Poonch, July 06  :   District Development Commissioner (DDC) Poonch Rahul Yadav today convened a meeting to review the arrangements for the smooth conduct of upcoming Shri Budha Amarnath Yatra 2019.

The meeting was attended by SSP Poonch Ramesh Angral, SDM surankote, Tehsildars, religious heads, and all concerned district officers.

Members of civil society appraised the DDC about the requirement for the upcoming Yatra.

During the meeting, threadbare discussions were held to put in place the available resources and providing sheds, toilets, ambulance, water, light and other services to the yatris reaching for Budha Amarnath Yatra.

The DDC directed the Xen PHE to arrange sufficient drinking water supply along with water tankers round the clock at the langer sites whereas PDD was directed to arrange power supply.

The concerned Police officers and langer organizations were instructed to act promptly for avoiding any traffic jam in the area which may cause discomfort to the pilgrims. DDC further directed various langer organizations to follow the standard operating procedures to ensure smooth service in langer areas.

DDC directed CMO Poonch to install a medical camp during the yatra and also arrange an ambulance.

SSP Poonch Ramesh Angral assured that adequate security arrangements have been made and also informed the chair about regulation of traffic during Yatra. He also called upon all the departments to maintain close coordination with Yatra control room for providing timely services to the Yatris.


Jammu, Feb 28 :  The Pakistani Army Thursday heavily shelled forward posts along the LoC in Jammu and Kashmir's Poonch district, drawing retaliation from the Indian Army, an official said.

This is the seventh consecutive day that Pakistan has violated the ceasefire by targeting forward posts along the LoC.

The PRO, Defence said, "At about 0600 hours on Thursday, Pakistan Army initiated unprovoked ceasefire violation by shelling with mortars and firing of small arms along the LoC in Krishna Ghati sector".

"The Indian Army retaliated strongly and effectively", the official said. 

In view of the prevailing situation, authorities have ordered a temporary closure of educational institutions in a 5-km radius along the LoC in Rajouri and Poonch districts.

They have asked all border dwellers to remain inside their homes and not move outside in view of shelling by Pakistan.

The year 2018 had witnessed the highest number of ceasefire violation, numbering 2,936 by Pakistani troops, in the last 15 years along the Indo-Pak border.

Pakistan continues to violate the 2003 ceasefire agreement with India despite repeated calls for restraint and adherence to the pact during flag meetings between the two sides.              [Agencies]


Jammu, Feb 18 :  The weekly Poonch-Rawalakot cross-LoC bus service was suspended Monday in view of the prevailing law and order situation in Jammu, following the recent terror attack on a CRPF convoy in south Kashmir, a senior officer said.

A curfew was imposed in Jammu city on Friday following massive anti-Pakistan protests and sporadic incidents of violence over the terror attack in Pulwama district, which left 40 CRPF personnel dead on Thursday.

"The cross-LoC (Line of Control) bus service was suspended in view of the prevailing law and order situation," Poonch District Development Commissioner Rahul Yadav told our sources.

The passengers were accordingly informed well in time about the suspension of the service, he said.

On the cross-Loc trade, Yadav said it will not take place on Tuesday due to public holiday on account of Guru Ravi Das's birthday.

"The decision to carry on the trade between the two sides will be taken on Wednesday after a review of the situation," he said.

The trade via Chakan-da-Bagh in Poonch district on this side and Rawalakot in Pakistan-occupied Kashmir (PoK) takes place from Tuesday to Friday every week.

Billed as the biggest confidence building measure, the bus service was started on the Srinagar-Muzaffarabad route in Kashmir on April 7, 2005 and the Poonch-Rawalakot route in the Jammu region on June 20, 2006, to facilitate easier trade and travel between the divided families of Jammu and Kashmir and PoK.

The trade, which works on barter system, between the divided parts started in October 2008.                                      [Agencies]



Jammu, Jan 9 : A four-year-old boy died while his six-months-old sister was injured after a portion of their home collapsed on them in Jammu and Kashmir's Poonch district Wednesday, police said.

The incident took place in Mendhar belt of the district, Station House Officer (SHO) Iniyat Hussain said.

