BANDIPORA, SEPTEMBER 15: District Development Commissioner Bandipora, Dr Shahid Iqbal Choudhary, today reviewed the Muharram arrangements and approved a number of measures for providing better amenities to Imam Baras at Sumbal.  
SSP Sheikh Zulfkar Azad, SDM Syed Naseer Ahmed, Nodal Officer Dr Iftikhar Ghazi, SDPO Sumbal, Exens of PHE, PDD, PWD, I&C, Tehsildars, district officers, representatives of religious organizations attended the meeting. 
The district administration has already provided 58 double-battery inverters, 100 water tanks of 1000 litres capacity each and 30 Community Sanitary Complexes at all Imam Baras. Meanwhile, water supply through tankers, installation of LED lights, blacktopping of roads, provision of additional ration supply, firewood, healthcare facilities were also reviewed in the meeting. 
The DDC directed the departments to put in their best efforts for ensuring proper arrangements during Muharram days especially potable drinking water supply, power supply along with backup, sanitation, healthcare, security, communication and basic infrastructure. 
Directions were given to the officers of the forest department to ensure the availability of sufficient stock of fire wood during Muharram days.
The DDC said that district administration is committed to address all the developmental issues and asked the officers to be proactive in redressing issues of the general public.

Kolkata, Sep 14: In the wake of the Majerhat bridge collapse on September 4, the West Bengal public works department (PWD) has identified seven bridges in the city as "most vulnerable" requiring urgent repairs, a senior official of the department said.

The seven bridges are out of the 20, which, the PWD has classified as "distressed" structures.

The seven bridges labelled as "most vulnerable" are Bijon setu, Gouribari Aurobindo Setu, Belgachhia bridge, Tollygunge Circular Road bridge, Dhakuria bridge, Tallah bridge and Santragachi bridge, the PWD official told.

"Load-bearing capacities of these bridges were carried out and depending on that report, we have suggested to the police to impose restriction on goods-carrying vehicles to prevent further deterioration of the condition of the distressed structures," he said.

The Kolkata Police has already banned movement of all goods vehicles on the first four bridges and is exploring the possibility whether a similar decision can be taken for the remaining ones, a senior officer of Kolkata Traffic Police said.

But, overloaded vehicles are still plying on the bridges, especially at night, leading to traffic snarls following which the trucks are stranded on the structures which might lead to another mishap, the PWD official said.

The PWD is preparing a detailed budget and a plan for immediately taking up the repair work of the seven bridges, the official said.

The department is also carrying out inspection of the remaining 13 bridges, including Dhakuria bridge, Tallah bridge, Sukanta Setu and Santragachchi bridge, following which they will either be labelled as "vulnerable or relatively safe".

"Inspection is being carried to test the load-bearing capacity of Dhakuria bridge and Tallah bridge so that a decision can be taken on the type of vehicles whose movement may be restricted," the PWD official said.

A team of officials from the state PWD department has carried out separate surveys at Sukanta Setu connecting Jadavpur with Santoshpur and at the Karunamoyee bridge linking Tollygunge to Haridevpur.

"Sukanta Setu has developed cracks in some places and requires repair work. But there is a need of a survey of the structure to ascertain the extent of damage," he said.

Talking about the Santragachhi bridge, the PWD official said that "poor condition" of the bridge was a cause of worry.

"Santragachhi bridge is a vital bridge but a recent survey suggests that it requires immediate repair on urgent basis. We think we must have a separate plan for Santragachhi bridge because it is used by several hundreds of trucks bringing in supply to the city and the suburbs," he said.

Talking about the Sealdah bridge, the PWD official said that the government was working on options for shifting the shopkeepers to some other locations before starting "immediate" restoration work there.

"Sealdah bridge is a crucial one in the city which also immediately requires urgent repairs. But markets and shops need to be shifted first before we start carrying out the renovation and restoration works," the official pointed out.

