Panaji, Feb 24 :  The condition of ailing Goa Chief Minister Manohar Parrikar is stable and he is under observation of doctors at a hospital here, an official in the Chief Minister's Office (CMO) said on Sunday.

The 63-year-old senior BJP leader, suffering from a pancreatic ailment since the last one year and recuperating at his private residence at Dona Paula near here, was admitted to the Goa Medical College and Hospital (GMCH) late Saturday night.

Parrikar, who met State Town and Country Planning Minister Vijai Sardesai in the evening to discuss politics and administration, was shifted to GMCH, almost four km from his residence, around 10 pm.

"The chief minister was under observation during the night. He is stable. Doctors will decide when he will be discharged from GMCH," the CMO official said.

The CMO in a statement released here on Saturday said Parrikar was taken to GMCH for upper GI endoscopy (gastrointestinal examination).

"His health condition continues to be stable," it said, adding he would be kept under observation for around 48 hours.

Health Minister Vishwajit Rane had gone to GMCH late Saturday night to enquire about Parrikar's health condition.

He later said the chief minister was kept in an isolated ward and that his condition was stable and he was doing well.

Parrikar had fallen ill on February 14, 2018 and was shifted to GMCH, from where he was taken to Lilavati Hospital in Mumbai the next day.

The chief minister returned to Goa on February 20, 2018 to present the state budget. He left for the US for treatment on March 3, 2018 and returned on June 14, 2018.

He then attended monsoon session of the Assembly from July 19 to August 3, and left for the US again on August 10 for a second round of check-up.

He returned to Goa on August 22, 2018 and was later shifted to the All India Institute of Medical Sciences (AIIMS) at New Delhi on September 15. After almost a month-long treatment, he returned to Goa on October 14, 2018.

Parrikar stunned everyone when he resumed his office on January 2, 2019 after a gap of two-and-a-half months.

On January 27, he attended the inauguration of third bridge on the Mandovi river here along with Union minister Nitin Gadkari. He also attended the Budget session on January 29 and presented the state budget next day.

On the last day of the session on January 31, he was taken for treatment to AIIMS in Delhi and he returned to Goa on February 5.

Parrikar also addressed Atal Booth Karyakarta Sammelan on February 9 in the presence of BJP chief Amit Shah.                      [Agencies]

Prime Minister Narendra Modi Thursday wished ailing Goa Chief Minister Manohar Parrikar on his 63rd birthday and prayed for his good health. Modi took to Twitter to wish Parrikar and appreciated the chief minister's "hardworking nature" and commitment towards development of the coastal state.

Panaji, Dec 13 (PTI) Prime Minister Narendra Modi Thursday wished ailing Goa Chief Minister Manohar Parrikar on his 63rd birthday and prayed for his good health.

Modi took to Twitter to wish Parrikar and appreciated the chief minister's "hardworking nature" and commitment towards development of the coastal state.

"Birthday greetings to my friend and Goa's CM @manoharparrikarji. Parrikarji is known for his compassionate, down to earth and hardworking nature. He is extremely passionate about Goa's development," the PM tweeted.

"The entire nation prays for Parrikarji's good health," he added.

Parrikar's family members, BJP workers and his well-wishers held a special prayer at the Mahalaxmi Temple in Panaji in the morning to pray for his health and speedy recovery.

His elder son Utpal Parrikar, along with state BJP spokesperson and former Panaji MLA Siddharth Kunkolienkar, led the prayers at the temple.

Parrikar, who is currently recuperating at his private residence near the state capital, will not celebrate his birthday in public, but the Bharatiya Janata Party has decided to organise various events to mark the occasion.

This is the first time since 1994 that Parrikar is not celebrating his birthday in public after becoming an MLA over two decades ago, Kunkolienkar had said Wednesday.

"Even when he was the Defence minister, he used to fly to the state to celebrate his birthday," said Kunkolienkar, who had resigned from the Panaji Assembly constituency to make way for Parrikar to get elected in 2017.

The BJP's Panaji unit has organised a blood donation camp at party headquarters, which has been a practice since 2006, on the occasion.

