Special dispensation to enable all un-covered Higher Education Institutions of JK to get their NAAC Accreditation: MHRD
SRINAGAR, AUGUST 3: In a day-long workshop held here today, Chief Secretary B.V.R. Subrahmanyam today highlighted the importance of knowledge improvement of quality education.
He said that the present dispensation is holding education as a topmost priority and will provide full support to higher education institutions for the enhancement of quality education in the State.
The Chief Secretary was speaking at a one-day workshop organized by the Department of Higher Education in collaboration with National Higher Education Resource Centre on the roadmap for quality enhancement in Education Institutions of J&K at SKICC here.
On the occasion, Commissioner Secretary Higher Education, in her welcome address, highlighted the available opportunity and possible challenges which might be encountered in the pursuit of the targets of quality enhancement and excellence.
She stressed upon the participants to set short, medium and long-term targets and also devise a road map for achieving the set targets.
Joint Secretary, MHRD, Government of India, Ishita Roy, announced that there shall be a special dispensation to enable all the un-covered Higher Education Institutions of the State to get their NAAC Accreditation which in turn shall qualify them for financial assistance from about 23 Ministries of the central government.
Chairperson National Higher Education Resources Centre and National Coordinator Rusa, Prof B. Venkatesh, said that the pass outs from institutions of the State should continue to excel in the ever-changing demands of the market by focusing on the promotion of innovation, research, entrepreneurship and self-employment.
The speeches were followed by a discussion amongst the participants and the participating Vice-Chancellors and College Principals were given time to present their perspectives with regard to the road map for quality enhancement in their respective institutions and also for the State as a whole.
Issues like GER, NAAC Accreditation, Teacher training, filling up of vacant positions, bridging infrastructure gaps, introduction of skill-enhancing programmes, creation of enabling environment, strengthen of extracurricular aspects etc. were thoroughly discussed.

SRINAGAR, AUGUST 03: Laying emphasis on the importance of computer and IT education, the Advisor to Governor, Khurshid Ahmed Ganai, today asked Higher Education Department to introduce these subjects at college and university level to prepare students for technical jobs both in private and public sector.
The Advisor was addressing Vice-Chancellors and  Registrars of all state-based universities, officials from Higher Education Department and Principals of colleges in a workshop titled “Road map for quality enhancement of higher institutions” organized by Higher Education Department in collaboration with National Higher Education Resource Center.
Joint Secretary MHRD Government of India  Ishita Roy, Chairperson National Higher Education Resources Centre and National Coordinator Rusa Prof B. Venkatesh were guests in the event which was also attended by  Commissioner Secretary Higher Education Department Sarita Chauhan, Vice-Chancellor Kashmir University Prof. Khursheed Iqbal Andrabi, Vice-Chancellor, IUST Awantipora Prof. Mushtaq Sidiqui, Vice-Chancellor BGSB University Rajouri Prof. Javid Masarat, Vice-Chancellor University of Jammu Prof. Manoj Dhar, Vice-Chancellor Cluster University Jammu Prof. Anju Bhasin, Vice-Chancellor Cluster University Srinagar Prof. Sheikh Javid, Vice-Chancellor Cluster University Prof. Sanjeev Jain, besides several other signatories.
On the occasion, the Advisor said that in the present times and in the near future the importance of computer and IT competency will be pre-requisite for any job whether in public and private sector and educational institutions need to prepare students to meet the demand. He said this will also help in addressing the unemployment in the state.
Ganai said that the expansion to introduce higher education in the state has put pressure on infrastructure which has eventually affected the quality of education in our institutions.
He impressed upon the Union Ministry of Human Resource Development (MHRD) to liberally invest for improving educational infrastructure in JK which in turn will improve the quality of education in the state.
The Advisor stressed, “Quality of science of technology in our educational institutions has to improve substantially and in this field we need to do a lot”.

Kupwara, Baramulla selected for 'Aspirational Districts' Prog of NITI Aayog
SRINAGAR, JULY 13:  Ministry of Human Resources Development (MHRD) today held a video conference with Secretary School Education Rigzin Samphel regarding the steps taken for “Transformation of Aspirational Districts” programme in two identified Districts of Kashmir viz., Baramulla and Kupwara.
The meeting was attended by Director School Education Kashmir, Dr. G.N. Itoo, District Development Commissioners of Kupwara and Baramulla who appraised the officers about the steps being taken in this regard.
The objective of the programme is to expeditiously transform all 115 Aspirational Districts in 28 States of the country which were identified from these states.