Kamran died on the spot while his sister Anika was hospitalized, he said, adding their parents were not home when the incident occurred.       PTI
POONCH, JANUARY 01: District Development Commissioner, Rahul Yadav, today chaired a meeting to discuss the arrangements being made for smooth celebrations of Republic Day-2019 in the district.
It was informed that main Republic Day funcation will be held at Sports Stadium Poonch where chief guest shall unfurl the National Flag and take salute on the March past consisting of JKP, JKAP, CRPF, NCC besides contingents of various educational institutions.
The meeting discussed in detail issues including security, parking of vehicles, power and water supply, illumination of important monuments and buildings, sitting arrangements, arrangements for media gallery besides also sought perfection in ground levelling of the stadium where the Republic Day celebration will be held.
Sanitation, temporary toilets, barricading of VIP place, prize distribution and safe transportation etc were also discussed in detail.
The DDC stressed upon the officers to ensure all the arrangements are placed well on time for the Republic Day celebrations.
The meeting was attended by ADDC Abul Hamid, SSP Ramesh Angral, ACR Bashir Ahmed Lone, Additional SP Adil Hamid besides all district officers were also present on the occasion.

Jammu, Oct 5: Two women were killed when lightning struck a high altitude area in Jammu and Kashmir's Poonch district, police said Friday.

Lightning struck a grass house (doke) in Mandhi tehsil Thursday evening, they said.

While two women were killed, two others suffered injuries.

The bodies were handed over to families after postmortem.

POONCH, SEPTEMBER 20: Additional District Development Commissioner, Poonch, Abdul Hameed Sheikh today placed teachers under suspension for unauthorized absence from duty.
During his visit to District Institute of Education and Training, the ADDC found that some trainee teachers were absent from their duty and placed them under suspension, pending enquiry, with immediate effect.
Chief Education Officer, Poonch and senior most HOD of DIET Poonch will conduct an enquiry and submit their report within 10 days.

POONCH, SEPTEMBER 17: Deputy Commissioner Rahul Yadav (District Election Officer) today chaired a meeting of officers designated as Nodal Officers for different activities in the district for smooth conduct of Municipal Elections 2018.
 The meeting was attended by ADDC Abdul Hameed, ACR Mohammad B A Lone, CPO Shamoon Shakir, ACD Muktar Ahmed, CEO Municipality Gharu Ram, CDPO Jahangir Ahmed Khan, HQ Assistant/ Functional Manager DIC, AD Handloom Arshad Noomani Poonch besides other Nodal officers.
The DC took stock of the activities assigned to different Nodal officers. The activities include Plan of SVEEP activity, Law and order/ complaint redressal, Training Management, Material Management, Transport Plan, Media and Communication, Postal Ballots besides other activities of Municipal Elections. He instructed everyone to be very particular about their responsibilities.
Earlier, District Development Commissioner supervised 3rd phase of training of ROs and AROs for the upcoming Municipal Election.
During the training the ROs and AROs were sensitized about the process involved in the Municipal Election. It was informed that the date for filing Nomination form has been set from Sept 18 to Sept 25, Scrutiny will be held on September 26 and the date for withdrawal of nomination forms has been set as September 28. It was also informed that the ROs and AROs have to conduct two rounds of training for polling officers before September 28.
The DDC instructed the Election officials not to affiliate themselves with any prospective candidate and remain neutral while performing election duty. He stressed on to remain impartial not only in their conduct but also in their appearance.
The meeting was attended by Dy DEO Shashi Bala, AD Handloom Arshad Noomani, HQ Asstant/ FM DIC Waheed Ahmed, Master Trainer Principal Vijay Puri, ROs and AROs.

POONCH, SEPTEMBER 14: Deputy Commissioner Poonch, Rahul Yadav today inaugurated Divisional level inter-district football tournament of Girls and Boys here at Boys High secondary School, Poonch.
Principal HSS Poonch, ZPEOs, Physical Education Teachers, Masters, coaches and players from Jammu, Kathua, Samba, Rajori and Poonch were present on the occasion.
On the occasion, the DC called for motivating the young generation for participating in large numbers in sports activities. He further stressed on providing more such platforms for the local talent especially the female players to display their ability and encourage them to compete at higher level.
A total of 368 players (160 girls and 208 boys) from 5 districts including Jammu, Samba, Kathua, Rajouri and Poonch are participating in the three-day long tournament.
Meanwhile, the DC also visited Government Model High Secondary School (Boys) Poonch and interacted with the students. He was apprised about the infrastructure issues of the school. The DC ensured to redress the issues at the earliest and further directed the concerned officials to ensure proper cleanliness in the school premises.

Jammu, Sep 13: A Pakistani national was apprehended along the Line of Control (LoC) in Jammu and Kashmir's Poonch district after he crossed into India, a defence spokesman said Thursday.

"The Army observed some movement in the Ranghar Nallah along the LoC and apprehended the Pakistani national in the Poonch Sector," he said.

He was identified as Umeer Yousaf (23), son of Mohd Yousaf Narwal and a resident of Hajira tehsil in Pakistan-occupied Kashmir, the spokesman said.

