Bhubaneswar, Aug 29 :  Odisha has secured second place in the country in the implementation of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme in the state, an official said today.

The state's position was determined by the National Level Rating Framework assessment up to August 21, 2018, state's Housing and Urban Development Secretary G Mathivathnan said.

The scheme has so far been implemented in 9 towns of the state.

The issue was discussed yesterday at a high power committee held under the chairmanship of Chief Secretary A P Padhi.

After review of the projects, Padhi directed the department to cover all households and entire population in AMRUT cities through pipe water supply as a first priority.

Padhi further directed to complete the projects well before time while safeguarding the quality of project and ensure delivery of services to the people by the scheduled time.

The meeting decided to priorities the projects in order of drinking water, sewerage/septage and parks and playgrounds.

Mathivathnan said as of now 192 projects have been approved and taken up under the AMRUT scheme. This includes 130 water supply, 14 septage and 48 park projects.

All these projects have been tendered out and tender awards have been issued for 187 projects. So far 42 projects have been completed, the official said.

These projects involve an investment of around Rs 1810 crore. The scheme is being financed by both the central and state governments on 50:50 sharing.

These projects are being implemented in the cities like Bhubaneswar, Cuttack, Puri, Brahmapur, Rourkela, Sambalpur, Balasore, Bhadrak and Baripada.

Odisha has qualified for national incentive on achievement of reform milestones for three years - 2015-16, 2016-17 and 2017-18. In three years, the state has received incentive award of Rs 41.66 crore, he said.PTI

SRINAGAR, JULY 07: Deputy Commissioner Srinagar, Dr Syed Abid Rasheed Shah, Saturday chaired a meeting reviewing the status of ongoing projects sanctioned under Prime Minister’s Development Programme (PMDP) and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) in the district.
The meeting discussed various ongoing projects including those of the Power Development and Road & Buildings departments. Status of JKPCC projects including the Mini Maternity Centre at Zakura and the Multi Purpose Hall at Zadibal were also reviewed during the meeting. It was said that the later is almost complete and will be commissioned in due course.
Various ongoing drainage projects sanctioned under the GoI-sponsored AMRUT programme in the district were also reviewed during the meeting. 
The DC directed for earliest possible completion of ongoing drainage works at Lal Chowk and Indra Nagar and also those of works pending for some time now.
The meeting also reviewed fund utility of various projects taken up for discussion on the occasion.
Superintending Engineers R&B, PDD and UEED, General Manager JKPCC, Executive Engineer I&FC among other concerned officers attended the meeting.

 Pitches for inclusion of more towns under AMRUT, Seeks 90:10 funding pattern of Smart City Project
NEW DELHI, MAY 28: Minister for Housing and Urban Development, Sat Sharma today met the Union Minister for Housing and Urban Affairs, Mr. Hardeept Singh Puri and flagged several important issues relating to the Housing and Urban sector in the State.
Sat Sharma while discussing the implementation of the smart city projects in the State called for changing the funding pattern from the existing 50-50 (50 state and 50 centre) to 90:10 wherein the centre would be providing 90% of the funding and the state share would be 10%. He said that the same would ensure that the speed of the implementation of the scheme is speeded up and it is completed within the stipulated time frame.
The Minister also called for inclusion of more towns of the state under the flagship scheme of AMRUT so that the holistic development of the Jammu and Kashmir can be undertaken and people provided with quality facilities of modern housing needs.
Mr. Sat Sharma also apprised the Union Minister about the critical issues of the Housing sector and pleaded for extension of more central schemes and funds to the state so that pace of development in Jammu and Kashmir gets a flip. He said that the Union government has been quite liberal in sanctioning of developmental funds to the state especially in the Housing and Urban Development and hoped that the same would continue.
He also extended an invitation to the Union Minister for visiting the state in the month of June and also undertaking a comprehensive review of the schemes being implemented in Housing and Urban Development sector and also the projects completed.  
Financial Commissioner Housing and Urban Development, Mr. K. B. Aggarwal was accompanying the Minister.

