SRINAGAR, SEPTEMBER 24: The Government today ordered constitution of State Convergence Plan Committee (SCP), District Convergence Plan Committee (DCP) and Block Convergence Plan Committee (BCP) for implementation of POSHAN Abhiyaan in the State.
State Convergence Plan Committee includes Administrative Secretary, Health & Medical Education Department as its Chairman, while as Administrative Secretary, Finance Department, Administrative Secretary,       Planning,   Development          and Monitoring Department, Administrative    Secretary,  School       Education Department, Administrative Secretary, PHE, I&FC Department, Administrative Secretary,  Department        of      Rural Development & Panchayati Raj, Administrative Secretary, Social Welfare Department, Administrative Secretary,      Food,          Civil          Supplies     & Consumer Affairs Department, State Mission Director, NRHM, representative of Food & Nutrition Board, Government of India, State representative from National Institute of Public Cooperation & Child Development (NIPCCD) and State Mission Director, ICDS will be its members.
The role and terms of reference of the Committee shall be to consolidate and examine the requirements given in District Plans received from various Districts, segregate the requirements and seek the financial commitment before inclusion in the State Convergence plan (SCP), determine the final requirement and prepare a State convergence plan, indicate the roll-out plan, assign responsibilities of each department to avoid any overlapping or consequent shifting of responsibility, submit the SCP for inclusion in State Annual Program Implementation Plan (APIP) for approval by State Empowered Committee (EPC) before submission to the Ministry of Women & Child Development (MWCD). The components which are to be funded from the State budget need to be segregated and clearly mentioned in the APIP, ensure timely issuance of sanction by each Department, and prepare guidelines for release of funds for convergent actions directly to the District Development Commissioners.
The District Convergence Plan Committee (DCP) will have concerned Deputy Commissioner of the district as the Chairperson, while as District Programme Officer will serve as Member Secretary and Assistant Commissioner Development, Sub-Divisional Magistrates, Chief Medical officer, Chief Planning Officer, Executive Engineer, PHE, Chief Education Officer, District Panchayat Officer, District Social Welfare Officer, Child Development Project Officer, and Assistant Director of Food, Civil Supplies and Consumer Affairs will be its members.
The role and terms of reference of the District Convergence Plan Committee (DCP) shall be to examine the need assessment made by the BCP for essential interventions at the village/AWC level and the availability of resources, consolidate requirement of interventions at the District level, considering the need, each line Department to prepare their action plan at the District level for delivering the interventions relating to them, take inputs from PRI members including on the extent of community
participation, submit the consolidated District convergence plan to the State Convergence plan committee for approval and for earmarking the financial provisions, wherever required, the DCP Committee may make physical inspections to assess the need projected.
For Block Convergence Plan Committee (BCP) the Sub-Divisional Magistrate will serve as Chairman, while as Executive Engineer, PHE will be member and Child Development Project Officer, ICDS will be its Member Secretary. The rest Block Development Officer, Block Medical Officer, Zonal Education Officer, Tehsil Supply Officer of Food, Civil Supplies & Consumer Affairs Department and 05 Supervisors of ICDS (on rotation basis) Social Welfare Department will work as members.
The role and terms of reference of the Block Convergence Plan Committee (BCP) is to do the assessment of essential interventions at the village/AWC level i.e water, sanitation, food, health, intervention, immunization, ANC/PNC, Vitamin-A, IFA, de-worming tablets, functioning of VHSNC, etc. and the availability of resources, the assessment at the village level shall be done by AWW and supervisor in association with PRI representative under the supervision of concerned CDPO/DPO. CDPO/DPO shall submit the inputs to the area SDM, consolidate and assess requirement of interventions at the block level, considering the need, each line department at the block level to propose their action plan for inclusion in the DCP, involve PRI Members actively in assessing the need and seek their suggestions, and submit the Block Convergence Plan to the District Authorities for inclusion in the DCP & Approval of DM.
The State Convergence Plan Committee, District Convergence Plan Committee and Block Convergence Plan Committee shall be serviced by Social Welfare Department.

