DODA, JULY 17: District Development Commissioner, Simrandeep Singh today reviewed the arrangements for Independence Day celebrations here at a meeting of district officers.  
The meeting decided that the main function will be held at Sports stadium where the VIP shall unfurl the National Flag and take salute of the March Past contingents drawn from belt forces and school students.
Various committees were constituted by the Deputy Commissioner for monitoring necessary arrangements for the celebrations. He exhorted upon the concerned agencies to ensure that the arrangements are put in place well in time for smooth conduct of the Day.
As per the past practice, the Day will start with the playing of Shehnai Vadan by District Information Centre.
After the flag hoisting and parade ceremony, cultural items on patriotic and national themes shall be presented by the students of the government and private schools. It was also decided that rehearsals would start at Sports stadium from Aug 7 onwards and conclude with the full-dress rehearsal on Aug 13, 2018.
Other arrangements pertaining to security, sanitation, sitting arrangements, power supply and traffic management were also reviewed in the meeting.
The DDC directed PHE and PDD to ensure availability of drinking water and uninterrupted power supply on the National Day as well as on all the rehearsal days. The Health department was asked to make available sufficient number of doctors along with an ambulance and medicines at the venue.
Directions were also passed on to Municipal committee to intensify the sanitation drive in the city and the main venue as well. The DC directed JKPCC to make the toilets fully functional at the Sports stadium.
The Meeting was attended by ADDC Mohammad Hanief Malik, ADC Pawan Kumar Parihar, SSP Shabir Ahmed, ACR Tariq Hussain Naik, besides other district and sectoral officers.

BARAMULLA, JUNE 06: Deputy Commissioner Baramulla Dr Nasir Ahmad Naqash today conducted an extensive tour to various areas of the district to assess the damages to crops especially horticultural produce due to recent hailstorms.
The DC was accompanied by Assistant Commissioner Revenue Bashir Ahmad Bhat, concerned SDMs, Chief Horticulture Officer, officers from agriculture and other allied sectors besides representatives from concerned departments.
On the occasion, the DC visited various areas including Nehalpora, Shouch Palpora, Dangerpora, Wanigam, Kreeri, Wagoora and other affected places wherein he was briefed that about 50% of the total production has been severely affected. He issued on spot directions to the concerned to thoroughly assess the losses so that proper compensation is provided to the affected.
Meanwhile, the DC met several deputations who apprised him of post hailstorm scenario. He assured them that proper compensation will be provided to the affected adding that he will take up the matter with higher authorities on priority.

KATHUA, MAY 28: Minister for Forests, Environment and Ecology, Rajiv Jasrotia today visited border villages of Hiranagar of Kathua district to take stock of the damage caused due to cross border firing.
He visited the border villages of Manyari, Londi, Chan Khatrian and Boobia and also interacted with the border dwellers. Jasrotia listened to their problems patiently and assured them all necessary help from the government and directed civil administration and police to be vigilant for ensuring safety of the people. He also directed DC Kathua to submit a report of the affected families so that the relief under norms could be disbursed among them.
To minimize losses during cross border firing, the Minister said that Border Bhawan with all the facilities at safe locations, compensation/relief and other benefits at par with LoC and redressal of their grievances beside security of border dwellers is Government`s top most priority.      
The Minister directed DC Kathua to identify a land at safer location for the construction of permanent structure so that the building with all the facilities can be used during emergency.
The Minister was accompanied by MLA Hiranagar, Kuldeep Raj, DC Kathua Rohit Khajuria, Tehsildar Hiranagar, DySP HQ, SDPO Border and other officers of civil administration.

JAMMU, MAY 23: Deputy Commissioner Jammu Kumar Rajeev Ranjan, today visited firing affected border villages and took stock of damages.
Accompanied by CMO, SDM R.S Pura, a team of doctors of Animal Husbandry Department and officers of various departments, the DC visited villages in Arnia, Suchetgarh and R.S Pura to assess the damage to property and livestock. He also discussed and issued instructions to the local officers to make all possible arrangements to provide essential services to the people lodged in temporary camps established by the administration.
Meanwhile, border residents presented various demands to which the DDC assured to take necessary steps.
The DC appealed the people to maintain peace and amity and cooperate with the security agencies, civil administration which is taking adequate steps for ensuring their safety. He further directed Numberdars/Chowkidars to actively participate in relief and rescue measures at the times of evacuation.
The DC also inspected 7 lodgement centres in tehsil Bishnah, RS Pura and expressed satisfaction over the boarding and lodging facilities kept available there.  He further directed to make available first aid kits in camps. Directions were also issued to appoint Nodal officer from Health, PHE and PDD to monitor overall functioning of camps.

