Defence Minister Rajnath Singh

New Delhi, Jan 28 :  Senior BJP leader and Defence Minister Rajnath Singh on Tuesday accused opposition parties of misleading the people on the amended citizenship law, NPR and NRC, and said they should not forget their "rashtradharma".

He also asserted that no one's citizenship will be taken away under the Citizenship (Amendment) Act (CAA).

"Some people are playing politics over the CAA, but we will not allow them to succeed," Singh said while addressing an election rally in Kondli for the February 8 Delhi assembly polls.

"I want to ask them (opposition parties) that they perform the duty of an opposition. But they should also not forget their rashtradharma (duty to the nation)," the Union minister said.

Singh said the opposition is misleading the people on the CAA, the National Population Register (NPR) and the National Register of Citizens (NRC).

At another rally in Trilokpuri, he asserted that the Modi government does not do politics over religion.

"On the issue of CAA, they (opposition parties) are trying to write history with the ink of hatred. Protests are being held at several places. The BJP does not do politics over religion..." he said.

New Delhi, Aug 8 :  Army chief Gen Bipin Rawat on Thursday briefed Defence Minister Rajnath Singh on the security situation in Jammu and Kashmir and on Indo-Pak border.

The Army has been put on high alert along the Line of Control in Jammu and Kashmir to effectively repulse any possible Pakistani misadventure in the wake of the government scrapping the provisions of Article 370 and deciding to split the state into two Union Territories.

"The Chief of Army Staff Gen Bipin Rawat briefed Raksha Mantri Shri @rajnathsingh today on developments in Jammu &Kashmir and on Indo-Pak border. Overall the situation is under control and the Armed forces are in a state of high alert and closely monitoring the situation," the Raksh Mantri Office India tweeted.

On Monday, official sources said top Army commanders in Jammu and Kashmir are closely monitoring the overall security situation in the state to thwart any civil disturbances following the Centre's decision to end special status to Jammu and Kashmir.

Sources said Pakistan may try to trigger unrest in the Kashmir Valley and there may be spurt in violence including IED blasts and fidayeen attacks following the government's bold decisions.

"The security forces are fully prepared to deal with any situation. We will not allow the situation to go out of hand," said a senior military official earlier.

The government revoked Article 370 which gave special status to Jammu and Kashmir and proposed that the state be split into two union territories, Jammu and Kashmir, and Ladakh.

Union Home Minister Amit Shah announced the decision in the Rajya Sabha, fulfilling the electoral promise of the BJP. While it sent a wave of jubilation among government supporters and others, it also provoked outrage from the NC and the PDP, the principal political parties in Jammu and Kashmir.

New Delhi, Jul 1 :  The AN-32 plane of Indian Air Force that crashed in Arunachal Pradesh killing all 13 personnel on board was completely airworthy, Defence Minister Rajnath Singh informed Rajya Sabha on Monday.

He also said that the accident rate per 10,000 flying hours in the Air Force has come down from 1.04 in 1999 to 0.33 currently.

Replying to supplementaries during the Question Hour, he termed the accident as unfortunate but made it clear that there was no problem with the airworthiness of the aircraft.

He informed the House that a total of 13 people lost their lives in the AN-32 plane crash. The mortal remains of all have been recovered and sent to their families.

"I want to assure the House that our AN-32 fleet is airworthy and there was no problem. But this incident happened, which is very unfortunate," he told the house.

"The average accident rate has reduced from 1.04 per 10,000 flying hours in 1999 to 0.52 in 2004. This has further reduced to 0.46 in the next five years and currently the accident rate is 0.33 per 10,000 flying hours," he said.

The Defence Minister said a court of inquiry had been ordered within hours of the incident, and only after the report is submitted, the reasons for the accident will be ascertained.

"As far as planes are concerned, particularly AN-32 planes, so far 52 have been upgraded, but we cannot say that those planes which have not been upgraded yet are not airworthy. It would not be fair to assume so," he said.

