Defence Minister Rajnath Singh

New Delhi, Jan 28 :  Senior BJP leader and Defence Minister Rajnath Singh on Tuesday accused opposition parties of misleading the people on the amended citizenship law, NPR and NRC, and said they should not forget their "rashtradharma".

He also asserted that no one's citizenship will be taken away under the Citizenship (Amendment) Act (CAA).

"Some people are playing politics over the CAA, but we will not allow them to succeed," Singh said while addressing an election rally in Kondli for the February 8 Delhi assembly polls.

"I want to ask them (opposition parties) that they perform the duty of an opposition. But they should also not forget their rashtradharma (duty to the nation)," the Union minister said.

Singh said the opposition is misleading the people on the CAA, the National Population Register (NPR) and the National Register of Citizens (NRC).

At another rally in Trilokpuri, he asserted that the Modi government does not do politics over religion.

"On the issue of CAA, they (opposition parties) are trying to write history with the ink of hatred. Protests are being held at several places. The BJP does not do politics over religion..." he said.

New Delhi, Jul 1 :  The AN-32 plane of Indian Air Force that crashed in Arunachal Pradesh killing all 13 personnel on board was completely airworthy, Defence Minister Rajnath Singh informed Rajya Sabha on Monday.

He also said that the accident rate per 10,000 flying hours in the Air Force has come down from 1.04 in 1999 to 0.33 currently.

Replying to supplementaries during the Question Hour, he termed the accident as unfortunate but made it clear that there was no problem with the airworthiness of the aircraft.

He informed the House that a total of 13 people lost their lives in the AN-32 plane crash. The mortal remains of all have been recovered and sent to their families.

"I want to assure the House that our AN-32 fleet is airworthy and there was no problem. But this incident happened, which is very unfortunate," he told the house.

"The average accident rate has reduced from 1.04 per 10,000 flying hours in 1999 to 0.52 in 2004. This has further reduced to 0.46 in the next five years and currently the accident rate is 0.33 per 10,000 flying hours," he said.

The Defence Minister said a court of inquiry had been ordered within hours of the incident, and only after the report is submitted, the reasons for the accident will be ascertained.

"As far as planes are concerned, particularly AN-32 planes, so far 52 have been upgraded, but we cannot say that those planes which have not been upgraded yet are not airworthy. It would not be fair to assume so," he said.

Singh said he will inform the House once he gets information on previous court of inquiries and the shortcomings pointed out by them.

"If there was no improvement, the rate of accidents per 10,000 flying hours would not have come down. There must have been many improvements brought about," he said, while replying to a question on whether any steps have been taken to prevent air accidents.

He told the House that the upgradation of aircraft is a regular process and told a member that the MIG-29s would also come under it.

"The wreckage of AN-32 aircraft which went missing was located on 11.06.2019 in a place 16 km north of Lipo village in Arunachal Pradesh. All 13 personnel on board sustained fatal injuries. Every aircraft accident is analysed through a Court/Board of Inquiry and remedial measures are undertaken accordingly," the Minister said in his written reply.

To another question, the Defence minister informed the House that a total of 6,900 war widows have been provided training so far.

A suggestion to call war widows as 'Shaheed Patni' was also given by BJP member Vinay Sahasrebuddhe.

Singh also said that the OROP demand of ex-servicemen was there for 40 years and the previous NDA government implemented it within a year of coming to power.

New Delhi, Oct 5: Blaming Pakistan for the unrest in Jammu and Kashmir, Home Minister Rajnath Singh Friday claimed that 90 per cent people in the state would like to participate the panchayat and urban local body polls scheduled this month.

The home minister, however, admitted that there were difficulties in bringing back underworld don and 1993 Mumbai serial blasts mastermind Dawood Ibrahim, currently hiding in Pakistan.

Singh said approximately 6,000 terror incidents had taken place in Jammu and Kashmir in 1995 and the number has come down to about 360 in 2017.

"I do agree that the situation in Jammu and Kashmir should improve. But, the problem that we face is mostly because of Pakistan.