Reviews implementation of social security schemes in the district
KUPWARA, MAY 22: District Development Commissioner Kupwara, Khalid Jahangir, today convened a meeting under the Aspirational Districts programme to review the implementation of social security schemes in the district.
The meeting was attended by Chief Planning Officer, Chief Medical officer, Social Welfare Officer, District Lead Bank Manager, District Mass Education Information Officer, BMOs, CDPOs, BDOs and other concerned.
The DC instructed the concerned officers to enhance their efforts for time-bound and successful achievement of targets under various social security schemes, including Pradhan Mantri Jeevan Jyoti Yojana, Pradhan Mantri Suraksha Bima Yojana and Atal Pension Yojana, in the district.
He instructed for coordination and cooperation between the concerned departments for achieving true financial inclusion and empowerment of people in the district. He instructed for constituting a group with an officer designated as nodal officer to monitor all efforts made in this regard.
The DC said that as an aspirational district with dynamic nature of indices Kupwara should achieve all targets as set under the programme and thereby lead to better standards of living for its people.
The Aspirational Districts programme launched by the Prime Minister in January this year involves convergence (of central and state schemes), collaboration (of central, state level ‘Prabhari’ officers and district collectors) and competition among districts driven by a mass movement. It aims to quickly and effectively transform districts.

Asks for making disposal of cases time bound
JAMMU, MAY 22: Minister for Revenue, Ghulam Nabi Lone Hanjura today asked the authorities to beef up monitoring mechanism as it is imperative to achieve transparency and accountability in working of the Department.
He was speaking at a high-level meeting chaired to review the physical and financial achievements of revenue department in Jammu division in presence of   Minister of State for Revenue Shakti Raj Parihar, here today.
Financial Commissioner Asgar Samoon, Commissioner Secretary Revenue Shahid Anayatullah, Divisional Commissioner, Jammu Hemant Kumar sharma, DC Jammu, K Rajiv Ranjan, DC Samba Rajinder Singh Tara, DC Rajouri Shahid Iqbal Chowdhary, DC Reasi Prasanna Ramaswamy G, DC Poonch Mohammad Aijaz, DC Udhampur Ravinder Kumar, DC Ramban T.H Ganai, DC Kishtwar Angrez Singh Rana, DC Doda Bhawani Rakwal and other senior officers of the department were present in the meeting. 
The Minister asked the officers to expedite the process of scanning and digitization of revenue records including mutations, maps and integrated textual spatial data, jamabandi, girdawari and settlement records.
Lone also instructed to hold regular monthly meeting of revenue officers to review the progress of public delivery. The Minister stressed upon the revenue officers to conduct regular field visits in their respective areas to listen to revenue related issues of people and their on-spot redressal.
To make disposal time bound, Lone directed the officers to hold revenue courts twice in a week so that people could get timely justice.  He also directed to clear all the pending Mutations within one month. 
The Minister directed for early retrieval of state land from the encroachers and asked the officers to fence the reclaimed land. He said that encroachment is a serious issue and asked for preparing a quarterly report on evacuated land by DCs and also instructed to reflect the same on APRs of revenue officers.
Meanwhile, Lone   instructed the officers to complete the DPC of Patwaris within one month.  He also asked to expedite the procedure to make recruitment against the vacant posts in revenue department. He further asked for organizing training courses for revenue officers to keep them updated so that they can perform their duties in effective manner.

Directs swift evacuation, better treatment of injured
SRINAGAR, MAY 18: Minister for Disaster Management, Relief Rehabilitation and Reconstruction, Javaid Mustafa Mir, today expressed grief over the killing of five people including an Army Jawan in cross-border firing in RS Pura sector.
The Minister directed concerned Deputy Commissioners (DCs) of border areas to reach out to the people in shelling-hit areas for effective rescue and medicare facilities.
He called upon the district administration Jammu for early evacuation and shifting of injured to hospitals, besides also keep the availability of ambulances in place to meet any exigency.
He said the district administration has established shelters for evacuees and bulletproof vehicles are being used for the evacuation process.
The Minister further directed the concerned to ensure that proper medical facilities are provided to the people injured in the shelling and also directed to relocate the left-out populace to safe places in case of any eventuality.
“The government is in touch with the district administration and is monitoring the situation, while as medical heads and other staff has been directed to be available round-the-clock for better treatment of injured”, the Minister added.

  LEH, MAY 2: Deputy Commissioner (DC) Leh Avny Lavasa flagged off a group of 23 medical aspirant students including 18 girls and five boys for Jammu to give the NEET Medical entrance exam from Leh District Library yesterday.
          The students are accompanied by Senior Librarian Lobzang Sushil.
Speaking on the occasion, DC said that the objective of this step is to give an opportunity to students with a poor financial background to appear in medical and other entrance exams held outside Ladakh. He added, the move also provides such students self-learning experience through exposure, long distance travelling, visiting new places and a better understanding of such exam patterns. 
          Addressing the students, DC urged upon students to make the best use of this opportunity by taking it seriously to gain maximum knowledge and experience.         She stressed that the experience will help them have a holistic approach to life and wished them best of luck.
          DC also appreciated JD Education Tashi Dolma and Sr. Librarian Lobzang Sushil for having come up with the proposal of sending medical aspirant students to Jammu.

