New Delhi, Sep 20: The Supreme Court Thursday said the newly appointed acting Director General of Police (DGP) of Jammu and Kashmir shall continue in office till the Union Public Service Commission (UPSC) takes a decision on the matter.

A bench of Chief Justice Dipak Misra said acting DGP Dilbag Singh, who replaced S P Vaid, shall continue to operate and asked the UPSC to take a decision within four weeks on suitability of senior police officers who can be appointed as police chief in the state.

As per the apex court's verdict, the state government has to give a list of senior police officers to UPSC to check their suitability and shortlist three names from the list

The Jammu and Kashmir government had earlier moved the apex court seeking modification of its order by which prior permission of the UPSC was required for appointing a police officer from the list of three shortlisted candidates. (PTI)

Jammu, Sep 15: In a first-of-its-kind initiative, the Jammu and Kashmir Police has set up a Narcotic Awareness Recidivism Control (NARC) cell in Udhampur district to prepare database of all hardcore criminals to counter organised crime in the state, a senior police officer said on Saturday.

The cell, headed by two sub-inspector rank officers, including a computer expert, was set up in May-June this year and is vigorously working on preparing the database of all hardcore criminals and narcotic and bovine smugglers who are frequently found involved in various intermingled criminal cases, senior superintendent of police, Udhampur, Rayees Mohammad Bhat told.

"This is an effort to maintain database and records of narcotics traders and peddlers so that we can have a full picture of the drugs network and tackle the problem holistically," he said.

He said it aims to control narcotics spread, prevention and repeat offences with awareness initiatives and also unearth the network of illicit drug trade operatives.

Despite strenuous efforts of the police, the drug trafficking and its abuse has witnessed an alarming increase over the past couple of years.

Former director general of state police S P Vaid had termed the drug menace as a "bigger challenge" than terrorism and said contrabands were being pumped from across the border.

Till August, police has registered 453 cases and arrested 645 persons under the Narcotics Drugs and Psychotropic Substances (NDPS) Act, while over 40,000 patients were treated at the drug de-addiction centres opened by police at various places, including the capital cities of Srinagar and Jammu.

"The fractured efforts never give us a picture of the illicit drug trade going on between various parts of the state and the setting up of the NARC cell is an effort to tailor a bigger picture out of the fractured parts," the SSP said.

Bhat said the NARC cell was tasked to unearth the network of organised crimes so that they could be booked under stringent laws, besides attachment of their property raised through illegal means.

The officer said the police is making efforts to wipe out the drug menace and are frequently organising lectures in colleges and schools to motivate youth to keep away from narcotics.

"We have produced a movie on drug awareness 'Ujadta chaman' and showing it to the students," the officer said.

Meanwhile, the Udhampur police chief said a hardcore narcotics smuggler was arrested and booked under the Public Safety Act (PSA) on Friday.

Rafaqat, originally hailing from Assar village of Doda but currently staying at Devika village of Udhampur, was arrested and booked under PSA, he said.

"A dossier with regard to his criminal activities was prepared and submitted before district magistrate Udhampur Ravinder Kumar, who after careful consideration issued orders of his detention under PSA," he said.

He said Rafaqat was a habitual criminal and arrested several times in the past in different cases of henious nature, including narcotics and attempt to murder, he said.

He is the second narcotic smuggler booked under PSA in the district in nearly two months.

In July, hardcore narcotics smuggler Umar Jaan was arrested under PSA in the district.

In Udhampur district, the SSP said 65 drug peddlers were arrested and 50 cases registered under relevant sections of law till August ending this year.

The seizure made from the drug peddlers include 805 kg of poppy straw, 3.4 kg of charas and 322 grams of heroin, he said. (PTI)

New Delhi, Sep 11 : The Supreme Court Tuesday refused to interfere with the Jammu and Kashmir government appointing an acting director general of police (DGP).

A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud issued notice and sought a reply from the Centre.

The state government on September 6 appointed Dilbagh Singh as acting police chief, replacing S P Vaid who was posted as transport commissioner.

