SRINAGAR, APRIL 25: In line with the directions of the Chief Secretary with regard to the removal of bottlenecks facilitating the implementation of various NBBC projects in the district, District Development Commissioner Srinagar Dr. Syed Abid Rasheed Shah Wednesday convened a meeting to review the status of various projects executed under AMRUT.
Joint Commissioner (Works) SMC, General Manager NBCC Srinagar, SEs PHE and Drainage and Assistant Commissioner Revenue Srinagar attended the meeting.
The meeting discussed the construction of Sluice Chamber at Alamgari Bazar, removal of sixteen shops at Owanti Bhawan Soura, construction of drainage at Jinab Sahib Soura and installation of machinery at STP at Noorbagh.
Regarding the construction of Sluice Chamber at Alamgari Bazar, the DDC assured that funds to the tune of Rs 45 lacs will be released soon as instructed by the Chief Secretary. He directed the Joint Director Planning, Development & Monitoring Department to submit a proposal in this regard for the early redress of the issue.
Discussing the removal of shops at Onta Bhawan and the rehabilitation of displaced shopkeepers, the DDC directed the concerned for submitting all relevant records of the proposed land of rehabilitation at the earliest.
In regard to the construction of drainage at Jinab Sahib Soura, the DDC directed for immediate execution of repositioning and rebuilding of the drain there. The Joint Commissioner (Works) SMC was directed for making the necessary arrangements providing a temporary drain till the completion of the project.
Dr. Shah said he will soon visit the sites of the project in order to have a firsthand assessment of issues surrounding them and their early resolution. He impressed upon all the concerned to ensure that all required efforts are made for achieving the said developmental goals.

24 crore sewerage project around Dal Lake


             SRINAGAR, DECEMBER 16: District Development Commissioner Srinagar, Dr. Syed Abid Rasheed Shah, Saturday chaired a meeting to discuss the 24 crore-rupees project sanctioned under the GoI-sponsored AMRUT scheme for augmentation of sewerage system around the Dal Lake.
The project comprises design, construction, testing and commissioning of a sewerage system that provides a sewerage network, with manholes, house connections and pumping stations, for the peripheral areas of the Dal Lake.
           The areas falling under the project include Saida Kadal, Mum Khan, Naidyar, Gurpora, Jogilankar, Chowdry Bagh, Doulatabad, Abi Nowpora and Buchwara.
           The DDC called on the UEED to launch a general awareness programme about the advantages of the project for the public before starting work on it on the ground.
           SE UEED was also asked to submit a detailed plan detailing road cuts, traffic diversion, replacement of electric poles and water connections, in order that alternate arrangements for the purpose could be made well in time for  the project on the ground. 
           Dr. Shah also sought cooperation  from   general masses  in the execution and implementation of this prestigious project on the ground.

Inspects progress of construction work; issues strict instructions for adherence to set timeline


BUDGAM, NOVEMBER 11: Deputy Commissioner Srinagar, Dr. Syed Abid Rashid Shah, Saturday visited the campus site of the National Institute of Fashion Technology (NIFT) here at Ompora Budgam to take stock of ongoing construction work for the campus there.
Dr. Shah, who has been appointed as the new Director of the Srinagar campus of the NIFT, while taking a detailed review of the status of construction at the site, expressed displeasure over slow progress of work.
He issued strict instructions to the concerned executing agencies to speed up the pace of work and warned that non-adherence to timeline stipulations as indicated in the contract will result in cancellation of contracts and blacklisting of contractors.
He directed that four walling of the campus, which was set to be completed in nine months since allotment in December 2016, must be completed by the next month.
Dr. Shah instructed to expedite the pace of work on hostels at the campus adding there shall be visible progress in one month time. He said the progress of the construction will now be reviewed on weekly basis.
  Dr. Shah said NIFT is a highly prestigious project and any laxity in meeting projected timelines will not be tolerated.
The DC also visited the temporary campus of the Institute at Rangreth to inspect facilities available for students there.
He issued on-spot instructions to the concerned to take care of all immediate requirements of the campus. He also directed for beautification of the campus.
Dr. Shah also interacted with the students at the campus on the occasion and took note of their concerns and suggestions.
GM SIDCO, concerned Executive Engineers and contractors were present on the occasion. 

The NIFT Srinagar campus to be established at a cost of Rs. 237 crore is spread over 133 kanals of land. The opening of the campus is expected to enhance the scope of textiles and handicraft sectors as well as boost entrepreneurship industry in fashion textile industry in the State.