Rs 10 cr earmarked for mitigation process
SRINAGAR, SEPTEMBER 17: Secretary PHE, I&FC and Disaster Management, Relief, Rehabilitation & Reconstruction, Farooq A Shah reviewed draft guidelines for J&K State Disaster Mitigation Fund here today.
It was decided that an action plan for disaster mitigation would be formulated with a corpus of Rs 10 crore. The meeting was informed that the said amount will solely be spent on disaster mitigation.
Farooq Shah directed the officials to organize community-based disaster management programmes and involve local socio-religious committees so that they provide volunteers for training who can become first responders in any kind of disaster. These volunteers will be given training besides basic equipment to be used during disasters, he said.
The meeting was attended by Director Disaster Management Amir Ali, Director Finance and other officers of the department.

JAMMU, SEPTEMBER 14: Secretary, Public Health Engineering (PHE), Irrigation and Flood Control (I&FC) and Relief and Rehabilitation, Farooq Ahmed Shah, today reviewed the functioning of the PHE and I&FC Departments in separate meetings here. The Secretary also took stock of the progress made in various projects under these sectors.
The meetings were attended by Chief Engineer PHE Jammu, Ashok Gandotra, Chief Engineer I&FC Jammu, SEs, Executive Engineers and other officers of the concerned departments.
During the meetings, Shah assessed the practical and ground level implication of the schemes along with financial progress.
He stressed upon the concerned officers to conduct regular site visits to stay well versed with the actual situation and impending issues of their departments. He instructed them to speed up the pace of work on all ongoing projects for their early completion.
The Secretary directed the PHE department for completion of work on Water Supply Schemes at the earliest to augment the water supply in Jammu province. He said, during this fiscal, the focus will be on the installation of more hand pumps for wider coverage of small habitations.
A detailed discussion was also held on regularization of all drinking water supply connections, repair of defunct tube wells and many alike.
Chief Engineer, PHE, briefed the Secretary about the status of water supply in urban and rural sectors.
The meeting was informed that against the requirement of 65 MGD for urban sector, 50 MGD water is available thus there is a shortfall of 15 MGD.
To overcome the shortfall, the Secretary instructed the concerned officers to add 4 MGD of water from Sitlee and Boria filtration plants to supplement the water-stressed areas of Jammu city like Janipur, Roopnagar, Bantalab, Bathindi, Narwal, Sunjwan and other such areas.
The meeting was further informed that several projects for the augmentation of water supply in rural areas have also been framed under NRDWP, NABARAD and LIC sectors. A total of 142 schemes under NRDWP sectors are targeted during the year 2018-19 out of 587 schemes are ongoing which are covering 236 habitations and 1.69 lakh population will be provided the safe drinking water. In addition to this, 117 schemes amounting to Rs 378 crore submitted to government under NABARD sector to be completed in three years.
The chair was further informed that under mega projects, construction of Tawi feeder channel D-9A of escape channel for expansion of Jammu Airport was taken up and completed.
In order to ensure assured irrigation to farming community, I&FC department has undertaken a number of schemes under major, medium and minor irrigation. These schemes have been taken up under PMKSY/AIBP viz modernization of Ranbir Canal and under NABARD, three new schemes have been approved. For these schemes, approximately Rs 20.99 crore has been sanctioned under State Capex Budget for the year 2018-19.
The concerned officers also briefed the Secretary about the progress of ongoing schemes under minor irrigation sector, flood control sector, flood management programme, river management activities and many alike.

