Srinagar, Feb 12: Director General of Police (DGP) S P Vaid has congratulated Central Reserve Police Force (CRPF) for foiling a Fidayeen attack on its camp in the summer capital, Srinagar, on Monday.
“I congratulate the alert CRPF sentry for averting suicidal attack in Karan Nagar, Srinagar. Fortunately two terrorists were holed up and exchange of fire is on,” Dr Vaid wrote on micro-blogging site twitter.
A CRPF constable was killed in a fierce encounter which ensued after alert sentry foiled a fidayeen attack on security force camp in Karan Nagar in Srinagar. Later, two militants were trapped in nearby structure. UNI

Reviews progress on New Qazigund-Banihal Road Tunnel, Banihal-Nashri stretch of highway; Takes stock of winter preparedness at Anantnag, Banihal, Ramban


SRINAGAR/JAMMU, DECEMBER 11: Expressing dismay over the sluggish pace of work on the upgradation of the arduous Banihal-Ramban stretch of Srinagar-Jammu national highway, the Chief Secretary, B B Vyas today asked the executing agency to immediately flag the issues hampering the work so that the same are taken up at the appropriate level.
“We can’t afford to drag-on this key connectivity project endlessly. Enough time has been already lost and there has to be now tangible movement forward on providing all-weather connectivity to Kashmir valley with the rest of the country,” Mr Vyas told the executing agency during his on-the-spot visit of the project site today.
The Chief Secretary travelled from Srinagar to Jammu by road today to personally take stock of the road condition, snow clearance measures, disaster preparedness and progress of upgradation and developmental works of the arterial link enroute. He also took stock of the status of work on the Katra-Banihal rail link project.
The Chief Secretary was accompanied by Home Secretary, R K Goyal, Director General of Police, S P Vaid, Divisional Commissioner Kashmir, Baseer Ahmad Khan, Divisional Commissioner Jammu, Dr Mandeep Bhandari, DC Ramban Tariq Hussain Ganai and other concerned officers.
During his visit, the Chief Secretary took on-the-spot review of the progress of work on 8.45 km long New Qazigund-Banihal road tunnel, Ramban-Nashri & Chenani-Udhampur stretches of the highway, Katra-Banihal rail link and other related connectivity projects.
Regarding, New Qazigund-Banihal road tunnel, the Chief Secretary was informed that 80% work is complete on the tunnel and it would be through for traffic next year, bringing down the travel time between Srinagar and Jammu considerably.
Regarding progress of work on Ramban-Nashri stretch, the Chief Secretary was informed that it involves construction of a bridge near Ramban market and some small tunnels and 35% work stands completed on the project.
Regarding Chenani-Udhampur stretch of the highway, the Chief Secretary was informed that work is going on at full pace and it would be completed within the set timeframe.
The Chief Secretary asked the executing agencies and the concerned coordinating departments to address the bottlenecks, if any, at the earliest so that there is no delay in the execution of the projects. He asked the concerned DCs to directly bring into his notice the issues like forest clearance, land acquisition and other matters were any intervention at the highest level is required to address the same.  
The Chief Secretary asked the concerned agencies to put their men and machinery ready to ensure that no extended disruption is caused in the traffic movement on Srinagar-Jammu highway due to inclement weather conditions.
Earlier during the day, the Chief Secretary took a detailed review of the winter-preparedness and other related arrangements at Anantnag.
The Chief Secretary visited the Mechanical Division Khannabal where he took stock of the preparations made for the snow clearance.
District Development Commissioner Anantnag Mohammad Younis Malik informed the Chief Secretary that 19 functional snow cutters are available in the Mechanical Division Khannabal in addition to other requisite machinery. He said snow cutters and other machines have been deployed at Sangam, Pahalgam, Dooru and Kokernag.
The Chief Secretary was informed that, a 24x7 Control Room has been established at the Mechanical Division Khannabal to press into service men and machinery wherever required.
The Chief Secretary also visited the Civil Defence Lines at Khannabal to review the preparedness of the State Disaster Response Force (SDRF).
He received a brief about the men and machinery available with the SDRF. He called for constituting Tehsil and Village Level Committees to mitigate any natural or man-made disaster.
During his visit to the Joint Control Room (JCR) at District Police Lines, Anantnag, the Chief Secretary asked the Deputy Commissioner to ensure that representatives of all concerned departments remain available at the JCR. He asked the officers to remain in the state of readiness and ensure timely mobilization of men and machinery.