Singh said he will inform the House once he gets information on previous court of inquiries and the shortcomings pointed out by them.

"If there was no improvement, the rate of accidents per 10,000 flying hours would not have come down. There must have been many improvements brought about," he said, while replying to a question on whether any steps have been taken to prevent air accidents.

He told the House that the upgradation of aircraft is a regular process and told a member that the MIG-29s would also come under it.

"The wreckage of AN-32 aircraft which went missing was located on 11.06.2019 in a place 16 km north of Lipo village in Arunachal Pradesh. All 13 personnel on board sustained fatal injuries. Every aircraft accident is analysed through a Court/Board of Inquiry and remedial measures are undertaken accordingly," the Minister said in his written reply.

To another question, the Defence minister informed the House that a total of 6,900 war widows have been provided training so far.

A suggestion to call war widows as 'Shaheed Patni' was also given by BJP member Vinay Sahasrebuddhe.

Singh also said that the OROP demand of ex-servicemen was there for 40 years and the previous NDA government implemented it within a year of coming to power.

Paris, Oct 12 (PTI) Defence Minister Nirmala Sitharaman Friday visited a production facility of French aerospace major Dassault Aviation near Paris where the Rafale jets to be supplied to India are being manufactured, official sources said.

They said during her visit to the plant in Argenteuil, Sitharaman spoke to officials of the Dassault Aviation, the makers of Rafale, and took stock of progress in production of the fighter jets whose delivery to India will begin in September next year.

Sitharaman arrived in Paris Thursday on a three-day visit in the midst of a massive controversy over the procurement of 36 Rafale jets under a Rs 58,000 crore government-to-government deal between India and France.

Last evening, Sitharaman held wide-ranging talks with her French counterpart Florence Parly on ways to deepen the strategic and defence cooperation between the two countries.

The talks were held under the framework of the annual Indo-French defence ministerial dialogue which was agreed to during the summit meeting between Prime Minister Narendra Modi and French President Emmanuel Macron in March.

Official sources said the two defence ministers held a one-on-one meeting followed by delegation-level talks, covering a range of bilateral, regional and global issues of mutual interests.

They said both the sides deliberated on co-production of military platforms and weapons by the two countries besides expanding cooperation between their armed forces, particularly in the maritime domain.

It was not immediately known whether the Rafale deal figured in the talks.

Sitharaman's visit to France came in the backdrop of a fierce political backlash between the ruling BJP and Congress over the procurement of the jets.

In a report Wednesday, French publication Mediapart said Dassault Aviation, the manufacturer of Rafale, had to choose Ambani's firm Reliance Defence as its offsets partner in India as a trade-off for getting the deal.

When asked about the allegations, Sitharaman said that offset obligations for the deal are mandatory but not the names of the companies.

In a statement, Dassault Aviation said it has "freely chosen to make a partnership with Reliance Group, as it rejected the report by French publication Mediapart".

The latest report followed former French president Francois Hollande's comments last month that France was given "no choice" on selection of the Indian partner for Dassault and the Indian government proposed the name of the Indian company. Hollande was the French president when the Rafale deal was sealed.

The Congress has been alleging massive irregularities in the deal, saying the government was procuring each aircraft at a cost of over Rs 1,670 crore as against Rs 526 crore finalised by the UPA government when it was negotiating the deal.

The Congress has also been targeting the government over selection of Reliance Defence as an offset partner for Dassault.

The government has vehemently rejected the allegations and asserted that it did not have any role in the selection of Reliance Defence.

Officials said Sitharaman will visit a Rafale manufacturing facility near Paris on Friday to take stock of progress in their production.

Earlier this year, France was pitching for starting negotiations for procurement of another batch of 36 Rafale jets by India. However, New Delhi was not keen on pursuing it.

In April, the Indian Air Force started the process to acquire a fleet of 114 fighter jets and Dassault Aviation has emerged as one of the key contenders for the contract.

