvind Sharma, GM DIC, Suram Chand Sharma, PO ICDS, Rimpy Ohri, Chief Planning Officer, Ashok Khajuria, Assistant Commissioner Revenue, Subash Dogra, Chief Medical officer, Dr. K.C Dogra, CHO, Brij Vallabh Gupta, Executive Engineer PHE, Ashok Sharma, Executive Engineer PDD, Rajinder Gupta besides other district and sectoral officers of various departments were present in the meeting.

Asks officers to maximise outreach of schemes
RAJOURI, MAY 31: Member Parliament Jugal Kishore Sharma today chaired a meeting of District Development Coordination and Monitoring Committee (DISHA) to review the physical and financial achievements under various centrally sponsored schemes in this border district.
He directed the officers to increase public outreach so that benefits entailed under these schemes percolate to grassroots level.
The meeting was attended by MLA Rajouri Qammar Hussain Choudhary, MLC Vibodh Gupta, DDC Dr Shahid Iqbal Choudhary, Addl DDC A S Chib, ACD Akhtar Hussain Qazi, executive engineers of various engineering departments, district and sectoral officers of line departments and nominated members of DDCMC.
The members reviewed the physical and financial progress achieved by Rural Development, IWMP, Health, Education, PWD, PMGSY, PHE and other departments under various schemes.
Legislators Qammar Hussain and Vibodh Gupta raised issues of up-gradation of road infrastructure, rationalisation of staff in health and educational institutions, preparation of thorough drought management plan to address the scarcity of water in rural areas and electrification of left out areas under Saubhagya. They demanded to blacklist the contractors who have abandoned the projects midway ‘to remove this main reason for unwanted delay in completion of projects of public importance.’
The meeting embarked on issue of unwarranted delay in start of work on four laning of Akhnoor-Poonch highway and Rajouri-Thana Mandi road. The GREF representatives informed that DPRs of both roads are in making process and will be completed by August 2018 for Rajouri-Thana Mandi road and in March 2019 in respect of Akhnoor-Poonch highway. The MP directed the concerned to maintain a close liaison with company entrusted with work of DPR preparation and asked for keeping provision of maximum number of tunnels to reduce the distance between the twin destinations.
Regarding construction of bunkers in border areas, the MP directed to ensure the quality of work so that they can serve the purpose of providing safe haven to the border residents in the hours of shelling.
ACD Rajouri was directed to focus on proper identification of beneficiaries under Pradhan Mantri Awas Yojana ( PMAY) by conducting Gram Sabhas and implementing the scheme in a transparent manner by displaying list of proposed beneficiaries at panchayats and inviting objections. 
Meanwhile, MP asked   PMGSY department to ensure that the roads under ‘free maintenance’ are regularly repaired by contractors without fail and stressed on road which needs urgent restoration.
He complimented the administration for organising outreach camps for spreading awareness about centrally sponsored schemes and flag ship programmes. 
Earlier, DDC, Dr Shahid Iqbal Choudhary gave resume of achievements through a power point presentation. He informed about the  latest status of various developmental projects in the district. He informed that during FY 2017-18, under MGNREGA, 950 works for water conservation, 359 micro-irrigation, 411 works of renovation of traditional water bodies, 109 of land development, 725 of flood protection bunds, 1925 of rural connectivity were completed. He informed that of 12520, 4485 works stand completed whereas 8035 are in progress.

Dist admin team visits border areas

SAMBA, MAY 17: District Development Commissioner Samba, S Rajinder Singh Tara chaired a preliminary meeting of District Development Co-ordination and Monitoring Committee (DISHA) to review physical and financial achievements under Central Sponsored Schemes (CSS) for the financial year 2017-18.
 The meeting also discussed plans for the financial year 2018-19 including new initiatives under Central Sponsored Schemes (CSS) to be projected in the scheduled DISHA meeting.
The DDC was apprised of previous year achievements of different departments and new proposals being taken up for discussion in the DISHA meeting.
The DDC directed the officers for speedy execution of works and timely submission of data related to various plans and schemes so that it can be reflected during proceedings of DISHA meeting. He further asked them to submit complete plan with photographs and success stories to highlight major achievements of their respective sectors. Action taken reports of the last year DISHA meeting were also  discussed.
Besides, overall preparations and preparedness for smooth conduct of DISHA meeting were also discussed with all the District and Sectoral officers.
The meeting was attended by PO ICDS Samba, ACD Samba, ASP Samba, GM DIC Samba, PO DRDA,PO IWMP,  Xens of various departments and District and Sectoral Officers.  
Meanwhile, the DDC along with SSP, SDM Ghagwal, DIG BSF Regal Mawa sector, Tehsildar Samba and Rajpura visited border areas of the District to take stock of the situation following reports of cross border firing.
The DDC Samba visited Pangdor, Bainglad, Kangwala, Rajpura and Madhoon and took stock of situation following tension on border and interacted with the residents of these areas. The DDC directed field staff to put in place all necessary arrangements if case of evacuation.