At Jawahar Tunnel, Mr Vyas was informed that 94 shelter sheds have been established where adequate rations and other facilities have been dumped. Besides, health facilities have also been augmented at health centers along the national highway.

Srinagar, Dec 11: Three foreign militants were killed by security forces in an encounter on Monday morning in the frontier district of Kupwara, official sources said.
They said on a tip off about the presence of some militants Army, Special Operation Group (SOG) of Jammu and Kashmir police and paramilitary forces launched a joint search operation at Unsoo, Handwara, in north Kashmir district of Kupwara in the wee hours.
Despite wet weather, security forces sealed all exit point very early in the morning, they said adding when the troops were moving towards a particular area in Unsoo, militants resorted to indiscriminate firing with automatic weapons.
Security forces also retaliated, ensuing a fierce encounter, they said adding exchange of fire was going on when the reports last came in. Three militants were killed in the encounter, they said adding the firing has stopped though search operation continued in the area. 
Director General of Police (DGP) Dr S P Vaid also confirmed the death of three militants in the encounter. Good job by the boys despite raining since last night, he said. UNI

JAMMU, NOVEMBER 21: As a part of the department-wise pre-budget discussions, the Principal Secretary Finance, Navin Kumar Choudhary today discussed the budget proposals of the Home, Law, Election and Parliamentary Affairs Departments with the concerned officers.
Principal Secretary Home R K Goyal, Director General of Police Dr S P Vaid, CEO ShaleenKabra, Secretary Law, Abdul Majid, Director Budget Imtiyaz Ahmad and other senior officers of the concerned Departments were present at the meeting.
The Principal Secretary Finance started department-wise budget discussions here on November 7 in run up to the formulation of the State Budget 2018-19.
Speaking at the meeting the Principal Secretary Finance asked these Departments to ensure judicious and productive use of funds for developmental and other welfare initiatives.

Pertinently, the State Government has started presenting the budget in advance in the month of January to ensure timely release of resources for the developmental initiatives in the State.

Srinagar, Oct 21: As many as 42 personnel of Jammu and Kashmir Police, including Deputy Superintendent of Police (Dy SP), laid down their lives in the line of duty in the state during the past one year, said Director General of Police (DGP) S P Vaid at the Police Commemoration Day Parade here on Saturday. As per official records, 328 security force personnel have been killed from September 2016 to August 2017 in the rest of the country. Meanwhile, 1,622 personnel from Jammu and Kashmir Police have been martyred in the last 28 years in the state during counter-militancy operations and militant attacks. “42 J&K police personnel security forces have laid down their lives while fighting militants in Jammu and Kashmir from September 2015 to August 2016,” DGP S P Vaid said at the Police Commemoration Day Parade here. He said 1622 police personnel -- including one Deputy Inspector General (DIG), one Superintendent of Police (SP), 20 Deputy SPs, 24 Inspectors, 34 Sub Inspectors (SI), 63 Assistant SI, 142 head constables -- were killed in the last 28 years in the state. The DGP said that the sacrifice by DySP Mohammad Ayoub Pandith, SI Feroz Ahmad Dar and the tears of the daughter of ASI Abdul Rashid will never erase from the minds of the people. Pandith was lynched to death by a mob outside historic Jamia Masjid on Shab-e-Qadr. “The police department has made many arrangements to help the families of the martyrs,” he said. Thanking the government for increasing the ex gratia relief to the families of the martyrs, he said it has been increased from Rs 7 lakh to Rs 20 lakh. “The family now gets Rs 43 lakh in total as compared to Rs 27 lakh given earlier,” he said. He applauded the decision of the government to increase the Selection Grade Constable quota from 25 per cent to 50 per cent. “I hope in the coming days various others schemes, including health sector, besides promotions to Head Constables are implemented,” he added. The DGP said this year so far Rs 20 crore has been given to the families of the martyrs of police. “Over 18 crore were given under welfare schemes while 1.07 crore was given as ex gratia relief to the families of the martyrs,” he added. Hopes it would facilitate people’s interface with Police
SRINAGAR, AUGUST 16: Chief Minister, Mehbooba Mufti launched the citizen’s portal of the Crime Branch of J&K Police here today.
Congratulating the J&K Police for launching the portal, the Chief Minister hoped that it would bring in lot of ease to people in their relations with the Police in terms of lodging a complaint, seeking employee verification or tracking the status of a case.
Mehbooba Mufti hoped that other Departments would also follow the suit and incorporate these citizen friendly interventions in their services. She said recently she also launched a similar portal of State Pollution Control Board which would also help in minimising delays and corruption in rendering their services.
Earlier briefing the Chief Minister, Director General of Police, Dr. S. P. Vaid said the launch of the portal would facilitate citizen interface with the Police. He hoped the launch of the portal would help in crime detection, busting interstate gangs and provide people requisite information for which they would not have to travel down to Police Stations.
Chief Secretary, B. B. Vyas; Principal Secretary, Home, R. K. Goyal and other senior officers of civil administration and Police were present on the occasion.