ANANTNAG, SEPTEMBER 03:  The District Development Commissioner Anantnag, Mohammad Younis Malik, today chaired a meeting of the district officers, engineers of I&FC, R&B, PHE, PDD, Police and SDRF  to discuss and ensure the relief and rescue for the people of the district living in low line and flood-prone areas, in case of any natural calamity.
The meeting was informed that sufficient stock of food grains, disaster management kits, sandbags, dewatering pumps, tents and boats have been made available to meet any kind of eventuality, besides various task force committees have been constituted to monitor and tackle the flood like situations whenever a need arises in the district.
It was given out that youth from all over the district have volunteered for taking active part in relief and rescue operations during the floods and other such calamities.
The DDC directed the concerned to procure additional Boats including 20 wooden boats, disaster management kits, first aid kits, water tankers, JCBs, and other basic requirements needed during the floods, besides procuring the satellite phones to ensure proper communication during such situations. EXEN R&B Division Khannabal was directed to ensure the availability of Bailey Bridges if need arises during the floods. He also directed for providing disaster management kits and first aid kits to the youth from all the 181 flood-prone villages and others, who have volunteered for rendering their services during the disasters.
The DDC directed all the district and sectoral officers to remain stationed at the headquarters and also ensure the attendance of their subordinate staff at such times. He also directed all the heads of concerned departments and engineering wings to mobilize their field functionaries and ensure close coordination with each other and anticipate the events to tackle any kind of natural calamity. 
The meeting was attended by ADDC Anantnag, SE’s of PHE and PDD, Exens of Flood Control, PHE, Irrigation, PDD, CEO, CMO, AD FCSCA and Officers from SDRF, Civil defence and Police. Experts from various reputed institutions of Country visited Spice Park.

Farooq Shah seeks proactive, time-bound action on Flood Mitigation Plan
SRINAGAR, AUGUST 29: Secretary PHE, I&FC, Farooq Ahmed Shah today called upon the engineers of the Flood Control Department to increase their visibility on ground and take proactive initiatives to achieve set goals for flood protection works in the State.
 The Secretary issued these directions while chairing a high-level meeting to review the functioning of Flood Mitigation plans here today.
 The meeting was attended by the Chief Engineer I&FC, M. M Shahnawaz, Director, Disaster   Management Amir Ali, Ex- Chief Engineers, Experts, Superintendent Engineers, Executive Engineers of I&FC department and officers of allied departments.
 The meeting was informed that in 1st phase, Rs 399.29 crore flood recovery project was taken up under Prime Ministers Development Package (PMDP). It was informed that the Ist phase of dredging and de-silting of River Jhelum will be completed by March 2019.
 It was disclosed that out of Rs 399.29 crore, an amount of Rs 142.33 crore has been paid as land compensation of Flood Spill Channel (FSC) at Shariefabad and Naidkhai, Rs 82.00 crore for Re-Sectioning of FSC, while Rs 35 crore have been expended for construction of two bridges on FSC at Shariefabad and Naidkhai.
 With regard to dredging of River Jhelum in various stretches, Rs 46 crore has been spent so far, while as Rs 73 crore for flood protection works on River Jehlum and vulnerable spots from Khannabal to Baramulla and Rs 20.96 crore have been spent on other project sub-heads.
 The Secretary was informed that the amount has been spent on the works pertaining to flood protection, anti-erosion, widening of the river, raising of embankments, re-sectioning, de-silting and dredging of the river under the flood management plan. 
 He also directed officials to ensure zero tolerance of encroachments on the banks of FSC, Jhelum and other water bodies. He said that if any officer is found delaying the removal of encroachments, strict action will be taken against the officials.
He said that any defaulter contractor or the contractor working not upto the mark will face cancellation of their allotted tenders. He said that the projects are of utmost importance and Governor Administration is personally monitoring the project. He said these works once finished will greatly reduce the risks of flood in the coming years.
The meeting was informed that 2nd phase of dredging amounting to Rs. 1684 Cr will start very soon for which survey is under process through web cost sponsored by government.
The Secretary said that Governor Administration is keen to provide liberal funding for these projects.
He said that dredging unit in Baramulla will be revived. For the purpose, the Secretary said two dredgers machines will be purchased soon, and tenders in this regard have already been finalized. Men and machinery will work 24x7, employees will be given trainings for driving of dredgers, added Farooq.
The meeting also discussed about the proposal to connect Anchar lake with Sindh nallah is in pipeline.
The Secretary also directed concerned officers to start de-silting work of Chunt Khul on war footing basis, for which the SOPs put in place by the LAWDA have been discussed threadbare. 
To deal with any kind of flood threat in future, the Secretary impressed for keeping field staff and JCB Machinery ready.
The meeting also decided to prepare a proposal for the construction of Seasonally Small Dams near rivers for preserving of water.
On the occasion, Director Disaster Management, Ex- Chief Engineers and Experts of flood control gave their valuable   suggestions to protect valley from the floods in future.