JAMMU, JULY 07: State Project Administrator, Single Project Implementation Unit (SPIU), J&K Nirmal Sharma today reviewed the progress under Technical Education Quality Improvement Programme (TEQIP)-III, in the state.
The  TEQIP is a World Bank aided project of MHRD  launched with the objective to upscale and improve the quality and enhance the existing capacities of the institutions to become demand driven, quality conscious, efficient and forward looking, responsive to rapid economic and technological developments occurring at National and International level.
 Discussing the various steps to achieve the objectives of the project, she emphasised to gear up the activities under Start up Cells, Industry Institutions Interaction Cells so that bright innovative ideas of the students are transformed into start-up businesses.
The project director further stressed that the participating institutions should expedite to fulfil the parameters laid down for seeking accreditation with NBA for starting new M.Tech. /Ph.D. courses in the participating institutions at the earliest.
She discussed the work plans of the institutions for faculty development, online courses and workshops/trainings for students & faculty.
She underscored the need to start GATE Coaching which will be provided to students free of cost within their institutions by renowned Service Providers of the country under this project. “This would help students to qualify GATE and seek admissions to various post-graduate education programs like Master of Engineering/ Master of Technology, Doctor of Philosophy” she added.
For bridging the skill gaps between the academia and industry, she informed that the students would be receiving Coaching on Employability skills to make them “Industry-ready human resource”.
The institutions were also advised to follow the BEST practices of their respective Mentor Institutions as the Mentee-Mentor (Twinning) arrangements with institutions are done to build capacity and improve performance.

JAMMU, MAY 25: Government SPMR College of Commerce, Jammu  today taken up Swachh Bharat Summer Internship Programme-2018 under the flagship Programme  of Union  Ministry of Human Resources Development (MHRD)  at Government  Higher Secondary School, Phalayan Mandal.
 As per the programme, the college will conduct 100 hours activity on Open Defecation, Women Sanitation, cleanliness of surroundings and waste management in Phalayan Mandal village of Jammu district.
During the 17-day programme, the students and people of the area would be sensitized by conducting information-education- communication activities and make aware about the problems being faced due to Open Defection and the steps to be taken for its prevention. Awareness about women sanitation and the precautions to be taken thereof, besides importance of cleanliness in surroundings and measures to dispose-of  dry waste and wet waste would also be made. A group of students and locals would also be selected as volunteers to spread the awareness among their peers and surroundings.
Wishing the team for the best, the Principal Dr P K Sharma urged for putting their efforts for the betterment of the society. He  asked the team for involving more and more students and youth of the areas, saying that they can play ambassador role in this regards.

New Delhi, Apr 4: The Ministry of Human Resource Development has constituted a seven-member High Powered Committee to examine the entire system of conducting Class X and Class XII examination conducted by the CBSE, with a view to prevent such leaks in the future.
Vinay Sheel Oberoi, Retd Secretary of Higher Education in MHRD, will be the Chairperson of the Committee, which would revisit all aspects related to the security checks built into the system for ensuring that the Question Papers reach the examinees without tampering.
It would examine and assess all areas of potential weakness in the present system of transporting question papers from the printing presses to the examinees and also suggest ways, in which the system can be made more secure with the use of technology and minimisation of human intervention.
The other members of the committee include Pavnesh Kumar, Retd. Controller of Examination, CBSE And Former Secretary, UP Examination Board, Prof JS Rajput, India representative on the executive board of the UNESCO former director, NCERT and former Chairman NCTE, Prof Vasudha Kamat, Independent Director, IRCON & Former VC, SNDT Women’s University, Prof. Krishna Mohan Tripathy, Ex-Director of Education, UP And Chairman Board of High School & Intermediate Education, UP , Senior representative of DG, NIC and Joint Secretary (SE-II) The High-Powered Committee will submit its report by May 31. UNI

PULWAMA, JANUARY 19: District Development Commissioner Pulwama Ghulam Mohammad Dar today Flagged off a group of 100 students of the District on education tour to New Delhi.
The tour is planned under the aegis of Rashtriya Madhyamik Shiksha Abhiyan (RMSA), a centrally-sponsored scheme of the Ministry of Human Resource Development (MHRD).
Speaking on the occasion, DDC said that this initiative will provide a great learning experience to the students beyond the walls of their classrooms. DDC further said that students will get an opportunity  to visit Rajasthan, Delhi, Bangalore, Haryana, and few other states where the educational reforms have been implemented and the sector is advanced.
Dar further said that apart from sightseeing, the students would also visit schools and interact with the students.

He further said that the interactions of our students with the rest of the country will help in exchange of ideas and broaden the outlook of the students and exhorted upon students to make the best use of this opportunity meant to provide a structured learning experience which shall also nurture their talent and abilities. He said that the children would not only get to know the culture of other state but would also help them to gain knowledge.

