Nagaland Governor R N Ravi


Kohima, Jan 26 :  The diverse cultures and traditions of Nagaland were on display during the 71st Republic Day celebrations held here on Sunday.

Governor R N Ravi, who had on Saturday said "some people with guns" have tried to undermine the historical reality of Nagaland and its unique constitutional status, unfurled the national flag and inspected the parade of 20 contingents on Republic Day.

He had also said that "power through the barrel of a gun has been proved to be a failed ideology".

Cultural dances were performed by Angami, Rengma, Khiamniungan and Pochury troupes during the event held at the Civil Secretariat Plaza.

Governor Ravi gave away the 'Union Home Minister's Medal for Excellence in Police Training' to four personnel and the 'Governor's Commendation Certificate' to nine persons.

The governor, accompanied by his wife Laxmi Ravi, Chief Minister Neiphiu Rio, Chief Secretary Temjen Toy and DGP T John Longkumer, inaugurated an exhibition organised by various government departments.

Republic Day celebrations in other districts were also peaceful. The state government had deputed cabinet ministers and advisors to grace the occasion in all the district and sub-divisional headquarters.

Justice and Law Minister C M Chang, speaking at an event in Dimapur, said, "The Government of India's negotiations with all Naga political groups have concluded successfully and we are now hopeful for an early solution."

Chang appealed to all the Naga political groups and the stakeholders to be "sensitive to the deep yearning of the people" and continue with their efforts to ensure that the solution is reached without any further delay.

In his address on the eve of Republic Day, Governor Ravi, also the Centre's interlocutor for the Naga peace talks, had said, "We should resolve our differences through peaceful dialogue, not under the shadow of guns."

The governor said that guns and corruption, which he termed "twin evils", have taken a toll on the Naga people.

"While the rest of the country, even our neighbours in the Northeast are marching ahead to greater prosperity, we, in Nagaland, are still craving for basic needs like motorable roads, functioning healthcare centres and schools with qualified teachers," he said.

The governor said that the unholy alliance of the twin evils have to be broken to create a "new Nagaland".

He said the Nagaland government is prioritising improving the condition of the roads, creating good health and education infrastructure, livelihood projects, IT networks and a conducive eco-system for innovation and entrepreneurship.


Kohima, Feb 26 :  The Nagaland government has passed a resolution in the assembly, rejecting the contentious Citizenship (Amendment) Bill, amid a walkout by 26 opposition MLAs.

The resolution, passed on Monday, outrightly rejected the bill, stating it cannot be implemented in Nagaland as the proposed legislation will impact the "unique history and status of the Nagas under the Constitution".

It was moved by Chief Minister Neiphiu Rio on Saturday.

The resolution also expressed solidarity with the states and communities of the Northeast in opposing the bill, as it has the potential of "changing the demographic profile, which will be against the interest of indigenous tribes and can divest them of their constitutionally guaranteed political, cultural and economic rights".

The opposition MLAs, however, walked out of the assembly, saying they would not support the resolution in its present form.

The Citizenship (Amendment) Bill, passed in Lok Sabha on January 8, seeks to provide citizenship to non-Muslims from Bangladesh, Pakistan and Afghanistan after six years of residence in India.

Kohima, Sep 8: The administrations of Phek and Kiphire, the worst affected districts of month-long rain in Nagaland till mid-August, presented reports to a central team here of the damages and the fund required for their repair.

The reports, made available to the media, were presented during debriefing of a five-member inter-ministerial central team in Kohima on Friday. Reports from other districts are yet to come, officials said.

In a consolidated report of damages in Phek district, a sum of Rs 416.06 lakh is required to repair damages of infrastructure, while Rs 281.34 lakh are needed to rebuild agricultural, animal husbandry and fisheries sector, its Deputy Commissioner Orenthung said.

No relief has been received by the district, while two sorties have been made by IAF chopper for supply of essential commodities to Phokhungri and Wuzu villages under Meluri sub-division, he said.