Parrikar has been recuperating at his private residence at Dona Paula near here since October 14 when he was discharged from the All India Institute of Medical Sciences (AIIMS).

Panaji, Sep 24: Goa Chief Minister Manohar Parrikar Monday dropped from his cabinet two ailing ministers, who would be replaced with new faces, a senior official in the CMO said.

Both the BJP ministers -- Francis D'Souza and Pandurang Madkaikar -- are currently admitted at hospitals.

The development comes at a time when Parrikar, 62, is undergoing treatment for a pancreatic ailment at the All India Institute of Medical Sciences (AIIMS) in New Delhi.

Parrikar recommended the dropping of D'Souza, who was heading the urban development department, and Madkaikar, who was the power minister, from the cabinet, the official in the Chief Minister's Office (CMO) said.

Madkaikar was admitted to a private hospital in Mumbai after he suffered a brain stroke in June, while D'Souza is undergoing treatment at a hospital in the US.

They would be replaced with BJP legislators Milind Naik and Nilesh Cabral, the official said.

Naik and Cabral will be administered the oath of office by Governor Mridula Sinha Monday evening.

Naik was the power minister in the previous Laxmikant Parsekar-led cabinet, while Cabral would be sworn in for the first time.

Bharatiya Janata Party (BJP) president Amit Shah had said Sunday that Parrikar would continue in his post and announced that a reshuffle of the state's ministers would soon take place.

Parrikar's poor health has sparked speculation over his continuation as chief minister of Goa, and Shah recently sent a team of central party leaders to the state to speak to allies and take stock of the political situation.

The opposition Congress, which is the single-largest party in the state with 16 MLAs in the 40-member Assembly, has staked claim to form the government.

However, the BJP has asserted that its government continues to have the support of a majority of MLAs.

The state is being ruled by the BJP with the support of the Goa Forward Party (GFP), the Maharashtrawadi Gomantak Party (MGP), the Nationalist Congress Party (NCP) and Independent MLAs.

The BJP has 14 seats in the Assembly, the GFP and the MGP have three each and the NCP has one. There are also three Independent legislators.

Panaji, Sep 24: Two ministers have been dropped from the Manohar Parrikar cabinet in Goa, the chief minister's office (CMO) said Monday.

The BJP's Francis D'Souza and Pandurang Madkaikar have been ailing for some time and are admitted at hospitals.

The development comes at a time when Chief Minister Parrikar is undergoing treatment for a pancreatic ailment at the All India Institute of Medical Sciences (AIIMS) in New Delhi.

D'Souza, who was heading the urban development department, and Madkaikar, who was the power minister, have been dropped from the cabinet, according to an official in the CMO.

D'Souza is currently admitted at a hospital in the USA, while Madkaikar, who had suffered a brain stroke in June, is undergoing treatment at a hospital in Mumbai.

Two BJP leaders -- Nilesh Cabral and Milind Naik -- will be sworn in as ministers Monday evening, the official said.

Panaji, Sep 20: Goa Health Minister Vishwajit Rane Thursday ruled out a change in the leadership of the BJP-led dispensation on account of Chief Minister Manohar Parrikar's ill health, and alleged the Congress was playing to the gallery by staking claim to form the government as it did not have the required numbers.

The government is functioning "very well" and all the alliance partners are firmly supporting Parrikar, who is undergoing treatment at Delhi's AIIMS, the BJP leader asserted.

The Congress, which is the single-largest party with 16 MLAs, has staked claim to form the government in the coastal state and said it has the support of over 21 legislators in the 40-member Assembly.

The opposition party's claim comes at a time when sixty-two-year-old Parrikar is admitted to the All India Institute of Medical Sciences (AIIMS) for a pancreatic ailment.

"The Congress doesn't have the numbers. If they have the support of 21 MLAs, then they should parade them before the governor. They are just playing to the gallery," Rane told reporters here.

He claimed the Congress leaders were constantly calling up BJP MLAs and "pleading" for support.

Asked about the current political situation in the state, he said, "Where is the question of leadership change? We have our chief minister in place. He is undergoing treatment, but that does not mean we should replace him."

