SRINAGAR, MAY 09: Terming the role of the opposition as critical in strengthening democracy, Chief Minister, Mehbooba Mufti today said it has to act as a buffer between Government and the people by channelizing dissent.
Speaking in the Legislative Assembly after the election of Dr. Nirmal Singh as the new Speaker, the Chief Minister said the opposition by bringing to fore the dissent of the people actually helps the Government in its due discharge of duties. She said yesterday at the All Party Meeting also she appealed the opposition to help the Government by reaching out to people in their own way and channelize their grievances to the Government.
Mehbooba Mufti reminded the House of her role as the opposition leader during which she reached every corner of the State which indirectly helped the Government of the day to further improve their service delivery and address the issues. Likewise, she added, the opposition at present should play its role by becoming a bridge between people and the Government to put across their grievances and difficulties so that these are discussed at appropriate fora like Assembly. For this, she assured whatever support required from the Government would be extended.
The Chief Minister said dissent is the essence of democracy and people in both Government and opposition should be tolerant enough to criticism and opposition. She said the position of Presiding Officer of the House demands that the voice of every section and thought be heard and addressed appropriately which needs patience and tolerance.
Complimenting Dr. Nirmal Singh on assuming the responsibility of the Speaker of the House, Mehbooba Mufti said over the past more than three years he discharged his responsibilities without any prejudice and with utmost tolerance. She said being a man of letters, Dr. Singh earned respect and accolades from every section of the society. She hoped that he would further elevate this position with his knowledge, genteel behavior and accommodative attitude.
The Chief Minister also had a word of appreciation for the former Speaker and now Deputy Chief Minister, Kavinder Gupta. She praised the maturity and wisdom with which he conducted the business of the House during all this time.
Mehbooba Mufti also complimented Deputy Speaker, Nazir Ahmad Khan for his acumen and understanding while discharging his responsibilities.
Earlier, Dr. Nirmal Singh was elected as the Speaker of Legislative Assembly.

SRINAGAR, MAY 10: Former Deputy Chief Minister, Dr Nirmal Singh was elected Speaker of the Jammu and Kashmir Assembly on Thursday.
Minister for Law and Parliamentary Affairs Basharat Bukhari moved the motion in the Assembly seeking his election to the post, while Deputy Chief Minister Kavinder Gupta seconded the motion.
Dr Nirmal Singh, MLA from Billawar constituency, was elected with a voice vote. 
The opposition had nominated Legislator, Usman Majeed as their candidate for the post of Speaker, whose name was proposed by MLA Abdul Majid Bhat (Larmi).
After the election, Dr Singh was taken to the Speaker's chair by Chief Minister, Mehbooba Mufti, Minister for Law and Parliamentary Affairs, Basharat Bukhari, Minister for Urban Development, Sat Pal Sharma, Deputy Speaker, Nazir Gurezi, Legislators, Mian Altaf, My Tarigami, Er Abdul Rashid among other members.
Addressing the House, Dr Singh urged all the members to cooperate with him in conducting the house in an impartial manner. He said that Jammu and Kashmir full of diversities and at the same time full of challenges as well.
“This House has a greater role to address the diversities and challenges of the State,” he said.
“I assure you that I will rise up to the expectations of the members of the house and we will work in close coordination,” he added.
Dr Singh complimented the role of the former Speaker and current Deputy Chief Minister, Kavinder Gupta for his unbiased role in the Jammu and Kashmir Legislative Assembly.
Chief Minister Mehbooba Mufti felicitated Dr Singh on  being elected Speaker of the House.
Meanwhile speaking on the occasion, Minister for Urban Development, Sat Pal Sharma lauded the role of Dr Singh as Deputy Chief Minister. He hoped that Dr Singh would play his role as Speaker with utmost dedication and commitment.
Deputy Speaker, Nazir Gurezi extended his best wishes to the new speaker, saying that he is hopeful that Dr Singh would come up to the expectations of representatives of the assembly and would run the affairs of the assembly smoothly.
Gurezi also applauded the contribution of former speaker Kavinder Gupta and said that former speaker also run affairs of the assembly smoothly and his contribution would always be remembered.
MLA Kangan Mian Altaf Ahmad hoped that Dr Singh would come up to the expectations of the opposition parties. He assured that his party will extend full support to the speaker in running the house smoothly.
Extending congratulations to new Speaker, Legislator, Rajesh Gupta said that he is hopeful that Dr Singh would perform the new assignment with the same enthusiasm as he performed as deputy Chief Minister of the state.
Legislator, MY Yousuf Tarigami, on the occasion said that Dr Singh has a great responsibility to run the assembly smoothly and he is hopeful that he would run the assembly as per rules and regulations. He said that both the ruling and opposition parties would extend his support to speaker maintain the sanctity of the assembly.
Legislator, Engineer Abdul Rashid while congratulating the newly appointed Speaker, Dr Nirmal Singh said that the responsibilities have doubled for Dr Singh with the new assignment. He said that the Jammu and Kashmir Assembly has a special privilege in the county and the members and the Speaker should uphold the sanctity of the House.

