New Delhi, Oct 14 (PTI) Seeking to curb the city's pollution level, the South Delhi Municipal Corporation (SDMC) Sunday asked the state-run NBCC to "immediately halt" all construction and demolition activities at its project site at Pragati Maidan, officials said.

The SDMC said it has taken several measures in view of the deteriorating air quality in the city over the last one week.

"SDMC Sunday hired 22 additional water tankers for water sprinkling in open areas, taking the total number of such tankers to 62. The NBCC has been told to immediately stop all construction and demolition activities of the Pragati Maidan project after NBCC seems to have ignored earlier request of SDMC to it to follow the NGT guidelines," the civic body said in a statement.

The NBCC is building a world-class convention-cum-exhibition centre at the site of the Pragati Maidan.

"SDMC has also started ground-level monitoring on a continuous basis to ensure that the common objective of reducing pollution level is achieved and air quality does not deteriorate further," SDMC Commissioner P K Goel said.

He said the civic body was committed to strictly enforce the directions of the Environment Pollution Control Authority (EPCA), including the instructions it had received from it on Saturday.

The Supreme Court-empowered EPCA is tasked with taking various measures to tackle air pollution in the Delhi-National Capital Region.

The EPCA is also mandated to enforce Graded Response Action Plan (GRAP) in the city as per the pollution levels.

In November, the EPCA had enforced several measures, including closure of the Badarpur thermal power plant, ban on brick kilns, hot mix plants and stone crushers, and construction activities.

The air quality in Delhi remained poor Sunday with drop in wind speed even as authorities predicted further fall in air quality index of the national capital in the coming days.

The overall air quality index (AQI) recorded at 10 am Sunday stood at 208 which falls in the 'poor' category, according to Centre-run System of Air Quality and Weather Forecasting and Research (SAFAR).

"The SDMC has told in plain words to NBCC/Shapoorji Pallonji, working on Pragati Maidan project, to immediately stop all construction or demolition activities at site or face the music under DMC Act 1957. A communication has been issued to stop construction activities as NBCC ignored earlier request to this regard and NGT's guidelines," the SDMC said.

They have been asked to produce a sanction plan of the project issued by any competent authority or obtain the same from the SDMC and stop all construction or demolition activities till the submission of the sanction plan, it said.

The order to stop the construction will, however, remain in effect till the air quality level is brought to a satisfactory level as per the standards specified by the EPCA, the civic body said.

Meanwhile, the sprinkling of water by tankers Sunday was undertaken in several areas, including Batla House to Okhla Head Works, Okhla SLF, and Defence Colony, Jal Vihar, Lajpat Nagar, Sunder Nagar, Bhairon Marg and R K Puram sectors 1 and 4.

New Delhi, Oct 2: The National Green Tribunal has given its nod to the revival of the iconic Purana Qila lake here by laying impermeable plastic lining on its bed and has rejected the claim that the project was being undertaken in a manner which would damage the environment.

A bench headed by NGT Chairperson Justice A K Goel said that there may be different opinions on the subject but once an informed decision has been taken on expert advice for the use of impermeable plastic lining, it is difficult for the tribunal to reject the view.

The green panel took note of the submission of the state-owned construction firm NBCC that development work of the iconic Purana Qila lake here was being done as per the suggestions of the IIT-Roorkee and rainwater harvesting structures were being built for ground water recharge.

The NBCC had said that drawings for development works at Purana Qila lake were approved by the Archaeological Survey of India (ASI) and it was directed to seek expert advice from a reputed institute such as IIT for laying of the ethylene propylene diene terpolymer (EPDM) membrane in the lake and send the same to ASI.

"The applicant in person states that the opinion of the IIT is not sound. Recharge of ground water has to be a priority. If there is any apprehension that the recycled water may not be convenient for the recharge, option of obtaining regular supply of treated water could be explored.

"There may be different opinions on the subject but once an informed decision has been taken on expert advice for the use of impermeable plastic lining which we find difficult to direct rejection of that opinion and acceptance of opinion of the applicant. Accordingly, this application is disposed of," the bench said.

The NBCC had told the tribunal that IIT Roorkee report states that the benefits of maintaining a perennial source of surface water of good quality over an area of approximately seven acres outweigh minor concerns on ground water recharge and rain water harvesting structures can be built within the area.

The tribunal had earlier directed the NBCC to submit a report on the question whether plastic lining should be removed or whether alternative options for lake revival should be preferred. It was also asked to respond on the plea against chlorination of the water body.

The direction came on a plea filed by city-resident R K Gupta who contended that NBCC and the Archaeological Survey of India (ASI) have put a plastic sheet on the bed of the lake, preventing groundwater recharge by both treated recycled water and rainwater.

