JAMMU, JUNE 18 - Minister for Disaster Management, Relief, Rehabilitation & Reconstruction and Floriculture Javaid Mustafa Mir today flagged off Mata Kheer Bhawani Yatra forTulmulla (Ganderbal) from Nagrota here this morning.
IGP Jammu, Dr. S.D Singh, Deputy Commissioner, Kumar Rajeev Ranjan, Commissioner, Relief, M.L Raina, Kiran Wattal, Head Mata Kheer Bhawani Committee besides senior functionaries of the concerned departments and members of the committee were present on the occasion.
Speaking on the occasion, the Minister said the government has made proper arrangements for the pilgrims enroute and elaborate security measures have been taken for a safe and secure yatra with sufficient security personnel being deployed on the way to ensure smooth pilgrimage for the devotees.
“Jammu and Kashmir is a unique bouquet of diverse cultures and the government is making every possible effort to preserve and promote state’s cultural wealth”, the Minister maintained.
He also called for maintaining close coordination among the departments entrusted with the arrangements.
While interacting with the pilgrims, the Minister congratulated and wished them a safe journey.
The district administration, Mata Kheer Bhawani Committee and concerned departments along with the Civil Defence volunteers have made adequate arrangements of bus service, security, food, drinking water, medicare, sanitation etc for the convenience of pilgrims.
The administration appealed the pilgrims to make this yatra a polythene free one. A large number of pilgrims from across the state, country and abroad today left for Kashmir Valley to take part in the annual 'Kheer Bhawani Mela' in the Tulmulla area of Ganderbal district.
The state government had arranged a large fleet of buses of State Road Transport Corporation (SRTC) for boarding of pilgrims from Jammu besides large number of private buses and small vehicles.

Govt to develop one Model Park in each district
SRINAGAR, JUNE 07: The Minister for Floriculture, Disaster Management, Relief Rehabilitation & Reconstruction Javaid Mustafa Mir, today, directed the officer of the Floriculture Department to fulfill the commitments of the Chief Minister in letter and spirit.
The Minister conveyed these directions while chairing a meeting of senior officers of Floriculture and other concerned Departments, here today. The meeting was convened to take stock of Action Taken Report (ATR) on the commitments of Chief Minister which she made to public with regard to development of new parks and up-gradation, beautification and maintenance of existing parks in the State.
The Minister also reviewed the overall progress registered by the Floriculture Department.
Commissioner/Secretary Forests, Sourabh Bhagat, Secretary Floriculture and DMRRR Talat Parvaiz, Director Agriculture, Kashmir Altaf Andrabi, Director Horticulture, Kashmir M. A. Qadri, Director Floriculture Kashmir, Mathura Masoom, Director Floriculture, Jammu, Babila Rakwal, Director (Plg) PD&MD Tariq Ahmad, MD, JKHPMC Syed Abdul Qasim besides senior officers of Forest, Tourism, Agriculture, RKVY, SKUAST and Floriculture department attended the meeting.
The Minister appreciated the efforts of the Department due to which the Asia's largest Tulip Garden, Srinagar, maintained by the Floriculture Department has been included in the world book of records.
Saying that the floriculture is the face of J&K the Minister said the state of J&K has immense potential in this sector and called for collective efforts to tap its potential to the optimal.
The Minster said that in each district of the State one Model Park will be developed on modern lines where all the facilities including gym, children's amusement, walkers path etc will be kept available. He directed the concerned officers to identify the land or existing park for the purpose and accordingly prepare DPRs for the same.
While taking stock of the ATRs on the Chief Ministers commitments, the Director, Floriculture Department, Jammu, apprised the Minister that Chief Minister has committed to the people for the development, up-gradation and maintenance of 14 Parks in Jammu province which include Solar Park, Reasi, Public Park Doda, Batote Park (Aromatic) in Ramban District, Kathua, Bani, Samba Public Parks besides 4 parks in Rajouri.
Giving a detailed ATR on the commitments, the Director informed the meeting that where ever transfer of land is concerned has been taken up with the concerned authorities and for funding purposes the Planning Department has been approached accordingly. She said that out of 14 projects taken up on CM's commitments, work on 8 projects is in progress and will be completed till September this year.
Likewise, the Director Floriculture, Kashmir, Mathura Masoom, briefed the Minister about the ATR in Kashmir Division. She said that CM has committed development, up-gradation and maintenance of 12 Parks in Kashmir Division which include Public Parks at  Sallar, Khiram, Hamulla, Mauchirry and Hill View Park at Kokarnag, Singpora and Kriyapa Parks in Baramulla, Nishat Park in Bandipora, Irrigation Park in Sumbal, Public Park in Ganderbal,  Public Park Trehgam Kupwara and Public Park near Degree College, Handwara.
The Director said that work on the development of new parks and upgradation and maintenance of existing parks is in full swung. She said that the matter of land transfer for Hill View Park at Kokarnag has been taken up with the concerned authorities. She said that out of 12 projects taken up on the commitments of the CM, 8 projects will be completed till September 2018.
Reviewing the functioning and progress of the Floriculture Department, the Director, Floriculture, Kashmir informed the Minister that Rs 1.00 crore were provided for illumination of the Mughal Gardens. She said the work has been taken up this year which is in full swung. She said that there are as many as 150 uptown and down town parks in the Srinagar city which are being maintained by the department properly.
The Director Floriculture, Jammu, gave details of the work done and future plans with regard to Jammu division.