SRINAGAR, MAY 8: Chief Minister Mehbooba Mufti met Governor N.N. Vohra at the Raj Bhavan here today.
During the course of their hour and a half long meeting, Governor and Chief Minister discussed various important matters relating to counter-terrorist operations; continuing incidents of stone pelting; the death of a tourist and other concerns. They also discussed the growing radicalization and its grave impact in the educational sector.
Governor also spoke to Ms. Mufti about certain issues relating to the Prime Minister’s forthcoming visits to Ladakh, Kashmir and Jammu regions.

Says need to celebrate the anonymous artisans, workers as the people behind these immortal art pieces

SRINAGAR, MAY 08: Chief Minister, Mehbooba Mufti today stressed on the need for factoring in heritage, history and cultural moorings of the State in craft designs and promotions to make these world class attractions.
The Chief Minister said this while reviewing the plans to showcase the crafts and art forms to a wider canvas of art lovers, buyers and markets.
Mehbooba Mufti said there is a dire need to celebrate the anonymous artisans, craft workers and other people and bring them to fore as the factors behind these immortal pieces of art from the State. This, she said, would immortalize these art forms for posterity and also   attract more people to join these arts.
The Chief Minister directed tie ups with world class marketing platforms like Amazon etc. to create a wide and attractive marketing base for the products from the State. She also asked for undertaking research by concerned Departments to know the customer choices and preferences and factor the same in the design pattern of these art products.
Mehbooba Mufti suggested curating constant designs, focusing on continuous R&D in designs and organising regular camps at the Craft Development Institute for the local artists and entrepreneurs to popularize the crafts and designs.
On the occasion, famed designer Manish Arora also gave his suggestions from making the brands from the State globally acceptable and attractive.

Rushes to hospital immediately on learning of incident, consoles affected family, directs all help to them

SRINAGAR, MAY 08: Chief Minister, Mehbooba Mufti has strongly condemned the killing of a tourist from Chennai in a stone pelting incident at Narbal yesterday.
In a statement, the Chief Minister said the unfortunate incident of the killing of 23-year-old R Thirumani is heartbreaking which goes against the Kashmiri ethos of hospitality and respect for guests.  “I have no words strong enough to condemn this tragic incident or even condole with the family”, she said in her statement. She described the incident as a blot on the cultural value system of Kashmir and an attempt to bulldoze the economy of the place.
Immediately on learning of the incident at 9 pm in the evening yesterday, the Chief Minister rushed to the Police Hospital, Srinagar and condoled with the parents and co tourists of R. Thirumani. She conveyed the sympathies of the people of the State to the bereaved family while directing the administration to extend all support and help to them in this hour of grief.
The Chief Minister has also expressed concern over the injuries caused to a girl from Handwara in the same incident while wishing her a speedy recovery.