"We have always tried to improve relations with Pakistan. But the country will not mend its ways. It continues to sponsor terrorism in Jammu and Kashmir," he said speaking at the HT Leadership Summit here.

Referring to the forthcoming elections to the panchayat and urban local bodies in Jammu and Kashmir, the home minister said 90 per cent people of the state would like to get involve in the poll process, which the current government has started after a long break.

When asked about the several BJP candidates getting elected to the local bodies unopposed, Singh said in the recently held panchayat elections in West Bengal, 43 per cent candidates won uncontested and such things are not uncommon.

Talking about the now-snapped BJP-PDP alliance, he said both the parties had joined hands, honouring the mandate of the last state assembly elections, but the "experiment did not succeed".

Singh said naxalism was the biggest challenge the nation was facing till a few years ago, but the menace has been contained to a great extent now.

"Naxalism was spread in 126 districts and it has come down to just 50-52 districts now, and among them the worst hit is just 10 to 12 districts," he said.

Asked about the arrest of some alleged Naxal sympathisers and terming them as "urban Naxals", Singh said there are people who are trying to incite violence or support violence using Maoism and the government would allow them to do so.

On Congress President Rahul Gandhi's allegation that the BJP has taken over some institutions, Singh said the "allegation is baseless".

"He (Gandhi should have given at least one example where this has happened. We have always maintained the dignity of every institution in the country," he said.

On incidents of lynching, the home minister said even though the law and order is a state subject, the central government has issued a number of advisories to the states asking them to take action.

Commenting on the recent agitation by farmers, Singh said the government has given some promise to the protesting farmers and those will be fulfilled.

"I have invited the protesting farmers and had discussions with them for two-three hours. We have been in touch with the farmers. I spoke to them when they were agitating. We are still in touch with them and are arriving at a consensus on many matters," he said.

New Delhi, Aug 31: Home Minister Rajnath Singh today disapproved the remarks of the BJP's Jammu and Kashmir chief criticising N N Vohra, saying the former Governor had performed with distinction and maintained the dignity of the constitutional post.

In a statement, Singh said the governor's post is constitutional and has its own dignity and it is expected from a governor that he or she performs impartially without fear and favour.

"N N Vohra was an outstanding officer. As a governor, he performed with distinction and maintained the constitutional dignity," he said.

The home minister said people of Jammu and Kashmir appreciated the role of Vohra as a governor for 10 years.

Singh's statement came after president of BJP's Jammu and Kashmir unit Ravinder Raina was heard purportedly saying in a video that the party did not want to continue with Vohra and "our own man" has now been appointed as a new governor replacing Vohra.

Raina has also allegedly said that Vohra used to tom-tom his own achievements.

The home minister said the new governor Satya Pal Malik has a long political career and he was appointed by President Ram Nath Kovind.

"I am sure people of Jammu and Kashmir will be benefitted from his (Malik's) long experience," he said.

Malik was appointed as governor of Jammu and Kashmir on August 21 replacing Vohra.

Malik has been the first career politician to be appointed as the governor of the restive state after Karan Singh, who held the post from 1965 to 1967.

Vohra was a former Union Home and Defence Secretary besides being a principal secretary to the former Prime Minister I K Gujral.

New Delhi, Aug 7: With opposition parties raising serious concern over the alleged sexual exploitation of girls at a children's shelter home in Uttar Pradesh, Home Minister Rajnath Singh today termed the incident shameful and declared that no culprit would escape action.

Singh also told the Lok Sabha that two senior officials of the state government were probing the matter.

Opposition members, including those from the SP and the RJD, raised the issue and referred to a similar incident at Muzaffarpur in Bihar.

"No culprit will escape action", Singh said, adding that the state government has taken quick action in the case. He described such incidents as unfortunate, sad and shameful.

On the action taken, he said the district administrative officer has been suspended and the manager of the shelter home as well as her husband have been arrested.

Additional Chief Secretary and a Director General level officer are probing the case, Singh said.

The Home Minister also said that he would ask the ministries concerned to send out advisories to states to ensure that such incidents do not occur in the future.