He was roaming along the Ranghar Nala area and crossed the LoC on Wednesday night, he said.

The man has been handed over to police. Two ID cards, a packet of tobacco and Rs 50 in Pakistani currency were seized from him, the spokesman said.

POONCH, SEPTEMBER 7: Deputy Commissioner, Rahul Yadav, today chaired meeting of District road safety committee to discuss road safety measures.
The meeting was attended by ADC Basharat Hussian , DySP Bisham Dubey, CMO Mumtaz Bhatti,  OC 79 RCC ,CEO Poonch, ARTO Poonch, XEns of PWD,Mugal Road, PMGSY Poonch and PMGSY Mendhar ,DTI Poonch, and other members of district road safety committee.
Threadbare discussion was held on road safety, improvement of road markings, identification of blind spots on different routes, construction of Crash barriers, regulations of public and school buses, and such alike.
As per the directions of the government, the DC constituted a team comprising Tehsildar, SHO and AEE/JE for safety Audit of various major roads and identify vulnerable and accident prone spots in the district.
The DC directed CEO to regulate school buses of private schools and provide their list   to traffic Police.   Yadav instructed Police and traffic department to work hand in hand for strict checking of traffic rules violation.
The DC directed the concerned officers for strict implementation of fitness certificate norms. He also directed to educate people to avoid over speeding and regulate the over speeding public vehicles by installing Speed governor device. He further instructed that fire extinguishers and first Aid box should be present in public vehicles.

POONCH, SEPTEMBER 07: Deputy Commissioner Rahul Yadav today chaired a meeting to review monitoring and evaluation of "Self Help Group of Engineers Scheme" in the district.
ACD Mukhtar Sheikh, Executive Engineer PWD, Executive Engineer PDD, AEE irrigation,Deputy Director Employment Exchange, besides nominated representatives of Self Help Groups and other concerned officers attended the meeting.
The Deputy Commissioner had a detailed review of the implementation of guidelines for Self Help Group of Engineers Scheme across the District. The meeting was informed that 30% of construction works in government agencies were allotted to Self Help Groups of Engineers.
The Commissioner exhorted upon the concerned to ensure that the scheme meets its objectives in all respects and ensure strict monitoring so that allotted construction works shall be executed only by Self Help Group of Engineers.
He asked all concerned officers to identify the works being conducted through their department in the district and send the complete report to his office.


POONCH, SEPTEMBER 06: District Development Commissioner, Rahul Yadav today reviewed the implementation of ongoing Swachhta Pakhwada-2018 in a meeting here.
The DDC directed the concerned departments to identify more areas to be cleaned during the programme. He instructed them to hold cleanliness drives and involve officers of various departments, volunteers from Nehru Yuva Kendar , schools ,colleges, self help groups , community participants and Asha workers for the Swachhta Programmes all over the District.
The meeting was informed that five places in Poonch, Mandi ,Surenkote, Mendhar and Bafliyaz are finalized to be cleaned completely.
The DDC asked the concerned officers to draft a detailed list of activities such as symposiums, cleanliness drives, painting competitions and many alike being organized during Swachhta Pakhwada.
The meeting was attended by ACD, DPOs, BDOs, Principal GDC Mendhar, Principal GDC Surenkote, Vice Principal GDC Poonch , CMO Poonch, CEO Education besides representatives of Nehru Yuva Kendar and other concerned officers.



POONCH, SEPTEMBER 06: Deputy Commissioner Poonch, Rahul Yadav today reviewed the arrangements being made for hassle free observation of Muharram congregations here in a meeting today.
The DC directed the officers of PHE and PDD to ensure un-interrupted water and power supply during Muharram in the district and asked the Municipal authorities to ensure cleanliness in and around the Imam Baras for the conveniences of devotees. The R&B department was directed to repair the dilapidated roads, if any, from where the procession would take place.
The DC also sought a detailed report on the security and traffic arrangements.
Additional Superintendent of Police, Anwar-ul-Haq, Tehsildars of Haveli and Mandi, Assistant Controller Legal Metrology, CEO Muncipal Committee , XEn PHE, XEn R&B, Deputy CMO, Inspector ARTO,  besides other district officers and heads representatives of various religious organizations attended the meeting.



POONCH, SEPTEMBER 06: District Development Commissioner, Poonch Rahul Yadav chaired a meeting for the settlement of ex-gratia and other compensations cases of militancy and cross shelling affected victims here today.
The meeting sanctioned cash compensation for 40 cases wherein 17 private property damage cases and 11 injured cases besides live stock ,crop damages and job cases were taken up in the meeting.
The meeting was attended by Additional Deputy Commissioner, Dr Basharat Hussain, Assistant Commissioner Revenue, Bashir Ahmed Lone, Xen PWD, all SDMs and Tehsildars.