Srinagar, May 8: Alleging that Chief Minister Mehbooba Mufti and PDP-BJP alliance has failed, working president of the opposition National Conference (NC) Omar Abdullah urged Prime Minister Narendra Modi to realize the gravity of the situation as much blood has been shed in Jammu and Kashmir.
Ms Mehbooba should step down from her chair, the former chief minister said.
“The J&K govt has failed, the CM has failed, the BJP-PDP alliance has failed. How much blood will have to be shed in Kashmir before the Hon PM realises the gravity of the situation in J&K? When will enough finally be enough?', Mr Abdullah asked on twitter.
The NC working president also re-tweeted a number of tweets of former union minister P Chidambaram on his twitter account.
Demanding that Mehbooba should step down, Mr Abdullah said the Chief Minister should accept her failure to govern and inability to handle the deteriorating situation in the state. 
The youth of the state “feel betrayed and are being pushed against the wall as the ruling PDP-BJP alliance has robbed them of hope while being solely obsessed with the goal of remaining glued to power, the NC working president said at a public meeting at Kargil in Ladakh region on Monday.
He said the CM should accept her failure as civilian killings, instability and violence seem to have become the norm in the state. She should step down before the situation deteriorates any further, Mr Abdullah said.
He said regrets being expressed by Mr Mehbooba after every civilian killings was not enough as she continues to augment the sense of hostility and alienation among the youth. 
Mr Abdullah re-tweeted the tweets of Mr Chidambaran which read, 'Share J&K CM's concern that statesmanship required to get J&K out of the vicious cycle of killings. Sad that she does not see that her coalition government is the core of the problem”.
“The central government's muscular, militaristic approach to the J&K issue has driven the state towards the present catastrophic situation”, the Union Minister and senior Congress leader has tweeted. 
“The PDP-BJP coalition is the gravest provocation to the people of the Kashmir valley. Mehboobaji, quit the coalition immediately and go back to the people”, Chidambaam said.

CM attends meeting on 150th Birthday of Mahatma Gandhi
Says Mahatma had spl love for Kashmir, his trust in its people needs to be carried forward; reconcilation, outreach needed to end cycle of violence
Suggests celebrating 2019 as year of peace, non violence, reconciliation, reaching out to youth
NEW DELHI, MAY 02: Saying that the teachings of Mahatma Gandhi are much more relevant today than these were before , Chief Minister, Mehbooba Mufti today said the biggest tribute to the Father of the Nation would be to work for creating a society free from confrontation, violence and acrimony.
Speaking at the inaugural meeting of the National Committee for celebrating 150th Birthday of Mahatma Gandhi next year, the Chief Minister said unfortunately over the years the level of intolerance and lack of accomodation among each other has increased and the need is to inculcate the values of tolerance, amity and reconciliation among the people, particularly younger generation.
The meeting was chaired by President, Ram Nath Kovind and was attended by Vice President, M. Venkiah Naidu; Prime Minister, Narendra Modi; Union Home Minister, Rajnath Singh; Former Prime Minister, Dr. Manmohan Singh  and other national leaders.
Mehbooba Mufti suggested celebrating 2019, the 150th birthday of Mahatma, as the year of peace, tolerance and non violence. This, she said, would be the biggest tribute to Mahatma Gandhi who, she said, lived and died for these values and principles. She suggested special youth engagement in the country to educate them about varied aspects of Mahatma’s life and his dealing of situations.
The Chief Minister suggested instituting special scholarships, fellowships and other academic incentives to further explore the teachings of Mahatma Gandhi and take these to the present generation which she said desperately needs the same.
Referring to the special relation Mahatma had with Jammu & Kashmir, Mehbooba Mufti said during the turbulent phase of 1947 it was the visionary personality of Mahatma Gandhi who recognised the ray of hope among the people of the State. It was this trust in the people of the State that they stood up to defend their centuries old value system even at the cost of their lives. “That trust in our people needs to be carried forward to get the State out of a situation in which this ray of hope seems to have been eclipsed”, she said in her address while stressing the need for reconciliation and outreach in the State to end the cycle of violence which has taken a heavy toll of its youth.
It may be mentioned here that next year i.e. 2019 marks the 150th birthday of Mahatma Gandhi who was born on October 02, 1869 at Porbander, Kathiawad in now Gujarat.

