KATHUA, JANUARY 01: District Development Commissioner, Rohit Khajuria, today reviewed the physical and financial achievements under MGNREGA in the district.
During the meeting with Engineers of Rural Development Department, took block-wise review of the works completed under the scheme and directed the concerned to expedite and execute works within the set time frame. He also called for abandoning those works which achieved negligible progress since their inception and asserted on submitting pending bills within 10 days besides updating MIS regularly.   
He said that MGNREGA is a demand-driven scheme, which aims at to uplift poor villagers by providing them working days and development of their areas. He also called for improving coordination among Rural Development and Engineering wings to improve the overall efficiency in the execution of development works.
He further exhorted that work bills of the previous financial year be generated beforehand so that Fund Transfer Order and estimation of material required can be gauged well in advance and the same can be projected through Project Fund Management System.  
While sharing the details with DDC, ACD informed about PDs generated during the current fiscal, works taken up and completed by the department so far.

Jammu, May 29 : The eight people accused in the case of the rape and murder of an eight-year-old girl from a minority nomadic community in Kathua will be produced before a court in Pathankot in Punjab on May 31 in accordance with the directions of the Supreme Court, officials said today.

The Jammu and Kashmir's elite Crime Branch will produce the charge sheet in the case as well as all the accused in the case before the district and sessions judge in Pathankot. 

Officials said a police team along with the staff of Kathua's district and sessions judge will present all the files to the court in Pathankot, 30 km from Kathua, and request permission to translate all the documents from Urdu to English.

Citing security concerns in transporting the accused to court, the public prosecutor will move a plea to keep them in judicial custody in Pathankot, the officials said. 

After several petitions in the Jammu and Kashmir High Court as well as the Supreme Court, the case is finally set to move to the trial stage with the apex court directing the district and sessions judge in Pathankot to hold an in-camera hearing.

"The learned district and sessions judge, Pathankot, shall himself take up the trial and not assign it to any additional sessions judge and shall fast-track the trial and take it up on day-to-day basis so that there is no delay in trial," the three-judge bench of the Supreme Court order had said earlier this month.

The Crime Branch had submitted a charge sheet in the crime on April 9 before the Kathua court. The case came into the national limelight after lawyers of the Kathua bar association tried to prevent the police from filing the documents. 

According to the charge sheet, the eight-year-old girl, who was kidnapped on January 10 this year, was allegedly raped in captivity in a small village temple in Kathua district after having been kept sedated for four days before she was bludgeoned to death.

The abduction, rape and killing of the child was part of a carefully planned strategy to remove the minority nomadic community from the area, the 15-page charge sheet says. 

It names eight people, including temple custodian and alleged mastermind Sanji Ram, his son Vishal, a juvenile nephew and special police officers Deepak Khajuria alias 'Deepu' and Surender Verma.

The others arrested in the case are the juvenile's friend Parvesh Kumar alias Mannu as well as investigating officers head constable Tilak Raj and sub-inspector Anand Dutta, who allegedly took Rs 4 lakh from Ram and destroyed crucial evidence.

The case became a bone of contention between the state government's alliance partners PDP and BJP. The saffron party had to sack two of its ministers Chowdhury Lal Singh and Chander Prakash Ganga for participating in a rally of 'Hindu Ekta Manch' in support of the accused arrested by the Crime Branch.PTI

 Jammu, May 14 :  Security forces along with Army and Police on Monday carried out joint search operation after a group of suspects was seen along Indo-Pak international border in Kathua district of Jammu and Kashmir.
"On the intervening night of May13 and 14 at about 0015 hour, BSF troops noticed a suspicious movement of three to four suspected persons with combant uniform and with pithu bag in tarnàh nallah in between BOP Bobiya and Londi of Hiranagar tehsil," police sources here said.
They said that it seems they might have infiltrated, adding, "all troops are on alert while search operation is being carried out."
Choppers are also being used for search, they said.
"So far no contact has been established in the area but search operation is in progress," Shridhar Patil, SSP Kathua told UNI.

