New Delhi, Jun 15  :   Patients in the national capital faced hardships for the second consecutive day as protest by doctors, in solidarity with their striking colleagues in Kolkata, spread to several government hospitals on Saturday.

Doctors at the Centre-run Lady Hardinge Medical College and Hospital, and RML Hospital, and Delhi government's healthcare facilities such as GTB Hospital, Dr Baba Saheb Ambedkar Hospital, Sanjay Gandhi Memorial Hospital and DDU Hospital, boycotted work and held protests.

However, emergency and ICU services were not hampered in these hospitals.

Meanwhile resident doctors of AIIMS and Safdarjung Hospital, who resumed work after having boycotted it on Friday, have given a 48-hour ultimatum to West Bengal Chief Minister Mamata Banerjee to meet the demands of the state's agitating doctors, failing which they said they would go on an indefinite strike.

They attended patients wearing helmets and bandages on forehead as a sign of protest. AIIMS resident doctors will also take out a candle march in the campus in the evening.

Union Health Minister Harsh Vardhan asked states to consider enacting a specific legislation for protecting doctors and medical professionals from any form of violence.

Along with a letter to all chief ministers, he also attached a copy of the Draft Act provided by IMA --the Protection of Medical Service Persons and Medical Service Institutions (Prevention of Violence and Damage or Loss of Property) Act, 2017.

The move comes after the Indian Medical Association (IMA) launched a four-day nationwide protest from Friday and wrote to Union Home Minister Amit Shah demanding enactment of a central law to check violence against healthcare workers in hospitals, and making such crimes non-bailable offence.

The apex doctors body has called for a nationwide strike on June 17 with withdrawal of non-essential health services.

Patients bore the brunt of the protest, as they faced a lot of inconvenience and had to wait for long hours at hospital OPDs.

A 28-year-old pregnant woman who visited Lady Hardinge Medical College and Hospital for follow-up check up claimed that she could not find a doctor in the OPD.

"My ultra-sound is due. I always come here for check-up but today I could not find a doctor to consult with. Now I have to go somewhere else but I have learnt that protests are on at other hospitals too. We patients are facing lot of discomfort because of this strike," she said.

On Friday, a majority of hospitals in Delhi had joined the country-wide agitation in support of the doctors in West Bengal, on a call given by the India Medical Association (IMA) and various resident doctors' associations (RDAs).

However, many hospitals could not join the protest on June 14 as they had not submitted the 24-hour advance notice to the government as required by protocol.

So, they are observing a bandh on Saturday, President of Federation of Residents Doctors' Association (FORDA) Sumedh Sandanshiv said, adding however, ICUs and emergency wings of these hospitals are functioning.

In a statement, FORDA said they would be forced to go on an indefinite strike if the issue in West Bengal is not resolved.

There was a shutdown of out patient departments (OPDs), routine operation theatre services and ward visits, except emergency services at these hospitals of the city, where doctors held their token strike on Saturday.

Junior doctors in West Bengal are on a strike since Tuesday after two of their colleagues were attacked and seriously injured allegedly by relatives of a patient who died at NRS Medical College and Hospital in Kolkata.

A forum of doctors in the national capital issued a statement holding the Mamata Banerjee government in West Bengal "squarely responsible for letting the situation snowball to the present state through sheer lack of sensitivity for concerns expressed by junior doctors".

It appealed to the resident doctors to include the healthcare issues concerning the common people in their struggle and asked the TMC government to "stop politicising on the issue and address the demands raised by doctors in the earnest".

Scores of doctors in Delhi had held demonstrations on Friday, with many attending to patients in emergency wards wearing bandages on forehead or helmets, marching and raising slogans.                                                                                             [Agencies]

The Army has been requested to help the administration in maintaining law and order and conduct flag marches, they said.

Curfew was imposed as authorities feared a communal backlash, officials said.

Protesters, particularly in the old city, refused to disperse even after loudspeakers announced that curfew was imposed.

"We have imposed curfew in Jammu city as a precautionary measure," Deputy Commissioner of Jammu Ramesh Kumar told PTI.

According to officials, there was complete bandh in Jammu city and there was no traffic on roads and all shops and markets were closed.

Jammu city was rocked by massive anti-Pakistan protests with people taking to the to streets in dozens of places, including Jewel Chowk, Purani Mundi, Rehari, Shaktinagar, Pacca Danga, Janipur, Gandhinagar and Bakshinagar.