During the hearing, Attorney General K K Venugopal, who appeared for the Centre, said the prohibition to appoint an acting DGP was introduced to prevent misuse of the two-year fixed tenure given in an earlier verdict of the apex court.

Advocate Shoeb Alam, appearing for Jammu and Kashmir, said the appointment of an acting DGP was purely an interim measure to tide over the peculiar situation till a regular appointment was made in consultation with UPSC.

"We cannot afford the police force to be without a chief," he said, citing the law and order situation in Jammu and Kashmir.PTI

Srinagar, Sept 7: Former Chief Minister of Jammu and Kashmir Omar Abdullah has criticised the timing of changing the state DGP, saying there was no hurry to replace S P Vaid and the state police could do without having to deal with the confusion of leadership.

The state government removed Vaid as the DGP late Thursday night and handed the charge to DG Prisons Dilbagh Singh till a permanent appointment is made.

"There was no hurry to replace @spvaid. He should have been changed only when a permanent arrangement had been worked out. @JmuKmrPolice has enough problems without having to deal with confusion of leadership," Omar wrote on Twitter soon after the government announced Vaid's removal.

"Changing the DG is the prerogative of the administration but why a DG as a temporary arrangement? The current DG won't know if he's going to stay & others who would like his job will be trying to replace him. None of this is good for @JmuKmrPolice," Omar said.

The outgoing DGP thanked the police department, other security agencies and the people for their support during his tenure as the top cop of the state.

"I'm thankful to God that he gave me the opportunity to serve my people and my country. I'm grateful to @JmuKmrPolice, security agencies, and people of J&K for their support and their faith in me.

My best wishes to the new DGP," Vaid wrote on Twitter. (PTI)

Jammu, Aug 21: A vehicle carrying pilgrims to a temple, skidded off the road and fell into the Chenab river in Jammu and Kashmir's Kishtwar district, killing 11 people with a five-year-old child being the only survivor, police said.

The incident took place when they were going to the Mata Machail temple in the district.

"A vehicle carrying pilgrims to the Machail Mata temple rolled down and fell into the Chenab river, around 28 km from Kishtwar, in the Padder belt area today," Jammu and Kashmir DGP S P Vaid told.

During the rescue operation 11 bodies were recovered. The only survivor is a five-year-old child, he said, adding that the child is undergoing treatment at a hospital.

The description of the vehicle and the gender of the child are yet to be known.

This is the second major accident in Kishtwar district in the past 24 hours.

Yesterday, seven people, including a policeman, were killed and 12 others injured after two vehicles came under a landslide in the district.

The incident took place at Kulligad on the Doda-Kishtwar road.

Huge boulders and debris suddenly came down from a hill burying a mini-bus and a car plying on the Doda-Kishtwar road, Senior Superintendent of Police Rajinder Kumar Gupta had said. (PTI)