"The state government is functioning very well and all the alliance partners are firmly supporting Parrikar, providing stability to the coalition for last one-and-a-half years," he said.

On the visit of BJP's central observers to Goa during the weekend, Rane said, "The party leaders never discussed about change in leadership during their meeting."

Even if there is a question of leadership change, it would be decided by central leaders in consultation with the local BJP unit and alliance partners, he said.

"Right now, it is not the time for leadership change in Goa," he added.

BJP president Amit Shah had sent three party observers -- B L Santhosh, Ram Lal and Vijay Puranik -- to Goa on Sunday to meet the local leaders and alliance partners and take stock of the current political situation.

Rane rubbished the Congress's allegations that governance in the state has come to a standstill in Parrikar's absence.

"Today's world is technology driven. Files can be cleared on e-mail. Even when I am abroad, if there is any urgent file, I clear it on e-mail," the minister said.

The Congress, in its memorandum submitted earlier to Governor Mridula Sinha, had claimed that in absence of the chief minister, the government was not functioning properly.

Leader of Opposition in the Assembly Chandrakant Kavlekar said Wednesday that the Congress had the support of over 21 MLAs, giving it enough strength to form the government in the state.

He had earlier said the BJP might force dissolution of the Assembly and another election in just a year-and-a-half.

The Assembly polls in Goa were held in February 2017.

Panaji, Sept 17: With Chief Minister Manohar Parrikar hospitalised, Goa's main opposition Congress party submitted a memorandum to Governor Mridula Sinha Monday, staking claim to form an alternate government.

The move came at a time when the BJP high command has sent three senior leaders -- Ram Lal, B L Santhosh and Vinay Puranik -- here to meet the state party leaders and allies to take stock of the political situation.

Parrikar, 62, who is suffering from a pancreatic ailment, is currently admitted in the All India Institute of Medical Sciences (AIIMS) in New Delhi for treatment.

The Congress, which has 16 members in the 40-member state Assembly, submitted a memorandum to the Governor, urging her not to dissolve the Assembly and instead invite the party to form the government, Leader of Opposition Chandrakant Kavlekar said.

The state is being ruled by the BJP-led Alliance.

The BJP has 14 seats in the Assembly, its allies Goa Forward Party and MGP have three each. Three Independents and an MLA from Nationalist Congress Party also support the BJP.

All the 16 Congress MLAs, led by Kavlekar, went to the Raj Bhavan but could not meet the governor as she is out of the state.

"The party urged the governor not to consider dissolution of the state Legislative Assembly, which is a possibility considering internal fighting in the ruling alliance and illness of Parrikar," Kavlekar told PTI.

He said the Congress has support of legislators from other parties and can form the government, if given a chance by governor.

"We will prove our majority on the floor of the House," he said.

Earlier, BJP leader Ram Lal said the Goa government is stable and no demand has been made for a change in the leadership.

He stated this after a meeting with party MLAs, former legislators and core committee members.

He said the BJP's alliance partners - the Goa Forward Party (GFP), the Maharashtrawadi Gomantak Party (MGP) and Independents - conveyed that they will agree to any political decision taken by the saffron party.

Panaji, Sep 15: The Maharashtrawadi Gomantak Party (MGP), an alliance partner in the Manohar Parrikar-led government in Goa, Saturday said it was "high time" the chief minister handed over the charge to the seniormost minister during his absence in the state.

Parrikar, 62, was flown to Delhi on Saturday for a follow-up treatment at the All India Institute of Medical Sciences (AIIMS). According to the Bharatiya Janata Party (BJP) sources, he is scheduled to undergo a series of tests in the afternoon at the AIIMS.

Parrikar has been undergoing treatment for his pancreatic ailment. Earlier this year, he had undergone a three-month-long treatment in the US. He had formed a Cabinet Advisory Committee to guide the state during his absence.

MGP, with its three legislators, has given support to the BJP to form the government in the state along with the Goa Forward Party (GFP) and other independent legislators.

Talking to reporters Saturday morning, MGP president Deepak Dhavalikar said, "It is high time Parrikar hands over the charge to the seniormost minister for smooth functioning of the government."

