KULGAM, JUNE 27: District Development Commissioner, Kulgam Sajad Hussain today chaired a meeting to review the implementation status of different schemes for development of infrastructure and other components in Education Department in the district.
The meeting was attended by ACD, CPO, CEO, DY CEO, Principals of GDCs kulgam DH PORA, Kelam, ITI Kulgam and all ZEO’s of district, XENS of R&B, SSA, RMSA, AD planning and other officials of the education department.
AD planning Education, Aashiq Hussain briefed the meeting about the ongoing works in district under various schemes.DDC was informed that against an approved cost of 3521.31 lakhs, 956.67 lakhs have been incurred upto ending March 2018 excluding the district Capex budget.
He was informed that construction of school buildings at HSS K.B.Pora, HSS Bugam, Lab GHSS Ashmuji, High School Tarigam, Banimulla, Waltengo has been completed. The meeting was also informed that work on 100 bedded 3 girls hostels under RMSA is going in full swing and land for girls’ hostel Qaimoo needs to be identified an earliest.
DDC directed the concerned authorities to complete work on school buildings of HS Bahadi Jahalan,HS Brinal, HS Shmasipora, HS Akhal within one month.
He exhorted on the executing agency to work in synergy and coordination and to expedite work on under construction projects and to complete work in stipulated time.
He also directed the authorities to bring in his notice all the land depute issues which are hindering the construction work of school buildings so that the matter can be disposed off at an earliest.


JAMMU, MAY 31: Minister for School Education, Hajj and Auqaf and Tribal Affairs, Chowdhary Zulfkar Ali, today laid foundation and e-inaugurated several projects of school education department across Jammu division completed under RMSA, SSA, State and District sector schemes.
Minister of State for Education Shakti Raj Parihar and Legislator Dina Nath Bhagat were also present on the occasion.
Legislator, Pawan Gupta and senior officers of various districts attended the inaugural event through video conference.  
The Minister inaugurated 68 newly constructed school building and also laid foundation of two buildings.
The building includes Middle Schools, Primary Schools, DIET Complexes, Upper Primary Schools, Higher Secondary schools, Girls hostel and others in Samba, Kathua, Udhampur, Poonch, Rajouri, Ramban, Doda,  Reasi and Kishtwar districts. The construction cost of these projects is Rs 25 crore.
Zulfkar greeted the students, staff and officers of the department for getting new infrastructure. He hoped that with the spacious buildings, the academic activities in the schools would get a new push.
He further reiterated that development of education sector is one of the main priorities of the government and many steps are being taken for the upgradation of the basic infrastructure in educational institutions.
 “We want to ensure that the schools function smoothly and the education of children   does not suffer for any reason,” he said and asked the concerned officers to move a proposal for uniform colour coding of school buildings across the state.
The Minister directed the concerned authorities for conducting subject specific refresher/orientation courses for the teachers to keep them abreast with the latest teaching styles in the fast-changing world. He said that many new concepts/ researches have come up in the teaching field which a present-day teacher should be aware of, therefore, refresher courses become important.
He directed SIE and DIET authorities to impart training to the teachers on modern lines by using the new methodology and latest technology.
The Minister was informed that CM’s Super 50 Coaching Programme has been started in Boys Higher Secondary School Gandhi Nagar and Government Sri Ranbir Higher Secondary School where students are prepared for engineering, medical and other professional exams.
The Minister also directed to start extra classes/remedial classes for the children weak in studies and in the border schools where studies of the students suffered due to shelling.
 Also present on the occasion were Director School Education Rakesh Kumar Srangal, Personnel Officer, Afshan Masood, Chief Education Officer Jammu J K Sudan and other senior officers of concerned department.

SRINAGAR, MAY 31: Minister for School Education, Haj and Auqaf and Tribal Affairs Chowdhary Zulfkar Ali today assured that the Government is working on a solution to resolve the problems faced by the teachers working under centrally sponsored scheme Sarva Shiksha Abhiyan (SSA).
The Minister expressed these views during a meeting held with the representatives of employees’ unions, including Employees Joint Action Committee (EJAC), J&K Rehbar-e-Taleem (ReT) Form, SSA Teachers Association Forum.
During the meeting, the employees’ representative expressed their gratitude to the Minister for not only listening to their problems but also forming a committee to redress them.
The representatives acknowledged that this is for the first time a step in this direction to meet their demands has been taken.
Assuring the Government’s seriousness towards resolving their issues, the Minister said, everyone from Chief Minister to Finance Minister and he himself is very keen to resolve their issues at an earliest.
Giving the background of the problem, the Minister said usually regularization is done against a post. However, in SSA teachers’ case, they were hired under central sponsored SSA scheme in a mission mode.
Explaining the process, the Minister said to make the SSA teachers permanent the Government has to create around 40,000 posts for equal number of SSA teachers. He said regularization of such a large number of teachers will have huge financial implications on the State budget, so it needs to be thoroughly looked into by planning and finance departments before taking any decision.
He informed that his entire staff is working tirelessly on all the possibilities to find a workable solution and he along with his secretary and other high-level officers would soon be travelling to New Delhi to meet the Ministry of Human Resource Development to seek all possible help from them in this regard.
The Minister assured that the Government will take all the stakeholders, including employees’ union representatives on board before taking a final call.
Refusing to give any timeframe, the Minister said regularization of SSA teachers is an issue of many years, which cannot be fixed in one night.
The Minister said that in a democracy everyone has a right to protest to register their concern. However, when Government is already aware and is working to find a solution to the problem, there is no reason to hit the streets. He said it affects the education of children which is morally, professional and ethically wrong.
He informed the committee formulated in this regard is working tirelessly and would soon come out with a solution.
Secretary School Education Farooq Shah, Director School Education Kashmir (DESK) G N Itoo, Director SSA A R War, Chairman EJAC Abdul Qayoom Wani, Chairman J&K ReT Teachers Association Forum Farooq Ahmad Tantray, President SSA, Teachers Association Shah Fayaz, and other concerned were present in the meeting.