PULWAMA, AUGUST 13: Secretary PHE, Irrigation & Flood Control, Farooq Ahmad Shah, today said that the Government is committed to providing safe drinking water to each household and is working on measures to augment the existing resources to meet the gaps between demand and supply.
The Secretary stated this during a meeting here, to review the progress on ongoing schemes of PHE, Irrigation and Flood Control in Pulwama and Shopian district.
During the meeting, the Secretary was briefed about the progress with regard to various ongoing schemes being executed in Pulwama and Shopian under State plan, District plan and centrally-sponsored schemes like AIBP and PMKSY.
The meeting was told that Lift Irrigation Scheme (LIS) Tral which has been sanctioned many years ago is lingering on because of the paucity of funds. The Secretary said that the LIS Tral scheme will be commissioned shortly and funds will be made available very soon so that the public may get due benefits from the said scheme. 
It was given out that tapping of the source from Drubjan Water Supply scheme in district Shopian, which will cater 103 villages consisting of 1.5 lakh population, will be commissioned shortly.
It was also given out that nine Water Supply Schemes in division Shopian have become non-functional. The Secretary directed the concerned executive engineer to submit a detailed report so that work on making these functional is started at an earliest.
Farooq Shah directed the concerned officials to submit a detail report regarding the replacement of old and aged filter plants with modern and scientific filter plants. He also directed them that wherever iron is present in the groundwater, the same should be filtered using iron filter plants for which DPR needs to be submitted.
Shah asked the concerned authorities to complete ongoing works within the stipulated time frame. He emphasized upon all the officers and engineers of the department to work with added zeal and zest in order to ensure timely completion of all ongoing projects. He said that no lapse of any kind shall be tolerated in such vital projects of public importance.
He laid stress on strict implementation of the sustainability programme which is aimed to conserve the existing PHE schemes for a longer period. He directed the engineers to take all possible steps to improve the efficiency of schemes so that they serve their purpose. He also stressed the need for improving the work culture at the grass root level to provide better services to the people.
He also stressed on regular repair and maintenance of machinery and other infrastructure at the water stations to avoid sudden breakdowns.
The Secretary directed all the engineers to submit a daily report regarding ongoing works and asked DDC Pulwama to monitor their performance.
In order to achieve the fixed targets of the department, he stressed upon all the concerned to put in extra efforts and work with proper coordination.
Shah directed the engineers to keep vigil on the banks of river Jhelum and its flood channel to keep a check on illegal constructions and to curb unauthorized extraction of sand and minerals.
District Development Commissioner, Chief Engineer I&FC, Executive Engineer and other officers of the department were present in the meeting.

3-day children’s festival concludes in Srinagar
SRINAGAR, AUGUST 11: The three-day children’s festival ‘LUKCHAR’ organized by the Communication and Capacity Development Unit (CCDU) of Departments of PHE and I&FC concluded here today.
The festival was organized at a private educational institution here to highlight the importance of water in human life.
The theme of the festival was ‘Agar sehat aur tandrusti chahiay puri-Tou pani ki janch karna zaroori’. Secretary PHE and I&FC Farooq Ahmad Shah was the chief guest on the occasion.
Addressing the valedictory function, the Secretary said that every drop of water is precious for human life and added that the need of the hour is to ensure that water resources are used judiciously to combat water scarcity. 
He said millions in the world do not have access to clean water. “Therefore, it becomes imperative for the people in the state to reaffirm their commitment towards water conservation,” he added.
Secretary PHE said there is no doubt that state of Jammu and Kashmir is bestowed with abundant resources of water, however, he cautioned about the unabated pollution of water bodies posing a great threat to its flora and fauna. He appealed people to make collective efforts for conservation of water bodies.
He said such kind of programmes in schools would help students understand the importance of water and about protecting water bodies and environment.
On the occasion, eminent poet Zareef Ahmad Zareef highlighted the importance of water conservation. He also gave thrust on imbibing quality and moral value education among the children.
Later, the Secretary presented mementoes among the prominent citizens and children who took part in the three-day festival.

