SRINAGAR, JUNE 06: Minister for Revenue Ghulam Nabi Lone Hanjura and Minister for Food, Civil Supplies and Consumer Affairs (FCS&CA) Mohammad Ashraf Mir today jointly laid the foundation stone of community hall at Chandpora Harwan.
The community hall will be constructed by Custodian Department at an estimated cost of Rs 1 crore and would be completed within one year.
Commissioner Secretary Revenue Shahid Anayatullah, District Development Commissioner Srinagar Syed Abid Rashid, Custodian General, Aijaz Ahmad Bhat, and senior Revenue officers were present on the occasion.
Speaking on the occasion, Hanjura said that Government is working to usher a new dawn of development in the state. He also said that infrastructure creation is one of the major components for giving a boost to development in the State.
He assured the people of the area that Government has conceived plan for major infrastructure development in different sectors like health, education, tourism and road network to restore the historical glory of the area.
The Minister asked the officers to ensure greater transparency while rendering services to the people and work with added zeal and zest. He said the people living in far-flung areas need a special attention and steps need to be taken to provide all services to them at their doorsteps.
Hanjura said that department is planning to construct these type of community centres in every corner of the state so that people get maximum benefit out of these centres.  
Speaking on the occasion, Ashraf Mir asked the people to come forward and avail the benefits of different pro-worker schemes of government.
Mir appreciated the Revenue Department for constructing the community hall in the constituency.  He said that the infrastructural development would provide multiple facilities to people at their doorsteps.

Asks for making disposal of cases time bound
JAMMU, MAY 22: Minister for Revenue, Ghulam Nabi Lone Hanjura today asked the authorities to beef up monitoring mechanism as it is imperative to achieve transparency and accountability in working of the Department.
He was speaking at a high-level meeting chaired to review the physical and financial achievements of revenue department in Jammu division in presence of   Minister of State for Revenue Shakti Raj Parihar, here today.
Financial Commissioner Asgar Samoon, Commissioner Secretary Revenue Shahid Anayatullah, Divisional Commissioner, Jammu Hemant Kumar sharma, DC Jammu, K Rajiv Ranjan, DC Samba Rajinder Singh Tara, DC Rajouri Shahid Iqbal Chowdhary, DC Reasi Prasanna Ramaswamy G, DC Poonch Mohammad Aijaz, DC Udhampur Ravinder Kumar, DC Ramban T.H Ganai, DC Kishtwar Angrez Singh Rana, DC Doda Bhawani Rakwal and other senior officers of the department were present in the meeting. 
The Minister asked the officers to expedite the process of scanning and digitization of revenue records including mutations, maps and integrated textual spatial data, jamabandi, girdawari and settlement records.
Lone also instructed to hold regular monthly meeting of revenue officers to review the progress of public delivery. The Minister stressed upon the revenue officers to conduct regular field visits in their respective areas to listen to revenue related issues of people and their on-spot redressal.
To make disposal time bound, Lone directed the officers to hold revenue courts twice in a week so that people could get timely justice.  He also directed to clear all the pending Mutations within one month. 
The Minister directed for early retrieval of state land from the encroachers and asked the officers to fence the reclaimed land. He said that encroachment is a serious issue and asked for preparing a quarterly report on evacuated land by DCs and also instructed to reflect the same on APRs of revenue officers.
Meanwhile, Lone   instructed the officers to complete the DPC of Patwaris within one month.  He also asked to expedite the procedure to make recruitment against the vacant posts in revenue department. He further asked for organizing training courses for revenue officers to keep them updated so that they can perform their duties in effective manner.