He said that the district administration and District Disaster Management Authority (DDMA) extended immediate relief of Rs 10,000 each for severely damaged houses and Rs 5000 each for partially damaged houses.

Deputy Commissioner and DDMA Chairman of Kiphire, Md Ali Shihab said with more than a month of the district remaining cut-off from all sides due to landslide, the administration was yet to reach remote villages with relief material.

Shihab said that the main NH-202 connecting Kiphire to Kohima and Tuensang districts remained cut-off at various locations since July 29 last due to torrential rain with major affected areas being Meluri in Phek district and Yei bridge in Tuensang district.

Though the Meluri stretch has now been connected through a bypass road, it is not safe for heavy vehicles, while Yei bridge location in Tuensang road is not yet restored.

Due to the bad road conditions, normal supply of essential commodities from Dimapur has been affected severely and the district is facing acute shortage of rice, he said.

Kiphire district has around 110 villages and the DDMA is not able to reach maximum villages with relief material due to bad weather condition and damaged roads, he said.

Since Kiphire does not produce rice, the villagers in those areas are surviving on local produce kholar (beans) and maize.

The deputy commissioner sought immediate attention of the Central government for repair of the National Highway and village roads.

The five-member Inter-ministerial central team, led by Joint Secretary of Ministry of Home Affairs K B Singh, left for Delhi on Friday after conducting on-the-spot assessment from September 4 to 7.

Kohima, Aug 2: Nagaland Chief Minister Neiphiu Rio has requested the prime minister for granting immediate interim assistance to combat the crisis in the state due to incessant rain for the past few weeks.

Nagaland has been receiving heavy rainfall for the past few weeks, which has resulted in loss of lives, displacement of many people in most of the districts and damage to public infrastructure, Rio said in a letter to the Prime Minister Narendra Modi yesterday.

Road connectivity in many areas has been snapped and power line and communication network damaged, he said in the letter, a copy of which was made available to the media.

Adequate supply of essential commodities, including petroleum products, to all district headquarters is not possible as stocks are getting depleted, the chief minister said.

The aspirational district (backward) of Kiphire has been cut off from all directions. In the foothills and plain areas, floods have created enormous damage to property as the villages have been submerged, he said.

Under the circumstances the state government is unable to address the challenges due to lack of resources, absence of adequate machinery and poor connectivity, he said and sought interim central assistance.

Kohima, Jul 26: The Nagaland government was deploying additional forces along the border with Assam as preventive measure to thwart a possible influx of illegal immigrants after the final draft of NRC is published on July 30, official sources said.

The state government has also decided to form special task forces (STFs) in every district to "prevent lynching", according to a bulletin.

Home and Police Departments under the chairmanship of Nagaland Chief Secretary Temjen Toy held a meeting yesterday to decide on the preventive measures to be adopted, the state government said in the bulletin.

The state police was deploying additional forces including units of the India Reserve Battalion (IRB) along the Nagaland-Assam border, they said.

The Centre has already sent over 22,000 central paramilitary troops in order to beef up security in Assam and adjoining states in view of the publication of the final draft of the National Register of Citizens (NRC).

"The state government is also writing to village councils to remain vigilant and not allow the illegal immigrants to enter their jurisdictions or employ them in any manner," the bulletin said.

The deputy commissioners have also been instructed to take appropriate measures and issue necessary advisories to house owners to verify the identity of tenants from the authorities concerned and not let out their premises to doubtful and suspicious people, the bulletin said.

Several areas of Assam such as Sivasagar, Jorhat, Golaghat, Uriamghat and Karbi Anglong are located on the Assam-Nagaland border.

"All the districts will have Special Task Forces under their respective Superintendents of Police to prevent lynching," the bulletin said.

The Centre has also asked the governments of Assam and neighbouring states to ensure peace and maintain law and order following the publication of the NRC final draft.

The NRC part draft was published on the intervening night of December 31 and January 1, wherein the names of 1.9 crore of the 3.29 crore applicants were incorporated.

On July 30, the NRC will be published.