Increase deployment of men, machinery to ensure completion of project within timeframe: Farooq Shah
SRINAGAR, AUGUST 11: Secretary PHE, I&FC, Farooq Ahmad Shah today inspected the dredging work on the Flood Spill Channel (FSC) from Bemina to Naidkhai and called for redoubling of efforts to ensure the completion of the work within the stipulated timeframe.
The Secretary toured the entire stretch of FSC from Bemina to Naidkhai and reviewed the pace of work. He directed the officials to increase deployment of men and machinery and ensure that the first phase of the stretch from Bemina to Hokersar is de-silted by March 2019. He said that in the second phase the remaining portion of the channel upto Wullar Lake, will de-silted which will result in greatly increasing the carrying capacity of the FSC. The entire project also includes de-silting of Doodhganga diversion channel.
The Secretary interacted with employees and people at Bemina, Khushipora, Shareefabad and Hokersar to get their feedback. Taking strong notice of power transmission towers built on the banks of FSC, the Secretary directed the officials to take up the matter with PDD and ensure their removal at the earliest. He also directed officials to ensure zero tolerance for encroachments on the banks of FSC, Jhelum and other water bodies. He said that if any officer is found delaying the removal of encroachments, strict action will be taken against the officials. The Secretary said that two officers were recently suspended because of their inability to remove encroachment within 24 hours.
The Secretary also inspected the construction of two bridges over FSC at Shreefabad and Naidkhai. The two bridges are coming up at a cost of Rs 35 crores. He said that once the bridges are completed, it will ease the life of a large section of the population.
The Secretary also visited Tengpora where resection of FSC from Tengpora to Rambagh has been started. He said that this section is of vital importance and efforts should be made to complete it at the earliest.
He said that any defaulter contractor or the contractor working not upto the mark will face cancellation of their allotted tenders. He said that the projects are of utmost importance and Governor is personally monitoring the project. He said these works once finished will greatly reduce the risks of flood in the coming years.
He said that the two dredgers working at Baramulla Outfall channel are working 12 hours daily and positive results are coming due to the progress.
CE I&FC, M M Shahnawaz and other senior officers also accompanied the secretary.

POONCH, AUGUST 07:   District Development Commissioner, Rahul Yadav, along with a team of District and Sectoral Officers, today listened to public issues here at Surankote .
ACD Mukhtar Ahmed, SDM Surankote Mohammad  Rahsid Kohli, SDPO Riyaz Ahmed ,DPO Mazahar Hussain Kazmi, Executive engineers of PWD, PHE, PMGSY and I & FC, CMO Mumtaz Hussain Bhatti, CEO Mushtaq Ahmad, Tehsildar Shahid Iqbal and other senior officers of district and sub-divisional administration attended the public meeting.
The DC listened to the issues and problems of the people and assured that the  same  will be projected to Government.
 The Local representatives raised   developmental issues and other grievances of their area and urged the administration for prompt redressal. Issues raised mostly pertained to water and power supply, ration and cooking gas supply, condition of roads including Harri mohalla-Bypass road , check post road ,hospital-Mirza morh road and other important roads under PMGSY including Pamrote to Lathoong, Fazalabad to Mahrote and Mandi-Fagla CRF road.
 The People also demanded improvement in the functioning of Surankote Municipal Committee,    education sector by posting subject specialized teachers of Maths and Science and better infrastructure in schools.
For promotion of agriculture, the locals  sought establishment of Sabji Mandi, repair of irrigation canals. They also demanded blacktopping of Bafliaz-Surankote , Dundak Mandir-Mehrote  roads and ration Depots in far flung area and development of playground with sports facilities at Surankote.
Responding to the demands, the DC assured that all their grievances will be addressed and genuine demands met in a time bound manner.
The DDC called upon the public to participate in developmental process by active participation in plan formulation and keeping a vigil on execution of works and implementation of schemes. He also directed the officers to conduct extensive field visits and finalize developmental plans in due consultation with public so that benefits of the projects reach to real beneficiaries.
The DDC also informed the public that district administration Poonch will conduct similar public meeting camps in far flung areas of Surankote. He said the decision has been taken to maximize public participation in Developmental Plan Formulation.

