SRINAGAR, JUNE 23: Divisional Commissioner Kashmir Baseer Ahmad Khan today said that government is committed to ensuring holistic development in the Kashmir Division.
He made these remarks while directing all Deputy Commissioners of the valley and Leh and Kargil districts through video conferencing to send a weekly report about the developmental works and other government-related functioning in their respective districts to the Divisional Commissioner’s office.  
In the weekly report, He directed all DCs to send the complete information about general law & order situation, progress of PMDP and Swachh Bharat Mission projects, Land Acquisition of various mega projects, Public hearing, RTI & Public Service Guarantee Act, Inspection of offices to check attendance through Biometric System, Position of essential commodities, Electricity issues, Health issues, Functioning of Schools/educational institutions and other relevant issues to the Divisional Commissioner’s office for monitoring purposes and removal of all bottlenecks immediately for the benefit of the people.    
Khan asked DCs to hold regular Public Durbars in every ward of their respective districts. “Prepare a calendar for it and publicize the dates in the media so that a maximum number of people participate in it to redress their grievances,” he told the DCs.
For timely completion of developmental projects, Div Com directed all DCs to inspect all projects personally and monitor those works on weekly bases so that all bottlenecks are cleared immediately.

SRINAGAR, JUNE 23: Divisional Commissioner Kashmir, Baseer Ahmad Khan, today directed the officers to remove all bottlenecks for the construction of Srinagar semi-ring road so that the work on the prestigious project is started at the earliest.
The Div Com was speaking at a meeting in which DDCs of Pulwama, Budgam, Baramulla, Bandipora and Ganderbal participated via video conferencing, while as District Development Commissioner Srinagar Dr Syed Abid Rashid Shah, Project Director NHAI, Assistant Commissioner and other officers were present in the meeting.
All the concerned DDCs presented a detailed report on the status of the project in their respective areas.
The ring road project is 42 km long and starts from Gallandar Pampore to Manigam Ganderbal via Budgam, Srinagar, Baramulla and Bandipora.
The district administrations of Srinagar, Baramulla and Pulwama districts had already transferred the required land for this prestigious project to the National Highway Authority of India (NHAI).
Divisional Commissioner directed NHAI to transfer pending amount to the respective District Development Commissioners within one week for onward disbursement among the people whose land has been taken for the road project. 
Khan urged officers of various departments to work in close coordination and redouble their efforts so that all lacunas are removed and the construction work on this prestigious project is started soon.
The Div Com reiterated that the vital project will revolutionize the road connectivity between South Kashmir and Central Kashmir and beyond which will greatly help intra and inter-district transport for the benefit of commuters.

SRINAGAR, JUNE 23: Divisional Commissioner Kashmir, Baseer Ahmad Khan, today directed all Deputy Commissioners to strictly implement no-construction zone order along the national highway within the limits as prescribed in the relevant acts and government orders.
Div Com directed the DCs of Valley districts and Leh and Kargil to implement the order in letter and spirit.
They were directed to personally look into the matter and immediately remove the illegal constructions and encroachments, if any, adjacent to the national highway.
Besides, no construction shall be allowed along the periphery of the National Highway (as per the limits given in the different Acts) and strict action will be initiated against the violators.

SRINAGAR, JUNE 23: Divisional Commissioner Kashmir, Baseer Ahmad Khan, Friday directed all Deputy Commissioners to prioritize touring, inspection of offices and public meetings at various levels to galvanize and bring greater efficacy in the working of the administration.
The DCs were asked to furnish details of tour notes of their activities on weekly basis, indicating the areas covered, offices inspected, public meetings held among other activities. Details of concerns and issues raised by the public during interactions have also been asked to be forwarded to the Div Com Office for their resolution.
The DCs have been asked to ensure strict compliance with the instructions. It was said that the non-compliance would be construed as a dereliction of official orders and proceeded against accordingly. It was said the evaluation of each officer would be done taking into account the implementation of these instructions.

SRINAGAR, JUNE 23: In order to ensure transparency in the working system and improve work culture in government offices, Divisional Commissioner Kashmir, Baseer Ahmad Khan, Saturday directed all Deputy Commissioners to constitute squads for conducting surprise checks of different offices to ascertain the attendance of officials and employees.
The Div Com instructed that strict action as per service rules be initiated against officials found unauthorisedly absent from their duties. He also directed for immediate and strict operationalization of biometric attendance system in all the government offices.
The DCs were also directed to ensure submission of daily attendance reports as per the format of employees by their respective departments to the Div Com Office by 10.30 am so that same could be submitted to the Governor’s Secretariat and GAD.
It was said the non-compliance with these instructions would lead to the initiation of strict disciplinary action against the defaulters.