Meanwhile, the apex students' body in the state - Naga Students Federation (NSF) -- has appealed the general public not to entertain illegal immigrants and also asked the Nagaland government to place strict mechanism to monitor the entry and exit of people.

In a release, the NSF said with the publication of the final draft of the NRC, it is being viewed that "massive migration of illegal immigrants is bound to happen if the state government does not take necessary measures to monitor their flow".

It claimed the final draft of the NRC poses the biggest demographic threat to the Assam's neighbouring states, particularly Nagaland.

Saying that the NSF would conduct spot verification in the entry and exit points of the state, the students' body further urged everyone to remain vigilant and monitor the situation closely.

Kohima, Jun 29: An Assam Rifles jawan was injured in twin IED blasts triggered by NSCN(K) insurgents in Phek district of Nagaland, an officer of the paramilitary force said.

The blasts took place near Akhegwo village when a road opening party of the paramilitary force was providing security for the passage of an Assam Rifles convoy at 3 pm yesterday, he said.

The Assam Rifles jawan suffered splinter injuries on his chest and leg in the blasts, which took place within a gap of some time, he said.

He was immediately evacuated to the Army Hospital in Jorhat, where his condition is stated to be stable, he said.

The Assam Rifles convoy was coming from Kiphire district.

The NSCN(K), in a statement, has claimed responbility for the blasts.

Two Assam Rifles personnel were killed and four others suffered injuries in an ambush by insurgents of the same outfit near Aboi in Mon district on June 17.

Kohima, Jun 18: The NSCN(K), a banned Naga militant outfit, has claimed responsibility for yesterday's ambush with an Assam Rifles patrol party in Nagaland.
In a statement today, the outfit claimed that six security personnel were killed on the spot and an equal number injured in the attack.
An Assam Rifles official had said yesterday that two Assam Rifles personnel were killed and four others suffered injuries in the ambush by the Naga insurgents near Aboi in Mon district.
The Assam Rifles personnel who died on the spot were identified as Havildar Fateh Singh Negi and Sepoy Hungnga Konyak, the official had said.
PRO to Assam Rifles' Inspector General Major Vincent Patton reiterated today that two Assam Rifles personnel were killed while four of them were critically injured and undergoing treatment at the Army hospital in Jorhat.
The NSCN(K) had abrogated a 14-year-old ceasefire with the Centre in 2015.

Kohima, Jun 16: The Muslim community in Nagaland today celebrated Eid-ul-Fitr by offering namaz at Eidgahs in Kohima and Dimapur districts.
They also gave alms to the poor and exchanged gifts with their near and dear ones on the occasion of the festival, marking the end of the Holy Month of Ramzan.
People of the Muslim community gathered at the Local Ground here to offer prayers.
Extending his greetings on the occasion, Nagaland Governor P B Acharya hoped that the occasion will usher in good will and harmony and strengthen the values of composite society everywhere.
The festival of Eid-ul-Fitr marks the culmination of the Holy Month of Ramzan, the month of prayers, blessings and forgiveness, the governor said in his message.
It reminds every member of the community their obligations and responsibilities towards other members of the society, especially the poor and downtrodden for peaceful coexistence and equitable progress of the state and the nation, he stated.