KATHUA, APRIL 24: On second day of the 29th National Road Safety Week, Motor Vehicle Department organized nukkadnatak and eye checkup cum medical camp for drivers and conductors at main Bus Stand Kathua.
A team of artists played a nukkadnatak on drunken driving, over speeding followed by a musical programme. The large gathering witnessed the function and applauded the performance and initiatives taken by Motor Vehicle Department Kathua to spread the road safety message.
An eye check-up cum medical camp was also organized where team of doctors from health department executed free eye check-up of drivers and conductors besides free medicines were also gave away by the team.
During the programme MVD inspector threw light on traffic signs and symbols, precautions to be taken on railway crossings, importance of wearing helmet and seat belt while driving two wheelers and four wheelers respectively.
While speaking on the occasion ARTO Kathua Indu Jamwal gave brief note on common mistakes done by drivers leading to accidents. She appealed the participants to drive vehicle only after getting proper training from approved driving institutes. She also appealed parents not to give vehicles to their underage wards as this is illegal and highly unsafe.

Inaugurates annual Baisakhi Mela, celebrates birth of girl child during Baisakhi celebration
KATHUA, APRIL 13 : Terming the Government`s announcement of sanctioning Degree College at Ramkote in Billawar a Baisakhi gift to the students residing in remote areas, Deputy Chief Minister, Dr Nirmal Singh said the present dispensation has sanctioned 6 new degree colleges for Jammu Division which will fulfil the aspirations of students living in  remote areas.
Dr Singh said this during a public meeting held today at Ramkote where large number of people gathered to express their gratitude towards the Government`s decision to provide Degree College to the area which will serve the interest of students living in remote villages.
Dy CM informed the gathering that the sanctioned degree college will function in make-shift accommodation from ensuing session 2018-19 till permanent structure for the college gets raised. He said earlier there was only one degree college in Billawar and the students from remote and backward areas were unable to avail the benefits of higher education but with the upcoming Degree College at Ramkote, students will reap the benefits of higher education.
Earlier, the Dy CM inaugurated historic Baisakhi Festival at Billawar and conveyed his greetings to all who were present during the Baisakhi celebrations.
Underscoring the need to revive age old festival celebrations at historic places, Deputy Chief Minister, Dr Nirmal Singh said Baisakhi is an important festival of the region and all sections of society join together in the festivities.
Describing historical importance of Billawar town, the Deputy Chief Minister said reference of the town is found in several historical chronicle of the sub-continent and the region has vast tourism potential for which efforts would be intensified to explore the potential to its fullest.
He directed ADC Billawar to raise the benchmark of this Baisakhi celebration so that it becomes a major tourist attraction and people from not only Billawar but from other states will come to become part of these annual celebrations. He also announced a 10 MVA transformer for the village.
On the occasion Birth of 200 girl children was also celebrated by giving them account passbook under Laadli Beti Yojana by the Dy CM who encouraged all the stakeholders to celebrate the birth of girl child in their home.
He further said that in contemporary times, male and female child have equal potential and it is up to us how we explore their qualities.
Stalls of different government departments were also installed at the festival site showcasing their working, schemes and programmes. Dr Singh inspected all the stalls and handed over keys of subsidized tractor and other Agri Machinery to the beneficiaries.
Speaking on the occasion, Dy CM said that State government is keen to develop the areas of religious and tourist importance, for which several projects have been undertaken.      He said during the past 3 years Rs. 10 Crore has been spent on augmenting PDD infra in Billawar, roads worth Rs. 58 Crore under CRF were kick started, Rs. 30 Crore have been spent by PWD(R & B) department to strengthen the road network, bridges worth Rs. 55 Crore and roads amounting to Rs. 201 Crore under PMGSY along with several other projects will make Billawar a model constituency and help in uplifting the socio-economic conditions of the people.
Dr Singh stated that sincere effort will be made to make the Baisakhi Mela and other cultural fest a regular and important feature on the state culture calendar and directed the officers of Tourism department to bring the Baisakhi Mela under the ambit of Tourism department as it will help in resuscitating tourism.
An impressive cultural programme comprising of Dogri folk songs and dances by the local artist remained key attraction of the Mela which was organized by the Billawar Administration along with District Employment Centre Kathua.
Vice-Chairman, J&K State Advisory Board for Development of Kissans, Daljeet Singh Chib congratulated the people on the occasion of Baisakhi. He said people of Billawar have maintained and shown communal harmony during the adversities, which pave a way for congenial atmosphere of development. He appreciated the organizing committee for putting hard efforts to make this magnificent Mela a grand success.
He assured the people that Billawar, Bani and Basohli will be developed as big tourist hub in coming times adding that the scenic beauty of this area has no match which needs to be explored further and announced Rs. 50000 for Baisakhi Celebrations.
Among others, ADC Billawar, Joginder Singh Rai, CEO Kathua, Nirmal Choudhary, Dy Dir. DECC, D C Bhatti, BDOs, Tehsildars, XENs, social activist Mamta Singh and other district officers and people in large numbers were present during the Baisakhi Mela.