Div Com takes salute at SK Stadium
SRINAGAR, AUGUST 13: In connection with the 72nd Independence Day celebrations, full dress rehearsals were held in all the districts and Tehsil headquarters of the Kashmir Valley and Ladakh region today.
At Srinagar, Divisional Commissioner Kashmir, Baseer Ahmad Khan, unfurled the national flag and inspected the parade and took the salute at the march past at Sher-i -Kashmir Stadium.
The march past was presented by the contingents of JKP, JKAP, IRP, CRPF, BSF, Women Police, State Disaster Response Force, Fire and Emergency Services. Besides, contingents of Forest Protection Force and students from different schools also took part in the march past.
Department of Information and J&K Cultural Academy presented colourful cultural events besides Dare Devil and Marshal art events were also appreciated by the viewers.    
On the occasion, DGP, S. P. Vaid, ADGP Muneer Ahmed Khan, Inspector General of Police Kashmir, Swayam Prakash Pani, Additional Director Generals of Police, Deputy Commissioner Srinagar Dr. Syed Abid Rashid Shah, divisional and senior Police officers were present.
At Anantnag, a full dress rehearsal was held at Government Degree College Anantnag (Boys). Additional District Development Commissioner, Reyaz Ahmad Sofi took the salute at the march past presented by contingents of JKP, JKAP, IRP, CRPF, NCC and school Children participated in the march past.
At Budgam, the full dress rehearsal was held at Sports stadium Budgam. The Additional District Development Commissioner Budgam, Khurshid Ahmad Sanai unfurled the national flag and took the salute at the march past presented by contingents JKP, JKAP, CRPF, NCC, Home-guard, Fire and Emergency Services.
Officers from the civil administration, police, and army were present.
 At Baramulla, a colourful full dress rehearsal was conducted at District Police Lines Baramulla today. Additional Deputy Commissioner Baramulla, Farooq Ahmed Baba unfurled the tricolour and took the salute at the march past presented by JKP, JKAP, CRPF, Fire and Emergency Services and NCC.
On the occasion, senior officers of civil administration, Police department were present.
At Shopian, a colourful full dress rehearsal was conducted at District Police Lines Shopian today. Additional Deputy Commissioner Shopain, Parvaiz Sajad Ganai unfurled the national flag and took the salute at the march past presented by JKP, CRPF, Home Guard and School children. Cultural Programmes were also presented on the occasion.
On the occasion, senior officers of civil administration, Police department were present.
At Pulwama, the full dress rehearsal was held at District Police Lines, Pulwama. The Additional Commissioner Revenue, Qazi Masood unfurled the national flag and took the salute at the march past presented by JKP, JKAP, CRPF, Fire and Emergency Services.
At Kulgam, a full dress rehearsal was held at District Police Lines, Kulgam. The Additional Deputy Commissioner Kulgam Sheikh Ghulam Hassan unfurled the tricolour and took the salute at the march past presented by JKP, JKAP, CRPF, NCC Fire and Emergency Services.
At Bandipora, a full dress rehearsal was held at Sher-i -Kashmir sports stadium, Bandipora today. The Assistant Commissioner Revenue Bandipora, Hamida Akhter inspected the parade and took salute on the march past presented by the contingents of JKP, JKAP, IRP, CRPF, and students from different schools.
Officers from civil administration, police, and army were presented on the occasion.
Full dress rehearsal functions were also held at Sumbal and Gurez also.
At Kupwara, a full dress rehearsal was held at District Police Lines, Kupwara. Deputy Commissioner Kupwara, Khalid Jahangir took salute at the march past presented by contingents of JKP, JKAP, IRP, CRPF, FPF, Fire and Emergency Services, Home Guards and Police Band.
Officers from civil administration, police, and army were present.
A similar function was also held at DPL, Mini- Secretariat Tanghdar and Karnah.
At Ganderbal, a full dress rehearsal was held at Madri Meharban Stadium, Ganderbal. The Additional Deputy Commissioner, Ganderbal, Naseer Ahmad Wani unfurled the tricolour and took the salute at the march past presented by JKP, JKAP, CRPF, forest protection Ganderbal  Force, ITBP and Fire and Emergency Services.
Officers from the civil administration, Police and Army were also present on the occasion.
At Kargil, a full dress rehearsal was held for 72nd Independence Day at Khree Sultan Choo Sports Stadium Kargil today.
Assistant Commissioner Revenue, Kargil Sonam Chosjor unfurled the tri-colour and took the salute at the march past presented by JKP, NCC, 6th Btn Rajputana, women contingent and students of 17 different educational institutions of the district.
Colourful events were also held in which troops of Academy of Art, Cultural and Languages and students of various educational institutions displayed the cultural traditions and heritage of the district.
Meanwhile, the full dress rehearsal was also held at sub-division Drass, Zanaskar, Chiktan, Sakoo and Shargole.
At Leh, A colourful full-dress rehearsal of Independence Day celebrations 2018 was held at Polo-ground here. The Deputy Commissioner Leh, Avny Lavasa, took the salute at an impressive parade.
Personnel from the armed forces and schoolchildren participated in the event. Cultural programmes were also presented on the occasion by the school children and artists of Information Department Leh.
SSP, Leh Sargon Shukla and other government officials were also present on the occasion.
Likewise, full-dress rehearsal for the Independence Day celebrations was also conducted at Nubra- Diskit, Nyoma and Khalsi Sub Divisions.