Kohima, May 16: As the Lok Sabha by-election coming closer, Nagaland Chief Minister Neiphiu Rio begin the campaign in Dimapur yesterday for the Peoples Democratic Alliance candidate Tokheho Yepthomi and called upon the people to work collectively and support PDA consensus candidate.
Addressing a well attended PDA campaign launch programme at DDSC stadium in Dimapur, Rio invited the people to be part of the change of the NDPP-led PDA Government. He said the PDA leaders will be campaigning in all 11 districts before the scheduled election on May 28. He urged upon party workers of PDA constituents to ensure a thumping win for the consensus candidate.
He expressed gratitude to PDA partners- BJP, JD (U), NPP and Independent– for unanimously endorsing the NDPP candidate Tokheho Yepthomi as the consensus candidate. He also cited some of the steps taken by the PDA soon after coming to power such as ban on VIP culture, chief guest system and undertaking urgent repair and maintenance of roads.
Rio took a dig at the NPF for crying hoarse at BJP for deciding to form alliance with NDPP and also expressed surprise for branding BJP as “communal, anti-Christian party” after having an alliance with the party (BJP) for the past 15 years.
Defending the BJP party, he said “no Naga has been converted to Hinduism after joining BJP.” He reiterated that BJP was not a religious party, and both NDPP and BJP were political parties working tirelessly for the welfare of the people.
Rio also questioned the credentials of NPF as a regional party since it had allied with Congress in the 90s and then with the BJP from 2003-18 in order to form the government in the state. He asked people to be aware of the political scenario in the country where BJP-led NDA was still in power. In this regard, he said it was important for the state to have its representative with the ruling government.
The chief minister pointed out that two months and six days have passed since the PDA came to power in Nagaland and had already begun the process of fulfilling its campaign promises to achieve certain promises within 100 days of being in office.
However, due to the announcement of Lok Sabha bye-election, he said there have been some hiccups but assured that these will resume with earnestness in fulfilling both these campaign promises including the Common Minimum Programme of the PDA.
Rio also announced that the Nagaland Olympic Association (NOA) will soon be meeting to deliberate on promoting sports and evolve sports policy within the next 100 days. After every two years, he said there will be Nagaland Olympic Games which will be at the culmination of events of schools and district-wise games besides Special Olympics for the differently abled persons.
He said the differently abled will also be inducted into the NOA and special infrastructures will be constructed where they can actively train themselves in various sports disciplines. Rio also assured that the Dr T Ao Award for sportspersons will be reinstated. Besides this, he also reiterated that as various Naga tribes have festivals every month of the year and hence, it was necessary to have mini Hornbills festivals in collaboration with the respective tribal Hohos.  Kohima, May 15 :  On the expiry of the last date of withdrawal of candidature yesterday, the May 28 Lok Sabha byelections in Nagaland will be a straight fight between the ruling Nationalist Democratic Progressive Party (NDPP) Tokheho Yepthomi and opposition Naga People’s Front (NPF) C. Apok Jamir.
The NDPP has fielded veteran politician Tokheho Yepthomi, who is also consensus candidate of the partners in the People’s Democratic Alliance (PDA) Government, comprises 18 legislators from NDPP, 12 from BJP, 2 from NPP, one each JD (U) and Independent MLAs. On the other hand, the opposition NPF has 26 legislators, the single largest party in Nagaland Assembly, has nominated former Rajya Sabha MP and former-MLA C Apok Jamir, who had previous experience in Delhi as Rajya Sabha MP from Nagaland during 1998-04. .
Both candidates were long-time Congressmen who made history by joining Democratic Alliance of Nagaland (DAN) ministry along with all eight Congress MLAs in April 2015 which had BJP as part of the coalition Government. Later, all eight Congress MLAs “merged” with NPF at the later part of 2015. When as opposition Congressmen, both members were critical of the policies of the DAN with regard to handling of the Naga political issue especially the claims of being a ‘facilitators’ while not being involved in any way with the negotiations nor knowing what were discussed. Both lost the recently held elections in February 27 last under separate party tickets. The losses were their first time in their political careers Tokheho Yepthomi had contested as an NDPP candidate in the February elections and lost to NPF candidate Azheto Zhimomi, while C. Apok contesting as NPF lost to NDPP candidate and present minister of Urban Development and Municipal Affairs, Metsubo Jamir.
As none of the candidates withdrew nomination till the expiry of the official time this evening, Nagaland Commissioner and Returning Officer, M Patton said. While political parties are likely to launch the election campaign only on May 16, the RO said that the State is fully geared for the conduct of the bye-poll. Meanwhile, the RO today convened a closed door meeting with the candidates and political parties contesting the bye-polls at his conference hall in Kohima. Patton informed that the meeting deliberated on the peaceful conduct of the elections, while also requesting the candidates and political parties to strictly adhere to the Model Code of Conduct, which has been in force since the announcement of the polls on April 26 last.
Lok Sabha bypoll in Nagaland was necessitated following the resignation of then MP Neiphiu Rio to contest the state Assembly elections on February 17 last. Rio contested the February 27 Assembly elections on NDPP ticket and was declared elected uncontested from Northern Angami-II Assembly seat under Kohima district and he was elected by the PDA members as the Chief Minister of the State.UNI