Mehbooba stresses on taking Vailoo, Sughmahadev tunnels, Mughal Road, other projects as national priority

New Delhi, May 02: The Centre has agreed in principle to accord National Highway status to Mughal Road connecting Jammu and Kashmir provinces through Pir Panchal region. The Centre has also decided to put the construction of Vailoo-Singhpora and Chenani-Sudhmahadev tunnels on the fast track mode to expedite the start of work.
These decisions were taken in a marathon meeting of officers held here today with Union Minister for Road Transport & Highways (MoRTH),  Nitin Gadkari and Chief Minister, Mehbooba Mufti jointly in chair.
Minister for Public Works & Culture, Naeem Akhtar was also present in the meeting.
The meeting was informed that the process for formulation of project reports for these projects has already been started and the consultancy report has been received by the Union Government and with the melting of snow on these roads further action would be initiated.
Terming connectivity critical in bridging the mental divide between the people of Kashmir and rest of the country, the Chief Minister stressed on taking these tunnel projects in mission mode as a national priority.
The Chief Minister also raised the fast tracking of Baramulla-Gulmarg-Loran road which was founded in 2015. The road would provide alternatate connectivity to Gulmarg via Poonch thus ensuring more inter regional connectivity and giving the tourist inflow a push as well.
The Union Minister directed the concerned agencies to use latest technologies and soil stabilising methods to get ahead on the construction so that the project is completed at the earliest.
Mehbooba Mufti also took up the issue of 80 kilometre long Doda-Dessa-Kapran road connecting Doda district with Anantnag. The Union Minister directed completion of all formalities on the project including forest clearances for its quick consideration.
The Chief Minister also raised the issue of widening of Srinagar-Jammu National Highway and the bottlenecks coming in the way on the Ramban-Banihal stretch. She stressed on attaching national importance to the project as it is the only Highway connecting Kashmir Valley with rest of the country.
The Union Minister assured the Chief Minister that he would himself review the status of all these connectivity projects soon with all the concerned agencies. He also directed constitution of an expert team which would visit the Jawahar tunnel and inspect the repairs to be done as suggested by the Chief Minister.
In a significant decision involving local youth, Mr. Gadkari on the persistent demand of Mehbooba Mufti, directed training of 3000-4000 local youth in tunneling, highway construction, earth cutting and stabilisation works etc. by concerned project executing agencies so that subsequently they are engaged in similar projects.
On the suggestion of the Chief Minister, the Union Minister also directed the project executing agencies to associate local youth in the material supplies and other ancilliary works so that the socio economic development of the catchment areas is also taken care of.
It may be recalled here that projects worth Rs. 60, 000 crore in infrastructure including highways, tunnels and roads are under execution in the State currently.
The Chief Minister also sought construction of grade separators and flyovers on the National Highway where it touches major towns like Kathua, Samba, Jammu, Awantipore, Bijbehara and Srinagar to check the frequent traffic jams besides construction of a Bye Pass at Anantnag on the Donipawa-Ashajipora road stretch.
The meeting was also informed of complete and satisfactory utilisation of Rs.  332 crore under Central Road Fund by the State Government.
The meeting was also informed that the inception report of the water transport in the Jhelum river has been completed and the Detailed Project Report in this regard would come in next month. The Chief Minister, it may be mentioned here, had sought revival of water transport across the Jhelum river to provide an alternate transportantion mode and enhance the tourist attraction of the place.

