JAMMU, JULY 11:  Director Agriculture Jammu H. K. Razdan today visited Ramban and Banihal areas and reviewed the implementation of ongoing farmers’ welfare schemes and programmes in the district.
He also chaired a review meeting of officers and field functionaries at and passed on the instructions given by Advisor to Governor   Khurshid Ahmad Ganai to create awareness among the farmers with respect to various technological advances and outreach to the field to improve this vital sector.
He asked the field functionaries to create awareness regarding various ongoing farmers’ welfare schemes and programmes. 
Implementation and progress of various farmers’ welfare schemes including Soil Health Card Scheme (SCHS), Pradhan Mantri Fasal Bima Yojana (PMFBY), Kissan Credit Card Scheme (KCCS), Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) were also reviewed. He stressed on diversification and adoption of Integrated Farming System through convergence of different schemes and referred the application of sprinkler and Drip irrigation system to achieve the objective of “Per Drop More Crop” under PMKSY in the Vegetable Production Belt in this regard.
The Director also reviewed implementation of DBT in fertilizers and progress in use of POS devices for their sale. He stressed upon the need of promoting the local specialties including solai honey, summer peas, rajmash and vegetables etc.
He also instructed the staff to follow the guidelines and norms while implementing various farmers’ welfare schemes. 
 Razdan instructed the Chief Agriculture Officer and other District Officer to monitor the attendance of all the subordinate offices through the Biometric System. 
Earlier, the director inspected Vegetable Improvement Farm, Thathar, Banihal which is the only farm of the Temperate Zone of Jammu Division for the vegetable seed production. He directed the Farm Staff to make all out efforts to optimize and improve the seeds of vegetables as per seed certification norms.
The meeting at Ramban was also attended by K. K. Gupta, Chief Agriculture Officer, Ramban, h Subash Sharma, District Agriculture Officer (Extension), Ramban, Ilyas Gattu, ASCO, Ramban, Madan Gopal Singh, SDAO, Ramban, P. K. Nagar, Subject Matter Specialist, K. K. Khuda, SCA, Agriculture Extension Officers, Jr AEOs and AEAs.


SAMBA, November 08: A workshop on implementation of Prime Minister Flagship Scheme  Pradhan Mantri Fasal Bima Yojna (PMFBY), was organized for field officers of Agriculture and Horticulture Department, here today.
          Deputy Mission Director PMFBY,  K K Sharma, Chief Agriculture Officer Iqbal Choudhary, Assistant. Director Planning Megha, District Agriculture Officer Vijay Upadhaya, Sub-Divisional Agriculture Officer Samba Sanjay Verma and Oriental Insurance Companys Representative Vijay Kumar were present as facilitators.
          The participants were sanitized on various aspects of crop insurance required to ensure effective implementation of the scheme in Rabi 2017-18.
          During the workshop , the field functionaries were asked to create awareness among farmers for risk coverage on investments on crop husbandry with 90% indemnity. Insurance of Rs.35000/ha for Paddy, Rs.30,000/ha for Maize, Rs.35000/ha for wheat and Rs.70,000/ha for Mango can be availed on minimum premium of 2%, 2%, 1.5% and 5% respectively. All Farmers, Loanee, Non-Loanee, Tenants, Sharecropper can be covered under the Scheme.
It was apprised that minimum Target of 7476 ha under wheat has been fixed for Rabi 2017-18, whereas, 2718 ha under Paddy & 1221 under Maize have been covered under insurance in Samba District during Kharif 2017.
The workshop saw discussion on all aspects of crop insurance alongwith close coordination with Revenue Department especially location of CCE plot in advance taking Khasra No. and random table, need for complete record of crop cycle with supporting pictures/videos was highlighted for settlement of claims. It was also cleared that Block is a Reference unit Area and not a village. Crop Yield of block based on 16 CCE  is the basis of assessment in reference to the  yield of last 7 years.
Deputy Mission Director, K K Sharma directed the field staff to submit information regarding crop cuts already conducted, for uploading in the Insurance portal.

