JAMMU, MAY 16: Deputy Chief Minister Kavinder Gupta said that the government is working under a well-knit strategy to ensure overall development of the state.
Kavinder Gupta said this during his tour to Gandhi Nagar and its adjoining areas to launch various development works.  He laid foundation stone for development works to be executed through his constituency Development Fund (CDF), here today.
The works included up-gradation of roads from Nanak Nagar to Sanjay Nagar, link road to Dudadhari temple Shastri Nagar, link road via Nanak Nagar to Main road Shastri Nagar. The up-gradation works is being executed by Public Works (R&B) Department at an estimated cost of Rs 2.50 Crore.
Speaking on the occasion, Deputy Chief Minister said that present government has started a new phase of development in the state especially in under developed areas. He said that number of road macadamization and up-gradation works have been taken up with special thrust on the use of quality material.
Highlighting the achievements of present dispensation in PWD,PHE and other sectors, Kavinder Gupta apprised that 480 KM road length has been upgraded, 250 transformers and 11000 new electric poles have been installed in Gandhi Nagar constituency in the past three years besides more projects are in pipeline.
He further said that a string of development projects including cable car project from Bahu Fort to Mahamaya Park have been initiated by the government to attract tourists in the state.
The people informed Deputy Chief Minister about their grievances and problems pertaining to up-gradation of power infrastructure, sanitation and extension of existing nallah in the area.
Responding to the demands put forth by the locals regarding various development issues in the area, the Deputy Chief Minister assured that all their genuine demands would be looked into on priority and directed the concerned officials to take all necessary measures to address their issues at the earliest.
The Deputy CM was accompanied by engineers of PWD (R&B) and senior officers of concerned department.

SRINAGAR, MARCH 27:  Principal Secretary to Chief Minister Rohit Kansal today visited Pampore and reviewed the construction work of government residential buildings meant for State government employees.
Kansal was accompanied by Chief Engineer, R&B, Deputy Director Estates, Executive Engineer, Estates, SE R&B and other officials.
He inspected pace of work of nine blocks  comprising of  144 flats. While inspecting various constructions works, Kansal directed the concerned officers to ensure timely completion of the vital project.
Kansal was informed that the work is being executed in double shifts and the two blocks comprising 16 flats each will be completed by April end and the entire project will be completed by August 2018.
Later Kansal visited the Civil Secretariat and inspected the face lifting works being executed by Estates Department. He directed the officials to complete the work at an earliest.
He also visited Alochibagh where the 93 kanals of state land under the possession of Sericulture is proposed for the transfer to Estates Department for the construction of residential quarters for the accommodation of state government employees.

ANANTNAG, MARCH 26: The District Development Commissioner (DDC) Anantnag Mohammad Younis Malik today visited National Highway and inspected the pace of construction work at Levdoora and Wangund.
Various deputations belonging to the areas met the DDC, who apprised him about the construction work made at the sites by RAMKY. The deputations requested for widening the road/crossings and making necessary renovations for smooth vehicular movement.
The DDC was accompanied by SDM, and Engineers of R&B and RAMKY.

Srinagar to get facelift with aesthetically pleasing projects
SRINAGAR, MARCH 17: Minister of Public Works Naeem Akhtar today reviewed progress on various developmental works undergoing in Srinagar and stressed on the need to fine-tune the projects in according with cultural and historical aesthetics of Kashmir.
He was speaking at the meeting that was attended by Minister of State for Housing and Urban Development Asiea Naqash, Divisional Commissioner Kashmir Baseer Ahmad Khan, DC Srinagar, Director Tourism, Commissioner SMC, VC LAWDA, Chief Engineer R&B and PHE and other officers.
The Minister was informed about the status of various projects including Jehangir Chowk Flyover, Mehjoor Nagar Bridge, Grade separator, Maternity Hospital and other mega projects. 
 The Minister directed the officials to take extreme care in respect of every modern project. He said that there is a dire need of preserving the architectural heritage of Kashmir. He directed the SMC and various executing agencies to ensure that facade of every building is designed in such a way that it depicts unique Kashmiri character. He also directed officials to ensure removal of encroachments and illegal vendors from roads.
 The Minister said that this year one of our thrust areas will be to make Kashmir green and clean. He said that landscape division of R&B along with other departments have already started a huge drive for planting different varieties of native and foreign ornamental trees on roadsides. The Minister was informed that in the Achan area 10,000 plants have been planted and similar drive has been undertaken on all important roads.
 The Minister said that space under the under-construction flyover needs to be developed concurrently for various purposes according to needs. He also issued directions to speed up work on TRC grade separator and Mehjoor Nagar Bridge so that major bottlenecks in traffic will be taken care of. He also reviewed the arrangements made for the forthcoming TAAI convention and asked officials to ensure beautification drive to start on IG road and other spots.  
 Taking a strong view of frequent digging of roads, the Minister directed the PDD to consult R&B before taking any such work in hand.