Talking about the budget for carrying out the repair works at these bridges, the official hinted that it could run into several crores because the restoration work woule differ from bridge to bridge.

After estimating the cost, the state government would float tender and it would be done in "a very short time," the official added.

On whether the bridges were maintained properly or there were lapses on part of the government, the official said, "People have forgotten that bridges have a shelf life and require regular monitoring apart from auditing and maintenance. But these critical parts were ignored and hence bridges have reached such a structurally distressed state."

Three persons were killed while 24 others injured in the September 4 collapse of a portion of Majerhat bridge, which connects the city centre with the heavily populated Behala, vast areas of the south west suburbs and neighbouring South 24 Parganas district. (PTI)

No further time, cost overrun to allowed: Kansal
SRINAGAR, SEPTEMBER 13: Principal Secretary Planning and Development Department, Rohit Kansal chaired a meeting of Administrative secretaries of various department to finalize the action plan for completion of languishing projects.
The meeting was attended by Commissioner Secretary PWD, Khursheed Ahmad Shah, Commissioner Secretary Higher Education, Sarita Chauhan, Secretary PHE/I&FC Farooq Ahmad Shah, Secretary Youth Services and Sports, Sarmad Hafeez, Director General Planning, Shahzada Bilal and other senior officers of various departments.
The meeting discussed threadbare the way out to complete the pending projects for want of funds.
Rohit Kansal said the government had recently accorded sanction for the establishment of JK Infrastructure Development Finance Corporation (JKIDFC) with an authorized capital of Rs 50 lakhs for raising loans from financial institutions including state/nationalized Banks for completion of unfunded and languishing infrastructure projects in the state which are priority for the Governor’s Administration.
He asked the administrative secretaries of the concerned departments to prepare a detailed project wise schematic break-up of all such schemes as are proposed to be funded under the program and make a list of such projects in the order of priorities so that these projects can be completed to avoid further delays.
He also asked the administrative secretaries to ensure that the project is free from all encumbrances before it is considered for approval.
The Principal Secretary said that all the pending projects should be strictly completed within the specified time as per the timelines submitted and agreed to in the High-Powered Committee. He said no further time or cost overrun shall be allowed under any circumstances on such projects.
He said that irrespective of mode of execution, all remaining works in such projects shall be allotted and executed through a fully competitive, transparent e-tendering process, if not already awarded through a similar process and under execution.
He also directed the concerned departments to ensure and certify that the contract with the executing agency has a clear provision that in case the timelines for completion are not met, the executing agency will have to pay a penalty at a pre-determined rate on account of delayed completion.

POONCH, SEPTEMBER 07: Deputy Commissioner Rahul Yadav today chaired a meeting to review monitoring and evaluation of "Self Help Group of Engineers Scheme" in the district.
ACD Mukhtar Sheikh, Executive Engineer PWD, Executive Engineer PDD, AEE irrigation,Deputy Director Employment Exchange, besides nominated representatives of Self Help Groups and other concerned officers attended the meeting.
The Deputy Commissioner had a detailed review of the implementation of guidelines for Self Help Group of Engineers Scheme across the District. The meeting was informed that 30% of construction works in government agencies were allotted to Self Help Groups of Engineers.
The Commissioner exhorted upon the concerned to ensure that the scheme meets its objectives in all respects and ensure strict monitoring so that allotted construction works shall be executed only by Self Help Group of Engineers.
He asked all concerned officers to identify the works being conducted through their department in the district and send the complete report to his office.

Lucknow, Sep 5: The Uttar Pradesh government has decided to name prominent roads in various districts of the state after great personalities associated with them.

The state government has also decided to name 54 inter-state highways after national and international personalities, Deputy Chief Minister Keshav Prasad Maurya said while addressing a review meeting of the PWD department on Tuesday evening.

"Now roads of districts will be named after great personalities of that area. Also, 54 inter-state connectivity highways will be named after great national and international personalities and huge entry gates will also be constructed. Besides ensuring greenery alongside highways, names of great personalities and history of the area will be mentioned ," he said.