Govt working on several fronts to expand reach of quality education: Altaf Bukhari
SRINAGAR, OCTOBER 3: The Minister for Education, Syed Mohammad Altaf Bukhari today said that the Union Ministry of Human Resource Development (MHRD) has declared Jammu and Kashmir as the 2nd most proactive state after Himachal Pradesh in adopting new initiatives in education.
He said the announcement was made at the Northern Zonal Conference of Education Department being held in Srinagar.
The Minister said that J&K's performance has been highly appreciated for actively implementing the new initiatives in education sector.
The Minister said the Government is committed to expand the reach of quality education in every nook and corner of the state under the leadership of Chief Minister Mehbooba Mufti. He equally hailed the contribution of the private sector in furthering the government's agenda of making quality education available and affordable for the students.
“Government schools as well as private institutions are working together for the betterment of education system in J&K,” Bukhari said adding “J&K is now competing at national and international levels in academics.”
Despite the better infrastructure in private schools, the Minister said, the teachers in the government schools are better qualified and experienced. He said the government has also started the process of upgrading the infrastructure in schools.
On the occasion, the Minister said the schools are not established to make money but this is the most valuable investment for the better future of children of J&K.
Bukhari was speaking at the Sports Day function at Hat Trick Public School where he was the Chief Guest. Director School Education, Dr G.N Itoo, Chief Education Officer, Srinagar, Farooq Ahmad Dar, Justice (Retd) Muzaffar Jan, Chairman Private Schools Association, G N Var, Chairman Hat Trick Public School, Showkat Hussain Chowdhary, Principal Presentation Convent Higher Secondary School, Sister Phyllis, besides students and their parents were also present during the function.
On the occasion the Minister raised the question about the need for students to attend coaching centers when they are paying high amount of fees in private schools.
“I am time and again asking the private schools to look in the matter as why their students need to attend coaching schools. Doesn’t private schools have good faculty? Where does the problem lie?” Bukhari asked.
Bukhari asked Chairman Private Schools Association to look into this issue and rectify it within six months. “If no steps are taken in set time period, the government will take step to arrest this menace,” he said.
Commenting on the delay in the declaration of results, Bukhari said the education department will ensure that the results are declared within one month of conduct of examinations so that the students get more time to study for the next class.
On the occasion, Bukhari inaugurated Unified Martial Art Academy and Mini Golf Course inside school premises. The Minister also kick-started Archery Coaching Camp.

He also distributed certificates among the students for their achievements. The Minister also presented the best teacher of the year award to Ms Subina Nisa and Ms Deeba Bashir.

SRINAGAR, OCTOBER 3: A review meeting was held today to monitor the progress regarding implementation of various MHRD schemes in north Indian states.
The meeting was chaired by Union Secretary MHRD, Anil Swarup. Secretary School Education Farooq Ahmed Shah, Members of National Council for Teacher Education, Senior Officers from MHRD, Special Project Directors of RMSA & SSA of participating states including Chandigarh, Uttarakhand, Haryana, Himachal Pradesh, J&K, Punjab, Uttar Pradesh and Delhi were present in the meeting.  
The representatives of different states provided the details about the progress of the activities related to school education in their respective states.
Secretary MHRD appreciated the states about the progress in different schemes and stressed on expediting effective implementation of schemes.
The Secretary MHRD also reviewed implementation of centrally sponsored schemes and asked the representatives of states to gear up for achieving the objectives of schemes.
The meeting also discussed road map to achieve goals in infrastructure building, training, DIETs and up- gradation of school education.
Swarup expressed keen interest in upgrading the infrastructure of school education in J&K and hoped that it is one of the priority sectors of the state.
He stressed on sharing ideas and roadmaps between different states in achieving the positive results of the schemes.  
"Idea to meet here is that states with similar or difficult things do and learn from each other," Swarup said.
The social networking can be bring positive change in school education,  the Secretary asked the officials to get all officers, teachers on twitter for remarkable positive use.

SRINAGAR, AUGUST 19: Secretary School Education, Farooq Ahmad Shah today directed officials to complete the registration process of untrained teachers by 15 September 2017.
Farooq Shah said this while chairing a meeting to discuss the training of untrained teachers in BEd/ Diploma in Elementary Education in both Government as well as in private schools.
During the meeting, the Secretary said that the diploma in Elementary Education Program is a specifically designed package for in-service untrained teachers aimed to improve quality education through teachers training. He said that it is mandatory to have Diploma in Education for undergraduate teachers and B.Ed for Graduate teachers after new guidelines issued by HRD Ministry.
The program has been developed by the Academic Department, NIOS on the initiative of Ministry of Human Resource Development (MHRD), Govt. of India. Pertinently, MHRD has put a new deadline to complete the training of untrained teachers before April 2019.
Moreover, the Secretary asked the untrained teachers to register themselves on the website of National Institute for Open Schooling before the deadline and pay nominal registration fee to avail the training.
Secretary School Education said that training of teachers won't affect the class work of students as training program can be availed through  online as well as offline mode besides SSA has nominated nodal officers to facilitate the training.
During the Meeting, Secretary also directed CEO's and ZEO's to ensure sanitation drives in schools and promote student volunteerism. He also urged that exchange of activities, talent and expertise between private and govt. schools should take place.
The Meeting was attended by the Director School Education Kashmir G.N.Itoo, Director School Education Jammu, Director RMSA, Director SSA, Principal S.I.E's of Jammu, Kashmir, Director Distance Education Kashmir University, Regional Directors of MANUU, IGNOU and Members of Private School Association and other concerned officers.