 SRINAGAR, MARCH 16: Minister for Revenue, Haj & Auqaf and Parliamentary Affairs Abdul Rehman Veeri, today visited the Haj house here to review the arrangements in the run-up to Haj 2018.
The Minister was accompanied by Deputy Commissioner Srinagar Syed Abid Rashid Shah, SMC Commissioner Riyaz Ahmed, EO JKSHC Syed Qamar Sajjad, officials of Floriculture, R&B, JKPCC and others.
He took stock of facilities for Haj pilgrims of 2018 and directed the officers to ensure all the necessary facilities are provided to them.
The Minister stressed on the beautification of Haj House and directed the Floriculture department to ensure landscaping work is completed within one month.
He also asked the concerned officers to keep dedicated staff for the maintenance of parks in the premises of Haj house.
He also directed the SMC Commissioner to employ men and machinery for site clearance at an earliest.
The officials also informed the Minister that macadamization process within the Haj house will be started soon.
The Executive Officer JKSHC briefed the Minister about the features of new Haj Policy and preparations for the Haj Pilgrimage for 2018.
Veeri sought details of quota issued to the state by Haj Committee of India for this year’s Hajj pilgrimage, and other related arrangements to be put in place by for smooth pilgrimage.
The Minister stressed upon the officers of SHC to ensure sensitization of pilgrims and to ensure all necessary arrangements are put in place during their pilgrimage.
The Minister directed the JKPCC to construct the medical center within one month for the pilgrims in the premises of the Haj house

DODA, MARCH 13: Additional Deputy Commissioner Pawan Kumar today chaired a meeting to finalize stamp duty rates for the year 2018-19.
 Additional Deputy Commissioner Bhaderwah Imam Din, Sub Divisional Magistrate Gandoh/Thathri/Assar, SE PWD (R&B) Circle Doda, DFO Forest Division Doda, Tehsildars, Executive, Officers of Municipal Committee Doda/Bhaderwah/Thathri and other concerned were present.
It was given out that the District Level Committee has finalized the data collection about prevailing market rates of land and property and will furnish the same to the Divisional level committee for finalization of rates so that acquisition of land for various developmental projects in the district is accelerated for the welfare of the people.
Later, a review meeting to finalise preparations for Disaster Management programme was also held under the chairmanship of Additional Deputy Commissioner Doda in his office chamber where certain necessary directions were given to officers for arrangements pertaining to disaster management progarmme to be held on 15 of March at sports stadium Doda
CMO Doda, Army officer, Police officer, Principal Boys HSS Doda, PA to Deputy Commissioner besides others staff of administrative department attended the meeting.

JAMMU, MARCH 13: Member Legislative Assembly, Pulwama Mohammad Khalil Bandh today asked the officers of Roads and Buildings Department to speed up the pace of construction work on Pulwama-Tahab-Lasipura road. He said the construction of this 21 kms road length started at an estimated cost of Rs 32 crore has public importance as it is facilitating a huge population of the area including Lether, Naina villages.
Bandh reiterated government’s commitment to develop the Pulwama on modern lines and several gigantic developmental programmes have already been initiated in the district to improve the socio-economic conditions of the people of the area.