SRINAGAR, JUNE 23: Divisional Commissioner Kashmir Baseer Ahmad Khan today asked the officers to work in close coordination and synergy for smooth celebration of the birth anniversary of Shri Guru Hargobind Sahib Ji Maharaj falling on June 29, 2018.
The Divisional Commissioner was chairing a high-level meeting to review the arrangements for the upcoming festival.
The meeting was informed that the main function would be held at Chatti Padshahi at Kathi Darwaza in Srinagar where thousands of devotees would from various districts are expected to perform special prayers.
Divisional Commissioner asked the Municipal authorities to ensure cleanliness in and around the main venue, besides arranging a sufficient number of dustbins. He asked the Public Health Engineering Department to ensure uninterrupted water supply with an additional water tanker at the venue along with the installation of temporary water taps for sprinkling purpose.  FC&SCA department will ensure proper arrangements for Langer at the venue.  
Khan directed PDD to provide uninterrupted power supply throughout the festival day besides conduct safety audit of electricity and repair defunct lights immediately. Fire Services would ensure availability of fire tenders at the venue and other vital points to meet any eventuality.
Similarly, Police authorities were directed to provide security cover with point wise deployment of security personal and sanitization of Gurudwara premises. Likewise, Traffic Department was asked to ensure requisite arrangements for smooth and hassle-free traffic regulation and identify parking slots for vehicles. Health Department was directed to provide fully equipped ambulance with first aid stationed at the venue.
Div Com directed DC Srinagar to visit all Gurudwaras in the City and review on spot arrangements there so that devotees do not face any kind of inconvenience.
It was also informed that birth anniversary of Hargobind Sahib Ji Maharaj shall also be celebrated in other districts of the valley where devotees will offer special prayers in their respective Gurudwaras.  
The Divisional Commissioner directed all Deputy Commissioners of the valley to ensure adequate and necessary arrangements well in time for the smooth and hassle-free celebration of the religious event.
 DC Srinagar, Dr Syed Abid Rashid Shah, Chief Engineer PDD, GM JKSRTC, RTO Kashmir, Superintendent Engineer PHE, Joint Commissioner SMC, SP Traffic, SP Police, Assistant Commissioner, and Representatives of Gurudwara Prabandhak Committee besides other concerned attended the meeting.

SRINAGAR, APRIL 26: Divisional Commissioner Kashmir Baseer Ahmad Khan today reviewed the traffic scenario in Kashmir and sought action taken report on various initiatives undertaken by various departments during the previous meetings.
The Div Com said that the progress on streamlining traffic has started to yield dividends and stressed on the need to continue the drive for the benefits to become permanent. He was speaking at the meeting which was attended by DDC Srinagar, IG Traffic, Traffic Advisor and officials from R&B, SMC, RTO and representatives of various transporter associations.
 The Div Com said that streamlining of traffic stands in one of the top priorities of the government and every step will be taken to make it happen in speedy mode. He directed the transporters to ensure that there is no overloading in passenger bus, drivers and conductors wear the uniform, reserved seats are kept for women passengers, students are given fare concession and buses ply according to a timetable.
 The Div Com expressed his concern over the complaints against the passenger buses that they do not adhere to any timeline and take hours even for a minor distance. He directed the officials to ensure that buses travel according to specific time and do not stand on roads even when they have passengers.
 The Div Com directed the DDC Srinagar to explore shifting of Jehangir Chowk Bus stand to some suitable place so that the area is decongested. Regarding the metering of Autos, the Div Com said that government will look into the demands of auto rickshaw owners and ensure that every auto plies according to the meter in near future.
 The IG Traffic said that locations are being ascertained for setting up of auto stands. He said that government will not tolerate encroachments and illegal vendors who act as impediments to smooth flow of traffic.
 The Div Com directed SMC to start massive sanitation drive at Parimpora bus stand. He also directed the RE&B to explore the possibility of redesigning the divider on the Bypass road so that buses have easy access to Parimpora bus stand.

