The Supreme Court Wednesday allowed the Director Generals of Police (DGPs) of Punjab and Haryana to continue in office till January 31.

New Delhi, Dec 12 (PTI) The Supreme Court Wednesday allowed the Director Generals of Police (DGPs) of Punjab and Haryana to continue in office till January 31.

The police chiefs -- Suresh Arora (Punjab) and B S Sandhu (Haryana) -- were due to retire on December 31.

The Punjab and Haryana governments moved the apex court recently, seeking modification of its earlier order directing states to mandatorily take the assistance of the UPSC in shortlisting the names for appointing DGP.

The states had said they have enacted separate laws for the selection and appointment of police chiefs.

A bench headed by Chief Justice Ranjan Gogoi said it will hear their pleas seeking modification of the January 8 order and allowed the current DGPs to continue in office till January 31.

The top court had on July 3 this year passed a slew of directions on police reforms in the country and chronicled the steps for appointment of regular DGPs.

It had said the states will have to send a list of senior police officers to the Union Public Service Commission (UPSC) at least three months prior to the retirement of the incumbent.

The commission will then prepare a panel and inform the states, which in turn will immediately appoint one of the persons from that list, the apex court had said.

In a major crackdown on drug peddlers, the Haryana Police Friday arrested one person and seized 100 kg cannabis leaves allegedly being smuggled in a car in Jhajjar district, officials said.

On a tip-off, a police team signalled a car bearing Delhi registration number to stop. On checking, the team found five bags of cannabis leaves weighing 100 kg, a spokesman of the state police department said.

Police arrested the driver who was later identified as Rajesh, a resident of Basai Enclave in Gurgaon, he said.

During preliminary investigation, it was revealed that Rajesh and his accomplice were also engaged in illegal trade of liquor smuggling, he said.

"A case under the Narcotics Drugs and Psychotropic Substances Act had been registered against them in city police station, Bahadurgarh," he said.

The accused was produced before the court from where he was sent in judicial custody.

Rewari (Haryana), Sep 19: Traders in Kosli town of Haryana's Rewari district observed a bandh on Wednesday to protest against the alleged gang rape of a 19-year-old woman.

A protest march was taken out by some social organisations and residents to protest against the incident. They demanded immediate arrest of the two key accused on the run -- an Army man who has been identified as Pankaj and Manish, and exemplary punishment for the culprits.

The 19-year-old woman, a school topper hailing from Rewari who had been felicitated by the government, was abducted at a bus stop in Kanina town in neighbouring Mahendragarh district on September 12 while she was on the way to a coaching class, police said.

She was allegedly drugged and gang-raped at a room housing a tubewell for irrigation.

The protesters also demanded all necessary help and support from the government to the woman.

Shops were closed and markets in the town wore a deserted look.

Earlier, a 'Mahapanchayat' of 25 villages had resolved to observe a bandh in Kosli town in protest against the incident.

The gang rape case has prompted opposition parties to demand Haryana Chief Minister Manohar Lal Khattar's resignation on moral grounds, alleging the state had failed to protect its daughters.

The police have so far arrested three accused in the case.

Besides one of the key accused Nishu, the two other men arrested in the case have been identified by the Haryana Police's Special Investigation Team (SIT) as Sanjeev, a medical practitioner who attended to the woman first after the crime, and Deendayal, the owner of the property where the woman was allegedly gang-raped.

New Delhi, Aug 24: The Delhi High Court today dismissed the appeal of 15 persons belonging to the dominant Jat community against their conviction and sentencing in a case of burning alive a 70-year-old Dalit man and his physically-challenged daughter at Mirchpur village in Haryana's Hisar district in 2010.

A bench of Justices S Muralidhar and I S Mehta said even after 71 years of Independence atrocities on Scheduled Castes community has shown no signs of abating.

The court also directed the Haryana government to rehabilitate families belonging to the Dalit community who were displaced after the 2010 incident.

The high court pronounced the verdict on the appeal of 15 persons challenging their conviction and sentence by a trial court in the case.

The victims and the police had also appealed in the high court seeking enhancement of punishment awarded to the convicts and acquittal of others.

The trial court had on September 24, 2011, convicted 15 of 97 men belonging to the Jat community.

The house of Tara Chand was set on fire resulting in burning alive of the father and daughter on April 21, 2010 after a dispute between Jat and Dalit community of the village.

On October 31, 2011, the trial court had sentenced Kulwinder, Dharambir and Ramphal to life imprisonment for committing unintentional killing under Section 304 of the Indian Penal Code.