Calls for immediate, sustained maintenance of Hari Parbat Fort

SRINAGAR, NOVEMBER 08: Deputy Commissioner Srinagar, Dr. Syed Abid Rashid Shah Wednesday visited Pantha Chowk and Khanyar Tehsil Offices to take stock of facilities being made available to the public of these areas.
During the DC’s visit, concerned Revenue officials at the Tehsils were issued strict instructions for ensuring prompt public service delivery and public grievances redress. Instructions for setting up a waiting area for the general public and ensuring maintenance of sanitation at the Offices were also issued on the occasion.
The DC also instructed the concerned Revenue officer to identify land for construction of a new Tehsil office at Pantha Chowk.
Dr. Shah later toured Khanyar Tehsil and inspected various locations, including the Hari Parbat Fort and the Badamwari garden.
Concerned officials were asked to ensure maintenance of the garden and to make sustained efforts to restore its pristine glory. Several delegations met the DC and projected demands. The DC noted their concerns and assured to look into the issues.
Meanwhile, the DC conducted extensive tour around the Hari Parbat fort area and expressed displeasure over maintenance of its surroundings. He called for taking up maintenance and restoration works at the historic fort to retain its attraction and prevent damages to it.

Dr. Shah also said the Forest Department will be instructed to launch a massive plantation drive around the fort area for its beautification.

Directs for formulating a comprehensive traffic plan to ease traffic congestion


SRINAGAR, NOVEMBER 03: Deputy Commissioner Srinagar, Dr. Syed Abid Rashid Shah, Friday convened a meeting to review the management of traffic in Srinagar City and seek coordinated sustainable plans to ease the traffic situation therein.
RTO Kashmir, SSP Police Srinagar, SSP Traffic Srinagar City, SSP Traffic Rural and senior officers from PWD, SMC and SDA attended the meeting.
The meeting was informed that some of the major reasons for traffic congestion in the Srinagar City include ongoing construction of express way between Jahangir Chowk and Bazrzula, illegal parking and encroachments.
It was also said that unregulated movement of sumo vehicles numbering some 30,000 across the Valley adds to the problem. It was said that while Srinagar-based sumo vehicles include 10,000 of the total number those based in rural areas also operate in the Srinagar City, particularly, during summers, thereby leading to traffic congestion
The DC said a comprehensive plan based on a cohesive traffic strategy will have to be worked out in coordination with all the concerned departments, including the Regional Transport, City Traffic Police and District Administration, to address this problem in a sustainable manner, finding concrete solutions to the traffic problem in the City.
In order to discourage illegal parking on roads, it was said that on-road paid parking at identified spots will both serve as a discouragement to illegal parkers and an option for those requiring accessible parking in the time of exigencies.
It was decided that teams comprising officials from RTO, Traffic Police, City Police and District Administration will visit around the City and identify spaces for the purpose.
To tackle the unregulated movement of sumo vehicles resulting in traffic congestion within the Srinagar City, it was said that segregation based on color-coding of sumo vehicles operating in Kashmir should offer a solution to the problem. The DC also instructed for removal of unregistered sumo stands in Srinagar.
It was also decided that the SSP City Traffic Police in coordination with the RTO Kashmir will devise a requirement plan of vehicles for intra-city traffic movement.
The meeting also discussed a revised route plan for mini-buses being currently devised in coordination between the concerned departments. It was said that the plan will be adopted in due course.
In order to address concerns of passengers coming from North Kashmir being stopped at Parimpora, the RTO was asked to make immediate adequate arrangements of vehicles at Parimpora and Pantha Chowk for those passengers who need to travel to Lal Chowk.
It was instructed during the meeting that illegal sumo vehicles or mini-buses operating outside the erstwhile Batamaloo Bus Stand be immediately removed. SSP City Traffic was asked to ensure that is done.

The DC also directed for shifting the hawkers and street vendors to their identified allotted locations, instructing for designating a dedicated officer for removing encroachments. He directed that an anti-encroachment drive be started in the City and that it must be a regular affair, assuring that the district police will provide all due support to assist therein.

Issues instructions for no unscheduled power cuts, strict adherence to 
curtailment schedule in Srinagar