SRINAGAR, AUGUST 07: J&K Government today reconstituted the Screening Committee for promotion of IPS Officers to the grade of Director General ofPolice/Additional Director General of Police or equivalent posts.
According to an order issued by the General Administration Department, the Screening Committee will be headed by the Chief Secretary, BVR Subrahmanyam.
The Members of the Committee include, Chairman/Director General, IMPARD, Lokesh Dutt Jha, Principal Secretary to the Government, Home Department, R K Goyal and Director General Police, Dr S P Vaid.

Chief Secy asks for focusing on key areas to achieve targets in time 
PULWAMA, AUGUST 03: Advisor to Governor, K Vijay Kumar on Thursday visited Pulwama to assess the developmental scenario and overall law & order and in the district. During the visit, the Advisor convened separate meetings with district and police officers to review the present development and security situation in the district.
Chief Secretary BVR Subhramanyam, DGP Dr S P Vaid, IGP Kashmir S P Pani, DIG (SKR) Amit Kumar, Deputy Commissioner Pulwama G M Dar, SSP Pulwama Mohd Aslam and other senior civil and police officers attended the meeting.
DC Pulwama while making a detailed presentation regarding developmental profile of the district informed the meeting that various initiatives have been taken by the district administration to develop key sectors including horticulture, agriculture, education, health and others. He also briefed the meeting about the physical and financial achievements registered in the current fiscal till date.
For further carrying forward the developmental process in the district and to provide better amenities to the people, the Deputy Commissioner put forth various issues which need intervention of the government including release of additional funding in key areas.
Addressing the officers, the Advisor appreciated the efforts of the district administration despite of different kind of challenges they are facing while performing their duties. He said the district has huge scope in horticulture and agriculture sector and every effort need to be taken to get the maximum benefits out of it.
Asking for ensuring prompt delivery of services to people, the Advisor stressed for being more responsive towards people of the district and to address the people’s grievance properly. Quality and timely services need to be maintained for the people, he added.
Only development can bring the change in the society and for that we all have to play a major role in changing the socio-economic condition of the people, K Vijay Kumar said. He asked the officers to take along the public representatives while taking any developmental initiatives for the people.
With regard to upcoming Panchayat polls in the state, the Advisor asked the officers for getting prepared in holding the polls and to ensure maximum participation of people in the system. Panchayat elections will revive the institutions of local self-governance, resulting in their inclusion in the development process at the grassroots level, he added.
Speaking to the officers, Chief Secretary said that the district is leading in every sector but still lot more needs to be done. He said that focused attention should be accorded to complete the ongoing works in given time frame.
The district has done good job under Swachh Bharat Mission (SBM) and in declaring the district ODF but steps needs to be taken for ensuring its sustainability.
CS stressed for completing the targets for providing electricity in every household before the commencement of New Year. He said that the targets given under PMAY, UJJWALA and other important CSSs must be completed according special attention to them.
Chief Secretary also asked the Deputy Commissioner to come with the inputs if any to further develop agriculture and horticulture sector in the district.
Earlier, the Advisor held a meeting with senior police officers to discuss the overall law & order scenario in the district. IGP Kashmir briefed the Advisor and Chief Secretary about the prevailing security situation and steps taken to have better police-public relations.
Action Plan of the district police for the engagement of local youth in sports and other activities was discussed briefly. It was felt that more and more activities need to be organized on regular basis for the youth involvement.
The Advisor said that the sense of security among the people is very essential for the development process and expressed satisfaction that the security personnel were doing their best despite facing several challenges while performing their duties.
Later, at the district headquarters a delegation of Fruit Growers Association met the Advisor and put forth various demands for the development of horticulture sector in the district. They also demanded government’s intervention in few other issues important for the overall development of the district.

