Puducherry, Apr 12: All India Mahila Congress General Secretary Nagma on Thursday charged the Union Government for its failure to respect the Supreme Court judgement on the Cauvery Water issue.
Talking to news persons here, Ms Nagma, who is here to take part in a five-day training programme organized for Mahila Congress volunteers, alleged that the Central government’s action on the Cauvery issue is due to the Karnataka Assembly election on May 12.
She said that the Congress party is exerting maximum pressure on the centre to set up the Cauvery Management Board (CMB) and is also fighting for it. UNI

Chennai, Apr 12: Amid growing political turmoil over the emotive Cauvery issue and black flag protests by the Opposition parties, Prime Minister Narendra Modi arrived here from New Delhi on a short visit, on Thursday.
Mr Modi, who arrived by a special aircraft from New Delhi, was received at the Airport by Tamil Nadu Governor Banwarilal Purohit, Chief Minister Edappadi K Palaniswami, Deputy Chief Minister O Panneerselvam, Chief Secretary Ms Girija Vaidyanathan, Union Ministers Nirmala Sitharaman and Pon Radhakrishnan and others.
After a brief reception, he left for Mamallapuram, about 55 km from here, by a helicopter, from where he would reach the temple town of Tiruvidanthai by road to formally inaugurate the Defence expo-2018, which began here on Wednesday.
Later, he would reach Airport and take the road route to the Adyar Cancer Institute where he would unveil its diamond jubilee plaque.
He would leave for New Delhi after the Adyar function.
Earlier, a press conference was planned with the Prime Minister at the IIT-Madras, adjacent to the Cancer Institute, amid heightening tension and protests over the Cauvery row, but it failed to materialise.
Police have made tight security arrangements in view of Mr Modi's visit and also due to the protests by the opposition and fringe parties and farmers organisations, as the Cauvery issue kept the political pot in the state boiling.
Meanwhile, opposition parties, including the DMK, various fringe outfits and Tamil Organizations greeted the Prime Minister with black flag protests to condemn the Centre for failing to set up the Cauvery Management Board (CMB) and the Cauvery Water Regulatory Committee (CWRC) as directed by the Supreme Court. UNI

Puducherry, Apr 5: Normal life in this Union Territory of Puducherry was disrupted as the 12- hour bandh called by the Dravida Munnetra Kazhagam(DMK) and supported by its allies evoked a near total response here on Thursday.
The bandh was to condemn the BJP-led NDA government at the centre for its failure to constitute the Cauvery Management Board (CMB) as directed by the Supreme court and to press for its immediate constitution.
All shops and other business establishments remained closed, Puducherry Road Transport corporation buses, private buses, taxis, autorickshaws and three wheeler passenger tempos were off the roads.
The Tamil Nadu government owned buses passing through Puducherry entered the Union territory in the morning and it was stopped at the border areas as the wind screen of four buses were damaged.
Industrial units in all the industrial estates remained closed, Cinema houses suspended shows and private schools declared a holiday for the day postponing annual examination scheduled for today to another day.
Meanwhile, both central and state government offices functioned with thin attendance and government schools also functioned with less number of students. Engineering colleges, some medical colleges and arts and science colleges here also declared a holiday for the day.
The agitators blocked buses carrying students of some medical colleges and sent them back.
Volunteers of the DMK and allies led by R Siva MLA took out a procession this morning.When they reached Nellithoppe junction, they saw two Tamil Nadu government buses and smashed its windscreen.
The windscreen of one bus was shattered at New Bus stand and another at Muthialpet in stone pelting.
The volunteers also broke the glass panes at a petrol pump at Karamanikuppam which was opened today forcing the proprietor to close it.
Meanwhile, police made elaborate security arrangements to maintain law and order. Police pickets were posted at all vulnerable areas and patrolling was intensified.
The bandh was supported by the ruling Congress party, CPI, CPI-M, VCK, Puthiya Neethi Katchi, Republican Party of India, Padaippali Makkal Katchi and among others. UNI