Advocates for bringing border shelling victims under SDRF ambit
SRINAGAR, JUNE 01: Minister for Disaster Management, Relief Rehabilitation and Reconstruction, Javaid Mustafa Mir, today pitched for vibrant disaster mitigation plan keeping in view with the State’s position on the seismic zone.
He said National Disaster Management Authority (NDMA) should give a special and focused attention in this regard and formulate a comprehensive disaster mitigation policy to meet any eventuality.  
The Minister made these remarks during an interaction with the member of NDMA, Lt. Gen NC Marwah, who called on him here today.
The Minister apprised the NDMA member in detail about the measures taken by the state government in the aftermath of September 2014 floods. He called for more intervention of the NDRF during any eventuality in the state.
The Minister also advocated for bringing the victims of border shelling under the ambit of SDRF so that their effective rescue and rehabilitation is carried out in a well-planned manner and on time.
Assuring every possible help during natural calamities, the Lt. Gen said that J&K has done a commendable job in respect of disaster preparedness during the last three years by way of various measures taken to further strengthen the department in the state. He also hailed the department for training volunteers to tackle the emergency situations during eventualities.
He stressed for organizing maximum mass awareness programmes through media and conducting awareness camps in vulnerable areas.
In response to the demand by the Minister for setting up of more Doppler in the state for forecasting weather reports, the Member said that three new Doppler will be installed in the state.

Directs swift evacuation, better treatment of injured
SRINAGAR, MAY 18: Minister for Disaster Management, Relief Rehabilitation and Reconstruction, Javaid Mustafa Mir, today expressed grief over the killing of five people including an Army Jawan in cross-border firing in RS Pura sector.
The Minister directed concerned Deputy Commissioners (DCs) of border areas to reach out to the people in shelling-hit areas for effective rescue and medicare facilities.
He called upon the district administration Jammu for early evacuation and shifting of injured to hospitals, besides also keep the availability of ambulances in place to meet any exigency.
He said the district administration has established shelters for evacuees and bulletproof vehicles are being used for the evacuation process.
The Minister further directed the concerned to ensure that proper medical facilities are provided to the people injured in the shelling and also directed to relocate the left-out populace to safe places in case of any eventuality.
“The government is in touch with the district administration and is monitoring the situation, while as medical heads and other staff has been directed to be available round-the-clock for better treatment of injured”, the Minister added.

SRINAGAR, MAY 11: Minister for Disaster Management, Relief Rehabilitation and Reconstruction and Floriculture, Javaid Mustafa Mir directed SHO Panthachowk for seizure of machinery being used for laying illegal water pipeline along the embankment of river Jhelum at Athwajan here today.  
The Minister ordered this after paying a surprise visit to the dredging process being carried out at the Athwajan.
While ascertaining the details of the work, it was spotted that illegal water pipeline is being laid along the bank of river Jhelum. The Minister passed on spot directions to the concerned authorities to ascertain the details for the same and to bring culprits before the law.
He said after 2014 floods in the state, it has been endeavor of government to raise and strengthen the embankments to avoid slumping of banks.
He reiterated that the government is committed to put every effort for prevention and mitigation of natural disasters and to reduce the impacts and risks of hazards through proactive measures.

SRINAGAR, MAY 10: Minister for Disaster Management, Relief Rehabilitation and Reconstruction and Floriculture, Javaid Mustafa Mir, today conducted an extensive tour of Chadoora constituency to inspect pace of work on developmental projects being executed by different agencies.
While inspecting the developmental works, the Minister directed concerned authorities to bring swiftness in developmental works going on in the constituency. He exhorted upon the concerned officials to ensure that quality of works is not compromised with and to complete all the works on time.
The Minister also paid a surprise visit to the Sub-district hospital Chadoora to enquire about the various facilities offered to patients at the hospital.
During the visit, the Minister was informed that efforts are underway to augment the existing infra in the hospital. Besides, major components including setting up of other units in the hospital are underway. To upgrade the basic facilities in the hospital, the Minister directed the concerned officers to formulate a DPR so that better healthcare facilities are provided to the patients in the hospital.
Mir directed the health officers to prioritize the sanitation and cleaning process in and around the hospital. He also directed them for proper sewage disposal to reduce health hazards.
During the visit, the Minister interacted with several deputations and received the first-hand appraisal of their issues and demands. He patiently listened to the grievances and assured that their genuine issues would be considered and redressed in a time-bound manner.