SRINAGAR, MAY 17: Minister for Revenue, Ghulam Nabi Lone Hanjura, today directed custodian department to initiate legal action against encroachers of government land.
The Minister said this while chairing a meeting convened to review the functioning of the Custodian Department here.
          The meeting was attended by Commissioner Secretary Revenue, Custodian General, Custodian Kashmir, Custodian Jammu, Director Finance Revenue and all the Deputy Custodians of the department.  
During the meeting, the Minister also directed that a special drive is initiated to remove the encroachments on the custodian land. 
The Minister asked Custodian Department officers to improve work culture so that evacuee property is safeguarded and put to productive use across the State.
The Minister sought details on various functions carried out by the Evacuee Department, adding that any violation or deviation from rules would not be tolerated.
Hanjura asked authorities to implement all departmental acts in letter and spirit to protect the Custodian property.
In order to streamline the functioning of the Evacuees Department, the Minister directed the officers/officials of the Department to work with added zeal and dedication to improve the functioning of the Department.
The Minister said no laxity would be tolerated with regard to the safeguarding of evacuee property. The custodian officials were directed to submit monthly statements of the property including the retrieved land.
 Stressing on the need for a paradigm shift from being the custodian of land to development of productive assets which will fetch revenue to the Department, the Minister directed the concerned officers to explore the possibility of creating state-of-the-art public utilities on custodian land in the State.
The Minister also urged for regular assessment of the evacuee property to ensure proper revenue realization to ensure complete transparency in the functioning of the Department.
 Earlier, the Minister received brief on the status of various properties being administered and managed by the Evacuee Department including over 14 Lakh Kanals of Land in Jammu Division and over 58000 Kanals of land in Kashmir Division besides houses, shops, flats, orchards and other properties administered in both divisions.

Says such efforts essential to plug communication gaps in information dispensation to farmers

JAMMU, APRIL 25: Minister for Agriculture Ghulam Nabi Lone Hanjura released the 'Farmers Friendly Handbook' for schemes and programmes at a function organised by Agriculture Department here today.
Vice Chairman Kisan Advisory Board Daljit Singh Chib, VC SKUAST Jammu Dr P.K Sharma, Secretary Agriculture Showkat Ahmad Beigh, Director Agriculture HK Razdan, Director Command Area Development, President Dogri Sanstha Jammu Prof. Lalit Mangotra, HoD Urdu, Jammu Dr Liaqat Zafri, Dr JavedRahi and Professor Nirmal Vinod besides other officers from allied departments and progressive farmers were present on the occasion.
The Handbook has been released in two languages - Urdu and Dogri for better dissemination of agro information to farmers.
Pertinently, the publication of booklet of programmes and schemes in native languages will facilitate handy information and awareness among farmers about the guidelines, norms and pattern of assistance under Centrally Sponsored Flagship Schemes namely Pradhan Mantri FasalBima Yojana (PMFBY), Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and Soil Health Cards Scheme (SHC) etc.
The handbook will also provide information regarding marketing schemes, Paramparagat Krishi Vikas Yojana (PKVY), Cultivation of Fruits, Vegetables, Mushrooms, Flowers and bee-keeping to increase farmer’s income, Seed Production Technology, Agriculture Mechanisation, Agriculture Extension and Training, Agriculture Credit, Plant Protection etc.                                                                                                   
Hanjura commending the department on launching these handbooks in Dogri and Urdu said that this initiative has been long awaited and comes at an opportune time to give impetus to efforts towards doubling the farmers’ income by 2022.
“Reaching out to farmers in their respective mother/regional languages shall have far reaching implications and shall benefit the farmers by increasing their understanding of various schemes of central and state government for welfare of farming community of our state” the Minister said. Understanding of the schemes both by the farmers and implementing agencies shall also help in maintaining check and balances, he added.
The Minister congratulated the team responsible for successfully executing this task and asked the department to organize mega awareness camps and ensure that the books and the relevant information reach every Panchayat and every farmer.
Vice Chairman Kisan Advisory Board, appreciating this initiative, said that these Handbooks in native languages will increase the reach of information dispensation besides lead to wider penetration of scheme details at ground level. He also appreciated Minister for his visionary approach towards development of this sector in the state.
VC SKUAST-J said that these Handbooks will help farmers better understand and take benefits from various centrally and state sponsored schemes launched for their development. He stressed for putting special efforts towards further developing irrigation facilities, especially in far off areas besides extensive marketing efforts for achieving the goal of doubling farmers’ income by 2022.
The progressive farmers also shared their experiences and gave valuable suggestions for further development of farmers at ground level. They expressed appreciation for releasing the farmers' Handbook in local languages.