SRINAGAR, AUGUST 02: The Advisor to Governor, Mr B B Vyas today directed for fast-pacing recruitment to various posts meant for Kashmiri Migrants under the Prime Minister’s Special Employment Package.
The Advisor was chairing a review meeting to discuss the modalities for fast-pacing recruitment to various posts earmarked for the Kashmiri migrants under PMSEP.
The meeting was attended by Director General of Police, Dr S P Vaid, Director General Prisons, Dilbagh Singh, Commissioner Secretary GAD, Hilal Ahmad Parray, Divisional Commissioner, Kashmir, Baseer Khan, Secretary Law, Abdul Majid Bhat, Secretary Relief and Rehabilitation, Talat Parvez, Chairman SSRB and Relief Commissioner Migrants and other senior officers.
The Advisor directed for coordinated efforts, so that the posts which have been identified and advertised are filled within the shortest possible time. He said the same is very essential so that the motive of the package gets fulfilled.
Mr. Vyas further asked for taking regular meetings so that the bottlenecks if any are removed at the earliest.
The Advisor also directed the Secretary Law to ensure fast disposal of the litigations, if any, so that it does not act as an impediment in the proper implementation of the Prime Minister’s initiative.
While directing the officers to speed up the process of construction of the flats and transit accommodation to be provided to the persons who are appointed on various posts under the package, the Advisor said that the same would take care of their housing needs as well.
The meeting was informed that the first trench of the posts would be filled by the end of the August 2018 and similarly by 15th of September, the 2nd one would be filled and the rest of the posts would be filled after the settlement of the litigations.

SRINAGAR, JULY 14: Governor N.N. Vohra flagged off the first flight of 340 Hajis for Madinah Munawarrah which left from the Srinagar  International Airport this morning. Sh. Khurshid Ahmad Ganai, Advisor to Governor; Dr. S.P. Vaid, DGP; Sh. Baseer Khan, Divisional Commissioner Kashmir; Sh. Shahid Anayatullah, Secretary Revenue; Dr. Syed Sehrish Asgar, Deputy Commissioner Budgam were present on the occasion.
Governor interacted with a number of Hajis and wished them a safe journey and a highly satisfying Haj.
 This year 10,292 Hajis (including 518 Hajis who will embark from New Delhi) will be proceeding for Haj. They will travel in daily flights during 14th July - 25th July, embarking from the Srinagar International Airport.
The First flight of 340 included 179 Male and 161 Female Hajis; of whom 203 Hajis were from District Anantnag; 6 from Bandipora; 26 from Baramulla; 20 from Budgam; 6 from Ganderbal; 4 from Kulgam; 6 from Kupwara; 16 from Pulwama; 52 from Srinagar and 1 from Shopian.

SRINAGAR, JULY 7:    Governor N.N. Vohra convened a high level meeting at the Raj Bhavan today to review the security situation in Kashmir Valley, in the context of the incident earlier in the day in which three civilians had lost their lives in district Kulgam. Governor had especially invited Lt Gen Ranbir Singh, Northern Army Commander, to participate in the discussions.
Expressing deep anguish on the loss of civilian lives, including a teenage girl, Governor reiterated the vital importance of the laid down Standard Operating Procedures (SOPs) being most strictly adhered to by Army and all Security Forces to avoid incidents of civilian casualties and collateral damages, even in situations of extreme provocation. He also re-emphasized the crucial importance of sustained collaborative action and synergy between the Armed Forces and the State Police with the civil administration in dealing with difficult situations, particularly to ensure against the loss of civilian lives.
Governor was briefed by the heads of all Security Forces on issues relating to security management and the arrangements made for the safe conduct of the ongoing Shri Amarnathji Yatra.