Orders expansion of road connectivity in mountainous tehsil
JAMMU, MARCH 12: Deputy Speaker, Legislative Assembly, Nazir Ahmad Gurezi today asked for conducting surveys for construction of roads to connect uncovered areas of Gurez.
Chairing a meeting to review the progress of R & B, Public Health Engineering (PHE), Irrigation and Flood Control (I&FC) projects in Gurez area, the Deputy Speaker said that there are many areas in the mountainous Tehsil which lack connectivity and people are deprived of development benefits.
He said as per government’s commitment these areas should be covered by constructing roads to benefit the local populace.
Listing the areas lacking road connectivity, Gurezi asked R& B Department to conduct survey for connecting maximum habitations of Khandyal-Athwatoo and other major areas of the Tehsil.
 “The road alignment should cross all major habitations so that maximum number of people is benefited by the proposed project, and this needs thorough survey”, he asserted.
About ongoing R&B works, it was informed that under State Sector an amount of Rs 6.29 crore each have been incurred on 8 road and 8 bridge projects taken up in different parts of Gurez Tehsil. It was further informed that under Cities and Towns scheme, an amount of Rs 52 lakh has been expended on 8 works taken up in Gurez town.   
Meanwhile, reviewing progress of ongoing water supply schemes in the area, the Deputy Speaker said that there is dire need to create a separate PHE Division for Gurez for early augmentation and coverage of water supply to the areas lacking the basic facility.
Among others present in the meeting were Commissioner Secretary, R &B Sanjeev Verma, Secretary, PHE, I&FC M Raju, Chief Engineer, PHE Kashmir, Chief Engineer Irrigation Kashmir, Chief Engineer, PMGSY and other senior officers of R&B, PHE, I & FC departments.

SRINAGAR, JANUARY 23: Divisional Commissioner, Baseer Ahmad Khan, today directed the officials to explore the possibility of opening a portion of Mughal Road so that the remaining towers of major power transmission line being constructed along the road are completed.
He was speaking at a meeting convened to review the progress on laying of power transmission line along the Mughal Road.
The meeting was attended by district officers, R&B and Mughal Road officials and representatives of the private company laying the transmission line.
The company representatives informed that if a certain portion of the road is cleared they can deploy machinery and erect the crucial towers, that too, subject to weather conditions.

The Div Com directed the Mughal Road project authorities and district officials to give a report within seven days indicating whether the company can re-start the construction work.

                JAMMU, JANUARY 23: Minister for PWD (R&B), Naeem Akhtar   informed the Legislative Assembly that authorities are trying to resolve the issue of re-alignment of proposed road from National Highway to Ghiskud at Harigamiran in Ganderbal with the locals who have raised some objection on the same.

          While replying to a Question of Mian Altaf in Legislative Assembly, the Minister said that the department had mobilized its men and machinery at the site for starting the work, but due to strong demand of locals for realignment of the road, the work could not be taken up. He said and added that the work has been sanctioned under Phase-X of PMGSY and hoped that the matter would be resolved soon and work would be started accordingly.

                JAMMU, JANUARY 23: Minister for Works (R&B), Naeem Akhtar today informed the House that construction of 22.73 kilometres of road length has been undertaken under NABARD in Udhampur constituency with an estimated cost of Rs 15.98 crore out of which Rs 15.23 crore have been utilized upto March 2017.
Replying to the question of legislator Pawan Gupta, the Minister said that efforts are being made to complete works on these roads at the earliest, However, in case a particular scheme becomes cost overrun, the same is supplemented with State sector funding after following due procedure and within the available resources.
He further added that the reason for non-completion of these roads is cost overrun and awaited forest clearance, the funds in respect of roads which are yet to be completed are available in shape of material and no diversion has been made, he added.
The Minister said that 369.21 kilometres of road stand already completed with an estimated cost of Rs 100.49 crore out of which 41.96 crore stand utilized in Jammu division till March 2017 under CRF. With regard to CRF roads falling in more than one constituency, 2 roads have been undertaken which include improvement/up-gradation of R S Pura-Suchetgarh road with 1 km in R S Pura and 5.80 km in Suchetgarh constituency and improvement/up-gradation of Koteranka-Khawas road with 15 km in Darhal and 15.20 km in Kalakote constituency, he added.
The Minister further informed that 156.885 kilometres of road length undertaken in Stage I and II under PMGSY is yet to be completed. The delay in the payment of compensation to land owners is due to the fact that statutory process of land acquisition involved in preparation of compensation papers, issuance of notification and the draft award takes one to two years for completion, he added.
He further said that an amount of Rs.6.7 crore has been released as compensation by PIU to the Revenue Department and the balance amount of Rs 74.86 lakh is required but release is awaited due to issuance of awards.
The Minister further said that the roads undertaken under NABARD/CRF Sector in Udhampur district which are awaiting forest clearance include Jakhani Udhampur to Village Bali viz Sharadha Mata Temple, construction of road from Danas to Budda Kedarnath and up-gradation of roads from Thial to Chountra Mata in kilometre 6th RD 500 to kilometre 19th RD 500.
He said that 3 road projects including Bansa Morh to Barnike, Gathyal Morh to Salara and Garnai to Upper Garnai with an estimated cost of Rs 12.81 crore are pending in Udhampur constituency for want of forest clearance.