Chennai, Apr 4: In a bid to mount pressure on the Centre to set up the Cauvery Management Board (CMB) and the Cauvery Water Regulatory Committee (CWRC), agitations and protest demonstrations
continued in Tamil Nadu for the fourth successive day on Wednesday.
The Opposition DMK, which has called for a state-wide bandh tomorrow, continued to stage rail and roko agitations across the state, leading to the arrest of scores of its party cadres across the state.
In Chennai, DMK MLAs B Ranganathan, M Subramanian and hundreds of DMK members were arrested for staging a road roko agitation.
The DMK cadres also attempted to block the Chennai Metro Rail at Koyambedu following which police arrested them.
DMK MLA J Anbazhagan, who is also the South Chennai district Secretary of the party, observed a fast in front of the State Guest House at Chepauk, along with his supporters on the Cauvery issue.
Meanwhile, CPI(M) workers resorted to a rail roko stir across the state following which police arrested them.
In a novel agitation, CPI(M) cadres staged a protest in the southern tip of Rameswaram by carrying earthern pots in their hands demanding immediate setting up of the CMB and the CWRC. 
As the Supreme Court deadline for setting up the CMB and the CWRC ended on March 29, the Tamil Nadu government has filed a contempt petition against the Centre in the Apex Court and the Union Government 
too on its part, filed a clarification plea on the word 'Scheme' mentioned in its order, and has sought three months' time to implement the order citing the Karnataka Assembly poll.
Meanwhile, talking to reporters at the Airport, DMK Working President M K Stalin accused the Central and State governments of staging a drama on the Cauvery issue.
He said in line with the decisions taken at the all party meeting on April one, another all-party meeting would be convened by the DMK on Thursday to discuss and work out the the modalities of the week-long Cauvery Rights Retrieval rally to be launched from the delta districts on April seven.
Apart from the DMK, its allies the Congress, IUML and other friendly parties, including the MDMK, VCK and the left parties would participate in the rally that would culminate in front of the Raj Bhavan here. UNI

Madurai, Apr 3: Thousands of ruling AIADMK cadres, including party leaders and ministers of Tamil Nadu cabinet began a day-long hunger strike in Southern, Central, and Delta districts of the state to condemn the Central government for failing to constitute the Cauvery Management Board (CMB) on Tuesday morning.
Led by Minister for Revenue and Disaster Management R B Udhayakumar and Minister for Cooperation 'Sellur' K Raju, over 5,000 AIADMK men were observing fast at the junction of Mela Masi Street and North Masi Street in Madurai city. The protesters shouted slogans against the Centre urging it to set up the CMB without any further delay.
Hundreds of partymen, led by Minister for Milk and Dairy Development K T Rajenthra Bhalaji, were observing fast at Sivakasi in Virudhunagar district, while, Minister for Forests “Dindigul” C Sreenivasan was leading the hunger strike at Dindigul.
Reports reaching here said Minister for Food and Civil Supplies R Kamaraj was heading the fasting agitation at Tiruvarur, Minister for Agriculture R Doraikkannu at Thanjavur, Minister for Environment K C Karuppannan in Thoothukudi and similar agitation was going on in Theni, Sivaganga, Tirunelveli, Kanyakumari, Ramanathapuram district and elsewhere.
Majority of shops also remained closed in several districts in response to a dawn-to-dusk bandh call given by Tamil Nadu Vanigar Sangangalin Peramaippu and Federation of Tamil Nadu Chambers of Commerce and Trade Associations on the Cauvery issue.
Meanwhile, DMK volunteers staged road-roko agitations in various districts for the third day in succession today in various districts. More than 1,000 DMK men, led by former Minister K N Nehru, were picketing the vehicular traffic near the busy Central Bus Stand at Tiruchirapalli, reports said. UNI

New Delhi, Apr 2: Giving a push to the already hyped political situation over the formation of Cauvery Management Board (CMB), AIADMK Rajya Sabha MP S Muthukaruppan on Monday submitted his resignation letter to Rajya Sabha Chairman M Venkaiah Naidu, accusing the Centre of ‘delaying setting up of CMB’.
Sources, however, pointed out that Mr Muthukaruppan’s resignation may be rejected as it did not conform to the format. 
In the two-page letter written in Tamil, Mr Muthukaruppan said he was pained by Prime Minister Narendra Modi delaying the formation of Cauvery Management Board even after the Supreme Court’s verdict and this has led to his resignation.
Mr Muthukaruppan’s Rajya Sabha term ends in 2022.
The Supreme Court had, on February 16, directed the Union government to set up a CMB within six weeks. As this deadline ended on March 29, the Tamil Nadu government said it would approach the top court again.
The AIADMK members have been protesting inside and outside Parliament, since the Supreme Court verdict, demanding the formation of CMB.
In yet another turn of events, the AIADMK senior leader M Thampidurai on Monday said his party would consider moving a No-Trust Motion in Parliament against the NDA government on the Cauvery issue, if the Congress party support it.
“The DMK is an ally of the Congress. Let Sonia and Rahul Gandhi express their support. Only if the Congress support us, we will get enough numbers to move the No-Confidence Motion”, said Mr Thampidurai. 
The move is seen as a bid to shift the political onus on rival DMK, after its leader MK Stalin demanded that the AIADMK support the TDP’s NO-Trust Motion against the Narendra Modi government on granting the Special Category Status to Andhra Pradesh, to mount pressure on the Centre to set up the Cauvery Management Board. UNI