Kohima, May 11: Indian Meteorological Department (IMD) has forecast of inclement weather prevailing over the North East Region.
The IMD forecast stated that “thunderstorm accompanied with gusty winds” would likely prevail over Assam, Meghalaya, Nagaland, Manipur, Mizoram and Tripura.
As per the IMD forecast, the rains would subside during the intervening period in the North East with storm clouds concentrating in isolated pockets over the coastal south and the northern regions of the country.
Meanwhile, the power supply to Mon and Longleng and parts of Mokokchung of Nagaland remained cut off following the rainstorm on Wednesday last.
The SDO (Transmission) of Mokokchung Transmission Division, in a press release informed that the inclement weather affected the 66KV Mokokchung-Tuli-Naginimora-Tizit transmission line cutting supply to entire Mon and Longleng districts and also Changtongya and Tuli.
“The Department is making all efforts to restore power supply at the earliest. Affected consumers are requested to kindly bear with the inconvenience,” the release said. UNI


Kohima, May 4: After two-day strike of the Nagaland Petro dealers, the driver and handyman of one oil tanker, who were abducted by armed miscreants near New Helipong village under Tuensang district on April 22 last, have been safely released.
According to sources today after the abducted were released with the help of Eastern Nagaland Peoples Organisation (ENPO), they were brought to the residence of the Deputy Commissioner of Tuensang yesterday.
The ENPO, through its media cell has sincerely appreciated the wisdom and intuition of the “people concerned” for the safe release of the oil tanker driver and a handyman, as requested by the organisation. ENPO said the “people concerned” while understanding the desire of the Naga public at this crucial stage have above all honoured the ENPO December 18, 2007 Tuensang Summit Resolution.
In view of the 48-hour deadline given by various unions to ensure safe release of the duo and subsequent expiry of the set deadline, ENPO said the DC Tuensang had personally requested its intervention.
Further, ENPO said stated that it was a joint concerted effort of the Tuensang district administration, police, security, tribal bodies and frontal organizations under ENPO which eventually led to the safe release of the driver and handyman. Extending appreciation for reposing faith on it, ENPO expressed hope that “this kind of understanding and joint effort in any matter shall continue in days to come.”
Nagaland Director General of Police, Rupin Sharma has expressed gratitude the ENPO, police, administration, Village Guards, Assam Rifles, Assam police and all other state and central agencies for their efforts in ensuring the safe release of the two. Sharma also thanked ENPO President Khoiwang Konyak and ENPO team for walking the last mile.
Meanwhile, the Kohima Petroleum Dealers Association, Dimapur Petroleum Dealers Association, Nagaland Tanker Transport Association and Oil Tanker Drivers Union have expressed appreciation to the state government for upholding the assurance for the safe release of abducted tanker driver and handyman.
The associations also extended gratitude and appreciated ENPO and the team for successfully negotiating and rescuing the abducted persons. Further, the associations thanked the police, village guards, Indian Army and all individuals who contributed towards ensuring the safe release of its members. UNI



Kohima, Apr 07: Nagaland Chief Minister Neiphiu Rio has appreciated the efforts of the office bearers and organisers of the Khelo India State Games 2018 for Person with Disabilities (PwDs) for organising the event with a very apt motto, “Let me win, but if I cannot win, Let me be brave in the attempt.”
Addressing the concluding function at Old Showba in Dimapur Khelo India State Games 2018 for Person with Disabilities (PwDs) as the Chief Guest yesterday, Rio said that sports is being taken very seriously all over the world and therefore, sports persons are considered as one of the most favourite and liked persons.