SRINAGAR, APRIL 24: Divisional Commissioner Kashmir, Baseer Ahmad Khan today convened a meeting to review the beautification plan of Srinagar city devised for Zero Bridge, Sonwar and Rajbagh areas.
The meeting was attended by DDC Srinagar, IG CRPF, Director Radio Kashmir and officials from concerned departments. 
The beautification plan was earlier financed by Minister for Tourism Tassaduq Mufti and today Div Com reviewed the status of the works already undertaken.
The Div Com said that any encumbrance on the roads needs to be removed at the earliest. He said that random signboards and shabbily erected advertisement boards need to be removed as they interfere with the aesthetics of the city.
He said that encroachment of all sorts needs to be removed so that commuters and motorists move freely on the roads.
Khan also directed the officials to work in tandem with different departments to beautify the entire area and implement all decision as have been directed by the Tourism Minister previously.

Expresses satisfaction over process of shifting of CUK to Ganderbal
SRINAGAR, APRIL 10: Divisional Commissioner Baseer Ahmad Khan today reviewed the modalities for starting of water transport in Jhelum and Dal Lake.
The meeting was attended by DDC Srinagar, Director Tourism, Chief Engineer PHE, VC LAWDA, Traffic Advisor and other officials. The Div Com said that the successful start of water transport will greatly reduce the pressure on land traffic.
The Traffic Advisor presented a detailed plan of developing particular River Ghats along the Jhelum and works that have to be executed by various department.
The Div Com said that the last year was learning experience for the department and this year the water transport will started formally. He said that in the first phase water transport service will be started from Panthachowk to Chattabal Weir. He said that in the second phase the water transport will be further taken forward to other areas.
The Div Com was informed that 15 ghats are complete and ready for working. He directed the SDA and SMC to complete required work on the all the remaining ghats at the earliest. He also directed for installing food court and washroom blocks at the ghats. PDD was also directed to install lights at the ghats and ensure full illumination. Similar directions were passed on to VC LAWDA for starting of water transport service in Dal waters.
Earlier the Div Com also reviewed the progress on shifting of Central University of Kashmir to Ganderbal. The meeting was attended by DDC Ganderbal via video conferencing, Registrar CUK and representative of constructing agency NBCC in person.
The meeting was informed that part of CUK already works from Ganderbal. The DDC Ganderbal informed that DIET building will be transferred to CUK within a weeks’ time. Furthermore the two Pre Engineered Buildings will be completed at CUK campus Ganderbal within a months’ time and a major portion of CUK will shift to that place after that time. The Div Com expressed his satisfaction at the pace of work at CUK Ganderbal campus.

Road signs, ban on overloading, punctual timing of buses in offing



SRINAGAR, APRIL 09: Divisional Commissioner Kashmir Baseer Ahmad Khan today directed all the officials of various departments to work in tandem so that the entire traffic management in Srinagar and peripheries is strengthened and relief given to commuters.
The Div Com was speaking at a meeting to undertake various decisions to strengthen the traffic management in Srinagar. The meeting was attended by IGP Traffic Basant Rath, DDC Srinagar Syed Abid Rashid, RTO Kashmir, Traffic Advisor, other officials representing various departments and representatives of various passenger bus and Sumo unions.
The Div Com said that to ensure smooth movement of traffic and commuters in Srinagar and peripheries in coming season, various steps need to be undertaken at the earliest. He said that more than 5000 road signs and other signages will be installed all around Srinagar. The Div Com said that Srinagar is beset with traffic blockages and slow movement at certain and they need to be addressed on priority basis.
IGP Traffic informed the meeting that the immediate focus will be on Airport road to Jehangir Chowk, Badyari Chowk and Hari Singh High Street. The Div Directed SMC and SDA to ensure that the concerned roads and chowks are removed from all encroachments and rehabilitation undertaken wherever needed.
The Div Com directed the Passenger Bus unions that all drivers and conductors will don the uniforms by 15th of April. He said that Parimpora bus stand will have separate gates for entry and exit to remove congestion.
The Div Com also directed the DDC Srinagar and SDA to ensure all vehicle repairing workshops stop operating from roads thus impeding traffic movement. He said that dividers at Hawal chowk and streamlining of traffic in Soura will be undertaken from Tuesday. He also directed the passengers buses to display rate list in their vehicles and also ply on their permitted routes in a definite time table.