Srinagar, May 2: Lakhs of people participated in night-long prayers in mosques, shrine and other religious places on the occasion of Shab-e-Barat in the Kashmir valley and Ladakh region.
Meanwhile, Chief Minister Mehbooba Mufti and Director General of Police (DGP) S P Vaid have greeted people on the occasion and expressed hope that the auspicious occasion will be harbinger of peace and prosperity for the state.
The main congregations were held at Asaar-e-Sharief Hazratbal on the banks of Dal Lake, which houses the Holy Relic of Prophet Muhammad. People from different parts of the valley participated in the prayers, including Darood-e-Azkar. The authorities had made all arrangements, including power, water, medical and security for the devotees, including women and children.
A congregation was held at historic Jamia Masjid, where moderate Hurriyat Conference (HC) chairman Mirwaiz Moulvi Omar Farooq participated in the prayers and addressed the devotees. Earlier, the Mirwaiz, who was put under house arrest during the day, was released in the evening to allow him to participate in the prayers at Jamia Masjid, which was closed in the morning. Later, the gates of the worship place were reopened. Gates of the Masjid were closed to prevent any demonstration following strike call by separatists against the Pulwama killings.
Similar congregations were organised in other mosques, masjids and other holy places in the valley and Ladakh region.
Taking to micro-blogging site twitter, Ms Mufti said, ''Warm wishes on Shab-e-Barasat, a blessed occasion to seek mercy & forgiveness from Allah. During this blessed night, let us all strengthen our compassion, piety & spirit to work for the poor, downtrodden & desolate.''
Dr Vaid has greeted people of the state, particularly the Muslims, on the auspicious ocassion of Shab-i- Barat. He has also greeted police personnel and the families of police martyrs.
The DGP has hoped that the occasion will be harbinger of peace and prosperity for the state. UNI

Jammu, Apr 18: President Ram Nath Kovind, accompanied by First Lady Savita Kovind, on Wednesday arrived on a two-day visit to the winter capital of Jammu and Kashmir.
The President visited to the state to address the Sixth Convocation of Shri Mata Vaishno Devi University (SMVDU) at Katra in Reasi district.
Jammu and Kashmir Governor N N Vohra, Chief Minister Mehbooba Mufti, Speaker Legislative Assembly Kavinder Gupta, Chairman Legislative Council Haji Anayat Ali, Deputy Chief Minister, Dr Nirmal Singh, Minister for Revenue Abdul Rehman Veeri, Minister for Cooperatives Chering Dorjay, Minister for PHE Sham Lal Choudhary and Minister for Food Civil Supplies an Consumer Affairs Zulfkar Ali received the President at the Technical Airport here on Wednesday morning.
Over 880 scholars will receive their degrees and merit certificates at the ceremony.
Founder and Chairman of Bharti Enterprises, Sunil Bharti Mittal and Chairman-cum-Managing Director, Munjal Auto Engineering Ltd, Sudhir Munjal will be conferred honorary Doctorate by SMVDU on the occasion.
A civic reception will also be held at Amar Mahal Lawns in Jammu city to honour the President on Wednesday evening.
He will be also meeting Chief Justice Ramalingam Sudhakar and other Judges of the Jammu and Kashmir High Court over breakfast here on Thursday. UNI