Series of instructions issued for immediate compliance
SRINAGAR, JUNE 30: Advisor, Shri K Vijay Kumar and Chief Secretary Shri B V R Subrahmanyam called an emergency meeting of senior officers of the Civil and Police Administration and also the Army early today morning to review the preparedness across Kashmir division, in particular Srinagar City, in the wake of flood like situation following incessant rains.
Director General of Police, J&K, Dr S P Vaid, Principal Secretary Home, R K Goyal, ADGP, Civil Defence, Home Guards & SDRF, Divisional Commissioner, Kashmir, IG Kashmir Zone, SSP Srinagar, DC Srinagar, Chief Engineer, I&FC, Kashmir, Director Health Services, Kashmir, Director Met Department, J&K, and other senior officers of the State Government, CRPF and Army attended the meeting.
 The Advisor and Chief Secretary took a detailed review of the preparations and received brief from the concerned officers/line departments. The Advisor and Chief Secretary issued a slew of directions/instructions to the concerned officers for immediate compliance which interalia, include (i) alerting the people living in the low lying/ vulnerable areas, to be vigilant about the flood situation and be in preparedness for evacuation-currently, this is only an alert for being prepared and people should be on the lookout for the next alert for evacuation, if necessary (ii) establishing joint control room with components from civil, police, CRPF and Army at Hari Niwas and disseminating contact details to the public (iii)   All relief and rescue material- men, boats etc to be kept in readiness to promptly respond to any evacuation call (iv)  Divisional Commissioner to put competent ADMs/SDMs at the disposal of DC Srinagar  immediately, to facilitate coordination in the matters relating to control room, evacuation, recue, relief etc (v) Civil and Police Administration to prepare for communication redundancies (viii) Civil Administration to prepare for redundancies related to essential supplies including power, ration, fuel and medicine (ix) DC Srinagar to ensure that shelters/evacuation centres are ready with basic facilities  like food, water, blankets etc for housing people,  in the event of evacuation of people (x) Principal Secretary Home, Divisional Commissioner, Kashmir, IG Kashmir, DC Srinagar in coordination with Information Department to disseminate information through electronic and print media to the public about the flood situation in the division.
Divisional Commissioner, Kashmir was instructed to issue an advisory to the departments to relocate the critical equipment in hospitals and other important installations to safe places where the flood threat is less, like upper floors of the official buildings. 
CRPF was requested to keep all its boats available along with manpower ready for any assistance, in coordination with IG, Kashmir. The Army was also requested to keep manpower, boats and aerial support ready along with communication sets in case of any eventuality, in coordination with IG, Kashmir
Advisor and Chief Secretary asked the officers to handle the situation calmly, confidently and sagaciously and mobilize their staff for meeting any eventuality and initiate immediate action, wherever required, without waiting for instructions from the higher ups.

Vohra reviewed the situation arising from the increasing water levels of Rivers Jhelum, Tawi and other major Nallahs in both regions of Jammu and Kashmir and the advance preparations which are required to be taken by the Administration.
Chief Secretary informed Governor about a Flood Control Room being set up at Hari Niwas in Gupkar; the obtaining and emerging weather conditions; water levels at various monitoring locations yesterday and today; mobilization of rescue teams and boats for evacuation; provision of pumps; electric power back up etc. He also informed that a mechanism has been put in place for ensuring effective coordination with concerned agencies including Police, Army, Central Armed Police Forces, NDRF and Civil Administration.

The meeting also took stock of the provisioning of dry rations, medicines and positioning of basic facilities like tents, blankets and toilets etc.  at the designated Relief Centers, and in the buildings earmarked for the evacuated population.
          Governor directed Chief Secretary to put in place a reliable communication system for the Senior officers who are at the helm for managing a flood situation; closely monitor water levels at Dal Lake and check the proper functioning of the lake’s water gates; devise an effective arrangement for the prompt mobilization of Rescue Teams; advance positioning of boats; ensure availability of doctors within 15 minutes, for emergency duties; timely alerts for areas which are under  possible flood threat along with their identified evacuation sites. He directed Sh. Basheer Khan, Divisional Commissioner Kashmir, to alert ground level staff who would perform emergency duties and set up Joint Control Rooms with all concerned agencies.
Secretary DMR&R was directed to mobilize all concerned persons who would be involved in Disaster Management and provide three daily reports on various parameters to enable close monitoring of the situation. Commissioner Flood and Irrigation Department was directed to inspect all the bunds in the flood alert areas and immediately repair those which are prone to breach.
  Governor directed that similar action should be taken for the flood prone areas in the Jammu Division and all agencies to be kept at a high level of preparedness to deal with any exigency. He advised that the ground level staff of Flood and Irrigation Department should remain alert and promptly report the gauge readings at different places and immediate directions should be given by the Head Offices to all the field officers for mobilization of the required men and materials.
Governor directed the Administration to ensure timely weather alerts to all the Yatris and agencies involved in the conduct of the Shri Amarnathji Yatra and for other arrangements required to be made for their safety.