Directs for early completion of projects, calls for synergized work
SRINAGAR, MAY 24: The Minister for Housing and Urban Development, Sat Paul Sharma today said that the Officers should work in synergy to ensure that the programmes undertaken in the UEED sector are completed within the stipulated time.
The Minister was addressing a meeting to review works of UEED under state sector, AMRUT, Mega sewerage schemes and new mega schemes in the state.
The meeting was attended by Financial Commissioner HUDD, Director Finance, HUDD, Special Secretary, HUDD, Commissioner SMC, Chief Engineer UEED, Superintending Engineer UEED, Executive Engineer UEED, Joint Director Planning and other officers were present on the occasion.
It was informed in the meeting that 12 schemes under state sector are being executed in twin capitals and other towns of the State at an estimated cost of Rs 296.32 crore, besides six new projects are underway for execution in the State during current financial year. Besides under AMRUT, six schemes including sewerage and septage are being executed worth Rs 108.49 Crore in the Srinagar, Anantnag Town and Jammu city, which will be completed by March 2019.
Likewise, two Mega Sewerage schemes for Jammu and Srinagar are being executed by NBCC that are funded under JNNURM, of which 75% of work has been completed so far, officers informed.
Officers further informed the Minister that to cover the remaining parts of the Srinagar and Jammu city several new projects are also in progress which have been approved by the GoI.
Furthermore, it was informed in the meeting that two sewage schemes for greater Srinagar zone 3rd are coming at the cost of Rs 153.30 crore and the invitation of fresh bids are in process while the work is in progress on Rs 129.24 crore sewerage project in Jammu.  
AMRUT being part of the smart city program, the Minister exhorted upon the officers to work in coordinated manner to meet the deadline.
To provide proper scientific disposal of sewage, the Minister directed officers to pace up the work to complete all remaining works under AMRUT schemes in the state.

SRINAGAR, MAY 23:  Prime Minister, Narendra Modi, today chaired his 26th interaction through PRAGATI initiative with Union Secretaries of various Ministries and Chief Secretaries of the States.
J&K, Chief Secretary, B B Vyas also participated in the video conference.
The Prime Minister reviewed the progress towards handling and resolution of grievances related to post offices, and railways. He stressed on the importance of increasing digital transactions across the postal and rail networks, especially using the BHIM App.
The Prime Minister also reviewed the progress of nine infrastructure projects in the railway, road, petroleum, and power sectors spread over several states. He also reviewed the progress of implementation Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and End to End Computerization of Targeted Public Distribution System (TPDS) Operations.

Reviews functioning of SDA
SRINAGAR, MAY 23: Minister for Housing and Urban Development, Satpal Sharma today directed the officers to come up with a comprehensive policy by which the people can be provided quality housing facilities at an affordable price.
The Minister was addressing a review meeting of Srinagar Development Authority (SDA) here today. Vice-Chairman SDA, Abdul Majid Raina and other senior officers of the district administration were also present on the occasion.
While reviewing the pace of several ongoing developmental projects, Minister directed the officials to ensure that these are completed within the stipulated time. He said that the same is necessary to check the cost escalations besides providing the people much needed housing facilities.
Sat Sharma while directing for maintaining the inventory of the land assets said that the same is necessary to check the encroachment of the same.
He said that the enforcement wing of the authority should be proactive to ensure that the encroachment is arrested and the necessary action is initiated against the violators.
The minister while reviewing the pendency of court cases, directed for early disposal of these. He said that the officers should proactively pursue the same before different fora.
Sat Sharma said that in view of the increasing pressure on the land resources, the authority should also concentrate on development of vertical structures which should also be taken alongside the traditional land colonies so that the land is properly utilized in a more scientific manner. He also called for development of public spaces and parks in the area which comes under the mandate of the development authority.
The meeting was informed that 32 apartments in two blocks of the first vertical residential Gulposh apartments being constructed by SDA have been completed and 60 apartments in three blocks are being taken up in the second phase of the Self-Financing Project. It was also given out that the work on 532 Shehjar apartments being constructed on Self Financing basis at Bemina has been started and would be completed soon. Similarly, the remaining work in the prestigious Sangermal project is being taken up for development through other departments and also in PPP mode
The work on multi level parking being developed at Sheikh Bagh and Old SMG Lalchowk with an estimated cost of Rs 55 crore and having an intake capacity of 430 and 467 vehicles under AMRUT is in full swing. It was also given out that the work on Rs 5 crore idle parking at Pantha Chowk being undertaken under AMRUT and three-storey shopping complex at Bemina is expected to be completed and handed over in June this year.
It was also given out that 2400 shops have been developed by the authority in different shopping complexes like Yemberzal, Iqbal Shopping Complex Lalchowk, Plaza Complex Hazuri Bagh, Jhelum Complex Batamaloo besides shop lines have also been constructed at many places including Nallamaar, Wazir Bagh, Sanat Nagar Bemina.