POONCH, SEPTEMBER 06:  Under the overall supervision of Deputy Commissioner, Poonch, Rahul Yadav, a training session was conducted today to impart practical knowledge of Electronic Voting Machines (EVM) to ROs and AROs.
While speaking on the occasion, the DC informed that the training session was a part of ongoing process of training programmes for the upcoming Municipal and Panchayat elections
He said that the every RO and ARO has an important role in the smooth conduct of elections.
Master Trainer, Vijay Puri gave a detailed and in-depth knowledge of various aspects and process of upcoming Municipal Elections. He informed the concerned officers about different processes involved in Municipal Elections such as public notice, nomination receiving, scrutiny , training of Polling staff , issuing of materials to polling personals , code of conduct and many alike.
The officers present in the training were also informed about the operating and sealing of EVMs besides proper depositing of materials with the District Election Officer.
ADC Basharat Hussain, DyDEO Shashi Bala besides resource person, ROs and AROs were present in the training session.

Jammu, Sept 5: Nearly four months after an army jawan was killed during a scuffle over a land dispute at a village here, the police arrested two persons, including a woman, in connection with the case.

Police said Wednesday they arrested Mohammad Alyas and Zanib Bi from Mendhar yesterday.

Army's Defence Service Corps (DSC) unit jawan Mohammad Matloob was critically injured during the scuffle at Chajjla village on May 5 and he succumbed to injuries at a hospital on May 19, they said.

The Senior Superintendent of Police, Poonch, Rajiv Pandey, had constituted a special team under the supervision of assistant superintendent of police, Anwar-ul Haq, for effecting the arrest of the accused, who were absconding, a police spokesman said.

He said the accused have been booked for murder.

 POONCH, AUGUST 30:   District administration Poonch organized hockey matches as part of the National Sports Day being celebrated across the country to remember hockey legend Padam Bhushan Maj. Dhyan Chand, the other day.
Two matches between girl teams of Sham Lal Sharma Club and Stadium group and boys Stadium Hockey teams Juniors’ and Seniors’ were played. The winners and runner ups were felicitated by the DDC.
District Development Commissioner Rahul Yadav ZPEO S. Narjit Singh, Manager Sports Stadium Poonch Nirdosh Kumar, Retd. DYSO Prem Parkash, Coaches, teachers, Masters of Physical Education and sport persons present on the occasion.
Meanwhile, the DDC, Officials and Players of sports stadium Poonch conveyed their best wishes to Indian Hockey Team for the upcoming Hockey World Cup. The DDC also informed about the Khelo India Programme being hosted by district administration onSeptember 1, 2018. He said the event will witness series of sports competitions at Block level. He said Rural Sports meet and Athletic meet will also be held under Khelo India Programme.



POONCH, AUGUST 30: District Development Commissioner Rahul Yadav reviewed the performance of Health and PHE departments including status of upcoming projects under the twin sectors.
Reviewing health sector, the DDC sought detailed status of projects taken up under district plan, NABARD, BADP District Sector, BADP State Sector, NHM, PMDP, TSP etc.
The meeting was attended by CMO Dr Mumtaz Bhatti, XEN PWD(R&B) Surinder Singh Aandhi, AEEs (R&B) of Mendhar, Mandi and Surankote were present during the meeting.
The DDC stressed upon the Executing Agencies for timely completion of works which involve minor funding.
Meanwhile, the DC took review of projects under PHE sector in a separate meeting attended by XEN Rajinder Sharma and JEs of various areas.
The meeting was informed that against the total requirement of 87 Lakh gallon, the department supplies 70 Lakh gallons.
 The DC directed the concerned officials to check all pumping stations and take measures for augment the existing supply. He also directed the concerned officials to regularize all water connections in Mendhar, Surankote and Poonch city.


POONCH, AUGUST 28: District Development Commissioner, Poonch, Rahul Yadav today took stock of the disbursement of compensation to refugees.
The meeting was attended by Tehsildar, Mohammad Shahzad besides concerned officers and representatives of refugee organizations including Sharanarthi Action Committee and Refugee Vikas Manch.
 The meeting also discussed the issues pertaining to the process of disbursement of Central package for Refugees.
On being apprised of the difficulties in the process of disbursement such as incomplete documents, pending mutations and other issues related to legal heir, the DDC directed the concerned Tehsildar and other concerned officers to resolve these issues.
He asked the representatives of refugee organizations to provide the list of pending documents for further action. The representatives also submitted a memorandum to the DDC raising demand to make the process of disbursement of relief less cumbersome.