He also directed that road repair should be carried out on a war footing especially in areas where roads have bee damaged due to rains.

He said proposals of people's representatives should be taken up on priority and they should be informed when the work was started or completed in their areas.

Stressing on maintaining quality of work, Maurya asked officials to accord "top priority to the Indo Nepal border, which is sensitive in view of security".

He also asked officials to identify best among all 75 districts in terms of roads so that those without good roads can be taken care of. (PTI)

REASI, AUGUST 30: Acting on complaint of financial mismanagement, the District Development Commissioner Reasi, Prasanna Ramaswamy G, today placed MK Vikram, I/C Executive Engineer, PWD, Division Mahore under suspension.
Meanwhile, the DDC has ordered a departmental enquiry into the matter shall be conducted by Superintendent Engineer, PWD, Udhampur-Reasi circle.
“The matter was brought to the notice of DDC by Sub Divisional Manager, Mahore and the information is buttressed by the outcome of an enquiry conducted by a team of engineers into the matter headed by the Executive Engineer PMGSY, Mahore Division” a district admin spokesperson said.
The matter pertains to construction of a 50-bedded Gujjar-Bakerwal hostel in Mahore, the construction of which has been found to be sub-standard. Furthermore, allegedly, instead of penalising the contractor involved, the Executive Engineer apparently rewarded him with further payments up to Rs 20 lakh, which is reportedly much more than what is due to him, he added.

KARGIL, AUGUST, 29: Tehsil Legal Services Committee, Zanskar today organized Legal Awareness Camp at Duzing Photang School.
The Camp was chaired by Principal and Session Judge, Kargil, S K Baghat. During the camp, a good number of Students of Lamdon Higher Secondary School, Degree College, and Local people participated.
Session Judge inaugurated the new Tehsil Court Complex Padum Zanskar. Tehsil Legal and Clinic was also inaugurated at a Court complex in presence of Munsiff Judge Zanskar, Chemath Yourgail, Bar Association President Khadim Hussain and PP Kachoo Manzor.
 Executive Engineer, PWD BDO, and ZEO also present during the inaugural and awareness camp.

Jammu, Aug 28: Former Deputy Chief Minister and MLA Gandhi Nagar Kavinder Gupta visited Hakumat Lane in ward 58 Digiana and took the stock of the road and other basis amenities. He was apprised by the public there about the lack of all types of basic facilities. Gupta took note of all the genuine demands and directed PWD authorities to start the work of Blacktopping of the road at the earliest. Gupta assured the public that macamadization of the Hakumat lane shall start within couple of days and other demands would be met in the shortest possible time. He further said it is his duty to fight and work for the public of his constituency. He said that the Gandhi Nagar constituency is consistent of Rural and Urban belt having many deep drains. These drains create havoc in rainy season to the localities they pass through.  Adding further he said that he is preparing a comprehensive plan of the construction of such deep drains along with all other small drains of Gandhi Nagar. The matter would be taken up with the Union Government for funding of the same. Gupta was accompanied by Baldev Blowria, Harbans Choudhary, Paramjit Singh among others
Later while addressing the gathering at Bhore Camp Chatha, Gupta said that he has visited many areas and taken the stock of damages caused due to rains. He said that the work on all the damages to the public properties such as deep drains and the washing away of the protection wall of Shamshan Ghaat would be started soon.  He also said that advance planning and preparedness to meet natural disasters is to be developed in our states. He said that all advanced countries have contingency management plans and effective forecasting whereby they are able to minimise the effects of natural disasters. He said that our govt will make every endeavour to develop such capacities.
On the issue of damages caused to the private properties Gupta  said that he will depute the Team of Govt. officials lead by SDM South shortly to access the quantum of the losses suffered, and then get the needful done on priority. Various delegations met the Former Deputy Chief Minister there and put forth their demands which mainly consisted of the Road problem, drains, and Health care and electricity problems faced by the inhabitants. Gupta Listened to the problems and assured the delegations that all the demand would be fulfilled shortly. He said that Tendering for the Blacktopping of various roads in this helmet is under process and in the month of September all the roads would be macamadazied.
Locals appreciated the efforts of the Kavinder Gupta and expressed their gratitude for taking up their pending demands time to time, on priority and also brought some other issues to his notice for early disposal. Gupta was accompanied by Pitamber Sharma, Bhushan Kumar among others.