SRINAGAR, MAY 16: Minister of State for Housing & Urban Development, Social Welfare, Health & Medical Education, Asiea Naqash today laid a foundation stone for construction of a sewerage system around left areas of Dal Lake
The project provides a sewerage network, with manholes, house connections and pumping stations, for several peripheral areas of the Dal Lake. It will also include design, construction, testing and commissioning of a sewerage system.
The areas falling under the project include Saida Kadal, Naidyar, Gurpora, Jogilankar, Daulatabad, BagheRoop Singh, Abi Nowpora and Boulevard. The project will have a total of 20797 metres pipeline network. 
With an estimated cost of Rs 24. 80 crores, the project is being constructed under the GoI sponsored AMRUT scheme and it will be completed by July 2019. 
The Minister said that the government is committed to protect and preserve all water bodies in the Valley particularly Dal lake and construction of extensive sewerage network will go a long way in curtailing pollution. She said that AMRUT scheme gives ample funding to the State to improve its sewerage network.
Asiea Naqash was also informed that new Intermediate Pump Stations are being constructed at different places so that sewerage of these areas is connected to main STP at BrariNambal.
She impressed upon the concerned officers to work in a mission mode for the protection and conservation of Dal Lake, Anchar Lake and other water bodies in the city.
The Minister directed the engineers to speed up the pace of work and finish the project in a time-bound manner so that the inhabitants of these areas are benefitted at the earliest. 
She asked the people to cooperate with the officials for the speedy execution and implementation of this project.

SRINAGAR, APRIL 25: In line with the directions of the Chief Secretary with regard to the removal of bottlenecks facilitating the implementation of various NBBC projects in the district, District Development Commissioner Srinagar Dr. Syed Abid Rasheed Shah Wednesday convened a meeting to review the status of various projects executed under AMRUT.
Joint Commissioner (Works) SMC, General Manager NBCC Srinagar, SEs PHE and Drainage and Assistant Commissioner Revenue Srinagar attended the meeting.
The meeting discussed the construction of Sluice Chamber at Alamgari Bazar, removal of sixteen shops at Owanti Bhawan Soura, construction of drainage at Jinab Sahib Soura and installation of machinery at STP at Noorbagh.
Regarding the construction of Sluice Chamber at Alamgari Bazar, the DDC assured that funds to the tune of Rs 45 lacs will be released soon as instructed by the Chief Secretary. He directed the Joint Director Planning, Development & Monitoring Department to submit a proposal in this regard for the early redress of the issue.
Discussing the removal of shops at Onta Bhawan and the rehabilitation of displaced shopkeepers, the DDC directed the concerned for submitting all relevant records of the proposed land of rehabilitation at the earliest.
In regard to the construction of drainage at Jinab Sahib Soura, the DDC directed for immediate execution of repositioning and rebuilding of the drain there. The Joint Commissioner (Works) SMC was directed for making the necessary arrangements providing a temporary drain till the completion of the project.
Dr. Shah said he will soon visit the sites of the project in order to have a firsthand assessment of issues surrounding them and their early resolution. He impressed upon all the concerned to ensure that all required efforts are made for achieving the said developmental goals.

Rs 6 cr projects submitted under AMRUT
JAMMU, JANUARY 16 –Minister of State for  Housing and Urban development   Asiea Naqash, while replying to a question of Mohammad Khursheed Alam, informed that Union Government has released Rs 2 crore for preparation of Smart Cities proposals for twin capital cities of the State.
 She said that Rs 1.60 crore has been expended so far.
The Minister informed that the Master Plan for Jammu city has been approved by the State Cabinet while as draft Master Plan for Srinagar city 2035 has been prepared and would be finalized after the scrutiny of objections and suggestions received from the stakeholders by the Committee constituted for the purpose.
Meanwhile Asiea Naqash further informed that the Government has prepared a project of Rs 6.44 crore for  formulation of GIS based Master Plans under AMRUT   for the twin capital cities of the State adding that Rs 2 .02 crore and Rs 1.48 crore would be utilized for Srinagar and Jammu cities respectively. “The GIS based Master Plans under AMRUT for Srinagar and Jammu cities has been  approved by the State Level  Technical and State Level  Power Steering  Committees and stands submitted to the concerned quarter for approval and arrangements of funds,” she informed.