Maintt. & RE Circle, Kathua, the power supply to Hatlimore Chowk, Sawan Chack, Shastri Nagar, New Bus Stand, Ranjeet Resort and Gandhi Chowk fed from K-I and PHE feeders emanating from 66/11 KV S/Stn. Hatli More-I shall remain affected on April 12, 15 and 19 from 07 am to 12 noon. 
Similarly, the power supply to Patel Nagar, Shiva Nagar, RTIC Colony, Karan Nagar, Haji Colony, Kabir Nagar and Gujjar Hostel fed from K-2, PHE, K-6, K-3 and AIR feeders emanating from 66/11 KV S/Stn. Hatli More-I and II shall remain affected on April 15 from 00 am to 02 pm.

Sensitizing teams, Three-tier monitoring key feature of the plan


KATHUA, APRIL 02: Taking a stride towards making Kathua an open defecation free district, District Development Commissioner Kathua Rohit Khajuria today rolled out a plan involving different departments and stakeholders to make it successful during one day orientation programme on Swachh Bharat Mission (G) at Government College for Women Kathua.
While speaking on the occasion, DDC said that 41% of the total 92,979 households have the provision of toilets and laid thrust on taking the task of making toilets on mission mode by motivating people as district Kathua has shown dismal performance in the state. He said that there is dire need to sensitize people and make them think towards the menace of open defecation and its ill impact on health.
Under the plan ADC’s and SDM’s are directed to supervise and review the pace time to time. The teams comprising the field staff of Agriculture, ICDS, Rural Development, Health, FSC& CA will visit identified households with no toilets and educate them to avail the scheme of individual household toilets of rural development under Swachh Bharat Mission(g) and get Rs 12000/- as token money. The BDO’s were given monthly targets of their respective panchayats.
“To make the progress accountable, targets will be divided into sub cluster, cluster, panchayat and then block wise through constant monitoring at panchayat, block and tehsil level” DDC added. He also directed XEN PHE to provide water supply to the identified locations having no provision of water.
On the occasion problems and best strategies were discussed to attune the field workers to adopt means to bring attitudinal change in people. The provision of recognition for best performing teams was also incorporated under the plan.

KATHUA, MARCH 26: A three- day special training program on disaster preparedness was organized  by Indian Red Cross Society, Jammu in collaboration with District Red Cross Society at Government Degree College on the theme of “Preparedness for Disaster Management and First-Aid” .
DDC Kathua, Rohit Khajuria, who is also the chairman of District Red Cross Society, inaugurated the training program.
In his inaugural address, DDC appreciated the initiatives taken by the regional and district branches of IRCS and briefed the participants about the importance of First-Aid training in day to day life. He said that the essence of this training program is to build the capacity of participants for their voluntary services during emergency situations.
He also advised all the participants to attend the program with full devotion and keen interest so as to acquaint themselves with the effective and life saving techniques of First-Aid which are useful to save the human lives. 
On the occasion, Regional Secretary IRCS Jammu, Dinesh Gupta deliberated on disaster preparedness and exhorted upon proper preparedness to minimize losses besides the importance of learning First-Aid techniques so as to save lives during emergency.
ACR Kathua Jatinder Mishra, Vice-Principal, Professors, Students and Volunteers of Red Cross in large numbers were present during the training program.