Srinagar, Jul 27 :  Director General of Police (DGP), Jammu and Kashmir, Dr S P Vaid today reiterated his appeal to the people to maintain peace as it was necessary for the development and prosperity of the state. In his fresh appeal today on a television channel, Dr Vaid said people should work for the development and prosperity of the state, which was not possible without peace and normalcy. “Kashmir is a land of Sufis and saints and do not allow this heaven on earth to become hell,” he said, adding that people are peace loving and devoted. The DGP said police has already launched a war against drug menace in the state. Union Home Minister Rajnath Singh has sanctioned Rs 5.5 crore for construction of drug-de-addiction centres in Srinagar. The state government has allotted a piece of land in Eidgah area of the city where the centre would be constructed, the DGP said. Dr Vaid said the de-addiction centre, which was set up in Police Control Room (PCR), Srinagar has saved the lives of scores of people, including youths who were drug addicts. The centre is functioning normally, he said. "We have just 15 beds there and we need more," he said, adding, "because of financial constraint we could not expand it. Now a full-fledged centre will come up in Eidgah area." He said similar centres has also been set up in Jammu and Anantnag and Baramulla where people are being helped and treated. However, he said it was the responsibility of the health department to set up the drug de-addiction centres in the state. "We are trying to help people with funds," Dr Vaid said, adding, "We have to pay doctors and others." During a function at Baramulla in north Kashmir yesterday, Dr Vaid reiterated that police will continue to fight against the drugs and law breaking elements. Referring to the recent successes of the police in recovering around 80 Kgs of heroine in Baramulla and Poonch, the DGP said all out war against the drug peddlers and the people involved in this nefarious trade will be taken to logical conclusion. He said situation was much better than what it was nine months ago as people are not supporting militancy and want peace in the state. While referring to the work and functioning of the police in north Kashmir Range, Dr Vaid expressed his satisfaction and said that during the past few months police has shown excellent results on various fronts, including war against drugs, disposal of crime and day to day policing. He said,''More than 60 youths, who had joined militant ranks, have been weaned away and by this we have saved not only their lives but their families too.'' Advising the Jawans and officers to improve their soft skills, the DGP exhorted upon the policemen to be firm with the erring persons and law breakers and be polite with the law abiding citizens. Lays wreaths, offers Fateaha; Says strengthening democracy, tolerance best homage to them



SRINAGAR, JULY 13: Chief Minister, Mehbooba Mufti today led the people of the State in remembering the Martyrs of 1931.
Early in the morning, the Chief Minister reached Mazar- e-Shohada at Hazrat Naqshband Sahib (RA) at Khawaja Bazar and paid floral wreaths on the mausoleum of the martyrs of 1931 who laid down their lives against autocracy and suppression. These sacrifices led to the dawn of freedom in the State which saw the evolution of a democratic and egalitarian system.
Several Ministers; legislators; Chief Secretary, B. B. Vyas; Director General of Police, Dr. S. P. Vaid; senior officers; representatives of political and social organisations and people in large numbers joined the Chief Minister in paying homage to the Martyrs. A joint fateaha was also offered on the occasion.
A contingent of J&K Police posted the bugle and presented the ceremonial guard of honour to the martyrs.
Earlier, the Chief Minister visited the shrine of Hazrat Bahau’din Naqshband (R.A.) and paid her obeisance. She also prayed for peace, prosperity and development in the State.
Later, interacting with media persons on the sidelines of the ceremony, Mehbooba Mufti said the best way to remember the sacrifices of these martyrs is that the people of the State work together in strengthening the democratic, secular and tolerant system in the State which was set up after huge sacrifices and struggles by our forefathers.

The Chief Minister hoped the clouds of uncertainty and violence would soon give way to reconciliation, peace and mutual trust. She said it was satisfying that the people of the State, cutting across the ideological divide, were unequivocal in condemning the dastardly act of violence against Amarnath Yatris.