High profile 600 delegates to visit Kashmir for two-day event


SRINAGAR, MARCH 16: Directing officials to put in their best foot forward, Divisional Commissioner Kashmir Baseer Ahmad Khan today said that the Travel Agents Association of India (TAAI) convention is being held in Kashmir after a gap of 30 years and every effort should be made to make it a success.
The Div Com was addressing a meeting convened to review the arrangement made for the smooth conduct of the high profile event to be held on March 27. The meeting was attended by Director Tourism, Joint Director Information and officials representing floriculture, JKTDC, SKICC, JKAACL, SMC and other departments. Deputy Commissioners of Anantnag and Budgam participated via video conferencing.
The Div Com said that it is a prestigious event for entire state and its success will go a long way in laying the foundation for strong tourist season. He directed the SMC to immediate undertake sanitation work on roads from Airport to the venues and also activate dog catching unit to tackle the increasing number of dog wherever is deemed necessary. He also directed the officials to beautify the roads and remove encroachments of building materials dumped on roads.
The Director Tourism gave a detailed presentation of the itinerary of delegates right from being received at the airport to the conduct of the main event.
The Div Com directed the Joint Director information to arrange the proper coverage of the event on all days. He also directed the Power Development Department finish the works on the Boulevard at the earliest. The R&B department was asked to patch up the roads wherever deemed necessary.   
The Div Com said that a control room will be established at Tourist Reception Centre where representatives of all departments will be deputed so that there will be no hiccup in any kind of work.
The Div Com also directed officials Jammu Kashmir Academy of Art Culture and Languages to engage artists and present a programme that will depict the true culture of Kashmir. He also reviewed the route plans and directed SSP traffic to ensure smooth plying of their cavalcades.

          SRINAGAR, MARCH 07: According to communication of Divisional Commissioner Kashmir, there is a danger of avalanches from March 07 to March 08 in avalanche prone areas of Bandipora, Baramulla, Anantnag, Kulgam, Budgam, Kupwara, Ganderbal, Leh and Kargil districts of Kashmir Division.
 The deputy commissioners of the concerned districts have been asked to advise people not to venture out in avalanche prone areas. Besides, they are also requested to all precautionary measures and to keep the SDRF, Police and para-medical staff with ambulances in readiness to avert any untoward incident.

Calls for focus on strengthening, streamlining basic amenities

          SRINAGAR, MARCH 03: Divisional Commissioner Kashmir, Baseer Ahmad Khan today said Srinagar Municipal Corporation (SMC) has a pivotal role to play in the augmentation of amenities and government is focused to increase its efficiency so that the living standards of people are increased.
          The Div Com made these remarks while chairing a meeting to review the functioning of SMC. The meeting was attended by SMC Commissioner, Joint Commissioner Planning, Joint Commissioner Administration, Joint Commissioner Works and other officials.
          The SMC commissioner gave a brief of the working of SMC through a detailed presentation. He informed the meeting that works worth Rs 234 crore are on different stages of implementation under AMRUT and SMC has completed 147 community works last year.
          The Div Com said that the SMC touches every individual life in Srinagar and the more efficient its work is the more easier the life of people becomes. He lauded various innovative works done by SMC. He said that the introduction of paid roadside parking has brought tangible change in traffic management.
          He said that currently six such parking spots have been marked and when all 47 parking spots are made functional it will provide space for accommodating 1700 vehicles. He said that traffic management is one of the focus areas and necessary measures are being taken in this regard. He said that SMC has allocated Rs 5 crore for getting 20 new buses to augment public transport.
          The Div Com directed the officials to start a massive cleaning drive at various spots particularly at river banks of Doodhganga and Jhelum. He directed the officials to streamline the online services as it will bring transparency particularly in granting Building Permissions, whose number has been encouragingly increased to around 800 from 600 in the previous year.
          The meeting was further told that a modern abattoir is coming up at a cost of Rs 24.52 crore in Aloochibagh. With special intervention, it was revealed that the population of stray dogs has been reduced from 70000 to around 30000 and with the active working of sterilization programme the population will further come down.
          Further, around 10000 trees are being planted at Achan Dumping site and developing of green spaces is in full swing, the meeting was told.

SRINAGAR, JANUARY 23: Divisional Commissioner, Baseer Ahmad Khan, today directed the officials to explore the possibility of opening a portion of Mughal Road so that the remaining towers of major power transmission line being constructed along the road are completed.
He was speaking at a meeting convened to review the progress on laying of power transmission line along the Mughal Road.
The meeting was attended by district officers, R&B and Mughal Road officials and representatives of the private company laying the transmission line.
The company representatives informed that if a certain portion of the road is cleared they can deploy machinery and erect the crucial towers, that too, subject to weather conditions.

The Div Com directed the Mughal Road project authorities and district officials to give a report within seven days indicating whether the company can re-start the construction work.