JAMMU, AUGUST 22: Divisional Commissioner Jammu, Sanjeev Verma today visited rain affected areas at Janipur locality including Excelsior Lane & adjoining areas which were severely damaged due to recent heavy rain fall and took stock of restoration work of essential services.
The Div Com was accompanied by Joint Commissioner Jammu Municipal Corporation (JMC), engineers of UEED, PHE, PWD(R&B), ERA and other senior functionaries of executing agencies.
Officers apprised the Div Com about the damages caused to the infrastructure due to recent heavy rain fall and restoration work being executed by the agencies so far. It was informed that the agencies have undertaken the repair works on priority and restored the damaged patches of road and other allied works.
 The Divisional Commissioner called for  finding a permanent solution to the problem of Nullah at Excelsior Lane that causes huge damage to the infrastructure and public property in the area every Monsoon season. He urged the concerned departments to work in close synergy and work out a futuristic strategy to find out the permanent solution to deal with this teething problem. He directed the agencies to expedite the restoration work of nallah so that the inhabitants do not face any difficulty.
 The Div Com directed PHE department to immediately replace the old water pipe lines and provide adequate safe drinking water facilities to the people. He also directed the officials of the UEED to immediately clear the piled up garbage along the road and cleansing the choked nallahs.
Sanjeev Verma also interacted with the locals and listened to their grievances. He assured them that their problems would be addressed at the earliest.

RAJOURI, AUGUST 13: District Development Commissioner Mohammad Aijaz Asad on Monday visited  Yatra ground to take stock of arrangements being put in place for the Budha Amarnathji Yatra  starting from August 17, 2018.
Accompanied by ExEn PWD Mushtaq Raina, ExEn PHE Nisar Khan, officials of PDD & Municipal Committee Rajouri and other concerned officers besides volunteers of Budha Amarnath Seva Samiti, the DDC inspected work on construction of kitchen sheds, toilets, erection of electric poles, installation of mast lights and overall cleanliness at the Yatra ground.
He directed the officials for timely completion of necessary arrangements specially cleanliness of the base camp, proper lighting facilities right from entrance of the ground to main roads. He also directed for removal of weeds and thrashing of grass on the ground.
Meanwhile, the ADC Sunderbani reviewed Yatra arrangements at ALG Sunderbani. On spot directions were issued for expeditious completion of all arrangements and maintaining close coordination with Volunteers of Budha Amarnath Seva Samiti.

Srinagar, Aug 9: Jammu and Kashmir Governor N N Vohra has directed the Public Works Department (PWD) to conduct a physical and financial audit of the Mughal Road to ascertain the reasons behind its poor maintenance.

The strategic Mughal Road provides alternate connectivity to Kashmir with rest of the country. "The governor expressed dismay over the dilapidated condition of the Mughal Road and directed the PWD to undertake a physical and financial audit to fix responsibility for the poor maintenance of this strategic road," an official said after Vohra chaired a high-level meeting here yesterday.

Officers from public works, planning and monitoring and finance departments took part in the meeting.

Recalling his recent journey on the Mughal Road, the governor said the strategic link was in poor condition, causing great inconvenience to commuters.

Commissioner Secretary of Public Works Department Khurshid Ahmad Shah informed the governor that various measures are being taken to make Mughal Road an all-weather link.

Further, National Highway Infrastructure Development Corporation Limited (NHIDCL) has floated a tender for construction of a tunnel on the 84-km-long road.