The Minister said that the Government is very actively considering sponsoring of major CRF projects for Udhampur constituency for current year.

Asks Deptt to optimally utilize services of talented engineers


          JAMMU, DECEMBER 23: Minister for Public Works, Naeem Akhtar stressed upon the engineers of the department to start in-house designing of the bridges to save time and completing the projects within the fixed timelines.
          The Minister was speaking during a meeting with the offices of the department here in Jammu.
          Commissioner Secretary Public Works (R&B) Sanjeev Verma, Chief Engineer, PWD (R&B) Jammu Sudheer Shah, Chief Engineer, PWD (R&B) Kashmir Sheikh Hamid and other engineers of the department were present in the meeting.
“The department should optimally utilize the services of its talented engineers in the field of designing,” the Minister said, adding, this will save time and decrease the dependency of the department on other agencies for getting their projects designed.
          Stressing on best possible resource management in the department, the Minister directed for establishment of Technical Cell for enhancing technical expertise and making the process of designing hassle-free.
He asked the Chief Engineer to organize workshops and refresher courses on regular basis for the talented engineers of the department. These engineers should be provided training in Design, Inspection and Quality Control (DIQC) Department in Jammu, besides sending them to Central Building Research Institute (CBRI) for taking advanced guidance in the field of building science and technology, he added.
The Minister directed the department to focus on general issues related to road maintenance on daily basis and chalk out a plan to engaging unemployed engineers through Self Help Groups for day-to-day maintenance of roads and other related works.
He asked the department to make efforts for establishment of mobile hot mix plants in the far-flung areas to speed up the road construction works and providing vital road connectivity to the needy people.

In the meeting, the recruitment rules and staff position in various divisions of the department was also discussed. The Minister directed for referring the vacancies to the suitable recruitment agencies to fill them at the earliest.

UDHAMPUR, DECEMBER-21- Commissioner Secretary PWD (R&B), Sanjeev Verma today chaired a meeting to review the physical and financial status of various ongoing development projects in Udhampur and Ramban districts, here today.
          Threadbare discussions were held on various ongoing works of different departments to be executed by R&B, PMGSY. The meeting was informed about various undertaken projects in Ramban including construction of  Chamal wass neel road, Assar to Thanda pani road, 17 Km Ukhral  Senabhatti Paristan road, Kunda  Kainthi  Bhatta road, Dam to kundi and Magarkote to Ukhral road.
In Education sector under RMSA, status of GDC Gool, building of HS Ramban, HS Prehinder, and HS Alinbass was discussed besides status of Dak Bunglow Ramban, improvement of Magarkote Dardahi road, Ramsu Sarbagni road, Khari & Khoura Bridge and status of health PHC Neel Batoo were also reviewed.
Commissioner Secretary instructed the officers to put in their best and achieve the targets within time bound manner.
The SE Circle, Doda Niaz Banday gave detailed resume of works. He informed that 24 bridges have been taken in Ramban at an estimate cost of Rs 2354.21 lacs out of which works on 3 bridges have been completed.
          Sanjeev Verma gave directions to keep provisions for safety measures like crash barriers, installation of reflective boards on road for safety for vehicles and public. He stressed for accelerating the progress besides gave direction to concerned officer to prepare DPR for the languishing leftover schemes of NABARD. Later, he also discussed action taken by department on Chief Minister's commitments made during outreach programme held at Ramban.
Commissioner Secretary passed on directions to Public Works Department to establish close liaison and coordination with district administration to remove bottlenecks hampering progress of works.
Earlier, the District Development Commissioner, Udhampur Ravinder Kumar gave brief about the physical and financial status of various ongoing projects being executing in PWD (R&B) and PMGSY sector.
          Among others, Chief Engineer PWD,  (R&B) Sudhir Shah Chief Engineer PMGSY, S P Manhas,  SE PWD, PMGSY, CPO Ashok Khajuria, ACR Subash Dogra, XeNs and other district officers were present on the occasion.

