Lucknow, May 29:
SP chief Akhilesh Yadav today termed as a "dangerous trend for democracy" EVMs developing snags in "areas having SP and RLD influence" and demanded that all future elections be conducted through paper ballots.
"Complaints in large numbers have been received of EVMs and VVPAT developing snags in areas where SP and RLD have good influence during yesterday's polling...it seems as if this has been done as part of a design," the SP chief told newspersons here.
The Samajwadi Party president alleged that people in large numbers could not exercise their franchise yesterday.
"Common people have also lost faith in EVMs...officials did not take the issue seriously...this is a dangerous trend for democracy," he said.
The former chief minister said his party had said it earlier too and wants to make a fresh demand that all future elections be conducted through paper ballots.
"This will strengthen democracy...I will ask other political parties, will also write to them, that all should unitedly put forth their views against EVMs...there are many countries which are ahead of India in many things but have faith in paper ballot rather than EVMs for conducting elections," the SP president said.
To a question as to whether any peoples' movement will be launched on this issue, Yadav said first he will talk to all political parties on this issue.
"Earlier when a meeting was convened on the matter, the Congress had not participated in it but they are also in favour of this now...my effort will be to first talk to all and then take decision," he stressed.
To a question, he termed Prime Minister Narendra Modi's road show on the Delhi-Meerut Expressway on May 27 near Kairana as an attempt to influence the by-election.
"The prime minister participated in a roadshow and in his speech also talked about quota within quota...we say that if you really want to give quota to backwards and most backwards then you first need to have their numbers counted and only then give them their right and honour as per their population. But, since you only wanted to influence the bypoll, you just made a mention of it (in your speech)," Akhilesh said.
To a question, the SP chief said he will contest the next Lok Sabha election but the seat will be decided by the party.
He also paid homage to former prime minister Chaudhary Charan Singh on his death anniversary today. (PTI)

New Delhi, Mar 27: In a crucial political battle for both the Congress and the BJP, the Election Commission on Tuesday announced that Karnataka assembly election will be held on May 12.
The result of 224-member assembly will be declared on May 15, said Chief Election Commissioner OP Rawat.
The term of the current legislative Assembly ends on May 28.
In a briefing to mediapersons here, Mr Rawat said, all the political parties in Karnataka demanded that polls be held in a single phase. After considering their demands and ground realities, the Commission decided to hold the poll on May 12.
“Keeping in view climate conditions, academic and exams calendars, major festivals, availability of central police forces, the Commission decided to conduct the polls on May 12”, said Mr Rawat.
The notification for poll will be made on April 17 and the last date for filing nomination will be April 24, the Commission said.
Scrutiny of nomination papers will be held on April 25 while and the last day for withdrawing nomination will be April 27.
Karnataka has 4.96 crore voters and VVPAT will be used in the polls, the Chief Election Commissioner said.
He also said that adequate central armed forces will be deployed in the state to hold a free and fair election.
Karnataka is facing a tough battle with Congress projecting incumbent Chief Minister Siddaramaiah as its chief ministerial face, the BJP is contesting the election under former Chief Minister BS Yeddyurappa. The third force led by former Prime Minister HD Deve Gowda’s Janata Dal (Secular) in alliance with Mayawati-led BSP.

Lucknow, Mar 13: All eyes are on tomorrow's counting of votes for the Gorakhpur and Phulpur Lok Sabha bypolls, where polling was held on March 11.
The bypolls were necessitated after Uttar Pradesh Chief Minister Yogi Adityanath and Deputy Chief Minister Keshav Prasad Maurya vacated the Gorakhpur and Phulpur seats respectively, following their election to the Uttar Pradesh Legislative Council in September last year.
The BJP has fielded Kaushalendra Singh Patel from Phulpur and Upendra Dutt Shukla from Gorakhpur against the SP's Pravin Nishad and Nagendra Pratap Singh Patel respectively. Sureetha Kareem is the Congress candidate from Gorakhpur. The party has fielded Manish Mishra from Phulpur.
The Election Commission here on Tuesday said all preparations for smooth conduct of the counting have been done in Gorakhpur and Allahabad. The counting will start at 0800 hrs on Wednesday and the results are expected by late afternoon.
In both the by-elections, the EVMs, equipped with VVPAT where the voters can see for whom they have voted, were used while Electronically Transmitted Postal Ballot System were used to dispatch postal ballots to eligible service voters in the constituencies.
The elections will be seen as a referendum for Mr Adityanath, as he himself has been a five-time MP from the temple town of Gorakhpur. BJP has a stronghold on the seat from where it has won since 1989.
On the other hand Phulpur, once the bastion of the Congress and represented by country's first Prime Minister Jawaharlal Nehru, witnessed a saffron surge in the 2014 Lok Sabha election, when Mr Maurya won the seat.
However, a low voter turnout in the by-elections has given headache for political parties.
With Phulpur polling 37.39 per cent and Gorakhpur 47 per cent gives enough prediction that the result could be a tight one and victory margin could be less than a lakh.
In 2014 parliamentary elections, Phulpur polled around 50.16 per cent of the 19 lakh voters and Mr Maurya won by a landslide margin of more than five lakh votes.
Similarly in Gorakhpur, Mr Adityanath won the seat for the fifth time by a margin of over three lakhs in 2014 when there was 54.65 per cent of polling.
The ruling BJP did not only win both the seats in the 2014 general elections but also swept the state Assembly polls last year. However, this time, the party faces a new challenge as the SP contestants have the backing of BSP. UNI