Puducherry, Apr 2: AIADMK legislators in the Union Territory on Monday staged a dharna in front of Raj Nivas for not constituting the Cauvery Management Board (CMB) by the Centre.
Alleging that the Lt.Governor Kiran Bedi had rejected the file sent to her by the government seeking permission to file a contempt of court case against the Union government for its failure to constitute the Cauvery Management Board (CMB), three of the four AIADMK legislators –Anbazhagan,Bhaskar and Vayyapuri Manikandan- resorted to a dharna in front of the main gate of Rajnivas.
They shouted slogans demanding setting up of the CMB forthwith.
Meanwhile, about 50 volunteers of the Thanthai Periyar Dravidar Kazhagam were arrested when they picketed the Income Tax office here to condemn the BJP-led NDA government at the Centre for its failure to set up the CMB.
Functioning of the courts in Puducherry were also affected in view of the lawyers boycott and staged a demonstration on the main road in front of the Court complex here on the same cause. UNI

Hyderabad, Mar 31: Communist Party of India (CPI) National General Secretary Suravaram Sudhakar Reddy on Saturday said, of late, the Centre’s interference in Judiciary was growing.
Talking to newsmen here, Mr Reddy said that the Centre should take necessary steps to resolve the issues including the alleged interference of the executive in Judiciary as raised by Senior-most Judges.
It may be mentioned that lawyers bodies had expressed grave concern over issues raised by Senior Supreme Court Judge Justice J.Chelameswar in a letter to the Chief Justice of India urging the latter to convene a full court to deal with the alleged executive interference in judiciary. 
People from Scheduled Castes, Scheduled Tribes and left parties had expressed their dissatisfaction over the Supreme Court’s verdict on SC and ST Atrocity Act, Mr Reddy said and added that the party would extend its support to the proposed nation-wide protest on the issue on April 2.
He said that the when the BJP enjoyed full majority in Parliament, why it was shying away from the discussion on the no-confidence motion moved by the YSR Congress Party, Telugu Desam Party and some other parties.
Mr Reddy urged the BJP-led NDA government to take necessary steps to hold Parliament session in a proper manner and ensure a discussion on the no-trust motion.
He said that the NDA government was not willing to form ‘Cauvery Management Board’ and AIADMK members were stalling the proceedings of Parliament leading to adjournments on a almost a daily basis, due to Assembly election in Karnataka. The BJP feared a debacle in the election if the CMB was formed, he alleged.
Telangana Chief Minister K Chandrasekhara Rao did not discuss with the CPI on forming “a Federal Front “, Mr Reddy said and added that “without making his (Mr Rao) stance on communalism, how can we join in the front” , he questioned.

New Delhi, Mar 31: The Tamil Nadu government has filed a contempt petition before the Supreme Court against the Centre for failing to set up the Cauvery Management Board within stipulated period of six weeks.
The Central government also filed a clarification plea asking the court whether it can modify the composition of the Cauvery Management Board (CMB). 
The Centre also sought three months from the Apex Court for implementing its February 16, 2018 order.
Advocate Uma Pati, appearing for the Tamil Nadu government, said the matter will be mentioned before the Top Court on Monday.
Tamil Nadu, Karnataka, Kerala and Pondicherry, involved in the Cauvery water dispute case, had filed petitions seeking modification of the Cauvery tribunal's final order which was delivered in 2007. 
Kerala government had also filed a review petition on March 22, before the Supreme Court in the case.
The sharing of waters of the Cauvery river has been the source of a conflict between many states including - - Tamil Nadu and Karnataka. UNI

