Issues on spot orders for release of Rs 5 cr additionality, procurement of dewatering pumps, flood protection works
ANANTNAG, JULY 3: Continuing with his outreach and developmental review programme, Governor Sh.  N.N Vohra visited Anantnag today. This was his second field visit; he had visited Budgam yesterday and chaired a similar review meeting. After arrival Governor chaired a meeting of Legislators and representatives of political parties and heard their views and suggestions about the problems in their areas. They raised several developmental issues, particularly those relating to flood protection; augmentation of water supply and power and speeding up of road connectivity projects. Among those who met the Governor were Sh. Nazir Ahmad Laway, MP; Sh. Abdul Rehman Veeri, Sh. Altaf Ahmad Wani, Sh. Abdul Rehman Rather, Sh. Abdul Majid Bhat (Larmi), Sh. Farooq Ahmad Andrabi, all MLAs; and Sh. Sofi  Mohd. Yousuf and Sh. Tassaduq Hussain Mufti, MLCs; and senior representatives of INC and CPI(M). Governor observed that prompt and effective action would be taken on the issues raised by the Legislators and the Administration would be geared up to meet the expectations of the people. Taking note of suggestions relating to flood protection and treatment of hot spots raised Governor directed the Deputy Commissioner and the District, Divisional and State Level heads of all the executing agencies to immediately commence repair and maintenance of all flood protection works. He directed the DC to also have an immediate safety audit  conducted of all the bunds and embankments and ensure immediate repairs, wherever required. He also issued instructions regarding the procurement of an adequate number of de-watering pumps.
 After his discussions with the political leaders Governor chaired a high level meeting of State, Divisional and District level heads of departments and undertook an extensive review of the development projects in the various sectors and informed the meeting that while the previous year saw an expenditure of rupees 199.03 crore the allocation for the current year is pegged at rupees 199.8 crore. He also highlighted the progress in the different sectors and informed that during the previous financial year more than 394.50 kms of roads had been macadamized in the district; 13 PHE Schemes, 3 Minor Irrigation Schemes, 7 R&B Schemes and 5 Bridges had been completed and commissioned. He also gave an overview of the progress under THE various  Centrally Sponsored and All India Flagship Schemes and stated that every effort was being made to access all available resources from the funding agencies but to also complete the works within the stipulated time frames.
 Referring to the schemes which were yet incomplete, despite full funding being available, Governor directed the executing agencies to immediately accelerate the pace of work and complete all the schemes without any further overruns. He also directed Principal Secretary Planning and Development to make available sufficient resources for land acquisition and utility shifting so that they do not become bottlenecks in the execution of various projects.
 While reviewing the Education sector, Governor noted there were 92 schools in the district without supply of drinking water and 27 schools without toilet facilities. He directed the DDC to ensure that toilet and water facilities were provided to all schools in the districtwithin 30 days. In the Health sector, Governor expressed satisfaction at Hepatitis C testing in the district and directed Director Health Services to urgently provide mammography diagnostic equipment to the District Hospital. He also directed the DC and Health authorities to conduct an audit of all ongoing construction works and ensure their early completion.
District Development Commissioner raised demand for adequate funds for the completion of ongoing and languishing projects in the district. Governor issued on spot instructions for the release of an additional rupees 5 crore, including an untied amount of Rs 1 crore to be provided for the discretionary utilisation of the DC. As regards the larger projects he asked Advisor Vyas to analyse the requirements.
Advisor Sh. B. B Vyas, Principal Secretary, Planning Development & Monitoring Department, Sh. Rohit Kansal and Divisional Commissioner Kashmir, Sh. Baseer Ahmad Khan, accompanied the Governor on his visit.