Srinagar, June 30: Jammu and Kashmir Police chief S P Vaid today urged the families of militants in the Valley to appeal to their sons to leave the path of violence and promised all possible assistance, including rehabilitation for those who leave militant ranks.

"Today once again I urge to the families to appeal to their boys who have taken the wrong path to leave the path of violence & (and) come home, the DGP wrote on Twitter.

He said the Jammu and Kashmir police will provide all possible assistance to those who shun the path of violence and return to mainstream.

"It is highly unfortunate & painful to see loss of life. @JmuKmrPolice promises to provide all possible assistance including rehabilitation (sic)," Vaid said.

The DGP had in the past also appealed to the families of Kashmiri militants to urge their sons to leave militancy and return to mainstream.

Since last year, more than a dozen militants have laid down their arms in Kashmir when police announced that they will accept offer of surrender of local militants even during ongoing encounters. Most of these militants have returned home after appeals by their families to shun the path of violence. (PTI)

Srinagar, Jun 22: Two militants reportedly affiliated to the Islamic State Jammu and Kashmir (ISJK) and a policeman were killed while several civilians injured during an encounter between ultras and security forces in Jammu and Kashmir on Friday, police said
"Encounter at Khiram Srigufara on, two terrorists down, firing still continues. Unfortunate we lost one colleague of J&K Police," Director General of Police (DGP) S P Vaid wrote on Twitter
In another tweet, the DGP said the militants were reportedly from the ISJK
"Terrorists reportedly affiliated to ISJK," Vaid said
Security forces launched a cordon and search operation in Khiram in Srigufwara area of Anantnag district in south Kashmir this morning after receiving specific intelligence input about the presence of militants in the area, a police official said
He said the search operation turned into a gunfight after the militants fired upon the forces, who retaliated
The gunfight was going on when last reports came in, the official said
He said clashes broke out near the encounter site as a group of youth started pelting stones on the forces who are engaged in the operation
Security forces used force on the protestors and several civilians have suffered injuries, the official said

Justice Gogoi for taking legal aid to doorstep of underprivileged
SRINAGAR, JUNE 20: Supreme Court Judge, Justice Ranjan Gogoi, who is also the Executive Chairman, National Legal Services Authority (NALSA) today inaugurated the one-day State Level Conference on “Empowering the Marginalized through Legal Services” in presence of Justice N V Ramana, Judge Supreme Court of India at SKICC here today.
The conference was organized by High Court of Jammu and Kashmir in collaboration with National Legal Services Authority of India, (NLSA), J&K State Legal Services Authority (JKSLSA) and J&K High Court Legal Services Committee.
On the occasion, Chief Guest, Justice Ranjan Gogoi said the need of the hour is to provide benefits to underprivileged sections by providing legal aid at their doorsteps. He also said that NLSA and SLSA provide the opportunity to bring the marginalised at par through legal services.
During the occasion, Justice N V Ramana presented a keynote address. In his speech, he maintained that access to justice and rule of law to weaker sections of society are signs of development and of a prosperous country. “People are equal before the law, but the problem which is still persistent is that marginalized are unaware of their legal right,” he added.
Justice Ramana stressed upon sensitization of the underprivileged. “Unfortunately legal aid is still treated as charity and people at the helm of affairs like lawyers, paralegal volunteers should come forward to make these people aware these people about legal law, welfare schemes and policies,” he added.
Acting Chief Justice of J&K, High Court Alok Aradhe presented a welcome address at the conference. During his speech, Justice Aradhe said that the aim of the conference is to make weaker and marginalized section of society aware about the existence of legal services institutions and availability of free legal services.
At the end of the inaugural session, Justice, Ali Mohammad Magrey, Chairman J&K, High Court Legal Services Committee presented the vote of thanks to the guests.
Advocate General, Jehangir Iqbal Ganaie, Chief Secretary, BB Vyas, DGP SP Vaid and other officers of administration participated in the conference.