SRINAGAR, MARCH 17: Minister for Relief, Rehabilitation, Reconstruction and Floriculture, Javaid Mustafa Mir inaugurated floriculture fair at Floriculture Mandi, Rajbagh here today.
The Fair was organized by Department of Floriculture with an aim to showcase their activities and success stories of growers all over the valley.
On the occasion, the Minister said that with the introduction of latest technology in floriculture, the sector has the potential in filliping socio-economic conditions of the farming community in the State. 
Later, he went to the stalls which were set up by growers registered with the department. He lauded the usage of the modern equipment in the field and achievements of growers.
On the occasion, growers apprised the Minister about the difficulties being faced by them during cultivation which include lack of heating facility in the winter season.
Referring to the achievements registered by the Department, Director Floriculture MathoraMasoom said that floriculture has a lot of potential in providing livelihood to the youth as it is evident from the success stories from the Valley growers.
Deputy Director Floriculture, Nazir Ahmad Reshi said that agro-climatic conditions of Kashmir are highly suited for the production of flowers and in this regard, the department is providing infrastructure, manure and plant material on subsidized rates to the cultivators.
District Floriculture officers, farmers and other concerned were also present on the occasion.

Vehicles to be barred from plying on river embankments
SRINAGAR, MARCH 17: Minister for Disaster Management, Relief, Rehabilitation, Reconstruction and Floriculture Department, Javaid Mustafa Mir Saturday reviewed the flood mitigation measures.
The meeting was attended by Chief Engineer PHE Kashmir, Abdul Wahid, Chief Engineer I&FC Kashmir, Mohammed Shahnawaz, Additional Deputy Commissioner Srinagar Vikas Kundal, Director Disaster Management Department Aamir Ali, Sub Divisional Magistrate Srinagar Reyaz Ahmed Beigh, besides Superintending Engineers and Executive Engineers of I&FC and PHE Department.
The Minister directed that proper structural designs should be adopted by Irrigation and Flood Control (I&FC) for flood protection works and that no loaded vehicle should be allowed to ply on the river embankment or enter into the river bed.
He directed Chief Engineer I&FC to ensure that permanent barriers are constructed on embankments, and under no circumstances trucks, tippers or any other carriage vehicle should be allowed to move on river embankments, which are not designed for carrying such loads.
He asked the Engineers of I&FC to ensure community participation for enforcing these instructions by making people aware of the risks and explaining the safety benefits of these barriers, and to empower the people of the localities to enforce these instructions in the interest of their own safety.
Minister conveyed instructions to Divisional Commissioner Kashmir to confiscate any load carrier that is found parked or plying on river embankments, or inside the river bed.
Javaid Mustafa Mir appealed the general public to help I&FC department to locate weak embankments and also inform about violations so that immediate remedial measures are taken before the rainy season.
He directed that wherever earth-filling is necessary for embankments, proper compaction, as per specifications should be followed by I&FC. He took strong objection to the indiscriminate sand extraction being carried out and directed that the same be stopped immediately. He asked that proper engineering assessments should be carried out to reduce the vulnerability of the embankments for any future high discharge and flood situations.
The Minister directed Chief Engineer PHE to ensure that water supply lines are not laid inside the river embankments, since maintenance of these pipes result in excavation and damage to the embankments. He asked the PHE Department for making phase out removal of the pipe lines from the embankments.
It was pointed out that the natural drainage of the river Jhelum has been encroached upon at a few places and issued instructions to Divisional Commissioner Kashmir for immediate action. He directed Addl. DC Srinagar and SDM Srinagar to immediately depute the concerned Revenue Officers, alongwith I&FC teams and Police personnel to remove all such encroachments.
He also directed that shoal depositions, which have narrowed the span of the river, should be removed forthwith. The Minister was informed that the Global tenders have been invited for conducting the River Morphology Study of Jhelum and Tawi. Quality Cost Based (QCB) bids have been shortlisted by JTFRP, which have been sent to the World Bank for review and are likely to be finalised soon. The study will help understand the morphology of these rivers, starting from their catchment areas, provide digital elevation models and suggest immediate flood mitigation remedial measures required to be taken.
