Bhubaneswar, Aug 3: Odisha government has decided to relax the educational requirement for former Maoists to facilitate their skill development training in state-run centres in Left Wing Extremist-affected districts, a senior government official said.

With an increasing number of young Maoists returning to the mainstream, they need to be properly rehabilitated so that they can take up jobs, Sanjay Singh, the secretary of Skill Development and Technical Education, told.

The state government has asked the Director Technical Education and Training (DTET), Cuttack, to relax the requisite educational qualification to facilitate the training of former Maoists in state-run Skill Development Centres (SDC)s and Industrial Training Institutes (ITI), he said.

The state government has already set up five ITIs and 10 SDCs in Maoist-affected districts, Singh said.

Though only four red radicals had surrendered before the police in 2008, the number of surrendered Maoists is on the rise now due to a progressive surrender and rehabilitation policy of the state, a senior official in the Home department said.

Ninety-nine Maoists had surrendered before the police in 2014 and 64 in 2015. At least 31 Maoists had surrendered in 2016 and 26 others surrendered in 2017. Till now, 15 Maoists have surrendered before the police in 2018, the official said.

The state government is hopeful that more Red rebels will surrender before the police after the bridge over river Gurupriya, connecting the cut-off areas with the main land in Malkangiri district, was opened for the public on July 26. (PTI)

KATHUA, JUNE 13: In order to review the arrangements for "International Day of Yoga" being observed on 21st June 2017, Deputy Commissioner Rohit Khajuria held a meeting of officers, here today.
It was decided that the event will be organized at Sports Stadium Kathua where arrangements for large gathering will be made to commemorate the day.
During the meeting DC called for inter-departmental coordination and collaboration between the departments involving all stakeholders of the society for the success of the event.
During the meeting, DC directed the department of AYUSH to provide yoga instructors whereas Health department will ensure participation of trainees and staff along with deployment of Ambulance. The Youth Sports Services department will do ground marking at the venue. The Education Department will ensure the participation of students from educational institutions involving NSS/NCC volunteers, ITI and B.Ed colleges. Other departments viz PHE, ICDS, are directed to look after the water arrangements and public mobilization respectively besides cleanliness and wide publicity of the event are to be ensured by the Municipality and Information department.
Members of social organizations like Art of Living, Patanjali and Yoga enthusiasts assured full cooperation to the administration by helping in wide publicity and providing other logistic support for the success of the event.
The representative of Nehru Yuva Kendra, Government and Private colleges will also provide students, staff and volunteers for the smooth observance of the event. 
ADC, ACD, District Youth Coordinator NYK, CEO, Medical Officers, Executive Engineers, Officers of Police Training School, CEO Municipality, DYSSO, representatives of Government and Private colleges, Patanjali, Art of living were also present on the occasion.

Govt Polytechnic Jammu celebrates annual day
JAMMU, MAY 28: Government Polytechnic Jammu today organized a function to celebrate its Annual day. The occasion also witnessed the Prize distribution among the students with extra ordinary performance in exams and co-curricular activities.    
 Minister of State for Technical Education, Education, Tourism, Tribal Affair, R&B, Rural Development, Information, YSS, Revenue and Culture, Shakti Raj Parihar was the chief Guest.
The 3rd edition of the college Magazine ASPIRE was also released by the Minister.
Speaking at the function, the Minister congratulated the Principal, staff and students for releasing the College magazine and organizing the annual day function. He said that such activities will preserve and further enrich the rich heritage of the institute.
The Minister said Technical Education is vital for producing progressive human resource, which   substantially contribute to industrial growth. He   stressed on improving employability of the students and helping them to explore the avenues and create self- sustainable enterprises in the state.
On the occasion, the Minister also felicitated the meritorious students of the college.
Earlier, the function started with lighting of the ceremonial lamp by distinguished guests.
   Principal of the College, Arun Bangotra, read the Annual report and highlighted the all-round achievements of the college during the year 2017-18.
He called upon the students to work with dedication and optimally utilize their skill to meet the challenges of the competitive world and achieve success in all their endeavours.
The Editors of Colleges Magazine ASPIRE Jasdeep Kour and Sanam Gupta were also awarded by the Minister.
A cultural bonanza was presented by the students depicting rich cultural heritage of the state. The cultural Programme started with a Ganesh Vandana by Palak and Mukesh. A Skit on “No short cut to Hard work” was presented by Nikhil and Group of Electrical Engineering Department. A Dogri Dance was presented by Pupinder Kaur and Group. Mehvish of Computer Engineering mesmerized the audience with her soulful voice by presenting a song. At last Ravjot and group enthralled the audience by Bhangra. Er Jasdeep Kaur, Lecturer I&C conducted the proceedings of the programme.
Vote of thanks was presented by Lecturer, Vandana Chib.