KATHUA, MARCH 26: A team from Legal Metrology Department Kathua and Sub-District Administration Billawar comprising of Tehsildar Vishvajeet Singh, Assistant Controller Jaidep Singh Sambyal and Inspector Pritam Chand inspected a private school at Phintar and seized book sale counter opened by the school management in collaboration with a Jammu based Book seller. Various stationary items not carrying mandatory declarations such as MRP, No. of pages on notebooks, Size, name and address of publisher etc were seized.
The Asstt Controller Legal Metrology Kathua Jaideep Singh Sambyal stated that with the commencement of academic session 2018-19, complaints from parents against private educational institutions poured   in particularly regarding to forced sale of Books and stationary items which is a unfair and restrictive trade practice. He added that students were allegedly forced to buy notebooks bearing name of a particular school which is a violation of right to choose under J&K Consumer Protection Act where under every consumer  has right to  choose among  variety of goods and services available in a competitive market.
The Inspector Legal Metrology Dayalachak Prittam Salaria booked the School Management under relevant Act and rules.
The Asstt Controller Legal Metrology Kathua Jaideep Singh Sambyal  on the undertaking given by School management that it will not violate any of the provisions of the law compounded the case and imposed a fine of Rs 50000.
The team of Officers also appealed the managements of all private schools to desist from such kind of practices failing which Department shall taken stern punitive action against all such defaulting institutions.   
 The team of Officers also appreciated the parents of children who approached the Department with such complaints.

Jammu, Mar 24 : Union Minister in Prime Minister’s Office Dr Jitendra Singh on Saturday said that all those who are being questioned in Kathua Rape Murder Case should be released after they submit ‘undertaking’ and cooperate in the investigations.
“Those who are being questioned into the case should be released after 1 or 2 hours with an ‘undertaking’ that they will not leave the place without informing the investigating agency,” Dr Singh told a news channel here on Saturday.
-He said, “nobody should be kept in an illegal confinement and this type of method is being adopted across the country for fair investigations into various cases.”
Dr Singh further said that when there is no transparency, people feel “harassed”, adding, “handing over case to the CBI is the prerogative of state government but what more important is impartial and transparent enquiry.”
“By handing over the case to the CBI doesn’t mean that the culprit will be spared or the investigating agency will be biased. Whosoever is the culprit will not be let free and face the punishment, no matters whatever agency is investigating the case,” said the Union Minister.
Meanwhile on Nowshera ADC Row, Dr Singh said, “we have been told that the state government is taking the cognizance.”
On announcement of Rs 5 lakh to the martyrs, he said, “Modi government respects the security personnel and on his directions, the CAP of Rs 10,000 on education of children of security personnel, has been removed, which will be paid by the Central Government.”
“I am sure that the state government will look after the issue of relief/ex-gratia to the security personnel from the state, attaining martyrdom during counter-insurgency operations,” he added.
He also said that India is giving befitting reply to the Pakistan on borders, adding, “it is for the first time in past 50-60 years, under this government, security forces have been given free hand to give strong reply to unprovoked firing by the Pakistan.” UNI

KATHUA, MARCH 17: To overcome scarcity of drinking water in and around Hatli village of Basholi constituency, Minister for Forests, Environment and Ecology, Choudhary Lal Singh today inspected Water Supply Scheme at Gunni and directed the concerned officers to provide safe potable drinking water to the people of the area.
While inspecting the Water Supply Scheme, Lal Singh examined the condition of the filtration plant besides the water source and was briefed about the main features of the scheme and the areas to be fed by the scheme in the region.
Reiterating Governments resolve in providing clean drinking water to all the areas, Lal Singh said that painstaking efforts are taken by the Government in completing all schemes including those which were pending and were at various stages of completion.
The Minister asked the officers to monitor works of all other major and minor water supply schemes of the area and ensure their completion at an earliest. He further directed to conduct fresh surveys to identify uncovered habitations for ensuring uninterrupted water supply to the people of water stressed areas.
Terming leakage of water as a major hurdle in providing sufficient supply to every household, the minister directed the Engineers of PHE Civil as well as Mechanical wing to work in tandem to plug these leakages so that more areas can get PHE water supply. He further directed the concerned officers to regularly monitor the duties assigned to the field staff so that people of village Hatli, Dukht, Pukht, Gunni, Barighat, Rasoo and Sarthan can avail the benefits of Gunni WSS.   
Stressing on the need to conserve natural water bodies, Lal Singh directed ACD Kathua to prepare a plan by involving Forest Department to conserve all the ponds and natural water resources of the area so that water level can be recharged besides the preserved water can be used in extreme summer season.
Minister stressed on working collectively for welfare and development of the constituency. He interacted with several local deputations and listened their issues and demands. He assured that their issues and grievances will be redressed in a time bound manner. 
Conservator East Circle, Kh. Qamardin, ACD, Rajiv Khajuria, CEO, RTO, DFOs, DYSSO, Engineers of various departments and officers of district administration besides people in large numbers were present on the occasion.