Soon after the Home Minister's response, members of the SP, RJD, Congress and TMC staged a walk out from the House.

Amid the protests and heated exchanges between the Treasury and the Opposition benches, Speaker Sumitra Mahajan said everyone is concerned about these incidents which are not good. She urged everyone not to play politics with it.

She suggested that all members should also keep a tab in their constituencies so that such incidents do not happen.

Twenty-four girls were rescued from a shelter home in Deoria in Uttar Pradesh after allegation of sexual exploitation of the inmates came to light a few days ago. As many as 18 inmates are reportedly missing.

Raising serious concerns about the case, SP member Dharmendra Yadav said strict action should be taken against the culprits. Atrocities have been committed against the girls, Yadav said, adding that he does not want to play politics on the issue.

RJD member Jai Prakash Narayan Yadav also raised the issue.

Congress leader Mallikarjun Kharge asked the Speaker to set up a House Committee to probe the incidents which have happened in Bihar and Uttar Pradesh.

Noting that it is a "serious issue", he also said the committee should visit all states and try to find out why such things are happening.

BJP member from Uttar Pradesh Kalraj Mishra said the licence of the children's shelter home was cancelled a year ago and then the matter went to court. The process of shifting the girls and the boys had started, he added.

Holding placards, TDP members also walked into the Well seeking to raise issues related to Andhra Pradesh.

New Delhi, Aug 3: Accusing vested interests of trying to create an atmosphere of fear and communal disharmony on social media over the Assam National Register of Citizen, the government today said there will be no discrimination in finalising it.

Replying to a short duration on the Assam NRC draft issue in the Rajya Sabha on Wednesday, Home Minister Rajnath Singh assured that the names of no Indian citizen will be left out from the NRC as the process was fair and objective.

A political controversy has erupted after the names of about 40 lakh people did not find place in the final draft NRC published on July 31.

The Home Minister also said that the Centre has provided security forces as requested by the state government to ensure peace, harmony and public order.

"The whole process (adopted for NRC) is fair and objective. There has not been any discrimination. I want to assure that there will not be any discrimination in future as well. It is not fair if someone makes such allegations," Singh said as he gave a brief history of the NRC and the Assam Accord of 1985.

He said every country wants to identify genuine citizens and "it is their responsibility", he said and sought the cooperation of all parties on the matter saying it related to national security.

Stressing that the draft NRC was not the "final one", the Minister said all those who have been left out, will get an opportunity to provide the required documentary proof.

"There will not be any coercive action (against those not in the list)," the Minister asserted.

He said "it is unfortunate that an atmosphere of fear has been created. Some confusion has been created through some people. Propaganda has been carried out through vested interest on social media to internationalise the issue and disturb the communal harmony."

Certain people are trying to create communal disharmony and this should not be done, he added.

"I would like to clarify that this is only a draft and not the final NRC. The process has been done under the observation of Supreme Court. The Supreme Court is monitoring the process," he said, adding that the process will be taken to a logical conclusion.

After the Home Minister's reply, several members welcomed the statement, with some seeking clarifications and some others giving suggestions on the NRC.

Chairman M Venkaiah Naidu sought to know if former Prime Minister and member of the House Manmohan Singh would like comment as the Home Minister had taken his name.

The former Prime Minister, however, preferred not to speak.

Naidu also asked the Home Minister to provide written replies to the clarifications raised by the members as the Zero Hour ended and the House took up the Question Hour.

Ripun Bora (Cong) demanded that the guildelines related to the NRC should be further modified as a large number of women and childern were facing difficulties in proving their lineage.

He said West Bengal government had verified only a small fraction of the total 1.2 lakh applications in relation to the NRC.

RJD member Manoj Jha opined that those who were not in the draft list should not be termed as "infiltrators".

Derek O'Brien (TMC) said the matter was not just limited to Assam but was a natinal issue.

He also took a pot-shot at the BJP saying its National President was speaking a different language on the issue than the Home Minister.

As the Chairman asked him to be brief saying he has been a "quiz master", Derek said he is now leader of TMC and no longer a quiz master.

