Patna, Oct 4: Bihar Chief Minister Nitish Kumar has urged the 15th Finance Commission to grant extra central assistance to the state citing its progress with the help of its own limited resources.

Making a presentation before the commission headed by its Chairman N K Singh Wednesday, Kumar also expressed disapproval of the doing away with the distinction between general and special category states.

"The removal of such a distinction is a paradox which the 15th Finance Commission should look into," Kumar was quoted as saying in an official release.

Kumar also demanded greater central assistance to the state for disaster management, underscoring that Bihar was ravaged by floods annually on account of overflowing rivers originating in neighbouring Nepal.

"Seventy per cent of the state's area gets affected by floods. In 2017, the state had to spend Rs 2,400 crore in providing relief to the affected families. The central help was of only Rs 500 crore. It needs to be increased", he said.

He also expressed displeasure over states having to make contributions towards centrally sponsored schemes and requested for funds to meet development needs like schools and infrastructure for Panchayati Raj institutions.

Observing that forest cover is being taken into account during allocation of funds by the Centre, the chief minister said, "We had set up a Hariyali Mission to increase the forest cover which has risen to 15 per cent from mere seven per cent in 2000 when Jharkhand was carved out."

Kumar was interacting with the commission in the presence of Deputy Chief Minister Sushil Kumar Modi, who holds the finance portfolio, and top officials like Chief Secretary Deepak Kumar and Principal Secretary, Finance, Sujata Chaturvedi.

The commission also held interactions with representatives of various political parties, Assembly Speaker Vijay Kumar Chowdhury and RJD leader and former state finance minister Abdul Bari Siddiqui.

It was also presented with a joint memorandum of political parties and academic/professional organisations drafted by city-based think tank Asian Development Research Organisation (ADRI).

The memorandum, among other things, suggested a new formula for devolution of funds which could "help Bihar and other backward states to overcome the development backlog and contribute to the overall prosperity of the country".

Patna, Aug 18: Bihar Chief Minister Nitish Kumar today extended a financial aid of Rs 10 crore to flood-ravaged Kerala.

Kumar said that he was deeply distressed and saddened by the tragic loss of lives and large scale damage to properties caused by the incessant rains that have been lashing the southern state for the past few days.

No one knows better than the people of Bihar about the miseries caused by natural calamities during flood. I am sending a small contribution of Rs 10 crore from Chief Ministers Relief Fund, Bihar, for relief and rehabilitation works in the flood affected areas, Kumar wrote in a letter addressed to his Kerala counterpart Pinnari Vijayan.

I believe that under your able guidance and leadership, the people of Kerala would recover soon from the losses that they have suffered. I am confident the strength and resilience of the people of Kerala will carry the state through this catastrophe, Kumar added.

In the rain-battered Kerala, a total of 194 people have lost their lives so far.

Patna, Aug 1: Bihar Governor Satya Pal Malik has shot off letters to Chief Minister Nitish Kumar, terming the alleged sexual abuse of minor girls at a shelter home in Muzaffarpur as "heart-rending" and suggested measures for preventing recurrence of such incidents in the future.

According to highly-placed sources today, the governor has called for trial of cases relating to harassment of girls, boys and women living in such state-funded homes by fast track courts.

Malik has also written to Union Law Minister Ravi Shankar Prasad and Chief Justice of the Patna High Court Rajendra Menon in this regard.

The governor has, however, praised the state government for its quick action in the Muzaffarpur incident and its decision to hand over the case to the Central Bureau of Investigation (CBI), the sources said.

The case relates to mental, physical and sexual exploitation of the girls residing at Balika Grih, Muzaffarpur.

In his second letter to the chief minister, Malik has called for immediate and intensive probe into reports of mismanagement of other such short stay homes that have appeared in the media of late and a mechanism for their continued monitoring, they said.

Malik has also stressed the need for developing an institutional mechanism which ensures that social audit, by competent institutions, of these shelter homes takes place on a permanent basis, the sources said.