More than 20 per cent polling was recorded in Mungaoli in the first three hours whereas the figure was less than 20 per cent in Kolaras. Technical glitches were reported in EVMs (electronic voting machines) at a few polling centres. Faulty EVMs were repaired or replaced with the help of technical experts.

Agartala, Feb 21: The CPI-M has asked election commission of India to match the VVPAT slips with the vote counts on EVMs in the13 constituencies where voting process was delayed due to repeated sangs in the machines on February 18 assembly polls.
Veteran CPI (M) leader and member of the Central Secretariat of CPI (M) Nilotpal Basu met Chief Election Commissioner (CEC), Om Prakash Rawat on Tuesday in New Delhi and said that the malfunctioning of EVM and VVPAT was considerably high in Chief Minister’s constituency Dhanpur and in the most prestigious Banamalipur where BJP president Biplab Kumar Deb contested the elections.
Apart from that, similar problems were reported from Simna, Panisagar, Dharmanagar, Takarjala, Radhakishorpur, Matabari, Bagma, Asharambari, Mohonpur, Mandaibazar and Suryamaninagar constituencies, which left the voters wondering how the machines malfunctioned despite ECI'S claims of serious precautions.
The memorandum indicated the attempts of manipulation of election and alleged that there were failure of the entire apparatus of control unit, ballot unit and VVPAT in large number of booths. Out of 3174 polling booths of 59 constituencies, EVMs had developed technical snags in 519 booths which was really unusual.
The memorandum also alleged that some ECL engineers opened all the ballot units of Panisagar assembly constituency, 12 units of Dharmanagar and 3 units of Jubrajnagar constituencies in absence of any political party representatives on the previous night of election.
“This has created mystery because, after setting of candidates in the ballot unit in Returning officer’s office, no one has the authority to open the machines. It is still mystery what did the engineers do to the machines,” it mentioned adding that in spite of the direction of election commission, the outsiders mostly from Assam, West Bengal and from some Hindi-speaking states had remained in Tripura on the poll day.
Initially, CPI-M polling agents were prevented from entering booths, and afterwards, a good number of voters were prevented from going to cast their vote. The party symbol of CPi-M in EVM was kept covered in some booths for a considerable time and polling agents were forcibly driven out of the booths, the memorandum alleged seeking action from ECI. UNI

Agartala, Feb 17: Police arrested at least 5 CPI-M activists in Khowai last night for fomenting trouble before assembly election tomorrow.
Based on the complaints of attacking BJP supporters, police detained them.
The accused persons allegedly assaulted five villagers who recently shifted to BJP from CPI-M in Gournagar area of Khowai town after attending the Prime Minister’s rally on February 15 last. The villagers complained that the cadres had earlier warned them not to join BJP.
One of the victims Subodh Das alleged that CPI-M cadres had attacked them on the road and later attacked their houses in the village but when their fellow supporters counter-attacked, they left the place but they were all identified.
However, police said all the accused were arrested. The CPI-M alleged that
BJP workers were stopped in the village when they entered a locality to gratify the voters illegally. They alleged that the police did not respond to their call and rather favoured the BJP.
On the other, CPI(M) state secretary Bijan Dhar last night lodged a fresh complaint to the Election Commission on ‘suspicious’ movement of Assam Minister Pallav Lochan Das along with a BJP leader at Gandacherra under 44-Raima Valley (ST) assembly constituency in Dhalai district even after end of campaign.
He alleged that the minister was detained by the villagers in a vehicle, which had a fake government sticker of Superintendent of police of Unokoti district. He stated that some heavy suitcases were also found in the possession of the minister. SP (Dhalai) S R Das said the minister was found in Gandacherra and was escorted to Agartala. They had requested him to go back to his state complying with the ECI's direction.
The BJP state in-charge Sunil Deodhar said BJP candidates and workers were attacked in several places of West Tripura and Khowai districts last night. He alleged that the convoy of BJP candidate of Gholaghati (ST) assembly constituency had been attacked and his vehicle damaged.
Similarly, the CPI-M cadres hurled bomb at BJP vice-president and Sonamura contestant Subal Bhowmik yesterday night. The candidates of Khowai, Teliamura, Majlishpur and Mandai were attacked by the CPI-M miscreants last night and altogether 12 of their workers were injured.
However, IGP (Law and order) K V Sreejesh told media that besides state police and Tripura State Rifle jawans, adequate number of central paramilitary force (CPF) personnel have been deployed across the constituencies. The jawans were patrolling the localities and had undertaken several confidence building measures. In most of the areas 144 CrPC has been promulgated to ensure peaceful polling.
“Exhaustive measures have been taken to ensure free and fair polling. There is no chance of any kind of attempt to crate tension and voters are free to go for exercise their franchise without any fear,” Mr Sreejesh said.
To ensure free and fair elections, the EC has appointed a special observer R K Panchananda, DG of ITBP to oversee the overall security arrangement during election, who arrived last night and reviewed the security deployment issues, he said adding that two choppers were kept ready to meet any eventuality while an air ambulance will also be ready for emergency purpose.
The IGP said some companies of additional CPF will stay back in the state even after completion of polling to ensure peace and added, “No trouble monger will be allowed to intimidate or threat the electorate. Even if it is reported, the police will take stringent measures.”
According to CEO Sriram Taranikanta around one third of the total 3174 polling booths have been identified as vulnerable where foolproof security will be made available while about 200 localities were categorized as critical.
The CEO also dispelled all doubts over EVMs and VVPATs saying these are safest in the country and adequate measures have been taken to maintain total secrecy of polling process. He assured that webcasting of almost all polling booths will be done by which even EC official could monitor the polling process at any particular time. UNI