Border district registers record fall in infant mortality rate

POONCH, SEPTEMBER 08: Member Parliament Jugal Kishore Sharma today chaired the meeting of District Development Coordination and vigilance Monitoring Committee (DISHA) Poonch to review the progress of various centrally sponsored schemes being implemented in the border district.
The meeting was attended by Vice Chairman State Advisory Board for the Development of OBC, Rashpal Verma, MLA Mendhar  Javid Ahmed Rana,  MLCs Yashpal Sharma and Pardeep Sharma, committee members K K Kapoor , Babu Ram, Menu Bala, Rakesh Sudan, Sunil Kumar Sharma, Jafreed Ahmad  and Naresh Sharma, District Development Commissioner Poonch,  Tariq Ahmed Zargar, ADDC Abdul Hamid, ADC Gurvinderjeet Singh, ACD, CEO tourism, Executive Engineers of PWD, PDD, PHE, PMGSY, besides other  officers.
The MP reviewed implementation of various welfare schemes   launched by the government of India and   sought feedback from legislators, DISHA committee members for further improvement at implementation level.
  Jugal Kishore said that transparency and accountability should be maintained at all levels of governance for visible impact on the ground.      He said that efforts will be put in to bring more  effectiveness in 'DISHA' by holding quarterly meetings to review the  implementation of centrally sponsored schemes(CSS). 
He underlined the need for effective supervision and close monitoring of the schemes  and  impressed upon the officers to create mass awareness to extend the benefits to maximum number of people .
The Committee members reviewed the physical and financial progress achieved by Rural Development, NHM, RAMSA, IWMP, Health, Education, PWD, PMGSY, PHE and other departments under various schemes.
It was informed in the meeting that district Poonch has registered record fall in infant mortality rate which is even below than national average.
Jugal Kishore asked concerned officers to conduct regular field visits along with field functionaries to resolve bottlenecks and address other issues for speedy completion of projects. 
 He appreciated the efforts of district administration in effective implementation of schemes like SBM,NHM, under PWD,PMAY, RAMSA,PMGSY, MUDRA etc. He said that better coordination among the government departments helps in preventing cost spill over of projects.
On shortage of doctors and other supportive staff in district hospital and others affiliated health institutions, the house directed district administration to conduct a survey to indentify the trained unemployed medicos and para-medicos and engage them under NHM .
About effective implementation and success of MUDRA scheme, the chairman directed the lead bank manager to educate and pass necessary directions to all branch heads for liberal advancing of loans to unemployed youth for starting their own business ventures.
Regarding poor conditions of some roads being maintained by BRO in the region, the directions were passed to the concerned authorities to take up the repair works.
Responding to the issues raised by legislators, the chairman   asked executive engineer PWD to prepare a Detailed Project Report for Poonch circular road so that concerned central ministry can be approached for  funds   under(CRF) scheme.
Vice chairman OBC Rashpal Verma  took strong note of slow pace of work on Kellar to Morah road  & directed executive engineer to remove bottlenecks, if any, and fast pace the work on priority.
 MLA Javid Ahmad Rana , MLCs Yashpal Sharma and Pardeep Sharma  raised various development issues of the district and  their  respective constituencies. The chairman assured that all issues will be taken up with concerned union ministries for early solution.