Retrieved 1.35 lakh kanals forest land from land grabbers in 2016-17


KATHUA, MARCH 13- Minister for Forest, Ecology and Environment Choudhary Lal Singh today asked the Divisional Forest Officers to prepare log books of un-demarcated forest compartments and also display sign boards on forest land so that the land grabbers refrain from encroaching state’s green wealth.
This was stated by the Minister while interacting with officers at a public grievances redressal camp at Basholi, here today.
Principal Chief Conservator of Forests, Ravi Kesar, Chairman State Pollution Control Board B Siddhartha Kumar, Commissioner/Secretary Forests, Ecology and Environment Sourabh Bhagat Director SFRI B M Sharma, Chief Conservator of Forests Farooq Gillani, Additional Deputy Commissioner Sanjay Gupta, Conservator East Circle Kh Qamar-ud-Din, Assistant Commissioner Development Rajiv Khajuria besides other senior officers of Forests and its allied wings were present on the occasion.
Choudhary Lal Singh directed the officers to provide training to all the frontline field staff for demarcation of un-demarcated forest land in a transparent and judicious manner across the State. He informed that the Government has retrieved around 1.35 lakh kanals forest land in 2016-17 for restoration of state’s forest cover.
Emphasizing the need to protect state’s forest wealth from land grabbers, the Minister directed the officers of the department to ensure proper demarcation of the forest land in a transparent manner so that encroachment can be curbed at all levels.
The Minister asked the Principal Chief Conservator of Forests to constitute committee for monitoring the demarcation process by frontline staff across the State and take all necessary steps to demarcate the entire forest land to avoid day-to-day encroachment.
The Minister asked the DFOs to submit the area wise detail of the forest land within a week’s time to the department so that the spaces can be demarcated under Forest Demarcation Map and called for formulation of proper demarcation plan with greater vigil, proper fencing methodology and involvement of locals.
Earlier, during the public grievances redressal camp, several deputations met the Minister and projected the development related problems of their respective areas.
Choudhary Lal Singh asserted that three regions of the State have witnessed massive development in all spheres during the current regime and that the government is duty bound to provide all basic amenities to the people of the state.
He said Government has taken several concrete measures to create durable infrastructure to upgrade the living standard of the people. He said government is committed to provide all basic amenities including road connectivity, education, health, drinking water and better lanes and drains in every area of the State.
The Minister said that Government is fully aware of people’s development related problems, adding that in this regard a new master plan has been prepared to meet all developmental needs particularly in far-off areas of the State.

 ‘Rs 3.5 cr earmarked for construction of SPCB office in Basohli’