Leader of Opposition and senior Congress member Ghulam Nabi Azad said there could be no compromise with security, sovereignty and territorial integrity of the country.

He suggested that the government as well as the ruling party should speak in one language while higlighting that even the names of people who have served for over 30 years in the army and the airforce were missing from the draft.

Earlier, the Chairman informed the House that a privilege notice has been received from a MP from West Bengal and it was being examined. The notice related to the arrest of TMC MPs in Assam.

The House paid homage to its former member, Bhishma Narain Singh, who passed away on August 1 at the age of 85 years.

New Delhi, Jul 24: The Government will enact a law, if necessary, to curb incidents of lynching, Home Minister Rajnath Singh said today amid Opposition outcry over such incidents.

Opposition parties, mainly the Congress and the Trinamool Congress, raised the issue in the Lok Sabha during Zero Hour and demanded that the Centre take action to curb lynching incidents.

Responding to the criticism, Singh said the government has taken the issue seriously.

A 28-year-old man was lynched on suspicion of being a cow smuggler in Lalawandi village in Rajasthan's Alwar district on Saturday last.

On Monday, the Home Ministry announced setting up of two high-level committees to suggest ways and legal framework to effectively deal with incidents of mob violence and lynching.

The government would look at taking stringent action against culprits and would enact a law, if necessary, to curb incidents of lynching, Singh said.

While one committee is headed by Singh, the other panel is headed by Union Home Secretary Rajiv Gauba.

The committees were set up a week after the Supreme Court asked the central government to enact a law to deal with incidents of lynching and take action on mob violence.

Dhaka, Jul 14: Home Minister Rajnath Singh today held an "extremely fruitful" meeting with Bangladesh Prime Minister Sheikh Hasina during which the two leaders discussed issues of mutual concern, including the menace of terrorism.

Singh arrived here yesterday on a three-day visit.

"Had an extremely fruitful meeting with the Prime Minister of Bangladesh, Sheikh Hasina in Dhaka today. We discussed a range of bilateral and regional issues of mutual interest," Singh tweeted after his meeting with Hasina at her official residence.

"It is possible to uproot militancy and terrorism if all the countries in the region join their hands," Singh told Hasina.

According to a Bangladesh prime minister's office spokesman Singh also told the prime minister, without naming any country, that the expected collaborative actions were not possible due to some nations in the region.

During the meeting, Hasina said that Bangladesh and India have so far settled several outstanding issues, including the land and boundary agreement, through dialogue.

"We expect that the other issues will be sorted out through talks as well," she added.

Hasina reiterated Bangladesh's stand of not allowing its soil to be used by terrorists to carry out their activities against any other country.

After his meeting with Hasina, Singh along with his Bangladeshi counterpart Asaduzzaman Khan Kamal inaugurated the largest Indian visa centre in the world at Dhaka's Jamuna Future Park.

The new integrated state-of-the-art Indian Visa Application Centre (IVAC), spread in an 18,500 square feet commercial area, will replace all the existing centres (Motijheel, Uttara, Gulshan and Mirpur Road) in Dhaka in two phases.

"The new facility would replace all four existing visa centres in different parts of the (Bangladesh) capital and it will be the lone visa centres to receive applications without any prior appointments," the Indian High Commission in Dhaka said in a statement.

Bangladeshis constitute one of the largest number of visitors from a single country to India. Last year, India had issued 1.4 million visas to Bangladeshi nationals, BD News reported.

Five Bangladeshi citizens were issued visas of different categories to mark the opening of the centre, which has 48 counters and other facilities, including food shops.

"The location of the new IVAC inside a spacious and secure shopping mall is expected to provide comfortable and seamless visa services to applicants and is expected to reduce waiting time considerably," the statement said.

During his visit, Singh will co-chair the 6th India-Bangladesh home minister-level talks tomorrow, along with his Bangladeshi counterpart Asaduzzaman Khan Kamal.

External Affairs Minister Sushma Swaraj was also in Mongolia in April this year where she discussed economic cooperation in infrastructure development, energy, services and information technology with her Mongolian counterpart.