Appeals Pakistan to respect, respond positively to Ramadhan Ceasefire
Announces to examine raising of Police battalion comprising border youth, extending facilities to people living on IB on the pattern of LoC people, raising Border Bhawans in urban areas
JAMMU, MAY 25: Chief Minister, Mehbooba Mufti today visited the border areas of R S Pura, Samba and other places of Jammu province which have been severely hit by the cross border shelling of past few days. She interacted with the affected people and took an on the spot appraisal of their difficulties and demands.
Minister for Relief, Rehabilitation & Reconstruction and Disaster Management, Javed Mustafa Mir accompanied the Chief Minister during the visit.
The Chief Minister visited R S Pura and met the affected people presently put up at the local ITI, Chakroi Farm and Satarian.
Interacting with the people, the Chief Minister said she is deepy distressed and anguished due to the continued flare up on the borders and sought an immediate end to it to save the people of border areas from more losses of life, property and peace. She appealed the leadership of Pakistan to respect the sentiment of Ramadhan and respond positively to the Ramadhan ceasefire announced by the Centre recently. This, she said, has led people of the State to heave a sigh of relief and now the need is to extend this gesture to borders as well for which she asked Pakistan to respond positively. She reminded people that complete peace prevailed along the borders in the State for more than a decade after the ceasfire at borders reached at in 2003.
Respinding to the demands of the local people, Mehbooba Mufti announced that her Government would examine the demand of raising a battalion of JK Police comprising of youth exclusively from border areas. She also assured them that her Government would look into their demand of bringing people living in areas along International Border (IB) at par with those of LoC areas in terms of facilities, perks or any incentives.
The Chief Minister also assured the people that steps would be taken to construct Border Bhawans in urban areas for the people of border areas where they can stay during the difficult times. She said her Governmet has already got the loss to livestock included in the compensation package by the Centre.
Responding to other demands, Mehbooba Mufti said the local hospital at R S Pura would be inducted with more facilities in terms of equipments and manpower and also the local Veterinary unit would  be provided more facilities.
Minister for PHE, Irrigation & Flood Control, Sham Choudhary and MLA, Dr. Gagan Bhagat were present on the occasion.
Later, the Chief Minister visited Samba and interacted with the people from border areas at Thandi Khui and Chichi Mata Mandir.
Here also, the people of border areas raised similar demands and the Chief Minister assured to look into them. She also assured to look into the issues of late settlement of compensation cases and early settlement of other compensation cases.
Minister for Health & Medical Education, Dr. Devinder Manyal was also present on the occasion.
The Chief Minister also gave away Rs. One lakh each to the kin of those killed in the cross border shelling in these areas. This is over and above the ex gratia extended to them by the Jammu Divisional administration already.
Chief Secretary, B B Vyas; Director General of Police, Dr. S P Vaid; Principal Secretary, Home, R K Goyal; Principal Secretary to Chief Minister, Rohit Kansal; Divisional Commissioner, Jammu, Hemant Sharma; IGP Jammu zone, SDS Jamwal and senior officers of Divisional and district administrations also accompanied the Chief Minister during the visit.

Express solidarity with shelling hit families
JAMMU, May 24: Deputy Chief Minister Kavinder Gupta today visited firing affected border villages of R. S. Pura, Suchetgarh and Arnia and took stock of the situation and inspected facilities made available for inmates at the make-shift relief camps.
Accompanied by Minister for PHE, Irrigation and Flood Control Sham Choudhary, Member Parliament Jugal Kishore, Legislators Ravinder Raina and GaganBhagat, the Dy CM took on the spot review of facilities made available at the shelter and relief camps established for border firing victims by the administration at Higher Secondary School R. S. Pura, ITI College R. S. Pura, Chakroi Panchayat GharJojawal and other places.  
The Dy CM asked the concerned officers to make sure that these people do not suffer for want of necessary amenities.  He gave instructions to the concerned agencies to ensure adequate supply of ration, LPG, electricity and other essential commodities to the affected people.
Kavinder Gupta, while interacting with the local people, enquired about the problems being faced by them in the wake of continuous shelling from across the border.  The villagers apprised Dy CM of the need for construction of permanent bunkers. They also demanded for making provision for one room flat at safer places and timely disbursement of compensation to NoK of those killed in cross border firing, etc.
Kavinder, Sham and Jugal Kishore assured the people living in the relief camps that it is the prime concern of the Government to provide every facility to them. They also informed that the Centre Government has already enhanced compensation for Next of the Kin of those killed in border firing from Rs 1 lakh to 5 lakh.
Divisional Commissioner Jammu Hemant Kumar Sharma, IGP Jammu Zone S. D. Singh, Deputy Commissioner Jammu Kumar Rajeev Ranjan, Superintending Engineer PDD, SDM R.S. Pura, Tehsildar R.S. Pura, besides senior functionaries of various department accompanied the Deputy CM.
Earlier, Deputy Chief Minister also attended the last rites of a man who died in cross border firing yesterday. He also conveyed his heartfelt sympathies with the bereaved family and prayed for peace to the departed soul.
Meanwhile, the Dy CM convened meeting at SDM Office R. S. Pura with civil and police administration and had detailed information regarding the measures being put in place to provide necessary help to the affected people.
Kavinder directed the concerned officers to remain available in the camps to redress the problems of the people and ensure provision of all basic amenities so that inmates don’t face any inconvenience on this account.
Deputy Chief Minister also directed the health authorities to provide adequate health care facilities besides asking the concerned to provide mobile health unit for livestock as well.