Srinagar, Apr 13: Alleging that the first ‘pro-rapist’ rally in Asifa’s case was carried out by two of Chief Minister Mehbooba Mufti’s ministers, who continue to serve in the state Cabinet, National Conference (NC) working president Omar Abdullah on Friday asked what action will be taken against them.
Mr Abdullah was reacting to Ms Mehbooba’s assertion that the state government will bring a new law that will make death penalty mandatory for those who rape minors, so that little Ashifa’s case becomes the last.
“Mehbooba ji before you try to convince us that you would be able to safeguard future Asifas, what action will you take against your Ministers, who supported Asifa’s murderers?” Mr Abdullah, who is the former chief minister of the state, tweeted.
“Dear PDP, the first “pro-rapist” rally was taken out by two of Mehbooba Mufti’s ministers & they continue to serve at the pleasure of the Chief Minister in her cabinet,” he tweeted.
“When asked why the pro-rapist BJP ministers continue to serve in @MehboobaMufti’s cabinet the PDP spokesperson said, “that’s a question for PM Modi”. Oh the helplessness of our powerless Chief Minister!” he added.
Mr Abdullah also lashed out at BJP Cabinet minister Lal Singh for his comment, "so what if this girl has died, many girls die every day' remains unnoticed by the high command.
“So what if the person, who said this remains a minister in @MehboobaMufti’s government, compromises are made for power every day,” he added.
Meanwhile, lashing out at people, including BJP Ministers, seeking the Asifa rape and murder case to be transferred from Crime Branch of state police to Central Bureau of Investigation (CBI), Mr Abdullah said J&K police is fine for them so long as the personnel are falling to militants bullets and getting injured in stone pelting but when it comes to investigating a wicked rape/murder suddenly they can’t be trusted.
Mr Abdullah was reacting to a tweet which read, “The BJP Jammu spokesperson tells me they have no faith in J and K police crime branch investigation in Kathua rape; but isn't the BJP in power in J and K and doesn't police report to state govt or is there one govt in Srinagar, and another in Jammu? #JusticeforAsifa.” 
A group of lawyers even tried to prevent CBI from producing the challan in the court on Monday. However, later with the help of police the challan was filed in the court.
Seven persons were arrested by the CBI in the rape and murder case. A number of BJP leaders and Kathua Bar Association demanded that the case should be handed over to Central Bureau of Investigation (CBI). Srinagar, Apr 13: Reiterating that she stands committed to never let another child suffer like Asifa, who was gang-raped and later brutally murdered in Kathua in Jammu region, Chief Minister Mehbooba Mufti said the state government will bring a new law that will make death penalty mandatory for those who rape minors. 
“I want to assure the entire nation that I stand committed not just to ensure justice for Ashifa but also seek exemplary punishment for those responsible for a crime whose brutal savagery has shamed humanity,” Ms Mehbooba wrote on micro-blogging site twitter.
“We will never ever let another child suffer in this way. We will bring a new law that will make the death penalty mandatory for those who rape minors, so that little Ashifa’s case becomes the last,” she added.
Asserting that the law will not be obstructed by the irresponsible actions and statements of a group of people, the Chief Minister said that proper procedures are being followed and justice will be delivered in Asifa rape and murder case.

The comment by the Chief Minister has comes after a strike was called by the Jammu Bar association on Wednesday, seeking the case to be transferred from Crime Branch of state police to Central Bureau of Investigation (CBI), evoked a lukewarm response in the winter, capital.
A group of lawyers tried to prevent CB from producing the challan in the court on Monday. However, later with the help of police the challan was filed in the court. Srinagar, Apr 12: Asserting that the law will not be obstructed by the irresponsible actions and statements of a group of people, Chief Minister Mehbooba Mufti on Thursday said that proper procedures are being followed and justice will be delivered in Asifa rape and murder case.
“The law will not be obstructed by the irresponsible actions & statements of a group of people. Proper procedures are being followed, investigations are on the fast track & justice will be delivered. #JusticeForAsifa,” Ms Mehbooba wrote on micro-blogging site twitter.
The tweet by the Chief Minister comes a day after a strike called by the Jammu Bar association, seeking the case to be transferred from Crime Branch of state police to Central Bureau of Investigation (CBI), evoked a lukewarm response in the winter, capital.
A group of lawyers tried to prevent CB from producing the challan in the court on Monday. However, later with the help of police the challan was filed in the court. Srinagar, Apr 6: Jammu and Kashmir Chief Minister Mehbooba Mufti, her predecessors--Omar Abdullah and his father Dr Farooq Abdullah-- have wished ailing Union Finance Minister Arun Jaitley a speedy recovery. 
Ms Mufti, taking to micro-blogging site Twitter, said “ Wishing @arunjaitley ji a swift recovery”.
“ My father (Dr Farooq Abdullah) & colleagues join me in wishing you a speedy & complete recovery sir”, Former Chief Minister Omar Abdullah tweeted.
Ms Mehbooba, who is also president of the ruling Peoples Democratic Party (PDP), and main opposition National Conference (NC) president Dr Abdullah and working president Omar Abdullah were reacting to a tweet by Arun Jaitley “ I am being treated for kidney related problems & certain infections that I have contracted. I am therefore currently working from controlled environment at home. The future course of my treatment would be determined by the doctors treating me”. UNI