SRINAGR, AUGUST 07: Chief Secretary, Shri B V R Subrahmanyam Tuesday reviewed the progress of Comprehensive Flood Management Plan of Jhelum Phase-I and formulation of detailed project report for Phase-II. The project is part of the Prime Minister’s Development Package (PMDP).
Secretary, PHE, I&FC presented an overview about the progress achieved in the implementation of the Phase-I of the project costing Rs 399.29 Crore and the measures both short and long term being undertaken for flood mitigation. He assured that all works under Phae-I shall be completed by March, 2019.
He said department has installed five automatic Water Level Recorders and Rain Gauges on River Jhelum and its tributaries. He said that the dead line for submission of DPR for Phase-II has been fixed by of September, 2018, formulation of which has been entrusted to M/S WAPCOS Ltd.
Secretary, PHE, I&FC, further informed that the capacity of River Jhelum will increase from 40000 to 60000 cusecs at Sangam after implementation of DPR-Phase I and II. He said that as part of the long term measures, construction of flood storage dams, construction of Dogripora additional flood spill channel, catchment treatments, dredging of water bodies, construction of flood protection works on River Jhelum and its tributaries, widening of outfall channel by 40 m and extension of flood spill channel up to the wetland of Hokersar, Nowgam and Wullar Lake is being planned under the Jhelum-Tawi Flood Recovery Project (JTFRP).
 Chief Secretary stressed on timely submission of Utilization Certificate (UCs) to ensure seamless fund flow to the ongoing works. Steps were also finalized to give push to the completion of pending works and provision of budgetary support in respect of the works which have already been executed.

SRINAGAR, AUGUST 03: Secretary PHE, I&FC, Farooq Ahmad Shah chaired a meeting here today to review the status of various PHE, I&FC schemes functioning in the Baramulla district.
The meeting was informed that in the current fiscal year Haritar Irrigation scheme amounting to Rs 8.36 crore will be completed. Likewise, Tilgam, Chachilora and Khuekul schemes are getting constructed at an estimated cost of Rs 13.67 crore.
It was also revealed that in Baramulla district, 10 PHE schemes will also be completed at a cost of Rs 10 crore, which will benefit 14 habitations.
Speaking on the occasion, the Secretary instructed the engineers to speed up the pace and complete the projects in a given time frame. He said it is important that the undertaken schemes are completed in a time bound manner so that people can avail benefit from them.
He said to improve the liaison with the people it is important that the officials on ground develop a better delivery system so that people can see them as an important part of them who are there to serve them in an efficient manner.
Chief Engineer PHE Abdul Wahid, Chief Engineer I&FC M M Shahnawaz and other concerned engineers of the department were present in the meeting.

Directs for immediate dredging, desilting to increase carrying capacity of waterway
BUDGAM, JULY 31: Secretary, Public Health Engineering, Irrigation and Flood Control, (PHE, I&FC) Farooq Ahmad Shah, along with the District Development Commissioner, Budgam, Dr Syed Sehrish Asgar, today, inspected diversion channel of Doodhganga river at Peerbagh and took stock of possible measures to increase the carrying capacity of the channel.
The 10 KM long flood diversion channel starts from Machewa, Bag-e-Mehtab and traverses via Rawalpora, Peerbagh, Nadirgund, Narkara wetland, Bemina and connects with the main Flood Spill Channel (FSC) on the outskirts of the city.
The Secretary directed the concerned officers to prepare Detailed Project Reports (DPR) within seven daysfor desilting/dredging of diversion channel across Narkara Wetland and accordingly expedite the dredging on war footing basis so that the carrying capacity of the channel is increased.
Shah, further, directed the officers to take into confidence revenue officials before preparing the DPR for the channel which falls in twin districts of Srinagar and Budgam. He said that this will avoid any possible land dispute situation in the future.
Shah also directed the officers to keep the additional number of JCB’s available in the area to meet out the exigencies in case of any eventuality.
Chie Engineer, I&FC M M Shahnawaz, Chief Engineer, PHE Abdul Wahid and other senior officers accompanied by the Secretary during the inspection.