On the occasion, he informed that Nagaland will be announcing special fund for sports and assured that Government would include Special Olympic Nagaland (SON) under the ambit of Olympic Association Nagaland. 
“Disabled persons can become abled if they are taken care in a special way” Rio said. Describing differently abled people as the children of God, Rio assured financial support to enable them to organise such programmes regularly and said, “We care for them.”
The chief guest also gave away the medals and certificates to the winning athletes. 
SON area Director Arenla Tzudir Ezung appealed the Government for SON recognition by Nagaland Olympic Association and Sports Department, cash award to all national and international medalists which includes 131 medals thus far, and for earmarking yearly budget for SON mission for 5 years starting from financial year 2018-19. UNI




Kohima, Apr 07: Nagaland Deputy Chief Minister and Minister in charge for Home and National Highways Yanthungo Patton has appealed to the landowners to ‘freely donate land’ with an assurance to the citizens of Wokha to give his best efforts to developing the state, specially for the roads.
According to an official press release, speaking at the thanksgiving programme hosted by him at his residential complex at NST colony in Wokha town yesterday, Patton said that the road development objectives is not only confined with particular area, but will carry out across the state. He stated that at present almost all the roads in Nagaland are in deplorable condition. 
He urged the public of Nagaland “not to hamper the governmental road construction, other developmental activities in the name of landownership” and added that “any developmental activities are for the societies and the citizen.”
Patton has also shared that he choose to contest during the last general election from the BJP party “to voice out, protect and support the Christian minorities as atrocities committed against the Christians minorities in the country by the some by vested-interest groups by taking the names of the political parties like BJP.” 
He urged the Naga Christian believers not to misquoted BJP party as the anti-Christian party and further clarified that “unlike any other political party BJP party is purely a political party and Party has nothing to do with religion, but the party promotes secularism.”
The deputy CM also asked for “forgiveness from the opponent political parties if there was hurt against each other” and urged his supporters to do the same. 
Further, he dedicated his victory to god, and acknowledged the support from central BJP party leaders, all the party rank and files, state and district BJP leaders and supporters, the release said. UNI


Kohima Apr 07: Nagaland Chief Minister Neiphiu Rio has identified infrastructure, sports, tourism, agriculture and allied sectors as priority areas, which his Government vows to bring change to Nagaland within the next five years.
Addressing the 27th anniversary of Konyak Gazetted Officers’ Union (KGOU) at Council Hall in Mon town, Rio conveyed greetings on Konyak apex festival Aoleang and said the key focus areas of the Peoples Democratic Alliance (PDA) Government to focus on promoting tourism, which could help the economy as also to create jobs for the people. 
Stating that Hornbill Festival required an investment of around Rs. 4 to 5 Crore that fetched a turnover of approximately Rs. 51 Crore, the Chief Minister informed the meeting that the Government would train tour operators, tourist guides and agents, for which the gazetted officers should document stories and legends of the tribes so that tourists get a first hand narration of “our great history and culture.” He said the government has also decided to promote tourism by holding mini Hornbill Festivals across the districts, which would be primarily hosted by respective tribal Hohos, to showcase rich cultural heritage of each tribe to the tourists.
Mentioning the eagerness of various corporate and charitable institutions like Tata Trust, Reliance Foundation, Bill & Melinda Gates Foundation, BMW Foundation, and John Deere Foundation to come and work in Mon as part of their corporate social responsibility activities, Rio advised KGOU to leverage the opportunity and extend its support in working out plans in the field of education, health, skill development and livelihood & employment generation. 
Stating that the government would be meeting various corporate groups soon, he revealed that an Australian company was willing to provide free air ambulance service. But for this to materialise, the government and people would have to extend cooperation towards building a 500-metre runway. The Government would also build a convention centre and tourist guest house in Mon town and many other areas in Eastern Nagaland districts so that basic amenities were available to the tourists, he added.
Drawing attention to low literacy rate in Mon, which was lowest in the State, Rio challenged KGOU to endeavour to spread literacy so that the district could be on a par with the State and nation, for which the people would have to partner with the government, particularly in bringing quality education to the area. 
“It is also commendable that KGOU has taken the initiative to improve the quality of education in Mon. The literacy rate of Mon is only 56.99% as against the State average of 79.55%. The challenge before us can be seen from the fact that the literacy rate of our State in 2001 was 66.59%, around 10% higher as compared to the literacy rate of Mon in 2011,” the chief minister stated and lauded the union for its initiative to start coaching for Central and State civil services examination for the aspirants.
Others who attended the programme included Ministers Metsubo Jamir and Paiwang Konyak, advisors Noke Wangnao, Pohwang Konyak and Khehovi Yepthomi, N. Bongkhao Konyak besides a host of government officials and tribal leaders, the release said. UNI