The governor also expressed concern over the inordinate delay in the completion of the 7-km stretch from Katra Railway Station to Kakryal in Reasi district. (PTI)

POONCH, AUGUST 07:   District Development Commissioner, Rahul Yadav, along with a team of District and Sectoral Officers, today listened to public issues here at Surankote .
ACD Mukhtar Ahmed, SDM Surankote Mohammad  Rahsid Kohli, SDPO Riyaz Ahmed ,DPO Mazahar Hussain Kazmi, Executive engineers of PWD, PHE, PMGSY and I & FC, CMO Mumtaz Hussain Bhatti, CEO Mushtaq Ahmad, Tehsildar Shahid Iqbal and other senior officers of district and sub-divisional administration attended the public meeting.
The DC listened to the issues and problems of the people and assured that the  same  will be projected to Government.
 The Local representatives raised   developmental issues and other grievances of their area and urged the administration for prompt redressal. Issues raised mostly pertained to water and power supply, ration and cooking gas supply, condition of roads including Harri mohalla-Bypass road , check post road ,hospital-Mirza morh road and other important roads under PMGSY including Pamrote to Lathoong, Fazalabad to Mahrote and Mandi-Fagla CRF road.
 The People also demanded improvement in the functioning of Surankote Municipal Committee,    education sector by posting subject specialized teachers of Maths and Science and better infrastructure in schools.
For promotion of agriculture, the locals  sought establishment of Sabji Mandi, repair of irrigation canals. They also demanded blacktopping of Bafliaz-Surankote , Dundak Mandir-Mehrote  roads and ration Depots in far flung area and development of playground with sports facilities at Surankote.
Responding to the demands, the DC assured that all their grievances will be addressed and genuine demands met in a time bound manner.
The DDC called upon the public to participate in developmental process by active participation in plan formulation and keeping a vigil on execution of works and implementation of schemes. He also directed the officers to conduct extensive field visits and finalize developmental plans in due consultation with public so that benefits of the projects reach to real beneficiaries.
The DDC also informed the public that district administration Poonch will conduct similar public meeting camps in far flung areas of Surankote. He said the decision has been taken to maximize public participation in Developmental Plan Formulation.

KULGAM, AUGUST, 07: District Development Commissioner Kulgam, Dr Shameem Ahmad Wani   today chaired a meeting of the District and Sectoral officers to finalize the arrangements for the smooth and enthusiastic celebration of August 15 here at mini secretariat.
ADC, ACR, ACD, SDM Noorabad, Exen PWD (R&B), PHE, DSP Headquarters, DYSS Officer, representatives of army, besides other District and Sectoral Officer also attended the meeting.
During the meeting, it was decided that the main function will be organized in Kulgam where the Chief guest would hoist the tri-color and take the salute from the March past contingents of JKP, CRPF, NCC, and School children etc.
It was also revealed that a colourful cultural programme will also be presented by the school children on the occasion. The day will start with the playing of ShahnaiVadan in the morning.
Other necessary arrangements were also finalized which include Security, Medical Facility, Drinking water facility, un-interrupted Power supply, Sanitation and Seating arrangement etc.
The DDC asked the officer to put in place all the necessary arrangements well in time and adopt coordinated approach for the smooth celebration of the Independence Day function.
It was also decided that full dress rehearsal shall be held on August 13, 2018.