KATHUA, MARCH 07- Minister for Forests, Environment & Ecology, Choudhary Lal Singh has said Government is making all out efforts to revive traditional water sources and introduce modern methods of water conservation in the State.
The Minister was speaking at a Constituency Level Advocacy workshop on Water, Sanitation and Hygiene organized by National Development Foundation and sponsored by Communication and Capacity Development Unit(CCDU), Deptt of PHE, I&FC at Basohli, here today.
The Minister informed that the campaign for conservation of water has been taken to Panchayat level for creating awareness at gross roots level. He said cleanliness and conservation of water bodies would pave the way for improving hygiene and sanitation.
Expressing concern over shrinking of water resources due to human greed and negligence, the Minister regretted that this is happening in a country where people revere rivers and streams as divine entities.  He appealed to the masses to contribute towards ensuring safe water and proper sanitation.
Meanwhile, Choudhary Lal Singh exhorted upon the PHE department functionaries to work diligently to provide safe potable water to the populace of Basohli. He also asked them to ensure regular maintenance of the filtration plants for providing safe and hygienic drinking water to the people.
The Minister informed that Government has earmarked Rs 1 crore to facilitate proper disposal of Solid and Liquid Waste in Basohli Town. He said that under the project, the Government has provided two dustbins to each household for segregated collection of bio and solid waste. He said two auto rickshaws with trolley have been put in service for door to door waste lifting and dumping at the identified place.
For improving power scenario in Basholi, Choudhary Lal Singh said that Government has identified 7500 kanal land in the area for establishing solar power plant which would generate 200-MW electricity to meet local demand. He further informed that State Pollution Control Board (SPCB) has prepared a detailed project report of Rs 3.5 crore for construction of its office in the town.
The Minister said that efforts are afoot to develop eco-tourism infrastructure around the Ranjit Sagar Lake to project it as a major tourist destination.
Rajiv Khajuria, Founder Emeritus National Development Foundation, presented key note address highlighting different aspects of water, sanitation and hygiene. He informed that National Development Foundation with the support of CCDU has launched a massive campaign in Jammu, Samba and Kathua to educate people about the conservation of water. He said the organization is involving Gram Sabhas, Village Water and Sanitation Committees and students in the campaign.
A cultural programme, highlighting the message about water, sanitation and hygiene was presented on the occasion. People present on the occasion were also made aware about personal hygiene and water testing through Field Testing kits.
Principal Chief Conservator of Forests (PCCF) Ravi Kesar, Chairman SPCB B Sidhartha Kumar, Director Social Forestry Ashwani Gupta, Director Environment and Remote Sensing O P Sharma and other senior officers and officials of the Forest department and its wings were also present on the occasion.
 Later, the Minister also laid foundation for 100-bedded Girls Hostel at Basholi being constructed under RMSA.

JAMMU, JANUARY 19:  The Government today said that the accused, a minor (15 years old), has been arrested in connection with the death of a minor girl in Hiranagar area of district Kathua. 
Responding to the concern expressed by the Legislators on the gruesome incident, Minister for Revenue & Parliamentary Affairs, Abdul Rehman Veeri informed the House that the accused has confessed to the crime.
He said the investigation conducted by the Special Investigation Team (SIT) headed by SDPO border Chadwal revealed that the accused kidnapped the minor girl and put her in nearby cowshed at village Rassana, where he attempted to rape her and when she resisted, he killed her by way of strangulation. He said the accused has been arrested and further investigations are on.
Giving details of the case, the Minister said that on 12.01.2018, the complainant Mohammad Yousuf S/o Shab Din R/o Rassana Mohara, Tehsil Hiranagar produced a written application before the police stating therein that his daughter namely Asifa (8 years) had gone for grazing horses in the nearby forest area. At about 1600 hours, the horses returned to the Dhera but Asifa did not return. Consequently, the complainant alongwith others started search in the forest and on the next day they again searched the forest areas but Asifa could not be traced.
As per the content of the application, case FIR No: 10/2018 U/S363 RPC was registered and the investigation started.
The Minister said that during the course of investigation, police party of Police Station Hiranagar and VDC Badoli visited the spot and search of Rassana forest was conducted alongwith civilians and Bakerwals residing in the area.
He said on 17.01.2017, at about 1030 hours dead body of missing girl Asifa was recovered from the Rassana forest area. Thereafter the police team alongwith SDPO and SHO Hiranagar visited the spot and photography of dead body was conducted through crime photographer, service of FSL team was also utilized. The dead body of deceased was taken into police custody for post-mortem.
Later on, the dead body was shifted to District Hospital Kathua for conducting the post-mortem through board of doctors. After the post-mortem, the dead body was handed over to its legal heirs for last rites.
Investigation of case is in progress to collect more evidence about the commission of offence by the accused, he said.
Earlier, Minister for Works, Naeem Akhtar also made a statement in the Upper House on the issue.