District Agriculture Officer (Extension), Samba has been nominated as Nodal Officer for PMFBY Scheme in the district.
Chenani, November 02: Member Legislative Assembly (MLA) Chenani Dina Nath Bhagat today conducted extensive tour of Chenani Constituency and laid   foundation of various developmental projects of public importance. He also received first hand appraisal of pace of progress on the developmental activities being carried out by various executing agencies in the area.
During the tour, the MLA laid foundation of footpath at Sudhmahadev. The construction of footpath at GowKaran Sudhmahadev was the long pending demand of the people of the area which would be executed by utilizing Rs. 6 lakh. He also kick started work on tractor road from Sudhmahadev to Pendu Sheeri on which Rs. 5 lakh would be expended.
 He also distributed Soil Health Cards at an Awareness camp organized by the Department of Agriculture, Zone Chenani at Mantalai.
Addressing the farmers, Bhagat said that the Government has launched various schemes including Pradhan Mantri Fasal Yojana (PMFBY) and Pradhan Mantri Krishi Sinchai Yojana (PMKSY) for the holistic development of the farming community.  He said that organization of such awareness camps are beneficial to sensitize the farmers about the schemes launched for their welfare and disseminating the knowledge of latest techniques and tools used in farming. These interventions are aimed at to achieve the goal of doubling farmers income by 2022 as suggested by the Prime Minister Narendra Modi he added. He announced Rs. 5 lakh out of his Constituency Development funds for construction of small ponds for irrigation purpose in the area.

Earlier, he chaired a meeting of Rogi Kalyan Samiti at Sub-District Hospital Chenani. The MLA stressed on the need for proper patient care in the hospital. He asked the medicos and para-medicos staff of the hospital for delivering their services in a missionary zeal. He asked the hospital management for timely submission of requirement of medicine and other disposable items for hospital use so that it could be arranged timely. He also asked for maintaining proper sanitation in and around the health institution.
'86000 farmers avail crop insurance facility in Jammu'


SRINAGAR, SEPTEMBER 5: Chief Secretary B B Vyas today chaired the 5th meeting of State Level Committee on Crop Insurance (SLCCI) of Pradhan Mantri Fasal Bima Yojna at the Civil Secretariat here.
The meeting was also attended by Financial Commissioner, Revenue, Lokesh Jha, Principal Secretary, Agriculture Production, Sandeep Kumar Naik, Principal Secretary Finance, Navin Kumar Choudhary, Principal Secretary to Chief Minister, Rohit Kansal, CGM NABARD, S K Majumdar and other officers of Finance, Agriculture Production, Revenue and other allied departments.  
During the meeting, the Chief Secretary was told that the insurance scheme has already kicked off with more than 86000 farmers insuring their crops such as Maize, Paddy, Oilseed and Mango in Jammu region while the scheme hasn't been launched in Kashmir division where the insurance companies are quoting very high premium.
According to officials, a private insurance firm has sought award cost of Rs 326 crore for one calendar year covering Maize, Paddy, Oilseed, Apple and Saffron crops in three districts of Ganderbal, Budgam and Kupwara alone with total sum assured of Rs 1027 crore.
"There's no way the State will go ahead with the tender (of private firm) unless the fundamentals are settled. We must first establish a standardized cost of production and scale of finance for crops grown in both Jammu and Kashmir regions, such as Maize and Paddy, to understand the disparity in premiums," the Chief Secretary said.

He directed the officials to compile the list of incidences of crop damage or production in Jammu and Kashmir and also suggest an ideal or possible rate of premium, "We can also consider involving central insurance companies for a period of two years. The state will write to the Centre to extend the deadline of the scheme," he said, while setting October 5 as the next date of meeting of the SLCCI.