JAMMU, NOVEMBER 21: MLC Surinder Kumar Choudhary today chaired the meeting of the Committee on Department Related Standing Committee (DRSC-III) of Jammu and Kashmir Legislative Council.
Threadbare discussions were held on various issues, regarding working papers of DRSC-III meeting on R&B, PWD, Health and Medical Education Departments.
Legislators, Showkat Hussain Ganai, Thakur Balbir Singh and S. Charanjeet Singh attended the meeting and gave their valuable suggestions to make the functioning of the Committee more vibrant and result oriented.
The Committee discussed and highlighted the issues and working of R&B, PWD, Health, School Education and Forest Department.  
It was decided that next DLSC meeting would be held on December 4, to discuss and deliberate on R&B, PWD and Health & Medical Education Department, the committee asked the Council Secretariat to call all senior officers of the concerned departments to come up with relevant records, requisite information, regarding the working of the department, so that the Committee will be able to redress the grievances, problems confronted to the people at grass root level throughout the state.

Among others, Deputy Secretary Legislative Council, Ali Mohammad Rawat, Under Secretary LC, Moni Koul, besides senior officers and officials of Council Secretariat were present in the meeting.

Seeks re-verification of households lacking toilet facilities to make Hillar Block ODF
ANANTNAG, NOVEMBER 21: The government has spent Rs 106 crore, out of a total approved outlay of Rs 205 crore, on various development works in district Anantnag registering an expenditure of 80%.
Minister of State for Hajj & Auqaf, Syed Farooq Ahmad Andrabi, informed this while chairing an officers meeting here at Verinag to review the progress on development works being executed by different departments under various state and centrally sponsored schemes.
District Development Commissioner, Mohammed Younus Malik presented a detailed description of the budget outlay for the year 2017-18 and expenditure made under different schemes and sectors.
The meeting was informed that a total of 59.90 km road-length has been macadamized in the constituency during 2017-18 under R&B sector. In addition, works to the tune of Rs 12 crore are under execution, of which, grade 2nd level has been completed on Ladoora-Kalmund Road, Dalwach-Mandi Pora Road whileas work is going on NowporaShangran road and Nowgam Circular Road.
Under NABARD, the department is executing work on R. Khushi Pora road and the construction of Tanjore Bridge. So far, 3 kilometer, out of 5 km of the road-length of Khushi Pora Road, has been macadamized.
The Minister, while reviewing the performance of RDD sector, was informed that there are 10564 job card holders in Dooru constituency and 70528 man days have been generated, so far. In Shahabad block, 110 works have been taken up while in Hillar block, works worth Rs 1 crore have already been taken up while in Verinag block, works worth Rs 2 crore are in the execution process.
Meanwhile, the Minister directed for expediting the work execution and called for rationalization of work allotments in the panchayats so that holistic development is ensured. He directed the BDOs to prepare DPR of lanes and drains of Larkipora-Kapran road on priority basis.
The Minister also reviewed the performance under 14th Finance Commission awards, Swachch Bharat Mission and Integrated Watershed Development Project.
 The Minister sought re-verification of the households lacking toilet facilities, which have hitherto been excluded from the socio-economic Caste Census 2011, so that required measures are taken to make Hillar block Open Defecation Free.
The Chief Education Officer apprised the meeting that 3 buildings under state sector are under execution in the constituency including HSS Veerinag and Lukbawan. He also informed that land has been identified at BakerwalChek for construction of school building in the area.
With respect to HSS Hakura, the concerned Tehsildar was directed to submit the revenue extracts to the Education Department so that work is taken up.
The Chief Medical Officer informed that adequate facilities are being developed at Model Hospital Dooru to cater to the healthcare needs of the area. Besides, sufficient stock of medicines is available at the PHCs.
The Minister, while reviewing power and water supply position, was informed that PDD is strictly adhering to the power curtailment schedules.
The Executive Engineer PHE said that upgradation work on WSS Dooru is expected to be completed in next two months. Besides, 4 water supply schemes are under execution in the constituency.
The Minister directed the concerned Exen to ensure the early completion of water supply scheme for the BakerwalChek. He also asked the DFO to ensure adequate dumping of firewood so that people do not face any hardship on this account during winter months. Besides, AD FCS&CA was directed to ensure adequate stocking of LPG and ration in the upper belt of Dooru constituency.
The performance of other departments like Agriculture, Horticulture, Forests, Industries, Animal and Sheep Husbandry and other departments was also reviewed.

Among others present in the meeting were SEs of R&B and PDD, General Manager District Industries Centre, SDM Dooru, Exens of R&B, PDD, PHE, I&FC and RDD, ACD, CEO, CMO, CHO, Chief Agriculture Officer, Chief Animal Husbandry Officer, CEO Social Forestry, AD FCS&CA, Tehsildar Dooru, BDOs of Hillar, Shahabad and Verinag, EOs of municipalities besides other district officers and filed officers.