SRINAGAR, JUNE 16:  Governor N. N. Vohra visited Mata Kheer Bhawani shrine at Tulmulla, Ganderbal, to view the arrangements which have been put in place for the devotees who will throng the Shrine on the occasion of “Mela Mata Kheer Bhawani”, which commences on 20th June 2018.

Governor discussed with the Chief Secretary, Deputy Commissioner and other concerned officers the arrangements made by the District Administration and the Dharamarth Trust for the stay of the pilgrims, particularly the sanitation facilities.  In this context he visited the Sewage Treatment Plant at the Shrine which, he was informed by the Deputy Commissioner, shall become operational in the next two days.

Interacts with shelling affected people
JAMMU, JUNE 08: Union Minister for Home Affairs, Rajnath Singh today rolled out string of relief and employment initiatives for border residents.
 Addressing border residents at series of interaction sessions here in R S Pura, the Home Minister said that centre is committed to provide every possible relief to the people living along the border areas. “We are abreast with your problems, you are facing tremendous hardships,” the union Home Minister hailed border residents while acknowledging their problems as recurring.  
The participants at the interaction sessions held at Krishi Vigyan Kendra, SKAUST and Chakroi in Tehsil R S Pura included   shelling affected Border residents and youth from C-BYTE Trainees (Centre for Border Youth Training & Empowerment).
Also present were Deputy Chief Minister, Kavinder Gupta, Union Minister of State for PMO, Dr Jitendra Singh, Minister for PHE, Irrigation and Flood Control, Sham Lal Choudhary, Vice Chairman SC Advisory Board, Bhushan Lal Dogra,  Member Parliament, Jugal Kishore Sharma, MLA Gagan Bhagat, Union Home Secretary, Rajiv Gauba, Chief Secretary, B B Vyas, Principal Secretary Home, R. K. Assuring more welfare programmes, Home Minister said government knows there is much to be done to solve the problems of border residents. Rolling out the employment initiatives, the Home Minister announced 2 Border Battalions especially for exclusive recruitment of border area population.
Giving further details, he said the government has decided to keep 60% posts reserved for border youth in the proposed 5 IR battalions. He also announced about the government’s plan to raise 2 Mahila Battalions, one for Jammu and one for Kashmir to give due representation to females in the security forces.
Announcing relief for shelling victims, the Home Minister said that the centre has decided to pay Rs 5 lakh to the Next of the Kin (NoK) of those killed in the cross border firing.  He further announced enhancement of compensation for loss of each milch animal in border shelling from Rs 30,000 to Rs 50,000.
      He also announced that the fixed depositing of the ex-gratia will be done away   and the   Rs 5 lakh compensation will be deposited directly into the bank account of the beneficiaries.
The Home Minister also assured to expedite the work of construction of individual and community bunkers proposed in border areas.   
He also announced 5 bullet proof ambulances for border areas.
Earlier, DC Jammu, Kumar Rajeev Ranjan gave a power presentation- the Border Profile of the Jammu District- in which he gave a brief view of shelling affected villages, loss of human lives and damage to property from January 2018, relief provided to the affected families, implementation of central assistance scheme, houses re-constructed under PMAY, Relief Camps and bunkers constructed, remedial classes facilitated for students from border areas and other major concerns of the Border residents.
Meanwhile, the Border residents submitted a memorandum to the Home Minister demanding permanent rehabilitation at safer places, One job to for  every border household and assured income for every family, enhancement of compensations, ambulances, compensation for land affected due to fencing, age relaxation in government jobs  for border youth, reservation in jobs and many alike issues.  
Later, the Union Home Minister also addressed the media persons at a crowded press conference here at Hari Niwas.