Prime Minister Narendra Modi had announced the procurement of a batch of 36 Rafale jets after talks with the then French President Hollande on April 10, 2015 in Paris. The final deal was sealed on September 23, 2016.

The Congress has been alleging massive irregularities in the deal, saying the government was procuring each aircraft at a cost of over Rs 1,670 crore as against Rs 526 crore finalised by the UPA government when it was negotiating the deal.

Both Pompeo and Mattis arrived here Wednesday for the inaugural Indo-US two-plus-two talks which was finalised during Prime Minister Narendra Modi's visit to Washington last year.

In a special gesture, Swaraj received Secretary Pompeo at the airport here yesterday while Sitharaman welcomed Secretary Mattis, reflecting the importance India attaches to their visit here.

New Delhi, Aug 25: In a major decision, the Defence Ministry today gave its nod to acquisition of 111 utility helicopters for the Navy at a cost of over Rs 21,000 crore besides approving separate procurement proposals worth nearly Rs 25,000 crore, according to officials.

A meeting of the Defence Acquisition Council (DAC), the ministry's highest decision-making body on procurement, cleared the proposals.

The procurement of the naval utility helicopters will be the first project under the ambitious strategic partnership (SP) model which provides for roping in private firm to build select military platforms in India in partnership with foreign defence manufacturers.

"The DAC, in a landmark decision today, approved procurement of 111 Utility Helicopters for the Indian Navy at a cost of over Rs 21,000 crore," the Defence Ministry said.

The utility helicopters will be used in attack missions as well as for search and rescue and surveillance operations.

The ministry said the DAC also granted approval to a few other procurement proposals amounting to Rs 24,879.16 crore, which included one on buying 150 indigenously designed and developed 155 mm advanced towed artillery gun systems for the Indian Army at an approximate cost of Rs 3,364.78 crore.

These guns have been indigenously designed and developed by DRDO (Defence Research and Development Organisation) and will be manufactured by production agencies, as nominated by DRDO.

The DAC also accorded approval to procure 24 naval multi role helicopters (NMRH) which will have the capability to engage in anti-submarine warfare. The MRHs are an integral part of the frontline warships like the aircraft carriers, destroyers, frigates and corvettes.

In addition, the government also approved procurement of 14 vertically launched short range missile systems. Of these, 10 systems will be indigenously developed.

"These systems will boost the self-defence capability of ships against anti-ship missiles," the ministry said.

The Indian Navy in August last year had issued global request for information (RFI) for procurement of 111 utility and 123 multi-role helicopters.

The Navy has been pressing the government to procure new utility and multi-role helicopters to add teeth to its existing capability and replace its ageing fleet of choppers but the procurement process has seen years of delay.

The government had issued an RFI for it in 2011 as well as in 2013.

In May last year, the defence ministry had finalised the SP model under which select private firms will be roped in to build military platforms like submarines, fighter jets and choppers in India in partnership with foreign entities.

The policy envisages establishment of long-term strategic partnerships with Indian defence majors through a transparent and competitive process wherein they would tie up with global original equipment manufacturers (OEMs) to seek technology transfers to set up domestic manufacturing infrastructure and supply chains.

Initially, the strategic partners will be selected in four segments - fighter aircraft, helicopters, submarines and armoured fighting vehicles/main battle tanks. It is expected to be expanded to other segments at a later stage.

Madikeri (Karnataka), Aug 23: Defence Minister Nirmala Sitharaman will visit tomorrow the floods and landslide-ravaged Kodagu district, bordering Kerala, where rescue and relief operations are underway in full swing.

The torrential rains that lashed the district last week has left a huge trail of destruction and claimed at least 16 lives. Thousands have been rendered homeless.

Sitharaman is expected to reach Kushalnagar tomorrow morning and scheduled to visit affected areas including Kuvempu Layout, Sai Layout and talk to people there, the Karnataka BJP said.

She will then travel to landslide-hit areas of Madapur and take stock of the situation. After that, she is scheduled to visit a relief camp in Madikeri and interact with the inmates there.