According to some reports, there were clashes in Gujjar Nagar area where some vehicles were damaged due to pelting of stones. However, police swung into action and prevented a major clash.

Raising anti-Pakistan, anti-terrorists slogans, protesters burnt tyres on many roads. The agitators, mostly youth, put up barricades on roads demanding revenge.

Led by the Bajrang Dal, the Shiv Sena and the Dogra front, people took out candle light marches in the city and held anti-Pakistan protests.

The Jammu Chamber of Commerce and Industries (JCCI) had on Thursday called for shut down in Jammu protesting terror attack.

This decision was taken by JCCI President Rakesh Gupta long with his office bearers and Presidents of different affiliated associations including transport operators associations.

Protesting the Pulwama attack, the Jammu and Kashmir High Court Bar Association, Jammu, suspended work in all the courts in Jammu, including the high court and tribunals.

New Delhi, Dec 13 (PTI) The proceedings of the Lok Sabha Thursday were adjourned twice during Question Hour following protests by opposition parties over various issues, including alleged corruption in the Rafale deal and Cauvery river water.

As soon as the Question Hour began after paying tributes to martyrs of the 2001 Parliament attack, members from the Congress, TDP and AIADMK rushed to the Well raising slogans.

Demanding a law on construction of Ram temple in Ayodhya, Shiv Sena members were seen holding placards in the aisle.

TDP member Venkateshwara Rao (Babu) used a mike installed in the Well for the oath of a new member to prop up a poster seeking special status for Andhra Pradesh.

A Lok Sabha secretariat staffer tried to convince him not to use the mike. Parliamentary Affairs Minister Narendra Singh Tomar too tried to convince him to keep down the mike.

The TDP member's action invited the ire of Speaker Sumitra Mahajan who warned him that he will be named.

Once a member is named, he or she has to leave the House chamber.

The Speaker then adjourned the House for nearly 10 minutes till 11.20 AM.

When the House assembled again, Mahajan reminded the members that they can raise issues under various rules.

Apparently referring to the Lok Sabha polls due in 2019, she said it was a "crucial time" and members should use it to raise issues related to the public.

She said Lok Sabha is for all states and regions and all should get a chance to raise their respective issues.

But opposition members remained unconvinced and returned to the Well.

Members of the Shiv Sena were seated on the front rows but did not raise slogans.

Members from TMC, Left and NCP were also seated on their benches.

As the bedlam continued, the House was adjourned for nearly 30 minutes till noon.

New Delhi, Dec 12 (PTI) The Rajya Sabha was adjourned till noon on Wednesday as the two main political parties of Tamil Nadu -- the AIADMK and DMK -- held protests on the Cauvery river issue.

Soon after ministers laid listed papers on the table of the House, AIADMK members trooped into the Well carrying a banner that read 'protect the lives of Cauvery delta farmers'.

DMK members too entered the Well raising issues related to Cauvery river.

Chairman Venkaiah Naidu urged them to return to their seats. He said notices have been received from several parties for discussion on different issues on urgent importance.

The Chairman said though he has not allowed the issues to be raised under Rule 267 (suspension of business to take up a matter) all issues would be taken up for discussion.

As the two parties continued to protest, Naidu said only on Tuesday people in some states have shown their "confidence in democracy" and asked members to respect sentiments of the people.

"I am not going to be dictated in this way (protest)," Naidu said.

With protesting members not relenting, Naidu adjourned the House till noon.

Earlier, the House paid obituary reference to former US President George H W Bush who passed away on November 30.

Members also congratulated M C Mary Kom for winning gold in the Women's World Boxing Championship. Naidu said she has reached the pinnacle of sporting glory as she created history by winning six world gold medals.

The House also congratulated sports persons Sonia Chahal, Simranjit Kaur and Lovlina Borgohain for winning medals. PTI

Kurukshetra, Oct 12 (PTI) Haryana police Friday resorted to a mild batoncharge on students of Kurukshetra University sitting on a 'dharna' outside the campus demanding direct polls to elect their union leaders, injuring at least 12 of them.

Similar police action against students has been reported from Maharshi Dayanand University in Rohtak, but it was not immediately clear if anyone was injured there. There were also reports of protest by students in Sirsa.