Kolkata, Apr 10: Seven National Parties (BJP, INC, BSP, NCP, CPM, CPI and AITC) have declared a total income of Rs 1,559.17 crore collected from all over India.
The seven National Parties declared a total expenditure of Rs 1,228.26 cr, an ADR statement here on Tuesday said.
This report, prepared by Association for Democratic Reforms (ADR) focuses on Income and Expenditure of Bharatiya Janata Party (BJP) and Indian National Congress (INC), during the Financial Year 2016-17, as submitted by the parties to the Election Commission of India (ECI).
BJP declared the maximum expenditure of Rs 710.057 cr during FY-2016-17 while INC incurred a total expenditure of Rs 321.66 cr (Rs 96.30 cr more than its total income).
Between FY 2015-16 and 2016-17, the income of BJP increased by 81.18 per cent (Rs 463.41 cr) from Rs 570.86 crduring FY 2015-16 to Rs 1,034.27 crduring FY 2016-17 while the income ofINC decreased by 14 per cent (Rs 36.20 cr) from Rs 261.56 cr during FY 2015-16 to Rs 225.36 cr during FY 2016-17.
BJP and INC have declared donations/contributions as one of their 3 main sources of income. BJP- Rs 997.12 cr and INC- Rs 50.626 cr.
Grant/ donations/ contributions of Rs 997.12 cr declared by BJP forms 96.41 per cent of the total income of the partyduring FY 2016-17. 
Declaration of Rs 115.644 cr under Revenue from issuance of Coupons by INC forms the top most income of the party, contributing 51.32 per cent of the total income of the party during FY 2016-17. UNI

New Delhi /Mumbai, Mar 9: Admitting that the Indian National Congress was 'outmarketed ' by the Bharatiya Janata Party in the 2014 Lok Sabha election, chairperson of the Congress Parliamentary Party Sonia Gandhi on Friday said the party needs to develop new ways to connect with people.
'We were out-marketed.by the BJP (in the Lok Sabha polls), ' the former Congress party president said at the 'India Today' conclave in the financial capital of the nation. 
Asked if she had any suggestions for the INC and its present chief Rahul Gandhi, she said,' Our party needs to develop new ways to connect with people. We have to look how we project our programs and policies.' UNI

New Delhi, Mar 6: Union Parliamentary Affairs Minister Ananth Kumar on Tuesday accused the Congress party of 'running away' from debate on banking irregularities in Parliament as, he said, 'many skeletons will tumble out their cupboard.'
Addressing mediapersons here, Mr Kumar said that after Speaker, Sumitra Mahajan accepted the Congress notice for debate under Rule 193 which calls for suspension of business, the INC had a change of mind this morning and sought debate under another Rule invoking adjournment motion and voting.
'Mr Mallikarjun Kharge is a senior Congress leader. I want to know what is the gyan (realisation) he got today after the return of Congress President Rahul Gandhi from Italy, that he wanted to change the Rule after the Speaker admitted notice under the Rule 193,' Mr Kumar asked. 
After the Lok Sabha was adjourned for the day amidst disruptions, Minister of State Arjun Ram Meghwal and BJP Chief Whip Rakesh Singh met senior Congress leader Sonia Gandhi but the issue was not resolved. Mr Kharge was present in the meeting, the Union Minister said.
As for the Congress party charge that their notice under Rule 193 did not seek discussion'over the years,' Mr Kumar said that the Speaker had received several notices for debate on banking irregularities. The notice given by NK Premchandran (Revolutionary Socialist Party) and KC Venugopal (Indian National Congress) read, 'To raise a discussion on alleged systemic irregularities in banking sector over the years and its impact on Indian economy.
'It is the Speaker’s prerogative what notice she accepts and the average language used in the day’s agenda. This notice was discussed in the Business Advisory Committee meeting and the members concerned are aware of the wording in the agenda. Priority has been given to their notice over budget business,' Mr Kumar said.
The Minister said the Congress must answer to the nation what problem do they have with discussing banking irregularities over the years. 'You cannot say Non-Performing Assets started in 2014 or Karti Chidambaram scam started in 2014 or Punjab National Bank scandal started in 2014. It all started much before.' 
Urging the Congress party to allow debate in Parliament on the banking irregularities issue on Wednesday, Mr Kumar said, 'We are not adamant. We will persuade them.'
On other parties including Shiv Sena, Telegu Desam Party, All India Anna Dravidra Munnetra Kazhagam and All India Trinamool Congress disrupting Lok Sabha proceedings, Mr Kumar said,' They all have regional issues. We will talk to them.' UNI