He has also called for implementation of recommendations of the Tata Institute of Social Sciences (TISS), Mumbai in this regard, they said.

The governor has asked the chief minister, whom he called an "efficient administrator" and a popular leader known for taking initiative in such matters, to invite suggestions from the intelligentsia, the sources added.

The matter had come to light earlier this year when the Bihar Social Welfare Department filed an FIR based on a social audit of the shelter home conducted by TISS.

The audit report stated that many girls at the shelter home had complained of sexual abuse. A special investigation team was formed to probe the complaints.

The NGO running the shelter home in Muzaffarpur was blacklisted and the girls were shifted to shelter homes in Patna and Madhubani.

Patna, Jul 26: Bihar Chief Minister Nitish Kumar recommended today a CBI inquiry into the alleged sexual exploitation of girls at a state-funded shelter home in Muzaffarpur district.

Terming the incident "deplorable", the decision to handover the case to the CBI was taken to prevent rumour-mongering in the state, an official release said.

Medical examinations of 29 of the 42 shelter home inmates confirmed that they were sexually exploited, state Director General of Police K S Dwivedi had said.

"Chief Minister Nitish Kumar has directed the Chief Secretary, Director General of Police and Principal Secretary (Home) to immediately hand over the case to the CBI," it said.

"A deplorable incident has taken place in Muzaffarpur, where the police has been carrying out a diligent investigation.

Although the government was committed to conducting an impartial probe, the decision for handing over the probe to the CBI has been taken to dispel the 'bhram ka vatavaran' (environment of rumours) that was being created," the release said.

Opposition parties in the state, while demanding a CBI inquiry, had alleged that the state government was baulking at handing over the matter to the central agency as it wanted to "shield" some of the key accused who were said to be close to the ruling dispensation.

Patna, July 21: The Aam Aadmi Party today said that the Bihar Chief Minister Nitish Kumar was cutting a "sorry figure" as he was being made to "beg" before the BJP for a respectable share of seats in the upcoming Lok Sabha elections and urged the JD(U) president to do a rethink on his return to the the NDA.

The party's Bihar in-charge Sanjay Singh also attacked the Narendra Modi government for trying to "fool" the people of the state by claiming that money spent on national highways passing through the state were part of a special package for Bihar.

He also charged the Prime Minister with failure to give due respect to leaders from the state who had allied with him.

Nitish Kumar had betrayed the mandate of 2015 assembly polls by walking out of the Grand Alliance and returning to the BJP-led NDA. But, today he is cutting a sorry figure. He is begging before the BJP for a respectable seat-sharing arrangement, Singh said.

And ever since his return to the NDA, his image of a good administrator has taken a beating with crimes against women having become a routine affair, added the member of AAP's political affairs committee.

Singh said the BJP was busy describing the current political situation in the country as Modi vs all and was reluctant to acknowledge the role of its allies.

While being photographed, Modi likes the entire focus to be on himself. He feels uncomfortable sharing the space with Nitish Kumar and Union ministers like Ram Vilas Paswan. It is traits like these, besides the vindictiveness of which we have been at the receiving end in Delhi, that makes AAP feel that BJP has to be fought and defeated, Singh said.

We are appalled to hear that the Modi government is of the view that money spent on national highways and other similar projects which cover other states also, are being dished out as part of a special package, he said.

It should cover only some specific demands of the people conveyed by the state government. The Modi government is cheating the people of Bihar. It is high time that Nitish Kumar did a rethink on his political collaboration, he added.

The AAPs in-charge of Bihar also alleged that BJP leaders in the state had indulged in irregular land transactions on a huge scale prior to demonetization.

He also distributed copies of one such alleged transaction in Begusarai district where a piece of disputed land was bought by BJP leaders.

One of the claimants to the land was brought to the press meet where he alleged that he was being pressurized by BJP leaders to give up his claim on the land to facilitate its transfer in favour of the party, which wanted to build its office there.