Srinagar, Apr 5: Ignoring security concerns expressed by agencies, Jammu and Kashmir Chief Minister Mehbooba Mufti on Thursday visited very tense Kangan in central district of Ganderbal and met family of Gowhar Ahmad Rather who succumbed to bullet and pellet injuries in a hospital on Tuesday.
Rather was injured when police allegedly fired bullets and pellets to disperse demonstrators on Monday, who were protesting against the killings of four civilians in security force action on protesters, who hit the streets after 13 militants, including some top commanders, were killed in three different encounters in Shopian on Sunday.
Despite slogan shouting and tense situation, Ms Mehbooba arrived at Kangan this morning and met the family members of the deceased youth.
During about half-an-hour stay with the bereaved family--his parents, brother and sister, she assured that police personnel involved in the killing of Rather will be punished as per law of the land. Terming the death 'very unfortunate', she said justice will be done in the case. 
After initially denying that Rather was injured in police action, a Selection Grade (SG) constable was suspended and later detained in this connection. Police through social media and press releases maintained that Rather fell down during a chase by police and got injured after hitting edge of a drain. However, locals alleged that he was injured after police fired bullets and pellets.
Later medical report also confirmed that Rather, who breathed his last in S K Institute of Medical Sciences (SKIMS) that he had received bullet and pellet injuries in the head.
District Magistrate (DM), Ganderbal has already ordered a magisterial inquiry and appointed Additional Deputy Commissioner (DC) to investigate the incident and report within 20 days. UNI

Srinagar, Apr3: After the call of Chief Minister Mehbooba Mufti for facilitating the return of Kashmiri community and in the background of shocking incident of Temple discretion in Lagama Uri, Kashmir, MLC Girdhari Lal Raina called for an inclusive approach to the issue in a systematic way.
Raina stressed on the need of understanding the fact that Kashmir is incomplete without the safe return of the affected migrated families. He said that this not a mere administrative issue nor does it pertain to few hundred thousand souls who were forced to leave their homes and hearths. So it is imperative that they must have a say in the methodology adopted for the same. He said that the agencies must engage the community in regular dialogue to work out the accepted principles of return. He stressed on the need to initiate the early steps without any further delay to boost the confidence of the community moreover when there are available funds for the same with the support of the Central government under the leadership of popular Prime Minister Narendra Modi who is personally taking pain in all the matters of state.
Raina also took the opportunity to call for the protection, preservation and rebuilding of temples and shrines of historic importance to boost the confidence of Migrated population for their return. He also called for the speeding up the process of employment and extension of benefits of welfare schemes to the community under the Confidence Building Measure (CBM). He asserted that once these basics are addressed in honest and transparent manner, the community will not require any invitation to return back.
Raina said that under the Prime Minister Development Fund, 2000 crore rupees have been earmarked for the Kashmiri Migrants. Out of this fund, 1000 crore rupees is being kept for the salary of Kashmiri employees, whereas 300 crore rupees have been given for the purchase of land for accommodation along with 700 crore rupees are set to be used for the construction of residential infrastructure for Kashmiri Migrant families. He stressed that the early, safe and honourable return along with the rehabilitation of Kashmiri Migrant families into their natural habitat is vital for spirit of Kashmir.