RAMBAN, AUGUST 07: District Development Commissioner Showkat Aijaz Bhat today reviewed performance under district Capex budget 2018-19 and progress on major projects here at a meeting of line departments.
The meeting was attended by ADDC Ravinder Sadhu, ADC Gurvinder Jeet Singh,CPOUttam Singh, Collector Sawalakote, Zameer Ahmed,   XENs of PDD, PWD, PMGSY and PHE, CMO, CEO, CHO, CAO, DFOs and other district and sectoral officers.
The DDC reviewed in detail physical and financial achievements of Education, RDD, PWD, PHE, PDD, Health, Forest, Animal Husbandry, Sheep Husbandry, Fisheries departments etc under District plan.
Expressing displeasure over low expenditure, he set deadlines for all departments to complete ongoing projects and achieve 100 % targets under district plan, state plan and centrally sponsored schemes.
The DDC stressed on convergences of resources of different departments to meet the aspirations of the public.  He laid special stress on the completion of schools and road projects take up under various schemes.
He asked the departments to ensure judicious and effective utilization of funds and work in coordination to remove bottlenecks hindering developmental works.
Reviewing the RDD sector, he said that schemes like MGNREGA are meant to create viable and durable assets to cater local people and provide livelihood to the economically weaker sections of the society.
Later, the DDC took detailed review of the status and progress on major development projects including Degree college buildings of Banihal and Gool, 50 bedded Hospital Banihal, PHC Ukhral, water filtration plant Ramban, Polytechnic College Ramban, Girls Hostel, District Administrative complex, DIET building Banihal, Indoor Stadium Gool,  Gujjar and Bakarwal Hostel, Munsif court complex Ukharl  . He directed the executing agencies to expedite the progress on these vital projects to ensure their timely completion.
The DDC the officers to put vigorous efforts to achieve assigned targets and complete the works well in time to benefit the public. He also reviewed the AEBAS registration of employees of the line departments.

RAJOURI, AUGUST 03: District Development Commissioner Rajouri Mohammad Aijaz Asad today took comprehensive review of performance of different departments in terms of physical and financial targets.
The DC reviewed the progress of Education, Health, PHE, PWD, PDD, RDD, PMGSY Agriculture, Horticulture Fishery and other departments and issued string of directions for expediting the pace of development works and effective implementation of welfare schemes and programmes of the government.
The Chief Medical Officer was directed to conduct eye camps for children in far flung areas and also provide ambulance facility to these areas. He was also asked to ensure all attachments are cancelled to meet the shortage of   staff in the health institutions of the district.
Executive Engineers of PWD, PHE, PMGSY, PDD, RDA and I & FC were impressed upon to ensure timely completion of crucial projects to provide early benefits to the public. They were asked to file detailed report to the administration to resolve the issues/bottlenecks, if any, hindering the execution of projects.
The DDC also reviewed block wise performance under SBM, MGNREGA, 13th and 14th FC and set timeline for completion of all the pending works in the current financial year. He directed for carrying out intensive campaign for Swach Survekshan-2018 involving all stakeholders like religious leaders, social activists, media, students, civil society members etc for achieving the goals envisioned under the mission.
Directions were issued for 100% completion of works under MGNREGA for FY 2016-17 and 2017-18, Aadhaar seeding of all job cards to weed out ghost and inactive job cards and timely completion of works taken up to meet government’s commitment.
The officers were directed to furnish details of all the projects which need Rs 25 Lakh so that additional funds are requested from the Government. Officers were asked to closely monitor the burning public issues and take immediate necessary steps for addressing these the same.