Patna, Jul 12: BJP national president Amit Shah today had a brief meeting with Bihar Chief Minister Nitish Kumar over breakfast, during which the two leaders are understood to have discussed the prevailing political situation in view of the Lok Sabha polls due next year.

Shah arrived here from Ranchi this morning and was given a warm welcome at the airport by BJP workers and senior leaders, including party state president Nityanand Rai.

This is the BJP chief's first visit to the state since the dramatic political realignment of last year when Kumar, the JD(U) national president, walked out of the Grand Alliance which included the RJD and the Congress, and returned to the NDA.

Refusing to take queries from journalists, Shah drove straight to the state guest house where he met Kumar, in presence of Deputy Chief Minister Sushil Kumar Modi, BJP's national general secretary in-charge for Bihar Bhupendra Yadav and Rai, over a simple breakfast of "poha", Bihari dishes made of "sattu", fruits, lassi and buttermilk.

Shah is scheduled to hold meetings with party functionaries during his day-long visit and meet Kumar again over dinner before retiring for the day.

The BJP chief's visit to Bihar and his interactions with Kumar is expected to bring about a broad understanding between the saffron party and the JD(U) over the issue of seat-sharing for the Lok Sabha polls.

Patna, July 2: RJD leader Tej Pratap Yadav has said he intended to put up a "no entry" board at his mother's house here for Bihar Chief Minister Nitish Kumar, in line with his partys stand that the door is closed for return of JD(U) president to the Grand Alliance which also comprises Congress.

Reacting to the maverick RJD MLAs deriding remark, JD(U) spokesman and MLC Neeraj Kumar today hit back, saying theirs is a house which is frequently raided by CBI, Income Tax Department and the Enforcement Directorate. Who would like to enter it in the first place?

I wish to put up a board proclaiming No Entry for uncle Nitish Kumar here, at this bungalow, Yadav, elder son of Lalu Prasad, had told reporters yesterday outside the 10, Circular Road residence allotted to his mother and former Chief Minister Rabri Devi, a stones throw from the Chief Ministers official residence 1, Anney Marg.

Yadav was replying to queries about the statement made last week by his younger brother Tejashwi Yadav, whom the party has named its Chief Ministerial candidate for the next assembly polls, that the door is closed for Nitish Kumar who is said to be growing uncomfortable in the BJP-led NDA.

Tejashwi Yadav, who is also the leader of the opposition in the state assembly, had made the statement in the backdrop of reports that the RJDs ally in the state, the Congress, was willing to take Kumar back in the alliance upon his breaking ties with the BJP.

Tej Pratap Yadav, whose family has been targeted many times by Sushil Kumar Modi over alleged irregular land transactions, said the Bihar Deputy Chief Minister should sit at home and drink teathe people are going to give him a befitting reply in the next elections.

Replying to a query, the former health minister made it clear I am not going to contest the Lok Sabha polls as I have no desire to move out of Bihar. I will contest the next assembly polls.

When asked about Tej Pratap Yadavs remarks, Neeraj Kumar told PTI the language used by the RJD leader reflects the values he has grown up with. He also seems to be frustrated over having to play second fiddle to his younger brother.

Moreover, his entire family is facing corruption charges.

Theirs is a house which is frequently raided by CBI, Income Tax Department and the Enforcement Directorate. Who would like to enter it in the first place, Kumar said.

Notably, the Grand Alliance had come into being after Nitish Kumar and his arch rival RJD supremo Lalu Prasad sank their differences and joined hands, in the wake of the drubbing received by them in the 2014 Lok Sabha polls.

The three-party alliance swept the assembly elections held a year later, causing the biggest setback to the BJP-led NDAs winning spree. Tejashwi, then just 26 years old, was made the Deputy CM. However, after money laundering cases were lodged against him last year, relations begun to sour between the RJD and Nitish Kumar.

The Chief Minister finally walked out of the alliance in July last year, formed a new government with the BJP and returned to the NDA, which he had quit in 2013 following differences over projection of Narendra Modi, then the Gujarat Chief Minister, as the Prime Ministerial candidate.