The defence minister will also hold meetings with the district administration and other officials at the Deputy Commissioner's office on the relief and rehabilitation work.

Sitharaman, who is Rajya Sabha member from Karnataka, is the second Union minister to visit the flood-ravaged district, after D V Sadananada Gowda, who also hails from the state.

The visit by the Defence Minister comes a day after state BJP Chief B S Yeddyurappa said he had apprised Prime Minister Narendra Modi about the situation in Kodagu.

Meanwhile, former chief minister Siddaramaiah along with Pradesh Congress chief Dinesh Gundu Rao visited affected areas of the district and took stock of the situation today.

With rains subsiding in the last couple of days, relief and rehabilitation work have gained momentum in Kodagu, where operations to rescue those stranded due to floods and landslides have by and large been completed, according to officials.

The administration was now focused on providing relief and rehabilitating those at the relief camps, clearing blocked roads and restoring electricity.

However, a total of 1,019 rescuers from various agencies arestationed in Kodagu and are screening villages along with NGOs and local community.

An amount of Rs 30 crore has been released to Kodagu by the state government to take up relief works, officials said, adding engineers and personnel from Madras Engineer Group are being deputed to Kodagu for road restoration and debris clearance.

Schools that were shut for over 20 days reopened today, with teachers conducting classes to students at relief camps across the district.

Fifty-one relief camps have been set up in Kodagu that are currently housing 6,996 people.

According to officials, till last evening 4,450 were rescued and brought to safety.

According to preliminary estimates, around 1,118 houses have been damaged.

In Dakshina Kannada, another flood-hit district, five deaths have been reported and over 360 houses have been damaged, according to preliminary estimates.

Rescue teams along with locals are making efforts to rescue animals stranded and affected due to the natural calamity.

Officials said a three-member team from NGRI (National Geophysical Research Institute) headed by Ragavan visited Kodagu and set up a seismic monitoring centre in Navodaya School to closely monitor seismic activity in and around the area.

Also, the three-member team comprising Dr Srinivasa Reddy, Director, Karnataka State Natural Disaster Monitoring Centre and Dr H M S Prakash (former DDG, GSI) are conducting geo-technical studies in landslide affected region of Mangaluru.

Noting that there is loss of certificates, documents and identity cards due to flooding, officials said the government will set up common service centres that will act as single-window system to issue duplicate these documents.

Documents will be issued free of cost or at a nominal cost as deemed appropriate, and there will be no need to file an FIR.

Colombo, Aug 22: Japan wants Sri Lanka's southern Hambantota port to be "free of military activities", the visiting Japanese Defence Minister Itsunori Onedera has said amid concerns in the region over the leasing of the facility to China.

Onedera, who arrived here yesterday, is the first Japanese defence minister ever to visit Sri Lanka. His visit comes amid the regional concerns over growing Chinese influence in Sri Lanka.

Speaking to the Japanese NHK television after his meetings with Sri Lankan President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe, Onedera said he had raised the Chinese issue with Sri Lanka.

"Despite the lease there was an agreement that port remains free of military activities," Onedera was quoted as saying by NHK. He is also scheduled to visit Hambantota.

Sri Lanka and China have entered into a 99-year lease of the Hambantota port which will enable the Chinese to set up an industrial park around the sea port.

Sri Lanka has responded to regional concerns, mostly from India, by saying that China would not be allowed to make any military presence at Hambantota, located on a key sea international shipping route.

Sri Lanka tried to allay New Delhi's fears over Hambantota by entering into a joint venture with India's airports authority to lease out the Hambantota international airport to manage it.

During his meeting with Sirisena yesterday, the two sides had agreed to boost defence cooperation in the maritime sphere. Japan has donated Sri Lanka two coast guards ships.

Onedera will also visit Trincomalee, the eastern Sri Lankan port. Coinciding with his visit is the arrival of the Japanese Naval ship "Ikazuchi" in Trincomalee.