SAMBA SEPTEMBER 04: Member Parliament, Jugal Kishore Sharma today chaired the meeting of District Development Coordination and Monitoring Committee DISHA for district Samba here today .
The meeting was attended by Minister for Industries and Commerce, Chander Parkash Ganga, Member Parliament (Rajya Sabha) Shamsher Singh Manhas, MLA Samba Dr Devinder Kumar Manyal, MLA Hiranagar Kuldeep Raj, DDC Sheetal Nanda, ADDC Vivek Sharma, SSP Anil Magotra, District Level Officers and nominated members of DDCMC.
The members reviewed the physical and financial progress achieved by Health, Rural Development, IWMP, Education, PWD, PMGSY and other departments under various centrally sponsored schemes.
Jugal Kishore asked Health department to ensure that vacant posts under National health Mission are filled up within the next few months. He also directed officials to organize training programmes for field functionaries for better service delivery . The Committee members directed ACD samba to monitor regular updation of MIS data as it enables effective planning and periodic monitoring of work at various levels.MP Jugal Kishore also sought details of completed works under MPLAD in Samba District. He directed CEO Samba to resolve issues pertaining to construction of school buildings in consultation with MLA Sambawithin one month. The members also directed EO Samba to undertake fresh survey for left out landless and houseless families whose cases can  be taken under Pradhan Mantri Awas Yojana.
The I&C Minister directed DDC Samba to review functioning of watershed committees under IWMP. He also directed SDM Vijaypur to resolve the issue pertaining to Primary Health centre Tarore building through negotiations. Member Parliament Manhas said that schedule of awareness programmes should be widely publicized with involvement of prominent citizens and stakeholders.

The members asked NHAI officials to undertake necessary repairs on Jammu-Pathankot National Highway. The NHAI officials informed that soon they shall be starting bidding process for construction of ring road from Raya to Jagti. All the members stressed upon timely submission of work estimates and adherence to timelines to avoid any unnecessary delays. The members asked all the officers to take elected representatives into confidence while formulation of plans so that necessary follow-up could be taken up at different levels.MLA Samba and MLA Hiranagar also spoke on occasion and highlighted vital issues pertaining to their constituencies.

Asks for effective implementation of centrally sponsored schemes

JAMMU, AUGUST 25 - Member Parliament, Jugal Kishore Sharma today directed the officers to make concerted efforts for effective implementation of centrally sponsored schemes so that their benefit reaches the grassroots level.
The MP issued these directions while chairing District Development Coordination and Monitoring Committee (DISHA) meeting in Jammu.
Speaker, Legislative Assembly Kavinder Gupta, Member Parliament, Shamsher Singh Manhas, MLA Jammu (West), Sat Sharma, MLA Marh, Sukhnandan Choudhary, MLA Chhamb Dr. Krishan Lal Bhagat, Deputy Commissioner Jammu, Kumar Rajeev Ranjan, Commissioner Jammu Municipal Corporation, M Raju, ADDC, Anuradha Gupta, senior officers of various departments and nominated members of the committee participated in the meeting.
          MP, Jugal Kishore Sharma enquired about the progress of various centrally sponsored schemes in Jammu including Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Pradhan Mantri Gram Sadak Yojana, National Social Assistance Programme, Pradhan Mantri Awas Yojana, Swachh Bharat Mission (SBM), National Rural Drinking Water Programme, Pradhan Mantri Krishi Sinchai Yojana, Digital India Land Record Modernization Programme, Deen Dayal Upadhyay Gram Jyoti Yojana, Pradhan Mantri Fasal Bima Yojana, Sarva Shiksha Abhiyaan (SSA), Pradhan Mantri Ujjwala Yojana, and Integrated Child Development Scheme.
While giving details about the physical and financial achievements registered under centrally sponsored schemes, the Deputy Commissioner informed that under MGNREGA, 8054 works were completed after incurring an expenditure of Rs. 61.46 crore out of the approved budget of Rs. 70.34 crore.
He further informed that under SBM, 2554 IHHL units have been constructed in Jammu. Under NRDWP, 339 schemes are fully functional while as 124 schemes are partially functional in Jammu, he added.
It was informed in the meeting that 19,910 LPG connections have been distributed in Jammu under PMUY. The meeting also reviewed the status of DPR for up gradation of four-laning of Jammu-Akhnoor road (NH-144A) and ring road from Raya Morh to Nagrota Bypass.
In the meeting, Chief Education Officer informed that 490 school buildings were constructed under SSA while as 37 buildings were constructed under RMSA.
The MP also enquired about the status of construction of bunkers in border areas and instructed the officers to check water level before starting construction of bunkers in any area.
In the meeting, the legislators raised various issues related to power supply, water supply, road connectivity, construction of ponds among others.
While addressing the meeting, the chairman said that works being undertaken under various schemes should be completed in a stipulated time frame and stress should be laid on quality work.