Asks officers to reach out to people, mitigate water woes
BUDGAM, JULY 30: Secretary PHE, I&FC Farooq Ahmad Shah today reviewed the functioning of various irrigation and water supply schemes in Budgam. He directed the officials to ensure regular potable drinking water supply to people of all areas in Budgam.
While chairing a meeting of officers at New Conference Hall in Budgam, the Secretary took comprehensive review of various water supply schemes and ongoing projects including Sukhnag-II.
The meeting was attended by DDC Budgam Dr Syed Sehrish Asgar, Chief Engineer, PHE, Abdul Wahid, Chief Engineer I&FC MM Shahnawaz, Superintending Engineers, Executive Engineers and other officers from the engineering wings.
DDC Budgam Dr Syed Sehrish Asgar briefed the meeting about various problems being faced by the people due to scarcity of drinking water, blockages of irrigation channels/ canals and submerging of roads due to incessant rains in low lying areas.
While stressing on ensuring regular supply of fresh drinking water to all areas of the district, the Secretary directed concerned to identify the areas where locals are facing the shortage of drinking water, so that hand pumps are installed in such areas. Some of the areas include Narbal, Mahawara, Rakh-e-Arath and Surpora villages.
The Secretary also directed the concerned to ensure proper irrigation facilities to the farmers and asked officers to ensure restoration of all the irrigation channels by removing silt and illegal encroachments. He directed the officers to conduct field visits to keep a check on the encroachments of irrigation canals.
While emphasizing on conducting awareness camps about the judicious use of drinking water, the Secretary said that field staff and PHE casual labourers need to be punctual to their duties so that they monitor and ensure regular supply of drinking water and irrigation facility in their respective areas.
He also directed the officers to take strict action against the employees for dereliction of their duties.
He further asked the concerned officers to maintain tour dairies of their field visits and submit the progress reports in the DDC office on weekly basis.
Meanwhile, the Secretary urged for judicious utilization of funds and making expenditures as per the availability only to avoid creation of liabilities.
He directed the concerned to prepare the DPRs of all the defunct water supply scheme and irrigation facility projects in the district and submit the same to the government at an earliest so that their revival and restoration process is taken up accordingly.
While taking a review of the flood protection scenario/schemes, the Secretary directed timely strengthening of vulnerable embankments of rivers and flood channels and asked concerned to ensure availability of sandbags in all low-lying areas of the district including Bemina, Hamdaniya Colony, Durbal, Narbal, Narkara and RakhShalina.

SRINAGAR, JULY 20: Chief Secretary, B V R Subrahmanyam on Friday chaired a meeting to review the level of disaster preparedness in both divisions of the State, in the aftermath of the flood like situation that had developed recently in the last week of June and the upcoming rainy months of August and September.
It was informed that State Executive Committee (SEC) of SDMA in its recently held meeting had approved Rs 5 Cr each to be kept at the disposal of Deputy Commissioners to meet expenses on account of any emergent situation arising in the district.
Director General Fire and Emergency Services, ADGP, CD, HG & SDRF, Principal Secretary Health and Medical Education, Divisional Commissioner, Kashmir, Secretary PHE, I&FC, Secretary DMRR&R and other senior officers participated in the meeting. Divisional Commissioner, Jammu, Deputy Commissioners participated in the meeting through video conferencing.
Administrative Secretaries of PHE and I&FC and DMRR&R briefed about the rescue and relief measures that were put in place and the mitigation works undertaken to plug the breaches, strengthen/repair embankments/bunds and improve capacity of the rivers/nallahs to counter the threat posed by incessant rains and flash floods recently.
Chief Secretary asked the concerned officers to assess  the level of flood preparedness in their departments/agencies as per the flood check list devised for the purpose which includes setting up of control rooms and alert system, rescue, relief and communication equipment, availability of reserves in terms of men, machinery, ration, medicine, fuel and power backup etc. He emphasized on conducting mock drills to check the level of preparation, coordination and response in handling flood threats.
Chief Secretary asked disaster responders like SDRF, Home Guards, Fire & Emergency Services and District Disaster Management units to check their respective inventory of relief and rescue equipment and if any inadequacy in terms of relief and rescue equipment is assessed, the same should be communicated immediately to the DMRR&R Department for placing it before the SEC of SDMA, for allocation of adequate funds to the agency for procurement of equipment.
Secretary, DMRR&R was directed to ensure that EOC at Gogo Humhama remains fully functional with all facilities.