24 crore sewerage project around Dal Lake


             SRINAGAR, DECEMBER 16: District Development Commissioner Srinagar, Dr. Syed Abid Rasheed Shah, Saturday chaired a meeting to discuss the 24 crore-rupees project sanctioned under the GoI-sponsored AMRUT scheme for augmentation of sewerage system around the Dal Lake.
The project comprises design, construction, testing and commissioning of a sewerage system that provides a sewerage network, with manholes, house connections and pumping stations, for the peripheral areas of the Dal Lake.
           The areas falling under the project include Saida Kadal, Mum Khan, Naidyar, Gurpora, Jogilankar, Chowdry Bagh, Doulatabad, Abi Nowpora and Buchwara.
           The DDC called on the UEED to launch a general awareness programme about the advantages of the project for the public before starting work on it on the ground.
           SE UEED was also asked to submit a detailed plan detailing road cuts, traffic diversion, replacement of electric poles and water connections, in order that alternate arrangements for the purpose could be made well in time for  the project on the ground. 
           Dr. Shah also sought cooperation  from   general masses  in the execution and implementation of this prestigious project on the ground.

           VC LAWDA, SE R&B Srinagar, SE Hydraulic Circle Srinagar, SE EM&RE I Srinagar, SE SMC Drainage Circle, SP Traffic and Divisional Engineer BSNL attended the meeting.

ANANTNAG, OCTOBER 24: The District Development Commissioner, Anantnag, Mohammad Younis Malik today chaired a meeting to review the status of AMRUT implementation in the district.
It is pertinent to mention that storm water management, sewerage treatment, septage drainage system, multilevel parking, beautification, and augmentation of transportation infrastructure are the components under AMRUT which shall be executed at a cost of Rs. 120 Crore.
The STP plant at Mehandi Kadal is having the capacity of 4 million litres per day. It was said that a population of 31000 shall be benefited by this plant and all the household sewerages will be connected to it.
The DDC directed the officers of R&B, UEED, PHE, PDD and BSNL to have a joint inspection and document the details of shifting of utilities, areas which need to be taken initially and submit the report within 20 days. Besides, he also directed all engineering department to complete the tendering process of the patches taken up.
Meanwhile, the DDC directed all the concerned departments to compartmentalize all the projects in small units so that people do not suffer.
It was given out that the dismantling work of the TB Hospital; Jangatmandi is going on as a multi-level parking slot shall come up at the spot.

The meeting was attended by SE Hyraulic, Ex. Engineers of UEED, PHE, PDD, I&FC, CEO MC Anantnag and officers of BSNL.

Stresses for inter-departmental coordination to overcome bottlenecks


JAMMU, AUGUST: 29 Deputy Chief Minister Dr Nirmal Singh has directed for improving the pace and monitoring of the development works to avoid cost and time over run of the projects.
The Deputy Chief Minister was speaking at a high level meeting convened to review the status of projects in Jammu city funded under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and being executed by Urban Environmental Engineering Department (UEED).
The meeting was attended by Deputy Commissioner Jammu Kumar Rajeev Ranjan, Additional District Development Commissioner Anuradha Gupta, Additional Deputy Commissioner Dr Arun Kumar Manhas, Superintending Engineer PDD, Engineers of UEED, PHE, PDD, ERA besides representatives of various telecom companies.
The Deputy Chief Minister reviewed progress on deep drains at Toph Sherkhania, Bharat Nagar Phase-I, Sunder Nagar, Sharika Vihar, deep drain along Tawi Canal in Trikuta Nagar Extension, Construction of drainage network at Channi Rama, Swagat Vihar Deeli, Construction of Nallah at Rehari, GGM Science College and  Jewel Chowk .
The work plan for construction of  yet to be taken projects including deep drain at Janipur, Sainik Colony, Rajiv Basti, Peerkho, Shahidi Chowk, Nai Basti and Septage Management and construction of STP  was also reviewed.   
Dr Nirmal Singh said that under AMRUT  Rs 206.15 Crore funds have been allocated for Jammu City  covering the sectors like Urban Transport, Green Spaces, Drainage and Sewerage.
He further said that the several major towns of the state would  also be covered  under AMRUT so that they are replete with all the modern facilities of urban living.
Deputy Chief Minister asked the executing agency to ensure timely completion of the projects through proper monitoring and supervision at the highest level.
Stressing on close monitoring, he  directed Deputy Commissioner to conduct regular inspections of construction sites to remove bottlenecks hampering the pace of progress.

Dr Nirmal Singh stressed on the need for close coordination among different agencies to ensure that the works are not hampered due to any issue.