He said in the last eight months, the government has not been able to function smoothly.

Dhavalikar said Parrikar can remain the chief minister and hand over the charge to someone else in his absence.

When asked whether he wanted his elder brother and MGP leader Sudin Dhavalikar to be given the charge, he said, "I don't know...let them tell who is the seniormost. I am just saying that whoever is given charge should be the seniormost. Let them tell who is the seniormost."

Sudin Dhavalikar, who is the the Public Works Department (PWD) Minister, is the seniormost member in the Parrikar-led cabinet.

The MGP chief also ruled out any possibility of the MGP's merger with the BJP.

"There is no question of merger. We are not interested in the merger. It will never happen. We have built the party over several years and it is the hope for future of Goa's politics. We have 12-13 per cent vote share in the state, so where is the question of merging the party," Dhavalikar added.

Panaji, Sep 15: Goa Chief Minister Manohar Parrikar will fly to Delhi Saturday for his follow-up treatment at the All India Institute of Medical Sciences (AIIMS), a senior official said.

Parrikar, 62, is currently undergoing treatment for a pancreatic ailment at a private hospital at Candolim in North Goa.

"He will be flying to Delhi around 10.30 am today by a special flight and would be admitted to AIIMS for his follow-up treatment," a senior official from the Chief Minister's Office (CMO) said.

Parrikar had returned from the US in the first week of September following which he was admitted to the hospital at Candolim. Earlier this year, he had undergone a three-month-long treatment in the US.

Sources stated that Parrikar had Friday spoken to Bharatiya Janata Party (BJP) president Amit Shah over phone, who enquired about his health.

The Goa BJP had held a meeting of its state-level core committee on Friday. The core committee members had later met Parrikar.

Panaji, Sep 3: The opposition Congress demanded Monday that President's rule be imposed in Goa in the wake of the absence of chief minister Manohar Parrikar, who is currently in the US for a medical treatment.

Congress' Goa spokesman Ramakant Khalap said the state is facing a "constitutional crisis", and that he has sought an appointment with Governor Mridula Sinha to press for his party's demand for President's rule.

Parrikar has been "constantly absent" from the state because of health reasons, without handing over his charge to anyone, he said.

Also, Goa's power minister Pandurang Madkaikar and urban development minister Francis D'Souza have been down with ailments, he noted while talking to reporters here.

There is no deadline when the CM and these ministers will be back in the state, Khalap said, adding "it is time for Governor Mridula Sinha to intervene in the matter as the state is facing a constitutional crisis".

Parrikar, 62, underwent treatment at a US hospital for a pancreatic ailment between March and June this year.

He flew to the US again on August 10 for a follow-up and returned on August 22, but was admitted to a private hospital in Mumbai the next day.

He left for the US again last Thursday on doctors' advice and is expected to return on September 8, a senior BJP leader said Friday.

D'Souza also went to USA for a medical treatment last month while Madkaikar is admitted to a hospital in Mumbai since June 5 after he suffered a brain stroke.

Khalap alleged that Parrikar and the two other ministers have violated the oath taken by them to discharge their duties towards the state.

"If you are sick and not able to pay attention to your duties then it is a violation of the oath...this tentamounts to failure of the constitutional machinery," he claimed, demanding that the Goa government be dismissed and President's rule be imposed in the state.

Khalap said his party has sought an appointment with Sinha to discuss the "crisis" prevailing in Goa, and listed various issues, like halting of the mining industry, the Mahadayi river water dispute and the alleged failure of law and order to check crimes in the state.

"We can understand the chief minister's temporary absence, but if it is more than 24 hours, then powers are given to someone else," he claimed.

"There is no government existing in Goa," he said, and asked how many times has the council of ministers met.

Democracy requires a stable government led by the chief minister, he added.

Mumbai, Aug 30: Goa Chief Minister Manohar Parrikar today left for the United States for medical treatment, an official said.

Parrikar, 62, had undergone treatment in the US for three months earlier this year for a pancreatic ailment and returned in June. He went to the US again for a follow-up earlier this month.