New Delhi, Jun 18 :  Janata Dal (United) will hold its national executive meeting here on July 8, an exercise which assumes significance ahead of the next Lok Sabha polls when the seat-sharing formula among the BJP-led NDA partners is likely to be a tricky affair.
In a statement, JD(U) secretary general K C Tyagi said the meeting will occur at its Jantar Mantar office here.

"The party will deliberate on the current political issues and its strategy for the upcoming elections," Tyagi said.

Led by Bihar Chief Minister Nitish Kumar, the JD(U) had joined hands with the BJP last year, dumping the RJD and the Congress, its allies in the 2005 state assembly polls.

Kumar's switchover has strengthened the NDA in a state crucial to its fortunes in the Lok Sabha elections but has also made the existing seat-sharing formula among the ruling block's constituents irrelevant.

The BJP had contested 30 of the 40 seats in the state in the 2014 polls with its two allies - Ram Vilas Paswan's LJP and Upendra Kushwaha-led RLSP, getting seven and three seats respectively to contest.

The JD(U) is likely to demand a big share of seats, citing its higher tally of the MLAs in Bihar.

Seniors leaders of the BJP and the JD(U), however, insist that all parties will agree to a formula, to be worked out later.

The JD(U) is likely to articulate its position on a host of political issues during the executive meeting.

That it has chosen to hold the meeting of its high-profile decision-making body in the national capital and not in Bihar, indicates that it will use the occasion to make its position clear on national issues, including the Lok Sabha polls besides some state polls scheduled for later this year. The party has though not much of presence in any big state outside Bihar.PTI

After reaching Gandhi Maidan, Kumar met Imam Idain Hazrat Maulana Mahsud Ahmad Qadri Nadwi and greeted him.

Patna, Mar 9: RJD chief Lalu Prasad today claimed that Bihar was not accorded the status of special state due to ‘narrow-minded and negative' attitude of Chief Minister Nitish Kumar.
Mr Prasad in his official Twitter account said, “In 2003, the then Prime Minister Vajpayee Ji had come to Patna. Rabri Devi, who was chief minister at that time had very firmly demanded accordance of special status to Bihar by presenting facts before him. Vajpayee Saheb even conceded her demand as he had himself divided the state in 2001. So he (Vajpayee Ji) was aware of facts.”
Continuing his tirade against Mr Kumar in same vein, Mr Prasad said, “But, Nitish Kumar who was the railway minister at that time accompanied Vajpayee Ji in the latter`s car on way to airport. Nitish told Vajpayee Ji that his politics would be finished if his government granted special status to Bihar. His (Nitish) government would never be formed. In such a way, Bihar was denied its right of (special status) due to Nitish`s parochial and negative thinking.” UNI

Lucknow, Mar 5: Political equations in Uttar Pradesh changed overnight after Bahujan Samaj Party extended support to the Samajwadi Party candidates in Gorakhpur-Phulpur seats, where polling is slated to be held on March 11.
Both the seats now seem set to witness a triangular contest between the Bharatiya Janata Party, SP and Indian National Congress. A question is being raised on Congress party for trying to disturb the coming together of the opposition against the BJP.
However, the Opposition unity between the BSP and SP is expected to continue after the LS bypolls. There is also a possibility of Congress party joining hands with other parties in the coming Rajya Sabha biennial polls for 10 seats, nominations for which will commence from Monday.
Though, the BJP has an upper hand in the Gorakhpur LS seat left by Chief Minister Yogi Adityanath, the Phulpur seat vacated by deputy CM Keshav Prasad Maurya would witness a keen contest. Candidature of Independent Atiq Ahmed from the seat could dent into the vote bank of the opposition camp leading to some benefit to the BJP.
Gorakhpur Parliamentary seat is considered to be a stronghold of Gorakhpeeth as late Mahant Avaidyanath was the MP from 1989 to 1998. After him, Yogi Adityanath won the seat for five consecutive terms.
Addressing a public gathering in Gorakhpur, the Chief Minister had said that Gorakhpur byelection can be termed as a ‘rehearsal’ of 2019 general election.
BJP candidate Upendra Shukla is a well-known face among Brahmin voters and party’s regional president. It is said that his selection is an attempt to woo Brahmin voters. Shukla has been associated with the BJP for quite some time and even tried to contest the assembly elections, but could not get a ticket at that time.
In Gorakhpur, the Samajwadi Party has fielded Praveen Kumar Nishad, the son of Nishad Party chief Sanjay Nishad, as its candidate. Nishad will take on the BJP’s Upendra Shukla and Congress leader Surhita Chatterjee Karim.
In Phulpur, a backward dominated parliamentary constituency, the Samajwadi Party has fielded Nagendra Singh Patel, an OBC leader. Patel will contest against BJP candidate and fellow OBC leader Kaushlendra Singh Patel, who has also been Varanasi mayor. The Congress has fielded Manish Mishra for this seat. But all eyes are on Independent Atiq Ahmed , who represented the seat twice on SP ticket.
Voting for both bypolls will be held on March 11, while counting of votes will be held on March 14. UNI