          BUDGAM, MAY 2: Deputy Commissioner Budgam, Mohammad Harun Malik today inaugurated a daylong awareness cum screening camp about National Programme for Prevention and Control of Cancer, Diabetes, CVDs and Strokes here at DC office Budgam.
 Additional Deputy Commissioner Budgam, Mohammad Farooq Dar, Chief Medical Officer Dr GM Dar Medical Superintendent District Hospital Budgam Dr Deeba also attended the programme.
On the occasion, District NCD Cell Budgam held a free medical camp, where doctors checked scores of patients and provided free medicines to them.
 CMO Budgam, Dr GM Dar said that the programme has been recently started in the district. He said there are two cells, one working at district hospital Budgam and another at Sub-District hospital Chadoora with requisite staff under this programme.
           CMO said that the aim of the today’s awareness camp is to spread awareness and screening of people regarding non-communicable and old age diseases, so that people can change their lifestyle and the elements of BP, diabetes and CVDs and are diagnosed and rechecked to be treated earliest to decrease the death due to these diseases.
 He said that such programmes would be organized in every part of the district to take the campaign and related health services to people at their doorsteps.

Srinagar, Dec 5: A self-styled Divisional Commander (DC) was among three militants of Lashkar-e-Toiba (LeT) killed in a fierce encounter with security forces which ensued on Monday afternoon when an Army convoy was attacked on the Srinagar-Jammu national highway in Kulgam district.
A militant in an injured condition was also arrested during the encounter, Director General of Police (DGP) Dr S P Vaid said on Tuesday morning.
A soldier was also martyred while two others besides two civilians were injured in the encounter.
Giving details about the encounter, official sources said that an Army convoy on way to Srinagar from Jammu was attacked by militants at Bongam, Kulgam, on the highway Monday afternoon. Three soldiers were injured in the initial attack, they said, adding that the militants later fled away and entered a nearby house.
Security forces immediately cordoned off the entire area to foil any attempt by militants to escape, they said, adding that when militants were asked to surrender, they continued heavy firing from inside the house.
Sources said the house was later blasted after the militants refused to surrender and continued firing with automatic weapons.
Describing the killing of militants a great success, the DGP congratulated security forces involved in the operation.
He said three militants were killed and another was captured alive in an injured condition who was shifted to hospital. This is the third time security forces arrested a militant in an injured condition and admitted him to hospital in Kashmir.
Dr Vaid said the slain militants were identified as Furkan, Abu Maviya, both foreigners, and a local Yawar.

SRINAGAR, NOVEMBER 24: Deputy Commissioner Srinagar, Dr. Syed Abid Rashid Shah, today convened a meeting to discuss measures for traffic decongestion in the City Centre.
SP Traffic City, VC Srinagar Development Authority besides senior officers from Police and SMC attended the meeting.
During the meeting, the DC sought suggestions to improve the traffic flow and discussed measures that can be taken to ensure sustainable decongestion of the city centre.
The meeting also discussed the need for creating more parking spaces in the City centre.
It was said that possibilities will be explored for a parking space at the erstwhile Government Press Building on MA Road.
Dr. Shah, while speaking on the occasion, said no roadside encroachment by vendors will be allowed in the city centre, instructing the concerned to ensure there are no violations.
The DC also sought a feasibility report for setting up a cross-over opposite the mechanized car parking at MA Road.

Instructs non-compliant centers for immediate convenience of all requisite facilities; seeks compliance report from CEO Srinagar within three days
 SRINAGAR, NOVEMBER 13: on the instructions of Minister for Education, Syed Mohammad Altaf Bukhari, Deputy Commissioner Srinagar, Dr. Syed Abid Rashid Shah, today visited and conducted a surprise inspection of various tuition centers operating in the Srinagar City.
Dr. Shah, who was accompanied by Director School Education Kashmir, G N Itoo, and Chief Education Officer Srinagar, Farooq Dar, besides other district officers, took stock of basic facilities available to students at these centers as prescribed in the J&K Regulation of Private Tuition Centers Rules of 2010.
During the inspection, some 10 tuition centers were found lacking basic facilities for students. Several of these centers were also found violating the maximum prescribed roll limit of 40 students in a class room.
Dr. Shah spoke to students taking tuition at these centers and inquired about facilities available to them therein on the occasion. He noted their concerns and assured of rectification of issues hampering smooth tuition at the centers at the earliest.
The DC said a helpline with a toll-free number will be set up for students to report their concerns regarding their tuitions to the district administration and assured that the students can expect prompt resolutions of problems.
He issued strict instructions to tuition centers found lacking basic facilities for students to ensure immediate convenience of all requisite facilities and directed the CEO Srinagar for submitting a compliance report in regard to these centers within the next three days. He warned of strict action as per law against the non-compliant centers.
Meanwhile, concerned Tehsildars and Zonal Education Officers have been instructed to inspect tuition centers within their respective jurisdictions and furnish status reports to the CEO, who shall submit a joint compliance report from all educational zones of the district to the DC.