Shillong, Feb 16: The Election Commission (EC) today said the matter of Meghalaya Director General of Police SB Singh allegedly campaigning for Chief Minister Mukul Sangma, filed by BJP is being looked into and necessary action will be taken if found guilty.
“BJP has given a complaint and we are gathering the facts. Whatever, fact that has been gathered till now NPP has withdrawn its complaint and BJP’s complaint that INC is using officials, so far we have not received anything on this issue but the process is on. Whatever emerges, the Commission will take necessary action,” CEC OP Rawat told reporters here.
On being asked about poll-prepardness in all the three states – Tripura , Meghalaya and Nagaland, Mr Rawat said all the three states have their own peculiarities. The EC has taken adequate measure to ensure free and fair election. 
To stop using hate speech during polls, the CEC said, “We have been getting feedback from the political parties and this issue will be look into. We must ensure this thing should not go on and vitiate this election.”
On militancy in Garo hills, he said, ' the issue has been raised by some parties and close monitoring has been initiated by the force. It is not that serious. Even the slightest aberration will be nipped in the area.”
To stop use of cash and other illegal activities to voters, Mr Rawat said GPS has been brought for swift action so that flying squad can move in the direction from where the complaint has been received.
Questioning on use of muscle power, he said, the commission was aware of the village council and it would urge them not to involve in any unlawful activities.
According to Mr Rawat, “there are a total of 3083 polling stations (3082 main and one auxiliary) at 2531 polling stations. Voters assistance booth will be set up at all polling stations. The total electorate is 18,44,785. Out of which 18,42,163 are general and 2621 service electors. In general electors, 9,12,849 are male while 9,29,314 are female. The number of first time voters are 89,045.”
He said that VVPATs will be used in all the 3083 polling station and the Commission has directed that one polling station of each constituency shall be randomly selected and VVPAT slips of this polling station shall be counted and matched with EVM results.
The CEC said that till February 13, cash, liquor, narcotics seized by the authorities were—cash Rs 17,25,000 and liquor 20,934.66 litres.
“ I am happy to inform you that one all women managed polling station in the 60-assembly constituencies will be set up. All such polling stations will be given a unique identity with a maroon coloured sign board / banner.Sixty seven all women managed polling stations will be there," he said.
For person with disabilities, Mr Rawat said, “ comprehensive and consolidated guidelines will be issued for making special arrangements like all premises will be provided with sturdy ramps (temporary or permanent) for barrier free access and proper link roads to polling stations. A total of 4096 person with disabalities have been mapped to 1404 polling station in the state. Social welfare department will also be engaged.”
The Election Commission has also made arrangements for solar lanterns and emergency where electricity is not accessible. 
Polling for the coming election is scheduled on February 27 and the results will be announced on March 3. UNI

Kohima, Feb 13: The chief ministerial candidate of the Nationalist Democratic Progressive Party (NDPP) Neiphiu Riohad a dramatic win when he was declared uncontested from the Northern Angami-II assembly constituency after the lone NPF candidate Chupfuo Angami withdrew from the race on the last day for withdrawal of nominations yesterday.
With the election of Rio, now the total number of candidates in the fray for the 13th Nagaland Assembly elections, to be held on February 27 for the 59 Assembly constituencies, are 195 with NPF 58, BJP 20, NPP 25, NDPP 39 (out of 40 as one uncontested), JD (U) 13, LJP 2, NCP 6, Independents 11, AAP 3 and INC 18, an official release said. 
The newly floated Nationalist Democratic People’s Party led by former chief minister Neiphiu Rio, which is recognised by the Election Commission, has opened its first catalogue for the Assembly poll in Nagaland and Rio was the first candidate to win the seat of NDPP.
The winning of Rio, the three-time Nagaland Chief Minister, also means that Naga Peoples Front (NPF) has lost one seat to NDPP out of the 59 seats the party is contesting. Northern Angami-II assembly constituency has been Neiphiu Rio’s stronghold since his first electoral win in 1989 and which he retained consecutively in 1993, 1998, 2003, 2009 and 2013. 
After Rio was declared uncontested, the NDPP will now contest 39 seats and BJP 20 seats, as per the seat sharing formula.
Addressing an election rally of the NDPP election campaign yesterday at Chiechama 
under his constituency, prior to being declared uncontested, Rio said greed for power had destroyed everything in Nagaland- its image and that of Nagas as a whole. On the sealing of a pre-poll alliance with BJP, Rio recalled his meeting with Central BJP president Amit Shah who proposed a triangular alliance between NPF, NDPP and BJP considering their 15 year alliance with NPF. 
Referring to the fears being expressed in some quarters by NDPP’s pre-poll 
alliance with BJP, a party perceived as a rightwing Hindu party, Rio said the Church’s apprehension stemmed from the happenings in some parts of the country. He, however, pointed out that no communal tension was witnessed during his chief ministership. 
Rio said in 2015-2018 all legislators became a part of the Government and there was no opposition. However, the activities of the Government were not acceptable to many as the targeted beneficiaries of many welfare schemes were deprived of benefits and thus compelling people to act like the Opposition. 
Rio also expressed happiness after having been declared a winner uncontested 
and thanked Chupfuo for withdrawing his candidature. Rio also exuded confidence 
that NDPP-BJP alliance would get absolute majority and form the next Government. UNI