          SRINAGAR, DECEMBER 26: Divisional Commissioner Kashmir, Baseer Ahmad Khan today called for strictly implementing the Traffic Management Plan which has already brought in a substantial improvement in the overall traffic scenario in Srinagar.
          The Divisional Commissioner directed the Commissioner SMC and other concerned officials to take stringent steps so that the all the components of this Plan as conceived by the Traffic Adviser are properly implemented. He said that the introduction of paid roadside parking, signages, markings of the road and other decisions have eased the traffic woes to a large extent.
          He said that the roadside paid parking has provided organized space to hundreds of vehicles that were otherwise parked haphazardly thus blocking the traffic.  He directed the SMC to properly maintain such paid parking so that maximum benefit is derived from them.

          He also directed Traffic Police to ensure that no illegal parking of vehicle takes place on the road and any violation is met with strict and appropriate action. The Div Com said that the experts are continuously studying the Traffic Management Plan so that it is continuously updated wherever there is the room for improvement.

          SRINAGAR, DECEMBER 21: Divisional Commissioner Kashmir Baseer Ahmad Khan today reviewed the traffic scenario in Srinagar and directed removal of various bottlenecks so that there is no impediment for smooth plying of traffic.
          The Div Com discussed the matters related to various issues confronting the traffic flow with VC LAWDA, VC SDA, SSP Traffic and other officers. The officers informed the Div Com about various initiatives taken by their respective departments. The Div Com directed the officials to construct dividers at Hawal and Qamarwari within two days so that the menace of traffic jams is reduced at these places. He also directed the SDA and SMC to install signages and remove all unauthorized vendors.
 The officers later conducted a city tour to review the ground situation. The DDC Srinagar also accompanied the officials on the tour.
 The Div Com directed removal of permission of roadside car parking at certain places on MA Road as the same has proved to be a bottleneck. Outside banquet hall, the Div Com directed the R&B department to repair the road around the Chinar tree. The Div Com also inspected the work on Grade Separator constructed outside Radio Kashmir building. He directed the executing agency to start the work on double shifts to commission the project within the deadline.
          The Div Com also inspected the traffic scenario at Karanagar where he directed the officials to level the road so that traffic movement is not hampered. He also directed removal of bottleneck structures at the earliest.

          The Div Com also visited Parimahal where he directed the officials to conduct daily cleanliness drives so no garbage is accumulated anywhere.

SRINAGAR, NOVEMBER 20: Divisional Commissioner Kashmir, Baseer Ahmad Khan today convened a meeting to review the arrangements for the forthcoming Eid Milad-un-Nabi (SAW).
Deputy Commissioners of Anantnag, Shopian, Budgam, Ganderbal, Pulwama, Leh, Kargil, Kupwara, Baramulla and Bandipora districts participated in the meeting through video conferencing while Deputy Commissioner Srinagar, Chief Engineers of various departments, SSP Traffic, SP Hazratbal and officials of Wakf Board, Health Department, SMC, FCS&CA attended the meeting.   
Addressing the meeting, the Divisional Commissioner directed for making all essential commodities available and all facilities to be provided uninterrupted. He directed for immediately making a Control Room functional under the supervision of ACR at Dargah Hazratbal. He directed the officials of PDD to ensure uninterrupted power supply to all the congregation sites in the Kashmir division during the entire period. He also directed for the restoration of street lights in and around these areas. He said that the largest congregation will be held at Dargah Hazratbal and additional staff will be deployed wherever needed.
The Div Com directed the officials to make all street lights functional at the Hazratbal and keep a Genset on standby condition in case there is a power failure. The Divisional Commissioner also directed for making provision of safe drinking water, adequate supply of ration, healthcare facilities, fire fighting arrangements, parking facilities and ensuring cleanliness at Hazratbal Shrine and at all other Masjids and shrines where a large number of devotees are expected to arrive. 
The State Road Transport Corporation (SRTC) officials informed the meeting that around 20 vehicles shall be made available for the transportation of devotees and further buses will be provided according to need.
On the occasion, Baseer Ahmad Khan directed the officials of R&B to carry out repair works on all important roads leading to the congregation sites. He also directed for intensifying market checking to curb profiteering and hoarding.  Seeking details of related preparations made in their respective districts, he directed the Deputy Commissioners to immediately hold meetings with all the concerned departments to ensure all the instructions are abided by.

The Div Com directed the FCS&CA director to ensure that adequate amount of rice, sugar, kerosene, wheat are available at all the localities around the important shrines.