Five others -- Baljeet, Karamveer, Karampal, Dharambir and Bobal -- were handed down jail term of five years for their offences including rioting, voluntarily causing hurt, mischief and putting ablaze victims' houses and provisions of SC/ST (POA) Act.

Seven others, convicted under milder penal provisions, were released on probation by the trial court, which had earlier acquitted 82 out of 97 accused in the case.

Chandigarh, Aug 23: Jat community members in Haryana have planned to hold peaceful protests at public functions attended by Chief Minister Manohar Lal Khattar and his ministers for not implementing quota in government jobs and education and not withdrawing cases filed in connection with the 2016 quota stir.

In June this year, the All-India Jat Aarakshan Sangarsh Samiti (AIJASS) had announced that it would be holding dharnas from August 16.

The members of AIJASS claimed that Khattar himself had assured them of withdrawing all the cases registered against the community leaders except for 45 cases.

However, they said, the state government later went back on its promise.

After the deadline lapsed, the community members have now decided to hold protests at public functions of the chief minister and Finance Minister Capt Abhimanyu in nine districts -- Sonepat, Rohtak, Hisar, Panipat, Jind, Kaithal, Dadri, Bhiwani and Jhajjar, said AIJASS president Yashpal Malik.

The protests will later be extended to six other districts, he said.

Accusing the BJP-led Haryana government of betraying the community, Malik said, "We gave them enough time, we have been holding peaceful protests and dharnas for several months. However, they have failed to meet our demands, which the government itself has already accepted in previous rounds of talks. We are left with no other option now. As our fresh deadline has expired, we will be holding protests now."

Meanwhile, at a high-level meeting here last week, Haryana DGP B S Sandhu had said that all the divisional commissioners and superintendents of police would keep a tab on security arrangement.

"Discussions would be held with sarpanches and members of Panchayat Samiti. If any untoward incident takes place, then the administration would strictly deal with it," Sandhu had said in the meeting, according to an official release.

"Nobody would be allowed to disturb the law and order in the state and strict actions would be taken against those who would do so," he had said.

New Delhi, Jul 30: External Affairs Minister Sushma Swaraj said that illegal agents have started using asylum seeking as a means to traffick people from India to other countries.

She said Punjab, Haryana and Gujarat report the highest number of such cases where agents traffick people to other countries and they seek asylum on political grounds in those countries.

"The illegal agents take Rs 20-25 lakh from these people and some of them have to cross five countries to reach Mexico and upon reaching the US, they seek asylum," she said while addressing a conference of state women commissions on the issues of NRI Marriages and Trafficking of Women and Children on Friday.

However, when embassy officials go to meet these asylum seekers they refuse as the agents have told them that if they meet the officials it would appear that they are being helped by the Indian government and their request for seeking asylum would be rejected, said Swaraj.

"What these agents are doing is also a form of trafficking which mostly trap people falling in the age group of 20-22 years," she said.

Swaraj said the number of people seeking asylum has been climbing. It increased from 52 to 101 to 340.

"We have launched a campaign to spread awareness about such fraudulent agents, advising people to avail the services of only government-authorised agents," she said, noting that there is a need to break the circle of trafficking run by these agents.

Over 7,000 people from India filed applications for asylum in the US last year, according to a report by the UN refugee agency which said America was the largest recipient of new asylum requests in 2017.

Chandigarh, Jun 23 : The Congress' youth wing will take out a cycle yatra against the "increasing unemployment" under the Manohar Lal Khattar regime in Haryana, an official said today.

"Members of youth Congress will take out a cycle yatra in Haryana in September against the state government functioning especially increasing unemployment," Indian Youth Congress (IYC) chief Keshav Chand Yadav said.

"This yatra will also enlighten people about the anti-people policies of the Khattar government," Yadav added.

People will also be educated about policies and programmes of the Congress, he said.

Yadav, who was appointed the national president of the IYC last month, accused the BJP governments, both at the Centre and state, of having failed on all fronts and going back on poll promises.

"Prime Minister Narendra Modi made hollow promises of generating two crore jobs every year in the country."

"The Khattar government had promised to pay Rs 9,000 per month as unemployment allowance to the youth, but till date no action has been taken on this issue," Yadav said.

"Khattar government also reduced employment avenues for youth," alleged Yadav.

He further alleged that people were fed up with the policies of the BJP government.

The "misrule" of the government at the Centre led to unemployment, communalism and inflation in the country, he said.  PTI