SRINAGAR, NOVEMBER 02: Deputy Commissioner Srinagar, Dr. Syed Abid Rashid Shah, Wednesday convened a meeting to review the current power scenario in the district.
SE PDD Circle I Kashmir, Hashmat Qazi, SE PDD Circle II Kashmir, Aijaz Dar, and concerned Executive Engineers attended the meeting.
The meeting was informed that the Srinagar district has about 450 megawatts worth of power demand during winters, but with the total transmission capacity falling short by about a one-third of the total demand of 1800 megawatts in the Valley, the district has to have a power curtailment of certain fixed hours per day.
It was said that the Srinagar district is 65% metered where a curtailment period of 3 hours per day has been fixed against a power curtailment period of 6 hours fixed for its non-metered areas.
However, it was said that 220 kV Transmission Line from Ladakh to Srinagar shall improve reliability of power supply in the district once it is completed, which is expected in due course.
The DC instructed the SEs to coordinate in order to ensure there are no unscheduled power cuts in the district. He directed for ensuring complete adherence to the power curtailment roster for the district.
The DC also directed for activating raid squads – comprising Tehsildars, and components of police and administration – to ensure no power thefts occur. It was said that the raids save some 30-35 megawatts of power on a day to day basis.
Dr. Shah also issued strict instructions calling for prior notification of power cuts on account of technical problems in order that the general public is aware about it. He also instructed for designating an official for communicating power cuts through the media to the general public.

The DC also directed for ensuring damaged transformers are repaired or replaced within 48 hours of their malfunction.

   SRINAGAR, OCTOBER 30: District Development Commissioner Srinagar, Dr. Syed Abid Rasheed Shah Monday convened a meeting to review the arrangements for the forthcoming Urs of Hazrat Sultan-ul-Arifeen Sheikh Hamza Makhdoom. The Urs is to be observed fromNovember 1 to November 17.
          The meeting was informed that the main function to the Urs will be held at the Sufi mystic’s shrine at Srinagar.
          The DDC was briefed about plans formulated by respective departments to ensure smooth observance of the Urs.
          During the meeting, PDD authorities were instructed to ensure curtailment-free power supply to the shrine and the area surrounding it.  The transport department was directed to ensure adequate transport facilities are provided to devotees visiting the shrine during the Urs.
          The Health Department was instructed to set up a medical aid camp - with free medical aid twice a week.
          The DDC further directed the Police and Traffic departments to ensure proper security and effective traffic regulation measures on routes to the shrine and instructed the SMC and PDD officials to ensure all defunct street lights around the shrine are repaired on priority.  

Senior officers from Police, Traffic, RTO, Fire & Emergency,  PDD, PHE, Health, SRTC, SMC besides members of the Wakf Board and Sajada Nisheen of the shrine were present in the meeting.

            SRINAGAR, OCTOBER 28: Deputy Commissioner Srinagar, Syed Abid Rashid Shah, today convened a meeting to discuss issues concerning the land acquisition of 29 kanals notified by the Government in 2012 for expansion of Sher-e-Kashmir University of Agricultural Science and Technology (SKUAST) Kashmir.
            The meeting was informed that final award in the case was issued by the concerned Collector in December 2016 in which the possession of the land was transferred to SKUAST for its expansion and compensation released in favour of five landowners.
            Giving further details, it was said that compensation was held up in the wake of a writ petition filed by some landowners and that, subsequently, it was directed that compensation be deposited at the court of law for disbursement to the affected landowners.
            The DC directed for immediate deposition of the compensation amount as directed by the court in favour of the affected landowners and assured of looking into and sorting out issues hindering deposition of compensation in favour of other affected landowners.
            He also impressed upon the landowners that the said land comes under compulsory acquisition and that there must be no hindrances to the construction underway at the site even as he assured them of all possible help in expediting the acquisition process.
          The meeting was attended by Collector, other officials and concerned landowners.

SRINAGAR, JUNE 19: Deputy Commissioner Srinagar, Dr. Farooq Ahmad Lone today reviewed the arrangements for celebrations of Shab-i-Qadr, Jumat-ul-Vida and Eid-ul-Fitr in an officers meeting today.
          The meeting was attended by ADC, SDM and the officers of CA&PD, PDD, PHE, R&B, Health, Veterinary, Police, Fire and Emergency Services, SMC besides other concerned officers of various departments also attended the meeting.
          The District Development Commissioner stressed the concerned authorities for ensuring proper sanitation around Eid Gahs, Masjids, installing LED lamps besides keeping available medical facilities at the places where big congregation takes place. He directed the Municipal authorities to put in place 25 grass cutters at Eid Gah Srinagar to make the ground smooth and ensure its cleanliness.
          The market checking squads were directed to intensify the checking of illegal profiteering and selling of low quality food items and take actions against the culprits on the spot.
          Regarding availability of LPG, Sugar and other essential commodities, CAPD department was directed to ensure adequate supply of essential commodities.
          The authorities of Veterinary Department informed the meeting that the department has kept available veterinary mobile trucks at various places of Srinagar city which contain dressed chicken @ 190/kg and undressed chicken @120/kg.

          District Development Commissioner directed PDD and PHE departments to ensure uninterrupted/scheduled power and drinking water supply during festival days.