More than 200 students affiliated with student organisations, including NSUI, had sat on a protest in front of Gate No. 3 of Kurukshetra University in support of their demands, blocking the movement of vehicles on Kurukshetra-Pehowa road.

Kurukshetra Deputy Superintendent of Police Gurmaij Singh said police resorted to mild lathicharge when students held up traffic on the road.

He said all students were dispersed from the site after the police action.

"An FIR under various sections of IPC has been registered and police is trying to arrest the student leaders who incited the students," he said.

The student union elections in Haryana colleges and universities are being organised on October 17, after a gap of 22 years. However, the BJP government in the state has decided to hold indirect polls to students unions.

In indirect polls, class representatives are elected in colleges and department representatives in universities, who will elect the president and other office-bearers of student organisations.

Various students' organisations, including NSUI and the now-disbanded INSO, have been protesting against the move to hold indirect polls.

Congress MP from Rohtak Deepender Singh Hooda said the Khattar government should not "snatch" the right of students to elect their leaders directly.

"Holding indirect polls in a democratic set-up has no meaning. By holding indirect elections, the government is attempting to saffronise universities ," Hooda told reporters in Chandigarh.

Chief Minister Manohar Lal Khattar has directed officials to ensure smooth and peaceful conduct of the election.

Student union polls were banned in 1996 by then chief minister Bansi Lal following incidents of violence.

New Delhi, Oct 10 (PTI) Pinjra Tod, a students' collective, staged a protest Wednesday asking all the colleges of Delhi University to have no curfews for women students.

Members of the group marched through all colleges of North Campus to give a strong message to the administration that "we are not going to stop until our demands are met", they said.

"We entered Stephens, Hindu, Ramjas, DRC, Miranda and Khalsa. The Miranda House principal Pratibha Jolly was pressured to come out and speak to the students who had stormed through the front gate," they claimed.

They said Jolly agreed to put out a notice in the hostel Thursday saying wardens are not allowed to call up parents without a student's consent, they will not make sexist comments and there will be no curfew on food delivery.

According to the notice, clean drinking water and good food will also be ensured, they added.

"The principal also said she is too 'liberal' to not agree to our demands and that she will address our removal of curfew demand by October 30," they claimed.

Taking forward what happened in Miranda House, Pinjra Tod is giving a deadline to the Delhi University authorities to remove the curfew by October 30 or face indefinite protest and defial of curfew in all DU hostels, they said.

The students' collective had staged an all-night protest Monday demanding curfew-less nights for women students.

New Delhi, Oct 9 (PTI) A students' collective will on Wednesday hold an agitation at the Arts Faculty of the Delhi University to press for their demands including curfew-less nights for women.

The call by Pinjra Tod comes after the group held an all-night protest in the University on Monday and even blocked traffic on the Mall Road as their talks with the proctor and deputy proctor of DU did not yield results.

Last week, the organisation had submitted a charter of demands to the Vice-Chancellor of the University demanding removal of curfew timings and allowing 24-hour entry into women's hostels, abolishing the concept of local guardians for students and keeping a provision for an emergency local contact.

The student's collective further demanded a new women's hostel for differently-abled students and the setting up of an internal complaint committee against sexual harassment in all colleges and institutions.

They had threatened to stage a protest if the demands were not met within a week.

Kolkata, Sept 8: Train services were disrupted in Sealdah main section for about three hours on Saturday with commuters staging protests at Sodepur station against alleged irregularity in train services during a modernisation work.

The protest began since 10 am during which the agitators staged a blockade.

A Railway police official said the protestors ransacked the station master's cabin and also indulged in stone-pelting incidents.

The blockade was, however, lifted after about three hours, Superintendent of Railway Police, Ashesh Biswas said.

"This protest was completely unexpected. We had declared scheduled modernisation of interlocking system from September 7 till September 10. We had publicised it through various channels including advertisments," Eastern Railway spokesperson Ravi Mahapatra said.

"If passengers do not cooperate, how can modernisation and safety work be completed?" he said.

The passengers also said wrong announcements had compounded their hardship.

In the last two days, about 130 EMU locals had been cancelled mostly running on the shorter routes, the passengers said.

Srinagar, Aug 27: Spontaneous shutdown was observed at several places in Kashmir after clashes broke out between youths and security forces following rumours about scrapping of Article 35A, a police official said.

Article 35A, which accords special rights and privileges to the citizens of Jammu and Kashmir, is facing a legal challenge in the Supreme Court.