New Delhi, Dec 15: The war of words on the role of Election Commission and Electronic Voting Machines and Voter Verifiable Paper Audit Trail (VVPAT) seemed to have only intensified with several leaders including Union Ministers taking to the Twitter on the same.
"Congress criticising Election Commission? In 2009 I was defeated by 1,314 votes with 104 per cent voting but Congress didn't allow EC to repoll! BJP never interferes with Constitutional bodies," Union Minister of State for Home Kiren Rijiju tweeted.
In 2009 Lok Sabha polls, Mr Rijiju had lost the Arunachal West parliamentary seat to Takam Sanjoy of Congress.
While the Congress nominee had polled 140443 votes, Kiren Rijiju as BJP candidate had managed 139129 votes.
Mr Rijiju had won the seat in 2004 by humbling Kamen Ringu of the Congress party.
In his missive micro blogging site, BJP leader Subramanian Swamy wrote: "Congress hope is on VVPT counting. When I argued for it in Supreme Court, Cong opposed".

New Delhi, Dec 12: With the second phase of Gujarat Assembly polls less than 48 hours away, the Election Commission said it had put in place an elaborate system to prevent any possible misuse of EVMs/VVPATs or procedural lapses in the use of EVMs .
These safeguards are being implemented by ECI, in total transparency, with the active and documented involvement of political parties, candidates and their representatives at every stage, so as to build their confidence on efficacy and reliability of EVMs and VVPATs.
Due to strict adherence to ECI’s robust security and administrative protocols by Election machinery, there was no room for any possibility of electoral malpractices during the Ist phase of polling held on December 9, the EC said.
A miniscule percentage of technical glitches (broken/stuck buttons, no display etc) in the EVMs & VVPATs were reported, which were immediately addressed by replacing the machines for smooth conduct of polls.
During Ist phase of polling, only 0.75 % of Ballot Units (BUs), 0.75% of Control Units (CUs) and 2.8% of VVPATs developed technical glitches (broken/stuck buttons, no display etc).
The comprehensive framework of administrative protocols and procedural safeguards comprise of the First Level Checking(FLC) of all EVMs and VVPATs, strict regime of mock polls conducted on each and every EVM and VVPAT during the FLC, candidate setting and poll day (before the beginning of actual polls), 2-stage randomization of EVMs and VVPATs, stringent security protocols for storage of EVMs and VVPATs before, during and after the polls, and comprehensive videography and CCTV coverage of all EVM & VVPAT related activities and storage in strong-rooms.
All the above election-related activities are carried out in the presence of the representatives of political parties and candidates/election agents.
Mock poll with a few votes is conducted on every functioning EVM at the time of FLC.
Additionally, at the time of FLC, 1200 votes were cast in 1% of EVMs, 1000 votes in 2% and 500 votes in another 2% of EVMs in the presence of the representatives of political parties.
A printout of the results of this mock poll as well as a sequential print out of every vote polled during the mock poll were shown to the representatives of political parties.
Representatives of political parties were allowed to pick machines randomly for this purpose. In rest of the machines, numbers of votes polled during the mock poll were to their satisfaction .
They were allowed to do mock poll themselves. In VVPATs, mock-poll with 6 votes against each of the 16 candidate buttons was done for each VVPATs. UNI