Patna, Dec 18: Bihar Chief Minister and JD (U) president Nitish Kumar today congratulated Prime Minister Narendra Modi and BJP for victory in Gujarat and Himachal Pradesh Assembly elections..
Taking to his official Twitter to greet Mr Modi and BJP on the party`s victory in both the states, Mr Kumar said, “Greetings to honourable Prime Minister Narendra Modi and BJP for victory in Gujarat and Himachal Pradesh Assembly elections. Congress, which was claiming victory in Gujarat lost even Himachal Pradesh”. Mr Kumar had already predicted a comfortable victory for the BJP in Gujarat Assembly polls.
He had said that he did not consider any threat to the BJP in the Gujarat assembly election.
“Will the people of the state vote against the party when they have their own prime minister? We should take these sentiments into account,” he had remarked. UNI

Patna, Nov 29: Chief Minister Nitish Kumar today mocked RJD Chief Lalu Prasad for his anxiety for personal security and wealth by asking whether it was the biggest patriotism.
Mr Kumar in his personal twitter account for the second consecutive day said, “Anxiety for life, worry for wealth and mall, whether it is the biggest patriotism”.
Though Mr Kumar did not take name of RJD Chief in his tweet, his remark is seen as another veiled attack on Mr Prasad and his son and former deputy chief minister Tejaswi Yadav.
As it is, Lalu family is facing accusation of constructing the state`s biggest shopping mall in the state capital on a land plot, which it acquired through a sham company from Kochar brothers in lieu of Mr Prasad exercising his influence as railway minister in UPA-I to award railway hotels to hoteliers.
The construction was later stopped by union environment ministry on the ground that the shopping mall was being constructed even when mandatory prior clearance was not taken from the State Environment Impact Assessment Authority for the purpose.
Mr Prasad was also crying foul after the Centre degraded his security cover from Z-plus to Z security.
Mr Kumar in his yesterday`s tweet said, “Whether it is character of a courageous person to suffer with the mentality of boasting about himself before people through hundreds of security personnel from National Security Guard and Central Reserve Police Force (CRPF) even when already he is under the state government`s security cover of Z-plus and State Security Guard (SSG). UNI