Kohima, Mar 27: Nationalist Democratic Progressive Party (NDPP) legislator Zhaleo Rio has been elected unopposed as Deputy Speaker at the first session of the 13th Legislative Assembly.
The House began with the agenda of Election of Deputy Speaker and Speaker Vikho-o Yhoshu informed the Assembly Members that he got only one Nomination Paper of Zhaleo Rio, which was proposed by Minister for Forest Environment & Climate change, Parliamentary Affairs C. M. Chang and was seconded Advisor School Education K. T. Sukhalu and announced that Zhaleo was elected unopposed for the post of Deputy Speaker.
Chief Minster & Minister in charge of Finance, Neiphiu Rio while congratulating the newly elected Dy. Speaker said that the role of the chair plays a vital role in the smooth functioning of the house. The Dy. Speaker will have to carry out the responsibility of the speaker in his absence apart from all the other responsibilities, he said. 
Rio also said that Zhaleo Rio has vast experience and worked in various capacities as NCS officer and was inducted IAS in the year 1997. He added that he worked during the most critical times in underdeveloped areas and rendered his services in Government Department and took voluntary retirement in 2013 to join public service. 
He stated that his vast experience in the government will be very useful for the smooth functioning of the house. Rio also commented that Zhaleo Rio has been actively participating in public life and he served as general secretary IAS association from 2019-2013 and President and Vice-President of NCS. As a sport lover he has been the President of basketball Association from 2001 till date and has been associated with village associations and other social activities. He urged all the members cutting across party line to support and extend cooperation to the newly elected Deputy Speaker. He also hoped that together they will bring about cordial atmosphere for smooth functioning of the house.
The Leader of Opposition of the House T. R Zeliang said that Zhaleo, had been a bureaucrat for a long time and a member of the August House for the Second time, and he respected his caliber as the Deputy Speaker. Hence, the Opposition decided not to nominate their candidate and was pleased to make him the Deputy Speaker of the House. The Nagaland Legislative Assembly has a high and rich tradition and heritage.
Zhaleo Rio delivering his first speech as Deputy Speaker said that he was grateful to all the members of the House for electing him as the Deputy Speaker unopposed for the dignified post. The responsibility that has been trusted with, today, is a solemn task which cannot be fulfilled without the true cooperation and assistance of the members of the August house. Therefore, he appealed to every member of the Assembly to extend their full cooperation. 
He also said that he would sincerely strive to sustain the high tradition of decorum, decency and dignity of the Nagaland Assembly. He further added that he will discharge his functions and responsibilities in conformity in the spirit of unanimity. He hoped and wished that the Members of the House would demonstrate the same by cooperating with him to transact peaceful business of the House. UNI