Bengaluru, Mar 15: Karnataka Chief Minister Siddaramaiah has convened a meeting of MPs from the state at New Delhi on March 16, in the backdrop of Supreme Court directing the Union Government to set up the Cauvery Management Board (CMB), to monitor release of water from river Cauvery.
According to CM office sources on Thursday, Mr Siddaramaiah will urge upon the MPs to bring pressure on the Centre not to constitute the CMB, as it would allegedly take away the state's control on the river.
The move comes in the wake of Opposition parties pressuring him to prevail upon the Centre not to constitute the Board and also appeal to the apex court, to reconsider its direction.
Former Prime Minister and JD (S) National President H D Devegowda, commenting on the Supreme Court verdict and direction, had strongly opposed setting up of any separate Board, as it will deny the state its right on the River and directing release of 14 tmc extra was not a victory, as the state was eligible for 45 tmc.
Moreover, since the state government's review petition against the Cauvery Water Tribunal is still pending for disposal, direction for setting up a separate board is not correct and the state government should take a firm stand against it.
The state government is also in consultation with Legal Advisers on the direction and meanwhile the Chief Minister has convened a meeting of MPs in Karnataka Bhavan at 6pm on.
Mr Siddaramaiah will be leaving for New Delhi on March 15 to discuss with party High Command and senior leaders, about the decisions of KPCC Selection Committee meeting, held in the city to finalise the list for the election to the Legislative Assembly, due in May.
Meanwhile, the Centre had recently held a meeting of Chief Secretaries of riparian states at New Delhi on the issue, following direction by the apex court to form the Board within six weeks. UNI

Chennai, Mar 15: Wearing balck shirts, the principal Opposition DMK on Thursday boycotted the budget proposals for the year 2018-19 presented by Tamil Nadu Deputy Chief Minister O Panneerselvam in the State Assembly, in protest against the Centre's delay in setting up the Cauvery Management Board (CMB) and the Cauvery Water Regulatory Committee (CWRC) within six weeks as directed by the Supreme Court.
Soon after Mr Panneerselvam, who also holds the Finance portfolio, rose to present his budget speech, leader of the Opposition and DMK Working President M K Stalin sought to raise the issue.
But Speaker P Dhanapal refused permission, stating that the Deputy Chief Minister had started his budget speech.
As the Speaker denied them permission, the DMK members staged a walk out from the House and boycotted the budget presentation.
They were followed by the members of its alliance parties Congress and IUML.
Later, Mr Stalin, talking to reporters outside the Assembly premises, said the DMK was boycotting the budget presentation as the Centre has failed to take steps to set up the CMB and the CWRC as directed by the Apex Court in its February 16 order 
on the Cauvery issue and the Prime Minister's failure to give an appointment to meet 
an all-party delegation from Tamil Nadu on the issue.
It may be recalled that an all party meeting convened by the ruling AIADMK on February 22 to discuss the Supreme Court order, had unanimously resolved that 
an all-party delegation, comprising leaders of various parties, MPS, MLAs and representatives of farmers Associations, would soon meet Prime Minister Narendra Modi and urge him to set up the CMB and CWRC, besides implementing the favourable aspects contained in the Apex Court order.
But when the state government sought an appointment with the PMO, it was asked to meet the concerned Union Minister first on the issue.
This was disclosed by the Chief Minister at a meeting with DMK Working President and Leader of the Opposition M K Stalin at the State Secretariat.
Mr Stalin had been reiterating that the Prime Minister, by refusing an appointment, has hurt the sentiments of the State on the crucial Cauvery river water issue concerning the livelihood of the farmers in the delta districts of the State.
But the Tamil Nadu government, countered it, by stating that the Prime Minister had not refused an appointment and had only said that the all-party delegation should meet the concerned Union Minister on the issue.
The Apex Court while delivering the much-awaited verdict reduced Tamil Nadu's quantum by 14.75 tmcft to 177.25 tmcft citing the need to supply drinking water to Bengaluru city (4.75 tmcft).
It may be recalled that the Cauvery Water Disputes Tribunal in its final award in 2007 had directed Karnataka to release 192 tmc ft of water and it was notified in the government gazette in 2013 following the orders of the Supreme court.

New Delhi, Mar 14: The Rajya Sabha was adjourned on Wednesday after the opposition members, including Congress, TDP, AIADMK, DMK, YSR Congress and AAP, entered into the Well and protested in support of their respective demands.
As soon as the papers were laid in the Upper House, the agitating members created ruckus over PNB scam, demands for special status to Andhra Pradesh, setting up of Cauvery Management Board (CMB)and sealing drive in Delhi. 
The Congress leaders were raising the PNB fraud case vociferously.
The TDP and YSR Congress lawmakers were protesting seeking special category status to Andhra Pradesh, while Tamil Nadu-based AIADMK and DMK were demanding setting up of CMB in line with the Supreme Court verdict. 
AAP raked up the issue of sealing drive in the national capital which forced the Rajya Sabha Chairman Venkaiah Naidu to adjourn the House till 1400 hours. 
However, Mr Naidu told that nothing will be broadcast or written in electronic and print media, respectively with regards to sloganeering and shoutings.
Earlier, the House paid rich tributes to the departing soul of former member VPM Swamy, who had died on February 2, 2018 and Prof Stephen Hawking who died at an age of 76 - after battling with motor neurone disease. He is one of the most respected and best-known scientists of his age.
The Upper House also condemned the dastardly attack on CRPF personnel in Sukma district of Chhattisgarh, which claimed the lives of nine personnel and causing injuries to 14 others.