JAMMU, APRIL 24: The government is prioritizing agriculture sector so that Prime Minister’s vision of doubling farmers’ income by 2022 can be materialized, stated Minister for Agriculture Production, Gulam Nabi Lone Hanjura while chairing a meeting held to review the functioning of Krishi Vigyan Kendras (KVKs).
Vice Chancellor SKUAST-J, Pardeep Sharma, Secretary APD, Shoukat Ahmad Beigh, Director Extension KS Risam, Director Planing SKUAST-J Deepak Kher besides other senior officers of the concerned departments were present in the meeting.
The Minister reviewed the progress achieved by Kishtwar, Ramban and Udhampur Krishi Vigyan Kendras. He directed VC SKUAST-J to submit a proposal to Agriculture Production Department for land compensation in Dalwas Ramban. He also said that a site selection committee should visit Marta Ramnagar and Nagseni Kishtwar for assessing the problems in establishment of KVK at the said places.
The Minister also directed the concerned officers to submit a proposal under RKVY to Mission Director RKVY in a time bound manner and reflect their actual requirements of funds. He directed for establishment of demonstration units of vermin composite in KVKs so that the farmers can be benefitted from the schemes of Agriculture department.
It was informed in the meeting that an amount of Rs.9.5 crore will be spent for various works of SKUAST-J besides construction of PG Hostel for girls at the estimated cost of Rs.6.81 crore at main campus of SKUAST-J in Chatha.

“Progressive farmers will be awarded”

JAMMU, APRIL 10: Minister for Agriculture Ghulam Nabi Lone Hanjura today said that agricultural department is preparing a contingency plan to deal with any drought like situation that might arise in the State.
The Minister was speaking during a meeting convened to take a comprehensive review of progress on various centrally and State sponsored schemes being implemented by the Agriculture Department.
The meeting was attended by Secretary Agriculture Production Department, Showkat Ahmad Beigh, DG Sriculture Mir Tariq Ali, Director Agriculture, Kashmir Altaf Aijaz Andrabi, MD Agro Rakesh Khajuria, OSD of Agriculture Minister, Ghulam Nabi Bhat, Joint Director Agriculture Jammu and other other concerned officers of the department.
On the occasion, the Minister was informed about Department’s expenditure and achievements with regard to various schemes including Rashtriya Krishi VikasYojna, ATMA, PMKSY, NFSM, progress on the work under Saffron Mission and other ongoing projects under Command Area Development.
Hanjura directed the concerned officers to increase expenditure level under all schemes and ensure targets are achieved within the set timeframe. He said that the timely expenditure of various funds will lead to overall welfare of the people whose livelihood depends on Agriculture and allied sectors.
Stressing on the need to involve youth in Agricultural practices, he said the involvement of youth coupled with latest practices will help them earn their livelihood. He asked the officers to lay special thrust on Apiculture, Mushroom growing and Integrated Farming in the State which can provide employment avenues to the youth.
Hanjura on the occasion said that those progressive farmers would be awarded who will show outstanding performance in the agriculture and its allied sectors. He directed the officers to prepare a list of such farmers.
The Minister also directed for timely distribution of seeds and fertilizers among the farmers. He said Government is making all-out efforts for sustained growth of agriculture sector, adding that introducing several innovative measures will enable farmers to get maximum returns from their land.
The Minister also reviewed various schemes under sericulture sector. During the meeting, the Minister issued the directions for ensuring cent percent expenditure of allotted funds and optimally achieving the set targets.

Minister reviews status of outstanding land compensation, rent amount with various Deptts