Lucknow, Dec 2: Ten leaders from Uttar Pradesh, who are also the members of Pradesh Congress Committee, led by former minister Ram Krishna Dwivedi, on Saturday filed papers in support of the party vice-president Rahul Gandhi for the December 17 election for the post of INC chief.
Mr Dwivedi said all Congress workers want Mr Rahul Gandhi to become party president.
The papers were filed before the state returning officer and senior Uttarakhand leader Kishore Upadhaya at the state Congress party headquarters.
Mr Upadhaya told UNI that proposals for the post of party president would be accepted till December 4 and scrutiny of the papers would be done the next day. The deadline for withdrawal of nominations is 11th December.
'If there is more than one candidate, then polling will be held in all the state capitals on December 17 and counting of votes will be done on December 19,' Mr Upadhaya said.
Mr Upadhaya said if there was no candidate except Mr Rahul Gandhi, then his name would be announced as party president on December 11 at 1500 hrs after the withdrawal deadline ends.
In October, the UP Congress Committee had authorised the national president to select names of All India Congress Committee members from the state and unanimously propose the name of Mr Rahul Gandhi for the party president’s post. In the next two days, more proposals could be filed in support of Mr Rahul Gandhi in UP. UNI

Shimla, Nov 9: Polling began on Thursday morning in 68 Assembly segments of Himachal Pradesh at 0800 hrs amid tight security. 
Chief Electoral Officer of State Pushpender Rajpot said barring minor snags in few EVMs, polling in a single phase began as scheduled. With 337 candidates, including 19 women in the fray, BSP is contesting from 42 seats, BJP-- 68, CPI-- 3, CPI (M)-- 14, INC-- 68, NCP-- 2, SP-- 2, Swabhiman Party-- 6, Lok Gathban Party-- 6, Rashtriya Azad Manch-- 4, Nav Bharat Ekta Dal-- one, Bhartiya Himachal Jan Vikas Party-- one, All India Manavadhikar Rajnaithik Dal-- one, Bahujan Mukti Party-- one, All India Forward Bloc-- two, Samaj Adhikar Kalyan Party-- two, Janral Samaj Party-- one and Rashtravadi Pratap Sena on one seat and Independent 112 seats.
The state has 68 seats in unicameral legislative house with 48 seats reserved for general, 17 for Scheduled Caste and three for Schedule Tribe. As many as 50,25,941 voters, comprising 25,31,321 males, 24,57,032 females, 14 third genders and 37,575 service voters, would cast their franchise to elect their representatives in 7,525 polling stations . About 1,36.029 voters (1.84 per cent ) between age group of 18 and 19 would press EVM buttons for the first time. Polling would last till 1700 hrs.  UNI

SRINAGAR, JUNE 28: A delegation of the Indian National Congress (INC) comprising Sh. Ghulam Nabi Monga, Member Legislative Council (MLC); and  Members Legislative Assembly, Sh. Haji Rashid, Sh. Muhammad Amin Bhat and Sh. Usman Majid met Governor N.N. Vohra at the Raj Bhavan here today.
 The delegation apprised the Governor about their views regarding the implementation of the Goods and Services Tax (GST) in the State and status of ongoing consultations between the Government and their Party on this important issue; the prevailing law and order scenario in the Valley and the measures required to be initiated to bring peace and normalcy in the State.
 Governor advised the delegation to keep the interests of the consumers and the State foremost during their consultation with the Government regarding implementation of the GST, being held on 29th June 2017, and urged them to continue their sustained efforts for bringing peace and development in the State.