JAMMU, SEPTEMBER 01, 2017:  Director Agriculture Jammu H.K Razdhan inaugurated one day Training Programme on Crop Cutting Experiments (CCEs) on the field crops of Paddy, Maize, Potato & Saffron under Pradhan Mantri Fasal Bima Yojana (PMFBY).
The programme was organised by Deputy Mission Director PMFBY K. K. Sharma, SMS (RL) under the instruction of Mission Director PMFBY (J&K) Altaf Aejaz Andrabi. The training programme was attended by Deputy Director Agriculture (Central), C. M. Sharma, Agriculture Economist, S.K Kapahi, Chief Agriculture Officer, Jammu  R. L. Bhagat. CAO Poonch, Romesh Mishri, SMS (DL) Udhampur, Ravinder Thaploo,  Deputy Director (P&S), Shashi Bala besides District liaison Officers, Field Functionaries and representative from the Implementing Agencies.
Speaking on the occasion Director Agriculture Jammu laid stress on conducting of Crop Cutting Experiments (CCEs) @ 16 crops cuts per notified crop in each notified block as required  under the operational guidelines of the scheme. He also apprised the house that there will be a single series of CCEs for the general crop production estimates and will be the ultimate factor in the assessment of losses occurred to the crop due to various risks under coverage of the scheme. He also emphasized that these CCEs will form the base for the yield assessment of crops at block level and will determine the crop losses if any, over the threshold yield.

Deputy Mission Director, PMFBY gave a detailed presentation on importance of CCEs, drawing of random numbers, marking of the plot including the process of threshing and drying. Pradeep Kumar, Liaison Officer, PMFBY gave a detailed lecture on practical aspects of the CCEs. Shrikant Sharma, VAEA gave a detailed presentation on uploading of crop cut- data on mobile app (CCEs Agri) for recording and management of crop cut data on the National portal (agri-insurance.gov.in) for its validity.


New Delhi, Aug 21 :  Prime Minister Narendra Modi today reviewed the progress of two key schemes related to the agriculture sector -- Soil Health Cards and the Pradhan Mantri Fasal Bima Yojana. The Prime Minister was informed that 16 states/UTs have completed the first cycle of Soil Health Cards distribution, and the remaining states are likely to complete the same within weeks, a statement said here. Reviewing the progress, the Prime Minister said appropriate checks should be undertaken for variation, both within a sampling grid, and across different soil testing labs. This would help ensure quality in the reports, he added. Mr Modi further emphasised that soil health cards should be printed in the local dialect of the area, so that the farmers are able to read and understand them easily. Encouraging the rapid adoption of latest technology, he said soil testing should eventually be possible through hand-held devices. The Prime Minister urged the officials to explore the possibility of involving start-ups and entrepreneurs in this exercise. On Pradhan Mantri Fasal Bima Yojana, Mr Modi was informed that in Kharif season of 2016 and Rabi season of 2016-17, claims of over Rs 7700 crore have already been paid, and more than 90 lakh ryots have been benefited. The officials further apprised the Prime Minister that latest technology, including smartphones, remote sensing, satellite data and drones are being used for speedy data collection with regard to crop insurance claims. Senior officials from the Ministry of Agriculture, NITI Aayog and PMO were present during the review meeting, the statement added. UNI


New Delhi, Aug 3 : Prime Minister Narendra Modi today held an informal meeting with BJP MPs from the states of Goa and Maharashtra, where he asked them to garner public support for the various schemes launched by the government. The MPs apprised the Prime Minister about the various developmental works going on in the two states, at his official residence. Mr Modi told the MPs to garner people's participation in the schemes, while encouraging them to avail benefits of the schemes launched for them. Talking about the Pradhan Mantri Krishi Sinchai Yojana (PMKSY) and the Pradhan Mantri Fasal Bima Yojana (PMFBY), the Prime Minister said more and more farmers should join the schemes. Union Minister for Road Transport & Highways and Shipping Nitin Gadkari attended the meeting, presided over by Union Minister for Parliamentary Affairs Ananth Kumar. UNI 
Alleging that much publicised Centre sponsored schemes for farmers have proved illusory, Centre of Indian Trade Unions (CITU) state president Mohammad Yousuf Tarigami today