"Spontaneous shutdown is being observed in many places in Srinagar, the summer capital of Jammu and Kashmir, and Anantnag district in south Kashmir," the official said.

He said announcements were made on loudspeakers that Article 35A has been scrapped and people were asked to observe a strike and come out to protest.

"Shops and other business establishments, which had opened this morning, downed shutters after rumours of Article 35A being scrapped spread like wild fire and were circulated on social media, the official said.

Stone-pelters clashed with security personnel in Anantnag and in the Safakadal area here in the wake of the rumours, he said.

The official said security forces are on the job to control the situation.

In a statement, police appealed to people to maintain calm and not pay heed to rumours.

"Some sections of media circulated news regarding Article 35A. The news is refuted as baseless. People are requested to maintain calm and not to pay heed to rumour. The main hearing is on August 31, the statement said.

Itanagar, Jun 16: Members of the Arunachal Pradesh Youth Congress took out a bike rally from Nirjuli to the state capital today to protest against inflation and other issues.
Shouting Bharat Bachao slogans, hundreds of Youth Congress members participated in the rally from Nirjuli, 19 kilometre from here, despite a drizzle.
State Congress president Takam Sanjoy and AIYC national secretary Monalisa Banerjee, in-charge of the state, flagged off the rally at 8 am after a heated exchange of words with the police, as it was prohibited from taking off from the original venue, the party leaders said.
The police prohibited the rally from taking off from Nyokumniya hall at Nirjuli along the NH-415 on the ground that the district magistrate had refused it permission.
The state Congress president who had an argument with the police officers on duty said that permission for taking out the rally had been sought two weeks ago and "denying permission on the spot without prior intimation amounted to provocation."
"It is a democratic country and we cannot be prohibited from taking out a rally just because the vice president has arrived here a day in advance. It is injustice," Sanjoy said.
The partcipants went a few metres ahead of the original venue and began the rally, he said.
"With no governance, rising inflation and continuing negligence of the downtrodden sections of the society, it is time to awaken the masses," Sanjoy and Banerjee said.
Vice President M Venkaiah Naidu had cancelled his Sikkim visit due to inclement weather yesterday and arrived here from Bagdogra yesterday afternoon.
The vice president is scheduled to lay the foundation stone of a seepage management system and storm water drainage system of Itanagar.
He would then proceed to the North Eastern Regional Institute of Science and Technology (NERIST) to interact with its faculty and research scholars.

Bengaluru, Jun 7: Widespread protests by pro-Kannada activists marred the screening of the Rajinikanth-starrer 'Kaala' in most parts of the state today.
Cinema halls, where it was to be screened, refused to show the film, leaving cinema goers, especially diehard fans of the Tamil superstar, disappointed.
Demonstrations were held in front of all the theatres in the city where the film was to be screened.
Agitators were seen requesting the 67-year-old actor's fans not to watch the movie for the sake of their Kannada brethren fighting for Cauvery water.
They also asked them to come together to show solidarity to the farmers who have been deprived of Cauvery river water.
Reports from Mysuru said the screening of the film was delayed by movie houses due to protests.
However, two cinema theatres in Ballari and Raichur districts decided to screen the movie.
Praveen Shetty, an office bearer of the Karnataka Rakshana Vedike (KRV) said they were going from theatre to theatre asking moviegoers to boycott the film.
"We are telling them that the issue of sharing Cauvery water is more important than the film," he said.
Miffed with Rajinikanth's reported comments that whichever government came to power in Karnataka should implement the Supreme Court order on Cauvery water sharing in toto, the Karnataka Film Chamber of Commerce on May 29 decided not to allow screening of "Kaala".
Karnataka Chief Minister HD Kumaraswamy had requested the distributor of "Kaala" not to release it in "this kind of atmosphere," but said his government would follow the high court order on the issue.
The Karnataka High Court had on June 5 directed the state government to provide necessary security for the peaceful release of "Kaala", which pro-Kannada outfits had threatened to stall over the actor's reported remarks on the Cauvery row.
The Supreme Court had also yesterday declined to stall the release of 'Kaala.'
Rajinikanth, who enjoys a cult following in South India had made a desperate, last gasp attempt to reach out to pro-Kannada outfits opposed to the release, insisting he had done "no wrong" and requested them not to thwart its screening.