Sitharaman was in the city to take part in the 90th birth anniversary celebrations of Carnatic musician late Madras Lalitangi Vasanthakumari held yesterday.

Washington, Jun 26 : External Affairs Minister Sushma Swaraj and Defence Minister Nirmala Sitharaman will hold talks with their American counterparts Mike Pompeo and James Mattis here next week which experts here hope will help change the current narrative surrounding the bilateral relationship amid economic and trade issues.

Pompeo and Mattis will host Swaraj and Sitharaman in Washington DC for the maiden India-US 2+2 Dialogue, the format of which was agreed between the two sides during the White House meeting between Prime Minister Narendra Modi and US President Donald Trump in June last year.

The July 6 dialogue comes at a time of heightened trade tensions between the two countries.

Last week, India announced a plan to raise tariffs on 29 US imports in retaliation for the US' decision to include India in its list of countries covered by higher steel and aluminium duties.

During their engagement, the four Cabinet ministers are expected to spend time on discussing strategic issues in particular those related to defence, the Indo-Pacific region and the South Asia policy of the Trump administration, in which India has a key role to play, officials here said.

This is going to be the biggest engagement of the year between the two countries.

"It's an enormously positive signal that the 2+2 dialogue is continuing this year. It will provide a good opportunity to change the current narrative surrounding the bilateral relationship," Anish Goel, a senior fellow at New America and a former senior director at the White House's National Security Council told PTI.

"The past few months, we have been stuck on sanctions, tariffs, and other economic and trade issues where the United States and India don't see eye-to-eye. This dialogue will allow them to focus on the strategic issues that are really the backbone of the partnership," Goel said in response to a question.

Goel expects that key issues such as counterterrorism, cyber security, defence cooperation, and regional security will dominate the dialogue.

Alyssa Ayres from the Council on Foreign Relations and a former State Department official under the previous Obama administration anticipates that discussions about shared concerns in the Indo-Pacific and fresh ideas about what India and the United States can do together should take centre-stage during their talks.

"But I can't help adding that the deteriorating tenor of the economic relationship has made me worried for the first time in years," Ayres told PTI.

"So I hope this backdrop does not overshadow the important and urgent cooperation on strategic ties," Ayres said.

Noting that India-US relations enjoyed relative stability in the first year of the Trump administration, Rick Rossow from the Center for Strategic and International Studies (CSIS) observed that negativity now dominates the landscape, particularly on economic issues.

"The 2+2 dialogue must find ways to tangibly move our security partnership forward, and energize our security leaders to intervene in our declining economic relationship before we suffer irreparable harm," Rossow said.

"Our leaders must also set in motion a strategy to ensure that new and revisited sanctions programs against Russia and Iran don't disrupt progress in our emerging relationship," he said.

He was referring to Countering America's Adversaries Through Sanctions Act, signed into law in August 2017 and went into effect in January this year, which mandates the Trump administration to punish entities engaging in significant transaction with the defence or intelligence sectors of Russia.

India, which does business both with Russia, is likely to be hit.   PTI

She said the aim was to make the flagship programme “Make in India’’ successful so that India emerges as a large manufacturing hub.

Given the situation of India being one the largest procurer of defence equipment, Ms. Sitharaman said the emphasis on indigenization was all the more needed in the larger interest of manufacturing.

" We were just inviting the private companies to invest in the power sector in the state and to provide better facilities to the consumers. But still the opposition was doing politics to stall the process," he said.
The CM said still around 7000 majras in the state were yet to be electrified and power theft has turned into a big problem." We need big investments in the power sector so that people in the far flung areas can get uninterrupted power," he said with claiming that after BJP came to power one year back the situation has improved and now all the 75 districts are getting adequate electricity when earlier it was supplied to just four districts.
Yogi also narrated in detail about how the state government has worked for the people of the state." Construction of over seven lakh houses under the 'PM Aawas' scheme along with implementation of the free Ujjawala yojgna for LPG cylinders and Saugbhagya scheme for power connection has benefited the poor in the state a lot," he added. UNI