Chennai, Mar 10: Tamil Nadu Deptuy Chief Minister O Panneerselvam on Saturday said the state government was determined on its stand to constitute the Cauvery Water Management Board (CMB) and the Cauvery Water Regulatory Committee (CWRC) within six weeks as per the orders of the Supreme Court, even as the Opposition DMK demanded convening of a special Assembly session before the budget to discuss the issue. 
Talking to newsmen at the airport here, Mr Panneerselvam said during Friday's meeting convened by the Union Water Resources Ministry at New Delhi, the state government has insisted the Centre on the urgent need to constitute the CMB and CWRC.
He said the State government would conduct the local body poll soon after receipt of the court verdict on the matter.
Meanwhile, DMK Working President and Leader of the Opposition M K Stalin urged the State government to convene a special session of the State Assembly before the Budget session (scheduled to commence on March 15) to discuss the Cauvery issue.
Accusing the Centre of neglecting the state's rights on the issue with an eye on the ensuing Assembly poll in Karnataka, Mr Stalin, in a letter to Chief Minister Edappadi K Palaniswami, termed as an 'eyewash', the Secretaries-level meeting held at New Delhi on Friday.
He alleged that the Centre was adopting a step-motherly attitude towards Tamil Nadu on the crucial issue concerning the livelihood of the farmers in delta districts in view of the ensuing poll in Karnataka.
Mr Stalin said the Centre has hurt the sentiments of Tamil Nadu and the Prime Minister allegedly refusing appointment to meet an all-party delegation as per the decision taken at all party meeting which went against the principles of federalism.
Pointing out that three weeks had passed since the Apex court delivered its verdict directing the Centre to set up the CMB and the CWRC, he said the failure to set up these bodies was violative of the Court order and would also tantamount to attract contempt of court. 
He also sought to know whether the Chief Secretary, during yesterday's meeting, opposed the Union Water Resources Ministry Secretary's remarks that setting up of the CMB was not mentioned in the Supreme Court order, while questioning the Chief Minister's silence on the 'wrong' information provided by the Union Secretary. 
Stating that there was an urgent need to set up the CMB and the CWRC as per the court order, Mr Stalin said with a view to exert pressure on the Centre and to protect the livelihood of the farmers a special session of the Assembly should be convened before the budget session to condemn the Centre for its delay on setting up the CMB and the CWRC. UNI

Puducherry, Mar 3: Puducherry Chief Minister V Narayansamy on Saturday said the arrest of Karti Chidambaram, son of former Union Minister P Chidambaram, by the CBI in the INX Media case, is an act of political vendetta. 
Talking to newspersons here , Mr Narayanasamy said Mr Chidambaram was criticizing the Union government particularly, its economic policy time and again and because of this, Karti was targetted. 
It was stated that he is being interrogated on the basis of the statement given by Indrani Mukherjee who is languishing in a jail on charges of murdering her own daughter, Mr Narayansamy said, adding that it will be proven that Karti have committed no irregularities. 
He said the Constitution of the Cauvery Management Board (CMB) is the direction from Supreme Court and it is the duty of the Central Ggovernment to execute the Apex Court orders. If it failed, the Centre will have to face a contempt of court case.
Mr Narayanasamy said Karnataka was ‘cheating’ Tamil Nadu in sharing of water and Tamil Nadu was ‘cheating’ Puducherry. As far as Puducherry is concerned, both Karnataka and Tamil Nadu are the real culprits, he added.
He also said that a memorandum seeking the constitution of the CMB had been submitted to the Prime Minister when he visited Puducherry last month. The Chief Minister said that he along with his Cabinet Colleagues had apprised the financial requirements of the Union Territory to the Prime Minister at the Airport here.
He heard them and assured to consider, Mr Narayansamy said and added that unfortunately, Mr Modi talked about politics here and left without announcing any concessions or schemes for the UT.
Mr Modi is the only Prime Minister who left Puducherry without announcing some schemes for it, he added.
The discrimination among ruling party ruled states and opposition ruled states is not good, the Chief Minister said. UNI