JAMMU, APRIL 05: Minister for Revenue, Hajj & Auqaf and Parliamentary Affairs, Abdul Rehman Veeri has directed the Evacuee Property and Auqaf Department to take serious efforts for realizing the all pending rent amount and payment against its land acquired by various government department and agencies. The Minister has also asked all Land Collectors to look into all these cases and release the said payments at the earliest besides asked Administrators Auqaf to follow the cases on regular basis.
The Minister gave these directions while chairing a high-level meeting with senior officers to review the status of outstanding on account of rentals/land compensation against various departments in respect of EP and Auqaf department.
Minister for Agriculture Production, Ghulam Nabi Lone Hanjura was also present in the meeting.
Principal Secretary Home, Raj Kumar Goyal, Commissioner Secretary Revenue, Shahid Inaytullah, Custodian General J&K Ajaz Ahmad Bhat, Director Agriculture Jammu, H K Razdan, Special Officer Auqaf Raj Mohammad, ACRs, officers of Evacuee Property Department, Auqaf Administrators and concerned department attended the meeting.
During the meeting, Custodian General J&K briefed the meeting about the outstanding on account of rentals against various government departments including Police, Estates, Health, Education, Agriculture, Sheep Husbandry, Public Works, Defence and other centre government agencies.
After having deliberate discussions on the issue department wise, the Minister asked all the officers representing their department to look into the issue and take steps to release the outstanding dues at the earliest.
Veeri asked Custodian General to reconcile the data and to share it with all concerned departments so that process is initiated for payment.
“All the long pending cases in which rent against land/structures has not been provided by the government departments needs to be taken up at higher level for redressal”, the Minister said adding that such cases should be first taken up with Commissioner Secretary Revenue so that can be discussed at the Administrative Secretaries level.
While discussing the rental arrangement for the EP land being utilized by the Agriculture department, Minister for Agriculture, Ghulam Nabi Lone Hanjura asked the EP department to reconsider the revised rates as they are considerably higher than the earlier rates.
The meeting was also informed that as per the decision of Chief Minister, a Committee has to be constituted to work out the modalities to clear all the pending liabilities including of Agriculture department.
It was informed that till the Committee come up with its recommendations; Agriculture department will pay the basic rent to EP department.
With regard to issues of land presently under possession of defence agencies, the Minister asked Principal Secretary Home, Raj Kumar Goyal to take up the matter with Director Estates, Defence so that pending rent/other issues are resolved in timely manner.
Besides, the status of payment against land compensation cases of Evacuee Property department was also discussed briefly during the meeting. The Custodian General apprised the meeting about the details of the EP land acquired by government departments/agencies for development projects and their payment status district wise.
The Minister directed Land Collectors to prepare the cases and release all pending payments soon to the EP department.
Meanwhile, the Minister also reviewed the status of Auqaf land acquired by various government departments in the state. Special Officer Auqaf, Raj Mohammad made a detailed presentation during the meeting and informed the Minister about department wise possession of Auqaf Land.
Veeri asked the Auqaf Administrators who acts as field functionaries for the department to take up the issue with concerned departments and follow the cases regularly. He asked the Special Officer Auqaf to provide details of the long pending cases to Commissioner Secretary Revenue for their timely redressal.
The Minister also asked for completing necessary documentation/ legal process where the land is acquired by the departments but payment against such land has not been provided yet to Auqaf department.
Addressing the Evacuee Property and Auqaf department officers, the Minister stressed for maintaining the updated record so that departmental land is monitored properly and be saved from getting encroached.
“It is the responsibility of officers especially the field functionaries to update the land record and seriously follow the cases where payment has not been received against land acquisition by other departments to carry out people welfare and other projects”, the Minister maintained.
Veeri further asked the officers to follow the set procedure for land acquisition process so that payment is made against the land before it is handed over to the indenting department.

Inaugurates Kisan Mela at Doda, conducts field visit at Bhaderwah 
DODA, MARCH 27: Minister for Agriculture, Ghulam Nabi Lone Hanjura today concluded three day tour of Chenab valley including Ramban, Doda and Kishtwar areas wherein he took stock of various activities being carried out by Agriculture, Sericulture and Command Area Development (CAD) departments in the region.
During his tour, the Minister inspected various developmental works  undertaken under various sectors and interacted with the locals to take their input on ways to further improve the functioning of these departments at ground level.
The Minister asked officers of Agriculture and its allied departments to put in their best efforts so that maximum benefit can be effectively extended to and availed by people under various Centrally Sponsored and State Sector schemes.
On the last day of his tour, the Minister inaugurated Kisan Mela cum Agricultural Exhibition at Doda and conducted field visit at Bhaderwah.
MLA Doda Shakti Raj Parihar, Deputy Commissioner Doda, Director Agriculture Jammu, senior officers of Agriculture, Sericulture, Command Area and other departments besides farmers of the area were present on the occasion.
At the Kisan mela, various departments established their stalls and displayed their products. The representatives from Animal Husbandry, Sheep Husbandry, Fisheries, Horticulture, Agriculture, Sericulture, Handicraft, Handloom and Social Welfare departments interacted with youth and informed them about various Government schemes available for the public and detailed their benefits for the locals.
The Minister while speaking on the occasion, said that by launching massive awareness about these schemes and programmes at district, block and panchayat levels, farmers are switching over to new farm machinery, hybrid seeds, organic farming and other agriculture inputs which is leading to increase in productivity.
The Minister highlighted various pro farmer initiatives taken by the Government in agriculture and allied sectors. He also gave a detailed brief about benefits that can be availed under recently launched social security schemes by the State and central Governments.
Several deputations also met the Minister at Baderwah and apprised him of their problems. The Minister gave them a patient hearing and assured that their genuine demands shall be considered on priority. The Minister, in some cases, also gave on spot directions to the concerned for immediate redressal.
Later, the Minister also convened a meeting with officers of Agriculture Department at Kishtwar and reviewed overall performance of the department.

