New Delhi, Sep 5: The Unique Identification Authority of India (UIDAI) has asserted that schools cannot refuse admission to students for lack of Aadhaar, and termed denial on such grounds as "invalid".

It has also exhorted schools to co-ordinate with local banks, post offices, state education department and district administration, to facilitate special camps in their premises for Aadhaar enrolment and updation.

According to an official circular addressed to the Chief Secretaries of States, the UIDAI has said that it is aware of instances where some schools are refusing admission in absence of Aadhaar.

"It must be ensured that no children are deprived/denied of their due benefits or rights for want of Aadhaar," said the circular seen by.

Warning that such denials are "invalid and not permitted under the law", the Aadhaar-issuing body has said that "no child should be denied admission and other facilities for lack of Aadhaar".

The move by UIDAI is expected to come as a major relief to parents and students who have been facing difficulties due to schools insisting on Aadhaar number during admission.

"Till Aadhaar number is assigned or biometrics are updated for such students all facilities should be extended through alternate means of identification...," UIDAI has said.

Jaipur, Aug 18: The government must slap penalty on anyone using Aadhaar data for purposes other than public services, whistle-blower Edward Snowden has said.

Addressing an event via video-conference, he said that if Indian government was serious about implementing Aadhaar for public good, it must ensure "criminal penalty" against anyone misusing the data.

Mass surveillance system would look like Aadhaar as it creates systemisation of society, he told the fifth edition of 'Talk Journalism' event organised here last weekend.

Systemisation of society is something that is not stated in the scheme of things for the Unique Identification Authority of India (UIDAI), he added.

Replying to a question the surveillance issue, he said that no government will say that it has decided that "you don't have rights". They would rather say that they are bringing in a new programme that will safeguard people's rights and protect them.

Snowden said that it's a myth that youngsters are not concerned about privacy. Youngsters are very much concerned about their privacy, he added.

He made a point stating that citizens don't need to explain why they need privacy it's the government that needs to explain why people don't need rights.

The former USA secret agency CIA employee said that "we have privacy issues" because it helps those who violate it. He said that privacy can be safeguarded through better encryption systems and strong legal system.

New Delhi, Feb 23: A Dynamic Identification System(DID) , that aims to improve upon the existing technology devised by the UIDAI for 'Aadhar' , has been developed by an Army officer and Security Technologist.
Named as ‘Chanakya Chakra’ , the DID, developed by former Army officer Col (Retd.) Sanjeev Kaul, will carry out identification as well as verification simultaneously without any human interference, Col Kaul claimed at a press conference here.
Addressing reporters here on Thursday evening , Col Kaul said ‘Chanakya Chakra’ , once implemented, will be a National-International Interface based on Dynamic Identification System, called DID.
Inspired by the ‘Palm Vein Recognition Authentication Technology’ developed by Fujitsu, Japan more than a decade ago and in ‘Direct Server Authentication and Verification’ mode, this innovative system of identification has its working based on an individual’s pattern of veins established before birth.
Col Kaul said that It was introduced in India in 2008 but is not being used extensively except for marking attendance in a limited mode.
"As no two individuals in the world share a palm vein pattern, even the identical twins differ, the use of this technology to create an interface is the most credible method of securing an individual’s identity. It is unlike other static identifications like UID and has a different dynamism in its system, that is most needed at national level now with all round development and growth. The implementation of the same would take nearly two to three years in a country like India." Said Col Kaul.
In order to make the whole process crystal clear , Col Kaul has documented the detailed study and the necessary explanation of the mega project in an especially written trilogy of ‘Creative India Books.’
Throwing light on the increasing number of threats to the identity of an individual and everyday incidents like Vyapam Scam, MGNREGA Scam, RTE Scam, Delhi EWS Scam and other Anti-social activities like Hacking and Siphoning of Bank Money to Nigeria and Human Trafficking, etc, Col Kaul said,'there is a need to introduce such a project which cannot be challenged. ‘Chanakya Charka’, with a technology fully suitable for the same, is a sure way to secure the identity of nations and the sooner it is implemented, the better it would be for our nation as well as the world as a whole.'
Two of these books have already been released under the titles- “Creative Politics, Creative India, Creative Youth in a Global Perspective” and “How To Make India Secure Again Technologically' and the third book is yet to be released. UNI