New Delhi, Nov 24: Bihar Chief Minister Nitish Kumar-led JD(U) will contest 80-100 seats in the upcoming Gujarat assembly elections, mainly in the segments dominated by tribals and Patels.
Talking to UNI, General Secretary of JD(U), Sanjay Jha, said, “We are contesting the election as a friendly match. Earlier, we had base in the state but due to bipolar party system our base got shrunk. Now, we are trying to revive it.” The JD(U) is leading the Bihar Government in alliance with the BJP and therefore being asked about its impact on the coalition. To this, Mr Jha said, “It will have no impact on our coalition. During Atalji era, we had also fought against each other in Gujarat. In 2012 also, we contested and won one seat." The election for 182-seat will be held in two phases on December 9 and December 14 and counting will be done on December 18. For the first phase of election, 24 candidates from the party have filed their nominations. The area mainly covers Navsari, Bharuch, Rajkot, Surat and Junagarh which have sizeable tribal populations. Further, the senior leader added that if the party won any seat, it would support the BJP in forming the government. On Bihar Chief Minister’s campaign in the state, he said, “If the state unit asks for his campaigning, he will surely go for it. Else, all the senior leaders will hold the public rally and seek votes for our candidates.”
On Thursday, the Delhi High Court has disposed off a plea filed by the disgruntled JD(U) leader Sharad Yadav-faction for freezing of the party symbol “Arrow”.
Prior to this, the Election Commission of India in its order had recognised Nitish Kumar-led faction of the party as the real JD(U). UNI

New Delhi, Nov 18: Sharad Yadav-led Janata Dal (United) on Saturday announced its decision to tie-up with the Congress party to contest election on eight to 10 seats in western Gujarat where the socialists have a presence.
The faction has sought a new election symbol following the decision of the Election Commission on Friday to allow Nitish Kumar-led JD (U) to use the arrow symbol. Gujarat goes to polls in two phases on December 9 and 14.The decision to form an alliance with Congress for fighting elections in Jhagadia and adjoining constituencies was taken at a meeting here between Mr Yadav, sitting JD (U) MLA from Jhagadia Chotubhai Vasava and Congress election in-charge for Gujarat Ashok Gehlot and State President Bharatsinh Madhavsinh Solanki. The Congress was in the grand alliance with Nitish-led JD (U) but the alliance broke after the Bihar Chief Minister tied up with the BJP to run his government.Mr Yadav said the Election Commission’s decision to allot ``arrow symbol” to Nitish-led party was ``incomplete’’ and can be challenged in the Court. "It was a decision taken under pressure,' he said.He said Prime Minister Narendra Modi seeking Global Ratings agency, Moody’s approval ratings shows that the party is on the back foot in Gujarat and is pulling out all stops to influence people. UNI

New Delhi, Nov 17: The Election Commission on Friday recognized the party led by Bihar Chief Minister Nitish Kumar as the real JD(U) and allotted the ‘Arrow’ symbol to it.
The Commission in its order on the dispute said the group led Mr Kumar had ‘’demonstrated overwhelming majority support in the legislature wing as well as the majority in the National Council of the Party which is the Apex level organisational body of the Party.’’ Accordingly, it said, ‘’the group led by Mr Kumar is hereby recognised as the Janata Dal (United) in terms of Paragraph-'l5 of the Symbols Order.’’
Consequently, Election Commission said, the group led by Mr Kumar was entitled to use the reserved symbol 'Arrow' of the Party ‘’as a recognised State Party in Bihar.’’ UNI

Patna, Nov 13: Bihar Chief Minister Nitish Kumar today dismissed allegations of RJD chief Lalu Prasad regarding cancellation of Energy Ministers' conference at Rajgir, saying it was decision of the Central government and reason behind it was best known to it.
Mr Kumar told media persons here that two day conference of Energy Ministers of states scheduled on November 10 and 11 at Rajgir were cancelled at last moment by the Central government. Reason behind its cancellation should be enquired from the Central government as Bihar government was playing the role of only a felicitator, he remarked. The Chief Minister said, last moment cancellation of the conference was really an embarrassment. Some guests had already arrived for the event while others were on way, he pointed out. Bihar Energy Minister Bijendra Prasad Yadav, who was present on the occasion, said decision to hold states Energy Ministers conference in Bihar was taken at similar conference held in Baroda. Bihar would have got credit for organising the event, had it been held as per schedule, he added.  As it is, few days back, RJD chief Lalu Prasad had alleged that last minute cancellation of the conference by Central government was an attempt to cut to size Mr Kumar and Bihar government had spent Crores of rupees for the event which went into drains. UNI