"Parrikar took the Air India flight from Mumbai airport at 1.30 am," an official in the Chief Minister's Office (CMO) told.

"He has left for the US on a short trip will be back in eight days," he said.

Parrikar was admitted to the Lilavati Hospital in Mumbai for a review health check-up last Thursday, a day after he returned from the US.

A senior official in the CMO had said yesterday that Parrikar will go to the US again for further medical treatment.

A meeting of Goa BJP leaders with party chief Amit Shah in Delhi, which was earlier scheduled for today to discuss the leadership issue in the coastal state in view of Parrikar's medical treatment, was cancelled yesterday, a senior functionary had said last night.

Seeking to rest speculation about change of guard in Goa, the CMO said last night that Parrikar would not hand over the charge to anyone else and continue to clear important files from the US.

There was "no order" to the CM to hand over his responsibility to anyone, a senior CMO official said.

Panaji, Aug 29: Goa Chief Minister Manohar Parrikar, who is currently admitted at a private hospital in Mumbai, would fly to the US tonight for further medical treatment, his office said today.

Parrikar, 62, underwent treatment in the US for three months earlier this year for a pancreatic ailment and returned in June. He went there again for a follow-up earlier this month.

However, a senior official in the Chief Minister's Office said Parrikar will leave for USA from Mumbai in a flight tonight.

The official refused to divulge any further details about the chief minister's health.

He said, "The official charge of the post of chief minister will remain with him (Parrikar). There is no need to hand over the charge to anyone."

Panaji, Jul 24: Goa Chief Minister Manohar Parrikar has said that concerns raised by state legislators over the Environment Ministry's draft Coastal Regulation Zone (CRZ) Notification 2018 are unwarranted.

Even if it is finalised, the draft CRZ notification cannot be implemented without consulting the public, Parrikar said in the state Assembly yesterday.

The environment ministry recently framed new rules governing the country's coastline in which it has proposed expanding the land area for development activities and tourism infrastructure.

The norms also simplify the procedure for CRZ clearances.

The state government had last month given its nod to the new guidelines.

The Goa Assembly members, including Deputy Speaker Michael Lobo, had earlier expressed fears that the new rules could allow uncontrolled commercial activities along the shoreline, thereby severely impacting the environment.

Several NGOs had also opposed it for reducing the CRZ area, measured from High Tide Line (HTL), from the current 200 metres to just 50 metres.

Parrikar said the draft CRZ notification 2018 proposes a reduction in NDZ only for land along rivers and coastal areas where the population density is more than 2,161 (people) per sq km.

"Goa has no panchayat where the population density is so much and that is why the reduction of NDZ does not imply to us," he said.

He said no relaxation has been given to any hotel project for expansion in the coastal regulation zone.

"The draft CRZ notification 2018 does not give any special permission or exemption to any hotel," Parrikar said, responding to a cut motion moved by Leader of Opposition Chandrakant Kavlekar in the House.

Goa has 105-km-long coastline which is the hub of tourism and fishing activity.

The Ministry of Environment, Forest and Climate Change had uploaded the draft CRZ Notification, 2018 on its website on April 18 and sought comments from the public.

Panaji, Feb 7: Goa Chief Minister Manohar Parrikar on Wednesday sought time to react over Supreme Court's decision to cancel all the 88 mining leases renewed by state government recently.

Panaji, Jan 10: Goa Chief Minister Manohar Parrikar on Wednesday said that if Sanjay Leela Bhansali's controversial film 'Padmavat' 'Padmavat' had been given a certificate by the Central Bureau of Film Certification (CBFC), then the state government did not have a problem to screen it in cinema halls in the state.
Responding to questions during a press conference at the state secretariat at Porvorim near the city, "If they have a censor certificate we do not have objection. If there is a law and order issue, we will look at it then. If there is censor certificate, there is no need to interfere in it... I don't think its big issue. However, definitely I will check up."

"Police report was for peak season. Peak season is over, so there is no problem," he said.
Recently women's wing of the state unit of Bharatiya Janata Party (BJP) had objected to the screening of the film in the state citing law and order issues and wrong portrayal of queen Padmavati in the film.