Interacts with delegations; directs officers for prompt redress of people’s issues
JAMMU, AUGUST 03: Advisor to Governor, B.B Vyas today convened public outreach programme here under the aegis of JK Governor's Grievance Cell where more than 500 people including 40 delegations apprised him of their grievances and demands.
A deputations from Jammu city outskirts demanded inclusion of village Ranjitpur and Gujral in the Municipal limits, while Jammu Kashmir Government Pharmacists Association demanded implementation of All India Pharmacy Act and framing of policy related to their promotional avenues.
Likewise, All J&K Need Based/Casual Labourers Union Power Development Department demanded regularization of their services, Technical Employees Federation demanded implementation of SRO-149, PWD(R&B), while Casual Labourers and MGNREGA labourers sought release of pending wages.
A group of job aspirants demanded release of selection list of Junior Assistants, Supervisor and Accounts Assistants to be recruited for JKKVIB. Serving Juniors Engineers of PDD demanded enhancement in field travel allowance, removal of pay anomaly and early conduct of DPC,
 The residents of Sushil Nagar Camp demanded repair of local road, while the locals of SC Mohalla Garghani panchayat in Sanasar Batote demanded dependable road connectivity. A deputation from rural Akhnoor sought construction of tube well at Channi Panchayat Ambaran and residents demanded improvement of connectivity by construction of approach road from PWD road to Anji Bridge.
A deputation of Kashmiri Migrants demanded establishment of dispensary and installation of electric poles at Durga Nagar. The delegation of Sports instructors of J&K State Sports Council demanded regularization of their services.   A delegation of Shiv Sena Dogra Front apprised the Advisor about the sanitation issues in Jammu city and peripheral colonies. 
 Meanwhile,   delegations of Chamber of Commerce and Industries, Municipal and Urban Local Bodies Pensioners Association and J&K Multipurpose Workers Union also apprised the Advisor about their issues.
The deputations from various villages Majua, Saidgarh, Kheri, Bishnah, RS Pura, Khour, Pogal Paristan, Migrant colony Jagti also projected the development requirements of their respective areas.
The Advisor issued on the spot instructions to the officers of concerned departments including Housing and Urban Development, Planning, Power Development, Rural Development, Relief, Education and others to take immediate measures for addressing the grievances pertaining to their departments.
Divisional Commissioner, Jammu Sanjeev Verma, Deputy Commissioner, Jammu Ramesh Kumar, Commissioner, Jammu Municipal Corporation, Arvind Kotwal and Officers of line departments were present at the outreach programme.
Pertinently, the Advisor to Governor, B.B Vyas would be available for public hearing between 10.00 am and 12.00 Noon on all Fridays at Convention Centre/ Hall, Canal Road, Jammu.

Main function to be held at Sher-e-Kashmir Cricket Stadium
SRINAGAR, JULY 31: Deputy Commissioner Srinagar, Dr Syed Abid Rasheed Shah, Tuesday convened a meeting to review the arrangements for Independence Day celebrations in the district where the main function will be held at Sher-e-Kashmir Cricket Stadium at Sonwar.
The meeting discussed various aspects of the function including arrangements put in place at the new venue, security, march past parade, cultural programmes, seating, parking besides arrangements for rehearsals including transportation and accommodation for participants.
The DC issued specific instructions to all concerned departments to ensure that all arrangements are made well in advance. He said the PWD and PDD have particularly important role to play given the new venue of the main function this year and asked them to ensure all necessary arrangements are made for smooth conduct of the programme.
It was informed that a colorful programme has been chalked out for the occasion with cultural and special variety programmes to be presented by school children besides participants from the Information department and the Cultural Academy.
The DC asked the Cultural Academy to ensure that cultural programmes presented this year should be vibrant and based on fresh ideas. He also instructed the concerned departments to make sure that proper arrangements are made for transportation, refreshments and accommodation for the participants during the entire period of rehearsals starting tomorrow.
Dr Shah directed for close coordination between the concerned departments to ensure proper communication for the smooth conduct of the function. He also instructed the concerned departments to ensure thorough maintenance of venue, cleanliness and proper parking facilities for all visitors.
ADC Srinagar, SDMs East and West, Senior officers from Police and Army, CMO Srinagar, CEO Srinagar, Joint Director Information Kashmir, senior officers from PWD, PDD, PHE, SMC, Cultural Academy besides other district and sectoral officers attended the meeting.