The plea said that the method of concretisation and laying down of the sheets will lead to damage to the lake.

"The ASI and NBCC should have noted that the Old Fort lake in its old form was unlined adding considerably to the groundwater recharge round the year in the area declared as critical by the Central Ground Water Board.

"By their act the two agencies have eliminated recharge through the bed of the lake causing grave environmental damage. The project as conceived and being implemented has adverse impacts on the environment, contrary to the ecosystem of the lakes," the plea said.

The petitioner sought directions to restore the lake to its natural condition by removing impermeable plastic lining and explore alternative revival techniques for the water body.

The NGT had earlier slammed the ASI over the poor condition of the lake and summoned its senior official to explain why it had not been cleaned despite its direction.

Kohima/Shillong, Feb 20: Battle lines have been drawn in the run-up to the February 27 elections in Nagaland and Meghalaya and as many people, including Christian leaders, suspect voters are turning toward pro-Hindu party BJP in these Christian-majority states, the row over religious chauvinism seems inevitable.
The issues before Meghalaya's three million people, 75 per cent of them Christians, are not religious but revolve around governmental corruption creating hindrances for development and other basic amenities like good roads and education.
A trip through rural areas in several parts of the state shows the neglect. Dilapidated roads and public buildings greet visitors to the rural Garo Hills.
"Broken patches, potholes and numerous bumps fill our roads. We need to come out of this stage," said D Sangma of the National People's Party.
Villagers also complain against Congress - which is in power for last 15 years - about lack of government action to remedy an increasing number of school dropouts and the absence of infrastructure in schools and colleges.
"Tura has not changed since a decade. The Congress party has been responsible for the lack of development," said Billykid A Sangma, who is contesting the election in South Tura on BJP ticket.
In Nagaland too, development is a major issue as incumbent Chief Minister T R Zeliang and his former friend and an ex-Chief Minister Neiphiu Rio are sweating it out in campaign trail on the issues of development only – especially in rural areas.
Here the issue of Naga peace talks is also in debate and many feel if a solution ought to come, it will require the key role of the Narendra Modi-led dispensation in the Centre.
However, the ‘religious chauvanism’ of BJP would come into play for more reasons than one.
Several central government policies have been a concern for Christians across India, said Rev J R Sangma, general secretary of Garo Baptist Convention in Tura.
In this context, he cited the example of changes made to the Foreign Contribution Regulation Act (FCRA) - which has negatively affected funds coming to Christian bodies from overseas.
"This is a serious issue but we are unable to do much....We are feeling the pinch," he told.
In Nagaland, the apex Nagaland Baptist Church Council (NBCC) has joined issue with the BJP and cautioned all Christians against the threat posed to their faith by the ‘Hindutva’ ideology.
'It was a bounded duty of the church to speak out on issues concerning their faith such as electoral evils that posed grave harm on society and ‘Hindutva’ ideology that is against other minority religions in India,' said NBCC general secretary Rev Dr Zelhou Keyho.
For its part, the BJP has denied the charges of being anti-Christian. None other than the Union Minister of State for Home Kiren Rijiju, who is also poll-in charge for the saffron party said at an election rally at Chizami in Phek district while campaigning for BJP nominee Kevechutso Doulo: 'Our opponents have nothing to say about us as we have tackled corruption and other issues successfully".
Nevertheless, the alleged chauvinism of BJP remains a issue. In Tura, church leaders said Christian leaders from all denominations, including Catholics, have expressed concern over BJP polices – especially on granting visas to visiting Christian missionaries and on funding - but were unable to chalk out a roadmap to tackle the challenges.
"We don't have any strategy to counter the BJP but we are confident about one thing: the resilience and strong secular mind of Indians," said Christian educationalist G Anthony.
Some people blame Congress for the BJP's advances in the northeast region including Christian-majority states of Nagaland and Meghalaya.
"People in the northeast have trusted Congress for decades but the party has let everyone down. It is Congress' non-performance that has helped the BJP grow," said Mr Anthony.
Christian support is nothing new to the BJP. Christians have voted for the party in Nagaland and also in Goa, where a third of the population is Christian.
In fact, an editorial comment in local newspaper ‘Eastern Mirror’ said: 'The NBCC also seemed to have suddenly woken up to oppose the alliance (between BJP and NDPP) because all these years it was silent when the BJP was in alliance with other political parties (NPF) from the state....Any move to mix religion and politics would render the Church in Nagaland no better than the right wing Hindu organisations that has similar intentions.'
In the end, Christian leaders like Rev Marak believe that 'not everyone' in the BJP will be aggressive toward Christians.
'The challenge is to deal with fringe elements in the BJP,' he added. UNI