Kohima, Mar 27: The first Session of the 13th Nagaland Assembly, which was the Budget Session, after finishing all the business of the session, Assembly Speaker Vikho-o Yhoshu adjourned the Session sine-die last night.
On the ultimate day of the Budget Session today, the House passed three bills, the Nagaland Road Safety Authority Act 2013 (First Amendment) Bill, 2018, Nagaland Appropriation (No. 1) and (No. 2) Bills, 2018 by voice votes. The House also passed Demands for Grants for the year 2018- 2019 by voice votes.
During the Budget Session Nagaland Chief Minister Neiphiu Rio, who is also holding the Finance portfolio, presented an accumulated Deficit Budget of Rs 1630.67 Crore on Friday (March 23) last. In his Budget speech Rio said that the total estimated receipts was calculated at Rs 18, 232.51 Crores and total estimated expenditure was Rs 18, 305. 40 Crores and the transaction for the financial year 2018-2019 is estimated to result in a negative balance of Rs 22.94 Crore. 
The main reason for the negative balance is on account of the implementation of Revision of Pay 2017, which will have a huge additional burden. In addition, with the negative opening balance of Rs 1607.73 Crore, the year is estimated to close with a negative balance of Rs 1630.67 Crore. UNI


Kohima, Mar 25 :  In a tragic road accident, four persons were killed on National Highway 29, in the 7th Mile area of Dimapur town last evening when the road accident involving an auto rickshaw reportedly had a head on collision with a truck.

According to official sources, two of the auto rickshaw passengers were killed on the spot and two succumbed in hospital. The deceased included a woman, who was identified as Johor Khatoon. The police is trying to identify the other victims.
The driver of the auto rickshaw was also among the deceased, sources said. While stating that two more passengers were confirmed injured, the sources added that there were chances of more people being injured in the mishap.
All the victims were in the auto rickshaw, which was proceeding towards Dimapur from Chumukedima. Sources said that Traffic personnel were on the job to ascertain the casualty list. It was added that the driver of the truck was reported to have absconded from the accident site. UNI 


Kohima, Mar 25 : The ongoing first Budget Session of the 13th Nagaland Legislative Assembly created a history when newly elected Member and Minister for Higher Education and Technical Education Temjen Imna Along spoke in Hindi.

While participating in the discussion on the ‘Motion of thanks to the Governor’s address’, the first time Legislator began his speech seeking permission from the Speaker to speak a few words in Hindi to congratulate Piyong Temjen Jamir, Principal of Rashtrabhasha Hindi Shiksha Sansthan of Dimapur on being conferred the Padmashree award recently.
It was when Temjen sought permission of the Assembly Speaker to speak in Hindi, uproar began. The Naga peoples Front MLA Imkong L Imchen raised the ‘Point of Order’ and said that according to the Rules of Assembly Procedure, there was no provision of speaking in Hindi in Nagaland Assembly.
Temjen was supported by another NPF MLA Chotisuh Sazo.
He said, “Under Sections 28 and 29 of the NLA rules of Business, the business of the Assembly shall be transacted in English or in Naga-Assamese. Provided if any member cannot express himself in any of the languages aforesaid, he may address the Assembly in this mother tongue, provided further that he shall make over in advance a copy of such speech in the Secretary written in English.”

However, the Minister requested that he will take only a minute to speak in Hindi and continued to do so. After the speech was completed, Chief Minister Neiphiu Rio spoke in the Minister’s defence stating that the young Minister had already sent his request to the Speaker in advance before the Assembly proceedings.
MLA Toshi Wontung assured the House the Peoples Democratic Alliance has nothing to do with the Hindu fundamentalist and that the Government would protect the faith, culture and tradition of the Nagas. UNI



Kohima, Mar 24: Nagaland Chief Minister Neiphiu Rio has appointed six party functionaries of NDPP, BJP and NPP as chairmen of various public sector undertakings (PSUs) and Mission Mode Programme (MMP).
According to official sources the party functionaries include state BJP unit president Visasolie Lhoungu, former CM and BJP member K. L. Chishi; former state BJP President, Dr. M Chuba Ao; NDPP-- former MLA, Dr. Neiphrezo Keditsu, NDPP vice president Miathou Krose and state NPP president, Ato Yepthomi. 
According to the notification issue by cabinet secretary, Temjen Toy, the respective departments have been asked to issue the formal notification of appointments.