Seeks plan proposals for car parking, public park
RAJOURI, JULY 31: Development Commissioner Mohammad Aijaz Asad, inspected pace of progress on key projects and identified sites for new projects here at Sunderbani, the other day.
He passed directions for speedy completion of   roads taken up under NABARD, ongoing work on College at Thandapani and additional infrastructure of Sub-district hospital Sunderbani, tourist cafeteria at Lamberi, Forest and Horticulture nurseries and bye pass road from old bus stand to hospital. He visited each construction site and inspected sites for setting up park and parking slots within municipal limits.
After taking stock of healthcare facilities at SDH Sunderbani and interacting with patients to take feedback, the DDC reviewed work progress on 100 bedded extra block of hospital and directed for earliest completion of ground floor and handing it over to health department.
Issue of transferring of 3 Kanal land of Animal Husbandry Department to Health Department for extension of SDH was also discussed and directions for expeditious transfer of land were passed.
During the visit, the DDC also took decision for shifting the poultry farm within municipal limits to spare space for creation of park. Besides, proposal for establishing parking slots by dismantling out of use staff quarters of Health Department was also sought by DDC. At Thandapani the DDC inspected construction work on College infrastructure. He enjoined upon concerned to adhere to the deadline and ensure quality of work. Infrastructure created under tourism sector including cafeteria at Lamberi was also inspected.
Nursery of Horticulture Department at Siot and that of Forest Department at Lamberi were thoroughly inspected and the concerned were exhorted upon to grow high yielding varieties of fruit plants to benefit the farmers and indigenous plants to utilize these in City Forest to be established at district headquarters.
Earlier, Aijaz went around the Sunderbani town to assess the scope of decongesting town with special focus on removal of encroachment.
The pace of work on crucial road projects like bye pass road from Old bus stand to hospital besides two NABARD road projects Lamberi to Chapriat and Dandesar to Water point Dandesar was also reviewed by District Development Commissioner.

REASI, JULY 30: Deputy Commissioner Reasi, Prasanna Ramaswamy G today chaired a meeting to review the Aadhaar Enabled Biometric Attendance System (AEBAS) registration of the employees here at a meeting.
The meeting was attended by attended by ADDC Reasi, Ramesh Chander, ACR Harbans Lal, ARTO, Executive Engineer PDD, PWD, Tehsildars, CMO and heads of other line departments.
The DC directed all district officers to expedite the   process to ensure that all remaining employees are enrolled.
Pertinently, the new system of attendance involves linking of government employees Aadhaar details with their attendance. The linkage is being done to enforce punctuality in the offices.
The meeting was informed that AEBAS bio-metric devices have been installed in all offices of the district, while the DC directed the NIC head to provide necessary guidance to the officials regarding the biometric attendance system.
The DDC said registration of all employees in the attendance portal is mandatory and strict action will be taken against those not adhering to the directions.
He said that with the installation of the AEBAS employees will have to mark their daily attendance on time, which will improve the work culture and bring about a significant impact on the overall governance system in the district.

New Delhi, Jul 28: Delhi Finance Secretary Renu Sharma has expressed concern over less than 10 per cent expenditure of the budget allotted to the public works department in executing various government's projects in the first quarter.

According to a PWD official, an explanation regarding the less expenditure will be sent to the government.

The finance secretary held a review meeting of the expenditure on July 25, where project-wise status was discussed.

Projects like remodelling of hospitals, construction of poly clinics, ITO Skywalk and strengthening of Ring Road from Ashram to AIIMS, among others, were taken up for discussion, drawing ire of the finance secretary.

In a written communication to its officials, the PWD said it appears that the construction of skywalk at ITO is likely to miss its July deadline and the work should be expedited and the fund be utilised fully.

"The principal secretary (finance) expressed concern over less utilisation of the budget allotted to PWD expenditure is less than 10 per cent on an average in the first quarter," it stated.

It stated the sanction of several projects were issued in the last three-four months, but the tenders for the same are yet to be called by the department, whereas some of the projects are delayed resulting in less utilisation of funds.

"The sanction of eight hospitals have been issued by the Cabinet, but still no tender for the same has been invited. The project manager (health) should indicate timelines for pre-construction activities," it stated.

About construction of polyclinics, it also stated that the approval of expenditure finance committee of the Delhi government has been issued, but tenders have not been invited.

"Principal secretary (finance) also pointed out that in most of the schemes, the expenditure is less than 10 per cent on an average.

"The reason for this less expenditure may be given by chief engineers/chief project managers for these ongoing schemes," it added. (PTI)