59-projects-costing-Rs-593-cr-being-taken-up-in-5-cities-towns
          SRINAGAR, AUGUST 17: Chief Secretary, B B Vyas Thursday chaired the State Level High Power Steering Committee (SLHPSC) meeting here to review the status of implementation of AMRUT in J&K and to approve DPRs cleared by State Level Technical Committee (SLTC).
          The Committee took an extensive review of projects being implemented under AMRUT a Centrally Sponsored Flagship Scheme and cleared 21 projects for implementation in the 05 AMRUT Cities/Towns viz. Srinagar, Jammu, Anantnag, Leh & Kargil.
          Commissioner/Secretary Housing & Urban Development Department/Mission Director, AMRUT presented status report of each project and informed that for J&K, 59 projects have been approved for the entire Mission Period (2015-20), costing Rs. 593.05 Crore by the Ministry of Housing & Urban Affairs, GoI in State Annual Action Plans 2015-16, 2016-17 and 2017-20.
          Out of total 59 approved projects, 54 projects have been tendered and 28 projects have been allotted and execution of 21 projects is in progress.
          While taking stock of city/town wise progress, it was informed that in Srinagar city, out of total 19 approved projects at an aggregate cost of Rs. 234.21 Crore, tenders have been published for 18 projects against which work has been allotted for 13 projects and execution started on 10 projects. The projects include 02 projects of Multitier Parking at Sheikh Bagh and State Motor Garages in Srinagar cty, 07 drainage projects, 03 sewerage and Septage projects for peripheral area, One project of Water Supply, one project of Development of Pedestrian Walkways/footpath and Cycle Track, One project of intelligent traffic system and 03 projects of Green Spaces.
          Likewise in Jammu city, out of total 15 projects at an aggregate cost of Rs. 206.15 Crore, tenders have been published for 14 projects against which work has been allotted for 6 projects and execution started on 05 projects. The projects include  02 projects of Multitier Parking at Panjtirthi and Peerkho in Jammu city for decongestion of old city, 19 drainage sub-projects, 02 sewerage and Septage projects, one project of Development of Pedestrian Walkways and footpath, One project of intelligent traffic system and one project of Green Spaces.
          As regards Anantnag town it was informed out of total 9 projects at an aggregate cost of Rs. 77 Crore, tenders have been published for 8 projects against which work has been allotted for 5 projects and execution started on 03 projects. The projects include Parking project at Janglat Mandi, construction of 4 MLD STP, Storm Water drainage, procurement of Sucker Jetting Machines, Beautification of Khannabal Corridor and development of Green Spaces at Sheerpora.  
          As regards Leh and Kargil, 16 projects for water supply, Multitier Parking, procurement of Sucker Jetting Machines and Green Spaces have been approved at an estimated cost of Rs. 39.92 Crore and Rs. 40.00 Crore respectively. One project of augmentation of Water Supply for Leh Town has been started and in Kargil town all projects are at tender finalization stage.
          Chief Secretary urged Deputy Commissioner, Leh to get tenders of remaining 08 projects finalized and execution started in the current working season. He directed Deputy Commissioner, Kargil/Distt. SE to get the tenders of both water supply schemes finalized in consultation with Commissioner/Secretary PHE, I&FC within 15 days and simultaneously allotment of remaining 05 projects be finalized within the same period.
          Chief Secretary directed all the respective HoDs to review the progress of all the projects personally on fortnightly basis and timelines fixed be strictly adhered to.

          Chief Secretary directed that the implementing agencies should create dedicated website of each AMRUT city/town. Website must contain complete detail of all projects sanctioned for the city/town, status of their execution alongwith photographs to be uploaded by the respective monitoring & inspection teams regularly.

          LEH, MAY 20: The Deputy Chief Minister, Dr. Nirmal Kumar Singh, today inspected the construction site of multitier parking facility at Leh under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and ongoing works for Solid Waste Management Plant under Leh beautification project across the mountain of Skampari Leh today morning. 
          He was accompanied by Minister for Ladakh Affairs and Cooperative Chering Dorjay, Chief Executive Councillor LAHDC Leh Dr Sonam Dawa, Executive Councillors, DC Leh Prasanna Ramaswamy G, Engineers and other concerned.
          Dr. Singh, who is also the Minister for Housing & Urban Development, was informed that tender for the parking facility with the capacity of 263 cars has already been floated and Kinetix Company has been engaged as a consultant agency for all the projects in Leh under AMRUT.     The Deputy Chief Minister directed for early completion of the much awaited projects and asked the DC to ensure time bound completion of the facility.
          Later, Dr. Singh also inspected the initial works of Solid Waste Management system of Leh Town for which Rs 10.94 crore have been sanctioned.  He directed for expediting work on the project for its timely completion. 

          While reviewing the progress of ongoing earth excavation works for Sewerage and Drinking Water projects under Leh beautification projects, the Deputy Chief Minister was informed that all the excavation works in Leh town will be completed by the mid-June 2017 and handed over to R&B and Construction Division for blacktopping of the roads.