Hanjura, Ganga inaugurate Kisan Mela at Samba
SAMBA, MARCH 19: Minister for Agriculture, Ghulam Nabi Lone Hanjura, today exhorted upon department officers to intensify facilitating efforts for welfare of farming community and work in targeted mode to achieve doubling of farmer’s income by year 2022.
The Minister said this after jointly inaugurating the One day Exhibition cum Kisan Mela here today with Minister for Industries and Commerce Chander Prakash Ganga.
The Exhibition cum Kissan Mela was organized by the agriculture department Samba under “Support to State Extension Reforms Mission on Agriculture Extension’’ (ATMA) with the active participation of agriculture and other allied departments. The mela saw participation by more than 1000 farmers.
Stressing on the importance of such events, Hanjura said that these events play a major role in sensitizing farmers about new technologies, high yielding variety of seeds and other innovations being introduced in the sector besides providing better market exposure to the agriculture produce of the state.
The Minister said the government is making all efforts for sustained growth of agriculture sector by introducing several innovative measures to enable farmers to get maximum returns from their land.
Hanjura stressed upon the officers to ensure effective implementation of Government sponsored schemes meant for socio-economic transformation of farmer’s community. “This will help in achieving the target of doubling the income of farmers by 2022”, he asserted.
He maintained that agricultural marketing reforms are being worked out and stress is being laid on farmer-producer organizations for value addition and increasing farmer’s income.
 The Minster asserted that more such Melas would be organized at block and panchayat level to apprise the farmers about latest techniques being used in farming sector.
Minister for Industries and Commerce Chander Parkash Ganga, addressing the gathering praised the department for organizing the mela in Samba. He said that these initiatives will help the farming community to get aware about the new agri technology that s available at their door step.
He asked the institutions like SUKAST to ensure that the farmers are consistently apprised on new researches, technologies being developed by state agriculture scientists, so that they can utilize these in their farms and increase their productivity.

Says keen to make J&K state self-sufficient in agriculture
NEW DELHI, MARCH 17: Minister for Agriculture, Ghulam Nabi Hanjura today visited the Krishi Unnati Kissan Mela held in New Delhi.
The Kisan Mela themed “Doubling Farmer’s income by 2022” was organized by the Ministry of Agriculture and Farmer’s Welfare was attended a number of progressive Farmers from across the state.
Minister said the aim of organising such Melas is to sensitize the farmers about new technology and high yielding variety of seeds being introduced in the agriculture to increase productivity and to facilitate the marketing exposure to the agriculture produce of the state thereby increasing the income of farmers. 
He said it is for the first time that J&K has been represented at such high level and also for the first-time niche products like black cumin and red rice were introduced on a higher scale. 
The Minister said that they are planning to introduce technologies like Govardan wherein Biogas would be used to generate power to be used by farmers in fields. 
Hanjura said the introduction of new technologies is to make the life of a farmer easy. He maintained that agricultural marketing reforms are being worked out and stress is laid on farmer-producer organisations for value addition and increasing income. 
He said farmer-producer organisations and setting up of Krishi Vighyan Kendra's like one going to be setup in Kargil would go a long way in increasing the income of the farming community. 
The Minister said more such Melas should be organised to acquaint the farmers about the latest techniques being used in farming sector and reiterated that such events opens a pathway for farmers to get information about scientific knowledge, modern technology and productivity. 
The Minister said he is keen to make the J&K state self-sufficient in agriculture by introduction of latest technologies.