SRINAGAR, MAY 24: Minister for School Education, Haj and Auqaf and Tribal Affairs Chowdhary Zulfkar Ali today announced that the Government would release salary of teachers of Sarva Shiksha Abhiyaan (SSA) before Eid-ul-Fitr.
Speaking about the issues, the Minister said a special committee has been formed which will look into the modalities of sorting salary issue of SSA teachers.
However, the Minister said till the issue gets sorted, the department would disburse Rs 143 crore as the salary of SSA teachers from their own resources before Eid so that SSA teachers could take care of their financial issues.


Srinagar, Mar 10: Except south Kashmir, educational institutions reopened on Saturday in the Valley, where authorities have ordered closure of schools, colleges and universities as a precautionary measure following separatist strike call on Monday.
The strike was called to protest against death of four civilians and killing of two Lashkar-e-Toiba (LeT) militants in an encounter by security forces in Shopian on Sunday night.
The Kashmir University (KU) and Jammu and Kashmir School Board of Education (BOSE) will also conduct scheduled examinations from today while the Islamic University of Science and Technology (IUST) started scheduled examinations from Friday.
Though High and Higher Secondary Schools (HSS) reopened on February 27, the lower class up to middle schools were to reopen after winter vacation on March 5, when the separatist called for strike.
However, all educational institutions will remain closed as a precautionary measure in south Kashmir districts of Anantnag, Pulwama, Kulgam and Shopian as a precautionary measure. Now, educational institutions will reopen in south from Monday.
Meanwhile, according to Secretary, Education Farooq Ahmad Shah, the government would release Rs 1 crore to each District Institute of Education and Trainings (DIET) to strengthen their basic infrastructure and make them fully functional in the state.
Students in colourful school uniform, holding bags and water bottles in their hands were seen marching towards their respective institutions in the Kashmir valley, including summer capital, Srinagar, where schools reopened on Saturday after winter vacation. In fact, the schools up to middle classes were to reopen on March 5 in the Kashmir valley. However, as a precautionary measure authorities ordered closure of all educational institutions after Shopian killings and strike called by separatists. Today will be observed as “welcome day” for students in their schools and there will be no other activities.
High and HSS also reopened today after remaining closed since Monday. Similarly examination and other activities also resumed in universities in the valley.
Meanwhile, Mr Shah has directed all the Chief Education Officers (CEO) of Kashmir Division to keep three days for the inspection of the schools and maintain close contact with all the Heads of the Institutions.
An official spokesman said that Director, School Education, Kashmir GN Itoo, along with other officers and the Heads of Institutions of schools of Srinagar, briefed the Secretary about the overall education scenario of the Valley. The Director assured that biometric attendance system would be installed in all the Higher Secondary Schools of the Kashmir Division at the earliest. 
He said the Secretary also reviewed the functioning of Education Department in Leh and Kargil and other far-flung areas like Keran, Machil, Tangdhar, Wadwan, Dachan, Paddar, Gurez, Tulail and other areas. He directed concerned CEOs to take necessary steps to provide all the educational facilities in these areas by taking the help of the civil administration.
He further said that strict action would be initiated against the teachers found working in private tuition centers during working hours. There should be no negligence in payment of salaries to the teachers, he added. The Secretary also reviewed the construction works going on under RMSA, SSA and other schemes. He directed Chief Education Officer, Kulgam to personally monitor the construction works of schools in the district. UNI

Stresses for up-gradation of resource centers in every district for benefit of specially-abled children


SRINAGAR, AUGUST 3: Stressing on the role of media in dispensing information about centrally-sponsored schemes in Jammu and Kashmir, Sarva Shiksha Abhiyan (SSA) State Project Director Abdul Arshid War today said that SSA schemes can reach far and wide in the State with the use of media.
Mr. War was speaking during a one day workshop on Child with Special Needs organised by SSA. The workshop was themed around the significance of the media in imparting the centrally-sponsored schemes for the specially-abled children.
While calling for the greater media involvement in spreading awareness about these schemes, Mr. War said that media can play a major role in creating awareness among people about centrally-sponsored schemes for the disable children.
He stressed for the up-gradation of resource centers in every district for the benefit of specially-able children who need hearing aids, bicycle and therapy.