He further said that everyone should realize his responsibility towards the society and work for the welfare and upliftment of the common masses.

Advocates for effective monitoring,
 synchronization of optimum outcome

JAMMU, MAY 22- Member Parliament, Jugal Kishore Sharma, today chaired the District Development Coordination and Monitoring Committee (DISHA) meeting for district Jammu to take stock of functioning of the Committee.
“Effective monitoring and enhanced coordination are essential ingredients to obtain optimum outcome of welfare and development schemes being launched by the government to improve socio-economic standards of people”, the MP maintained while emphasizing successful and timely completion of several central schemes launched in this regard.
 Minister for PHE, Irrigation and Flood Control, Sham Choudhary, Member Parliament, Shamsher Singh Manhas, Members Legislative Assembly, Rajesh Gupta, Dr. Krishan Lal, Dr. Gagan Bhagat, nominated members Sunil Sharma and Mansa Ram were present in the meeting.
 Jugal, while taking a comprehensive review of the physical and financial achievements registered under various centrally sponsored schemes, stressed that the need is to put in synergized efforts to achieve tangible results. He stressed on completing the projects in a time bound manner with optimal utilization of funds. He directed the concerned departments to envisage projects based on area specific developmental needs besides asking for taking the concerned representatives on board for effective implementation of the welfare schemes. 
Speaking on the occasion, Shamsher Singh Manhas stressed on creating mass awareness among the people with special focus on rural areas so that target populace can avail the benefit of various schemes. He asked the officers to reach out to the people so that they are kept well abreast with the welfare programmes so that these are implemented in letter and spirit.
Meanwhile, the PHE Minister also suggested several innovative measures to further streamline the working of the Committee.
 Legislators also highlighted the issues pertaining to augmentation of power and water supply, awareness about welfare programmes, renovation and repair of water reservoir, ration supply etc.
 Earlier, District Development Commissioner, Rajeev Ranjan gave a detailed presentation on the physical and financial achievements registered under various centrally sponsored schemes. He informed that under MGNREGA against the approved budget of Rs.70.34 crore an expenditure of Rs.61.46 crore was incurred during the last fiscal with completion of 8054 works in the financial year 2017-18 an expenditure of Rs.20.50 crores have been made against availability of Rs.58 crores with 2016 works in hand. It was also given out that about 75036 job cards were issued and 15.98 mandays were generated
DDC also gave a detailed account of achievements recorded under Pradhan Mantri Gramin Awas Yojana, Deen Dayal Antodaya Yojana (NRLM) under which 21272 households of four blocks have been covered.
The meeting was also apprised of the progress achieved under Deen Dayal Upadhayay- Grameen Koushalya Yojna (DDU-GKY), Shyama Prasad Mukherjee Rurban Mission, National Rurban Mission (NRUM), PMGSY, Swachh Bharat Mission, NRDWP and Sarva Shiksha Abhiyan and ICDS.
Commissioner, JMC, M Raju, ADDC Anuradha Gupta and other senior officers were also present in the meeting.

He also stressed on clearing the pending liabilities under MGNREGA.
He asked Executive Engineer, PMGSY to ensure that the roads under ‘free maintenance’ are regularly repaired by contractors without fail and stressed on  Purmandal-Punjowa road which needs urgent restoration.
Jugal Kishore asked concerned officers to undertake regular field visits and involve stakeholders while framing any plan for its successful implementation. He appreciated the efforts of district administration in effective implementation of schemes in different sectors and said that better coordination between executing agencies may reduce the project spill over costs.
Minister for Industries and Commerce, Chander Parkash Ganga called for taking strong steps for reforming the education sector in the district. He directed CEO Samba to undertake rationalization of staff so that adequate faculty is ensured in remote schools of the district. He expressed satisfaction with implementation of MUDRA scheme which has seen 226% year on year increase and disbursement of 92.56 crores till March 2017. He asked officials from NHIA to fast track process of building ‘Foot over bridge’ at Chichi Mata and Flyovers at Samba, Vijaypur and Bari Brahmana.
Shamsher Singh Manhas asked RDD to prepare a sustainable plan for pond renovation under 14th FC which can be taken up in phases. He also directed CMO Samba to prepare DPR for up gradation of District Hospital Samba having all requisite labs and equipments.

MLA Samba and Hiranagar also raised various development issues of their constituencies.