Srinagar, Jul 19 :  Alleging that much publicised Centre sponsored schemes for farmers have proved illusory, Centre of Indian Trade Unions (CITU) state president Mohammad Yousuf Tarigami today said the real issue which farmers are facing and demanding since long is fair price for their produce. “Much publicised schemes like Pradhan Mantri Fasal Bima Yojana (PMFBY) and Pradhan Mantri Krishi Sinchai Yojana (PMKSY) have proved illusory,” said Mr Tarigami while addressing a one-day convention held by Jammu and Kashmir Kisan Tehreek (JKKT) in south Kashmir. In the case of PMFBY, Mr Tarigami, who is the lone CPI (M) MLA, said the allocation has overwhelmingly gone to pay private insurance companies rather than to benefit farmers. He said the present allocation for irrigation will not even mean Rs 10,000 per hectare of unirrigated land under PMKSY. “The real issue which farmers are facing and demanding since long is fair price for their produce by ensuring a minimum support price for all crops to cover the production plus 50 per cent profit,” he said. He demand despite repeated promise/assurances has not been conceded till date. Mr Tarigami stressed that all the kisan unions irrespective of their affiliations must come together for a united struggle to get their legitimate demands viz waiver of loans and minimum support price accepted. He appealed to the peasants/farmers to come out of any illusions and prepare for united struggles. UNI


Committed to double farmers income by 2022

SRINAGAR, JUNE 20: Minister for Agriculture, Ghulam Nabi Lone Hanjura today announced that Pradhan Mantri Fasal Bima Yojana (PMFBY) will be soon launched in Kashmir valley after it was successfully launched in Jammu region.
Reviewing an ICAR Regional Committee state level meeting, the Minister expressed hope that government is committed to double income of farmers in State by 2022.
Hanjura said that State Government has already announced several innovative schemes for farmers with the intension to uplift their income and Government will soon launch PMFBY for farming community of valley after the scheme was successfully launched in Jammu region. He said that the scheme would compensate farmers incurred due to natural calamities.   
The Minister said that with the introduction of latest Agricultural Techniques and practices he is hopeful that farmers income would be doubled in the State by 2022.  He said besides, other things theapproach recommended by agriculture experts to double the income of farmers in a given time-frame will also be adopted in true spirit.
The Minister also reiterated the need to increase farm productivity, quality production, reducing cost of production, access to market for better realization of farmers produce, policy support and infrastructural development.
He mentioned that preservation and processing of agricultural commodities would not only reduce the wastage, but would also ensure the stable and assured market for the farmers, adding it will eventually increase their income.
The Minister exhorted upon the scientists of the both Jammu and Kashmir agricultural universities to make all out efforts in realizing the Prime Ministers goal of doubling the farm income and advised them  to redouble their efforts in reaching the farming community.
He hailed both the Universities for their excellent research output and advised them to take their research to the farmers.
The Minister stressed on need to take benefits of various State Government schemes so that the State dependency on other states could be reduced. He said presently 70 percent of goods are being imported from other states and by taking benefit from the State schemes the dependency could greatly be reduced.
The Minister also released two publications of SKUAST University, Journal of Research and Butterflies of Kashmir Himalayas.

RAJOURI, JUNE 14: District Administration Rajouri is celebrating "Making of Developed India Festival" at Government Higher Secondary School Rajouri from June 16th to 18th.
The festival will be inaugurated by District Development Commissioner, Dr. Shahid Iqbal Choudhary, at 09:00am, Friday, at GHSS Rajouri wherein an exhibition highlighting progress and achievements of different government departments will be held.
Departments have been directed by the DDC to showcase developmental works, highlighting achievements, and display material on awareness regarding development and welfare schemes.
There will be guidance sessionsby the experts on various State and Centrally Sponsored Schemes.
Focus will be on awareness sessions by resource persons on Beti Bachao Beti Padhao, DDUGJY, PMFBY, SBM, MGNREGA, PMAY, MIDH and other State and Centrally Sponsored Schemes.

Beside appealing general public to participate in 3-day festival, the DDC has instructed concerned officers to ensure presence of students, teachers, aanganwadi workers and PRI members.
